HUTCHINSON, Kan. — The next TEFAP commodity distribution in Hutchinson is Sunday, July 25 from 2 to 3:30 p.m., at the former Dillon Living Center, 1901 E. 23rd.&nbsp;

The program, which normally runs every other month, was expanded to a monthly program during the pandemic. Kelly Nelson with Emmanuel Lutheran Church in Hutchinson says for now, the program will continue monthly service through at least the end of the year. The Hutchinson program hands out about 300 boxes of food each month.&nbsp;

The boxes contain canned meat, cheese, eggs, peanut butter and dry goods. Volunteers help pack the boxes for distribution and volunteers are always needed to help with packing. If you would like to help you can contact Nelson at the Emmanuel Lutheran Church at 620-662-8622.

The program is for low-income people of all ages. TEFAP commodities are distributed on a first-come, first-served basis and there is no need to pre-register. Those seeking assistance are not allowed to pick up boxes for anyone other than yourself. Please form a single line with your vehicles, making sure not to block driveways and intersections.

TEFAP distribution to stay monthly for now

RENO COUNTY —&nbsp;An accident involving four juveniles in one car and a Nickerson woman and two children in the other car sent all involved to area hospitals Thursday afternoon.

According to the Reno County Sheriff's Office, just before 3:30 p.m. deputies responded to K-14 and Herren Road where a 16-year-old from Lyons had been eastbound with three other teenage passengers in his vehicle when he tried to pass a semi and hit a van driven by 35-year-old Jennifer Monroe of Nickerson head on. 

All seven people were wearing their seatbelts. The accident is still under investigation.

Seven people looked at by doctors after Tuesday afternoon accident

ELLSWORTH, Kan. (AP) — Authorities say a natural gas pipeline has exploded in a rural central Kansas cattle pasture, igniting a large plume of fire seen by motorists on nearby Interstate 70 in Ellsworth County.

No one was injured in Thursday’s explosion about 15 miles northeast of the city of Ellsworth. 

Emergency manager Keith Haberer says pipeline owner Northern Natural Gas shut off gas to the pipeline to put out the flames. A grass fire ignited by the explosion also was brought under control.

HUTCHINSON, Kan. — Hutchinson USD 308 and Boys &amp; Girls Clubs of Hutchinson have maintained a good working relationship for decades. This summer, that relationship deepened as the two organizations partnered to provide USD 308’s Salthawk Summer Adventure Camp.&nbsp;

“It’s been a great relationship that we have between 308 and the Boys and Girls Club,” Lance Patterson with Boys and Girls Club said. “Just to be able to expand upon our working relationship that we’ve had over the last 30 years.”

For six weeks, Faris Elementary School opened its doors four mornings per week to serve Faris students and Boys &amp; Girls Club elementary-age members. Club Vision Leaders have worked alongside USD 308 staff, serving as assistant teachers and lead teachers. By partnering with the Club, USD 308 reached more students this summer than they would have alone.&nbsp;

`We were able to provide some support during all of that time, but even when they were sitting with us, to zoom in (on learning) that’s not an optimal way for some kids,” Patterson said. “We definitely needed to find a way that we could get kids back re-engaged with their learning.”&nbsp;

The Club sent 274 elementary school members to participate in adventure camp along with many other summer activities to help children re-engage. Patterson says this summer was all about letting the students have some fun.

“We kind of made the theme for this summer the summer of fun, because we wanted them to be able to do some fun things and do some things that maybe they missed out on over the past year,” Patterson said. “It was a good opportunity for us to have some fun and for the kids to have fun and just be kids.”

Boys and Girls Club and 308 continue working together

HUTCHINSON, Kan. — A Hutchinson man was arrested on drug charges after a package containing drugs was intercepted enroute through the mail.

Luis Gutierrez is facing potential charges of possession of marijuana with intent to distribute and possession of drug paraphernalia with intent to distribute. His bond has been set at $250,000.

The arrests happened after members of the Reno County Criminal Interdiction Unit along with members of the United States Postal Service Inspectors Division, Hutchinson Police Department's Special Operations Unit, and South Hutchinson Police Department executed two drug related search warrants simultaneously at two neighboring houses in the south part of Hutchinson as part of a controlled delivery. A total of approximately 40 pounds of marijuana was seized from the two residences.&nbsp;

Members of the Criminal Interdiction Unit have seen an increase of drugs entering the Reno County area through different avenues of the mail service.&nbsp;

Man arrested after package intercepted in the mail

A man was hit on his bicycle in Hutchinson Tuesday night and a dirt bike rider was arrested. 

According to Hutchinson Police Lt. Dustin Loepp, a man was riding his bicycle north in the 2600 block of Hendricks around 6 p.m. Tuesday when a dirt bike rider, later identified as Mykle Mitchell of Hutchinson, swerved and hit the man on the bike.

The bicyclist had a broken wrist and fractured ribs. Mitchell had road rash, but initially ran from the scene and was caught on foot about a block away. HUTCHINSON, Kan. — Still hurting from the pandemic, Union Pacific showed positive numbers as they released their second quarter earnings.

The nation's largest railroad posted second quarter net income of $1.8 billion, or $2.72 per diluted share. This compares to $1.1 billion, or $1.67 per diluted share, in the second quarter of 2020. Operating revenue beat expectations at $5.5 billion and operating income totaled $2.5 billion.

The railroad still faced challenges in shipping, as high demand and breaks in the supply chain kept goods from moving, especially in the intermodal division. Still, carload revenue jumped 22%.

The railroad, like all transportation systems, is starting to feel the pinch from higher fuel prices. That could slow the continued recovery into the next quarter. The higher fuel number ate into the company’s operating ratio by more than 285 basis points.

Union Pacific has the fourth highest assessed value in the county, the UP operates about 25 trains per day throughout the area.

Work crews are making repairs to a storm sewer. Weather permitting, the street should be open again by Tuesday, July 27.&nbsp;

Reno County is actually lower than average this week when it comes to gas prices.

"Reno County is $2.87 a gallon, about six cents less than the statewide average," said Shawn Steward with AAA Kansas. "In Kansas, we're at $2.93 a gallon. That's 22 cents less than the national average and that puts us at 12th cheapest gas prices in the country."

There also may be some good news coming about crude oil prices.

"Over the weekend, we did see that OPEC reached a deal to increase production in August," Steward said. "There's hope that could provide some relief for us at the pumps."

Demand does continue to be strong as people get back to traveling before school starts next month.

The Hutchinson City Council approved on Tuesday a contract for consulting work on their Public Works and Parks and Facilities Departments.

"I don't want a study to come back and say, nope, you guys structure is just fine," said council member Sara Bagwell. "I want the consultants to know that we are looking for efficiencies and other options."

After going through the budget process, Bagwell sees trouble without change.

"From the look of our budget, if we don't do anything different, we will have to raise the mill levy, if we don't change," Bagwell said. "It's imperative that, if we're going to spend this $85,000, that we're going to get some change out of it and we're going to need some recommendations for change and that they know that. That's what I'm concerned about."

The contract to Raftelis is for $85,000 and should be completed in mid to late September.

The Reno County Health Department says the Delta variant is more contagious than previous variants. According to the CDC, it accounts for 83% of positive cases in the United States.&nbsp;

Reno County cases recently jumped from 11 to 31 last week. The virus is also now affecting younger populations, including young adults and children.

The Reno County Health Department is asking residents to be proactive by getting the vaccine. To date, only 40% of Reno County residents have received at least one dose. It’s also important to continue mitigating measures such as social distancing by more than 6 feet, mask wearing, sanitizing hands and staying home when you are sick.

COVID-19 vaccinations are available to anyone over the age of 12. Vaccines are free to any resident, regardless of citizen status or insurance. Uptick in county COVID cases includes new variant

STERLING, Kan. — KDOT announced Wednesday that sections of four Rice County roads have been closed to through traffic to allow construction of the K-14 realignment project. Two of those roads will be closed permanently, two more will have bridges going over the new highway.

The section of avenues X and V currently closed for construction will reopen as overpasses in about a year. Avenues W and U will be closed permanently as they approach the new highway.&nbsp;

The $81.7 million realignment of K-14 stretches from Hutchinson to Nickerson to Sterling. The project is expected to be completed by June 16, 2023.&nbsp;&nbsp;

Four roads closed in Rice County as part of K-14 project

SOUTH HUTCHINSON, Kan. — The city of South Hutchinson will begin stricter code enforcement starting next month. The action comes after approval was given by the South Hutchinson City Council.

At Monday’s council meeting, the governing body approved changes new City Administrator Joe Turner proposed on how the city will handle junked vehicles and other nuisances. That includes removing notification requirements requiring certified mail with return service and personal service by the public officer/police officer for alleged offenders living in Reno County, adding inoperable trailers to the junked vehicles code, and raising municipal court fines to a $100 minimum fine per violation.

The city hopes the changes will streamline the process of removing blight and improving public safety. Additionally, it will give the municipal code more teeth to encourage compliance.&nbsp;

In a social media post, residents were informed that the junked and inoperable vehicles code will be proactively enforced starting on Aug. 2.

The action comes after approval was given by the South Hutchinson City Council.At Monday’s council meeting, the governing body approved changes new City Administrator Joe Turner proposed on how the city will handle junked vehicles and other nuisances. That includes removing notification requirements requiring certified mail with return service and personal service by the public officer/police officer for alleged offenders living in Reno County, adding inoperable trailers to the junked vehicles code, and raising municipal court fines to a $100 minimum fine per violation.The city hopes the changes will streamline the process of removing blight and improving public safety. The nation's largest railroad recorded first quarter net income of $1.4 billion, or $1.93 per diluted share, and operating revenue of $5.4 billion.&nbsp;

Analysts believe the pandemic will still have a negative effect on the railroad even into the second quarter. Estimates have UP’s 2Q revenue to be about $5.25 billion, which would come in below more estimates.

Union Pacific operates about 25 trains per day through Reno County, hauling mostly intermodal and grain traffic.

HUTCHINSON, Kan. — Leadership in the Kansas Department of Education is coming to Hutchinson as part of its Kansans Can Success Tour.

That tour will make a stop in Hutchinson on Friday, Aug. 30, at 9 a.m. at the Stringer Fine Arts Center on the Hutchinson Community College campus.&nbsp;

Kansans Can tour to stop in Hutchinson

HUTCHINSON, Kan. — The Reno County Health Department has received a $90,000 grant to help combat smoking and vaping.

The funding comes from tobacco settlement money and is managed and disbursed by KDHE&nbsp; to local health departments.&nbsp; The mission of the community grant program is to address chronic disease risk reduction. 

The health department has been receiving and managing this aid to local grant funding for over 10 years.&nbsp;&nbsp;

Work plans selected for FY 22 include working with area schools to reach a 100% tobacco and vape free policy and plans to enforce it, support adoption of tobacco cessation guidelines and behavioral health care, improving access to food and to fund the Walk With Ease program.

Health Department receives tobacco prevention grant

HAVEN, Kan. — The Haven City Council took time to address two special use permits connected to a vacant lot at 22 Stadium Drive. Ryan and Tiffany Warden had requested the permits to place a 22’ X 25’ lawn shed on the northwest corner of the property, and to build a personal softball facility.&nbsp;

The planning commission approved the shed request but recommended that the council deny the softball facility. Most of the council agreed that the softball field might not be ideal in that spot. Ryan Warden said that he would be willing to demolish the two old barns on the property and build the facility over that same area.&nbsp;

&nbsp;The motion for the new shed was approved by the council on a 3-2 vote and denied the softball facility on a 4-1 vote.

Also Monday, the council approved a bid from Derek’s Tree and Stump Service to remove a number of trees&nbsp; in the city at a cost of $2,700 and the council further discussed a certain sign that is on a resident's yard.&nbsp; 

City Clerk Leslie Atherton asked if the Council wished to expend dollars for the City Attorney to pursue researching First Amendment rights further.&nbsp;

The council was in consensus to not pursue the matter any further.

Haven City Council denies softball facility permit

Kan. — The Pretty Prairie Rodeo is in town Wednesday through Saturday.

"If people have never gone to rodeos, we have all the standard events," said rodeo announcer Randy Corley. "Timed events like steer wrestling, the tie down roping, the ladies are in the barrel race, the WPRA. Folks, these are some of the best riders you'll ever watch in an arena."

It's a family friendly event all four nights, but there is a special emphasis in the middle of the week.

"Wednesday and Thursday is family night at the rodeo," Corley said. "Kids come out. Kids get back numbers. We give prizes away throughout the night. The kid dances are those two nights, the dances the kids can come in to."

It really is an event where the whole community comes together.

"When people say, oh, they act like it's the NFR," said rodeo clown Robbie Hodges. "It is their NFR, and as long as you keep that mindset, where the most important rodeo in America is the one I'm at, you'll be okay."

Two Reno County men were injured in an accident Tuesday evening between Partridge and Arlington.

According to the Reno County Sheriff's Office, around 6:30 p.m. Tuesday, deputies were sent to the 12400 block of south K-61 for a rollover accident. 

They found 20-year-old Gauge Belvin of Sylvia and 21-year-old Kyle Canady of Arlington in a vehicle that had rolled multiple times off of the highway and come to rest on its wheels, against a steep berm.

Belvin had fallen asleep at the wheel, left the roadway to the right, crossed Lake Cable Road and jumped the railroad tracks. 

Neither Belvin or Canady had seatbelts on. Belvin was partially ejected from the vehicle. Canady had to be removed by fire personnel. Both were taken to the hospital. Their injuries were not life-threatening.

HUTCHINSON, KS – Kansas Gas Service will begin replacing natural gas distribution pipelines in the alleyways between Main and Walnut Streets, from 1st to 3rd Streets, in Hutchinson, Kansas, starting Wednesday.

Work will occur Mondays through Fridays between 7:30 a.m. and 5 p.m., with occasional work on Saturdays. Company officials anticipate the alleyways within the project areas to be closed to thru traffic.

Traffic control signs will be on-site to facilitate traffic flow, and motorists are requested to use caution while driving around the work zones. The project is expected to last for three to four weeks, weather permitting.

Customers directly affected by these projects will be notified by NPL Construction Company, the contractor assisting Kansas Gas Service, or by a door hanger left at their home or business. The contractors performing the work will carry photo identification badges that identify them as working on behalf of Kansas Gas Service.

Some construction projects may require natural gas service to be turned off for a minimal amount of time. Upon completion of the work, a technician will need to enter the customer’s home or business to complete service restoration. If the customer is not present, a door hanger will be left with a number to call to request a service turn-on.

While COVID-19 safety precautions are in place, please allow appropriate social distance while technicians are working, which may include temporarily relocating to another area in the home or business.

If digging is required on the customer’s premises, workers will restore the area to its original condition once the work is complete.

With the bridge needing replaced, discussion has continued over who is responsible for the small span and who should pay for its upkeep. The cost to replace the span is around $700,000.

In the interview, Partington said, “The county doesn’t have any records of it being a county bridge and [it] never has been.”

Partington claims the road belongs to Reno Township and that Scott Boulevard is a township road dating back to 1936. Turner says longtime employees and officials of the township that he has been in discussion with say the county maintained the bridge until 2012. That’s when the county terminated a link agreement with the city. Turner says the letter shows that the county did have a stake in the small span.&nbsp;

Other people Turner has talked to include former South Hutchinson Public Works Superintendent James Dull. Dull stated that he does not recall city employees ever doing any maintenance to the road and bridge until 2012 when the county terminated the agreement.&nbsp;

City Clerk Denise McCue, who recently returned to South Hutchinson, stated that she has never paid an invoice related to the bridge and that the city has never been invoiced by the county for any maintenance.&nbsp;

The release from Turner went on to say that&nbsp; R.J. Wenzel has been involved with Reno Township since the early 1980s. Turner says that Wenzel told him in a Monday phone call that the township had never maintained Scott Boulevard or the bridge during his tenure and that the township did not build the bridge.

Turner provided two documents that showed the county did have an agreement with the city until 2012 when they terminated that agreement.

The city has offered to share the cost of the bridge 50/50, but the county declined the offer. Until the bridge is replaced, the county will be using South Hutchinson city streets to get to and from its facility located just north of the bridge.

HUTCHINSON, Kan. — Another small bridge has been closed in Reno County. Public Works announced that the bridge on Broadacres Road between Pleasant Valley and Fountain Green roads is closed because of structural damage. The bridge was closed following a state inspection.

The area is located a mile south of Castleton. Public Works Director Don Brittain says the road is closed until further notice. He says crews could get out to repair the bridge sometime next week.&nbsp;

Broadacres Road closed near Castleton

HUTCHINSON, Kan. — Five area cities will benefit from more than $23 million in street and highway projects from the state.&nbsp;

Hutchinson will get $300,000 in City Connecting Link Improvement Program (CCLIP) funding to help resurface a portion of K-61 Highway within the city limits. HUTCHINSON, Kan. — Four area entities are teaming up to help the new owners of the Hoke Building get their renovation project off the ground.

Hutchinson Community Foundation, Peoples Bank and Trust, StartUp Hutch, NetWork Kansas and HCF will contribute a combined $1,190,000 construction loan package to the renovation of the 111-year-old building at 25 E. 1st Ave. Plans are to renovate the building into a 24-room boutique hotel. The owners, Mark and Phoebe Davenport, also recently purchased and refurbished the Hutchinson Plaza Towers.&nbsp;

“We are thrilled to partner with these investors in the development of a boutique hotel in the historic Hoke Building in downtown Hutch,” Phoebe Davenport said. “Our shared vision of a vibrant, thriving downtown Hutch is resulting in a beautiful collaboration!”&nbsp;

The Hoke has housed several tenants over the years, among them the Hutchinson Board of Trade and the Great American Life Insurance Co. The last first-floor tenant left in 2010 and the Hoke’s upper floors have sat vacant since the 1960s. Period wood moldings, tin ceilings and checkered floor tiles remain in the building listed on the National Register of Historic Places.&nbsp;

“Many community partners have been working together for some time now to identify ways to build on the resources our community already has. This impact investment supports entrepreneurs, a thriving downtown and the preservation of a historic building,”Aubrey Abbott Patterson, Hutchinson Community Foundation president and CEO, said. “We’re proud to play a part in encouraging the Davenports’ vision and plan for a boutique hotel, which will spur economic development and more investment in our city center.”&nbsp;

The Davenports have also filed for CDBG grant money to help with some of the structural issues with the building including a new roof, repairs to the front of the building, new storefront doors and windows and installing a fire suppression system.

The grant application was approved by the Hutchinson City Council during Tuesday's meeting. The total cost of that part of the project is $397,000. The CDBG grant is for $245,000.
