Kan. — The Reno County overall case count is at 926 as of Wednesday evening. The death count among Reno County residents is at 24.

The Correctional Facility cluster type has 448 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 38 active cases, but has been responsible for 6 deaths. There are 34 active clusters in the county.

There are 505 cases in the community at large.

Twenty-nine people are in the hospital. One hundred thirty-five total have been hospitalized. Fifty-six have been admitted to the ICU and 16 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 14.37%, with the overall positive test rate at 21.91%. 22.16% of the population has been tested.

When they got there, they found fire coming through the roof of a two-story home.

Two adults and four children escaped the fire. The fire started in the attic space and was contained to the single structure.

Six people escape Hutchinson house fire Wednesday night

HUTCHINSON, Kan. — Reno County Health Department Interim Co-Director Megan Hammersmith says Tuesday’s comments made by a member of the County Commission in regard to its dealing with the pandemic will not change the way the department is conducting its COVID response.

“We’re going to stay the course as long as we have support from our Board of Health (County Commission) of which we have support from two of our Board of Health,” Hammersmith said.&nbsp;

“We do need to understand that we have to ensure that we take care of our hospital. And we’re going to take directives from both the health officer and the professionals in our community.”&nbsp;

With the numbers increasing dramatically each week in the area, Hammersmith says it is getting to be more of a challenge to find a balance between keeping the public safe and trying to keep schools and businesses operating.

“It feels as though the numbers are spiraling in such a way that are really out of control,” Hammersmith said. “I do believe we are going to continue to see a surge in our numbers.”

Hammersmith says the cold weather will keep people more confined, which will make spreading the virus easier. Hammersmith says it is no secret that the community is getting tired of the pandemic, but the need to stay the course is there.

“We know that the community is getting tired of it and the message is the same,” Hammersmith said. “Really the narrative right now is to ensure that our hospitals have the capacity to be able to provide service to the people in our community.”&nbsp;

Interim Commissioner Mark Steffen was critical of the Health Department’s dealings with the pandemic and made it known during Tuesday's agenda session.

Health Dept. staying the course in dealing with pandemic

HUTCHINSON, Kan. — It was another successful Coats for Kids campaign in October.&nbsp;

The annual event, started by John Neal of Ineeda Cleaners, netted more than 1,500 coats and other winter items for those in need.

The drive started a little slow, but picked up steam when the cold weather arrived late in the month. All of the items have been cleaned and taken to The Salvation Army where they are being distributed.&nbsp;

Rachel Nelson of Ineeda wanted to say "thank you" to all those who donated and for all of the work that went into making the drive another success.

HUTCHINSON, Kan. — One of the things school students look forward to is getting away from class for a day and taking in the Kansas State Fair. Of course, that didn’t happen this year, so Plum Creek Elementary School brought the fair to the students.

Some of the activities included carving butter sculptures and decorating pumpkins to resemble famous Kansans. The fifth grade class researched the history of the fair — focusing on the different eras, people associated with the fair and fair buildings.&nbsp;

Throughout the entire process, students covered writing, research, reading, math, science and engineering standards.

Plum Creek brings a little bit of the state fair to the classroom

Kan. — The Boys and Girls Clubs of Hutchinson's annual Youth of the Year event will be a little different because of the pandemic.

"We have gone online with our Youth of the Year banquet," said Lindsey Fields with the Boys and Girls Clubs. "We will have three young people competing to become our 2021 Youth of the Year. That's an experience we couldn't skip out on this year. It's the best event we have, in my opinion, because it really showcases the impact of our work and the amazing young people that we serve."

Bri Mora, Sadye Patterson and Catelyn Washington are competing for the scholarship dollars.

"I ran the state Youth of the Year for years," said Skip Wilson with the Clubs. "What these young ladies have had to go through this year. It's almost like applying for college. They have a packet of information they have to fill out, almost like filling out a resume. They need to get letters of reference. There's just a lot of things that they have to do before even working on giving their speech."

Heartland Credit Union is providing the scholarship money for the competitors, but also, the event serves as a fundraiser for the Boys and Girls Club.

"On our website, we'll have a link, bgchutch.com," Fields said. "Also, as part of that, we'll have an auction and a raffle. We understand that just like in normal years, you might not be available during the actual event, so we've opened up the raffle and the auction to start on Monday, November 30 and end on Sunday, December 6."

Youth of the Year will be streamed live at 7 p.m. on Thursday, December 3.

As the son of Wes Roberts,
 a World War II Marine veteran who fought at Iwo Jima, and a Marine 
veteran myself, I say with certainty and pride that there is no greater 
duty than one’s duty to country and to stand with those who have put 
country before self.

On this Veterans Day, it 
is of the utmost importance to recognize and thank veterans everywhere 
for their service and defense of our nation, from threats both overseas 
and here at home.

Before the pandemic, we were set to dedicate the <a href="https://eisenhowermemorial.gov/">Dwight D. Eisenhower Memorial</a>
 on May 8, the 75th anniversary of Victory in Europe Day, an anniversary
 with worldwide significance. Due to the ongoing pandemic, we <a href="https://www.roberts.senate.gov/public/index.cfm/pressreleases?ID=BBD58F05-F2DE-4F83-B82B-C259FFABB360">dedicated the memorial in September</a>.
 And now, after decades of work, the memorial dedicated to President, 
Supreme Allied Commander, and Kansas’ favorite son, Dwight. D. 
Eisenhower, is attracting generations of visitors on the National Mall.

The memorial encourages 
all visitors to learn more about the critical role Ike played in not 
only shaping our nation and defining the United States of America on the
 world stage, but also leading our country through eight years of peace 
and prosperity. Ike recognized the promise of America and the reciprocal
 responsibility of its people to serve the nation that serves them. As 
he said in his first inaugural address, “It is the firm duty of each of 
our free citizens … to place the cause of his country before the 
comfort, the convenience of himself.”

It was Eisenhower’s 
decision to launch the D-Day invasion that helped turn the tide of the 
war in Europe and save Western democracy. And while the memorial pays 
tribute to his valiant leadership, it also pays tribute to the Greatest 
Generation. Without their bravery and sacrifice during World War II, the
 world would no doubt be a very different place.

From the earliest days of 
struggle for our republic, to today’s unrest around the world, the 
principles set forth by our founding fathers have continuously been 
defended by our brave men and women in uniform.

This day is the day when a
 grateful nation recognizes those who have given so much out of love for
 their country, their family and their fellow citizens. Across Kansas 
and the nation, the memory of our service members who made the ultimate 
sacrifice for our freedoms lives on.

Throughout my <a href="https://kansasreflector.com/2020/09/07/u-s-sen-pat-roberts-offers-personal-perspectives-on-half-century-of-politics/">40 years of service</a>
 in both the House and Senate, I have said many times that the No. 1 
priority of our federal government is to provide for the safety and 
security of Americans. It has been my absolute privilege to support and 
encourage those who protect us. It has also been an honor to serve as a 
Marine and to serve in Washington.

Our nation is forever 
indebted to the acts of bravery and sacrifice of the servicemen and 
women who repeatedly answer the call of duty and step forward to defend

ROBERTS: Thank you to America’s finest — our veterans

Kan. — Eyes across the state will be on the Reno County Clerk’s office on Thursday as they
canvass the votes from last week’s election.

One race is
still undecided. That’s in House District 102 where incumbent Democrat Jason
Probst held a three vote lead over Republican John Whitesel at the end of the count on election night. A hand count of several outstanding votes that were unable to be processed by the machine and a handful of mail-in ballots that came in legally between election day and the Friday following increased the incumbent's lead to 22 votes,
3,261 to 3,239.

Any votes
that were set aside as provisional will be gone over one-by-one for the entire election. While
the canvass will cover all of the elections in the county, only the race involving Probst and Whitesel is close enough to potentially make a difference in the outcome.

The canvass is scheduled for 9 a.m. Thursday, but with many ballots to count and a race in the balance, it may take a good portion of the day to resolve.

evening with a light agenda.

The Board will
go over a tower lease request from IdeaTek of Buhler and take action on a
contract with McClelland Sound for multimedia equipment in Waldo Auditorium.
The equipment would allow for social distancing requirements with large
classrooms. SPARK funding will be used to pay for the equipment at a cost of
just over $93,000.

The equipment
will include a video projector and two monitors. Acoustical panels will be
installed to help with sound levels in the auditorium.

Also Thursday, the Board will go into three executive sessions, one for personnel, one for negotiations
and one for the purchase of real estate.

Thursday’s
meeting of the Hutch CC Board begins at 7 p.m. at the Shears Technology Center.

Hutch CC BOT to meet Thursday

HUTCHINSON– StartUp Hutch is planning a speed networking event designed to connect startup businesses with local mentors. The event will be held virtually. It will take place Tuesday, November 17th at 5:30 p.m. on Zoom and will allow participants to meet in one-on-one chats.

“The primary goal of StartUp Hutch is to be Reno County’s connecting point for entrepreneurs,” said Jackson Swearer, Entrepreneur Navigator and Program Director. "This is a great opportunity for local entrepreneurs to make connections, build relationships and get advice that will help them start and grow their businesses."

The event will place mentors and mentees in private video chats for approximately 5 minutes. After the session ends, the groups will rotate until each mentee has had the opportunity to talk with all mentors.

Kan. —&nbsp;After more than seven years, the Reno County Veteran's Memorial is nearing initial completion.

"We have got all the money we need for the granite panels to be finished and hung," said Kelly Danyluk with the memorial. "We're still continuing to fundraise for special projects that might include, maybe a military vehicle on each side of our memorial and possibly some upkeep in the future."

Over 15,000 names have been submitted thus far. Around 13,000 were submitted in time for the initial engraving.

The Correctional Facility cluster type has 594 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 33 active cases, but has been responsible for 6 deaths. There are 34 active clusters in the county.

There are 516 cases in the community at large.

Twenty-three people are in the hospital. One hundred twenty-nine total have been hospitalized. Fifty-one have been admitted to the ICU and 16 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 14.37%, with the overall positive test rate at 21.58%. 22.02% of the population has been tested.

Case count at 1084, with 516 in community as of Tuesday evening

HUTCHINSON, Kan. — The Hutchinson Human Relations Commission met in special session on Tuesday to address the now-vacant position for Human Relations Director.

Datjaeda Moore offered her resignation on Monday. Moore was already on suspension for what City Manager Jeff Cantrell said were a number of city handbook violations. During the meeting, the public and commissioners took time to express their feelings about Moore’s suspension and eventual departure.&nbsp;

“I’m extremely perturbed and frustrated by the events currently happening with the Human Relations Officer position,” said Rebecca Shetler, who is a part of Hutch in Harmony. “One of our biggest objectives as an organization was to secure that position, because immediately after our first event, the citizens of Hutchinson started coming to us and sharing stories of things they have endured.”

The commission and many of those who spoke fear that the position will be eliminated before it can get started. Moore was to take on her duties full time at the start of the year after funding was made available by an outside agency.

“I think it’s important that the future of the position is insured by more than just a small handful of people,” Miriam Kahn-Kitson said. “I’m really concerned about oversight within the city to make sure this situation doesn’t happen again.”&nbsp;

Following the comments, Cantrell had time to speak on Moore’s suspension and to address many things that have circulated, which he says are not accurate.

“I was a proponent of Datjaeda’s, and I’m not running for office, I don’t care,” Cantrell stressed. “My job is to make sure we uphold the regulations of the city.”&nbsp;

Cantrell says there were several instances that led to the suspension of Moore.

“There were several instances of political activity that Datjaeda and I have discussed,” Cantrell said. “There were other items too that followed the investigation. I’m not at liberty to express them all or share them all, but there were other items that were worthy of conversation.”

Commissioner Jesse Juma said the public has lost trust in the city because of the actions against Moore, including Hutchinson Police Chief Jeff Hooper, who addressed Juma’s claims that the trust does not exist.

“Most of you, I have had one-on-one conversations with, and I think that I have shown that I’m a strong believer in equal rights,” Hooper said. “I have held this department accountable . . . accountable for treating everyone equally.”&nbsp;

Members of the Human Relations Commission and Hutch in Harmony have been critical of Cantrell since Moore was suspended while taking to social media. Cantrell says the bigger picture is where to go from here.

“This is not about Datjaeda doing something bad and demonstrating whether or not I acted or conducted myself accordingly,” Cantrell said. “The bigger question is, where do we go from here, and if we’re going to dig in and continue slinging mud at each other, we can do that. I don’t think it’s constructive.”

Commissioner Natasha Russell was also critical of Cantrell, saying the new allegations that were brought against Moore on Monday at the time she resigned was a tactic to get Moore to leave the position. She also accused Cantrell of making the rules up as he goes. Cantrell told Russell, while he respects her heart in this matter, she needed to get the facts.

“Freedom of speech elements for you, there are no limitations other than yelling fire in a theatre,” Cantrell said. “But as a public employee there are rules that we govern by. I certainly don’t make the rules up as you mentioned, just going along at my whim. These rules were adopted by the city long before I arrived.”&nbsp;

Cantrell suggested that the chair of the commission, Dave Sotelo, meet with him and listen to a recording of the conversation he had with Moore on Monday.&nbsp;

“There’s only certain portions of the tape that I’d be allowed to release because some of them are still protected. Datjaeda has rights as an employee that resigned,” Cantrell said. “The portion of the conversation where she clearly says she is resigning now and she’s going to leave immediately was not my doing, I did not coerce that. In fact you will find language, Mr. Chairman, if you take the opportunity to sit in on this, to listen to this tape, you will probably express to your board members that in fact I was to the contrary.”

Cantrell said that, yes, other matters did arise during their investigation. He stated during the meeting that they had to address those issues if things were going to move forward with reinstating Moore.&nbsp;

“We didn’t like the fact that we stumbled on to them, it’s not something we were hunting for,” Cantrell said. “But we did do our due diligence.”

The city manager says the position is open. He hopes to put the job out for publication soon and says that he hopes to get the community involved in finding Moore's replacement.

Human Relations Commission addresses Moore's resignation

HUTCHINSON, Kan. — Reno County commissioners gave approval to purchase two more fire trucks for the county during Tuesday’s agenda session.&nbsp;

The two brush trucks for Rural Fire District 9 total $173,359. The fire district serves Haven and the surrounding area. Also Tuesday, the board approved Ron Hirst as vice chair for the board. Hirst replaces the late Bob Bush and will hold the seat until the commission reorganizes in January.

Commissioners gave approval to let the Health Department acquire new software at a cost of $50,142.&nbsp;

Commission approves fire truck purchases

YODER, Kan. — Residents of Yoder and areas north are going to have to deal with some water issues for the foreseeable future.&nbsp;

Water tests conducted this summer show the nitrate level in the Rural Water District 1 has increased beyond KDHE limits. A second test recently showed little change in the nitrate level. That means the water is not suitable for infants, pregnant women or nursing mothers.

Public Works Director Don Brittain reported to the County Commission that they will have to provide bottled water for the short term and then purchase water from Rural Water District 3, which is located by the old naval base. Brittain says he is not sure why the nitrate level went up in the area water wells, but said it could be attributed to the 2019 flooding. He also noted that, for now, he doesn’t have a plan in place for dealing with the water quality, but it is being discussed.

Brittain says he hopes to make that changeover in the water service for those in the affected area in the next two months.&nbsp;

Yoder residents dealing with high nitrate levels in water

HUTCHINSON, Kan. — Reno County Commissioner Mark Steffen went on the offensive when it came to how the Health Department is dealing with the pandemic.&nbsp;

It came during Tuesday’s County Commission meeting. Steffen said he disagrees with the way things are being presented by Interim Health Department Director Karen Hammersmith. During the meeting, Hammersmith urged the county to take extra precautions, including holding meetings remotely as they did during the beginning of the pandemic.&nbsp;

Steffen questioned how that would help. Hammersmith said by not being in a group in such a small area like the commission chambers, the chances of spread would be minimized. But Steffen shot back saying that it would make no difference. Steffen also argued the mortality rate of the pandemic and cited several national studies that showed the mortality rate of less than 2%. Steffen’s comments come as the county has now recorded 24 deaths from COVID with 16 of those in just the past 30 days.

After Hammersmith was done, Commission Chair Ron Sellers asked that Steffen maybe soften his tone with the county official. Steffen pointed his finger at Sellers and stated he had not acted out of line and asked Sellers to go back and look at the video replay of the exchange again to prove his point.

The exchange shows the mounting pressure the pandemic is causing with businesses, schools, government officials and the Health Department all trying to find balance as to how to keep people safe and keep schools and businesses operating.

From there, the commission will decide what steps to take to find a replacement for Moore.
Moore’s position was recently made full-time after an outside agency provided
funding. At that time, Moore’s duties were to expand beyond taking complaints of
discrimination and to work in getting the community more involved in dealing
with racial and discrimination issues.

Today’s
meeting begins at 3:30 p.m. and will be held via Zoom.

It displays a county-by-county map of the United States, and shows the risk level of attending an event, given the event size and location. For each county, it displays a percentage, which is the estimated chance that at least one COVID-19 positive person will be present at the event.

Johnson County, for example, shows a rate of 79 percent. He also said when it comes to COVID-19, 80 to 85 percent of people will not need to seek medical care, but reminded us that even people with no symptoms can spread the virus. He says even those who have already had it can still get it and spread it again since scientists are not sure how long any immunity lasts. He also noted schools have a very low transmission rate for COVID-19. He says the problems come when students gather outside of the classroom, or from large gatherings like weddings and funerals.&nbsp;

Many Kansas counties were projected to have a greater than 99 percent chance of at least one COVID-positive individual at a gathering of 50 people.

When the gathering size is increased to 100, many Kansas counties had a greater than 99 percent chance including Reno County. Rice County was just 90 percent.

It displays a county-by-county map of the United States, and shows the risk level of attending an event, given the event size and location. For each county, it displays a percentage, which is the estimated chance that at least one COVID-19 positive person will be present at the event. Johnson County, for example, shows a rate of 79 percent. He also said when it comes to COVID-19, 80 to 85 percent of people will not need to seek medical care, but reminded us that even people with no symptoms can spread the virus. He says even those who have already had it can still get it and spread it again since scientists are not sure how long any immunity lasts. He also noted schools have a very low transmission rate for COVID-19. He says the problems come when students gather outside of the classroom, or from large gatherings like weddings and funerals.&nbsp;Many Kansas counties were projected to have a greater than 99 percent chance of at least one COVID-positive individual at a gathering of 50 people.When the gathering size is increased to 100, many Kansas counties had a greater than 99 percent chance including Reno County. Online tool shows potential risk of large gatherings amid pandemic

The Reno County Health Department confirms two new deaths of local residents with laboratory confirmed COVID-19.&nbsp;

Out of respect for the families, the Reno County Health Department will not release any further information about these individuals.

Please continue to be vigilant by washing your hands, social distance by at least six feet or more, wear a mask when you are in public places and stay at home if you are not feeling well.

It is very important that people continue to follow the guidelines to help decrease the spread of COVID-19.

Reno County deaths with COVID-19 now at 24

Kan. — Taking unavoidable hits from the pandemic and a shutdown of the 737 Max
production lines, Arconic clawed its way forward in the third quarter as it
released its earnings report on Friday. 

The aluminum
parts maker reported revenue of $1.4 billion, up 19% from the prior quarter due
to strength in automotive end market volumes which recovered fully from the
second quarter and exceeded third quarter 2019 levels. 

Year over
year, revenues were down 22% reflecting weaker volumes across all end markets
other than automotive primarily due to the impact of the pandemic. 

Net income
totaled $5 million, or $0.05 per share, in third quarter 2020 compared with a
net loss of $24 million, or $0.22 per share, in third quarter 2019.

After having
to make major concessions to pay and benefits, the company has since reinstated
its 401K match program for all impacted employees and ended temporary salary
reductions according to a company release. At full capacity, Arconic employees
about 75 workers at its Hutchinson plant supplying the local aerospace industry.

Kan. —&nbsp;IdeaTek announced Tuesday free high-speed internet service for low-income households in their current and planned service areas.

"They have a grant called the Broadband Partnership Adoption Grant, which was part of their CARES funding allocation for broadband, said Jade Piros de Carvalho, Director of Industry and Community Relations. "We are able to provide free internet to any low income qualifying household on our network. An additional benefit is that we also are providing a free device."

One free tablet device per household will be provided to assist with remote work, school or other connection needs.

"There is a deadline of December 30, 2020," Piros de Carvalho said. "It's very imperative that they reach out to us quickly."

Interested households should apply by calling IdeaTek’s Freedom Connect Navigator. This person's whole job for the next two months is to be sure those who are eligible get signed up.

"She has a dedicated number, (855) 433-2835," Piros de Carvalho said. "Her name is Tara, or you could also email tpike@ideatek.com."

There are two ways to qualify. Be a participant in at least one of the following governmental assistance programs: 

Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps 

Federal Public Housing Assistance (FHPA) 

Veterans Pension &amp; Survivors Pension Benefit 

Participants may qualify for this service through a child or dependent if one participates in any of these programs. 

Participants will need to provide either three consecutive months of statements as documentation or a copy of a tax return from the previous year. 

Income same or lower than the amount listed for household size 

Internet service will be provided through all of 2021, once approved, then available at the reduced rate of $20 a month after that.

Kan. —&nbsp;A major point when it comes to policy, as it is after every election cycle, is how many new legislators there will be in Topeka come January, according to the top legislative advocate for the Kansas Association of School Boards. Mark Tallman doesn't take much stock in the labels candidates run with.

"It all depends, really, how people end up voting," Tallman said. "One third of the Kansas Senate will be new to the Senate, although a few are House members and about 20% of the House will be new. We're going to have a lot of new members coming in at a very critical time to deal with a lot of issues. There's going to be a lot of education involved. There's going to be a lot for school leaders, I think, to be building relationships with their local officials around what their needs are."

There will need to be relationship building within the legislature, as well, because there are as many reasons why people run as there are officeholders.

"They run as a party, or they run with organizational support of certain groups, or they come at it from the viewpoint of, I'm a businessman or I'm an educator, or I'm involved in social work or whatever those are. So, you kind of come in with a set of beliefs and that's who you first turn to and so, if there's experienced people that you kind of feel aligned with or build a relationship, you will. If you don't like or trust those people, maybe that's not as strong."

In fact, with a part time legislature, a lot of the information ends up being communicated by a mixture of local constituents and lobbying groups, because they have the institutional memory that a lot of the legislators may not.

"I always kind of stressed to our members the importance, you have to build relationships with new people," Tallman said. "Whether you think you're going to agree with them or not, or vice versa, you have to try to establish yourself as someone who is an honest provider of information. That's always the first step and I think that's what everyone will be trying to do, build those relationships and new legislators will be doing the same thing."
