In the wake of the failed USD 308 bond proposal earlier this month, district leadership is taking a step back, asking pointed questions, and preparing to engage more directly with voters before deciding what comes next. Superintendent Dr. Dawn Johnson and Communications Director Stacy Goss joined KWBW Radio this week for a wide-ranging conversation about the bond results, community concerns, fall activities, and the approaching winter season.

Johnson said the Board of Education plans to begin a series of listening sessions — informal and formal — to understand both the reasons behind the “no” vote and what residents would support moving forward.

One challenge, Johnson said, is that the district’s original survey — the backbone for much of the bond planning — was conducted two years ago. That data may simply no longer reflect the economic and political environment of 2025.

The consultant who managed the survey told district officials at a recent school board conference that survey results are typically reliable for only about six months.

“Truthfully, the public told us back then what they thought,” Johnson said. “But the environment has changed. Costs have gone up. People are squeezed. Taxes are top of mind.”

Johnson said the most common message she heard from bond opponents centered on property taxes. “Whether it’s one mill or five mills, it feels the same to many families right now,” he said. “People are stretched thin.”

Johnson acknowledged that concerns from voters about older buildings, athletic field relocation, and the fate of non-renovated campuses were legitimate. Those issues were discussed at length during the three-year bond committee process, she said — but some of the people raising those concerns now were not involved earlier.

“A board member told me, ‘If I could go back and do anything differently, I would have invited more of those folks to serve on the committee,’” Johnson said. “A lot of the alternatives being suggested today are things we actually talked about. If they had been at the table from the beginning, maybe the outcome would have been different.”

Despite the bond’s defeat, the need hasn’t disappeared. The district is now essentially at “square one,” revisiting both the proposal and community sentiment.

Following the election, Reno County released updated mill levy figures for surrounding districts. Johnson noted that USD 308 sits at 52 mills, well below several neighboring districts operating at or above 60 mills.

The failed proposal would have increased Hutchinson to 57 mills, still under nearby school districts.

“It was a comprehensive package that addressed older buildings and future needs,” Johnson said. “This was about elevating Hutchinson. Strong schools attract families. They attract businesses. They’re foundational for growth.”

Goss highlighted the many positive student achievements happening across the district, including signing day at Hutchinson High School, where multiple athletes committed to continue their academic and athletic careers at community colleges and four-year universities.

“It’s exciting for the students, but also a big moment for families,” Goss said. “They decorate tables, bring college gear — it’s a fun, meaningful celebration of what’s next for these kids.”

She also reminded families of the district’s digital event calendar at <a href="http://usd308.com">usd308.com</a>, where parents and grandparents can add concerts, fundraisers, games, and school events directly to their personal devices.

One of the biggest upcoming events is the districtwide orchestra, band, and choir concert on Dec. 15 at the Hutchinson High School Performing Arts Center. Thousands of students and families typically rotate through the PAC during the multi-hour performance.

Fall theater wrapped earlier this month with another strong turnout. “Drama is a huge part of what we offer,” Johnson said. “You can draw large casts and get many students involved. It’s a major part of the fall season.”

With fall sports concluding, basketball season now sits right around the corner. Hutchinson High School will host an early-season tournament December 5–6, with several visiting schools participating.

“We’re proud of our facilities,” Johnson said. “It’s great to have home-court advantage and bring other teams and their families into the Salthawk Activity Center.”

As winter approaches, Johnson emphasized the importance of families ensuring their phone numbers and contact information are correct in the district’s system.

“Snow rarely hits during the day. It always seems to arrive overnight,” Johnson said. “We’d love to make the call the night before, and that’s our goal whenever possible. But often we’re up at 4 a.m. checking roads and conditions.”

USD 308 leaders reflect on failed bond issue, continue to look forward

Kansas Agriculture Officials Issue Animal Health Alert After EHM Cases Reported in Texas, Oklahoma

The Kansas Department of Agriculture’s Division of Animal Health is urging horse owners to take immediate precautions following confirmed cases of Equine Herpesvirus Myeloencephalopathy (EHM) in Texas and Oklahoma. The cases are linked to two major equine events: the Women’s Professional Rodeo Association World Finals in Waco, Texas, and the Barrel Futurities of America World Championship in Guthrie, Oklahoma.

While no EHM cases have been reported in Kansas, state officials have contacted all known Kansas horse owners who attended either event. Those owners have been advised to isolate exposed horses for 14 days and closely monitor for symptoms. The virus’s incubation period can last up to two weeks, meaning a horse may appear healthy while still shedding the virus and potentially infecting others.

EHM is a serious neurologic disease caused by Equine Herpesvirus-1 (EHV-1). It spreads through horse-to-horse contact via nasal discharge or inhaled droplets, and it can also be transmitted through contaminated surfaces including stalls, tack, feed, water sources, and transport trailers. Humans may inadvertently spread the virus through contaminated hands, clothing, and equipment.

Animals showing neurological symptoms are considered to be in medical emergency status, and owners are urged to contact a veterinarian immediately.

KDA also reminds Kansans planning to travel with their horses to check current entry requirements for their destination state, as protocols may change quickly during disease outbreaks.

As cases of potentially deadly botulism in babies who drank ByHeart infant formula continue to grow, state officials say they are still finding the&nbsp;<a href="https://apnews.com/article/byheart-baby-formula-infant-botulism-recall-e070565daaf1f425e3d37dca20277714">recalled product</a>&nbsp;on some store shelves.

Meanwhile the company reported late Wednesday that laboratory tests confirmed that some samples of formula were&nbsp;<a href="https://apnews.com/article/byheart-baby-formula-botulism-recall-98ad391ac5606c980a012d35f5f7637c">contaminated with the type of bacteria</a>&nbsp;that has sickened more than 30 babies in the outbreak.

Tests by an independent food safety laboratory found Clostridium botulinum, a bacterium that produces toxins that can lead to potentially life threatening illness in babies younger than 1, the company said on its website. ByHeart officials said they notified the U.S. Food and Drug Administration of the findings but did not specify how many samples were tested or how many were positive.

“We are working to investigate the facts, conduct ongoing testing to identify the source, and ensure this does not happen to families again,” ByHeart said on its website.

The FDA did not immediately respond to questions about the findings.

The lab results come as investigators in at least three states found ByHeart formula still for sale even after the New York-based company recalled all products nationwide, officials told The Associated Press.

At least 31 babies in 15 states who drank ByHeart formula have been hospitalized and treated for infantile botulism since August,&nbsp;<a href="https://www.cdc.gov/botulism/outbreaks-investigations/infant-formula-nov-2025/investigation.html">federal health officials said Wednesday.</a>&nbsp;They range in age from about 2 weeks to about 6 months, with the most recent case reported on Nov. 13.

In Oregon, nine of more than 150 stores checked still had the formula on shelves this week, a state agriculture official said. In Minnesota, investigators conducted 119 checks between Nov. 13 and Nov. 17 and removed recalled products from sale at four sites, an agriculture department official said. An Arizona health official also said they found the product available.

Businesses and consumers should remain alert, Minnesota officials said in a statement. “No affected product should be sold or consumed,” they wrote.

Investigators with the U.S. Food and Drug Administration conducted inspections at ByHeart manufacturing plants in Allerton, Iowa, and Portland, Oregon. No results from the inspections have been reported.

California officials previously confirmed the germ that can lead to illness in an open can of ByHeart formula fed to a baby who fell ill.

<a href="https://apnews.com/article/byheart-baby-formula-botulism-recall-98ad391ac5606c980a012d35f5f7637c">Infant botulism,</a>&nbsp;which can cause paralysis and death, is caused by a type of bacteria that forms spores that germinate in a baby's gut and produce a toxin.

Symptoms can take up to 30 days to develop and include constipation, poor feeding, a weak cry, drooping eyelids or a flat facial expression. Babies can develop weakness in their limbs and head and may feel “floppy.” They can have trouble swallowing or breathing.

ByHeart had been manufacturing about 200,000 cans of formula per month. It was sold online or at retail stores such as Target and Walmart. A Walmart spokesperson said the company swiftly issued a restriction that prevented sale of the formula, removed the product from stores and notified consumers who had bought it. Customers can visit any store for a refund of the formula, which sold for about $42 per can.

Federal and state health officials are concerned that some parents and caregivers may still have ByHeart products in their homes. They are advising consumers to stop using the product — including formula in cans and any single-serve sticks. They also suggest marking it “DO NOT USE” and keeping it for at least a month in case a baby develops symptoms. In that case, the formula would need to be tested.

The California health department operates the Infant Botulism Treatment and Prevention Program, which tracks cases and distributes treatment for the disease. Officials there have launched a public hotline at 833-398-2022, which is staffed with health officials from 7 a.m. to 11 p.m. Pacific Standard Time.

The new hotline was created after calls from hundreds of parents and caregivers flooded a different, longstanding hotline for doctors to discuss suspected infant botulism cases, officials said.

The Associated Press Health and Science Department receives support from the Howard Hughes Medical Institute’s Department of Science Education and the Robert Wood Johnson Foundation. The AP is solely responsible for all content.

More than 30 babies in 15 states have been sickened in a growing outbreak of infant botulism linked to recalled ByHeart infant formula, federal health officials said Wednesday.

The U.S. Centers for Disease Control and Prevention&nbsp;<a href="https://www.cdc.gov/botulism/outbreaks-investigations/infant-formula-nov-2025/investigation.html">reported</a>&nbsp;31 cases of confirmed or suspected illness in babies who consumed ByHeart formula since August. The most recent case was reported on Nov. 13.

No deaths have been reported in the outbreak, which was announced Nov. 8.

“Do not use any ByHeart Whole Nutrition infant formula,” the CDC said.

ByHeart, a New York-based manufacturer of organic infant formula,&nbsp;<a href="https://apnews.com/article/byheart-baby-formula-infant-botulism-recall-e070565daaf1f425e3d37dca20277714">has recalled all its products</a>&nbsp;sold in the U.S. The company, which accounts for about 1% of the U.S. infant formula market, had been selling about 200,000 cans of the product each month.

It can take up to 30 days for symptoms of infantile botulism to develop, medical experts said.

Here’s what to know about the outbreak and infant botulism.

The outbreak has sickened babies aged about 2 weeks to about 6 months, the FDA said. All the infants were hospitalized after consuming ByHeart powdered formula.

California officials confirmed that a sample from an open can of ByHeart baby formula fed to an infant who fell ill contained the type of bacteria that can lead to illness.

ByHeart officials said they recalled their products “in close collaboration” with the FDA, despite the fact that no previously unopened product tested positive for the illness-causing bacteria. The type of bacteria that produces the toxin is widespread in the environment and could come from sources other than the formula, company officials have said.

FDA inspectors have been to the company's infant formula production plants in Allerton, Iowa; and Portland, Oregon.

Families of babies treated for botulism after drinking ByHeart formula have&nbsp;<a href="https://apnews.com/article/byheart-baby-formula-recall-botulism-679c822667df767a278b166c7142e68f">sued the company.</a>&nbsp;Lawsuits filed in federal courts allege that the formula they fed their children was defective and ByHeart was negligent in selling it. They seek financial payment for medical bills, emotional distress and other harm.

The FDA is investigating a rise in cases of infant botulism reported since August. “ByHeart brand formula is disproportionately represented among sick infants in this outbreak," the agency said.

Illnesses began between Aug. 9 and Nov. 13, federal officials said. Cases were reported in Arizona, California, Idaho, Illinois, Kentucky, Maine, Michigan, Minnesota, North Carolina, New Jersey, Oregon, Pennsylvania, Rhode Island, Texas and Washington.

Infant botulism typically affects fewer than 200 babies in the U.S. each year. As of Sept. 20, 133 cases had been reported in the U.S. according to the most recent Centers for Disease Control and Prevention records. There were 145 cases reported all of last year.

The infection is caused by a type of bacteria that produces a toxin in the large intestine. The bacterium is spread through hardy spores present in the environment that can cause serious illness, including paralysis.

Infants are particularly vulnerable to infection because their gut microbiomes are not developed enough to prevent the spores from germinating and producing the toxin. They can be sickened after exposure to the spores in dust, dirt or water or by eating contaminated honey.

Symptoms can take weeks to develop and can include poor feeding, loss of head control, drooping eyelids and a flat facial expression. Babies may feel “floppy” and can have problems swallowing or breathing.

Baby formula has previously been linked to sporadic cases of illness, but no known outbreaks of infant botulism tied to powdered formula have previously been confirmed, according to research studies.

The only treatment is known as BabyBIG, an IV medication made from the pooled blood plasma of adults immunized against botulism. California’s infant botulism program developed the product and is the sole source worldwide.

BabyBIG works to shorten hospital stays and decrease the severity of illness in babies with botulism. Because the infection can affect the ability to breathe, infants often need to be placed on ventilators.

All of the children in the ByHeart outbreak have received the medication, the CDC said. The treatment costs about $69,300 per child, California officials said.

Potential impact on U.S. formula supplies

There is little danger of infant formula shortages because ByHeart represents a small share of the market. That's far different from the crises in late 2021 and 2022, when four infants were sickened by a different germ after consuming formula made by Abbott Nutrition. Two of the babies died. No direct link was found between the Abbott products and the infections caused by a different germ,&nbsp;<a href="https://apnews.com/article/infant-formula-cronobacter-bacteria-cdc-a660d40c148c64a9a1f3941fd45f9bc0">cronobacter sakazakii,</a>&nbsp;but FDA officials closed the company's Michigan plant after contamination and other problems were detected.

Abbott recalled top brands of infant formula, triggering a nationwide shortage that lasted months.

In 2022, ByHeart recalled five batches of infant formula after a sample at the company's packaging plant tested positive for cronobacter sakazakii. In 2023, the FDA sent a warning letter to the company detailing “areas that still require corrective actions.” A ByHeart plant in Reading, Pennsylvania, was shut down in 2023 just before FDA inspectors found problems with mold, water leaks and insects, inspection documents show.

Federal health officials have vowed to overhaul&nbsp;<a href="https://apnews.com/article/artificial-synthetic-food-dyes-natural-fda-sensient-ad9611b1235f2097469508e711e71094">the U.S. food supply</a>&nbsp;and are taking a new look at&nbsp;<a href="https://apnews.com/article/health-breastfeeding-1a666d5da95ef605b0a71c48c63e9461">infant formula</a>.

Health Secretary Robert F. Kennedy Jr. has directed the FDA&nbsp;<a href="https://apnews.com/article/infant-formula-fda-review-4df7d47ed0d8bb2a16df119e16c5f96d">to review</a>&nbsp;the nutrients and other ingredients in infant formula, which fills the bottles of millions of American babies.

The effort, dubbed “Operation Stork Speed,” is the first deep look at the ingredients since 1998.

FDA officials are reviewing comments from industry, health experts and public to decide next steps.

As infant botulism cases climb, recalled baby formula still on some store shelves

SHAWNEE COUNTY —Law enforcement authorities investigating a fatal hit-and-run crash have identified the victim as&nbsp;36-year-old Amber Kirk, according to Topeka Police Lt. Ron Ekis.

The Topeka Police Department is requesting the public’s assistance in locating anyone who was in the area of the NW Topeka Boulevard and NW Paramore Street intersection in Topeka at the time of the incident.

Just before 6p.m. November 15, police&nbsp;responded to a hit-and-run injury accident call at the intersection of NW Topeka Boulevard and NW Paramore Streets in Topeka. The accident involved a vehicle and pedestrian. 

The pedestrian, later identified as Kirk, was transported to a local hospital with life-threatening injuries where she died.

During investigation of this incident, police identified Sultan Y. Andemichael, 18, Topeka, as a suspect. Andemichael was located and transported to the Shawnee County Department of Corrections on November 17. Police look for witnesses to hit-and-run that killed Kansas woman

WASHINGTON (AP)—President&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>&nbsp;is accusing half a dozen Democratic lawmakers of sedition “punishable by DEATH” after the lawmakers — all veterans of the armed services and intelligence community — called on U.S. military members to uphold the Constitution and defy “illegal orders” in a video posted to X.

The 90-second video was first posted early Tuesday from Sen.&nbsp;<a href="https://apnews.com/article/slotkin-democratic-response-text-trump-congress-6ba1012264201e715c290da1b8f45bc4">Elissa Slotkin’s</a>&nbsp;X account. In it, the six lawmakers — Slotkin, Arizona Sen. Mark Kelly, and Reps. Jason Crow, Chris Deluzio, Maggie Goodlander and Chrissy Houlahan — speak directly to U.S. service members, whom Slotkin acknowledges are “under enormous stress and pressure right now.

SEDGWICK COUNTY—A Wichita police officer was seriously injured Thursday afternoon while attempting to take a suspect into custody during a child abuse investigation, according to a media release.

Around 4:30 p.m., officers responded to a residence in the 1000 block of 54th Street South in Wichita as part of a follow-up on a child abuse case, according to a media release. Upon arrival, officers contacted a suspect, identified from booking records, as 33-year-old Levi J. Bates at the home.

Bates immediately became aggressive and punched one of the officers in the head. As officers attempted to detain him, they called for additional units. During the struggle, Bates struck the officer multiple times in the head before he was eventually subdued and taken into custody.

The injured officer was transported to a local hospital with serious injuries but is expected to recover. Bates was booked into the Sedgewick County Jail on requested charges of Felony Battery of a law enforcement officer and Felony resist.&nbsp;

A child at the residence was taken into police protective custody in connection with the original child abuse investigation.

Police Chief Joe Sullivan said, “Our officers put themselves in harm’s way every day to protect the community, and I’m proud of their courage and professionalism. We are glad the injured officer is expected to be okay, but let me be clear: Assaulting a police officer is a serious crime and will not be tolerated. We will pursue full accountability for this violent attack.”

Kan. officer  hospitalized after fight with child abuse suspect 

KANSAS CITY —Police are investigating another fatal shooting in Kansas City, Missouri.&nbsp;

Just after 7:30p.m. Thursday, police&nbsp; were dispatched to the area of 55th and Wabash on the sound of gunshots, according to KCPD Captain Jake Becchina.

Officers checked the area and located a vehicle mid block to the south in the east side alley. Inside the vehicle officers located an a woman shooting victim unresponsive. Officers called for EMS who responded to the scene and pronounced the victim deceased at the scene.

Homicide detectives responded to the scene canvassing for any witnesses.&nbsp; The shooting appears to have happened in the alley of the location, according to Becchina. Police have not released the name of the victim.

COWLEY COUNTY—The Arkansas City Police Department recognized the outstanding work and bravery of Master Police Officer Shannese McIntosh Thursday.

According to a social media report from the police department, on November 12, officers were dispatched to a call involving an unresponsive 6-week-old baby who wasn’t breathing and had no pulse. Upon arriving, MPO McIntosh immediately took action, performing CPR and giving the infant every possible chance. 

The baby was transported to South Central Kansas Medical Center and later flown to Wichita for additional care. On Thursday, the police department shared that baby Nova Raie is doing great.

Nova Raie and her mother even stopped by the department to visit MPO McIntosh after she was released from the hospital — a moment that meant a great deal to all at the Arkansas City Police Department.

"Please join us in commending Master Police Officer McIntosh for her quick response, skill, and compassion. Her actions made a profound difference, and we are incredibly proud to have her on our team."

Kansas officer's quick action helped save life of baby

WASHINGTON (AP) — President Donald Trump’s&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-peace-plan-europe-witkoff-33545b140c5bfbbc5e9061a739802e54">28-point draft proposal</a>&nbsp;to end&nbsp;<a href="https://apnews.com/hub/russia-ukraine">Russia’s war in Ukraine</a>&nbsp;has been presented in Kyiv.

Washington and Moscow worked together on the draft, and it offers terms more favorable to Russia by calling for Ukraine to cede territory, avoid joining NATO and more. The Associated Press obtained a copy of the draft proposal Thursday.

1. Ukraine’s sovereignty will be confirmed.

2. A comprehensive non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled.

3. It is expected that Russia will not invade neighboring countries and NATO will not expand further.

4. A dialogue will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development.

5. Ukraine will receive reliable security guarantees.

6. The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.

7. Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.

8. NATO agrees not to station troops in Ukraine.

9. European fighter jets will be stationed in Poland.

— The U.S. will receive compensation for the guarantee;

— If Ukraine invades Russia, it will lose the guarantee;

— If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked;

— If Ukraine launches a missile at Moscow or St. Petersburg without cause, the security guarantee will be deemed invalid.

11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this issue is being considered.

12. A powerful global package of measures to rebuild Ukraine, including but not limited to:

— The creation of a Ukraine Development Fund to invest in fast-growing industries, including technology, data centers, and artificial intelligence.

— The United States will cooperate with Ukraine to jointly rebuild, develop, modernize, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.

— Joint efforts to rehabilitate war-affected areas for the restoration, reconstruction and modernization of cities and residential areas.

— Extraction of minerals and natural resources.

— The World Bank will develop a special financing package to accelerate these efforts.

13. Russia will be reintegrated into the global economy:

— The lifting of sanctions will be discussed and agreed upon in stages and on a case-by-case basis.

— The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centers, rare earth metal extraction projects in the Arctic, and other mutually beneficial corporate opportunities.

— Russia will be invited to rejoin the G8.

14. Frozen funds will be used as follows:

— $100 billion in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine;

— The US will receive 50% of the profits from this venture. Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction. Frozen European funds will be unfrozen. The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict.

15. A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.

16. Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.

17. The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty.

18. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

19. The Zaporizhzhia Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine — 50:50.

20. Both countries undertake to implement educational programs in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:

— Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.

— Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.

— All Nazi ideology and activities must be rejected and prohibited.

— Crimea, Luhansk and Donetsk will be recognized as de facto Russian, including by the United States.

— Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.

— Russia will relinquish other agreed territories it controls outside the five regions.
