HUTCHINSON, Kan. —The Hutchinson-Reno County Emergency Communications team has been around for 40 years. The joint system was still a seven-digit number when they combined in 1983. The first 911 system was set up in Reno County in 1985. On Saturday, the dispatch center celebrated their 40th anniversary with a ceremony inside the Law Enforcement Center. 

The anniversary specifically marks the result of the center becoming one agency for EMS, Fire, and Law Enforcement.&nbsp;Director of Emergency Communications Kevin Irwin said the idea to celebrate the anniversary came up in a staff meeting.&nbsp;

"Not many people can come in here and sit in front of those consoles 12 hours a day and listen to somebody, give CPR instructions, hang up the phone and do it again," Irwin said. "Or somebody is being assaulted or beat up, this folks do it everyday. They show up for work every day," Irwin said about the center's emergency dispatchers.&nbsp;&nbsp;

Irwin said he wants the community to know that the celebration is giving honor as a service for them too. He said the top priority is to keep everyone safe, first responders safe, and dispatchers safe.&nbsp;

"They need to understand that we are here for them, and that it is all about them," Irwin said. "This is what we do. We are that calming voice that nobody sees a face to."&nbsp;

The anniversary celebration consisted of tours of the dispatch center, and discussion with emergency personnel. In total, the center has nine consoles and eight employees, not including leadership.&nbsp;

Those who attended the event also had the opportunity to learn about updates the emergency communication team has made together since Irwin become director eight months ago.&nbsp;

"I think the biggest thing is we're with the medical emergency dispatch, which is the medical script for the call taking process," Irwin said. "In July, we went live with the fire script, so that was in the works when I started and we worked right through it and got it launched in July and have been very successful in a proper fire. When a fire calls, we have the right questions to ask and the right time to send the resources."&nbsp;

Irwin said the center averages between 350 and 400 calls a day and a dispatcher typically works a 12 hour shift.&nbsp;

Dispatch commemorates 40th Anniversary 

HUTCHINSON, Kan. —&nbsp;<a href="https://www.facebook.com/events/623595063179985/?acontext=%7B%22event_action_history%22%3A[]%7D">Pumpkinaries is back and at the EAGLE Media Studios Monday Oct. 30 from 5 p.m. to 7 p.m. to benefit the Rise Up Reno Prevention Network.</a>

"It's a really fun event we put on," said John Young with Rise Up Reno. "All of our programs, what we do, revolve around prevention and strengthening families and helping kids make good choices. This event, there's a lot of cool stuff going on. We have inflatables, there's cotton candy, there will be hot dogs, popcorn, the fire department will be here, the sheriff's department, police department. There will be a ton of games put on by our youth leaders."

There will also be live music from Morgan Wilk, Colton Gartleman and Katie Ziegler. My 93-1's Daren Dunn will be broadcasting live. Bring the kids in their favorite family-friendly costume. Everything is free.

"This year, just in our youth leadership program within the county, I believe we are around 125 or 135 kids in that," Young said. "As far as the young kids we serve in our mentoring programs like read with me and all that, by the end of the year, that will be in the thousands of kids that we reach."

Pumpkinaries Monday in Hutchinson

HUTCHINSON, Kan. — Kansas Secretary of State Scott Schwab let Hutch Post know of a change in the law to hopefully reduce the regulatory burden both on businesses and on his office.

"You have to do an annual report, which just says, yes, we are still a business and these are the folks that are in charge of this business," Schwab said. "We're switching that to every other year. This is an initiative we came into office with in 2019. Originally, we wanted to do three or four years, but the bankers and the attorneys didn't like going that far out, because it's easy to hide fraud."

A business will have its every other year filing schedule set by the year that the business originally filed with the Secretary of State's office.

"If you originated your business in an odd year, then it will be every odd year is your filing," Schwab said. "If you originated in an even year, it's every even year that you will do your 24-month filing."

This is part of switching to a new computer system that will eventually allow for even less paperwork. The office does allow for these filings to be online, but you can still do it old school, if you want.

"We encourage them to do it online, but we still have folks that come to Topeka and paper file, or they try to mail it, which I always get a little bit nervous about mailing anything through the U.S. Postal Service these days," Schwab said. "Eventually, where we'd like to go is, if you file to start a new business, let's say a restaurant, then you've got to go to Ag and get your restaurant permit, get your liquor permit from Revenue, unemployment from Labor, if you're a minority business, you've got to go to Commerce. Eventually, we'll take the system so that you'll just answer all the questions in the wizard and when you click send, all those permits and policies come directly to you."

Secretary of State's office changing how often businesses file

NEWTON, Kan. — Newton has been awarded a&nbsp;Safe Streets for All (SS4A) grant from the U.S. Department of Transportation. A total of $320,000 will come from the federal government, and $80,000 from the State.

The award will be used by the City in collaboration with Harvey County to develop a City and County Safety Action Plan, and to conduct supplemental planning such as road safety audits, intersection analyses and corridor analyses at known high crash locations and additional locations identified during the Action Plan development.

The Safe Streets for All program's goal is to&nbsp;eliminate fatalities and serious injuries on our transportation facilities.&nbsp;Unfortunately, fatalities and serious injury crashes are located throughout the City and County,&nbsp;with concentrations along certain corridors. 

While analyzing the data and developing projects and strategies, the&nbsp;Action Plan will investigate and include opportunities to employ low-cost, high-impact strategies to improve safety&nbsp;across the planning area.

Mixed precipitation is expected. A glaze of ice is possible on  elevated surfaces such as bridges and overpasses. Some light  snow is possible on grassy surfaces along and north of Interstate  70.

Winter Weather Advisory for Saturday night into Sunday

HUTCHINSON, Kan. — With President Biden attempting to tie the two ongoing overseas conflicts in Ukraine and Gaza together in a speech earlier this month, with Democrats in control in the U.S. Senate, Kansas U.S. Senator Jerry Moran sees a hearing that is scheduled for Tuesday as vitally important in making sure whatever happens has proper oversight.

"I'm willing to consider them together, but what I've asked for and received is a commitment from our Appropriations Committee, a committee that I'm a member of, that we have hearings on the money that the President is recommending for these two arenas, but also for everything else in the supplemental. Let's not rubber stamp something that comes from the White House. My guess is, we will find things that we would say, this money doesn't need to be spent and maybe we'd have a higher priority than some of the things the President says and hopefully, he's requesting too much money, because it's a lot of money in a time when we are spending too much."

Secretary of State Antony Blinken and Defense Secretary Lloyd Austin are both scheduled to appear before the committee on Tuesday.

"We will alter the President's request before it ever comes to the Senate floor," Moran said. "I am supportive of Ukraine, assistance to Ukraine and I'm supportive of assistance to Israel, but there has to be guardrails. We have to know what we're doing and we have to make sure that we have oversight, so that the money gets spent in a way, and we're not just putting money into an unending system that never gets a result."

It is likely that if the two stay together as one subject, the framework will come from the Senate side.

"It will be easier for there to be approval of money for Ukraine and for Israel in the Senate than probably in the House," Moran said. "Both the House and Senate ought to be engaged in this."

New House Speaker Mike Johnson is adamant that the two subjects be handled separately, so it will be interesting to see what the final product is once it makes it to both sides of Capitol Hill.

Let's not rubber stamp something that comes from the White House. My guess is, we will find things that we would say, this money doesn't need to be spent and maybe we'd have a higher priority than some of the things the President says and hopefully, he's requesting too much money, because it's a lot of money in a time when we are spending too much."Secretary of State Antony Blinken and Defense Secretary Lloyd Austin are both scheduled to appear before the committee on Tuesday."We will alter the President's request before it ever comes to the Senate floor," Moran said. "I am supportive of Ukraine, assistance to Ukraine and I'm supportive of assistance to Israel, but there has to be guardrails. We have to know what we're doing and we have to make sure that we have oversight, so that the money gets spent in a way, and we're not just putting money into an unending system that never gets a result."It is likely that if the two stay together as one subject, the framework will come from the Senate side."It will be easier for there to be approval of money for Ukraine and for Israel in the Senate than probably in the House," Moran said. Moran: Important appropriations hearing in U.S. Senate Tuesday

HUTCHINSON, Kan. — Ben Calhoun, formerly of the Christian group Citizen Way, is bringing his family to sing with him for a concert Sunday in Reno County.

"We have a real emphasis on God's Word," Calhoun said. "We sing the old hymns, because they're so full of truth. There's a lot of memory that goes along with that in generations. We just lift up the name of Jesus and have a good time doing it. Really, it's simple. We have a kids book that we sell that promotes family values, teaches kids how to read. It's also a song on my Spotify page, you know. Just showing up as a family is powerful."

The timeless message of God's love is the point of the experience and worshiping together.

"At our live shows, we sing In the Garden, we sing, How Great Thou Art," Calhoun said. "One of my favorite hymns is from the Andy Griffith Show. They sing they sing this little song called, The Little Brown Church in the Vale."

Calhoun has visited the real-life Little Brown Church in Iowa and he wants those coming Sunday to be able to reminisce about the songs and stories that are dear to their childhood. The concert is at 10:30 a.m. at New Hope Baptist Church at the corner of 4th and Obee east of Hutchinson.

Lights of Love will be inside this year

NEWTON, Kan. — The first of two new water tanks for the City of Newton is taking shape. Walls are propped up. The walls and outside of the tank will receive a prestress cabling system around it that will then be covered with layers of shotcrete and cementitious coating.

The&nbsp;existing 3.8 million-gallon water tank, which was built in 1939, has reached the end of its useful life and must be replaced. That water tank stores all of Newton’s drinking water before it is pumped to the City’s four elevated water towers. The plan is to build one new 1.9 million-gallon tank before demolishing the old tank and replacing it with a second 1.9 million-gallon tank. 

This will allow in the future for one tank to be taken down for maintenance and still leave the community with a steady water supply.

The new loan amount for the project, approved earlier this year, is $8,347,473 through the Kansas Public Water Supply Loan Fund at a gross interest rate of 1.26% per year.

New Newton water tank taking shape

MCPHERSON, Kan. — McPherson Public Schools have announced their winners for district teacher of the year.

The elementary nominee for Kansas Teacher of the Year is Maegen Stucky who teaches fifth grade at&nbsp;Roosevelt Elementary.&nbsp;

"Mrs. Stucky is an incredibly compassionate person," RES Principal Cara Schrag said. "Her warmth and kindness are what make her classroom a home. Her students are eager to see her each day and know she is a safe place for them to truly be themselves. We are so lucky to have Maegen on our team. We could not be more proud of her."

The secondary nominee is Christopher Strathman who teaches personal finance, accounting I, business and coordinates internships at McPherson High School. He also coaches the varsity girls basketball team.

&nbsp;“Mr. Strathman exemplifies our McPherson High School mission statement by preparing students to become productive citizens and lifelong learners in a diverse society," MHS Principal Dr. Audrey Herbst said. "He is intentional about teaching the skills and knowledge necessary to ensure our students start their careers and life successfully after high school.”&nbsp;&nbsp;

Each building leader selected a nominee to represent their building and each teacher across the district had the opportunity to vote for teacher of the year. 

Mr. Strathman and Ms. Stucky were selected through that process and will represent McPherson as a part of the 2025 Kansas Teacher of the Year Program.

CHASE COUNTY —One person died in an accident just after 6 a.m. Friday in Chase County.

The Kansas Highway Patrol reported a 2014 Chevrolet Sonic driven by Maria&nbsp;Munoz Alonso, 26, Kansas City, Kansas, was westbound on U.S. 50 eight miles east of Strong City.

The car crossed the centerline and struck an eastbound 2023 Kenworth semi driven by Samuel Dean&nbsp;Strubhar, 53, Lyons, on the south shoulder.

Alonso was pronounced dead at the scene and was transported to Frontier Forensics. One juvenile was present in the car; the juvenile record is protected data, according to the KHP.&nbsp; Strubhar was not injured. Alonso was not wearing a seat belt, according to the KHP.

Lyons man involved in fatal 2-vehicle crash

HUTCHINSON, Kan. — Reno County Administrator Randy Partington said as part of the joint meeting this week between the Hutchinson City Council, the Board of County Commissioners and the South Hutchinson City Administrator, the idea of island annexation was discussed.

"The governing bodies discussed island annexation and what that means," Partington said. "Say the City of Hutchinson wanted to annex a portion out in the unincorporated area, you know, the process and who that impacts and what the decision of the County Commission would be."

The City of Hutchinson may attempt to annex the area of the proposed new industrial park to the south of South Hutchinson as part of a plan to get water to the site for future development.

"To get water and sewer utilities to the capacity or the amount that may be needed for big industry, the city of Hutchinson is the only entity that has the ability with water rights and the infrastructure to get that done, so it would make sense for that industrial park to be annexed into the city of Hutchinson, to make that a more cost-effective transaction, to put utilities down there."

If the city is going to take that action, it will likely need to happen soon.

"I think the hope is they can get it done by the end of the year," Partington said. "It doesn't really take another joint meeting to move forward."

The city of South Hutchinson does not have the available water rights to provide to a large industrial park, but Hutchinson does, if they want to have more of their unused capacity perfected.

City may annex new industrial park area

The National Weather Service in Wichita has issued a Freeze Warning for&nbsp;Marion, McPherson, Rice and Barton counties and points to the north and west from 3 a.m. to 10 a.m. Saturday.

Temperatures in some spots could get as low as the upper 20s.

Frost and freeze conditions will kill crops, other  sensitive vegetation and possibly damage unprotected outdoor  plumbing.

Take steps now to protect tender plants from the cold. To prevent freezing and possible bursting of outdoor water pipes they should be wrapped, drained, or allowed to drip slowly. 

Those that have in-ground sprinkler systems should drain them and cover above-ground pipes to protect them from freezing.

HUTCHINSON, Kan. — Law enforcement officers at locations across the state, including in Hutchinson, will be collecting unused medications for safe disposal on Saturday, October 28 from 10 a.m. to 2 p.m. at Dillons Marketplace at 3200 Plaza East.

The collection events are part of a nationwide effort to safely dispose of leftover medications to prevent accidental or intentional misuse. Since the Drug Take-Back Day program began in 2010, more than 118 tons of unwanted medications have been collected and destroyed in Kansas alone.

Medications will be accepted at <a href="https://www.dea.gov/takebackday">drop-off sites across the state</a> from 10 a.m. to 2 p.m. this Saturday.&nbsp;

The National Drug Take-Back Day is coordinated by the federal Drug Enforcement Administration, which collects and safely destroys the medications.

Medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Nationwide, the Centers for Disease Control and Prevention (CDC) estimates opioid overdoses kill nearly 130 Americans every day. According to the Kansas Department of Health and Environment, pharmaceutical opioids are a leading cause of drug poisoning deaths in Kansas.

Studies show a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, Americans are now advised that traditional methods for disposing of unused medicines – flushing them down the toilet or throwing them in the trash – pose potential safety and health hazards and should be avoided.

Unused prescriptions can be turned in year-round at many local law enforcement locations. Kansans should contact their local sheriff’s office or police department for more information.

HUTCHINSON, Kan. —Country 102.9 and the Hutchinson Zoo will partner to host the 30th annual Boo at the Zoo on Saturday, Oct. 28, but it'll run a little different this year.&nbsp; Instead of a 2 p.m. start time, the event will begin at noon and end at 5 p.m.&nbsp;

Friends of the Zoo Administrator Hannah Grace said tickets are still free but each one will have a time stamp on them.&nbsp;Each ticket is marked with 15 minute increments for arrival. The only exception is the 4:30 p.m. ticket which is the last entry listed.&nbsp;

"You can actually sign up for a time and if you say sign up for the 12:45 and you wanna go to the shop and treat downtown, you can show up at 12:45 and walk straight in," Grace said. "There's not going to be a major line that you are going to be standing in. There might be some people waiting in line and you might have to wait a little bit but it shouldn't be too bad."

Grace said zoo staff hopes the timed tickets will allow people to have more time to attend other Halloween events in Hutchinson that overlap with Boo at the Zoo.&nbsp;

&nbsp;"Historically what we've had happen, is we would have people show up at 10 in the morning and they would stand outside the zoo and wait for Boo at the Zoo to start at 2 p.m.," Grace said.&nbsp;

Boo at the Zoo new length Saturday

HUTCHINSON, Kan. — Dr. Temple Grandin will present the final Dillon Lecture of the 2023 season when she appears at the Hutchinson Sports Arena on Tuesday, October 31 at 10:30 am.

Dr. Grandin has shaped her career around the research and understanding of animal behavior and stress through the lens of her own experiences navigating life with autism.

Dr. Grandin currently serves as a Professor of Animal Science at Colorado State University, which honored her as a Distinguished Professor in 2022, where she teaches courses on livestock behavior and facility design.

Throughout her life’s work, Dr. Grandin has pioneered the design of livestock handling facilities with modern methods that improve animal welfare and productivity. Dr. Grandin continues to help more than half of the cattle in North America today through the use of her groundbreaking animal handling technology. Facilities she has designed can be seen in the United States, Canada, Europe, Mexico, Australia, New Zealand, and more. Dr. Grandin has authored over 400 articles in both scientific journals and livestock periodicals on animal handling, welfare, and facility design.

A prominent author and speaker on both autism and animal behavior, Dr. Grandin has also written more than a dozen books, including Thinking in Pictures, Livestock Handling and Transport, and The Autistic Brain, just to name a few. Her books Animals in Translation and Visual Thinking have been featured on the New York Times Bestseller list.

Tickets to the lecture will be available beginning at 9:45 am the day of the lecture at the Hutchinson Sports Arena.

November's Chamber breakfast celebrates Farm City Week

HUTCHINSON, Kan. — Girl Scouts of Kansas Heartland will be donating gifts and their time from Friday, Nov. 3 to Sunday, Nov. 12, at numerous organizations across the 80 counties the Kansas Heartland council covers as part of the 73rd&nbsp;annual Festival of Giving.

More than 1,200 Girl Scouts participate in this annual community service tradition, which gives girls an opportunity to give back to their community by providing items on social service organizations’ wish lists.

Festival of Giving began in 1950 as the Doll Festival in Wichita where Girl Scout troops would dress dolls, place them on display during the festival and then distribute them to local and overseas agencies for children who might not receive Christmas presents. The event has since expanded to benefit organizations across the state.

“Making the world a better place is one of the foundations of Girl Scouts,” Jen Ashcraft, Chief Operating Officer said. “The Festival of Giving is a great way for youth to put that into practice while also earning steps towards badges in the areas of philanthropy and healthy living.”

Girl Scouts in Reno County are supporting BrightHouse by gathering items needed by the domestic violence shelter. Items included are clothes such as mittens, hats and scarves, necessities like shampoo, body wash, toothbrushes and toothpaste, and even kitchen and home supplies.

The Girl Scouts will be gathering their supplies to donate from 1 to 3 p.m. on Saturday, November 4 at BrightHouse at 125 W 2nd&nbsp;Suite B in Hutchinson.

Families interested in joining or learning more about Girl Scouts are encouraged to come and see current Girl Scouts in action. There will also be Girl Scouts of Kansas Heartland staff and an information table.

Reno County Girl Scouts part of Festival of Giving

Kansas Wheat joins U.S. Wheat Associates (USW) and the National Association of Wheat Growers (NAWG) in thanking U.S. Secretary of Agriculture Tom Vilsack for announcing new USDA funding on Oct. 24, 2023, that will increase global food assistance and expand global market access for wheat growers. The additional monies, drawn from the Commodity Credit Corporation, supplement proven Farm Bill programs currently up for reauthorization.&nbsp;

“Kansas wheat farmers have championed keeping the food in U.S. food aid and international market development programs since these programs began,” said Kansas Wheat CEO Justin Gilpin. “These programs expand efforts of trade promotion and U.S. wheat exports, and position the U.S. as a global leader to provide food assistance for emerging crisis situations and addressing food security needs.”

Peter O’Brien, a young farmer and rancher from Cheyenne County, first suggested donating grain to countries in need during a county meeting in September 1953. Those comments sparked a grassroots movement, leading to the Agricultural Trade Development and Assistance Act in 1954, sponsored by U.S. Senator Andrew Schoeppel and signed into law by President Dwight D. Eisenhower - both Kansans.&nbsp;

The pillar of today’s modern food aid programs was a common goal: provide people in developing countries with a secure food source, and they will do more than survive. As their economies recover and thrive, they become new potential buyers of U.S. exports. Through the USDA’s Food for Progress and USAID Food for Peace programs, the American people have donated more than one million metric tons of wheat annually for the past three years.

According to this week's announcement, USDA will utilize $1 billion from the Commodity Credit Corporation to bolster international food aid efforts in addressing hunger caused by conflict, droughts and other challenges.&nbsp;

“Additional funding for food assistance programs will help address the most urgent humanitarian needs in a generation. USW and NAWG look forward to working with USDA and other partners to ensure additional food donations generate the most benefit where it is needed most,” said NAWG President Brent Cheyne. “As NAWG works with Congress to reauthorize the Farm Bill, we continue to advocate for strengthening the in-kind commodity donation program and additional investments in the existing trade promotion programs.”

Investment in export market development starts at the combine. The Kansas Wheat Commission is funded by a two-cent per bushel, voluntary assessment on each bushel of wheat grown in Kansas and sold to a Kansas grain elevator. The Kansas Wheat Commission uses those funds to invest in agronomic research projects, consumer outreach and supporting agricultural export market development as a contributing member of U.S. Wheat Associates (USW). Checkoff contributions qualify USW to apply for matching funds through programs like the Market Access Program (MAP) and the Foreign Market Development (FMD) program.

Through the USDA’s Food for Progress and USAID Food for Peace programs, the American people have donated more than one million metric tons of wheat annually for the past three years.According to this week's announcement, USDA will utilize $1 billion from the Commodity Credit Corporation to bolster international food aid efforts in addressing hunger caused by conflict, droughts and other challenges.&nbsp;“Additional funding for food assistance programs will help address the most urgent humanitarian needs in a generation. The Kansas Wheat Commission is funded by a two-cent per bushel, voluntary assessment on each bushel of wheat grown in Kansas and sold to a Kansas grain elevator. The Kansas Wheat Commission uses those funds to invest in agronomic research projects, consumer outreach and supporting agricultural export market development as a contributing member of U.S. Wheat Associates (USW). Checkoff contributions qualify USW to apply for matching funds through programs like the Market Access Program (MAP) and the Foreign Market Development (FMD) program.Under U.S. farm legislation, Congress apportions funding for MAP, FMD and other export programs. Annual funding for MAP has not changed from $200 million since 2006, and annual FMD funding of $34.5 million has not changed since 2002, yet other countries have significantly ramped up their export promotion spending.A positive development came in 2019 with the establishment of the Agricultural Trade Promotion program, which worked to ease the effects of trade retaliation against U.S. farmers and exporters. Those funds originated from the Commodity Credit Corporation, and USDA’s Foreign Agricultural Service awarded grants to almost 60 cooperating organizations to be invested by 2024, including USW.&nbsp;As that funding expires next year, USDA’s announcement this week included a $1.3 billion investment in a Regional Agricultural Promotion Program (RAPP). This program will provide targeted technical assistance for exporters to break into new markets and increase market share in growth markets.&nbsp;“USW demonstrated that the additional funding helped us protect crucial wheat export sales in established markets and build a base for growth in new markets,” said USW Chairman and Oklahoma wheat farmer Michael Peters. “We appreciate the introduction of the new RAPP, and the USW team will work very hard to use it effectively.
