HUTCHINSON, Kan. — Four area entities are teaming up to help the new owners of the Hoke Building get their renovation project off the ground.

Hutchinson Community Foundation, Peoples Bank and Trust, StartUp Hutch, NetWork Kansas and HCF will contribute a combined $1,190,000 construction loan package to the renovation of the 111-year-old building at 25 E. 1st Ave. Plans are to renovate the building into a 24-room boutique hotel. The owners, Mark and Phoebe Davenport, also recently purchased and refurbished the Hutchinson Plaza Towers.&nbsp;

“We are thrilled to partner with these investors in the development of a boutique hotel in the historic Hoke Building in downtown Hutch,” Phoebe Davenport said. “Our shared vision of a vibrant, thriving downtown Hutch is resulting in a beautiful collaboration!”&nbsp;

The Hoke has housed several tenants over the years, among them the Hutchinson Board of Trade and the Great American Life Insurance Co. The last first-floor tenant left in 2010 and the Hoke’s upper floors have sat vacant since the 1960s. Period wood moldings, tin ceilings and checkered floor tiles remain in the building listed on the National Register of Historic Places.&nbsp;

“Many community partners have been working together for some time now to identify ways to build on the resources our community already has. This impact investment supports entrepreneurs, a thriving downtown and the preservation of a historic building,”Aubrey Abbott Patterson, Hutchinson Community Foundation president and CEO, said. “We’re proud to play a part in encouraging the Davenports’ vision and plan for a boutique hotel, which will spur economic development and more investment in our city center.”&nbsp;

The Davenports have also filed for CDBG grant money to help with some of the structural issues with the building including a new roof, repairs to the front of the building, new storefront doors and windows and installing a fire suppression system.

The grant application was approved by the Hutchinson City Council during Tuesday's meeting. The total cost of that part of the project is $397,000. The CDBG grant is for $245,000.

Support for the Hoke Building renovation announced

It looks like the Hutchinson City Council and the Board of Reno County Commissioners are likely to meet next week. The council agreed in principle to a meeting July 27th with the commission. 

The intent of the council appeared to be to discuss the gun range issue at the joint meeting, but not before.

"Could we have a side-by-side of the latest revisions of the contract from the city and the county?" asked council member Jade Piros de Carvalho.

City manager Jeff Cantrell agreed that they need that information to speak intelligently about it when they meet together.

"My fear is, the more public discussion that occurs on this without the people actually having the agreements in front of them, this just becomes such confusion and misconception over what the needs of both agencies are that I don't think it's safe to talk about it publicly," Cantrell said.

Cantrell did note that the joint work session will be a public meeting and it is his intent to put all the facts on the table then. 

A time has not been set for the July 27th meeting.

Joint meeting likely to happen July 27

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council is back to full strength. During Monday's agenda session the council voted to appoint Megan Weber to the vacant seat.

Weber fills the council after the resignations of Jeff Dovel and Tyler Graves back in June. Brian Garrettson was appointed to the other vacant seat by the council at the previous meeting.

Weber becomes the first female to serve on the Council since former mayor Mandi Blumanhourst who served from 2012-2019. Since she is filling an unexpired term, she will need to be elected to the governing body in 2023 should she wish to continue serving beyond the remainder of this term.

Once the council got down to business, they approved combining two ordinances regarding health nuisances and motor vehicles. The ordinance will streamline the way such notices of violations are handed out to the public.&nbsp;

The council also went into executive session to discuss the issue with the Scott Blvd. bridge near the County Public Works building. The city and county are at odds over who actually owns the bridge and who should pay for its replacement. No action was taken by the council following the executive session. City Administrator Joe Turner said they are looking at all of options to come up with a solution to the matter.

Weber appointed to South Hutchinson City Council

The Hutchinson City Council voted to notify the county clerk of its intent to exceed the Revenue Neutral Rate at its meeting on Tuesday.

"It gives the finance director, myself, the authority to provide this to the county clerk, to provide notice that we will exceed our Revenue Neutral mill levy," said Angela Richard, Director of Finance. "It also establishes the public hearing date. You can see on your memo that our 2021 mill levy was 44.462 and from our budget study sessions, a majority of the council would like to keep that mill levy flat."

Because of an increase in overall valuation to the city, much of which is a result of the Siemens plant coming on the tax rolls, even holding the mill levy flat generates about $270,813 more in taxes than the city did last year, but an average homeowner will only pay more if their individual house value goes up.

"If your valuation stays flat and our mill levy stays flat, you will be paying the same amount of tax year after year," Richard said.

However, with real estate prices going up across the country and appraisals for valuation purposes at least to some degree based on sales of comparable homes, it is logical to think that homeowners who keep their properties in good repair could still see valuation increases over the long term simply because of inflation in home prices overall and the devaluation of the dollar. 

The council voted 4-1 to approve the notification, with council member Sara Bagwell voting against. The public hearing will be September 7th.

Hutchinson City Council plans to exceed Revenue Neutral Rate

HUTCHINSON, Kan. — Wednesday is the 60th anniversary of the Liberty Bell 7 space flight that took astronaut Gus Grissom into space. The Cosmosphere will hold several activities and presentations to celebrate the historic flight of Grissom.&nbsp;

On Wednesday, visitors can view the spacecraft and take advantage of special discounts in the Cosmosphere Café and Cosmosphere Gift Store. Limited-edition Liberty Bell 7 patches and t-shirts will be available for purchase, and a free artifact scavenger hunt can be picked up at the Box Office.&nbsp;

Also Wednesday will be the presentation of Mercury to Artemis: Celebrating the Past and Future of Space Travel. The&nbsp; free, in-person event will take place from 12:30 p.m. to 2:00 p.m. with a presentation on Liberty Bell 7 by Cosmosphere President and CEO, Jim Remar, followed by a virtual presentation from a NASA representative on the future of space travel and the Artemis mission.&nbsp;

LB7 celebration is Wednesday at the Cosmosphere

HUTCHINSON, Kan. — A man arrested in connection with the abduction and shooting in Reno and Sedgwick County on Monday made his first appearance in Reno County District Court Tuesday morning.

In a very short hearing, Kamden Campos answered two questions with one word answers and did not make any request for a reduction of his bond which is $2,101,500.

Campos is facing possible charges of four counts of attempted first degree murder, kidnapping and theft. Campos was arrested after allegedly abducting the woman and her family in Wichita. They drove out to Cheney Lake. When the woman tried to escape in a vehicle, Campos allegedly shot at the vehicle, hitting a 2-year-old.&nbsp;

The woman drove into Sedgwick County where she called 911. The child was taken to Wesley Medical Center where she underwent surgery and is in recovery.

District Attorney Tom Stanton said he hopes to have formal charges filed by no later than Monday. Campos is due back in court Tuesday, July 27 unless charges are brought against him before then.

Campos makes first appearance 

Work will start soon on a $7.86 million resurfacing project on K-14 and K-96 in Reno County and K-96 in Sedgwick County.

The Kansas Department of Transportation project involves a hot-mix-asphalt overlay and shoulder widening. Work is expected to begin around Aug. 2 and be completed around the end of October, depending on the weather.

The Reno County portion will be on northbound and southbound lanes of K-14 from the U.S. 50/K-14/K-96 junction at South Hutchinson south to the K-96 junction – a length of about 2.5 miles.

The Reno County part also will be on westbound K-96 from the K-14 junction east to the Reno/Sedgwick county line – a length of almost 15 miles.

The Sedgwick County portion will be on eastbound K-96 from the Sedgwick/Reno county line east to about Maize Road, a length of about 15 miles.

During the work, traffic will be restricted to one lane, and motorists should expect to slow down for the work zone.

Cornejo &amp; Sons, of Wichita, is the primary contractor for the $7,862,279 project.

USD 308's new Executive Director of Human Resources, Dr. Dawn Johnson is pleased with the progress of negotiations between the school district and its teachers for the fall.

"Before Rick Kraus left, he did a lot of great work with changing language and cleaning up the negotiated agreement so that both sides could kind of have some changes that they wanted to make, as far as language goes," Johnson said. "I think we're down to hours and amounts of work and salaries is where we're at."

Johnson said she's been able to pay attention to the negotiations because they are available online.

"I've met with the negotiating team on the teacher side," Johnson said. "I think that we're both in agreement that we're working very hard to make this a win-win situation. I'm looking forward to it."

Johnson expects a final agreement to be reached in either August or September.

"You can start school without having negotiations completed," Johnson said. "Teachers are on a continuing contract. When negotiations are settled, contracts will just be renewed at that point or changed."

Generally speaking, districts and teachers like to see the enrollment numbers on September 20 before officially signing on the dotted line.

ADA celebration to be held Friday

The Reno County Sheriff's Department has issued a press release regarding this afternoon's shooting at Cheney Lake. Here is the release:

At approx. 1100 this morning a male and female resident of Wichita Kansas were involved in a domestic dispute which resulted in the female being brought to a dead-end road at Cheney Lake in the vicinity of Yoder Road and Sun City Road. The male subject, identified as Kamden Campos, took the female to the edge of the water with intent to harm her. While he was distracted, the female jumped in the car and fled the scene. As the victims fled the scene, the suspect fired multiple shots toward the vehicle from a handgun.

 The initial call came into dispatch at 1206. She noticed the child moving around in the car seat and pulled over to discover the child had been shot in the back. While on the phone with 911 dispatchers, emergency personnel and first responders located her inside Sedgwick County. The child was rushed to Wesley Medical Center in Wichita.

 Multiple agencies responded to the area of Yoder Rd and Silver lake Rd to begin looking for the suspect. Kansas Highway Patrol aircraft, Sedgwick County Drone, Reno County Drone, and many Deputies and officers began to scour the area looking for Campos. A perimeter was established where it was believed the suspect was last seen. The aircraft identified someone walking matching the description and guided officers to him. Mr. Campos was taken into custody without any further incident at approx. 1354.

 Mr. Campos was taken to the Reno County Correctional Facility where he was booked in under Attempted Murder in 1st Degree X 4, Aggravated Kidnapping, and Possession of Stolen property. His bond is set at $2,101,500.00.

According to records from the Reno County Correctional Facility, Kamden Joe Campos is being held on suspected charges of first-degree murder, aggravated kidnapping and theft. He is being held on a bond of $2,101,500. More will be released by officials later this evening.&nbsp;&nbsp;

While the murder charge is in place we do have word from our partners at KSN that Sedgwick Sheriff Jeff Easter has announced that the child made it through surgery and was in recovery.&nbsp; We'll work to get clarification on that as soon as it is available.

A shooting incident at Cheney Lake occurred Monday afternoon when a Wichita man kidnapped two children and their mother from a home in Wichita. 

According to Reno County Sheriff Darrian Campbell, the kidnapped woman was taken by the suspect to Fish Cove, near Sun City and Yoder Road. When the kidnapped woman attempted to drive away, the two-year-old child was shot while in the car seat. 

The child's mother drove back to Sedgwick County and called 911. The woman and the child were found in their vehicle at 61st St. N. and 263rd St. W west of Andale. The child was taken to a Wichita hospital in critical condition.

The suspect was caught around 45 minutes later. It appears to have started as a domestic dispute. Over 20 agencies responded to the call.

Here is the release:At approx. 1100 this morning a male and female resident of Wichita Kansas were involved in a domestic dispute which resulted in the female being brought to a dead-end road at Cheney Lake in the vicinity of Yoder Road and Sun City Road. The male subject, identified as Kamden Campos, took the female to the edge of the water with intent to harm her. While he was distracted, the female jumped in the car and fled the scene. As the victims fled the scene, the suspect fired multiple shots toward the vehicle from a handgun. The initial call came into dispatch at 1206. She noticed the child moving around in the car seat and pulled over to discover the child had been shot in the back. HFD Receives International Accreditation

SEDGWICK, Kan. — One person has been killed in a train/ pedestrian accident Monday morning.

According to Kyle McCaskey with the Harvey County Sheriff’s Department the accident happened around 5 a.m. when a male was hit by a BNSF train in the 6100 block of South West Road which is about six miles southwest of Newton near the town of Sedgwick.

The investigation into the accident continues at this time. Trains were brought to a halt on the line which runs through Newton for about three hours during the initial investigation.&nbsp;

Man killed in train/ pedestrian accident

HARVEY COUNTY (AP) — Authorities in south-central Kansas say a 15-year-old girl drowned in a private swimming pool over the weekend. Officials say the drowning happened Friday night at a home in Harvey County. 

First responders were called to the home around 9:30 p.m. Officials say the girl was swimming alone in the pool when she drowned. 

Others in the home found the girl in the pool and called 911. Medics who arrived on the scene performed CPR and rushed her to an area hospital, where she was pronounced dead. The girl's name had not been released by early Monday morning.

Jenna Fager with the Reno County Election Office notes that even though her office does not have to deal with a primary for local and school board elections like some counties in Kansas do this year, they are still waiting on the final language from the Board of County Commissioners on the ballot question to come in November regarding potential expansion of the commission from three to five members.

"They're going to put together the resolution and then pass the resolution," Fager said. "I just need to know what to put on the ballot, the wording and all of that. That gives me enough time. I know that I need the placeholder and then they'll give me the exact language once they officially pass it August 10th."

City and school board elections, even when they happen in November, are not typically large ballots.

"They're usually a pretty small ballot," Fager said. "I don't even know that it will make it a two page ballot, honestly. It just depends on how wordy they get, I guess."

Since it won't create more pages and it's an election that's already happening, there's no additional election cost to put the question on.

"In my opinion, the talk about Critical Race Theory has become the new bogeyman that we're trying to scare people with," Probst said. "Critical Race Theory is really, that specifically, is a high-level college course that's mostly taught to attorneys, so that they can examine whether our systems have internal biases built into them. When I talk about it, I say it's really nothing more than an examination of how people of color are treated in our country, through the systems that we have put up."

Probst argues that American literature has hit on these themes for decades.

"When you read To Kill A Mockingbird, Huckleberry Finn or Tom Sawyer, you're effectively examining Critical Race Theory," Probst said. "Those books had elements in them that talked about the way minorities are treated and have historically been treated in this country, the systems that have been, where people of color weren't thought of when the systems were developed and those books, old movies, what was the famous movie, Look Who's Coming To Dinner, those are all examinations of how the majority interacts with the minority in this country. I think the idea that this is some new, radical thing that's out to undermine the country is really just a lot of political hackery that's trying to get people riled up."

Probst believes continued examination of the issues is warranted.

Self-examination is important," Probst said. "I think, if we have a group of people saying to us, we don't feel like the system has worked for us, then I think it's important to examine that and see if there are changes that can be made that would equalize that or bring people in to the economy, to bring people in to the protection of the Constitution and make sure that we're including as many people as we can into our systems, so that we have the most robust participation that we can."

Probst is now <a href="https://thatguyinhutch.substack.com/">writing on Substack</a> about larger issues, as well as some deeper dives into local policy on occasion.

Probst: Thinking about racial differences not new

HUTCHINSON, Kan.— The Reno County Health Department is holding two Saturday clinics to assist in getting student vaccinations completed before the start of the school year.

The Health Department will be open from 8 a.m. to noon on Saturday, July 24 and Saturday, August 14. Walk-ins are being accepted for vaccinations. Kindergarteners should receive all required vaccines before starting school. Students entering 7th and 11th grades may also need additional vaccinations. Required immunizations can be administered along with the COVID-19 vaccine for ages 12 and over. With rising cases of the Delta variant in areas of Kansas, it is important to continue using mitigation methods such as social distancing, hand sanitizing, and vaccinating.

School and sports physicals are also available at the Reno County Health Department for $25 if not covered by insurance. Appointments are required for physicals.

HUTCHINSON, Kan. — The Kansas State Fair Board will hold a special meeting on Tuesday that will jump start a much needed project on the fairgrounds.

The Board will take action on a bid for a major renovation of the Expo Building. The building, which is one of the most used facilities on the fairgrounds, is in need of an overhaul. The estimated $1.2 million project includes sand blasting and putting an epoxy coating on all of the vertical columns, replacing the entire roof and insulation, and replacing all of the vertical panels.&nbsp;

The work is expected to begin the first of October and should be completed early next year, weather permitting.&nbsp;

Tuesday’s meeting of the board begins at 8 a.m. at the state fair administration building.

State Fair Board to discuss Expo project Tuesday

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council could add a member during Monday’s agenda session.&nbsp;

Mayor Matt Nisly will nominate Megan Weber to the council. The council will vote to appoint her at that time.&nbsp; The city council was short two seats after Jeff Dovel and Tyler Graves announced their resignations in June.&nbsp;

Nisly then nominated Brian Garretson to take one of the seats. That was approved by the council at their last meeting. If Weber gets the nod, the council will be back at full strength.&nbsp;

Also Monday, the council will go over two new ordinances regarding junk vehicles and health nuisances. Plus the council will discuss the budget and the new revenue neutral law.&nbsp;

Monday’s meeting begins at 6 p.m. at the city offices at 2 S. Main.

South Hutchinson City Council meets Monday

HUTCHINSON, Kan. One person was injured in a single vehicle accident over the weekend in Hutchinson.&nbsp;

HPD says 61-year-old Johnny Jones crashed his vehicle into a utility pole at the intersection of 4th and Corey Road around 4:50 Sunday afternoon.&nbsp;

Jones was taken by EMS to Hutchinson Regional Medical Center for treatment. No other information was available.

Single vehicle accident sends one to the hospital

SOUTH HUTCHINSON, Kan. — Westbound U.S. 50 was closed near the K-14 interchange for some time Friday after an accident involving two semi rigs around 4:45 p.m.

The Reno County Sheriff’s Department reports that a semi driven by 68-year-old Charles Sayler of Cimarron attempted to turn his rig around in a median crossover when he was hit by another semi driven by 63-year-old Robert Cunningham of Box Elder, South Dakota.&nbsp;

One of the semis took out a large section of guardrail at the interchange. The highway was closed while both rigs were towed from the scene. There were no injuries.

US 50 closed on Friday after accident

HUTCHINSON, Kan. — Street work continues in Hutchinson. Work crews are finishing up the mill and overlay of Plum from 17th to 23rd.&nbsp;

Starting Tuesday mill and overlay work will begin on Adams from 11th to 16th Avenues, Monroe from 5th to 11th Avenue and Monroe from 18th to 30th.&nbsp;

One lane of traffic will be closed off during the work and the streets will be closed multiple times throughout the week. Motorists may also see some delays in work zones.&nbsp;

Food insecurity, or the lack of consistent access to enough food, is not something that is top of my mind very often. It probably should be, but it just isn’t. I have enough food, actually more than enough, and given the frantic pace of my life I often neglect to give a second thought to those who are not blessed like I am. I also think many of us in rural America think it is a big city or urban problem. It is not. In fact, I think we would all be shocked to know how many of our neighbors are food insecure.

Those of us who live in rural Kansas are proud people and often it is hard for us to ask for help. Your neighbors who may be food insecure are just like you. There is a certain stigma associated with not having enough food, especially in rural areas. Food insecurity happens for many reasons, and many are nothing to be ashamed of, but the reality of the situation is tough.

A related aspect is something called a food desert, which also is something I had not really thought about before or the fact that many of us live in them. A food desert is an area that may lack places to buy good-quality or healthy, fresh food. We have seen many of our small, rural grocery stores disappear leaving those who struggle with transportation facing food insecurity simply because they cannot drive to a larger city to shop.

I find all of this stunning. We live in the breadbasket of the United States, we grow a large part of the food for our population and yet we have hungry people in our midst. I have problems wrapping my head around it. But it all makes sense, food, especially healthy, fresh food is hard to come by in some of our towns. Couple that with the fact that eating healthy and staying away from packaged and premade food is expensive. Put it all together and we have a problem right here in our backyards.

That is why we, the members of Kansas Farm Bureau, are the perfect people to help fight hunger in our communities. We did that last year, when we raised nearly $100,000 in the middle of the pandemic to help our neighbors with a campaign to End Hunger in Kansas. That money went to food banks and pantries across the state. Now we are rolling out Phase 2 and many counties will be partnering with their local Farm Bureau agents, continuing the effort to End Hunger.

The Kansas Farm Bureau Foundation will be provide grants to assist county Farm Bureaus with projects to help their communities. Watch your local Farm Bureau for an announcement about how they’re planning to help and then jump in. We are incredibly blessed to live in the small communities most of us are part of, and we probably do not even know how much some of our neighbors are hurting. This is the perfect way to help. I do not know about fixing hunger worldwide, but I do know that if we each dig in, we can solve the problem right here at home. Together we can End Hunger in Kansas.

Insight: Ending Hunger at Home

Kan. — Sandy Woodson with the Cancer Council of Reno County noted that even though she is going to retire, the organization will keep doing its work.

"Cancer Council of Reno County will go on," Woodson said. "The benefits will be the same and we hope to serve as many patients in Reno County as we can who need us. It's not going away. I'm retiring and moving on, but the rest of them are taking over and we've got great talent to take that over."

There has been considerable growth in the Cancer Council since its founding in 1999 and her taking over as Executive Director in 2008.

"We started with prescription meds, wigs, mileage, those kinds of really basic things that people were going to need," Woodson said. "We had probably 25 patients at that time, giving them about $500 to $600 a year. We'd run out by September and have to write them a letter and say, until our next fundraiser in February, we can't do any more. Those days have passed. We average about 260 patients a year in Reno County and we have, our annual benefit is $4500 per patient."

Woodson wants people who have cancer to ask for help, because the Council is going to be here to give it.

"The person that they hire for me is going to be that same person, who is going to reach out to our community and say, I need a bed for this lady, she doesn't have a bed to sleep in," Woodson said. "She needs to have that bed in order to get through this whole journey that she's on. There will be people there to help and the community has stepped up, always, for Cancer Council of Reno County."

Kan. —Train traffic through Newton was blocked Monday morning due to an early morning fatal train/pedestrian accident. 

Dispatch reported that trains were moving shortly after 8 a.m., but there is a four-hour backlog, so it may take time to clear out.
