Kan. — County Commissioner Daniel Friesen in Tuesday's County Commission meeting said he sees the current COVID-19 policy as hard for the public to understand. He'd like to see it simplified.

"We have missed an opportunity with our Health Department to replace some of that complexity with common knowledge health policies like, stay at home when you're sick and talk to your doctor," Friesen said. "We've replaced it with these complex mathematical equations of flow charts involving arbitrary distances, time and places and nobody understands it. We're not stopping to take a moment to reevaluate what our current risks are and whether we ought to define a better policy path going forward."

Friesen made clear COVID-19 isn't a hoax and it does kill people. Commissioner Ron Sellers may not agree wholeheartedly with all of Friesen's conclusions, but he does think it's a discussion that they should hear from the health department about.

"I do think that there's some issues here that the Health Department should be working on and bringing back to us," Sellers said. "Working towards a new normal, if there is such a thing."

Friesen checked with County Counselor Joe O'Sullivan and O'Sullivan made clear that schools cannot issue quarantines, but they can keep kids that they believe have an infectious disease out of school to protect others.

"They do, essentially have a right to control their environment," O'Sullivan said. "They cannot circumvent quarantine."

Commissioner Ron Hirst believes the commission is playing its role.

"I think we have been collaborating with the Health Department," Hirst said. "Virtually, to me, everything that was said here had to do with schools, the school's responsibility. It's not the county commission, even acting as the health board, to be involved, when it a school that has taken it upon themselves to determine what language they use."

County Administrator Randy Partington, County Counselor Joe O'Sullivan and Health Department staff are going to come together between now and the Dec. 14 commission meeting to try to answer specific questions raised by Commissioner Friesen. Below are the questions:

1. Consider eliminating mandatory or mandatory-like quarantine and isolation and focus on simply informing those considered exposed in an effort to reduce fear of testing participation and increase focus of exposure notification where it is vital.

2. Consider matching funding for sick leave for local employers of employees in high exposure environments such as schools and healthcare facilities

3. Consider amending public health communication to decrease focus on complex and confusing decision making involving arbitrary distances, time, and places and focus on common knowledge policy such as “stay home when you are sick” and “talk to your doctor”.

4. Collaboratively develop policy around Covid-19 quarantine and isolation (as defined by state statute) with the county health officer with special focus on due process and full compliance with K.S.A. 65-129c.

5. Discuss what quarantine authority, if any, can/is being delegated unofficially to local school officials and other health agencies.

6. Discuss the conflict of interest and duty responsibility conflicts that occur when a county staff person is also the county Health Officer.

1. In the past 90 days how many official quarantine and isolation orders related to Covid-19 have been issued by the county health officer?

2. Have schools been authorized to quarantine students at home?

3. What reduction in risk comes to individuals who are fully vaccinated from Covid-19?

4. How many children who have been identified as close contacts test positive for covid?

5. Is the health department still contacting close contacts?

a. If so, do we indicate quarantine is a requirement or is suggested?

Health department and legal staff will work on COVID policy report after commission action Tuesday

For families living with dementia, the holidays can be challenging and bittersweet. Festivities can agitate, confuse, and overstimulate people with the disease. Juliette Bradley with the Alzheimer's Association notes that some things you do every year may not need to be the same.

"Change tradition," Bradley said. "It's not horribly important that we have the same tradition every year. It's okay. We need to give ourselves permission to do things differently."

Some of those traditions may actually overstimulate someone with dementia.

"We know that lights and cards and visitors and people and discussion, that can be a little bit too much stimulation," Bradley said. "Like I said, give yourself permission to do things a little bit differently."

If you're the person going into the care situation who is visiting, you need to understand that it won't be like you remember it any more.

"Make sure that you are lowering those expectations," Bradley said. "It's going to make it really easier on that caregiver and on the individual who has Alzheimer's disease, if the expectations are lowered."

If you want to help a caregiver, give them specific suggestions for when and how you can help them, but put it as part of your regular routine. Spending time with the person with the disease so that the caregiver can get time to themselves is one of the best gifts you can give. Embrace changing holidays when dealing with Alzheimer's

NEWTON, Kan. — A large portion of old U.S. Highway 81 is getting a major facelift in Harvey County. The Harvey County Commission has approved an improvement project for Hesston Road, the most-traveled road maintained by the county.

The commission awarded the project to Pearson Construction with a total bid cost of $3,613,019.41, pending engineer’s review. Pearson’s bid was the lowest of three bids submitted. The proposed design was completed by MKEC, the engineering firm for the county.

The project is anticipated to begin in the spring of 2022.

The project includes road resurfacing of Hesston Road from the Newton city limit to the Harvey County line at Northwest 108th Street. Also included is the addition of paved three-foot-wide shoulders. At 22 feet, Hesston Road is currently the narrowest pavement maintained by the county while also the most-heavily traveled.

“Our expectation is this project will result in greater safety for the traveling public and also reduce the current level of necessary maintenance,” Harvey County Road and Bridge Superintendent Jim Meier said. “The inclusion of full-depth expansion joints will go a long way in eliminating the dangerous pavement buckling experienced in the summer months and the addition of shoulders will eliminate pavement edge drop-offs.”

Previously, the most recent pavement surfacing on the road was an aggregate seal completed in 2011, with general maintenance continuing since.

Hesston Road is anticipated to be closed in increments during the resurfacing project. Residents along Hesston Road will have continued access to their property throughout the process.

The county will finance the project through multiple funding sources. The road and bridge budget includes $2,005,000 earmarked for Hesston Road. Remaining costs may be paid through American Rescue Plan Act funding, the county’s general fund reserves, and the issuance of bonds, if needed.

Hesston Road to get complete rebuild

HUTCHINSON, Kan. — That Thanksgiving meal is costing a lot more this year than last and it's not just the turkey that will cost more.

Thanks to inflation, nearly every ingredient in your holiday meal is more expensive, according to the American Farm Bureau's annual Thanksgiving dinner cost survey.

The average cost of this year’s classic Thanksgiving feast for 10 is more than $5 per person at $53.31. It's the most the Thanksgiving meal has cost in the survey's 36 years and is up 14% from the $46.90 in 2020.&nbsp;

Last year's meal was the cheapest in more than a decade as families skipped large gatherings and opted for smaller meals amid the <a href="https://usatoday.com/news/coronavirus">pandemic</a>. But the price tag is also up 9% from a more normal-sized holiday meal in 2019.&nbsp;

As of Tuesday, there were 445 active cases compared with 1,078 in 2020. The number of cases increased by 1,985 from the start of the month until now in 2020. This year the increase has been bad but not nearly as big with 916 cases since the start of November. Though the number of new cases is climbing, the number of active cases is still much less than last year.

One thing that remains to be seen is if cases climb after the Thanksgiving holiday with travel much less restricted than last year and colleges letting students go home for the break.&nbsp;

Last year most schools canceled the rest of the fall semester in the buildings and either ended the first half of the year then or went to some type of off-campus learning.

Currently, there are 10 Reno County residents hospitalized and the number of fatalities from COVID is still at 172. The vaccine rate in the county is still around 50.5%.

COVID increasing, but numbers still better than 2020

HUTCHINSON, Kan. — The Hutchinson USD 308 Board of Education heard from Rise Up Reno during the program highlight segment at Monday's regularly-scheduled meeting.

Three Hutchinson High School students spoke about the activities they are involved with as a part of the Youth Leadership Group, as well as why they believe community-led drug and alcohol prevention is important.

Rise Up Reno Prevention Network is a drug and alcohol youth prevention coalition within Reno County. The organization focuses on youth leadership within both Hutchinson middle schools, and Hutchinson High School. Rise Up Reno also has school-based mentoring opportunities for community members that want to get involved in their mission.

Rise Up Reno part of Monday's USD 308 meeting

HUTCHINSON, Kan. — Hutchinson Regional Healthcare System announced Tuesday that Chuck Welch, Chief Strategy Officer, has been named to the Advisory Committee of the Hutchinson Community College Associate Nursing Degree Program effective immediately.

The council is designed to give input to HutchCC instructors in establishing, operating, and evaluating programs that serve the needs of students, business and industry, and to provide expertise pertaining to technological change. The committee also provides opportunities for industry to offer input on qualifications for entry-level workforce, current concerns of industry regarding workforce and economy, as well as lend industry support for program initiatives such as new equipment and updated curriculum.&nbsp;

Additional responsibilities will include assistance in public relations, job placement, recruiting, in-service training, leadership activities, networking with legislators and other community decision makers and program evaluation.

Welch said he is honored to work with the Hutchinson Community College Nursing Program. “Hutchinson Community College, nearly a century old, has served Kansas as not only one of the first community colleges in Kansas, but as an institution that has trained nurses and other healthcare professionals not only for our community but others throughout the region,” Welch said. “Many HRHS employees are HCC graduates and their excellent job performance is a true indicator of the quality of the education they received.”

HRHS partners with Hutchinson Community College including a scholarship program sponsored by the hospital auxiliary and the orthopedic unit, which is the exclusive provider of services for the 300 athletes enrolled at HutchCC.

Welch named to HutchCC Advisory Committee

TOPEKA—District Magistrate Judge Daniel Gilligan of Reno County received the Lee Nusser Award for Outstanding Magistrate Judge of 2021.

The Kansas District Magistrate Judges Association presented the award to Gilligan at its annual meeting in October.

Gilligan serves in the 27th Judicial District, which is Reno County.

"Receiving the award was an unexpected and incredible honor," said Gilligan, who has served as treasurer of the association since 2019.

District Magistrate Judge Phil Moore presented the award to Gilligan. Moore serves in Clark County of the 16th Judicial District.

Moore, a member of the association’s board of directors, cited Gilligan’s recent service on the executive committee.

"He has worked hard for our association over the past two years and especially over the last year," Moore said.

As treasurer, Gilligan coordinated board governance training, worked on amending the bylaws, and partnered with the Washburn University Law Clinic to ensure that the association was operating properly.

District Magistrate Judge Jenifer Ashford, current association president, added, "Judge Gilligan exemplifies the true spirit of the Lee Nusser Award by supporting and enhancing this association through his work on the board."

Ashford serves in the 10th Judicial District, composed of Johnson County.

Gilligan has been a magistrate judge since 2019. He is a 2001 graduate of Wichita State University and a 2008 graduate of Washburn University School of Law.

The Kansas District Magistrate Judges Association award is named for Judge Lee Nusser, who served as a district magistrate judge in Stafford County from 1976 to 1999. He died in 2003.

Reno County district magistrate judge receives statewide award

HUTCHINSON, Kan. — For a third time the city of Hutchinson did not get approval for a grant to make major improvements to the Woodie Seat Freeway. The city was notified on Monday that they were not approved for the funding, leaving questions on how to make the necessary improvements to the aging infrastructure around Avenue A.&nbsp;

“We are disappointed that we weren't able to capture any of the grant funding at this point,” City Engineer Jeff Peterson said. “There are potentially other options.”

Peterson said that could include doing the project in phases or scale back the project somehow.

With the grant application rejected, the city now must deal with what to do to make improvements which could carry a big price tag.

“We have five bridges within about three-fourths of a mile. Some of those would either need work or need to be redone,” Peterson said. “If we could get rid of a couple of the bridges that would help out because that is probably the most expensive piece of infrastructure with respect to the link in the community.”

Along with the bridges the Woodie Seat needs new center island work, on and off ramp reconstruction and surface improvements. The grant would have helped fund a proposed roundabout project that would have removed the bridges at Avenue A and B and built roundabouts at Avenue A and Adams and at the Woodie Seat entryway from Avenue A. it would have eliminated two of the bridges which will need replacement in the near future. The proposed project was said to cost just under $10 million. 

Peterson said that they will discuss the matter with the city council in the coming weeks.

Kan. — There are multiple reasons that Kansas First District Congressman Tracey Mann voted against the latest spending package backed by the Biden Administration.

"It's $1.75 trillion, which makes it one of the largest spending bills in the history of the country," Mann said. "It starts a lot of new programs. It's bad for the oil and gas industry. This bill spends $80 billion to hire almost 80,000 more IRS agents. It does not have the Hyde Amendment, which, you know, for decades has been our policy, that we do not have taxpayer funded abortions. That language is not included. This bill is bad, bad, bad, for the country and for the Big First. It's not something I could support."

Mann also isn't sure that the price tag is really what the administration is claiming, either.

"There's a group that scores it, meaning they are determining what it would cost and that's $1.75 trillion," Mann said. "But, a lot of the new programs and things that get started are only for a couple of years. Then they have to get reauthorized. If you look at this bill over the next 10 years, I think, more than likely, it would cost more like $4 trillion than $1.75 trillion. This just further adds to our $30 trillion debt we already have. This spending is not sustainable."

For Mann and many Republicans, it is fundamental to keep government in its lane.

"Big picture, there's an inverse relationship between freedom and the size of government," Mann said. "When government grows, freedom shrinks and when government shrinks, freedom grows. We have seen an expansive growth of government, in spending and in intrusion in our lives. Things like vaccine mandates, which I strongly oppose. These things are not good for our individual freedoms and liberties going forward."

Mann believes if the election were held now, Republicans would retake control of the House, but it remains to be seen what will change between now and next November.

The voting on the ratification of the contract between USD 308 and its teachers had not been completed in time for action from the USD 308 Board of Education Monday night, so the board tabled that item to their next meeting on December 13. 

The original vote was due to take place last week, but not enough members had been available to vote last Friday and an effort to get the vote done on Monday was not successful. 

The two sides recently came together on a new contract after declaring an impasse during negotiations. At that time a mediator was brought in to try and bring the two sides closer together. 

Key items in the agreement are an increase to the base pay and funding step and column movement for teachers. An additional step was added to some of the columns to fund movement for teachers who were frozen on the wage scale. 

Also in the agreement, it includes a $750 one time premium pay to teachers this year. Once approved, the additional compensation would be prorated through the rest of the contract year.

HUTCHINSON, Kan. — Maj. Paul James with The Salvation Army was happy to receive 640 $25 Dillons gift cards from BW Radio's Project Concern. The cards will be distributed today from 9 a.m. until 7 p.m. at The Salvation Army headquarters at 700 N. Walnut.

All $16,000 worth of gift cards were donated to The Salvation Army as part of this year's generosity of BW listeners.

A total of 625 households signed up for assistance through Project Concern, including 250 families with children, another 300 families without children plus 75 individuals.&nbsp;

This year, Project Concern raised nearly $18,000. The funds also provide assistance to Friendship Meals and the Christian Soup Ministry during the Thanksgiving holiday.

More than 500 motorcycles ran the usual parade route through Hutchinson from Main to 30th to K-61 and then to the Moose Lodge on Lorraine where the toys were dropped off. The run ended with a chili feed and a live auction.

The Reno County Toy Run was started in 1983 by a group of friends who saw a need in their community. The event is held the last Sunday before Thanksgiving.

Toy Run successful again

HUTCHINSON, Kan. — The Reno County Sheriff’s Department announced Monday that it has found the 2000 red Ford F-150 truck involved in a double homicide case from Aug. 27.&nbsp;

The truck was found after someone called authorities on a suspicious vehicle in a rural area of the county. Kyle Hardwick is charged with two counts of first-degree murder in the deaths of 56-year-old Marion Edward Bates and 58-year-old Phillip Duane Anstine.

Hardwick was arrested in Maize Sept. 1 after being listed as a person of interest when two bodies were discovered on a property in eastern Reno County. The truck had been missing since the crime was discovered.

The sheriff’s department says it hopes that the truck will bring about new information that will assist in the investigation.&nbsp;

28th Annual Project Concern raises thousands for Salvation Army

MAIZE, Kan. — A Hutchinson man was injured Friday night in a single vehicle accident in Sedgwick County.

According to the Kansas Highway Patrol, 25-year-old Darryon Cushinberry was traveling on K-96 near 119th Street West around 9:30 p.m. when he swerved to miss a deer. The vehicle left the road and struck a guardrail.

Cushinberry was taken by EMS to St. Francis Medical Center in Wichita with minor injuries. He was wearing a seat belt.

The underground light display at STRATACA is something that started in the pandemic, but they are hoping will become an annual tradition for families.

"We started putting up Christmas lights last Christmas season," said board member Betty Taylor. "It went over really well. It's the end of the dark ride that everybody gets to participate in. This year, we expanded the area. We have twice as many lights."

That's over 50,000 lights 650 feet underground as part of the salt museum.

"It only takes 90 seconds in the hoist to get underground," Taylor said. "It's a really easy trip. You do the dark ride on a tram. You're driven through the lights. It's not as large as some park displays, but we're pretty proud of it, really."

HUTCHINSON, Kan. — Cosmosphere will be participating in the annual Giving Tuesday, to emphasize philanthropy following Thanksgiving and a weekend focused on shopping.

Cosmosphere’s 2022 camp line-up includes nine space and STEM camps for students entering grades 3-12, plus Merits of Space camps for youth organizations. With enrollment in their camps expected to approach 1,000 youth, Cosmosphere relies on the support of donors to make the unique and impactful experience of Cosmosphere camp available to all students with a passion for space and STEM.

Scuba diving to train for spaceflight, Moon and Mars landing simulations, and training for a Martian settlement mission 650 feet below the surface of the earth are among the unforgettable adventures awaiting participants in 2022 summer camp experiences at the Cosmosphere.&nbsp;

Camp scholarship recipients are selected through a variety of criteria, with some scholarship funds based on financial need, others based on academic merit, and some based on specific areas scholarship donors wish to support, such as female campers or campers from specific rural counties in Kansas.

In 2021, Cosmosphere distributed more than $60,000 in Cosmosphere Camp scholarships, and they plan to build on momentum from Giving Tuesday to keep that trend going.&nbsp;

Cosmophere to raise money for camp scholarships

Earlier this summer after we had finished harvesting our wheat crop and wrapped up planting the rest of our fall crops, my husband casually mentioned that fall harvest would take a while this year. At that time, we had a lot of acres of corn, soybeans and sorghum growing that would all need to be harvested before the end of the year.

As the summer transitioned to fall, the machines were brought out of the sheds, and I mentally prepared myself for the long harvest ahead. 

While the summer wheat harvest for us is an incredibly busy two-week stretch requiring our undivided time and effort to get the grain out of the fields, our fall harvest is much more drawn out. I generally describe the summer wheat harvest as a sprint, whereas fall harvest is definitely a marathon. 

As August rolled into September, my family transitioned into the long days of fall harvest. September moved into October, and the combines and grain cart continued to traverse the dirt roads to the next fields awaiting their harvest while our trucks methodically delivered the grain to local elevators. Lower temperatures and less daylight ushered October out and we settled into a colder November while the harvest continued.

The food delivered to the fields for the noon and evening meals were intentionally warmer than the meals we started out with just a few, long months ago. The shorts and T-shirts some of us wore at the start of fall harvest have been traded in for coveralls and sweatshirts. The air conditioning in the combine was turned off and the seat warmer turned on. Satellite radio tuned to baseball and football broadcasts earlier in the season now occasionally plays Christmas music.

Yes, this year’s fall harvest absolutely fits that “marathon” description. But my family has much to be thankful for today as we will not be in the field this Thanksgiving. Our crew has crossed that finish line and this year’s harvest is now complete!

We have wrapped up this year’s long harvest with the help of many hands who dedicated their days and nights to keeping the machines and trucks moving the grain out of fields. Our crew remained safe and healthy during these long days and nights that easily and often become a blur over a three-month period. Our days were long, yet productive, and harvest was bountiful. We have so much to be thankful for this year.

And much like someone who has just completed another marathon, we will now rest and recover before preparing for the next race that’ll be here before we know it. Until then, we will enjoy each other’s company and be thankful for all that we’ve been afforded.

Nickerson-South Hutchinson USD 309 Superintendent Curtis Nightingale let Hutch Post know that one of his schools is taking additional COVID-19 precautions immediately before Thanksgiving.

"Thursday of last week, we got a pretty decent spike at South Hutch Elementary," Nightingale said. "Today and tomorrow, South Hutch Elementary is in...they're in masks for Monday and Tuesday, to hopefully get us to the break."

"Today and tomorrow, South Hutch Elementary is in...they're in masks for Monday and Tuesday, to hopefully get us to the break."The hope is that the break can give both students and staff a chance to reset."You've got to realize the amount of anxiety that faces our staff each and every day when they come to school," Nightingale said. "You think about a teacher that's got over 100 kids that are going to funnel through their classroom on a given day. As you do that, you're just dealing with that larger of a potential of either contracting something or something getting spread in your building and I think everybody's kind of looking forward to that."The district is out from November 24-26 for Thanksgiving break and back in school Monday, November 29.
