Reno County Commissioner Daniel Friesen let those who might be interested in becoming a colleague of his on a new five-member county commission in 2023 know that you need to be adaptable to do the job well.

"One warning is, you certainly can't predict what will be on your plate by the time you get there," Friesen said Friday. "It's a process a half a year or more before you get into the commission. You need to be ready for about anything that's thrown at you. COVID really wasn't a thing when I threw in my candidacy a year and a half ago, at least or two years now. That was a surprise to me."

There's a whole lot more to the job that isn't in the public meetings.

"The public a lot of times sees us meet publicly for a couple hours, they believe that's the commission's work," Friesen said. "That's when we get together to make decisions, but each commissioner has a significant amount of time dedicated to communicating with the public and the county administrator and staff, developing their own policy decisions, researching those items of debate that they want to bring to the commission."

It's also important to know the limits of the commission's influence.

"A lot of the county's departments are run by other elected officials," Friesen said. "Because of that, the county commission has a limited capability to change what they are doing. It's more of an encouragement than dictation that the commission can do."

As some examples, the county clerk, county treasurer, county sheriff and register of deeds are all department heads directly elected by the people. Most of those also have state statutes that require them to perform certain duties in specific manners that may or may not be cost-effective.

Friesen: Commission more work than meets the eye

HUTCHINSON, Kan. — Twenty-seven law enforcement officers representing 12 agencies across Kansas completed the one-week intensive Gracie University jiu-jitsu instructor certification program at the Kansas Law Enforcement Training Center (KLETC).

Jiu-jitsu is one of several defensive tactics that stresses the importance of self-control and can result in fewer instances of use of force.

James Buettgenbach, an instructor at KLETC and participant in the course, said the training exceeded his expectations and he looks forward to sharing the training with his students.

"The method of presentation of information will be valuable to me as I go back into the classroom," Buettgenbach said. "I will use the skills, techniques, and information to teach officers to be more confident in their skills and abilities.”

Buettgenbach also emphasized the impact the training had on him.

“It’s been as challenging as I was told it would be, and I believe all officers should not only attend this training as they enter the law enforcement profession, but continue to train and practice these skills throughout their careers,” he said.&nbsp;

This is the first time the program was offered at the training center.

As we celebrate the 150th birthday of Hutchinson and Reno County, we want to go through the years, decade by decade, to see how things have changed and — remarkably — how they have stayed the same. This would not be possible without the efforts of Steve Harmon, the Reno County Museum, and the Hutchinson Public Library, who have made a great effort to supply us with the information and photos that you’ll see in this 15-part series. A combination of holding your breath and wild celebration is a part of the rollover to Y2K. Police guard banks and many watch to see if their computers will function. Once everything settled down, there was a lot of news in the 2000s, including 9/11, the Hutchinson gas explosions, and a scandal in the sheriff’s department. Efforts begin to save one of the city’s historic buildings, HutchCC and HHS get a beautiful new home for football and track, and one of the more high-profile trials begins when Max Ary is indicted. There's a new home for Eagle Communications and a major highway project begins. That, plus Siemens and more as we begin the new millennium on this edition of The Decades.

2000: Y2K comes and goes with little trouble. Hutchinson police stand by at banks just in case.

Shareese Teanan is the first baby born in Hutchinson in the new millennium.

The Hutchinson City Council and Reno County Commission discuss holding prayer before meetings. The tradition continues.

The Hutchinson police chief offers up his support for the new state seat belt law that allows officers to cite motorists for not wearing a seat belt.

Efforts continue to try to find a way to relocate Midwest Iron and Metal from the Lincoln School neighborhood. It is still there today.

Reno County Sheriff Larry Leslie is caught up in a money kickback scheme connected to the new jail annex along with Gerald Hertach. Leslie resigns and is convicted.&nbsp;

The City Council avoids controversy when it votes down a $20,000 expenditure for new chairs for the council.

The Salt City Splash opens after several delays to start the inaugural season.

The County Commission rejects a proposal by union to go back to collective bargaining for county employees.

The city approves widening 17th Avenue from Lorraine to Waldron.

2001: The world stands still as terrorists attack the United States on 9/11. Not to bow down to terrorists, the Kansas State Fair stays open.&nbsp;

City residents are held in fear as a series of gas explosions tear through parts of the city, killing two people and destroying the Decor retail store downtown.

Over the objections of County Commissioner Fran Garcia, County Commission pay is increased to $28,980. It's now 18,000.

Randy Henderson becomes the new Reno County sheriff.

The City of Hutchinson annexes 84 tracts of land north of the city along 43rd and Halstead.

Longtime area artist Marvel Senti dies at the age of 77. Her work can still be found in the permanent collection at the Hutchinson Art Gallery.&nbsp;

Garland Lundry is arrested and convicted for solicitation to commit first-degree murder of a Hutchinson police officer.

Law enforcement begin to see increased problems in dealing with meth.

The City of Haven takes entries for a new logo for the city.

2002: Work continues to plug gas wells and mitigation continues to rid the area of gas that was being stored underground. The gas migrated to the area of the city, causing the 2001 gas explosions.

Golfer Julie Inkster put it all together to win the 2002 U.S. Women’s Open Golf Championship at Prairie Dunes over Anika Sorenstam by two strokes.

Work begins for plans to expand K-61 Highway to four lanes from Hutchinson to McPherson.

The county begins talk of jail expansion due to overcrowding and aging facilities.

The Chamber begins Spirit of Success fund drive to help fund the business attraction program.

Stanley Hill files an $800,000 lawsuit against Larry Leslie and Gerald Hertach to recover lost funds from the jail annex scandal.

The Family Motorcoach Association brings more than 4,700 campers to the Kansas State Fairgrounds.

Kansas State Fair GM Bill Ogg resigns under pressure.

2003: Efforts begin to address the falling population in Reno County by setting a goal to increase the population by the year 2020.&nbsp;

Job outlook is bright as 27% of local businesses and industries say they will increase their workforce while more than 70% say they will keep their workforce where it is.

The city goes to work with the Hutchinson Correctional Facility to help build a new city animal shelter.

Trevor Corbett is sentenced to life in prison for the murder of Crystal Casey.

A civil trial continues against Oneok in connection with the 2001 gas explosions.

The Reno County Health Department is denied a grant to help ban smoking in area restaurants.

The Hutchinson City Council approves $1.8 million support for the building of an indoor water park at the former Holidome, which was then known as the Hutchinson Plaza Convention Center.

The Hutch High track team wins the class 6A state title. They repeat in 2004.

Reno County and other area counties become concerned over the extra wear and tear on county roads due to the continued abandonment of rail lines in the area.

2004: Changes to the death penalty law does not impact Douglas Belt case in Reno County. Belt was one of the first suspects to have DNA evidence used in his rape trial in Reno County.

After several years of frustration and losing seasons, Hutchinson High School football begins its incredible run of state championships. The Salthawks would win the state titles again in 2005, 2006, 2007, 2008, 2009 and 2011.

Indoor water park Kansas Splashdown opens at what is now the Grand Prairie Hotel and Convention Center.&nbsp;

The city begins efforts to seize the Wiley Building from owner George Nerhan.

An outbreak of vandalism in Pretty Prairie prompts the city to purchase additional security cameras.

Gowans Stadium is expanded at a cost of $5.5 million, turning the dilapidated facility into one of the best high school and small college stadiums in the area.

Haven’s Ken Goertzen, who was a leader in wheat breeding research, dies.

John Deardoff, Sedgwick County Assistant City Manager Kathey Sexton and Arvada Colorado Assistant City Manager Bernice Duletski are all interviewed for the soon-to-be vacant Hutchinson City Manager position. Deardoff becomes the new city manager.

2006: Cosmosphere President and CEO Max Ary is indicted for selling artifacts from the space museum. His trial offers witnesses such as Apollo 16 astronaut Charlie Duke and Apollo 17 astronaut Gene Cernan. Ary is found guilty and sentenced to three years in federal prison.

The wonderful smell coming from the Betts Bakery ended when the facility closed for good.

The city begins efforts to save the old boathouse in Carey Park.

NAACP holds the state conference in Hutchinson.

Eaton announces it will close the hydraulics plant in Hutchinson. Financial incentives keep the plant open another 10 years before it closes for good.

Two teenage boys are arrested after a crime spree running through three states after they walked away from the Bob Johnson Youth Center.

Cottonwood Hills opens its first nine holes of golf. The course closes a year later.

Jackson’s Dairy is picked by Kroger to produce organic and soy milk products.

Allen Doyle holds off Kansan Tom Watson to win the 2006 U.S. Senior Open at Prairie Dunes.

Superior Boiler asks for a $50,000 incentive package for an expansion project.

2007: Eagle Radio moves to its new location at 9th and Main.

Construction begins on the new RCAT facility at Avenue B and Washington.

USD 308 voters approve a $78.8 million bond issue to make major improvements to its facilities. The proposal is approved 77%.

Dave Kerr is named the new president of the Chamber of Commerce.

The Underground Salt Museum opens. It is now known as Strataca. The museum struggles initially and asks the county for help. The county is reluctant to help.

The Reno County Commission approves $10,000 for a study on wind energy.

2008: The City of Haven is at odds with the county over a proposal to implement a tax break for a neighborhood revitalization program.

James Schlickau and Brad Dillon are elected to the County Commission.

The county is forced to take steps to curb the methane gas migration from the landfill.

Local Hitch native and 1959 Hutch High grad, Jerold (Jerry) Regier along with a car club friend Dean Brigman petitioned the City Council to allow a new Downtown Hutchinson special event: a 3 day-weekend car show. The Hutchinson Rod Run is born.

The city and county work together to make major improvements to Halstead Street between 4th Avenue and 11 Avenue.

In an effort to both remediate and find a useful purpose for the large amount of underground water pollution on the city’s east side, Hutchinson builds a $34.8 million reverse osmosis plant at 23rd and Severance. The plant uses 85% of the polluted water and 15% well water to service the city.&nbsp;

The ¼ cent sales tax approved in 1993 is approved again by voters.

The city passes an ordinance to allow just four cats in households.

The Decades: 2000s

HUTCHINSON, Kan. — Community leaders from across Hutchinson joined USD 308 Thursday to become “educators for a day” during a special event celebrating American Education Week.

Twelve leaders from across Hutchinson toured USD 308 schools during the Educator for a Day event and gathered as a group at a special feedback luncheon where they were able to share their experiences with district leaders.

Educator for a Day is an opportunity for community leaders to experience the school day first-hand through the eyes of an educator. They are encouraged to participate in classroom activities and interact with students and staff at their assigned schools. Participants were invited to join in music, P.E., math, and even had the opportunity to read their favorite books to classes.

Educator for a Day is an annual event hosted by school districts around the country in celebration of American Education Week, which occurs the week before Thanksgiving each year. American Education Week has been celebrated since 1921 and serves as an opportunity for communities to engage, celebrate and collaborate with schools.

USD 308 celebrates American Education Week

HUTCHINSON, Kan. — &nbsp;Hutchinson Public Works announced Friday that Halstead Street will be closed to through traffic from 43rd Avenue north to Peachtree Lane starting Monday. Work crews will be installing a sewer line across Halstead.

Local residents and residents along Halstead Street will have access during the temporary street closure and Halstead will be completely closed south of Peachtree Lane.

The street is expected to reopen by Wednesday, Nov. 24. If you have any questions about this or any other street project contact Hutchinson Public Works at 620-694-1900.

Portion of Halstead Street to close starting Monday

LYONS — It took the better part of Saturday to fix a series of water leaks throughout the City of Lyons. 

Eleven water leaks occurred between Wednesday and Friday and people from across central Kansas came to help. In a Saturday evening Facebook post, the City Administrator thanked all the city employees, Lyons Police Department, Lyons Fire Department, APAC, City of Ellsworth, KDOT, Rice County Sheriff, Kansas Highway Patrol, Rice County Emergency/EMS Management, City of Hutchinson, City of Pratt, all volunteers who helped by donations or helping to pass out and deliver water, those who donated food, who offered services and more.

The boil water advisory will remain in effect for the city until the system is fully pressurized and the water can be tested and the test can come back from KDHE.

LYONS — The city of Lyons is under a boil advisory following multiple water line breaks.

The advisory took effect on Thursday and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.

The Kansas Department of Health and Environment issued the advisory because of a loss of pressure in the distribution system.

Lyons water customers should observe the following precautions until further notice:

If your tap water appears dirty, flush the water lines by letting the water run until it clears.

Boil water for one minute prior to drinking or food preparation or use bottled water.

Dispose of ice cubes and do not use ice from a household automatic ice maker.

Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.

Water used for bathing does not generally need to be boiled. Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

UPDATE: Lyons water situation slowly improving, boil advisory still in effect

HUTCHINSON, Kan. — The Salvation Army kicked off its bell ringing campaign on Thursday and is trying something a little bit different to try to come up with enough bell ringers for the season.&nbsp;

“This season we are doing a Battle of the Church Bells,'' Maj. Paul James said. “A person can go to <a href="http://registertoring.com">registertoring.com</a> and they choose a time and place during the week of Dec. 6th through the 11th.”

The churches can sign up as a group or an individual can sign up and state they are ringing for their church.

Even with that, James says they are still in need of ringers for the season.

“Last year with COVID people were very cautious about ringing bells and volunteering,” James said. “We’re trying to get some volunteers gathered.”

James says that it is still a struggle to get ringers to volunteer this season, but hopes churches will help fill those gaps this year.

Salvation Army to hold Battle of the Bells

Kan. — 
South Hutchinson City Manager Joseph Turner told Hutch Post Friday that progress is continuing forward on the Scott Boulevard Bridge. 

The survey work on the span continues and contacts are being made with the necessary utilities that will need to be moved within the right of way to allow the work to go on. 

The road will stay open through the winter, though, because the asphalt plants to resurface the road once the bridge is replaced will close soon for the winter due to the cold weather.

South Hutchinson City Manager Joseph Turner told Hutch Post Friday that progress is continuing forward on the Scott Boulevard Bridge. The survey work on the span continues and contacts are being made with the necessary utilities that will need to be moved within the right of way to allow the work to go on. The road will stay open through the winter, though, because the asphalt plants to resurface the road once the bridge is replaced will close soon for the winter due to the cold weather. Scott Boulevard bridge going forward for spring construction

HUTCHINSON, Kan. — A Hutchinson man who was a co-defendant in a murder case was given probation Friday in Reno County District Court.&nbsp;

Robert Legrange who in exchange for his testimony pleaded guilty to obstruction in the apprehension of a felon, interference with law enforcement and six counts of endangerment of law enforcement. Lagrange was given a total of 36 months in prison but then granted probation due to his lack of any recent criminal history.&nbsp;

Legrange also testified at the preliminary hearing against co-defendant Sandral Wade who faces a count of first degree murder and attempted first degree murder in connection with a shooting in April of this year.

AAA: Gas prices slipping lower in Kansas

HAVEN, Kan. — Students at Haven Grade School are back in classrooms again after the school went to remote learning late last week due to an uptick in COVID cases.

The elementary school was the second in the county to temporarily go to remote class work this month, joining Buhler Grade School which also had a week with the building closed and students learning from home.

Both are open again with no other problems reported.

Haven Grade School students back in the building

HUTCHINSON, Kan. — The October unemployment rate for Reno County held steady at 3.5%. The jobless rate in 2020 was at 4.1%.

The jobless rate in Hutchinson increased by a fraction from 3.6% to 3.7%. There were 1,042 county residents out of work with 702 of them in Hutchinson.&nbsp;

The jobless rate in the state of Kansas was also steady at 3.9% with more than 58,000 state residents out of work.

Jobless rate stays steady

SOUTH HUTCHINSON, Kan. — The Reno County Planning Commission approved the recommendations of staff on Thursday, as they were directed by county commissioners, to both effectively prohibit wind development in the currently zoned areas of the county and to allow for regulatory oversight of any other potential wind development in what were previously unzoned areas.

"The planning commission approved everything as presented," said county planner Mark Vonachen. "Essentially, what they are doing is zoning the rest of the county, but they're only zoning it for the wind turbines, CWECS."

This approach is the one that was asked for by the county commission.

"Staff expressed concerns about zoning the rest of the county for one particular land use," Vonachen said. "I think the planning commission concurred with that reasoning. That was the directive, really, from the county commission is to consider something like that and so, we went through that process and they recommended approval of that. They felt like commercial wind land use is a pretty extreme type of land use and we need to be able to have an ability to review something like that."

Given that the meeting lasted just over two hours, there is a lot of public testimony to be put on the record correctly before action can come to the County Commission. It is Vonachen's goal to get the subject on the agenda at the first meeting in December, which would be the 14th.

Planning commission approves county commission CWECS suggestions Thursday

The Hutchinson Salvation Army kicked off their 2021 Kettle campaign with a ceremony over the noon hour in front of the Toy Depot on Main Street in Hutchinson Thursday.

"It was fun to have the interaction between Marc Buckley with the Toy Depot and Kevin Rule with the Sleep Shoppe," James said. "It's just the competitive nature that they both have. Really, it's just the heart of how they can give back and help the community. I was really grateful for that. Of course, the Chamber and Kiwanis was there to help support us, as well."

The kettles are just a part of the Salvation Army's monetary goal each year.

"Our kettle goal this year is $70,000," James said. "Our overall Christmas goal, which would include donations dropped in or through the mail or through our mail appeal campaign is $400,000, $70,000 of that is through the red kettle."

Kettles will be downtown at the Toy Depot, Sleep Shoppe and Furniture Gallery and Smith's Market.

HARVEY COUNTY —Law enforcement authorities are investigating a teen suspect from another state after a chase through&nbsp;Harvey and Sedgwick counties.

Just before 10:30 a.m. Thursday, police were dispatched to the Chisholm Trail Shopping Center,  601 SE 36th Street in Newton, after a report of a person in a car acting suspicious around the businesses, according to a media release.

 When the first officer arrived, the driver of the car immediately fled, intentionally striking the officer’s car on the way out of the parking lot.

Police pursued the suspect north on Kansas Avenue, onto U.S. 50 and then back south on Kansas Avenue. As the car entered Sedgwick County, assistance from Sedgwick County law enforcement was requested. At 85th Street North, the driver intentionally swerved and tried to strike a Valley Center Police car. 

The chase continued for a short time on residential streets in Valley Center, where the suspect again struck the same Newton Police car, disabling it, before entering Interstate 135 southbound. 

The suspect’s car had slowed considerably because of a flat tire but continued to flee. North of the 61st Street North exit, the Kansas Highway Patrol was able to successfully stop the car with a Tactical Vehicle Intervention, using the patrol car to force the suspect’s vehicle sideways.

The suspect was taken into custody without further incident and transported back to Newton.  

The 17-year-old male suspect was wanted in Minnesota, and the car was determined to be stolen from South Dakota. The suspect is being held on requested charges including two counts of aggravated battery on law enforcement, four counts of aggravated assault on law enforcement, felony flee and elude while engaging in reckless driving, felony flee and elude in a stolen vehicle, felony flee and elude by avoiding tire deflation device, felony flee and elude while committing five or more moving violations, felony possession of stolen property, possession of methamphetamine, possession of marijuana, minor in possession of alcohol, and numerous traffic violations.  

Two Newton Police officers had minor injuries and were evaluated by EMS at the scene. The suspect was not injured. 

Police continue to investigate what other crimes the suspect may have committed between the time the car was stolen and when he was arrested. The case will be presented to the Harvey County Attorney’s Office for review of charges.

HUTCHINSON, Kan. — For the past year, the Reno County Museum has been working in concert with WSU and with assistance from the Hutchinson Community Foundation and Humanities Kansas to digitize the collection of local historian Pat Mitchell.&nbsp;

This collection contains thousands of portraits from Hirst Studio, hundreds of photos from across the history of the city of Hutchinson, historic newspapers, as well as Pat’s own scrapbooks and research notes. As of now, <a href="https://cdm15942.contentdm.oclc.org/digital/collection/p15942coll210/">more than 2,000 studio portraits are available for viewing online via WSU’s Special Collections and University Archives webpage</a>.&nbsp;

To celebrate this collection and to take public access even further, the museum is opening its newly-revamped research library on Dec. 10. The Pat Mitchell Research Library will have a computer available, allowing the public to come into the museum and access a database listing every artifact currently in the collection. The public is invited to attend the opening reception from 4 p.m. – 6 p.m. on Dec. 10.&nbsp;

Guests are invited to see how people from every era contributed to the legacy of Reno County history.&nbsp;

Reno County Museum to host special display 

HUTCHINSON, Kan. — Only two parts remain to the 15-part series The Decades from Hutch Post. This Sunday, explore the 2000s.&nbsp;A combination of holding your breath and wild celebration are a part of the rollover to Y2K. Police guard banks and many watch to see if their computers will function. Once everything settled down, there was a lot of news in the 2000s, including 9/11, the Hutchinson gas explosions, and a scandal in the sheriff’s department. Efforts begin to save one of the city’s historic buildings, HutchCC and HHS get a beautiful new home for football and track, and one of the more high-profile trials begins when Max Ary is indicted. There's a new home for Eagle Communications and a major highway project begins.

Kansas U.S. Senator Jerry Moran spoke at a press conference Wednesday and noted that the costs of agricultural inputs are staggering right now."The average retail price for anhydrous, the basis of nitrogen fertilizer, set a record this week at $1,113 per ton a 38% increase in just one month," Moran said.That's leaving aside the increases at the gas and diesel pumps."Wheat sold in Colby, Kansas at the elevator, increased by 48% in the last year," Moran said. "Fed cattle increased by 21% in the last year. That should be, in a sense, good for farmers. Increasing commodity prices should mean increasing revenue."The revenue isn't enough, though."Those increasing prices, while damaging to everyone, including what farmers put on their table, is not able to compensate for the ever-increasing cost of production. The input costs exceed the increase in the cost of those commodities."Moran serves on the Senate Appropriations Subcommittee on Agriculture, Rural Development, Food and Drug Administration and Related Agencies.
