HUTCHINSON, Kan. — Horizons Mental Health Center announced Wednesday that it is one of the recipients of the 2020 Impact and Capacity Grants (ICG) Initiative from the Kansas Health Foundation (KHF).

The ICG Initiative provides one-year grants of up to $25,000 for nonprofits mission-aligned with KHF, focused on COVID-19 response and recovery. There were 91 grants awarded, totaling more than $2 million. Horizons Mental Health Center was the recipient of a grant totaling $24,742.

The grant funding will be utilized to purchase the necessary technology needed to deliver the mental health services by tele video. Horizons staff will be able to provide the full array of treatment to clients including such services as individual therapy, medication management, case management and crisis management. The tools will enable Horizons staff to visually assess the mental health status of their clients and to maintain close contact with each person.

Horizons provides mental health services in Reno, Harper, Barber, Kingman and Pratt Counties. The staff provides more than 10,000 hours of direct services to its clientele each month.&nbsp;

Horizons receives grant from the Kansas Health Foundation

HUTCHINSON, Kan. — With the supply chain for meat products being roughed up by the pandemic, many are turning away from grocery stores and turning to local processors. Yoder Meats is one of them. 

“Our retail business has been very busy, we’re seeing lots of new customers,” Yoder Meats Owner Chad Bontrager said. “People are coming in that are attracted by just the availability of meat that maybe they aren’t able to find in other places.”

Bontrager says more people are also looking at bulk purchasing to make sure they have an adequate supply down the road. While the company has seen an increase in consumer purchases, it has also experienced a slowdown in some areas, especially on the commercial side.

“Our wholesale accounts are primarily restaurants and so that has been very slow,” Bontrager said. “But we are starting to see that come back a little bit just this week. Some orders from those customers just kind of exploring and testing the waters to see how many customers they’re going to get into their restaurants and then how much product they might need from us.”

Bontrager says one area that they have been the busiest is in the animal processing sector with booking already extending into next year.

“We’re currently booking February moving into March in that part of the business, which is unheard of,” Bontrager said. “Normally as our busiest point, maybe we’re booking two months ahead, never nine or 10 months.”

For those who have never gone the route of a large meat purchase such as a bundle, Bontrager has some advice.

“We sell them all frozen, which is going to be perfect for the longer-term storage,” Bontrager said. “I wouldn’t hesitate to eat beef that has been frozen for up to a year and I wouldn’t hesitate to eat pork or chicken that’s been frozen up to six months.”

Bontrager says the meat will keep longer than that, but the quality might not be as good. He also noted that, if this is your first bundle meat purchase, you make sure you have plenty of freezer space.

Most meat bundles are packaged to fit for one meal so little goes to waste.

More consumers taking advantage of large meat purchases locally

Despite the uncertainties of our present situation, Fair officials remain confident that residents can “Celebrate Kansas” at the end of summer.

“Planning and preparations continue for the 2020 Kansas State Fair,” said the Fair’s General Manager Robin Jennison. “The production of an event the size and scope of the Fair – which draws an average 340,000 people annually along with 600 commercial exhibitors and thousands of competitors - requires the year-round efforts of our hardworking team.”

Jennison added the Fair is closely monitoring mitigation efforts regarding COVID-19 and assessing new information on a daily basis. Safety and health of employees, volunteers and patrons is the top priority. Meanwhile, the Fair is having weekly conversations with other state fairs through its global organization, the International Association of Fairs and Festivals. Staff is also discussing and considering options that will enable the Fair to provide a safe and secure experience.

Jennison said the state has seen many changes since March. As of now, there is no specific date by which a decision to hold the state fair must be made. That picture will become clearer in the weeks ahead as the state progresses into the different phases.

“We are choosing to focus on what we can do now, which is to bring Kansans the best Kansas State Fair possible,” Jennison said. “Those efforts must continue if we are to present the quality event that Kansans expect and deserve – a time-honored tradition that has spanned 107 uninterrupted years.”

State Fair issues statement, still confident fair will be on in September

HUTCHINSON, Kan. — The National Ag Statistics Service announced Wednesday that, based on May 1 conditions, Kansas' 2020 winter wheat crop is now forecast at 306 million bushels, down 10% from last year's crop.

The average yield is forecast at 47 bushels per acre, down five bushels from last year. Acreage to be harvested for grain is estimated at 6.5 million acres, unchanged from last year. This would be 96% of the planted acres, above last year's 94% harvested.

As of Monday, the winter wheat condition rated at 24% poor to very poor, 38% fair and 38% good to excellent. Winter wheat jointed was 89%, near 86% last year. Headed was 39%, ahead of 29% last year, but behind 56% for the five-year average.

In south-central Kansas, 93% of the wheat is jointed and 65% of the crop has headed.

Projected wheat harvest numbers reduced

HUTCHINSON, Kan. — Work continues on the sewer line project along East 3rd and 4th avenues, forcing several street closures. Hutchinson Public Works says North Ford Street will be closed to thru traffic between 3rd and 4th avenues through Thursday.  Local access will be permitted.

Northbound Poplar Street between 3rd and 4th avenues will continue to be closed to traffic while southbound Poplar Street will remain open for the next two weeks.

Sewer line work continues

HUTCHINSON, Kan. — Things are starting to open back up in the state legal system.

In Reno County, the 27th judicial district released how it will reopen the court system and it follows the orders of the state.

Starting Monday, remote proceedings will be used as practicable for any hearings.

In-person counter service will be open through the clerk’s office on the first floor of the courthouse in the former Register of Deeds Counter to give the public and employees more space. Two clerks will staff the desk and accept payments, pro se filings, marriage license applications and provide hearing times.

The probations office will be open only for intake and assessment of newly-assigned clients and UA’s. Probation clients will report by Zoom or by phone as directed by their officer.

The office says telework is preferred and social distancing and the use of masks will be enforced. If all goes as planned, in-person court proceedings could resume June 1.

Some courthouse services resume Monday

Kansas gas prices are still low, relative to the rest of the country.

"Today in Kansas, the average is $1.55 a gallon," said Shawn Steward with AAA Kansas Wednesday. "That's up about eight cents from where we were a week ago. "The national average is up to $1.86, up about the same amount, seven cents a gallon from a week ago."

Reno County is on the low side of the average this week, as well.

"Reno County, as of today, is an average of $1.49 a gallon," Steward said. "Hutchinson is $1.45 to $1.47 range."

Prices should still remain relatively low for awhile longer.

"Over the past month or two, we've seen incredible increases in the stocks of gasoline that we have on hand and crude oil," Steward said. "That's going to take awhile to work through that. That's going to also play an impact and probably keep prices from really increasing rapidly."

It also remains to be seen how quickly things reopen and how much of an impact is made on the summer travel season.

Kan. —&nbsp;Reno County Health Department Director Nick Baldetti updated the county's statistics on tests administered on Wednesday morning, leaving out the ones taken at the Kansas State Fairgrounds.

"Nine hundred and sixty-six tests were run in Reno County external of the Walmart testing site," Baldetti said. "With 925 negatives, external of the Walmart testing site, we're at a case positive rate of about 4.25%."

All 150 Walmart tests on the county's dashboard have come back negative, but there are some other Reno County tests outstanding.

"As of this morning, we are still awaiting 82 test results that are in queue to be reported," Baldetti said. 

According to the county's dashboard on Wednesday, only three cases have required ventilation throughout the pandemic, only five were admitted to the ICU and just one is still in the hospital.

Baldetti: Positive case rate of non-Fairgrounds tests stays below 5%

Policing in a pandemic is a balancing act, according to Hutchinson Police Chief Jeff Hooper.

"You balance maintaining community safety and also keeping your employees and your officers safe," Hooper said. "Based on our tiered response, we did scale back on our community contacts. We really limited traffic stops for a period of about six weeks."

The only stops allowed during that period were those that mitigated a public safety risk. 

"We've kind of ramped that back up a little bit," Hooper said. "Just because we saw an uptick in accidents and major accidents and so we're doing some selective enforcement to try to prevent those. We're doing more traffic stops now than we did a few weeks ago."

Criminal activity that isn't an immediate threat to the community is also being treated differently.

"On the criminal side of things, when we do have to take any type of enforcement action, previously, that action may have resulted in an arrest," Hooper said. "Now, we're doing more either issuing a summons or what we call long-forming or writing up a report to send it up either to Municipal Court or the District Attorney's Office for prosecution at a later date."

Hooper: Some police activity increasing, but still striking pandemic balance

Kan. —&nbsp;Hutchinson Fire Chief Steven Beer is proud of his staff for how they are handling the adjustments needed in the midst of a pandemic.

"They don't write a playbook for this type of stuff," Beer said. "Firefighters are masters at making things happen and making sure that we take care of our citizens. We adapt really easy to changing conditions. This is definitely what has happened through this COVID-19 pandemic."

The point is that on medical calls the firefighters with EMT training face risks others might not.

"Our troops come in each day to work, they get their temperature taken," Beer said. "They are asked seven questions in the morning when they start their shift. The next morning when they go off shift again, they get their temperature taken, they go through the same seven questions and everything's documented. To date, knock on wood, I think we're one of the few agencies, we have not had one person hit quarantine."

Beer knows that is because the staff has been disciplined and they have the resources they need.

"I've got to give a shout out to Adam Weishaar," Beer said of the Reno County Emergency Management Director. "He's been able to keep us in PPE and maintaining a good inventory here. We've got stuff in queue all the time here and even some stuff that we've got donated from the community."

Having those stocks of Personal Protective Equipment has allowed the department to go into the homes of the sickest people in Hutchinson and help them without to this point having any staff losses due to illness.

Beer: No playbook, but proud of preparation

HUTCHINSON, Kan. — Reno County Commissioners got their weekly update on the pandemic during Tuesday’s meeting. 

One topic that drew the most discussion comes from the state’s decision to add probable cases of COVID-19 to the overall number of positive cases in the state. 

“The Kansas Department of Health and Environment made the decision May 7 to begin to include probable cases in addition to laboratory-confirmed cases,” Health Department Director Nick Baldetti said. “There was no real communication in terms of that new methodology.”

Baldetti says that change has accounted for 11 cases in the county.

“If you were to go out on the state’s website right now as opposed to our dashboard, we’re reporting 41 total cases with three active. If you go to the KDHE they have us listed at 52,” Baldetti said. “Those probable cases are identified via a disease investigation at the local level, but again the decision to count them in total counts at the state level, we’re still seeking an explanation on that.”

The other matter discussed was the continued issues with the Walmart testing site at the fairgrounds and the lack of information that has come from the two weekends of testing. Baldetti wanted to stress that the tests at the fairgrounds are in no way connected to the Health Department.

“That testing site is not administered by the Reno County Health Department,” Baldetti said. “That is a program that is a partnership between the Kansas Department of Health and Environment and it is funded by Walmart and the lab that Walmart has partnered with for that is eTrueNorth Labs.”

Baldetti said it has been difficult to get information from the entities that conducted the tests and has already questioned their accuracy due to the way the tests were administered. One other issue that has come up is that there is at least one case where a person who took the Walmart test may have forged their results in an effort to get time off from work.

“In this particular instance, it looks like someone copied and pasted the language from the actual document into another document and edited it to say what they wanted it to say,” Baldetti said. “It raised some questions because some of the communication that was being relayed to the employer . . . did not synchronize with standard guidelines of what we would communicate, which raised red flags.”

Baldetti says they continue to try to work with the KDHE and the health agency that administered the tests to get the proper information out regarding the case rate.

One topic that drew the most discussion comes from the state’s decision to add probable cases of COVID-19 to the overall number of positive cases in the state. “The Kansas Department of Health and Environment made the decision May 7 to begin to include probable cases in addition to laboratory-confirmed cases,” Health Department Director Nick Baldetti said. “There was no real communication in terms of that new methodology.”Baldetti says that change has accounted for 11 cases in the county.“If you were to go out on the state’s website right now as opposed to our dashboard, we’re reporting 41 total cases with three active. If you go to the KDHE they have us listed at 52,” Baldetti said. “Those probable cases are identified via a disease investigation at the local level, but again the decision to count them in total counts at the state level, we’re still seeking an explanation on that.”The other matter discussed was the continued issues with the Walmart testing site at the fairgrounds and the lack of information that has come from the two weekends of testing. Baldetti wanted to stress that the tests at the fairgrounds are in no way connected to the Health Department.“That testing site is not administered by the Reno County Health Department,” Baldetti said. “That is a program that is a partnership between the Kansas Department of Health and Environment and it is funded by Walmart and the lab that Walmart has partnered with for that is eTrueNorth Labs.”Baldetti said it has been difficult to get information from the entities that conducted the tests and has already questioned their accuracy due to the way the tests were administered. One other issue that has come up is that there is at least one case where a person who took the Walmart test may have forged their results in an effort to get time off from work.“In this particular instance, it looks like someone copied and pasted the language from the actual document into another document and edited it to say what they wanted it to say,” Baldetti said. “It raised some questions because some of the communication that was being relayed to the employer . . . did not synchronize with standard guidelines of what we would communicate, which raised red flags.”Baldetti says they continue to try to work with the KDHE and the health agency that administered the tests to get the proper information out regarding the case rate.

HUTCHINSON, Kan. — Reno County Public Transportation  Director Barbara Lilyhorn announced that, effective May 18, the transportation service will be expanding its schedule and hours of operation. The bus service has been running on a reduced schedule during the pandemic. 

Starting Monday, fixed routes will operate from 7 a.m. to 6 p.m. Monday through Friday and from 9 a.m. to 2 p.m. on Saturdays.

Rcat will operate four fixed routes on the following schedule:

Routes 1 North, 1 South and Route 3 will operate hourly. 

Route 2 East will operate at 7 a.m., 9 a.m. and 11 a.m. And then  1 p.m., 3 p.m. and 5 p.m.

Route 2 Northwest will operate at  8 a.m. and 10 a.m., then noon, 2 p.m.&nbsp; and 4 p.m. 

Paratransit will operate from 7 a.m. to 6 p.m. Monday through Friday and 9 a.m. to 2 p.m. on Saturday. 

County On Demand will operate from 7 a.m. to 5 p.m. Monday through Friday. 

All vehicles will observe social distancing for seating passengers and perform additional disinfection and cleaning practices.

Passengers are asked to observe good hygiene with frequent handwashing and responsible respiratory etiquette such as coughing and sneezing into their elbow bend and limiting physical contact with drivers and other passengers.

The district has been wrestling with what to do about the football field and the surrounding track since November. Monday night, the board looked over several proposals for both. Much discussion surrounded the timing of when work could be done on the facilities since any work on the field can’t be done until after the fall season in 2020. If the track is put in first, it could risk damage when the field is done later. If they wait on the track, it could be a whole season before it’s finished, leaving the high school without a usable track until the spring of 2022.

The board also took time to discuss furnishing the classrooms at South Hutchinson Elementary School. The proposal would provide new furniture for the conference room and the classrooms for the first and sixth grades. The cost of the proposal is $64,480.

The board also approved the purchase of materials for the new English Language Arts curriculum for grades K-6. The district has been working on the new curriculum program since October. The district will spend $114,000 on purchasing the teachers materials so they will be familiar with it by the time school begins in August. At the start of the new fiscal year in July, the rest of the program and materials will be purchased for another $114,000.

HUTCHINSON, Kan. — There are many stories about area residents doing their part to help others during the pandemic. 

It happened again Tuesday when the Hutchinson Community College Athletic Department, the Hutchinson Police Department and the Hutchinson Fire Department were recipients of 500 donated masks.

The masks were donated by Victor Jou, owner of Imperial Garden in Hutchinson. The masks were delivered in the lobby of the Hutchinson Sports Arena Tuesday morning.

Local restaurant donates masks to HPD, HFD and HutchCC

HUTCHINSON, Kan. — Eight nonprofit organizations received a total of $25,150 Monday in the third round of grants issued from the Rally Reno Nonprofit Response Fund.

The money comes from a $110,000 pool funded by donors of the United Way of Reno County and the Hutchinson Community Foundation. The grants are aimed at expanding local nonprofits’ capacities to continue providing services during the COVID-19 crisis.

A total of $95,700 in grants have been awarded to 26 organizations since the fund was established in April.

 A panel of community leaders awarded the following grants:

Boys &amp; Girls Clubs of Hutchinson – $5,000: Support the purchase of two shade structures and two adjustable basketball goals to expand the outdoor play area to help club members maintain advised social distancing during summer programming.

Girl Scouts of Kansas Heartland – $2,000: Funds will be used for the costs of implementing programming, such as “Camp At Home” and “Camp in a Box,” which allow for the continuation of Girl Scout leadership development in Reno County during times of social distancing limitations. Funds may also be used as financial aid for member registration and to cover costs of badges and patches for girls in need of financial aid.

Hadley Day Care Center – $5,000: Grant will assist with Hadley’s operational expenses until the center is functioning at full capacity again as families return to work.

Plainview Mennonite Church – $2,500: Funds will allow the group to continue providing food to families in rural Reno County whose children (50-60 total) participate in the program, helping meet an immediate need during a time when the full congregation is not gathering and able to make regular food donations.

Prairie Independent Living Resource Center – $2,500: Allow for purchase of personal hygiene items and nonperishable food items to distribute to clients who are in need.

TECH, Inc. – $3,500: Funds will allow for the purchase of tablets, webcams and other pieces of technology that will allow staff to engage more clients with activities, such as art classes, games and connecting with friends during times of social distancing.

TFI Family Services – $1,500: Grant will assist with the purchase of equipment, such as weighted blankets, calming portable tents, fidget manipulatives and other materials, used to make up Calming Kits distributed to foster children in Reno County during times of increased anxiety.

United Way of Reno County – $3,150: Funds will be used to purchase no-touch thermometers for nonprofit organizations that need this equipment to monitor staff and clients but could not have anticipated COVID-19 and the need for this high-cost equipment when budgeting for 2020.

Rally Reno hands out third round of grants

HUTCHINSON, Kan. — Hutchinson USD 308 has always tried to provide technology to all students. At first, the district’s goal was to have one computer for every two to three students. Over the years the district has tried to make the technology even more accommodating for students. 

But that has all changed with the pandemic, which shut down schools and forced districts to finish out the school year online.  Monday night, the USD 308 Board of Education approved the purchase of 500 additional Chromebook computers with federal COVID-19 funds.

The additional Chromebooks will allow the district to move to a one-to-one student-to-computer ratio for grades four through 12. The district already has enough iPads for students in kindergarten through third grade for a one-to-one initiative.

The district is planning ahead in case the pandemic would force another partial or full in-person school shutdown in 2020-21 and beyond.

In another pandemic-related move, the board approved a phase-in plan to reopen district facilities this summer. The plan was coordinated with the other school districts in Reno County and with the Reno County Health Department.

Outdoor activities will begin on a limited basis on June 1. Buildings will remain closed until at least June 15. All district activities, however, depend on if state and local health officials agree that benchmarks are being made for a safe reopening.

USD 308 approves computer purchases

HUTCHINSON, Kan. — As many parents juggle working from home, schooling at home and finding ways to keep kids occupied during COVID-19, the Kansas State Fair and the Hutchinson Art Center have come up with a virtual outdoor competition. 

Budding artists of all ages across Kansas are invited to transform their driveways, sidewalks or any place they have gained permission to use with chalk art that celebrates "All Things Kansas" and the Kansas State Fair.

“Imaginations and creativity have no such constraints,” Amy Bickel, the fair’s marketing director, said. “This is a way to celebrate our great state and brighten up the pavement while social distancing.”

The fair’s competitive exhibits department came up with the idea and explored having a sidewalk chalk competition during the fair. With social distancing and people being encouraged to stay at home, the fair decided to make the competition virtual and team up with Hutchinson Art Center in an effort to give Kansans a creative outlet.

The Hutchinson Art Center will be judging the competition. The center has already received a number of entries from across the state that features a state fair or Kansas theme. 

The fair is giving away one State Fair Kids' Pack in the youth category ages 12 and under and a season pass in the adult category. The art center is providing a gift bag for each winner as well.

Entries are due by 11:59 p.m. Monday, May 25. All images could be used in social media posts. Begin submitting photo entries, one with the artist and one without the artist, by emailing <a href="mailto:Amy.Bickel@ks.gov">Amy.Bickel@ks.gov</a>. Please include name and age with each submission.

HUTCHINSON, Kan. — With severe weather in the forecast, residents may be faced with a unique situation: finding shelter in the pandemic. 

Emergency Management Director Adam Weishaar says, if severe weather approaches, deal with the immediate threat first.

“Just find shelter like you normally would,” Weishaar stressed. “You should social distance the best you can. You might risk being a little closer to someone than you want to, but you need to deal with that immediate risk first.” 

Like with any possible severe weather threat, Weishaar says make sure you have your plans in place.

“Your family should have some sort of disaster plan in place,” Weishaar said. “You should make that plan now and then as soon as that severe weather warning comes out, that’s when you should start seeking shelter.”

Plans should include securing any outdoor items and making sure your pets are safe. You should also have a battery-powered radio and enough food and water in place for three days.

Severe weather is in the forecast throughout the rest of the week.

Democratic U.S. Senate candidate Dr. Barbara Bollier believes government has a role to play in a pandemic because the entire community is affected.

"This is the hardest thing that, to my knowledge, any of us have ever gone through in our lifetimes," Bollier said. "I mean, the exception may be polio. When I talk to my mother, that was very difficult and it was somewhat similar, but this is even more challenging. The fact that it has affected the entire world all at the same time and hurt us in so many ways. We're scared and we're worried and anxious and our whole economy has been put on hold to protect our health and that's a huge issue for all of us."

Bollier said that's why we need good government to lead in times of crisis.

"This is very clearly a public health issue," Bollier said. "It's public health because it affects the entire public. The way we deal with it is through a response that, it's not just about you as an individual, but how what you do affects the rest of the people."

She also understands that there is personal responsibility to be taken here and for her part, she's doing that.

"I'm trying to do everything that is recommended," Bollier said. "We've been staying, sheltering in place. That's getting lifted soon. We are wearing masks out in public and only doing necessary items and I think it's just so important that we do that. Again, it's not about me, it's about me protecting those out there who are at even greater risk than maybe I am."

Democratic U.S. Senate candidate Dr. Barbara Bollier believes government has a role to play in a pandemic because the entire community is affected."This is the hardest thing that, to my knowledge, any of us have ever gone through in our lifetimes," Bollier said. "I mean, the exception may be polio. When I talk to my mother, that was very difficult and it was somewhat similar, but this is even more challenging. The fact that it has affected the entire world all at the same time and hurt us in so many ways. We're scared and we're worried and anxious and our whole economy has been put on hold to protect our health and that's a huge issue for all of us."Bollier said that's why we need good government to lead in times of crisis."This is very clearly a public health issue," Bollier said. "It's public health because it affects the entire public. The way we deal with it is through a response that, it's not just about you as an individual, but how what you do affects the rest of the people."She also understands that there is personal responsibility to be taken here and for her part, she's doing that."I'm trying to do everything that is recommended," Bollier said. "We've been staying, sheltering in place. That's getting lifted soon. We are wearing masks out in public and only doing necessary items and I think it's just so important that we do that. Again, it's not about me, it's about me protecting those out there who are at even greater risk than maybe I am."Bollier is one of two candidates filed for the U.S. Senate race on the Democratic side. Bollier: COVID-19 hardest thing in our lifetimes

Kan. —&nbsp;Buhler USD 313 is making some staff cutbacks in anticipation of budget cuts related to COVID-19.

At Monday's school board meeting, it was revealed that Buhler will cut an Assistant Superintendent, an Assistant Elementary Principal, a Title I Instructor, a half-time employee at the Buhler High Media Center, a half-time employee at the Prairie Hills Media Center, a 4/7 Prairie Hills Middle School Counselor and 3/7 Prairie Hills Middle School ELA teacher.

Also being cut are a Buhler Administrative Center payroll clerk, a half-time Buhler Grade Secretary, a full-time Buhler High Secretary and three custodians.

Those cuts will result in an approximate savings of $550,000. That savings is earmarked to increase the district's cash balances. Some savings may be used to absorb anticipated cuts to funding. All positions are to be evaluated annually at the February Board of Education meeting.

Several positions cut in Buhler USD 313

HAVEN, Kan. — USD 312 Haven Schools announced Monday that Haven District Office Payroll Clerk Vicki Haines has been selected as the Impact Award Winner for the fourth quarter. 

Haines joined USD 312 in 1979. She began in the district office as a secretary, took a few years off, and then returned as the payroll and accounts payable clerk and has been in that position since 1987 for a total of 36 years. Vicki graduated from Haven High School, her children attended Haven High and her grandchildren currently attend Haven Schools.

Haines is also active in other areas of the district attending each month’s board meeting, attends any and all sporting events, provides help where needed, and attends and supports the USD 312 Education Foundation activities.

The USD 312 Employee of the Year program selects an Impact Award Winner each quarter with one of these four individuals being chosen as the Employee of the Year in May of each year. 

Staff, students and parents are able to make nominations each quarter.
