SEDGWICK COUNTY&nbsp;– The Wichita Police Department requested the Kansas Bureau of Investigation (KBI) issue a statewide Silver Alert for a missing Wichita woman.

The whereabouts of 78-year-old Lucy Daniels are unknown, and public assistance is requested to help locate her, according to a media release from the KBI.

Daniels is likely driving a navy blue 2021 Chevrolet Silverado with no license plate, or possibly a temporary tag. She was last seen on Aug. 14, at approximately 10 p.m.

Daniels is a black female who is around 5 foot 3 inches tall and weighs approximately 250 pounds. She has black hair and brown eyes. She was last known wearing a multi-colored nightgown and a brown head wrap. Daniels has Alzheimer’s and walks with a limp.

KBI: Silver Alert for missing Kansas woman

SEDGWICK COUNTY —Police are investigating a fatal crash at Harry and Rock Road in Wichita that killed 14-year-old Jackson Nzabonimpa and still searching for the driver.

Around 6:30 p.m. Wednesday, a nearby Kansas Highway Patrol trooper in the area saw the aftermath of the accident and saw two men running from a black BMW that had crashed. After a short foot pursuit, both men were apprehended.

The preliminary investigation indicates the BMW was traveling at a high rate of speed when it hit a power pole and then a utility box. The impact forced the power pole and utility box into Nzabonimpa, who died on scene from his injuries.&nbsp;

Witnesses at the intersection identified the 19-year-old suspect Gauge Brasher, who fled as the driver. He is suspected of driving under the influence of alcohol or narcotics. The investigation indicated that impairment and speed were likely contributing factors in the collision. Brasher was admitted to the hospital for medical treatment and later left the hospital. The passenger is a 24-year-old man who was detained and later released with no charges.&nbsp;

Wichita police are following up on leads to locate and arrest Brasher.

Wichita Police does not typically identify suspects who have not been formally charged. In this case, police believe the alleged recklessness of Brasher’s actions make him a danger to the&nbsp; community. Wichita Police Accident Follow-Up Unit (AFU) is continuing to investigate what led to this incident. The case will be presented to the Sedgwick County District Attorney for charging.

“This was not an accident. It was a series of reckless choices,” Chief Joe Sullivan said. “When you mix extreme speed with suspected impairment, you turn a vehicle into a weapon. We will pursue full accountability for the death of this young man and his family, and the danger brought to our community.”&nbsp;

🎥Trump discusses meeting with Putin while en route to Alaska

SEDGWICK COUNTY —A woman accused in connection with an accidental shooting that injured a 4-year-old girl is due back in court Friday.

&nbsp;Ana Sorto Mejia, 50, of Wichita will face a preliminary hearing in&nbsp;Judge Shawn Elliott's courtroom to determine if there is enough evidence for the case to go to a trial

In April, Judge Elliott charged her with one count of aggravated endangering a child.&nbsp;&nbsp;

Just before 2p.m. April 11, police responded to the 2500 block of E. Harry in Wichita following reports of a shooting, according to Officer Kris Gupilan.

First responders found a 4-year-old girl who had sustained a single gunshot wound to her lower torso. She was immediately transported to a local hospital with critical injuries, according to Gupilan.

After preliminary investigation, it was found that the child's guardian, identified as Sorto, left a firearm unsecured, allowing the child to access it, resulting in the child unintentionally shooting themselves.&nbsp;

The City of Fowler was notified of a confirmed rattlesnake bite incident involving a dog in a homeowner’s fenced backyard. According to a social media report from the city, a veterinarian confirmed a rattlesnake bite killed the dog. 

The animal was primarily kept indoors and only accessed the fenced backyard when needed. "We urge all residents to remain vigilant and take extra precautions to ensure the safety of themselves, their children, and their pets."

Crews battle fire at Kansas restaurant

ANCHORAGE, Alaska (AP) — U.S. President&nbsp;<a href="https://apnews.com/article/trump-washington-sandwich-assault-f579ab8649ae0f40d03cd4fdb58ed5e9">Donald Trump</a>&nbsp;is meeting face-to-face with Russian President&nbsp;<a href="https://apnews.com/article/orthodox-christians-prayers-trump-putin-alaska-dbced54d9faa7d230d3df03405491542">Vladimir Putin</a>&nbsp;in Alaska on Friday for a high-stakes summit that could determine not only the trajectory of the war in Ukraine but also the fate of European security.

The sit-down offers Trump a chance to prove to the world that he is both a master dealmaker and a global peacemaker. He and his allies have cast him as a heavyweight negotiator who can find a way to&nbsp;<a href="https://apnews.com/hub/russia-ukraine">bring the slaughter to a close</a>, something he used to boast he could do quickly.

For Putin, a summit with Trump offers a long-sought opportunity to try to negotiate a deal that would cement Russia’s gains, block Kyiv’s bid to join the NATO military alliance and eventually pull Ukraine back into Moscow’s orbit.

There are significant risks for Trump. By bringing Putin onto U.S. soil, the president is giving Russia's leader the validation he desires after his ostracization following his invasion of Ukraine 3 1/2 years ago. The exclusion of Ukrainian President&nbsp;<a href="https://volodymyr%20zelenskyy/">Volodymyr Zelenskyy</a>&nbsp;from the summit also deals a heavy blow to the West’s policy of “nothing about Ukraine without Ukraine” and invites the possibility that Trump could agree to a deal that Ukraine does not want.

Any success is far from assured, especially as Russia and Ukraine remain far apart in their demands for peace. Putin has long resisted any temporary ceasefire, linking it to a halt in Western arms supplies and a freeze on Ukraine’s mobilization efforts, which were conditions rejected by Kyiv and its Western allies.

Trump on Thursday said there was a 25% chance that the summit would fail, but also floated the idea that if the meeting succeeds he could bring Zelenskyy to Alaska for a subsequent, three-way meeting, a possibility that Russia hasn't agreed to.

When asked in Anchorage about Trump's estimate of a 25% chance of failure, Russian Foreign Minister Sergei Lavrov told reporters that Russia “never plans ahead.”

"We know that we have arguments, a clear, understandable position. We will state it,” he said in footage posted to the Russian Foreign Ministry’s Telegram channel.

Trump said in a Fox News radio interview Thursday that he didn't know if they would get “an immediate ceasefire” but he wanted a broad peace deal done quickly. That seemingly echoes Putin’s longtime argument that Russia favors a comprehensive deal to end the fighting, reflecting its demands, not a temporary halt to hostilities.

The Kremlin said Trump and Putin will first sit down for a one-on-one discussion, followed by the two delegations meeting and talks continuing over “a working breakfast.” They are then expected to hold a joint press conference.

Trump has offered shifting explanations for his meeting goals

In the days leading up to the summit, set for a military base near Anchorage, Trump described it as “&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-drone-strike-575aa4ce590256d50a9d73911f681269">really a feel-out meeting</a>.” But he's also warned of&nbsp;<a href="https://apnews.com/live/donald-trump-news-updates-8-13-2025">“very severe consequences”</a>&nbsp;for Russia if Putin doesn't agree to end the war and said that though Putin might bully other leaders, “He’s not going to mess around with me.”

Trump’s repeated suggestions that a deal would likely involve “some swapping of territories” — which disappointed Ukraine and European allies — along with his controversial history with Putin have some skeptical about what kind of agreement can be reached.

Ian Kelly, a retired career foreign service officer who served as the U.S. ambassador to Georgia during the Obama and first Trump administrations, said he sees “no upside for the U.S., only an upside for Putin.”

“The best that can happen is nothing, and the worst that can happen is that Putin entices Trump into putting more pressure on Zelenskyy,” Kelly said.

George Beebe, the former director of the CIA’s Russia analysis team who is now affiliated with the Quincy Institute for Responsible Statecraft, said there’s a serious risk of blown expectations or misunderstandings for a high-level summit pulled together so quickly.

“That said, I doubt President Trump would be going into a meeting like this unless there had been enough work done behind the scenes for him to feel that there is a decent chance that something concrete will come out of it,” Beebe said.

Zelenskyy has time and again cast doubts on Putin's willingness to negotiate in good faith. His European allies, who’ve held increasingly urgent meetings with U.S. leaders over the past week, have stressed the need for Ukraine to be involved in any peace talks.

Political commentators in Moscow, meanwhile, have relished that the summit leaves Ukraine and its European allies on the sidelines.

Dmitry Suslov, a pro-Kremlin voice, expressed hope that the summit will “deepen a trans-Atlantic rift and weaken Europe’s position as the toughest enemy of Russia.”

The summit could have far-reaching implications

On his way to Anchorage Thursday, Putin arrived in Magadan in Russia’s Far East, according to Russian state news agency Interfax.

Kremlin spokesman Dmitry Peskov said the visit would include meetings with the regional governor and stops at several key sites, including a stop to lay flowers at a WWII-era memorial honoring Soviet-American aviation cooperation.

Foreign governments will be watching closely to see how Trump reacts to Putin, likely gauging what the interaction might mean for their own dealings with the U.S. president, who has eschewed traditional diplomacy for his own transactional approach to relationships.

The meeting comes as the war has caused heavy losses on both sides and drained resources.

Ukraine has held on far longer than some initially expected since the February 2022 invasion, but it is straining to hold off Russia’s much larger army, grappling with bombardments of its cities and fighting for every inch on the over 600-mile (1,000-kilometer) front line.

Andrea Kendall-Taylor, a senior fellow and director of the Transatlantic Security Program at the Center for a New American Security, said U.S. antagonists like China, Iran and North Korea will be paying attention to Trump's posture to see “whether or not the threats that he continues to make against Putin are indeed credible.”

“Or, if has been the past track record, he continues to back down and look for ways to wiggle out of the kind of threats and pressure he has promised to apply,” said Kendall-Taylor, who is also a former senior intelligence officer.

While some have objected to the location of the summit, Trump has said he thought it was “very respectful” of Putin to come to the U.S. instead of a meeting in Russia.

Sergei Markov, a pro-Kremlin Moscow-based analyst, observed that the choice of Alaska as the summit’s venue “underlined the distancing from Europe and Ukraine.”

Being on a military base allows the leaders to avoid protests and meet more securely, but the location carries its own significance because of its history and location.

Alaska, which the U.S. purchased from Russia in 1867, is separated from Russia at its closest point by just 3 miles (less than 5 kilometers) and the international date line.

Joint Base Elmendorf-Richardson was crucial to countering the Soviet Union during the Cold War. It continues to play a role today, as planes from the base still intercept Russian aircraft that regularly fly into U.S. airspace.

Following a meeting Thursday with top government officials on the summit, Putin said in a short video released by the Kremlin that the Trump administration was making “quite energetic and sincere efforts to stop the hostilities” and to “reach agreements that are of interest to all parties involved.”

Putin also suggested that “long-term conditions of peace between our countries, and in Europe, and in the world as a whole,” could be reached under an agreement with the U.S. on nuclear arms control.

In Washington, Trump said there was a 25% chance that the summit would fail, but he also floated the idea that, if the meeting succeeds, he could bring&nbsp;<a href="https://apnews.com/hub/volodymyr-zelenskyy">Ukrainian President Volodymyr Zelenskyy</a>&nbsp;to Alaska for a subsequent, three-way meeting.

U.K. Prime Minister Keir Starmer welcomed Zelenskyy to London on Thursday in a show of British support for Ukraine a day before the critical Trump-Putin meeting. The two embraced warmly outside Starmer’s offices at 10 Downing Street without making any comments, and Zelenskyy departed about an hour later.

Zelenskyy’s trip to the British capital came a day after he took part in virtual meetings from Berlin with Trump and the leaders of several European countries. Those leaders said that Trump had assured them that he would make a priority of trying to achieve&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-ceasefire-89aa0cf9123ca8a55eec9dd8713a4e7b">a ceasefire in Ukraine</a>&nbsp;when he meets with Putin.

Speaking after the meetings to reporters, Trump warned of&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-berlin-talks-trump-zelenskyy-merz-9f613b905f81af71920f754da503657a">“very severe consequences” for Russia</a>&nbsp;if Putin doesn’t agree to stop&nbsp;<a href="https://apnews.com/hub/russia-ukraine">the war against Ukraine</a>&nbsp;after Friday’s meeting.

While some European leaders, including German Chancellor Friedrich Merz and French President Emmanuel Macron, praised Wednesday’s video conference with Trump as constructive, uncertainty remained over how the U.S. leader — whose&nbsp;<a href="https://apnews.com/article/russia-ukraine-trump-zelenskyy-putin-war-de1ed95131f653e08d420dde6f0954f9">rhetoric toward both Zelenskyy and Putin</a>&nbsp;has evolved dramatically since retaking office this year — would conduct negotiations in the absence of any other interested parties.

Both Zelenskyy and the Europeans have worried that the bilateral U.S.-Russia summit would leave them and their interests sidelined, and that any conclusions could favor Moscow and leave Ukraine and Europe’s future security in jeopardy.

Kremlin spokesperson Dmitry Peskov tamped down expectations for any breakthroughs from the Friday summit, saying there were no plans to sign documents and that it would be a “big mistake” to predict the results of the negotiations, according to Russian news outlet Interfax.

The Kremlin on Thursday said the meeting between Trump and Putin would begin at 11:30 a.m. local time. Putin’s foreign policy adviser, Yuri Ushakov, told reporters that Trump and Putin will first sit down for a one-on-one meeting followed by a meeting between the two delegations. Then talks will continue over “a working breakfast.” A joint news conference will follow.

Trump contradicted the Kremlin, saying that no decisions have been made about holding a news conference with Putin. The uncertainty reflects just how much about the summit, including its schedule, remains unsettled.

Starmer said Wednesday that the Alaska summit could be a path to a ceasefire in Ukraine, but he also alluded to European concerns that Trump may strike a deal that forces Ukraine to cede territory to Russia. He warned that Western allies must be prepared to step up pressure on Russia if necessary.

During a call Wednesday among leaders of countries involved in the&nbsp;<a href="https://apnews.com/article/ukraine-russia-force-coalition-britain-france-nato-4c87525361eb3cf1c860075d4519f6d8">“coalition of the willing”</a>&nbsp;— those who are prepared to help police any future peace agreement between Moscow and Kyiv — Starmer stressed that any ceasefire deal must protect the “territorial integrity” of Ukraine.

“International borders cannot be, and must not be changed by force,’’ he said.

Kyiv has long insisted that&nbsp;<a href="https://apnews.com/article/vance-rubio-munich-security-conference-ukraine-ab2d7379aaf6ca224cc51e1f9ade9edf">safeguards against future Russian attacks</a>&nbsp;provided by its Western allies would be a precondition for achieving a durable end to the fighting. Yet many Western governments have been hesitant to commit military personnel.

Countries in the coalition, which includes France and the U.K., have been trying for months to secure U.S. security backing, should it be required. Following Wednesday's virtual meetings, Macron said Trump told the assembled leaders that while NATO must not be part of future security guarantees, “the United States and all the parties involved should take part.”

“It’s a very important clarification that we have received,” Macron said.

Trump did not reference any U.S. security commitments during his comments to reporters on Wednesday.

With another high-level meeting on their country's future on the horizon, some Ukrainians expressed skepticism about the summit's prospects.

Oleksandra Kozlova, 39, who works at a digital agency in Kyiv, told The Associated Press on Wednesday that she believes Ukrainians “have already lost hope” that meaningful progress can be made toward ending the war.

“I don’t think this round will be decisive,” she said. "There have already been enough meetings and negotiations promising us, ordinary people, that something will be resolved, that things will get better, that the war will end. Unfortunately, this has not happened, so personally I don’t see any changes coming.”

Anton Vyshniak, a car salesman in Kyiv, said Ukraine's priority now should be saving the lives of its military service members, even at the expense of territorial concessions.

“At the moment, the most important thing is to preserve the lives of male and female military personnel. After all, there are not many human resources left," he said. "Borders are borders, but human lives are priceless.”

Zelenskyy said Thursday that Ukraine had secured the release of 84 people from Russian captivity, including both soldiers and civilians. Those freed included people held by Russia since 2014, 2016 and 2017, as well as soldiers who had defended the now Russian-occupied Ukrainian city of Mariupol, Zelenskyy wrote on Telegram.

The Russian Defense Ministry said Thursday that it too had received 84 soldiers as part of a prisoner exchange.

In other developments, Russian strikes in Ukraine’s Sumy region overnight Wednesday resulted in numerous injuries, Ukrainian regional officials said. A missile strike on a village in the Seredyna-Budska community wounded a 7-year-old girl and a 27-year-old man, according to regional governor Oleh Hryhorov. The girl was hospitalized in stable condition.

In Russia, a Ukrainian drone attack damaged several apartment buildings in the southern city of Rostov-on-Don, near the border with Ukraine, where 13 civilians were wounded, according to acting governor of the region, Yuri Slyusar. Two of the wounded were hospitalized in serious condition, Slyusar said.

The Kansas Highway Patrol reported a 2023 Freightliner semi driven by Zachary Williams, 29, Liberty, Tennessee, was northbound on Interstate 35 just south of Sand CreekRoad in the outside lane.

The semi drifted through the inside lane, crossing the grass median, entered the southbound lanes and struck a southbound 2020 Freightliner semi driven by Thomas&nbsp;Romero, 52,&nbsp;Albuquerque, New Mexico. After impact the 2023 semi came to rest in the west ditch and became fully engulfed in flames.

Williams was pronounced dead at the scene and was transported to Forensic Medical. EMS transported Romero to KU Medical. Williams was not wearing a seat belt, according to the KHP.

Driver dies after wrong-way semi crash, fire on Kansas highway

PAWNEE COUNTY—&nbsp; Avian Rincones, 35 of Great Bend, Kansas, appeared Wednesday afternoon in the Pawnee County District Court before District Judge Bruce Gatterman to determine whether he is competent to stand trial, according to Pawnee County Attorney Doug McNett.

Rincones is charged with two counts of Aggravated Criminal Oral Sodomy of a Child under the age of 14 and one count of Aggravated Indecent Liberties with a Child under the age of 14.

After hearing the testimony of the court-assigned forensic evaluator and arguments of counsel, Judge Gatterman found Rincones not competent to stand trial. Gatterman further found that due to the nature of the defendant’s mental defect there was not a substantial probability of him attaining competency to stand trial in the foreseeable future. Based on this finding, the Court entered an order directing the Secretary of the Kansas Department of Aging and Disability Services to commence involuntary commitment proceedings against the defendant.

Under Kansas law, a person is “incompetent to stand trial” when such person is charged with a crime and, because of mental illness or defect is unable: (1) To understand the nature and purpose of the proceedings against such person; or (2) to make or assist in making such person's defense.

The charges stem from an investigation by the Larned Police Department regarding an alleged incident at the Larned City Pool on July 11, 2024. Rincones was interviewed at the scene, but no arrest was made at the time due to concerns with the suspect’s mental capacity. Agencies assisting with the investigation included the Pawnee County Sheriff's Office, Kansas Bureau of Investigation, and the Child Advocacy Center.

The defendant voluntarily turned himself into the Pawnee County Sheriff’s Department on July 24, 2024, after his legal guardian was advised charges had been filed and a no-bond arrest warrant issued. Based on the age of the alleged victim, if convicted Rincones faces a mandatory 25 years to life sentence under the Jessica’s Law sentencing provisions. He would also be subject to registration as a sex offender under the Kansas Offender Registration Act.

Pending the civil commitment proceedings, the defendant will remain on a supervised bond in the custody of his legal guardians subject to standard reporting and house arrest conditions.

Judge rules in case of sex assault of child at Kansas public pool

WASHINGTON (AP) — A federal judge on Thursday struck down two Trump administration actions aimed at eliminating&nbsp;<a href="https://apnews.com/hub/diversity-equity-and-inclusion">diversity, equity and inclusion</a>&nbsp;programs at the nation’s schools and universities.

In her ruling, U.S. District Judge Stephanie Gallagher in Maryland found that the Education Department violated the law when it threatened to cut federal funding from educational institutions that continued with DEI initiatives.

The guidance has been on hold since April when three federal judges&nbsp;<a href="https://apnews.com/article/trump-public-schools-diversity-equality-inclusion-dei-7d7ad707d91565753263a19ebde044e0">blocked various portions</a>&nbsp;of the Education Department’s anti-DEI measures.

The ruling Thursday followed a motion for summary judgment from the American Federation of Teachers and the American Sociological Association, which&nbsp;<a href="https://apnews.com/article/education-department-dei-dear-colleague-letter-lawsuit-2d3b5b5d7ce2d68a68bcb24c5744ed29">challenged</a>&nbsp;the government’s actions in a February lawsuit.

The case centers on two Education Department memos ordering schools and universities to end all “race-based decision-making” or face penalties up to a total&nbsp;<a href="https://apnews.com/article/trump-woke-education-24f864d83e2f5745d12a79ebac0d7cc4">loss of federal funding</a>. It’s part of a campaign to end practices the Trump administration frames as discrimination against white and Asian American students.

The new ruling orders the department to scrap the guidance because it runs afoul of procedural requirements, though Gallagher wrote that she took no view on whether the policies were “good or bad, prudent or foolish, fair or unfair.”

Gallagher, who was appointed by President Donald Trump, rejected the government’s argument that the memos simply served to remind schools that discrimination is illegal.

“It initiated a sea change in how the Department of Education regulates educational practices and classroom conduct, causing millions of educators to reasonably fear that their lawful, and even beneficial, speech might cause them or their schools to be punished,” Gallagher wrote.

Democracy Forward, a legal advocacy firm representing the plaintiffs, called it an important victory over the administration’s attack on DEI.

“Threatening teachers and sowing chaos in schools throughout America is part of the administration’s war on education, and today the people won,” said Skye Perryman, the group’s president and CEO.

A statement from the Education Department on Thursday said it was disappointed in the ruling but that “judicial action enjoining or setting aside this guidance has not stopped our ability to enforce Title VI protections for students at an unprecedented level.”

The conflict started with a&nbsp;<a href="https://apnews.com/article/dei-critical-race-theory-colleges-diversity-db8317ad37931558dd5a396cf5ab3d42">Feb. 14 memo</a>&nbsp;declaring that any consideration of race in admissions, financial aid, hiring or other aspects of academic and student life would be considered a violation of federal civil rights law.

The memo dramatically expanded the government’s interpretation of a 2023&nbsp;<a href="https://apnews.com/article/supreme-court-affirmative-action-college-race-f83d6318017ec9b9029b12ee2256e744">Supreme Court decision</a>&nbsp;barring colleges from considering race in admissions decisions. The government argued the ruling applied not only to admissions but across all of education, forbidding “race-based preferences” of any kind.

“Educational institutions have toxically indoctrinated students with the false premise that the United States is built upon ‘systemic and structural racism’ and advanced discriminatory policies and practices,” wrote Craig Trainor, the acting assistant secretary of the department’s Office for Civil Rights.

A further memo in April asked state education agencies to&nbsp;<a href="https://apnews.com/article/dei-trump-school-discrimination-federal-funding-7d1025753b9bd924711ace4069fca399">certify</a>&nbsp;they were not using “illegal DEI practices.” Violators risked losing federal money and being prosecuted under the False Claims Act, it said.

In total, the guidance amounted to a full-scale reframing of the government’s approach to civil rights in education. It took aim at policies that were created to address longstanding racial disparities, saying those practices were their own form of discrimination.

The memos drew a wave of&nbsp;<a href="https://apnews.com/article/dei-trump-administration-certification-letter-b79551813a611ba6301f3f48252357ac">backlash</a>&nbsp;from states and education groups that called it illegal government censorship.

In its lawsuit, the American Federation of Teachers said the government was imposing “unclear and highly subjective” limits on schools across the country. It said teachers and professors had to “choose between chilling their constitutionally protected speech and association or risk losing federal funds and being subject to prosecution.”

Judge blocks Trump plan to curb DEI initiatives at schools

SEDGWICK COUNTY—Law enforcement are investigating a fatal pedestrian incident and have a suspect in custody.&nbsp;

On Wednesday afternoon, police responded to the Love's Travel Stop in the 1500 block of East 21st Street North for an injury crash, according to Officer Kris Gupilan. They found 57-year-old Abdelmuttalib Mohammed of Georgia, under a truck. Sedgwick County Emergency Medical Services pronounced him dead at 5:32 p.m.

Investigators with the Wichita Police Department determined Mr. Mohammed had been in a verbal altercation with a 46-year-old suspect identified according to the county booking report as Travis Briscoe of Oklahoma.&nbsp; The two men did not know each other, according to Gupilan. During the altercation, Briscoe began backing into a parking stall with his semitractor-trailer striking Mr. Mohammed.

Brisco is being held on a $250,000 bond on a requested charge of 2nd degree murder.

Mercury will be at its farthest point from the sun on Tuesday morning, making it easier to spot before it disappears into the sun’s glare.

To catch the planets, go out in the morning shortly before sunrise and look east. Try to find Jupiter and Venus clustered together first. Saturn is off to the side and Mercury will be close to the horizon, trying to rise before the sun.

“You’re looking for little tiny pinpoints of light, but they are the brightest ones,” said Justin Bartel with the Science Museum of Virginia. “They don’t really twinkle like the stars do.”

Before heading out, make sure it is a clear, cloudless morning and try to get away from tall buildings that could block the view.

Mercury will hide behind the sun again toward the end of the month, but a crescent moon will then join the parade. The next big planetary hangout is in February.

SEDGWICK COUNTY —Police are investigating a fatal crash at Harry and Rock Road in Wichita that killed 14-year-old Jackson Nzabonimpa.&nbsp;

Wichita police are following up on leads to locate and arrest Brasher.

 </figure>Around 6:30 p.m. Wednesday, a nearby Kansas Highway Patrol trooper in the area saw the aftermath of the accident and saw two men running from a black BMW that had crashed. After a short foot pursuit, both men were apprehended.The preliminary investigation indicates the BMW was traveling at a high rate of speed when it hit a power pole and then a utility box. The impact forced the power pole and utility box into Nzabonimpa, who died on scene from his injuries.&nbsp;Witnesses at the intersection identified the 19-year-old suspect Gauge Brasher, who fled as the driver. He is suspected of driving under the influence of alcohol or narcotics. The investigation indicated that impairment and speed were likely contributing factors in the collision. Brasher was admitted to the hospital for medical treatment and later left the hospital. The passenger is a 24-year-old man who was detained and later released with no charges.&nbsp;Wichita police are following up on leads to locate and arrest Brasher. Wichita Police does not typically identify suspects who have not been formally charged. In this case, police believe the alleged recklessness of Brasher’s actions make him a danger to the&nbsp; community. Wichita Police Accident Follow-Up Unit (AFU) is continuing to investigate what led to this incident. The case will be presented to the Sedgwick County District Attorney for charging.“This was not an accident. It was a series of reckless choices,” Chief Joe Sullivan said. “When you mix extreme speed with suspected impairment, you turn a vehicle into a weapon. TOPEKA — The U.S. Department of Education is investigating four Kansas school districts after a right-wing nonprofit complained about their policies allowing teachers to maintain confidentiality with transgender students.

Topeka, Shawnee Mission, Olathe and Kansas City, Kansas, public school districts are under investigation for potentially violating Title IX and the Family Educational Rights and Privacy Act, or FERPA, the department said in a Thursday press release.

The education secretary, Linda McMahon, said the districts’ alleged violations are an affront to the law and educational leadership.

“School personnel should not confuse and unsettle young girls by forcing them to share sex-separated sports and intimate facilities with boys,” McMahon said, “nor should school personnel abuse their position of authority by hiding sensitive information pertaining to a child’s health and wellbeing from that child’s parents.”

She vowed a vigorous investigation into the four districts.

Those school districts allegedly allow students to participate in sports and use restrooms and locker rooms based on gender identity instead of biological sex, said the initial complaint from the Defense of Freedom Institute for Policy Studies, a conservative nonprofit founded by two former Trump administration officials. Kansas law already prohibits transgender and cisgender girls from playing sports together and bans transgender girls from school locker rooms and bathrooms.

In a 35-page complaint detailing the districts’ gender identity practices and policies, the institute encouraged the federal department to pull funding from the districts, listing court decisions, a January presidential executive order, federal law and state law as justification.

The institute alleges Shawnee Mission, Topeka and Kansas City, Kansas, districts violated Title IX “by forcing students to share intimate facilities with members of the opposite sex as a condition of participation in their education programs and activities,” the complaint said. It argues that the districts’ gender identity policies “erase” sex.

All four schools, the complaint argues, are allegedly in violation of FERPA, which prohibits districts from preventing parental access to student educational records.

The districts “are undermining parents’ rights to access their children’s educational records and appear to be distributing the information contained therein to employees with no legitimate educational interest in these records without parental consent,” the complaint said.

Kansas Attorney General Kris Kobach wrote a&nbsp;<a href="https://www.ag.ks.gov/home/showdocument?id=24580&amp;t=638863684518261138" target="_blank">letter</a>&nbsp;to McMahon in June, urging the department to investigate. He said in a Thursday announcement that Title IX was created to safeguard girls’ equal educational opportunities.

Kobach had previously sent letters to six Kansas school districts in 2023, criticizing gender identity policies and practices.

“It would be arrogant beyond belief to hide something with such weighty consequences from the very people (parents) that both law and nature vest with providing for a child’s long-term well-being,” he wrote in the December 2023&nbsp;<a href="https://www.ag.ks.gov/home/showpublisheddocument/10474/638460589512800000" target="_blank">letter</a>. “That a Kansas school district could so cavalierly allow&nbsp;a minor child—whom science tells us does not even have a fully formed brain until into his or her twenties—to decide whether his or her parents know about such things is shockingly irresponsible.”

Two school districts reportedly modified their policies, Kobach said, but four did not. Those four districts are the subject of the recent complaint.

Kobach also sued the Biden administration in federal court in 2024 to challenge new rules that strengthened antidiscrimination protections for LGBTQ+ students and expanded the definition of sexual harassment at colleges and schools. A federal judge eventually&nbsp;<a href="https://kansasreflector.com/2024/07/03/kansas-judge-issues-injunction-blocking-new-federal-anti-discrimination-rules-in-education/">blocked</a>&nbsp;the rules from taking effect in Kansas.

“I am grateful that we now have a federal government that takes Title IX seriously and will ensure that school districts follow the law,” Kobach said.

Title IX is enforced by the federal department’s Office of Civil Rights and FERPA is enforced by the department’s Student Privacy Policy Office.

Senate Minority Leader Dinah Sykes, a Lenexa Democrat, said in a statement the investigation and complaint illustrate “how out of touch Republicans are with reality and with what is happening in our school buildings.”

“These vague, unspecified claims are a witch hunt and a distraction from providing a world-class education,” said Sykes, whose Senate district sits within the Shawnee Mission school district.

She said the investigations are a distraction “from the real issues that are impacting our students right now,” including access to mental and physical health care, food access for families and school funding threats.

U.S. education dept. launches investigation into Kansas schools’ gender identity policies

KANSAS CITY— Law enforcement are investigating a fatal crash following an attempted traffic stop that occurred&nbsp; just after midnight Wednesday.

A police sergeant attempted to initiate a car check of a stolen white Hyundai Tucson in the area of Independence Avenue and Brooklyn in Kansas City, Missouri, according to.Officer Alayna Gonzalez.

The Hyundai refused to stop for the Sergeant and the Sergeant ended his attempt to stop the Hyundai in the area of Independence and Wabash. 

The Hyundai was last seen traveling northbound on Wabash at a high rate of speed with no patrol units pursuing it. In the area of Lexington and Wabash, the Hyundai driver failed to stop for the posted stop sign, entered the intersection and struck a westbound silver Jeep Grand Cherokee.

 The driver, front seat passenger, left rear seat passenger, and middle seat juvenile passenger of the Jeep were all transported to local hospitals with critical injuries. 

The right rear passenger of the Jeep was ejected from the vehicle and was transported to a local hospital with life threatening injuries and later was&nbsp; pronounced deceased by hospital staff, according to Gonzalez.

The driver and rear seat passenger of the Hyundai were both transported to local hospitals with serious injuries. The front seat passenger of the Hyundai was uninjured in the collision. The surviving driver and the surviving passengers of the Jeep are all currently in critical condition. The driver and passenger of the Hyundai are both currently in stable condition This is fatality #46 compared to #59 at this time last year according to&nbsp; Gonzalez.
