SOUTH HUTCHINSON, Kan. — The Reno County Planning and Zoning Commission will finalize their initial draft of the commercial solar regulations and likely set a public hearing date for the regulations. 

Those items are both on their regular meeting agenda for the meeting that will take place Thursday, Sept 21 at 4:30 p.m. at the county's Public Works building at 600 Scott Boulevard in South Hutchinson.

The meeting Thursday will not allow public comment on those items. You can still send in written comments prior to Thursday to&nbsp;<a href="mailto:don.brittain@renogov.org">don.brittain@renogov.org</a>. Please put Solar Regulations in the subject line of the email so that it can be sent on to the planning and zoning commission and become part of the public record.&nbsp;&nbsp;

Also on the agenda Thursday is a request by Nicole Nease to vacate a 60-foot Ingress-Egress Easement &amp; Future Roadway located on Lot 5, Block A of Morgan Heights Subdivision.

Process continuing on solar regulations, hearing date to be set

HUTCHINSON, Kan. — The South Central Kansas Economic Development District, SCKEDD, is seeking contractors for the Housing Resurgence Program in Reno County. 

SCKEDD, in partnership with Interfaith Housing Community Services, provides assistance with the Reno County Housing Impact Program. 

SCKEDD is seeking the following: Contractor(s):  Licensed Electrician(s)  Licensed Plumber(s)  Window, Siding and Guttering Contractor(s)  Roof contractor(s)  General contractor(s)  Tree Removal Contractor 

Requirements include, but are not limited to: Workman's Comp and general liability insurance.

SCKEDD seeking contractors, bidder's tour is Tuesday

NEWTON, Kan. — At their meeting this week, the Newton City Commission approved a resolution in opposition to Evergy’s proposed rate increases. 

In April, Evergy filed an application with the Kansas Corporation Commission (KCC) to raise its electric utility rates by 9.77%, or approximately $14 per month per residential customer. The estimated net increase to the City of Newton for energy for lighting and public utilities would be about 8.3%.

An analysis from staff at the KCC, which is responsible for reviewing proposed rate increases from private utility companies, said last week that such a large increase isn’t justified. A detailed audit of the company’s income and expenses determined that an increase of 1.66% in the central Kansas region would be more appropriate.

The City of Newton’s resolution of protest will be sent to the KCC ahead of evidentiary hearings planned for October.

Newton to file resolution against Evergy rate increases

As the calendar flips over to September and more seasonal fall temperatures are in the forecast, it is time to start planting wheat. As planting kicks off, producers and researchers alike are cautiously optimistic about next year’s harvest potential.&nbsp;

Winter wheat planting in Kansas was at four percent complete for the week ending September 10, 2023, according to the official statistics provided by the USDA’s National Agricultural Statistics Service in its weekly crop progress report. That pace is near three percent for last year and the five-year average - a welcome return to a more normal-feeling pace for producers.&nbsp;

“We were behind all year last,” said Brian Linin, Kansas Wheat Commissioner who farms near Goodland. “Planting season was way behind, and then everything came up. Harvest was really late, so we were starting harvest around the time we would have normally finished. So, we feel like we’ve been behind the eight ball here all spring and summer.”&nbsp;

Linin started planting wheat on Tuesday in northwest Kansas. His ground received just a few hundredths to a short quarter inch of rain over the past week, but he reported even where the ground is dry on top, there is moisture further down.&nbsp;Moisture - received or expected - impacts where and when producers will start to plant wheat, with some waiting for that September shower and others willing to “dust it in” if there’s the potential for rain in the forecast.&nbsp;

Having that moisture available to get the wheat stand established is critical to the success of next year’s harvest, according to Brian Olson, head of K-State’s Western Kansas Research-Extension Centers.&nbsp;

“Hopefully, there's enough there to get it up and get it going,” Olson said. “The last few years that has been a big problem - getting that establishing rain in the fall. And now we’ve got it in some areas, so farmers will hopefully capitalize on it.”&nbsp;

In addition to timing with moisture, producers also need to control volunteer wheat and weeds to prevent yield loss and disease, which will be especially important this year after failed fields and late summer rains that brought on substantial weed issues and late flushes of volunteer wheat.&nbsp;

“That canopy was open, and then the rains came on, and now we've had some weed issues out there - and that is a challenge,” Olson said. “We do have to stay on top of those weeds because they're just robbing the moisture.”&nbsp;

Olson pointed to research being conducted by K-State at Tribune, Garden City and Hays on the benefits and tradeoffs of occasional tillage, about one pass every three or four years to try and control problematic weeds.

Linin noted his operation has had to make many adjustments during the last three years of drought, explaining they mixed up their management practices to include light tillage, chemical applications, and other practices to address different concerns in different fields. He also has been growing organic wheat, meaning he must think even more creatively about addressing those concerns. In turn, however, those solutions bring management ideas back to the conventional side of his farm.&nbsp;

“In some respects, I’d like to have our ground a little cleaner than it is - there are some of those annual weeds up out there, just real spotty, and I don’t like the way that looks,” Linin said. “We’ve got fields of all different stages, but we’re ready to go.”&nbsp;

Managing wheat fields for weeds and disease benefits not only next year’s yields, but also the other crops in the rotation.&nbsp;

“Wheat is a foundation for farmers to plant their summer crops into,” Olson said. “I'm a firm believer that wheat is the basis, and when we got good wheat residue out there, we have a good chance of raising the summer crop that next year.”

That rings true for Linin’s operation in northwest Kansas, who also noted wheat’s value in an overall crop rotation.&nbsp;

“There’s a lot of time between now and when we make a crop, but wheat is one of our most profitable crops,” Linin said. “It’s profitable not just in terms of dollars and cents, but also in terms of providing a good seedbed for whatever we’re going to do next year.”

Overall, as Linin and fellow Kansas wheat producers fire up their tractors to plant wheat, he is excited and optimistic about the upcoming growing season.&nbsp;

“I just hope everybody has good conditions and gets a good stand and a good start to this year’s crop,” Linin said. “Wheat is a good crop for us, and it really fits our rotation in our program well - and I wish the best of luck to everybody else.”

Hello Loyal Customers and Friends of our Community,

City Beverage appreciates your support and inquiry about the reason the most popular beers in Kansas are not at the Kansas State Fair this year (Budweiser, Bud Light, Michelob Ultra and Busch Light). This was a State Fair vendor decision, not a decision of City Beverage Management or the Kansas State Fair Management. We understand fairgoers are being told the reason they do not have our products is because we will not deliver to the State Fair. This is untrue. City Beverage has provided daily service except for Sunday for the past two years at the fair. City Beverage is unwilling to deliver products to the State Fair vendors on Sunday as they have demanded. City Beverage Company believes family must come first and Sunday is a day many of our team members attend church and participate in family outings/gatherings. Ann Bush and I honor our colleagues and will always put the needs of our team members first. Therefore, we will not require unscheduled employees to work on Sunday.

City Beverage supports the Kansas State Fair and Kansas State Fair Foundation. We encourage our community to support the Kansas State Fair and Kansas State Fair Foundation, they are doing amazing work on all our behalf at the State Fair. The Kansas State Fair is a local jewel for the city of Hutchinson and the State Fairs outreach has a positive impact within all our local communities. State Fair Board to consider track saving proposals in November

BUHLER, Kan. — Local Buhler developers and officials were excited to break ground on Buhler Industrial Park Phase II this week. This is the first major industrial investment in the city in over a generation.&nbsp; 

Buhler Industrial Park is designed as a practical solution for businesses seeking cost-effective, purpose-built spaces such as metal buildings and workshops. Buhler Industrial Park is designed with the specific needs of small- to mid-range cost-effective industrial sites and buildings in mind.

Buhler expanding industrial park

HUTCHINSON, Kan. —&nbsp;The Great Plains Jazz Orchestra performed live at the House of Capper on Wednesday night of the Kansas State Fair.&nbsp;

The jazz orchestra was the first group to perform in the House of Capper following its rebuild.&nbsp;The orchestra is led by Keith Worley who sang and played the drums for the live performance.

In total, the group is composed of seven members.&nbsp;Their evening performance featured jazz and swing versions of hit songs. The group played "Gimme Some Lovin" by the Spencer Davis Group, "Crazy Little Thing Called Love" by Queen, "Save the Last Dance by Michael Bublé and many other tunes.

The Great Plains Jazz Orchestra has been around for more than 20 years. They also perform at festivals, concerts, clubs, dances and weddings. The group also toured with the Wichita Grand Opera company.&nbsp;&nbsp;

HUTCHINSON, Kan. — Reno County District Attorney Tom Stanton spoke to the Board of County Commissioners on Wednesday about his efforts to start a first time felony drug diversion program. He hopes to have that going by the first of the year.

"This is a great program," Stanton said. "It's a statutory program. Unfortunately, as we've talked about, even here today, the statutes sometimes allow things, but do not fund them. I have submitted some legislation to the leaders of the House and the Senate that would do two things. The first would allow a successful diversion to be included in the Community Corrections funding formula. The funding formula for community corrections is based on successful supervisions. All of these cases that we're talking about would otherwise, if they were convicted, otherwise be supervised by community corrections. What this effectively does is take these cases out of that funding formula. I think it might hurt community corrections across the state. There may be some community corrections offices that are reticent to enter into these types of agreements for that reason."

The other point of the legislation is to allow Department of Corrections funds to be used for the diversion program.

"It doesn't make any sense to say, you would otherwise be supervising these people, but we're not going to allow any use of DOC funds," Stanton said. "It doesn't mean that I can't go forward, even if that doesn't pass. The agreement that we're going to sign for this diversion program would require the participants to have an initial diversion fee which would go to my office like all other diversions, but there's an additional $500 fee that would go straight into the general fund and be earmarked for use by community corrections to supervise these individuals. I asked Mr. Regehr to give me an idea what it would cost to supervise these people. He came up with a figure that is approximately $986 per person, based on a 50 person caseload. That included things like costs for internet and rent. I understand his reasons for doing it, but those aren't costs directly related to this program. What I've tried to do is figure out a way to help supplement that, so I am in the process of filing an application, I think you heard a couple of weeks ago from the Health Department, about the opioid litigation funds that are going to be available to the county? I have filed for&nbsp; a $25,000 grant that would actually, without my legislation passing, that would fund this program. It's an ongoing funding source. It wouldn't be something that goes to the county anytime soon."

Commission Chair Daniel Friesen expressed his support for the legislative efforts Stanton is making.

"I think I can speak for all of us," Friesen said. "We would be happy to support, if it's via a letter or even driving up to Topeka to testify, if your bills do get some floor time with the legislature this winter. I know I'd be happy to go say a few words and we'd be happy to write a letter."

Stanton said he would keep that in mind if the legislation gets a hearing.

District Attorney explains new diversion program plans

Today's "Throwback Thursday Collection" takes us to the 200 block of South Main Street on the west side. 

Today's article is about Smith's Market at 211 S. Main. But, before this property was Smith's, it was the Cassidy-Kingsley Auto Co. in 1910. 

The first photo shows that dealership selling the Regal 30 autos. Notice the steering wheels on the right side, not uncommon at that time.

Fast-forward 20-some years. In 1933, Henry and Minnie Smith opened the Smith's Fruit &amp; Vegetable Markets at 211 S. Main and at 610 N. Adams. Henry passed away in 1934, but Minnie kept the dream alive for many years. 

By 1946, Lavern Burns became owner of the market. In 1954, it was sold to Ewing Wright and there was some remodeling. The second photo shows the deconstruction of the exterior façade and replacement of a more modern storefront.

The third photo shows the Smith's Fruit Market delivery truck in 1961 with John Boling (Chris Barnes' uncle) the driver. 

In 1964, the Barnes family entered the picture with Earl Barnes and Nile Burnes purchasing the business. Eventually, just the Barnes family would run the business and pass it down the family line. 

Chris and Gail Barnes have done even more remodeling since, even restoring the front façade to resemble the original structure between 2007-2012. The fourth photo shows the Smith's Market today at 211 S. Main, still owned by the Barnes, with the property ownership of 211 S. Main L.L.C.

RENO COUNTY — Reno County Public Works announced that Wilson Road will have temporary traffic control during the construction of the new Willowbrook Road bridge. This will start Monday, Sept. 18.&nbsp;

The existing bridge will remain open until the new bridge construction is completed.

Willowbrook Road bridge construction to start Monday

RENO COUNTY — On September 12, 2023, the Reno County Health Department was notified by KDHE that the FDA took action to approve the Emergency Use Authorization of an updated mRNA vaccine to provide better protection against currently circulating COVID-19 variants. The new vaccines will include a monovalent (single) component that targets the dominant COVID-19 virus variant Omicron XBB.1.5.

As a result of these actions, the current bivalent vaccines are no longer authorized for use in the United States. Effective immediately, the Reno County Health Department will not have COVID-19 vaccine available until they receive a shipment of the newly authorized vaccine. They expect to receive limited doses in the next few weeks, with more coming in as it is available.

Anyone, regardless of COVID-19 vaccination status, may receive the updated monovalent vaccine as long as it has been at least two months since the last dose of any COVID-19 vaccine. There are a few exceptions, so please call for more information.

This action only affects bivalent mRNA vaccines manufactured by Pfizer, Inc and ModernaTX, Inc. This does not affect Novavax at this time.
