HUTCHINSON, Kan. — Hutchinson Public Works announced that starting Tuesday Jupiter Hills Drive will be closed to all traffic from East 43rd Avenue to Cherry Hills Drive.

Work crews will be doing repairs to the area along with shoulder and ditch work. The road is expected to be closed until Wednesday, October 7th, weather permitting.

Release from Hutchinson Police Department

The Hutchinson Police Department is committed to the safety and well-being of our citizens and would like to inform the public of recent reports taken by officers. Over the last week, Hutchinson Police have received two separate reports of attempted child abductions.

On September 17, 2020, at 7:41 p.m., officers were dispatched to the 400 block of East 6th. An 11-year-old female was playing in her yard. She reported being grabbed by her wrist and when she turned around, she saw a white male approximately 6’ tall/skinny build dressed in all black clothing and a black mask. The juvenile was able to get away from the suspect and she ran to a nearby building to hide. The suspect then walked away and was last seen westbound in an alley.

On September 24, 2020, at 4:55 p.m., officers responded to the Kwik Shop at 1401 E. 4th. It was reported that after shopping in the store a three-year old male was placed into his car seat. The mother then got into the driver’s seat and pushed a button to close the rear sliding door.&nbsp; Before the door shut, an unknown subject with facial hair, wearing grey sweatpants and a black sweatshirt was seen reaching into the van toward the child. The mother yelled and the suspect fled southbound.&nbsp;

Both of these incidents are active investigations and all resources are being utilized. Anyone with any information is asked to contact Reno County Crime Stoppers at 620-694-2666 or Lt. Dustin Loepp at 620-694-2829.

HUTCHINSON, Kan. — Hutchinson USD 308 announced Friday that there will be some temporary schedule changes in the district over a two-week period.

On Friday, Oct. 2, there will be no school for pre-kindergarten through sixth grade students. Teachers will have a day of professional development, professional learning communities and work. Hutchinson High School and Hutchinson Middle School will be in session on Oct. 2.

The following week is fall parent-teacher conference week.

Elementary schools are all done by appointment. Conferences will be held after school on Oct. 7 and all day on Oct. 8.

Oct. 7 is a regular day of classes for all pre-kindergarten through high school students. There will be no school on Oct. 8 and Oct. 9 for all district students.

Hutchinson High School and Hutchinson Middle School conferences do not need appointments. HHS conferences will be from 11 a.m. to 8 p.m. Oct. 8 in the Salthawk Activity Center. Hutchinson Middle School conferences will be in the commons of both campuses of HMS from 8 a.m. to 8 p.m. Oct. 8.

HUTCHINSON, Kan. — Reno County school districts saw mostly&nbsp; declining enrollment as the preliminary numbers were released.

In Buhler USD 313, enrollment was 2,310 — which is actually a few students higher than last year. Superintendent Cindy Couchman says, at the moment, they have 132 students remote learning and the district has seen about 25 students go to homeschooling. Couchman says the final number will probably be lower.

In Nickerson USD 309, the student count as of Monday was 1,154 — which is a drop of 20 students. Haven also saw a decline in numbers with around 700 students — a decline of around 30. Superintendent Clark Wedel says, while the district saw numbers fall with traditional schooling, the number of virtual classroom students increased. Haven has had virtual schooling for several years, which is not related to remote learning brought on by the pandemic.

In Fairfield, the number of students fell by 34 to 286.

Enrollment numbers down in Reno County

Kan. —&nbsp;The Hutchinson St. Vincent De Paul group is holding their Friends of the Poor® Walk Saturday.

"We've done it every year for probably at least ten years," said Lovella Kelley with St. Vincent De Paul. "It's at Holy Cross Saturday morning at 9 a.m. to 11 a.m. Every penny that we get from this walk is used right here in Hutchinson."

They are still doing a physical walk this year.

"It's one of those events where, you don't pledge us so much per mile or so much per anything," Kelley said. "We just get together and we have a course set up around the campus of Holy Cross. It's probably a half-mile or so. You don't ever cross a street. It's just very casual and very pleasant."

COVID-19 has brought community needs to the forefront.

"It's very important in our community because, particularly right now, things are not real great for a lot of people," Kelley said. "We're helping with food, rent, utilities, just about anything that is considered a crisis event in their life."

Over $2.2 million was raised nationally in 2019.

HUTCHINSON, Kan. — If you are in Hutchinson you no doubt have seen and stopped at the traveling bowl food truck. Now Ginal Emil is opening a permanent location at 2221 N Lorraine. The location is the site of several former small restaurants on the Alley Bowling property.&nbsp;

Along with the new location comes the addition of two new employees, more seating for diners, and the addition of a drive through window. Traveling Bowl also plans to keep their food truck to serve customers their homestyle cuisine at special events around the area.

StartUp Hutch announced they will provide a $7,000 loan to help with expenses of the new equipment needed for the business’ expansion, including the furnishing of a larger kitchen.

Kan. —&nbsp;Democratic incumbent 102nd House District Representative Jason Probst said Thursday work he's done on changing how land contracts work in Kansas is going forward.

"We've brought in attorneys and people who work in real estate and lenders," Probst said. "There's a really good group of smart people working to figure out what the best solution for this might be. I feel really good about that because it's kind of been removed from the partisanship and there are people that are working toward a real solution on that."

The issue is that nothing needs to be filed on a land contract right now and that doesn't protect either side in a dispute.

"I really want to leave agriculture and commercial property alone," Probst said. "My focus on this is residential transactions. If you buy a house on a mortgage, there are a number of inspections that happen, there's a recording of the deed. If you go to get a second mortgage, the bank is going to see there's a first mortgage, all sorts of things like that that are public record that are available to see."

Some states have done away with land contracts, but that's not the aim here.

"I'm not looking to do away with land contracts," Probst said. "This is sometimes the only way some people can get into a home. I just think that we need to formalize it a little bit, so that there's a lot more protection for everybody involved in the contract."

The Judicial Council has another meeting Friday to discuss the topic.

HUTCHINSON, Kan. — The Reno County Health Department says they will host another weekend of community testing on Saturday. 

The testing will once again be held at the Hutchinson Clinic 2107 Building driveway from 9 a.m. until 11:30 a.m. or until 250 tests are administered.

If you would like a test the Health Department asks that you be a resident of Reno County, not have any COVID-19 symptoms, not be in direct contact with a COVID patient and not have carried a positive test in the past 90 days. They also ask that if you have been tested in the past 30 days not to get another test.

The purpose of the testing is to have a larger sampling of individuals who do not have symptoms, which should give an accurate picture of the positive test rate in Reno County.

Kan. —&nbsp;Kansas First District Congressman Dr. Roger Marshall is a cosponsor of a bill to allow PPP funds to be applied for a second time for some small businesses and also sets aside specific money for really small shops.

"My heart always goes out to those small businesses," Marshall said. "I think Main Street was impacted as much as anybody. We had $130 billion left from the previous CARES Act Paycheck Protection Program that was not utilized yet. Rather than going and borrowing more money from our grandchildren, I'd like to use the money we've already appropriated and really target to some small businesses with ten employees or less."

This spring, more than 50,000 loans totaling $5 billion were made to businesses in Kansas, saving approximately 500,000 jobs across the state. 

"It always amazes me, when the kids need jerseys for their ball teams, they don't go to some of the other big box stores, they go to Main Street," Marshall said. "Those folks are typically the leaders in the Chamber, the leaders in the United Way and volunteers at their church and in the rotaries and all those things, as well. Main Street is a staple of small town America."

Consistent with the original Paycheck Protection Program, funding from the new round of loans must be used on payroll and authorized business-related expenses. 

"Really, it's as simple as going to your bank and they can work with the Small Business Administration to do it," Marshall said. "There's a chance of forgiveness for the smaller loans under $150,000 is the hope, that those will be forgiven. If they're less than $350,000 there will be an easy form to do."

The bill was authored by Small Business Committee Ranking Member Steve Chabot of Ohio.

Kan. — Hutchinson Regional Healthcare System (HRHS) Business Development staff were big winners in the annual Kansas Association of Health Care Communicators (KAHCC) awards presented during the organization’s annual Fall Conference on September 11. The KAHCC is an umbrella organization of the Kansas Hospital Association (KHA).

The KAHCC is a statewide organization consisting of membership of Marketing staff members from many of the state’s 123 hospitals and is dedicated to improving communication with communities, health care employees, physicians and the news media.

Top prize winners were designated winners of an Emerald Award and other entries of note were presented with a Certificate of Merit.

Kan. —&nbsp;The downtown Hutchinson Christmas Parade has been canceled, which is a change from the policy for the Patriots Parade back in July.

"We're just looking at every time that something comes up, what's going on in our community," said Karen Hammersmith with the Reno County Health Department. "What's going to be the best thing for our community? Our true goal is to keep our economy going and our kids in school."

On the fourth of July, there were 21 active cases in Reno County. As of Wednesday afternoon, there were 161 active cases in the county.

"The first thing that the city has asked is that I as the health officer will sign off on parades," Hammersmith said. "We just went back to the community members that wanted to have it. It may not meet our goals."

The annual parade on the Saturday before Thanksgiving, which this year is November 21, is traditionally run by Ad Astra Radio. Earlier this month, a request by USD 308 to hold their annual Homecoming Parade was also denied.

During Monday’s meeting, the City Council approved appointing Darrin Pickering as the interim chief effective Oct. 2. Pickering takes over for current Chief Dean Harcrow, who suddenly resigned to pursue other interests. Harcrow was on the job just 18 months. The open position is posted on the South Hutchinson web site and the city Facebook page.

Harcrow was named to replace Chief Mark Thompson, who failed to get reappointed by the council in 2019. The action was part of an overall cost-cutting move that reduced the personnel and budget of both the police and fire departments.

Thompson had just taken over for former Chief Scott Jones, who retired.&nbsp;

Pickering named Interim South Hutchinson Chief of Police

HUTCHINSON, Kan. — More efforts to preserve Amtrak's Southwest Chief have been successful.&nbsp;

Amtrak announced Wednesday that the Federal Railroad Administration will provide a $5.6 million Consolidated Rail Infrastructure and Safety Improvements grant to stabilize and rehabilitate the route of the Chief in Colorado and New Mexico. Combined with $4.9 million in Amtrak federal funds set aside for this service and $1 million from the <a href="https://dot.state.nm.us/content/nmdot/en/About_Us.html">New Mexico Department of Transportation</a> (NMDOT), a total of $11.5 million will be invested from Trinidad, Colorado, to the south of Lamy, New Mexico.

Project engineering and construction will be carried out by the BNSF Railway Engineering Department and NMDOT will handle the part of the right-of-way it owns. Work is expected to begin in 2021 and carry into 2022.

New ties will be installed on a 31-mile section south of Raton Pass and another six-mile segment in New Mexico, more than 12 miles of bolted rail will be converted to welded rail between Lamy and where Rio Metro’s Rail Runner commuter traffic diverges to Santa Fe, and the decks of two bridges will be rebuilt, along with three grade crossings.

Efforts to secure grants started when Amtrak hinted it could move the Chief off its current route. Cities along the route and BNSF were against it although the railroad admitted it really didn’t want to keep a line open for one passenger train.

The work comes as Amtrak is preparing to reduce service on the Chief to three days per week because of a drop in ridership connected to the pandemic. Amtrak has assured daily service will return in the summer.

Amtrak's SW Chief to get track improvement funding

NEWTON, Kan. — Three area companies will benefit from the U.S. Department of Agriculture’s&nbsp; (USDA) investment into renewable energy products.&nbsp;

Kansas Ethanol LLC of Lyons will receive $250,000 that will be used to purchase and install equipment for combined heat and power along with ethanol dehydration. The project is estimated to generate 67,113 kWh per year, which is enough energy to power six homes.

In Newton, Horn's Auto Repair, 4x4, and Welding LLC will get $5,559 that will be used to purchase and install a 9kW roof-mounted solar array. This project will replace 13,654 kWh of power per year, which is enough electricity to power one home.&nbsp;

Millaturn Machine LLC of Newton and Harper will receive&nbsp; $19,875 to be used to purchase and install a 15 kW wind turbine. The turbine is estimated to replace 62,923 kWh per year, which is enough electricity to power five homes.

The three projects are part of $471,000 invested by the USDA for farmers, ag producers and rural based businesses in Kansas.

Through this program, farms, ranches and businesses that produce, process or package certified organic agricultural products may be reimbursed for eligible expenses.

The purpose of the NOCCSP is to defray the costs of receiving and maintaining organic certification under the National Organic Program. For FY 2020–2023, the U.S. Department of Agriculture’s Farm Service Agency is revising the reimbursement amount to 50 percent of the certified organic operation’s eligible expenses, up to a maximum of $500 per scope. Scopes include the areas of crops, livestock, wild crops and handling (i.e., processing). This change is due to a limited amount of funding available and will allow a larger number of certified organic operations to receive assistance.

FSA awards the NOCCSP funds to eligible state agencies that serve as administering entities who work directly with organic operations to reimburse organic certification costs. The current period of qualification for organic operations seeking reimbursements is from Oct. 1, 2019, through Sept. 30, 2020. Applications are now being accepted through Dec. 15, 2020, or until all funds are expended, whichever comes first.

2020 Organic Certification Cost Share Program Now Accepting Applications

Kan. —&nbsp;Some Hutchinson firefighters left Wednesday morning to fight a wildland fire in Wyoming.

"Three firefighters and a brush truck from Hutch Fire is heading west," said Chief Steven Beer. "They left literally at 6:00 this morning."

They will be busy after their 10-hour drive to fight the Mullen fire.

"Their first operational period will start tomorrow morning," Beer said. "For the next 14 days in a row, they'll be working 16 to 18 hours a day."

This mutual aid request is part of Hutchinson's relationship with the Kansas Forest Service for fighting wildfires.

"What's nice about this program with the federal government on these wildland fires is that they actually cover our backfill for our positions," Beer said. "They actually pay the guys wages  while they're out there being deployed and they also pay the City of Hutchinson money for the piece of equipment that's being deployed."

Beer reminds Hutchinson residents that over 150 fire units were brought in from all over to defend the city from its wildfire threat in 2017.

The Hutchinson Regional Medical Center has revised its COVID-19 policy for family accompanying patients under treatment in the hospital’s Emergency Department (ED).

All patients being admitted to the ED may be accompanied by a family member or one other designated individual. Please do not bring more than one person with you to the ED, as they will not be allowed inside.

Visitors will be scanned for COVID-19 upon entering the reception area of the ED.

More than 25,000 patients are treated in the Hutchinson Regional Medical Center ED each year.

HUTCHINSON, Kan. — Work continues to move south on the third and final phase of the North Main Street project.&nbsp;

Over the next week crews will be&nbsp; removing curb, gutter and sidewalk on the east side of Main Street between 11th and 7th avenues. This means that 8th, 9th and 10th avenues will be closed to the east of Main Street with two-way traffic on Main Street remaining open.

Crews will be finishing and cleaning up on the west side of Main Street, then start construction on the east side of Main Street after the curb, gutter and sidewalk is removed. Intersections on the west side of Main are open and work continues on the crosswalk signal at 9th and Main.

Work moving along on Main Street project

WICHITA– A Kansas&nbsp; man pleaded guilty Tuesday to an armed robbery at a convenience store in Newton, according to U.S. Attorney Stephen McAllister.

Jorge Correa, 25, Wichita, Kan., pleaded guilty to one count of robbery. In his plea, Correa admitted that on Feb. 4, 2020, he and two co-defendants robbed the EZ Trip at 100 S. Main in Newton.

Correa had a military style rifle. The clerk gave them cash, but Correa demanded more. While the clerk was getting money from her purse, Correa fired several shots that hit the ceiling, aisle displays and an ATM machine.

Both Correa and Montes were armed when they entered the store before 6 a.m. Feb. 4.

Investigators used surveillance footage to identify a license tag number of the getaway vehicle. After a high speed pursuit, the Kansas Highway Patrol arrested the three defendants. Urias was driving. Montes was wearing a red hoodie and sitting in the front passenger seat. Correa was sitting in the back seat with a rifle.

Co-defendant&nbsp;Rico Montes&nbsp;is set for a change of plea hearing Sept. 30. Co-defendant&nbsp;Jeremiah Urias&nbsp;is set for a change of plea hearing Sept. 28.

Correa is set for sentencing Dec. 8. He could face a penalty of up to 20 years in federal prison and a fine up to $250,000. McAllister commended the FBI, the Kansas Highway Patrol, the Newton Police Department and Assistant U.S. Attorney Alan Metzger for their work on the case.

One of three men accused in Newton robbery enters plea

HUTCHINSON, Kan. — Reno County Commissioners took time to discuss how to move forward with wind energy development during Tuesday's meeting. The matter was brought up during the discussion part of the agenda session.&nbsp;

Commissioner Ron Hirst, who voted down a conditional use permit for the NextEra project, said Tuesday it was time to move forward in getting a possible wind project going. Hirst says such an agreement would address many issues including how to finance decommissioning of wind farms.

“A development contract would include things like decommissioning, it would include things like roads used, bridges, cost penalties for not using those roads,” Hirst said. “It kind of stems back from some of the conversation I had at the last Kansas Association of Counties meeting with other counties that have wind power.”

Commissioner Ron Sellers said he agrees with Hirst on getting things moving along with new regulations coming soon from the Planning Commission.

“It seems like we’re always in a hurry to do something,” Sellers said. “It would appear that in the next two or three months that the Planning Commission will have some kind of document for us to approve, or not approve, or to send back to them.”

Sellers says such an agreement could address both sides of the wind argument. “This development agreement ties in with that on what the benefits to the county are and what the promises by the developer are. I would encourage us to try and do that," Sellers said.

County Administrator Randy Partington noted that it may be difficult to come up with any such agreement with no specific project being proposed.

“Usually with a development agreement we would already know where a wind farm would be located, and that (agreement) would be more specific to that area and following the regulations that are in place,” Partington said. “Would you want the development agreement to look at example ones and then take it back to the Planning Commission to help them go backward and set up the regulations?”&nbsp;

The Planning Commission hopes to have the wind farm regulations in place for the County Commission to take action on later this fall. Another meeting to go over the proposed regulations is set for October.

I would encourage us to try and do that," Sellers said.County Administrator Randy Partington noted that it may be difficult to come up with any such agreement with no specific project being proposed.“Usually with a development agreement we would already know where a wind farm would be located, and that (agreement) would be more specific to that area and following the regulations that are in place,” Partington said. “Would you want the development agreement to look at example ones and then take it back to the Planning Commission to help them go backward and set up the regulations?”&nbsp;The Planning Commission hopes to have the wind farm regulations in place for the County Commission to take action on later this fall. Another meeting to go over the proposed regulations is set for October.

Commission seems ready to move forward with wind power 

HUTCHINSON, Kan. — The results of community-wide pandemic testing show there are people walking around with asymptomatic conditions that are resulting in positive tests.

Dr. Scott Pauly with the Hutchinson Clinic, who helped administer the free testing, reported to the County Commission Tuesday that, in each of the three test days, five positive tests were found. Pauly says the pandemic is still very new and such positive tests could mean three things.

“There is the possibility that you catch somebody who is pre-symptomatic,” Pauly said. “The next scenario is, 'hey, there’s somebody who is never going to become symptomatic, they’re asymptomatic by the definition and they are infectious.' Or there is the possibility that they are post-infectious and are recovering.”&nbsp;

Pauly says the pandemic has changed the way the medical field has assessed viral spread and testing. And while the tests aren’t perfect, they are the best available.

“This is different than any medicine I’ve practiced,” Pauly said. “This is a practice of decreasing the transmission of a pandemic within a population. The earth is round, the sky is up and the ground is down. The positive test rate is what we use to track (COVID-19), we use the best test we have.”&nbsp;&nbsp;

Pauly says that wearing masks and taking additional steps have brought the pandemic spread down, but it is still not contained.

“This virus, based on our best knowledge in six months, which is in the infancy of understanding this — one person would infect five people, those five would infect five. So that’s 25 more plus the original one plus the second five,” Pauly said. “We’ve already cut the transmission value in this country down to three, down to two and change most likely in this community. But anything above one is exponential spread.”

Another round of community testing is set for Saturday. The testing will once again be held at the 2107 Building parking lot at the Hutchinson Clinic. The tests run from 9 a.m. until 11:30 a.m. and are free of charge.

Community-wide COVID testing turns up positive cases

HUTCHINSON, Kan. — Interfaith Housing and Community Services has finished the first step of a housing complex at 701 S. Plum.&nbsp;

An open house of the Southern Pines Townhomes will be held from 2 p.m. to 4 p.m. on Friday. The public is invited.

The complex, spearheaded by former Hutchinson Hospital CEO Gene Schmidt and his wife, will consist of eight two-bedroom duplex units designated for seniors 55 years old and older.

A percentage of the annual profits from this privately-funded housing project will be invested back into the Lincoln Neighborhood in the form of housing rehabilitation or other neighborhood needs.

“We are truly blessed to have been on this project journey with Gene and Kay Schmidt,” Clint Nelson of Interfaith Housing said. “Their vision and generosity has provided Interfaith a new revenue stream for decades of expanded impact in our community.”&nbsp;
