The Fire Chief from the Calgary, Alberta Fire Department in Canada presented the Hutchinson Fire Department with their plaque for international accreditation virtually at Tuesday's City Council meeting. Hutchinson Fire Chief Steven Beer was justifiably proud of his team at the end of a four year process.

"It's a great honor to lead this team," said Beer. "I'll put it bluntly, you guys have got one hell of a fire department in this town." 

Chief Steve Dongworth noted that there are around 300 agencies in the world that are accredited.

"It's something that not a lot of agencies are willing to measure themselves against," Dongworth said. "It's a peer-based continuous improvement model where it's a lot of work. The work of preparing your documents, preparing your community risk assessment, which really takes an in depth look at the risks that are present in your community and developing your standards of cover document, which is how you respond to those risks."

Hutchinson is one of only around 100 agencies in the world that are both internationally accredited and ISO 1 agencies.

The railroad will be looking to build on a positive second quarter. The nation's largest railroad posted second quarter net income of $1.8 billion, or $2.72 per diluted share.&nbsp;

The railroad still faces challenges in shipping as high demand and breaks in the supply chain kept goods from moving, especially in the intermodal division. Carload revenue jumped 22%.

Union Pacific operates about 25 trains per day through Reno County and is the fourth highest property tax payer in the county.

UP to release 3Q earnings Thursday

The council that has been working with RSP to try to figure out a direction for facilities efficiency is meeting Wednesday afternoon. Superintendent Mike Folks wants the committee's input a couple of issues specifically.

"One involves early education, daycare, those kinds of things," Folks said. "There's a thought about either building a new early education center or trying to get those students that are currently at the Shirley J. Hutcherson Center, along with about six or seven satellite centers across the district all into our elementary schools."

"The other thought is around a middle school," Folks said. "Do we need to look at a new 6-8 middle school? Could we bring our seventh and eighth graders together and repurpose one of the middle schools?"

It's important to note that right now, the district is top-heavy in terms of enrollment.

"Current 7th graders, there's 317," Folks said. "That's the last class that's above 300. I'm looking at a kindergarten enrollment of 256. Our large numbers are grades 12 through 7."

Final decisions on facilities changes will not take place until at least next year. School board elections are November 2.

The meeting is set for 6:30 p.m. at the Cosmosphere. A second meeting will be held Thursday morning at 10 a.m. also at the space museum.

The resident engagement meetings as they are called are hosted by the Hutchinson Community Foundation&nbsp;

ARPA meetings this evening and Thursday morning

Kan. —&nbsp;The Atrium Hotel process is continuing forward, though at a slower pace than some may have hoped.

"Normally, we don't just jump right into rehab or preservation of the property before you hold title," said City Manager Jeff Cantrell. "In this case, we're doing some of that right now. We're doing some of the mowing, weed abatement to stabilize the property, make it look at least somewhat presentable. We're doing that because we haven't been able to close on the property yet and we know that there's a community anticipation that we do that."

Anyone who has bought or sold property may be familiar with some of the snags the city is experiencing.

"We have to chase down additional confirmation with the surveyor on the legal descriptions to make sure we're grabbing everything that has previously been missed," Cantrell said. "It's not a representation of the city's overlooking anything, but, in prior descriptions, when that property conveyed, there were some defects in some of those descriptions, or maybe they were just not included, but we're wanting to make sure we have that perfected. We also need to, I think, close the file on one or two environmental issues that could encumber or show some liability in the terms of the agreement."

The I's may not all be dotted and the T's all crossed yet, but this is going to happen.

"I think, at the end of the day, we all know that we're going to buy the property," Cantrell said. "If it's got some lead paint in it, we're going to accept that. We pretty well have come to those terms and conclusions. We're pushing through that to make sure we've got that issue caged completely."

Cantrell would not put a specific timeline on the closing at Tuesday's meeting.

Atrium deal not closed yet, but continues progress

HUTCHINSON, Kan. — Authorities have released the name of the man that was a part of a long standoff Tuesday afternoon in Hutchinson. Police identified the suspect as 51-year-old Christopher St John of Hutchinson.

According to HPD, officers responded to the 300 block of Logan Street after Emergency Communications received a 911 call from a female asking for help.  When officers arrived they learned from neighbors that an altercation had occurred where St John was cursing at a female.  Officers made contact with a white female who reported her ex-boyfriend came into her residence uninvited and was refusing to leave.&nbsp;&nbsp;

The woman was safely removed from the home but St John barricaded himself inside the home and a nearly 5-hour standoff began.&nbsp;He then started damaging property inside the bathroom and made threats to officers, and it was determined that he had access to weapons.  A perimeter was set, and the Emergency Response Team was activated.   Lengthy negotiations took place and St John eventually came out of the residence.

 St John refused to comply with commands and a police K-9 was deployed to assist in taking him into custody.  During the event St John became physical with the police K-9 but members of the Emergency Response team were able to place him into custody.  St John received medical treatment at the Hutchinson Regional Medical Center for lacerations.

Potential charges include&nbsp;charges of felony interference with law enforcement, harming a police dog, criminal damage to property, disorderly conduct, and criminal trespassing. 

St John also had absconder warrant for his arrest through the Kansas Department of Corrections.&nbsp;

Hutchinson man arrested in stand off

Kan. — Coffee at the Cosmo, Cosmosphere’s free speaker series, returns on Thursday.

"Thursday at 9 a.m., from 9 a.m. to 10 a.m., we have an amazing guest speaker from NASA," said curator Shannon Whetzel. "She also was a part of our camp program when she was younger. She is going to speak to us about space suits and I am going to provide some artifacts for those in person to look at. We'll also try to get a look at them for our online crowd."

Kristine Larson Davis, a spacesuit engineer at NASA's Johnson Space Center in Houston and Cosmosphere Camps alumna, is part of a team designing the new xEMU suit that will be worn by the first woman and next man to explore the Moon as part of the Artemis program.

"Kristine will be talking a little bit more about the present day and give a little bit of background and history," Whetzel said. "The artifacts I will be showing are more of the shuttle era. I've got some boots and we've got a lower torso and not just suit parts, but also while you're wearing the suit, you'll need to be able to get a drink while you're on your six-hour space walk, so I've got an in suit drink bad and also, up there in space, you don't really have the opportunity to send your space suit to a tailor or anything like that if you poke a hole. I have a maintenance kit like they would have up there if they need to fix just a small part of their suit."

Davis will be presenting remotely via Zoom and share her NASA-insider view of the spacesuit engineering process.

"Part of the EMU suit development was that it would be more versatile, more people could wear it," Whetzel said. "Not exactly one size fits all, but a lot closer to that, in comparison to the Apollo era."

In the old days, the spacesuits were custom-made for the people that wore them.

Spacesuits subject of Thursday's Coffee at the Cosmo

Two Hutchinson Public School educators are being nominated for the 2022 Kansas Horizon Award. This state award recognizes exemplary first-year teachers who perform with excellence in an elementary and secondary classroom.

The nominees for USD 308 are Jazzmyn Tolbert, a third-grade teacher at Graber Elementary, and Lindsey Kepka, a high-school alternative teacher. These two educators will move on to be considered for state recognition by the KSDE Horizon Award Program committee. Winning recipients are recognized at the KEEN conference on February 11, 2022.

Superintendent of USD 308, Mike Folks, surprised Kepka and Tolbert at their individual buildings to notify them that they had been chosen. Kepka and Tolbert received balloons and a special certificate to honor the occasion. Both teachers were surrounded by their students and congratulated by their building principals during the surprise.

“Hutchinson Public Schools is proud of these individuals, as well as the other nominees across the district. We wish Lindsey and Jazzmyn good luck as they move on to the state recognition stage of the award,” said Folks.

Hutchinson Public Schools Nominates Two for State Horizon Award

The Hutchinson City Council tabled for two weeks the potential acceptance of a grant to extend the GVI trail west behind homes on Kisiwa Village Road on the north side of the ditch. Councilwoman Sara Bagwell had concerns about the cost of the project. She also questioned the motives of those on the council who she believed would vote for the trail, which prompted a response from Nancy Soldner.

"Not only are we waiting on the property owners, we're also waiting on whether we have adequate communication with the people," Bagwell said. "Two, I would like to say that, none of you who are going to vote this and accept this are up for re-election. You have nothing, you're retiring, you have nothing to lose."

Soldner responded that such a comment was out of bounds. Jade Piros de Carvalho also disagreed with Bagwell.

"I disagree, Sara, with your contention that we're not accountable," Piros de Carvalho said. "I think that you can make decisions based on one meeting, or you can make decisions based on master plans and strategy and engagement with the community as a whole and there is always going to be tradeoffs. There's always going to be disagreements on to what the best decision is, but I don't think it's reflective of one of us not caring. I care deeply about this community. I know Nancy and Jon do and they are term limiting out, too, but we have heard for years from those in parks in recreation about the importance of investing in trails."

Bagwell's main contention at the beginning of the discussion, which was backed up by some of the citizens in the neighborhood where the new trail would be is that the trails the city has are not being maintained and so spending money on a new one seems counterproductive. Holly Cooprider crystallized the issue.

"My husband and I are very active, as far as running, walking, taking our dogs, biking," Cooprider said. "I love to bike. I will bike miles upon miles, but I will not use our trails. They are so worn, to me it's safer to be out on 43rd riding with traffic that's going 55, versus using our trails that we have that we cannot maintain right now."

The members of the neighborhood, who were uniformly against the idea, though for different reasons, said they would all be back in two weeks to register their complaints again.

GVI trail extension tabled for two weeks

Kan. — 
USD 308 has an opportunity this week to show off Hutchinson to school superintendents from around the state at a meeting of the Kansas School Superintendents' Association.

"Any superintendent in the state can come together bimonthly," said USD 308 Superintendent Mike Folks. "We have an agenda and we come together and cover some of the pressing things that we're dealing with, with public schools. Usually, our commissioner of education and other officials from the Kansas State Department of Education come. In the past, most of those meetings occur in Topeka at the Kansas Association of School Boards, but they opened it up to see if anyone wanted to host one of those in their community, so I volunteered."

For those who are coming in from out of town to attend Wednesday, there will be a reception tonight.

"Our high school vocal music group, the Xpressives are going to sing," Folks said. "We're going to take a tour of our career and tech center at Hutchinson High School and kind of showcase that facility. Tomorrow, we're anticipating maybe 100 superintendents from across the state. We'll gather, and we'll have some professional development and we'll go over the agenda and listen to our commissioner."

It's important for school leaders to meet and share ideas on how they can use best practices to make their districts better.

"I think now, more than ever, during this pandemic, there's been a need to connect and first of all, stay abreast of what's going on related to the pandemic and other legislative things," Folks said. "Just the socialization piece, where people can get together and network is important. Sometimes we commiserate and other times we try to talk about the positive things that are going on in our district. It's been essential for leaders across the state to have the opportunity to do this."

September's event was in Wichita and KSSA day is in November in Overland Park, with another board meeting in Colby later that month.

USD 308 has an opportunity this week to show off Hutchinson to school superintendents from around the state at a meeting of the Kansas School Superintendents' Association."Any superintendent in the state can come together bimonthly," said USD 308 Superintendent Mike Folks. "We have an agenda and we come together and cover some of the pressing things that we're dealing with, with public schools. Usually, our commissioner of education and other officials from the Kansas State Department of Education come. In the past, most of those meetings occur in Topeka at the Kansas Association of School Boards, but they opened it up to see if anyone wanted to host one of those in their community, so I volunteered."For those who are coming in from out of town to attend Wednesday, there will be a reception tonight."Our high school vocal music group, the Xpressives are going to sing," Folks said. "We're going to take a tour of our career and tech center at Hutchinson High School and kind of showcase that facility. Tomorrow, we're anticipating maybe 100 superintendents from across the state. We'll gather, and we'll have some professional development and we'll go over the agenda and listen to our commissioner."It's important for school leaders to meet and share ideas on how they can use best practices to make their districts better."I think now, more than ever, during this pandemic, there's been a need to connect and first of all, stay abreast of what's going on related to the pandemic and other legislative things," Folks said. "Just the socialization piece, where people can get together and network is important. Sometimes we commiserate and other times we try to talk about the positive things that are going on in our district. It's been essential for leaders across the state to have the opportunity to do this."September's event was in Wichita and KSSA day is in November in Overland Park, with another board meeting in Colby later that month.

HAVEN, Kan. — The Haven City Council approved an ordinance that would establish a rural housing incentive district within the city during their Monday meeting.&nbsp;

Approval came following a public hearing on the incentives that the city hopes will spur new growth in the proposed Wildcat Landing addition. The city recently entered into an agreement to purchase a parcel of land from the school district as part of that development.

Also Monday, the council was in consensus that the city attorney should draw up a new ordinance dealing with the issue of overgrown vegetation and grass in the street and on sidewalks. Such an ordinance could be before the council in the near future..

The council also went into executive session to discuss the ongoing legal matter regarding the city pool but no action was taken.

SOUTH HUTCHINSON, Kan. — The city of South Hutchinson is following the lead of other small communities in establishing their own web site as the official publication of the city.&nbsp;

The city council approved a charter ordinance designating the city’s web site as the official publication platform to notify the public of necessary publications such as public hearings or other information that is required to be published by law.

City Administrator Joseph Turner said that it wasn't a wise use of city funds to continue putting notices in newspapers when the cost is so high and people are charged a paywall when they look for it online. Other smaller communities are doing the same thing to cut costs. The matter must now go through a protest period of 60 days.

Also Monday, the council approved the tax abatement application for the American Packaging expansion. The council had approved the application earlier but the process was never completed and had to be finished up, according to Turner.&nbsp;

And the council approved Nov. 1 as a workshop and planning day for the council to discuss goals and what the council wants from their city administrator.&nbsp;

South Hutchinson City Council approves charter ordinance

Kan. — Lynsey Becher with Stage 9 let us know what is planned for Talking Tombstones this weekend.

"Usually, Talking Tombstones is the walking tour," Becher said. "Because we got really good feedback last year that people liked not having to walk in the uneven cemetery ground, we are going to do a stationary Talking Tombstones this year. It is amongst the tombstones, still. The actors are performing in the round. It will be a bring your own chair event."

There will be a few folding chairs, but most folks have lawn chairs of their own that will be more comfortable to bring.

"This year, we have all new people that we are featuring," Becher said. "Only one of them is actually buried out at Eastside Cemetery. We're kind of branching out. We have some exciting new people, plus I've created a couple of new things where we're actually going to have a little bit of magic in the show."

Beginning next Sunday, October 24th, callers in the 785 and 620 area codes must use 10-digit dialing or the call will not go through.&nbsp;

The only exceptions are any three-digit abbreviated numbers available in the community, such as 911.&nbsp;

Callers will still dial 1 + the area code and telephone number for all long-distance calls from traditional landlines.

This change is part of a plan to make it easier for persons in crisis to reach the National Suicide Prevention Lifeline. That will eventually become 988 next July 16. The number currently remains 1-800-273-8255.

What is a local call will remain a local call, regardless of the number of digits dialed.

Be sure to check all items with phone numbers, like pet tags, to be sure they have 10 digits, so that anyone using them can dial accurately.&nbsp; &nbsp;

Kan. — Police were called to the area of 3rd and Logan at 11:20 Tuesday morning for a person barricaded inside a home.

3rd Avenue was closed one block on each side of the scene. This appeared initially to be a domestic disturbance.&nbsp;

SWAT officers, the Sheriff's Office Bearkat and K-9 units were used to take one man into custody shortly after 3:30 p.m.

An ambulance has been called and officers are checking to see if any additional people are inside. Hutchinson Police Chief Jeff Hooper said that a woman alerted authorities to a trouble with a subject call. 

Police were able to get her out of the home safely but the male subject barricaded himself inside the bathroom. He eventually came out and was subdued by one of the K-9 units before being taken to the hospital for treatment and then into custody. No names has been released at this time but Hooper did say the man is wanted by the US Marshalls Service.

There were no injuries other than to the subject which suffered several bites from the K-9 officer.

The prestigious recognition is given to attractions that offer an amazing experience to guests that provide stellar reviews on Tripadvisor over the past year.&nbsp;&nbsp;

Child care classes offered again by health department

HUTCHINSON, Kan. — While the number of positive COVID cases is increasing, the number of those active cases is falling faster, leaving a current trend where more people are healing than getting sick.&nbsp;

It's a trend that has been occurring since the middle of September and is the first major separation of such since the pandemic began.

The only other time such separation occurred was in September of 2020, which was followed by a major spike in cases during the Thanksgiving holiday.

As of today, there are 351 active cases, down 29 from Friday. The total number of cases increased by 35 to 10,282 which did close some of that gap by a small margin.

There are currently eight county residents in the hospital and the death toll is at 162.

Gap forming in positive cases compared with those recovering

Katie Broker with the Reno County Museum reminds us that Thursday is the museum's Spook Walk.

"We're doing it a little differently this year than we've done in the past," Broker said. "We're actually having the whole Spook Walk outside and we've added a few more activities for people to enjoy. We're going to have a pumpkin decorating contest, a costume contest and a prize raffle."

Broker encourages families to dress up for the occasion.

"We highly recommend costumes, especially for the spook walk," Broker said. "There will be ghosts from Reno County's past around the museum grounds that will tell you a little bit about themselves and why they are haunting us and then you'll get a bag of candy, so it's like a Trick or Treat. Definitely wear your costumes if you want to participate in the costume contest."

The event is a fundraiser for the museum, so bring whatever donation you feel appropriate when you come between 5:30 p.m. and 8:30 p.m. Thursday.

Haven City Council meets this evening

I am the fifth generation to farm one of our pieces of ground, which is quite a heritage to live up to. I have often wondered what it would be like to not be tied to a place, a way of living and a lifestyle. Those thoughts are very fleeting because who I am is very much tied to the land and the history associated with it. Like my ancestors I have a passion for farming and ranching.

I know I am not alone in my thoughts, in fact, I am very much in the majority when it comes to farmers and ranchers. Often our farms have been in our families for generations, the land is part of us. It defines who we are. I know my family has put decades and generations of blood, sweat and tears into building what we have, and I do not want to be the last generation, but it all might be in jeopardy if we lose stepped-up basis, and important tool family farms and ranches use to pass assets on to the next generation.

I also suspect my feelings go beyond the farm and echo up and down Main Street in our towns. I can think of lumberyards, grocery stores, clothing stores and many other local multigenerational businesses our communities depend on that are facing the same danger of being swallowed up to pay taxes if we do not make our voices heard.

We have all heard that farmers live poor and die rich, and never has that been truer than when it comes to the farm itself. Often bought 100 years or more ago for much less than it is worth today, especially if you are like me and farm next to a growing urban population. My great-grandparents, grandparents and parents paid their taxes and yet we are told simply because we will inherit the farm we have to pay even more in taxes, it does not make sense.

We do not want to sell our heritage, but we could have to choose between selling or going into more debt. With already tight margins that is not going to work, and it could bring on my very worst fear, the end of our family farm. I do not mean to be gloom and doom, but it is definitely time that each of us get involved and tell our story. Even if our legislators support our views and share them, it is time for them to hear from each of you.

It is also time to get involved with Kansas Farm Bureau. Our family farms are in the crosshairs for this massive tax increase because we are such a small percentage of the population and therefore and easy target. Singularly our voices are important, and we should make them heard. However, we are much more effective when we band together. Kansas Farm Bureau is that collective voice that represents all types and sizes of agriculture. The call to action is now and we must all join together to protect our way of life and our heritage.

I have often wondered what it would be like to not be tied to a place, a way of living and a lifestyle. Those thoughts are very fleeting because who I am is very much tied to the land and the history associated with it. Like my ancestors I have a passion for farming and ranching.I know I am not alone in my thoughts, in fact, I am very much in the majority when it comes to farmers and ranchers. Often our farms have been in our families for generations, the land is part of us. It defines who we are. I know my family has put decades and generations of blood, sweat and tears into building what we have, and I do not want to be the last generation, but it all might be in jeopardy if we lose stepped-up basis, and important tool family farms and ranches use to pass assets on to the next generation.I also suspect my feelings go beyond the farm and echo up and down Main Street in our towns. I can think of lumberyards, grocery stores, clothing stores and many other local multigenerational businesses our communities depend on that are facing the same danger of being swallowed up to pay taxes if we do not make our voices heard.We have all heard that farmers live poor and die rich, and never has that been truer than when it comes to the farm itself. Insight: Stepping Up for the Family Farm

"We have seven stops," Becher said. "Seven businesses have been kind enough to be involved this year. Each stop is going to have a different type of entertainment, telling you the history of the building."

"We're hoping to send groups out right at 6:30 p.m.," Becher said. "If you can get there just a little bit early, we're going to put people in six groups. Each group has a first stop and then they will go through their route from there. Each group has two guides, so everybody knows where they are going. It's going to be a big walking tour, so put your walking shoes on. It's going to span from Bookends all the way down to Armstrong Antiques and Reno County Museum and it will come back up on the east side of the street."

Also, it's all <a href="https://my.cheddarup.com/c/talking-tombstones-if-walls-could-talk">electronic tickets this year</a>, so you'll just check in with their box office area at the Chester I. Lewis Plaza across from the Fox if you've already paid, or you can get a ticket there that night, as well.

If Walls Could Talk coming up Friday in Hutchinson

Hutchinson, Kan. – The Board of Trustees of Hutchinson Community College completed several items of business at its October meeting. 

During the meeting, the Board approved the hiring of Christopher Lau as the Vice President of Student Services. A native of Satanta, KS, Lau has served as HutchCC’s Coordinator of Advising, Career Development and Counseling since 2008.

For fiscal year 2021-2022 the Board approved the Master Agreement with the Hutchinson National Faculty Association which includes a 3.5% increase on base salary and $20 per month increase for Board Benefits. A salary increase for classified and administrative staff based on performance, market value and scope of responsibility, with the average increase not to exceed 3.5% and a $20 per month increase in the Board Benefit was also approved for classified and administrative staff. In addition, the Board approved the president’s contract with the same base salary and Board Benefit adjustments as staff and administration.

In other business, the Board approved payment of the College bills along with academic calendars for the 2022-2023 and 2023-2024 academic years.

The next meeting of the board will be on Thursday, November 11. The meeting will be at 7:00 p.m. in the Shears Technology Center Justice Theater. The public is invited to attend. HutchCC approves promotion of VP of Student Services, and agreement with instructors

Kan. —&nbsp;The Hutchinson Fire Department will have a virtual presentation of the plaque signifying them as an International Accredited Agency as part of Tuesday's City Council meeting.

On July 19, 2021, the Hutchinson Fire Department appeared in front of the CPSE commission and was granted international accreditation.

This comes after years of hard work and dedication of Hutchinson Fire Department Members.

Hutchinson is one of around 100 fire departments in the world with both an ISO 1 rating and international accreditation.

The meeting of the Hutchinson City Council is at 9 a.m. Tuesday at City Hall.
