Reno County commissioners worked through a full agenda Wednesday, covering year-end financial housekeeping, annual departmental reports, and a key annexation agreement tied to one of the region’s largest upcoming developments.&nbsp;

The commission also announced that December meetings will shift from the normal schedule and will instead be held Wednesday, Dec. 3, and Wednesday, Dec. 17.

Commissioners approved a lengthy year-end consent agenda that included a series of fund-transfer resolutions commonly used to close out the fiscal year. County Counselor Patrick Hoffman said these transfers—completed annually in late November—create the documentation auditors require.

The consent agenda also included appointments to both the Planning Commission and the Public Building Commission.

Commissioners unanimously approved a Memorandum of Understanding between Reno County, the City of Hutchinson, and the City of South Hutchinson.

The agreement prevents any annexation of the Evergy project site until construction is complete—removing jurisdictional uncertainty and keeping the large-scale development on track. Commission members emphasized strong collaboration between all parties.

Economic Development Project Manager Katy Fallon reminded residents that Small Business Saturday is this weekend, adding that 65–67 cents of every dollar spent locally remains in the community.

County commission approves annexation moratorium 

MCPHERSON COUNTY —One person was injured in an accident just before 9a.m. Saturday in McPherson County.

The Kansas Highway Patrol reported a 2015 Chevy Equinox driven by Raul S&nbsp; Juarez, 33, Milford, Nebraska,&nbsp;was southbound on Interstate 135 south of Pawnee Road. The driver lost control while passing a semi due to weather conditions. 

The Chevy made contact with the trailer of the semi, traveled through the median, across the northbound lanes and through a KDOT fence where it came to rest. The semi driver initially pulled over, but left the scene Juarez&nbsp; gave him a thumbs up, according to the KHP.&nbsp;&nbsp;

EMS transported Juarez to&nbsp;McPherson Center for Health. He was properly restrained, according to the KHP.

Quality testing results are in for this year’s U.S. hard red winter (HRW) crop. Global customers will once again be able to purchase good quality&nbsp;wheat&nbsp;that provides high value, according to a recently released report by U.S.&nbsp;Wheat&nbsp;Associates (USW).

Kansas delivered a strong hard red winter&nbsp;wheat&nbsp;crop in 2025, producing more than 340 million bushels as timely late-spring rains helped fields rebound from earlier drought stress. Harvest ran later than normal due to frequent storms, but test weight and falling number concerns proved minimal, and most disease pressures like stripe rust, leaf rust and&nbsp;wheat&nbsp;streak mosaic stayed localized. While protein levels came in slightly lower than recent drought years, overall yield and grain quality across Kansas reflected a resilient crop supported by improved moisture.

The 2025 report is supported by funding from the USDA’s Foreign Agricultural Service (FAS) export market development programs and USW’s state&nbsp;wheat&nbsp;commission members. The report includes class-specific information, starting with samples collected during harvest. Those samples are then sent to six partner laboratories across the United States, who conduct rigorous testing and analysis. This year’s report includes expanded extensograph testing and additional RVA (Rapid Visco Analyser) flour data for both soft and hard winter&nbsp;wheat.

The results are then compiled into the Crop Quality Report, which provides grade, non-grade, flour and specific end-product data. For example, this year’s report included additional data on sponge cake performance for soft red winter&nbsp;wheat. Overall, across all classes, global buyers will find U.S.&nbsp;wheat&nbsp;to be a consistent and reliable foundational ingredient for&nbsp;wheat-based food products.

With home fires rising sharply during the holiday season, the American Red Cross of South Central and Southeast Kansas is urging families to take simple, proactive steps to stay safe. Increased cooking, candles, and holiday decorations all contribute to a spike in home fires this time of year.

“One in five people the Red Cross assists after home fires are helped in just the holiday months,” said Shannon Wedge, Executive Director of the regional Red Cross chapter. “Home fires can strike quickly, leaving you with as little as two minutes to escape. Help protect your loved ones by practicing your home fire escape drill until everyone can get out in less than two minutes.”

The Red Cross encourages the public to choose flame-resistant or flame-retardant decorations and to inspect all holiday lights before use. Residents should:

The Red Cross urges households to install smoke alarms near the kitchen, on every floor, and inside and outside sleeping areas. Alarms should be tested monthly, and batteries replaced at least once a year. For individuals unable to afford or install smoke alarms, assistance may be available through the Red Cross.

Since launching nationwide in October 2014, the Red Cross Home Fire Campaign has helped save at least 2,519 lives by installing free smoke alarms, creating escape plans, and teaching fire safety in high-risk communities.

The Salvation Army’s $20 Bill Challenge returns to the Reno County community the final 4 Saturdays before Christmas. This is all thanks to the generous support of local donors putting up a $2,500 challenge to match every $20 bill dropped in a Red Kettle. Each Saturday, beginning Saturday Nov. 29, there will be an opportunity to have each $20 Bill matched.

 However, there’s a catch, in order for the match to take place it must be a $20 Bill only or by The Salvation Army’s new Tap To Give devices. The challenge serves two purposes, increase awareness about the iconic Red Kettles that will be out at Hutchison retailers now through Christmas Eve, and raise additional funds to support The Salvation Army’s programs designed to support Reno County families in need. 

“This year we’ve already helped close to 800 families with Dillon’s gift cards for Thanksgiving through our partnership with Project Concern. We now have a little over 800 families who have signed up for Christmas food baskets, and over 900 children who are signed up to receive toys.” “We are incredibly grateful for the generosity of Kiwanis, The Salvation Army Board, and a private donor who is matching so far and we’ll need more sponsors to help with the challenge for all four Saturdays this season. 

All of this is because they want to challenge the community to join them in support of our families being served during the Holidays and each day of the year,” said Major Paul James. The $20 Bill Challenge is a fun way for donors to get involved by dropping a $20 bill into a Red Kettle. This year The Salvation Army has gotten off to a slow start on their fundraising largely because of Thanksgiving being a week later, the government shutdown, and the increased costs for Christmas Food Baskets.

Early weather forecasts from different weather services are showing the possibility of inclement weather affecting parts of Kansas as well as several northern and western states this holiday weekend.

If inclement weather does impact the highways, the Kansas Department of Transportation (KDOT) is ready to treat roadways as needed.&nbsp;KDOT&nbsp;employees have been preparing since September: Salt, sand and brine materials have been ordered, trucks and other equipment have undergone preventive maintenance and crews have completed training courses.

“Whatever the obstacle,&nbsp;KDOT&nbsp;crew members work together and find a way to get the job done,” said Director of Field Operations Ron Hall. “Our crews always do their best to serve the public in their efforts to clear the highways.”

Transportation Secretary Calvin Reed&nbsp;shared a reminder for all travelers: “Check on road conditions and weather forecasts in advance and possibly delay travel plans. It’s important to stay informed, plan ahead and travel safe.”

Resources and safety reminders for motorists:

Kansas maintains about 9,500 miles of highways, including more than 25,000 total lane and ramp miles. Clearing snow from these highways takes time, especially while the snow is still falling.

Secretary Reed emphasized the importance of safety for the crews working to keep roads open.

“KDOT&nbsp;employees work challenging 12-hour shifts to remove snow and ice from the highways,” said Secretary Reed. “Don’t drive in their blind spots and give them space to work so they can focus on the job.”

Hutchinson Police Department Warns Residents of Ongoing Phone Scam

&nbsp;The Hutchinson Police Department is alerting residents to a series of fraudulent phone calls in which scammers impersonate law enforcement officers and falsely claim there is a warrant for the recipient’s arrest.

According to the department, callers are telling residents they have missed a court date or failed to appear for jury duty—common tactics used to pressure victims into providing personal information or making payments.

Police stress that legitimate law enforcement agencies do not make phone calls to notify individuals about warrants.

“If you receive a call like this, hang up immediately,” the department said in its advisory.

Anyone who wants to verify whether a call is legitimate is encouraged to contact the Hutchinson Police Department directly at 620-694-2816.

Residents who believe they have been targeted or who have information about these scam calls are urged to report it to police.

Hutch Police warn of phone scam

SEDGWICK COUNTY —A man who admitted to charges in a fatal hit-and-run that killed a motorcyclist is going to prison.

Last Friday, Judge William Woolley sentenced 31-year-old Nathan Luck&nbsp;to 69 months in prison, according to the Sedgwick County District Attorney's office.&nbsp;&nbsp;On September 26, Luck pleaded guilty to involuntary manslaughter while driving under the influence and failure to stop at the scene of a crash, according to the district attorney's office.

Just before 10p.m. July 28, 2024, police responded to a 2-vehicle collision the area of East Central and Bristol in Wichita.

Police determined a motorcycle driven by 64-year-old Steven Golik was westbound on Central Avenue in Wichita when an eastbound Honda CR-V driven by Luck failed to yield the right of way, struck the motorcycle and fled the accident scene. EMS transported Golik to to a local hospital. He died days later.

Officers later located the Honda&nbsp; CR-V in the 500 block of Bristol Court and took Luck into custody.

Prison for SUV driver in deadly hit-and-run crash

KANSAS CITY– A Kansas City, Missouri, woman was sentenced this week to federal prison and ordered to pay restitution for a fraud scheme in which she embezzled hundreds of thousands of dollars from her employer, according to the United State's Attorney.

Jennifer L. Cabral, 52, was sentenced by U.S. District Judge Stephen R. Bough, to 60 months in federal prison on for one count of bank fraud and one count of money laundering to run concurrently and ordered her to pay restitution in the amount of $306,034.28 to her former employer and to forfeit $1,393.50.

As part of her plea, Cabral admitted that she stole money from the checking account of her employer and used those funds for her personal benefit, including purchasing a 2019 Mazda CX-9 automobile, in which she has since agreed to forfeit all interests.

According to information presented in court, Cabral made unauthorized Automated Clearing House (ACH) payments to herself&nbsp;using her employer’s online account at a local financial institution.&nbsp; Cabral accessed her employer’s accounting software and directed payments to&nbsp;her personal bank accounts at two other financial institutions. Once those funds were deposited in her personal accounts, she used them for various personal benefits including vehicle payments toward the purchase of her car.

This case was prosecuted by Assistant U.S. Attorney Rudolph R. Rhodes IV. This case was investigated by the Federal Bureau of Investigation and the Grandview, Mo. Police Department.

KC woman admits stealing money from employer to buy a car

WEST PALM BEACH, Fla. (AP) — President&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>&nbsp;on Saturday said that the airspace “above and surrounding”&nbsp;<a href="https://apnews.com/hub/venezuela">Venezuela</a>&nbsp;should be considered as “closed in its entirety,” an assertion that raised more questions about the&nbsp;<a href="https://apnews.com/article/venezuela-maduro-cartel-soles-us-drugs-terrorist-f778922c04b4f514092bd29b91e77358">U.S. pressure</a>&nbsp;on Venezuelan leader Nicolás Maduro. His government accused Trump of making a ”colonial threat" and seeking to undermine the South American country's sovereignty.

The White House did not respond to questions about what Trump posted on his Truth Social platform, and it was unclear whether he was announcing a new policy or simply reinforcing the messaging around his&nbsp;<a href="https://apnews.com/article/venezuela-maduro-us-trump-drugs-strikes-negotiations-70e6017cdde101d06ebbc15cbb5a44fd">campaign against Maduro</a>, which has involved&nbsp;<a href="https://apnews.com/article/trump-boat-strikes-drugs-25000-lives-c6e4c750b0dc6f15d397d598c9bd169f">multiple strikes</a>&nbsp;in the Caribbean Sea and eastern Pacific Ocean on small boats accused of ferrying drugs as well as a&nbsp;<a href="https://apnews.com/article/aircraft-carrier-venezuela-trump-ford-strikes-drugs-241ea9e039d717b9f80f793922cb7cc9">buildup of naval forces</a>&nbsp;in the region. More than 80 people have been killed in such strikes since early September.

The Republican president addressed his call for an aerial blockade to “Airlines, Pilots, Drug Dealers, and Human Traffickers,” rather than to Maduro.

Venezuela’s government said it “forcefully rejects” Trump’s claim about closing the airspace and that it was a “colonial threat” intended to undermine the country's "territorial integrity, aeronautical security and full sovereignty.”

The Foreign Ministry said “such declarations constitute a hostile, unilateral and arbitrary act.”

The statement also said that U.S. immigration authorities had unilaterally suspended biweekly deportation flights of Venezuelan migrants. Following negotiations between the two governments, more than 13,000 Venezuelans have been deported to Venezuela this year on dozens of chartered flights, the latest of which arrived late Friday in Caracas, the capital, according to flight-tracking data.

International airlines last week began to cancel flights to Venezuela after the Federal Aviation Administration told pilots to be cautious flying around the country because of heightened military activity.

The FAA’s jurisdiction is generally limited to the United States and its territories. The agency does routinely warn pilots about the dangers of flying over areas with ongoing conflicts or military activity around the globe, as it did earlier this month with Venezuela. The FAA works with other countries and the International Civil Aviation Organization on international issues. The FAA and ICAO did not immediately respond to requests for comment Saturday.

Trump's administration has sought to ratchet up pressure on Maduro. The U.S. government does not view Maduro as the legitimate leader of the oil-rich but increasingly impoverished South American nation and he faces charges of narcoterrorism in the U.S.

U.S. forces have conducted bomber flights near Venezuela and the USS Gerald R. Ford, America's most advanced aircraft carrier, was sent to the area. The Ford rounds off the largest&nbsp;<a href="https://apnews.com/article/us-military-buildup-caribbean-venezuela-ships-troops-810f6181371f53536c723ea562c5277c">buildup of U.S. firepower</a>&nbsp;in the region in generations. With its arrival, the “Operation Southern Spear” mission includes nearly a dozen Navy ships and about 12,000 sailors and Marines.

There are bipartisan calls for greater oversight of the U.S. military strikes against vessels in the region after The Washington Post reported that Defense Secretary Pete Hegseth issued a verbal order for all crew members to be killed as part of the Sept. 2 attack on suspected drug smugglers.

Republican Sen. Roger Wicker of Mississippi, chairman of the Senate Armed Services Committee, and its top Democrat, Rhode Island Sen. Jack Reed, said in a joint statement late Friday that the committee "will be conducting vigorous oversight to determine the facts related to these circumstances.”

Trump’s team has weighed both military and nonmilitary options with Venezuela, including covert action by the CIA.

WYANDOTTE COUNTY —One person died in an accident just before 7a.m. Saturday in Kansas City, Kansas.

According to Kansas City, Kansas police, an SUV driven by a man in 60s was northbound in the 1300 Block of N 38th Street. The vehicle veered off the road into a parking lot and struck two posts.

First responders pronounced the man deceased at the scene.&nbsp; Police did n ot release his name of additional details.

WASHINGTON — Georgia Republican U.S. Rep. Marjorie Taylor Greene’s upcoming resignation from Congress set off a series of questions and misinformation about what health care and pension benefits lawmakers receive once they leave public service.&nbsp;

The system is a bit complex and determined by when a lawmaker entered Congress as well as how long they stayed. Members must serve at least five years, putting Greene just over the eligibility line&nbsp;<a href="https://georgiarecorder.com/2025/11/21/georgia-congresswoman-marjorie-taylor-greene-says-she-will-resign-in-january/" target="_blank">when she officially steps aside</a>&nbsp;in January.&nbsp;

Members of Congress elected after 1984 are covered under the Federal Employees’ Retirement System. The four House lawmakers and one senator elected before then may be under the Civil Service Retirement System, so their benefit may be calculated differently than that of their colleagues.&nbsp;&nbsp;

The nonpartisan Congressional Research Service explains in a&nbsp;<a href="https://www.congress.gov/crs_external_products/RL/PDF/RL30631/RL30631.39.pdf" target="_blank">report</a>&nbsp;about lawmakers’ retirement benefits that “pensions, like those of other federal employees, are financed through a combination of employee and employer contributions.”&nbsp;

“Under both CSRS and FERS, Members of Congress are eligible for a pension at the age of 62 if they have completed at least 5 years of service,” the report states. “Members are eligible for a pension at age 50 if they have completed 20 years of service, or at any age after completing 25 years of service. The amount of the pension depends on length of service (as measured in months) and the average of the highest three years of salary. By law, the starting amount of a Member’s retirement annuity may not exceed 80% of his or her final salary.”

All members also must pay into Social Security, and how much in taxes they pay and benefits they receive are the same as for all beneficiaries.

Members of Congress, except for leadership, are paid $174,000 a year.

Greene, who began her congressional career on Jan. 3, 2021, will be just over the five-year requirement when she formally resigns on Jan. 5.&nbsp;

Greene will receive about $8,700 in pension benefits per year for the rest of her life, after she turns 62. She is now 51.

Former U.S. Speaker Nancy Pelosi, D-Calif., who was first sworn in on June 2, 1987, after winning a special election, will receive considerably more in pension benefits given that she was a member for decades longer than Greene and had a higher salary during her time in leadership.&nbsp;

The National Taxpayers Union Foundation&nbsp;<a href="https://www.ntu.org/foundation/detail/pelosi-to-exit-congress-with-one-of-the-largest-pensions-on-record" target="_blank">expects</a>&nbsp;Pelosi will receive an annual pension of $107,860 after she retires in January 2027.&nbsp;

Members of Congress who retire or resign are eligible to purchase health insurance from the Federal Employees Health Benefits Program as long as they had health insurance from the District of Columbia’s Affordable Care Act marketplace “for the five years of service immediately prior to retirement,” according to a different CRS&nbsp;<a href="https://sgp.fas.org/crs/misc/R43194.pdf" target="_blank">report</a>.&nbsp;

While in Congress, lawmakers are eligible to have some of their health coverage offset by their employer — the federal government — as long as they purchase it through the D.C. marketplace, known as DC Health Link. Like others in the states, it was created by the Affordable Care Act.

As with group health insurance plans, the amount subsidized by the federal government depends on whether a lawmaker selects a health plan that covers themselves or themselves plus eligible family members.&nbsp;

Rep. MTG's retirement launches speculation about congressional pensions

OMAHA, Neb. (AP) — Tyson Foods' decision to close a beef plant that employs nearly one third of residents of Lexington, Nebraska, could devastate the small city and undermine the profits of ranchers nationwide.

Closing a single slaughterhouse might not seem significant, but the Lexington plant employs roughly 3,200 people in the city of 11,000 and has the capacity to slaughter some 5,000 head of cattle a day. Tyson also plans to cut one of the two shifts at a plant in Amarillo, Texas, and eliminate 1,700 jobs there. Together those two moves will reduce beef processing capacity nationwide by 7-9%.

Consumers may not see prices change much at the grocery store over the next six months because all the cattle that are now being prepared for slaughter will still be processed, potentially just at a different plant. But in the long run, beef prices may continue to climb even higher than the&nbsp;<a href="https://apnews.com/article/beef-prices-record-high-cattle-steak-cows-e9fc33bbaec6a76fb243e277bbbb7c0e">current record highs</a>&nbsp;— caused by a variety of factors from drought to tariffs — unless American ranchers decide to raise more cattle, which they have little incentive to do.

An increase in beef imports from Brazil, like President Donald Trump encouraged last week by&nbsp;<a href="https://apnews.com/article/trump-brazil-tariffs-coffee-fruit-beef-1754b7cd5f33e899bf2876a4fd66f549">slashing tariffs</a>&nbsp;on the South American country, may help insulate consumers while ranchers and feedlots struggle with high costs and falling prices.

Here's what we know about the impact of the plant closure and the changing tariffs:

Clay Patton, vice president of the Lexington-area Chamber of Commerce said Monday that Tyson’s announcement Friday felt like a “gut punch” to the community in the Platte River Valley that serves as a key link in the agricultural production chain.

When it opened in 1990, the Lexington plant that Tyson later acquired revitalized and remade the formerly dwindling town by attracting thousands of immigrants to work there and nearly doubling the population.

When the plant closes in January, the ripple effects will be felt throughout the community, undermining many first-generation business owners and the investment in new housing, Patton said. Tyson said it will offer Lexington workers the chance to move to take open jobs at one of its other plants if they are willing to uproot their families for jobs hundreds of miles away.

“I’m hopeful that we can come through this and we’ll actually become better on the other side of it,” Patton said.

Elmer Armijo was struck by how established the community was when he moved to Lexington last summer to lead First United Methodist Church. He described solid job security, good schools and health care systems and urban development — all in doubt now.

“People are completely worried,” Armijo said. “The economy in Lexington is based in Tyson.”

Many local churches, Armijo’s included, are already offering counseling, food pantries and gas vouchers for community members.

The prospect of losing a major buyer for cattle and increasing imports from Brazil, which already accounted for 24% of the beef brought into the country this year, only adds to doubts about how profitable the U.S. cattle business might be over the next several years, making it less likely that American ranchers will commit to raising more animals.

“There’s a just a lack of confidence in the industry right now. And producers are unwilling to make the investment to rebuild,” said Bill Bullard, president of Ranchers-Cattlemen Action Legal Fund United Stockgrowers of America.

Boosting imports from Brazil has the potential to affect the market — much more than Trump's suggestion to increase&nbsp;<a href="https://apnews.com/article/beef-prices-cattle-imports-trump-argentina-9f8e9efd6e74e958c586ea1e32797ba2">imports from Argentina</a>&nbsp;— since the country sends more beef to America than any other. But for steak lovers, the sky-high price of the cut isn’t likely to be affected regardless, as most imports are lean trimmings that get mixed into ground beef.

Kansas State University agricultural economist Glynn Tonsor said it's hard to predict whether imports will continue to account for roughly 20% of the U.S. beef supply next year. He pointed out that Trump's tariffs have changed several times since they were announced in the spring and could quickly change again.

The only constant in the equation has been that consumers have continued to buy beef even as prices soar. Tonsor said on average Americans will consume 59 pounds (27 kilograms) of beef per person this year.

Tyson faces continued losses in the beef business

There has long been excess capacity in the meat business nationwide, meaning the nation’s slaughterhouses could handle many more cattle than they are processing. That has only been made worse in recent years as the government has encouraged more smaller companies to open slaughterhouses to compete with Tyson and the other giants that dominate the beef business.

Tyson expects to lose more than $600 million on beef production this year after already reporting $720 million of red ink in beef over the past two years.

Tonsor said it was inevitable that at least one beef plant would close. Afterward, Tyson's remaining plants will be able to operate more efficiently at closer to full capacity.

Ernie Goss, an economist at Creighton University in Omaha, said the Lexington plant likely wasn’t measuring up in the industry increasingly reliant on technological advancements that enhance productivity.

“It’s very difficult to renovate or make the old plant fit the new world,” said Goss, who completed an impact study for a new Sustainable Beef plant. The Lexington facility “just wasn’t competitive right now in today’s environment in terms of output per worker.”

Tyson's beef plant closure in Nebraska will impact ranchers nationwide

KANSAS CITY— Two Mexican nationals pleaded guilty in federal court this week for possessing more than 56 pounds of methamphetamine, according to the United State's Attorney.

Pedro Alberto Quiroz Ayala, 22, and Pablo DeJesus Peralta Anguis, 26, pleaded guilty before U.S. District Judge Roseann A. Ketchmark to one count of possessing methamphetamine with the intent to distribute.&nbsp;Anguis also pleaded guilty to one count of unlawful reentry after removal.

On Sept. 3, 2024, a Missouri State Highway Patrol trooper pulled over a gray 2011 Acura MDX on Interstate 29, near the N.W. 112th&nbsp;Street exit in Kansas City, Mo.&nbsp; Ayala, who did not have a valid driver’s license, was driving the Acura, with a female juvenile in the front passenger seat and Anguis and Apolinar Gocovachi Pacheco in the back seat.

When the trooper searched the vehicle, he found a large duffle bag in the third-row seating area that contained approximately 55.6 pounds of methamphetamine. He also found a grocery bag that contained approximately one pound of methamphetamine on the floorboard where the female juvenile had been sitting, and a loaded firearm in the driver’s door pouch.

When the four occupants got out of the vehicle for the search, Ayala and Anguis fled on foot. A manhunt ensued and both were apprehended a short time later.

Ayala told investigators that he, Pacheco and Anguis drove to Omaha, Neb., to pick up drugs and that he was going to receive approximately $2,000 for his help in transporting the drugs.

Anguis told investigators that he was illegally in the United States from Mexico and that he had arrived in the United States two days before his arrest.

Officers with Immigration and Customs Enforcement (ICE) confirmed that Anguis and Pacheco had previously been found illegally in the United States by Border Patrol Agents near Nogales, Arizona on Aug. 22, 2024.&nbsp; Anguis and Pacheco were removed from the United States to Mexico that same day.

Co-defendant Apolinar Gocovachi Pacheco, 25, pleaded guilty to one count of possessing methamphetamine with the intent to distribute and one count of unlawful reentry after removal, on Nov. 19, 2025.

Under federal statutes, Ayala, Anguis and Pacheco are each subject to a sentence of not less than five years and up to 40 years in federal prison without parole. The maximum statutory sentence is prescribed by Congress and is provided here for informational purposes, as the sentencing of the defendant will be determined by the court based on the advisory sentencing guidelines and other statutory factors. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

This case is being prosecuted by Assistant U.S. Attorney Brad K. Kavanaugh. It was investigated by the FBI, DEA, Jackson County Drug Task Force, Kansas City, Missouri Police Department, and the Missouri State Highway Patrol.

Trooper found 55 pounds of meth during KC traffic stop

SEWARD COUNTY– The U.S. Marshals are seeking the public’s help and offering a reward of up to&nbsp;$5,000&nbsp;for information leading to the arrest of a Guatemalan man wanted in Seward County on multiple counts of crimes against children, according to a media release.

Juan Ralios-Batz, (estimated age) 30, is wanted on three counts of rape of a child, one count of aggravated kidnapping, one count of aggravated human trafficking, and one count of abuse of a child.

Batz and his sister are alleged to have sponsored a 13-year-old unaccompanied alien child and, over a two-year-period, Batz allegedly raped the child and forced the child to do manual labor. &nbsp;The child eventually became pregnant and has a child with Batz. When Batz became aware of his wanted status, his family allegedly helped him escape to Fremont, Nebraska, to evade the charges against him. &nbsp; &nbsp;&nbsp;

Batz is a white or Hispanic man, stands 5-feet-1 inch and weighs approximately 115 pounds. He has brown eyes and black hair and a tattoo of the letter J on his right arm.&nbsp;

Batz, who is in the U.S. illegally, is known to use multiple aliases, including Juan Ralios, Juan Batz, Randy Guerro, Juan Ramos-Batz, Juan Ramos and Omar Gonzalez.&nbsp;

Project’s origins tied to 2024 pitch by Pennsylvania company for exclusive contract

TOPEKA — The Kansas Legislature’s special budget committee revealed the attorney general’s office continues to work toward awarding a $10 million contract to a private vendor for deployment of artificial intelligence and use of security cameras to spot gun-wielding intruders in public schools.

Gov. Laura Kelly signed a budget bill in April that included funding for technology that promised to identify unconcealed firearms in school buildings so alerts could be forwarded to school staff and law enforcement officers. In October, three companies submitted bids through the Kansas Department of Administration. On Wednesday, a spokeswoman for Attorney General Kris Kobach said a contract hadn’t been issued.

Under state law, the attorney general’s office was directed to make certain the system was installed in schools by the end of December and operational at the close of February.

Sen. Pat Pettey, a Democrat from Kansas City, Kansas, said the initiative was embraced by the Legislature at the same time a popular program offering state-funded school-security grants to districts was dropped.

“We no longer have funding in the Department of Education for safe and secure schools,” Pettey said. “But we do have this funding source … but nothing has been appropriated? Schools would like to have safe and secure funds, but they don’t have any option now except through this program.”

Bids on the Kansas firearm-identification contract were submitted by Gades Sales Co. of Wichita; CIS Data Services of Springfield, Missouri; and ZeroEyes of Conshohocken, Pennsylvania. Financial details of those company proposals haven’t been made public.

The idea of relying on AI to pinpoint unconcealed weapons in schools and possibly thwart mass shootings has been debated in Kansas since ZeroEyes hired lobbyists last year to convince legislators to award it the contract to operate an enhanced security system for benefit of Kansas schools.

<a href="https://kansasreflector.com/2024/05/09/kansas-bill-dangles-cash-to-persuade-k-12-school-districts-to-hire-a-specific-gun-detection-vendor/">Lobbyists for ZeroEyes pitched the idea</a>&nbsp;of directly earmarking state funding to ZeroEyes or establishing contract provisions matching ZeroEyes’ marketing materials so rival venders would have difficulty landing the contract.

Kieran Carroll, chief strategy officer for ZeroEyes, told a Kansas House committee in February 2024 that covering 1,300 school buildings in Kansas with ZeroEyes’ technology and delivering 24-hour monitoring of two dozen cameras in each school would cost the state $8.5 million annually.

In May 2024, Gov. Laura Kelly used line-item authority to veto the budget measure dedicating $5 million to a gun-identification initiative that favored ZeroEyes. The bill limited dollar-for-dollar matches from the state to school districts that signed up with ZeroEyes.

The governor said the result would have been “a no-bid contract” that wrote ZeroEyes’ technology into state law without proper consideration of alternative companies.

The Republican-led Legislature responded during the 2025 session by authorizing expenditure of $10 million for a firearm-detection program available to all Kansas public school districts. This version of the AI funding plan wasn’t vetoed by Kelly and led to the ongoing contract bidding process.

President Donald Trump said Friday he will try to reverse any law, pardon or still-in-effect executive order that former President Joe Biden signed with an autopen, though it wasn’t immediately clear how that would work or whether it would be legal.&nbsp;

Trump declared in&nbsp;<a href="https://truthsocial.com/@realDonaldTrump/posts/115629010097815862" target="_blank">a social media post</a>&nbsp;that any documents Biden signed with the autopen are “hereby terminated, and of no further force or effect.”

“I am hereby cancelling all Executive Orders, and anything else that was not directly signed by Crooked Joe Biden, because the people who operated the Autopen did so illegally,” Trump alleged. “Joe Biden was not involved in the Autopen process and, if he says he was, he will be brought up on charges of perjury. Thank you for your attention to this matter!”

The White House press office didn’t immediately respond to a request for the list of documents Trump believes he has the ability to rescind based on the manner they were signed.
