Hutchinson, Kan. – The Board of Trustees of Hutchinson Community College completed several items of business at its October meeting. 

During the meeting, the Board approved the hiring of Christopher Lau as the Vice President of Student Services. A native of Satanta, KS, Lau has served as HutchCC’s Coordinator of Advising, Career Development and Counseling since 2008.

For fiscal year 2021-2022 the Board approved the Master Agreement with the Hutchinson National Faculty Association which includes a 3.5% increase on base salary and $20 per month increase for Board Benefits. A salary increase for classified and administrative staff based on performance, market value and scope of responsibility, with the average increase not to exceed 3.5% and a $20 per month increase in the Board Benefit was also approved for classified and administrative staff. In addition, the Board approved the president’s contract with the same base salary and Board Benefit adjustments as staff and administration.

In other business, the Board approved payment of the College bills along with academic calendars for the 2022-2023 and 2023-2024 academic years.

The next meeting of the board will be on Thursday, November 11. The meeting will be at 7:00 p.m. in the Shears Technology Center Justice Theater. The public is invited to attend. Kan. — The Hutchinson Community College Agriculture Department is hosting its second Blue Dragon Corn Husking Festival on Tuesday, October 19 at its South Campus location.

The event will consist of a cornhole tournament from 3:00 p.m. – 5:00 p.m., food service beginning at 4:30 p.m. and a corn husking competition beginning at 5:00 p.m. All of the events are free and open to the public.

HutchCC’s South Campus is located at 2100 East Wasp Road south of Yoder near the old Naval Air Station.

As we celebrate the 150th birthday of Hutchinson and Reno County, we want to go through the years, decade by decade, to see how things have changed and — remarkably — how they have stayed the same. Still another war is upon us with the Korean conflict. Hutchinson is growing rapidly with many big construction projects, including the Hutchinson Sports Arena. That and more on this edition of The Decades.&nbsp;

1950: City residents approve an $87,000 bond issue to establish a municipal refuse collection program. The money is used for startup and equipment costs.

The Kansas State Fair builds an administration building.

The city attempts to acquire water works, but is unsuccessful as the council votes 4-1 against the purchase.&nbsp;

Prairie fires rage through the area as dry, windy conditions hit the area.

A dedication ceremony is held for the completion of the K-61 Highway renovation project from Hutchinson to Pratt.

The Korean War brings on a shortage of automobiles. The Reno County Draft Board calls men into service once again.

The U.S. Postal Service is a major news topic today. In 1950, the post office announced it was dropping mail delivery from two times per day to one. A complete street address is necessary for delivery.

1951: The Hutchinson Public Library is officially dedicated at 9th and Main.

Wait till the Sun Shines Nellie is filmed in parts of Hutchinson, Nickerson, Pretty Prairie and Castleton.

Draft calls increase as the Korean War intensifies.

A severe storm blows through Sylvia; numerous buildings and power lines damaged; bridges are washed out.

Voters approve a $485,000 bond to make major renovations to Convention Hall. Today it is, of course, Memorial Hall.

In a more significant project, voters also approve a $994,000 bond issue to build the Hutchinson Sports Arena. Today, that would be $10.4 million.

Fan Dancer Sally Rand performs at the Kansas State Fair.

The flood control project that was started in the 1940s is still not finished as the project is put on hold during the Korean War.

The city establishes parking meters in the downtown area to keep motorists from taking up parking spaces. The city plans to use the revenue to establish off-street parking.

1952: The&nbsp;Hutchinson Sports Arena is finished. The first NJCAA National Basketball Tournament is held there.

More than 15,000 spectators fill up the state fair grandstands for stock car races.

A.R. King, who was the Reno County superintendent who served on the Hutchinson School Board for 12 years, died.

Kansas State Fair attendance estimated at 395,000.

The naval air station was reactivated for the war effort.

A record 8.9 million bushels of wheat is harvested in the county.

The movie Wait till the Sun Shines Nellie premieres in Hutchinson. Hollywood stars attend and the parade draws more than 20,000 spectators.

A dial telephone service is established in the area.

John Crutcher, real estate broker and active in the American Legion, is elected to the Kansas State Senate.

The city releases a pie chart showing what percentage of each tax dollar goes to in the city.

13% is for airports, parks and auditoriums

All city employees are given a 5% pay increase

11th Avenue is widened to accommodate traffic around the Hutchinson Sports Arena.

1953: Armistice Day; the Korean War is over — 800 county residents served, 17 died in the war.

The VFW clubhouse is built near the 4th Avenue viaduct.

With debt service eating up a quarter of the budget, the city establishes a longterm capital improvement budget.

Four modern elementary schools are built. They are McCandless, Morgan, Wiley and Graber.

The new administration building is finished at the municipal airport.

A big day at the Kansas State Fair as 141 marching bands perform.

Zion Lutheran Church celebrates 65 years in Hutchinson.

A one-half-million-dollar military training facility is built just east of the Sports Arena. It is still part of the National Guard today.

The Baker Hotel is built — now the Plaza Towers.

KTVH television opened with studios located at 1800 N. Plum.&nbsp;

1954: A blizzard paralyzes the area.

Three workers are killed in an explosion at a Collingwood grain elevator in Hutchinson.

The co-op elevator is built in Partridge.

Reno County is declared a disaster area after prolonged drought.

The City of South Hutchinson establishes zoning regulations for the first time.

Construction begins on the new Santa Fe train station. The station is still used today.

Partridge High School wins the state basketball championship.

1955: After being delayed due to the Korean War, the Hutchinson Flood Control project was finished. The levee system still protects Hutchinson and the surrounding area today. The project was mostly funded by the Army Corps of Engineers.

The Salk polio vaccine begins in the county.

Scenes from the movie Picnic are filmed in Hutchinson and Nickerson.

A new Santa Fe train station is opened and replaces the one that opened in 1897.

In what became a popular hangout for years, the South Hutchinson Drive-In opened for business.

1956: Telephone switchboards light up as residents call in to report UFOs in the area. Nothing is confirmed.

The Navy Reserve training center opens in Hutchinson.

In what is still one of the great traditions in Kansas, the first official tryouts were held for the Liberal Shrove Tuesday Pancake Race. The tryouts were held in South Hutchinson. The event was televised nationally.

Reno County Sheriff Al Severson is forced to resign after the State Attorney General John Anderson and County Attorney John Alden investigate that Severson was intoxicated while on duty and was found to have participated and encouraged the use of confiscated slot machines during parties at the courthouse.

Police begin marking tires on vehicles in the downtown area to prevent meter feeding. Thousands of dollars are generated from the fines.

1957: The Arlington Band rides a bus to Topeka to play in the inauguration of Gov. George Docking.

Four houses in Hutchinson explode; leaking gas mains blamed.

Hutchinson is named the home of the Kansas Wheat Commission.

Reno County still has five one-room multi-grade school houses in 1957.

In one of the more unique events held at the Sports Arena, tons of dirt is brought in to cover the floor of the arena for a rodeo.

It was soggy in Reno County in 1957 as a record 47.12 inches of rain fell for the year.

1958: The Reno County Welfare Work program is established. Men must work to receive welfare.

The U.S. Naval Air Station is closed for good. The base was built for $375,000 and, at one time, housed the largest indoor swimming pool at 550,000 gallons. The base was on more than 6,000 acres of land. It’s now the home to the Kansas Law Enforcement Training Center and various industries. It's also a popular glider port.

The Reno County Sheriff’s Department is asked to help patrol the town of Pretty Prairie due to troublemaking teenagers.

Flooding becomes a problem after more than five inches of rain falls in just 24 hours.

Jane Bauman began to write a newspaper column that continued for more than 40 years.

Reno County Commissioners end $2 bounty for coyote ears.

After being voted down by both the public and the city commission in the 1930s and 1940s, the city purchased the privately-owned water works for $3.6 million. The takeover is approved and upgrades to the system begin immediately.&nbsp;

Hutchinson Community College boasts the largest enrollment of any community college in Kansas.

1959: Reno County Wheat Growers Association established.

Looking for places to dispose of nuclear waste, the Atomic Energy Commission begins testing for the storage of radioactive waste in the Carey Salt Mine.

The last class graduated from Plevna High School. Twins who are part of the class are grandsons of members of the first class.

The college begins a crash training program to provide qualified employees for the area's booming industrial business. The college still provides specialized training for various industrial needs in the state.&nbsp;

The annual Coats for Kids drive is ongoing with Ineeda Cleaners in Hutchinson.

"We have a big window of opportunity for people," said Rachel Nelson with Ineeda. "We do it the entire month of October. We've started collecting coats. We have a big buggy in our front lobby. You can just come in and put those in the buggy and every night we've been taking those coats down to our production facility to get those started in the process of cleaning and dry cleaning to get those ready for distribution."

It's important as kids grow for them to have a coat that fits when winter hits.

"It could be even a bigger need than we've seen in the past," Nelson said. "The reason I say that is, we had a very strange school year last year. Some kids were not even in school, to where they didn't have outdoor recess and maybe last year they got by with a sweatshirt. Maybe this year, with those kids getting even bigger, they might really need a coat, because they might not even know where their coat is, or they've outgrown it."

Ineeda appreciates the work the Salvation Army does in the distribution, as well, that takes place in November.

"We kind of do the front end, the grunt work, so to speak," Nelson said. "Then, when they put those in their gym for distribution, they do such a nice job displaying them and organizing them and make it like a shopping experience. That just elevates, I think, the whole program. I'm very thankful for what Salvation Army does and they put a lot of hours into it, just like we do."

Ineeda is open to take coats at 13th and Main in Hutchinson Monday through Friday from 7:30 a.m. to 6:30 p.m. or Saturday from 9 a.m. to noon.

The new contract makes revisions to the probationary period, allowing for extra time due to unforeseen absence and reflects a wage schedule of 2% for firefighters and 1% for fire captains. It also has a merit pay program where expectations must be met.

It also calls for a bonus for those firefighters who went on wildland fire duty in the northwest over the summer. The revision would provide bonuses to the 11 firefighters.

Also Tuesday, the council will go over the health and dental insurance renewal for city employees and hear the reports of fellow council members and the city administrator. Tuesday's meeting of the Hutchison City Council begins at 9 a.m. at the Hutchinson city offices.

City council to address new firefighters contract

HIGHLAND, Kan. -- The Blue Dragons came away with 11 sacks Saturday afternoon and got another strong performance from Anwar Lewis to come away victorious in Highland.

It is the first Hutchinson win in Highland since 2012. The Blue Dragons (3-3) had lost three straight games in Highland (1-5) before Saturday's 20-7 victory.

"It's a tough place to come play," coach Drew Dallas said.

Hutchinson's defense sacked quarterback Ken Gay 11 times. Davion Westmoreland registered nine tackles and two sacks. R.J. Evans led the way with nine total tackles, five of them solo. Nadame Tucker added five tackles and 2.5 sacks.

"Those guys up front did a good job of providing pressure," Dallas said of his defensive line.

Gay finished the game 16 of 31 with 204 yards, one touchdown and two interceptions.

The Dragon defense turned the Scotties away twice on goal-to-go situations.

The first stop came just before halftime. With Hutchinson leading 13-0, Gay tried to connect with his favorite receiver, Deontay Campbell. However, Deshon Singleton swooped in at the last second for his first pick of the day.

The second goal-to-go stop came late in the third quarter when Quitman Kincaid knocked away Gay's pass in the end zone on fourth down.

Highland got the ball to the Hutchinson 2 and 5 in those drives, respectively, and came away empty both times.

Hutchinson opened the scoring halfway through the first quarter on a Dylan Laible pass to Russell Wilkey. The 7-yard TD pass capped a 10-play, 80-yard drive. C.J. Moya missed for the first time this season on an extra point after starting the year 17 for 17.

Hutchinson scored with 2:48 before halftime when Laible hit Malik Benson on a back-shoulder throw from 8 yards away. Hutchinson took that 13-0 lead into the locker room after the defensive stand to close the half.

Neither team would score in the third quarter that featured another Singleton interception, a Laible interception and back-to-back Tucker sacks.

As the third quarter closed, Lewis started to turn it on. He broke free in the fourth quarter on a 38-yard scamper. Lewis finished the day with 174 yards and the score. It was his fourth straight game with 100-plus yards rushing and his fifth consecutive game with a touchdown. Lewis now has 1,363 career yards, No. 13 on the Dragon all-time list.

"He's a tough runner," Dallas said, adding he felt Lewis was close to breaking big plays all day before his 38-yard touchdown.

Laible threw for 137 yards and two touchdowns. He finished 13 for 26 with one interception. He is tied for No. 10 on the all-time Dragon touchdown list with 20. He is now No. 13 on the Dragon all-time passing list with 1,925 yards.

With 7:51 left and a 20-0 lead, Hutchinson had the game all but wrapped up. Highland quickly responded, however, with a 56-yard strike to Campbell. He finished the day with 129 yards on four receptions.

"With the exception of the long touchdown, we really made them earn it all the way down the field," Dallas said. The defense surrendered just 44 yards on the ground. The Scotties did finish with 204 passing yards.

The Hutchinson defense added one more fourth-down stop with 11 seconds left.

Cortez Braham caught two critical third-down passes for 26 yards on the day. He is now No. 11 on the Dragon career list with 964 receiving yards.

Hutchinson has 21 sacks in its last two games against Highland.

Hutchinson finished with 317 yards of offense.

Hutchinson is on the road at Dodge City next Saturday to close out the regular season.

The reservoir is still under a blue-green algae watch, according to the latest advisories issued by KDHE. Only Lake Afton near Goddard is under an algae warning, meaning all contact with the water should be avoided.

Harvey County East Lake is also under an algae watch for possible outbreaks.&nbsp;

If you observe a scum or paint-like surface on the water, small floating blue-green clumps or filaments in the water, or if the water is an opaque green, avoid contact and keep pets away.&nbsp;

Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.&nbsp;

Coolest Thing Made in Kansas goes to pie company

HUTCHINSON, Kan. — A local sporting equipment manufacturer has started a major expansion project.&nbsp;

First Team Sports, Inc. is expanding its facility by about 27,000 square feet at 902 Corey Road. The company provides basketball goals, indoor and outdoor tennis, volleyball and pickleball equipment, bleachers and safety padding for indoor and outdoor sports.&nbsp;

The company uses outside contracts to manufacture subassembly parts that are then assembled and packaged in Hutchinson for shipping. After an expansion about six years ago, Vice President Jeff Roth said this past spring that they need more space.

First Team employs 10 workers and plans to increase that to as many as 14 within a year following the expansion.

First Team begins expansion

HUTCHINSON, Kan.— Two years after applying for a grant to extend a Hutchinson bike trail, the Hutchinson City Council will take action on accepting the funds when they meet Tuesday.

The Transportation Alternatives grant will pay for 46% percent of the project while the city would be responsible for the rest or about $379,000.&nbsp;

The project would extend the trail from Plum to a point halfway between Plum and Monroe. Plans are to extend the trial to Monroe in the future. The cost for the remaining half mile would be around $250,000. The project includes 2,100 feet of concrete trail along with land acquisition and utility relocation and a low water crossing connecting the trail to the Kisiwa neighborhood.

Dan Springer, President and CEO of Heartland Credit Union has expressed his support for the trail if it were to extend all the way to Monroe in the future as it would run through the HCU property.

The matter will be taken up by the city council on Tuesday when they meet at 9 a.m. at the Hutchinson city offices.

 </figure>HUTCHINSON, Kan.— Two years after applying for a grant to extend a Hutchinson bike trail, the Hutchinson City Council will take action on accepting the funds when they meet Tuesday.The Transportation Alternatives grant will pay for 46% percent of the project while the city would be responsible for the rest or about $379,000.&nbsp;The project would extend the trail from Plum to a point halfway between Plum and Monroe. Plans are to extend the trial to Monroe in the future. The cost for the remaining half mile would be around $250,000. A new AAA survey of Kansas first responders sees more danger for them than drivers realize.

"We put together a survey of first responders and roadside workers," said Shawn Steward with AAA Kansas. "Everyone from police, fire, and tow truck drivers to utility workers. What we found in that survey was sort of alarming in terms of dangerous driving behaviors. Ninety-two percent of those first responders and roadside workers that we surveyed said that they have had at least one near miss incident or felt their life threatened."

Drivers think they follow the move over law.

"The findings of this first responders poll are in sharp contrast to what drivers said," Steward said. "Ninety-six percent of drivers said that they slow down for first responders and 95% said they move over a lane when it's safe to do so."

Twenty-four percent of roadside workers said they feel they are at risk routinely from drivers that don't move over.

"It is an enforceable law," Steward said. "It is something that law enforcement can ticket drivers for if they're not following that rule and moving over or slowing down, depending on the situation."

Steward said he doesn't know of any specific enforcement time periods like they have for railroad crossing violations, for example, but that sort of idea is something AAA would support if legislators wanted to fund it.

"We are not taking people in the office," Pina said. "We are only taking phone calls for them to set the appointment, with us calling out to them on the appointment date."

Those interested in assistance can call 620-694-2911 for a local appointment, but slots are filling up fast.

"We allot an hour per appointment," Pina said. "Sometimes it could take as little as 15 minutes. It depends how many questions the client has. It depends how many drugs the client has."

Call right away to schedule Medicare Part D appointments

HUTCHINSON, Kan. — Parking lots and how they are kept in the city of Hutchinson has always been a topic of discussion.&nbsp;

The Hutchinson Planning Commission is getting ready to make some changes to parking lot regulations that they hope will be both beneficial to business owners and still provide adequate appearance and performance. Planning Director Ryan Hvitlok says the issue of parking lot standards is not a new one.

“The city wants well maintained parking lots, most business owners want a well maintained parking lot. They want enough spaces for their customers to do what they want to do,” Hvitlok said. “Really where the crux comes down is paving.”

Under the proposal parking lots in low traffic areas would be able to use millings and slurry seal for parking lots instead of a hard surface like asphalt or concrete.

“We think it’s a good compromise for several reasons. The main reason is that we’re looking at lower traffic generating uses of where we would permit asphalt millings and slurry seal,” Hvitlok said. “We’re looking at self storage, we’re looking at boat and RV and inoperable vehicle storage, those uses where you don’t have a ton of traffic in and out on a daily basis.”

The commission will come up with a set of guidelines that will go before a public hearing during the next planning commission meeting scheduled for Nov. 9.

City looking at changing parking lot regs

The veterinarians from Apple Lane Animal Hospital know that the supply chain issues that are rippling throughout the economy are having an effect on them, too.

"Sometimes, you just don't know," said Randall Smith, DVM. "Last year started with pet foods, on the prescription diet side and the therapeutic diet side with shortages. Whether that was paper bags or plastic bags or parts, other parts, ingredients for the food, I don't know, but they were short quite a bit. Some of them, they just chose to stop making."

There's also a concern with equipment, if they have a need for it.

"If we have something, like a part that breaks on something, some of the stuff we need is six to eight weeks out," said Erica Miller, DVM. "Hopefully our stuff holds out til then."

Vet medicine procurement can also be a challenge.

"Especially on some of the off-label generic sides," Smith said. "There's one or two manufacturers and everyone buys from them. If that one manufacturer has a shortage of raw product, or it could even be a shortage of the gel capsules to put the medicine in or paper for the label or plastic for the bottle, it slows everything down. It's just like a bunch of ships off the coast of California."

The surgical glove representative talked to the vets and told them that those are literally on one of the boats waiting to be unloaded, as an example.
