Soil organic matter (SOM) is an indicator of how healthy and productive a soil is and serves many important functions. The higher the SOM the better the soil is. It is the part of the soil that is composed of anything that once lived. It includes plant and animal remains in various states of decomposition, cells and tissues of soil organisms, and substances from plant roots and soil microbes.

After this material is well decomposed through time, about 10% of it forms into stable SOM, or humus. This is the porous, spongy material of the soil that has a pleasant, earthy smell that is dark in color. SOM forms slower in warmer and drier climates where the amount of plant biomass that can be grown is limited.

Soil organic matter is a reservoir of nutrients that are mineralized by microorganisms and released in the soil that plants can use. For each percent of SOM in the soil about 25 pounds of nitrogen, 5 pounds of P2O5, and 3 pounds of sulfur become plant available annually. In high SOM soils this can lead to significant fertilizer savings. The warmer the soil temperature the more nutrients are released, so summer crops benefit more from SOM mineralization than winter crops.

SOM behaves like a sponge and increases the water holding capacity of the soil. It can absorb and hold up to 90 percent of its weight in water. This is especially important in drier climates where soil moisture is almost always the most limiting factor when it comes to crop yields.

High SOM soils have a higher percentage of stable soil aggregates which don’t break down, consolidate or condense when it rains. This improved soil structure increases the pore space in the soil which helps the soil take in more water. It also decreases runoff and erosion. It is not easy, and it takes years to see a significant improvement, but there are ways that we can increase SOM levels in the soil. Here are just a few.

Reduce tillage. Tillage aerates the soil and causes a flush of soil microbial activity that speeds up the decomposition of organic matter. Tillage also increases erosion so when soil leaves the field organic matter goes with it, since most of the SOM is near the surface of the soil. 

Before our prairie soils were broken out, they naturally had about 3 to 4% SOM. The use of intensive tillage over several decades has reduced soil SOM levels by about half of what they originally were. By decreasing the amount of tillage, we can stabilize, and through time, increase SOM levels.

Soil test on a regular basis and fertilize accordingly. Proper fertilization, based on a soil analysis and realistic yield goals, encourages plant growth and more root development. This can help build or maintain SOM levels, even when top growth is removed for forage. Intensify the crop rotation with additional cash or cover crops. Without a green growing plant that provides plant residue and roots that feed the soil biology, there is nothing there to build organic matter.

It makes economic sense to do what you can to maintain and improve organic matter levels in your soils. The higher the organic matter, the less fertilizer you will need, because more plant nutrients are released in the soil. High organic matter soils can help keep a crop growing and healthier longer during prolonged dry periods because of the higher water holding capacity. In some years, this can be the difference between growing a profitable crop and not growing one, so it can affect the bottom line.

HUTCHINSON, Kan. —&nbsp; Those who use RCAT to get to Walmart will be exchanging a bus transfer at the Mall for a longer walk to the store entrance.

Reno County Commissioners approved a proposal from RCAT that would move the bus system transfer station from the Uptown Hutch parking lot to Walmart.&nbsp;

Currently the bus system has one route that goes to Walmart. If you're not on that bus, you need to transfer to another bus at Uptown Hutch and then make the short trip over to Walmart.

Director Barb Lilyhorn says that it will be safer for RCAT and riders because of the congestion problems the buses were causing by stopping at the store front door. Now the transfer point will be in the far northwest corner of the store's parking lot leaving a more than 425 foot walk for riders.&nbsp;

Commissioners questioned the ability of patrons, especially the elderly and those with limited mobility to make the long walk, especially in bad weather. Commissioner Ron Sellers asked if the buses would stop at the front door of Walmart. Lilyhorn said no.

The new transfer point will eliminate about 20 parking spaces for the store. The buses will congregate at the transfer point each hour throughout the day.

RCAT to move transfer point to Walmart

HUTCHINSON, Kan. — Work continues by the chamber and a local realtor to find a buyer for the old Eaton Building.&nbsp;

The building was put on the auction block in April when no one took interest in the 300,000 square foot building which was being offered for $3,389,000.

A group of investors from New Jersey were the winning bidders for the building for $765,500. The deal fell through. The investors backed out on their purchase. Since then, the building has been put back on the market.&nbsp;

Chamber President Debra Teufel says there is some interest in the building. Teufel says the building does need some work. The building needs to be brought up to current fire codes which could include a new fire suppression system. The building may need a new roof. Some inspections are being done on the building at this time to see what it would take to make it more attractive to potential buyers.

Eaton shut down the plant in October of 2017. The company originally announced they would close the plant in 2006 but a large infusion of cash incentives kept the building open.&nbsp;

Still, the plant cut its local workforce from 435 to just 300 at the time. Over the next ten years, the workforce was further reduced to just 100 employees immediately prior to the company closing the facility for good.

Eaton building still up for sale

Kan. —&nbsp;The Reno County Health Department and the county's school district superintendents will be releasing their version of the gating criteria for the county's schools later this week.

"We're meeting Wednesday at 3 p.m.," said Buhler USD 313 Superintendent Cindy Couchman. "We hope to have the community gating criteria available soon after that. There will be some differences between the response between districts. but the county guidelines or criteria are what we're going to be using for each zone of green, yellow, orange and red will all be the same. There will be a little bit of difference between how each school approaches each color zone."

The color zones will be familiar to those who have seen the <a href="https://www.ksde.org/Portals/0/Communications/Navigating%20Change/Gating%20Criteria%20Graphic.pdf?ver=2020-08-13-123107-083">Kansas State Department of Education's gating criteria document</a>.

"There will be an activity line, a learning line, like at what point do you take them all to remote," Couchman said. "There will be maybe a spectators guideline, there might be. On the site, if you look at the KSDE's categories, those will follow sort of the same layout."

The gating criteria will be looked at on a weekly basis on Fridays, looking ahead to the next week.

"The reason we're looking at Fridays is because of the data dump on Mondays, Wednesdays and Fridays and then also the Reno County Health Department recovering active cases and how long it takes to take them off of the data," Couchman said. "We're trying to do the best we can to use the most valid and reliable data that we have."

A press release will be issued once the data is finalized.

Reno County version of gating criteria to be finalized this week

Kan. —&nbsp;There could be some federal help coming for the Kansas State Fair, according to Kansas First District Congressman Dr. Roger Marshall.

"COVID has impacted the State Fair like most every business," Marshall said. "What we're suggesting is we use the agriculture marketing service, that's part of USDA. Typically, those funds are used for say, down in Mexico or perhaps in Japan or South Korea, trying to sell more beef, more wheat, more pork to those folks. When I think of the State Fair, of course, there's so many fun things. I think of all things fried food and the concerts, but really, its the best agriculture education piece that we do in the state of Kansas."

The Agricultural Fairs Rescue Act will provide $500 million in grant funding for agricultural fairs across the U.S. to ensure the continuation of agriculture-related events and competitions. 

"They do a great job marketing and educating consumers," Marshall said. "Consumers want to know where their food comes from. We can share our conservation stories and so many great things."

Local, county and state fairs would all be eligible for funding assistance.

"We'll see where it goes," Marshall said. "We'll do our best. We'll keep fighting for it, but I think it's a great match. This is very bipartisan. We're out now trying to get more legislators to sponsor the bill. We need Democrats and Republicans across the country to do this. I'm fairly optimistic that we can get something like this done."

The Kansas State Fair is holding small events and livestock competitions, but the full-scale fair is off until 2021.

Marshall: Kansas State Fair could get USDA money

Kan. —&nbsp; The case count at Hutchinson Correctional Facility continues to drive the overall numbers in Reno County as 188 of the county's 239 cases are connected to the prison. 

Only three other cases connected to clusters are active, which puts us at just 48 non-cluster related cases in the county as of Monday evening.

There have been 650 positive test results since the beginning of the pandemic in Reno County. 410 of those have recovered. One person has died.

The positive test rate for those outside the prison is trickling down. It's currently at 6.83%, but the overall positive test rate is up to 10.16%.

6,395 tests have been administered with 5,745 negative. 10.17% of the population has been tested.

Prison cases still driving Reno County count; 239 total, 48 non-cluster

Kan. — The Hutchinson Public Schools Board of Education on Monday approved the 2020-21 budget. The Board approved a 2020-21 budget that calls for a slight decrease of 0.936 mills from 2019-20. The proposed mill levy for 2020-21 is 53.520, compared to 54.456 in 2019-20.

The Board also received an update on the start to school. At this point, about 5.2 percent of the district’s students are enrolled for full-remote learning. District staff shared tools that will be used by staff, families and students for remote learning during the year.

In other action, the Board approved the sale of the 2019-20 Building Trades Program home and the purchase of a kitchen exhaust hood at Hutchinson High School. They also approved the district’s special education model and approved the Treasurer’s Report for July 2020.

In addition, the board held an executive session for negotiations on the 2020-21 contract with teachers and reduced graduation requirements for adult learners in the alternative school to 21 credits.

Finally, the board held a study session on signing bonuses, school redesign and communication pathways and approved many personnel changes in preparation for the start of the school year.

School will start for Kindergarten through 9th grade on Thursday. Sophomores through Seniors start Friday. The next regular meeting of the Board will be at 6 p.m. Sept. 14.

HUTCHINSON, Kan. — The Hutchinson Chamber of Commerce says it is changing the date and location of its annual meeting in 2021.

“We have been planning events . . . for the rest of this year and trying to be really cognizant of what events we can still hold without having too many people in one space,” Chamber President Debra Teufel said. “And looking ahead at next year, of course, the Chamber's annual meeting is our biggest event. It’s usually held in February.”

But that will not be the case next year as the Chamber has pushed the event to spring.&nbsp;

“We were going to push it back to April, but with so many sporting events at the junior college level happening in April (the NJCAA National Tournament) we didn’t want to overlap those events too much,” Teufel said. “So we have selected May 6th as the date for the Chamber's annual meeting in 2021.”

With the new date also comes a new venue as the Chamber is moving the event from the Sports Arena to the Kansas State Fairgrounds for next year.

“We’re excited about working with the state fair on a space that you’re going to see our annual meeting become even bigger and better,” Teufel said. Such improvements will be a larger business pavilion and more space, according to Teufel.&nbsp;

Teufel says more information will be available in the coming months along with the announcement of who the featured speaker will be.&nbsp;

Chamber moves annual meeting to May 6

BUHLER, Kan. — The Buhler City Council will go over a light agenda during their Tuesday meeting.

The council will seek approval of a memorandum of understanding for the use of COVID-19 funds for the city. The state has distributed various relief funds for local government entities to offset expenses brought on by the pandemic.&nbsp;

The council will also take action on a resolution regarding wages for city employees and hear staff reports.

Tuesday's Meeting of the Buhler City Council begins at 7 p.m. at the city offices at 219 N Main. The meeting is open to the public but there will be very limited seating.

Recent obituaries

NICKERSON, Kan. — The Nickerson City Council will meet in a special session Monday evening to discuss what projects the public would like to see completed using the 1% sales tax revenue.

The tax, which is on the books through 2022, generates about $65,000 per year. Currently the city has about $187,000 in the line item. The funds can be used for a wide variety of projects including playgrounds, street, sewer maintenance, and water service.&nbsp;

City Clerk April Beshears says the Council will discuss what constituents are saying about how the money should be spent during the meeting.

The meeting begins at 5 p.m. at the Nickerson city offices.

 </figure>NICKERSON, Kan. — The Nickerson City Council will meet in a special session Monday evening to discuss what projects the public would like to see completed using the 1% sales tax revenue.The tax, which is on the books through 2022, generates about $65,000 per year. Currently the city has about $187,000 in the line item. The funds can be used for a wide variety of projects including playgrounds, street, sewer maintenance, and water service.&nbsp;City Clerk April Beshears says the Council will discuss what constituents are saying about how the money should be spent during the meeting.The meeting begins at 5 p.m. at the Nickerson city offices.

The program is for ages 5-12 and will run each school day from 3:30 to 5:30 p.m.

The program is $30 per week with a $10 supply fee when the student is enrolled. If patrons are interested in after school care you can stop by Haven Grade School and fill out an application and pick up a handbook.&nbsp;

The program will start Friday, August 28th. All safety procedures will also be followed.&nbsp;

USD 312 to provide after school program

McPHERSON, Kan. — Two people have been killed in a single vehicle accident in McPherson County early Monday morning. The McPherson County Sheriff's Department says the accident happened just after midnight at 9th and Pioneer Road or about five miles northwest of McPherson

According to law enforcement two males believed to be in their 20’s lost control of the vehicle at the intersection. The vehicle went into the ditch and rolled ejecting the two men. Neither occupant was wearing a seat belt and were pronounced dead at the scene. A third person who was properly restrained was taken to the hospital where he was treated and released.

Speed is believed to have been a factor in the crash which is still under investigation.

No names have been released at this time.

It may have a link on there that it wants to take you to, to get more information about the latest updates. Keep in mind, the CDC is not emailing out information to consumers, but you can go directly to their website."

In general, government organizations that want to get a hold of you will do so initially via the Post Office. Their first contact with you will not be an email, unless you have opted in.

BBB: Be sure you're clicking on legit links, don't get scammed

Dozens of Kansas communities are in danger of missing out on significant amounts of money from the federal government because residents haven’t completed their 2020 Census. Statewide, more than two-thirds of the population has completed the task so far, leaving 31.1 percent unaccounted for at this point.

As a whole, Kansas is doing better than the nationwide response rate of 64 percent, but there are 10 counties with less than 50 percent of residents completing their forms. All are rural, and they all stand to miss out on their share of billions in federal dollars that will come to Kansas over the next decade based on this year’s census.

One county’s response rate is below 40 percent, which could mean the loss of an estimated $50 million in federal aid over the next year. That’s the equivalent of missing out on about $1,300 for every man, woman and child in the county each year. It’s money unavailable to assist with local highway planning and construction, water and wastewater systems, health care assistance and hundreds of other programs.

Overall, a 1 percent undercount of Kansans would result in an estimated loss of more than $600 million in federal funding over the next decade. That’s money we pay in federal taxes going to projects in other states.

In short, the Census is about money and power. The people who complete the form get their fair share of both. If you skip it, both go elsewhere. COVID-19 has stretched our communities thin, which means ensuring you’re counted is more important than ever.

I wrote about how vital it is to stand up and be counted way back in early March, just ahead of the Census Bureau mailing forms urging people to self-respond either through the U.S. Postal Service, online at my2020census.gov or by calling 844-330-2020. Unfortunately, other events soon gripped our state and nation as the pandemic hit, pushing the counting of our population on the back burner for people.

While the pandemic certainly lowered self-response rates, it also hampered the federal effort to ensure everyone is recorded. Census workers who would have normally followed up with households that hadn’t filled out a survey in May and June are just now knocking on doors.

The federal government, fearful social distancing measures will hamper the vast data processing required by the year’s end, bumped up the response deadline to Sept. 30, shaving a full month off the original timeline.

Like just about everything else in 2020, trimming 31 days off the deadline isn’t ideal. But there’s still time to take a few minutes to respond, ensuring your town’s story is told to help get the most out of the American dream.

If you’ve already responded, you can still help by checking with friends and family to see if they’ve done so as well. If they haven’t, tell them what’s on the line and direct them to the website or phone number above.

It’s not going to complete the COVID-19 recovery overnight, but federal funding for roads, bridges, broadband internet connections and a litany of other projects won’t just help Kansas’ economic convalescence, but power us to an even brighter future. Act now while there’s still time to make your voice count.

Insight: Still Time to Make It Count

Kan. —&nbsp;Kansas First District Congressman Dr. Roger Marshall is encouraged by the fact that the U.S. Food and Drug Administration issued an emergency use authorization (EUA) for investigational convalescent plasma for the treatment of COVID-19 in hospitalized patients on Sunday.

"This is a treatment that actually we've been using for different diseases for decades in medicine," Marshall said Monday. "We had spoken to Vice President Pence about three weeks ago about this. It's a great thing. It's just one more example of what President Trump and his team is doing, in Trump time, at warp speed, getting new treatments for COVID-19."

Many Covid-19 patients have already received the treatment through the FDA’s expanded access program, prior to the emergency announcement. The supply is limited by the number of recovered patients who donate plasma.

"What we do is, we take antibodies from a person who has had the virus before," Marshall said. "We take those out of their body, we isolate them and then we multiply them. Then we can inject them back in mass numbers into a person who is sick."

Marshall believes there may be an additional use for the treatment.

"I'm also thinking we're going to be able to use this for people that are really high risk that are exposed," Marshall said. "Maybe you're in a nursing home and one person tests positive and the same nurse was taking care of these ten patients. Maybe we give all ten of those patients this antibody and it will protect them, maybe, for a month or two."

The agency has issued many EUAs during the course of the coronavirus pandemic, mostly for diagnostic tests but also for some drugs.

Marshall: Plasma development is good news

Kan. —&nbsp;Expanding broadband access across Kansas is just one of the many goals the Kansas Department of Commerce wants to accomplish with federal dollars related to COVID-19 relief.

"It's a very complicated task to get the fiber in the ground, make sure we've got the equipment on both ends of that fiber to ensure connectivity and that involves not just the Department of Commerce, but Department of Transportation, Department of Agriculture, which is part of our committee that is going to be reviewing these grant applications, along with higher ed and the K-12 system," said Commerce Secretary David Toland. "We've got the state Department of Education and the Board of Regents engaged on this and then of course, most importantly, what we're talking about are our local partners at the city and county level and hospitals, libraries, senior centers and then of course, the Internet Service Providers themselves."

The challenges presented by the expansion of remote work and remote education have brought this issue to the front burner, even though it's been around for awhile.

"It takes all of us working together in a coordinated fashion to make a dent in what has been a pretty daunting challenge for the state...how do we expand broadband access?" Toland said. "Right now, we have an opportunity to probably do ten years of work in a matter of months, but, while it is an opportunity, it's also a tremendous logistical challenge to make this all happen on such a short time frame."

The State Finance Council approved $60 million in grants on the topic earlier this month.

The community positive test rate is now 6.87% not including the prison cases and 9.61% overall. 6,350 tests have been administered with 5,740 negatives. 10.1% of the Reno County population has been tested.

Only one person has died with COVID-19 as the leading cause of death in Reno County.

MCPHERSON COUNTY—One person was injured in an accident just after 4:30 p.m. Sunday in McPherson County.

The Kansas Highway Patrol reported a 2005 Acura TSX driven by Hernan A.&nbsp;Rodriguez-Vallandares, 22, Wichita, was southbound on Interstate 135 at Smoky Valley Road.

The car struck the guardrail on the west side of the roadway, crossed the southbound lanes, struck the bridge rail, then crossed the median and northbound lanes and came to rest on the exit ramp.

EMS transported Rodriguez-Vallandares to Salina Regional Medical Center He was properly restrained at the time of the accident, according to the KHP.

EMS transported&nbsp;Mawhirter to the hospital in Larned.&nbsp; The train engineer Casey Ediger, 27, Hutchinson was not injured. Mawhirter was not wearing a seat belt, according to the KHP.

Man from Hutch avoids injury after semi, train crash

Kan. —&nbsp;The first day of school in Hutchinson USD 308 is going to be different this fall.

"Walking our kids in and those first day pictures won't necessarily look the same," said Krystal Young, director of special programs for the district. "Our elementary buildings are working on some virtual open houses and our middle schools and high schools are doing some different things so that students that are new and students that are returning have opportunities to connect with our teachers as well as see the building."

Get the first day of school pictures at home if you can.

"When their child gets to school they are going to have their temperature taken," Young said. "They're going to enter the building without parents. That is, again, to keep all of our students safe. We want our parents to feel involved and we want our kids to feel welcome and safe as they walk in."

The first day of school for students below 10th grade is August 27. Sophomores through seniors will start August 28.

The board will take on a request from J and J Drainage Products to vary from the required fencing along the north side of their new building.&nbsp;

The company, which is nearing completion of a major expansion and new facility wants to install a six foot chain link fence in place of the required solid screen. The company says a solid fence would simply provide a canvass for graffiti and would hinder any patrol of the area against vandalism.

The company also says that the new building hides most of the product that is on the property. It replaces an aging building that will be removed.

The board will take action and make their recommendation to the Hutchinson City Council for a future meeting. Tuesday's meeting of the Board of Zoning Appeals begins at 5:30 at the Hutchinson city offices.

Hutchinson BZA to address fencing requests

HUTCHINSON, Kan. — A man found guilty of first degree murder in the September 2017 shooting of a Hutchinson man has had that conviction upheld by the Kansas Supreme Court.

Quinton Moore was convicted of shooting 42-year-old Clarence Allen multiple times while he slept in his bed at a 1700 block of East 30th in Hutchinson. He was sentenced to life in prison. He won't be eligible for parole for 51 years.

In his appeal, Moore argued that his Miranda rights were violated when he suggested that he needed a lawyer while being questioned by police. While Moore made several statements regarding a lawyer, he never directly asked for one. Moore wanted his statements made to law enforcement suppressed. The motion was denied.

Moore also argued that the prosecution made an error during closing arguments. While the Supreme Court agreed they ruled the error was not enough to overcome the evidence against the defendant.

The case started when police responded to a 911 call the morning of September 22 and found Allen dead from multiple gunshot wounds. Police identified Moore as a suspect and found him at a local hospital.&nbsp;

When Moore was discharged later that morning, he agreed to go with police to the Hutchinson Law Enforcement Center for questioning. Initially, Moore denied involvement in the shooting, but he eventually confessed to buying a gun about a month earlier and shooting Allen.&nbsp;

HUTCHINSON, Kan. — The Salt City Splash will be&nbsp; open one final weekend for public swimming before it closes for the 2020 summer season. The Splash will be open both days from 12:30-6:30 p.m.

On Monday, the Splash will host its annual Dog’s Day from 4-8 p.m. Dogs are $5 each; humans are free; and a portion of the admissions will go to the Splash’s event partners, Cause for Paws.&nbsp;

Patrons entering the facility are asked to wear masks during Dog’s Day when social distancing is not possible. Those individuals under 16 years old are not allowed in the water at any time and patrons are advised to not get in the water above their waist.&nbsp;

All dogs must be updated on their vaccinations and of course, love people and other dogs.
