Kansas Wheat joins U.S. Wheat Associates (USW) and the National Association of Wheat Growers (NAWG) in thanking U.S. Secretary of Agriculture Tom Vilsack for announcing new USDA funding on Oct. 24, 2023, that will increase global food assistance and expand global market access for wheat growers. The additional monies, drawn from the Commodity Credit Corporation, supplement proven Farm Bill programs currently up for reauthorization.&nbsp;

“Kansas wheat farmers have championed keeping the food in U.S. food aid and international market development programs since these programs began,” said Kansas Wheat CEO Justin Gilpin. “These programs expand efforts of trade promotion and U.S. wheat exports, and position the U.S. as a global leader to provide food assistance for emerging crisis situations and addressing food security needs.”

Peter O’Brien, a young farmer and rancher from Cheyenne County, first suggested donating grain to countries in need during a county meeting in September 1953. Those comments sparked a grassroots movement, leading to the Agricultural Trade Development and Assistance Act in 1954, sponsored by U.S. Senator Andrew Schoeppel and signed into law by President Dwight D. Eisenhower - both Kansans.&nbsp;

The pillar of today’s modern food aid programs was a common goal: provide people in developing countries with a secure food source, and they will do more than survive. As their economies recover and thrive, they become new potential buyers of U.S. exports. Through the USDA’s Food for Progress and USAID Food for Peace programs, the American people have donated more than one million metric tons of wheat annually for the past three years.

According to this week's announcement, USDA will utilize $1 billion from the Commodity Credit Corporation to bolster international food aid efforts in addressing hunger caused by conflict, droughts and other challenges.&nbsp;

“Additional funding for food assistance programs will help address the most urgent humanitarian needs in a generation. USW and NAWG look forward to working with USDA and other partners to ensure additional food donations generate the most benefit where it is needed most,” said NAWG President Brent Cheyne. “As NAWG works with Congress to reauthorize the Farm Bill, we continue to advocate for strengthening the in-kind commodity donation program and additional investments in the existing trade promotion programs.”

Investment in export market development starts at the combine. The Kansas Wheat Commission is funded by a two-cent per bushel, voluntary assessment on each bushel of wheat grown in Kansas and sold to a Kansas grain elevator. The Kansas Wheat Commission uses those funds to invest in agronomic research projects, consumer outreach and supporting agricultural export market development as a contributing member of U.S. Wheat Associates (USW). Checkoff contributions qualify USW to apply for matching funds through programs like the Market Access Program (MAP) and the Foreign Market Development (FMD) program.

Under U.S. farm legislation, Congress apportions funding for MAP, FMD and other export programs. Annual funding for MAP has not changed from $200 million since 2006, and annual FMD funding of $34.5 million has not changed since 2002, yet other countries have significantly ramped up their export promotion spending.

A positive development came in 2019 with the establishment of the Agricultural Trade Promotion program, which worked to ease the effects of trade retaliation against U.S. farmers and exporters. Those funds originated from the Commodity Credit Corporation, and USDA’s Foreign Agricultural Service awarded grants to almost 60 cooperating organizations to be invested by 2024, including USW.&nbsp;

As that funding expires next year, USDA’s announcement this week included a $1.3 billion investment in a Regional Agricultural Promotion Program (RAPP). This program will provide targeted technical assistance for exporters to break into new markets and increase market share in growth markets.&nbsp;

“USW demonstrated that the additional funding helped us protect crucial wheat export sales in established markets and build a base for growth in new markets,” said USW Chairman and Oklahoma wheat farmer Michael Peters. “We appreciate the introduction of the new RAPP, and the USW team will work very hard to use it effectively. Looking ahead, global wheat trade is increasingly competitive and market development takes time and consistency. That’s why we believe that in the long-term, increases for established Farm Bill export development programs are the best way forward.”

HUTCHINSON, Kan. — Prices for drivers at the gas pump continue to fall, according to Shawn Steward with AAA Kansas.

"We've been on a downward trend at the gas pumps for the past month, maybe a little longer than that and that's continuing," Steward said. "Today's average in Kansas is $3.35 a gallon. That's down four cents from where we were a week ago and down more than 30 cents from a month ago."

Area county prices are on either side of the state average.

"Concerns about the U.S. economy have been sort of dampening oil and gas prices here recently," Steward said. "WTI crude is in the $83 to $84 a barrel range and that's down from where we were a week ago, which was in the $87 to $88 a barrel range."

With the weather looking like it will worsen soon, that can have an effect, as well.

"The trend that we've been seeing of falling gas prices over the past month or more reflects what we typically see as we head into the fall and winter months," Steward said. "As the weather gets colder and winter precipitation comes into the conversation, then we typically see lower demand. Although, demand has stayed fairly steady across the nation in recent weeks."

The Middle East war in Gaza has not yet had much of an effect on prices either way, and likely will not, unless the war escalates to nearby countries with more oil reserves.

Pump prices continue to tumble

HUTCHINSON, Kan. — Four employees from EAGLE Media of Hutchinson were recognized at the Station Awards for Excellence in Broadcasting at the Kansas Association of Broadcasters Convention in Overland Park on Oct. 23-24.&nbsp;

There were more than 300 entries in this year's competition. Staff members from the Hutch market took home awards in multimedia campaigns, sports broadcasting and promotions.&nbsp;

In the medium radio market, the following EAGLE employee-owners were honored:&nbsp;

Sports Director and on-air personality Glen Grunwald for KWBW 1450 AM and 98.5 FM received honorable mention for Sports Play-by-Play. Former Hutch High football coach Dan Naccarato assisted him on the broadcast.&nbsp;

Grunwald has worked with EAGLE for 31 years. He's won multiple awards for his work, which include the 2020 KSHSAA Oscar Stauffer Sportscaster of the Year and the 2017 Hod Humiston, with the KAB.

Digital Marketing Manager Ashley Weve placed first in Excellence in Multimedia/Digital Promotional Announcement. Weve was awarded for her United Way of Reno County/Reno Connections campaign. This was Weve's first submission with the KAB. The category was new in 2022.&nbsp;

The campaign involved video production, radio commercials on five different stations, Hutch Post ads, Facebook and Instagram ads, Geofencing, Google Performance Max ads and billboards.&nbsp;

Program Director for My 93-1 and PA Voice of the Hutchinson Community College Blue Dragons, Daren Dunn, placed second for Best Morning Show. 

Dunn also placed second in the Sports Feature for Countdown To Kickoff, the pregame show for Blue Dragon Football.

He placed first in each category previously, winning Sports Feature in 2021 and Morning Show in 2022.&nbsp;

Operations Manager and Morning host for Country 102.9, Pat James, placed first in Station Promotion Announcement. James' promotional announcement included a call to the winner of a furnace through a station-sponsored competition with TimeSaver Home Services.&nbsp;

This recognition celebrates the district's dedication to success in the outcome measures that Kansans value. These outcomes are categorized as either quantitative or qualitative measures

The KSDE Star Recognition Program, underpinned by Kansans' vision for education, celebrates district success in outcome measures that matter most to the community and state. Receiving any color of award shows dedication to meeting and exceeding both the quantitative and qualitative expectations for educational excellence.

Buhler USD 313 received the following KSDE Star Awards:

Social-Emotional Growth (Copper): Locally measured and state committee reviewed; This award shows progress toward achievement of the State Board of Education’s social-emotional outcome and goal of each student developing the social, emotional and character competencies that promote learning and success in life.

Kindergarten Readiness (Bronze): This award recognizes communities that offer quality, inclusive opportunities to young children and their families so that each student enters kindergarten at age 5 socially, emotionally and academically prepared for success.

Academically Prepared for Postsecondary (Copper): Recognizes those districts whose students are scoring above the state average on state assessments, with the highest awards going to school districts with 75% of students at levels 3 and 4.

Graduation (Bronze): The High School Graduation Star Award recognizes those districts with graduation rates above the state average, with the highest recognition for those districts at or above 95%.

Buhler USD 313 awarded six KSDE Star Awards

HUTCHINSON, Kan. — Clint Nelson with Interfaith Housing talked to the Board of County Commissioners on Wednesday about the new plan for the St. Elizabeth's Hospital property at 500 West 20th and abating asbestos there.

"The quickest means to a solution at this site is to pursue a local abatement contractor," Nelson said. "They've given us a very attractive quote. We are actively in conversation with KDHE's State Air Quality Manager. He's already reviewed our plan of action. All of the required state reviews and clearances on the building will be included in our work. At that point, we would be free to remove that entire structure for redevelopment."

Interfaith received approval from Reno County to utilize a total of $115,000 in SLFRF/ARPA funding to fulfill the first phase of a master redevelopment plan. The city will contribute $65,000. The abatement quote from FreshCo is for $170,000.

"Our only request from ARPA will be for the abatement," Nelson said. "We're looking at other local funding opportunities for the demolition. We've got recent quotes on the full demolition and import of dirt and getting that site build ready. That's going to be right around $320,000 for the removal of the structure. We're not planning to come back and ask for more of the ARPA funding for that use."

The St. Elizabeth's site would have significant housing development, if all the funding can be secured.

"Fourteen family units, three bedroom, two and a half bath, it would likely be an HOA type situation," Nelson said. "We're also actively pursuing the land and the former nun's quarters north of the hospital. There's another blighted building on that block that also needs to be removed. We're working on trying to get under a purchase option for those, as well."

Commissioner Randy Parks asked Nelson if he thought there would be the same sort of asbestos concerns at the nun's quarters.

"I haven't been in, I think everybody knows it as the Mirror building," Nelson said. "I haven't been in that structure, I'm assuming it would be, especially if the copper thieves got in there. That's when our situation went from manageable to extreme was when, three years ago, individuals got in and shredded all of the asbestos insulation, basically creating airborne asbestos throughout the building."

The county's allocation passed unanimously.

Interfaith has new idea for St. Elizabeth's Hospital project

HUTCHINSON, Kan. — ESSDACK welcomed over 5,000 students from over 100 Kansas school districts at the 6th annual Career Expo hosted at the Kansas State Fairgrounds October 23-24.&nbsp;

High school students engaged with 230 exhibitors including colleges, businesses and public service. The Career Expo gives businesses the opportunity to advise students directly, address the shortage of qualified employees, and align highschool expectations with industry needs.

"ESSDACK created this event to help students understand their career options after high school and the skills required for high-wage, high-demand jobs,” said Bryan Rohling, Career Expo project lead. “Unlike your typical college or job fair, we've brought employers and colleges together to inform students about all of their options, right here in Kansas."

The most popular booths had interactive, hands-on activities for students. Students were able to touch diseased organs from Emporia State University, test their strength for the Kansas Army National Guard, check out a food truck from Flint Hills Technical College, and test their virtual welding skills with Pratt Community College. ESSDACK appreciates the hard work all of the exhibitors put into their booth spaces.

“Our motto for this event is ‘students cannot be what they cannot see,’” said Joni Clark-Leiker, Career Expo teacher/student liaison. “We created activities for students to complete before, during and after the event to ensure they had the best experience possible.”

Students traveled from all over the state to attend the Career Expo, some traveled over 3 hours to get to the fairgrounds.&nbsp;

“We were very excited so many small, rural school districts decided to participate,” said Clark-Leiker. “We want all high school students to experience what career opportunities are available in Kansas.”

ESSDACK Career Expo welcomes thousands

HUTCHINSON, Kan. — The Climate + Energy Project is pleased to announce that its program, Energy Navigators, has been awarded $400,000 in Phase 1 funding to build community-driven pathways to upgrading homes, improving home energy efficiency, reducing energy burden, and improving health of Kansans experiencing energy insecurity. 

Energy Navigators is a collaboration of community-based non-profit organizations, community action programs, and community health organizations that includes Salud + Bienestar, Destination Innovation, Derby Recreation Commission (Oaklawn), El Centro, the Community Health Coalition of Wyandotte County, Thrive Allen County, and several Community Action Programs across Kansas.

The Buildings Upgrade Prize (Buildings UP) provides more than $22 million in cash prizes and technical assistance to support the transformation of existing U.S. buildings into more energy-efficient and clean energy-ready homes, commercial spaces, and communities.&nbsp;

This Phase 1 award will support Energy Navigators partners serving people living in historically marginalized communities who are experiencing the greatest impacts of climate change. Energy Navigators makes federal funding dollars, like those available through the Inflation Reduction Act (IRA), accessible to Kansans facing high energy bills. This funding will build capacity for Energy Navigators to develop our Phase 1 Concept Plan into a Pilot Implementation Plan for Phase 2 of this prize.

Climate + Energy Project receives $400,000 in funding

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann voted for new Speaker of the House, Mike Johnson on Wednesday, saying, "I like Mike!" He told Hutch Post why.

"He is a fantastic guy," Mann said. "He's a good friend. He is from Shreveport, Louisiana. I think if folks have a word to describe Mike Johnson, it would be humble. His faith is very important to him. He's humble. He's a servant leader, very conservative. What you see is what you get. I think he's exactly what our caucus, the Congress and the country need right now, and I'm really excited to have him as our new Speaker."

There is a looming deadline next month to pay the country's bills, but Mann believes there is time to do things the right way.

"I think we're going to keep working through the budget process," Mann said. "On the House side, the appropriations bills, the ones that have been done so far account for 70% of federal spending. Those are over on the Senate side. It's way past time, in my view, that Chuck Schumer chooses to take up those bills. Meanwhile, we're going to churn through more House appropriations bills today and next week, with an eye on this deadline that's coming up next month."

Mann said that even though floor work had to stop until they had a Speaker, other work has been going on.

"Committees are still in place," Mann said. "Committees have been meeting over the last three weeks. When you don't have a Speaker, business on the floor stops. However, that didn't stop committees continued to have met, work continues to be done. It's not a full restart for everybody or other bills that have passed this year. It's significant changes for Congressman Johnson, but everyone else, it's full steam ahead."

Mann does not know what effect, if any, the stoppage may have on the Farm Bill process, as they do not have the final language on that, yet.

I think he's exactly what our caucus, the Congress and the country need right now, and I'm really excited to have him as our new Speaker."There is a looming deadline next month to pay the country's bills, but Mann believes there is time to do things the right way."I think we're going to keep working through the budget process," Mann said. "On the House side, the appropriations bills, the ones that have been done so far account for 70% of federal spending. Those are over on the Senate side. It's way past time, in my view, that Chuck Schumer chooses to take up those bills. Meanwhile, we're going to churn through more House appropriations bills today and next week, with an eye on this deadline that's coming up next month."Mann said that even though floor work had to stop until they had a Speaker, other work has been going on."Committees are still in place," Mann said. "Committees have been meeting over the last three weeks. When you don't have a Speaker, business on the floor stops. However, that didn't stop committees continued to have met, work continues to be done. It's not a full restart for everybody or other bills that have passed this year. Mann: New Speaker is 'good friend', conservative

Today's "Throwback Thursday Collection" takes us to the northwest corner of West Avenue B and South Main. 

John Hess had a livestock business at his residence at 103 W. First in 1906. 

In 1907, he purchased the A.J. Graves Coal, Flour and Feed business at 129 S. Main. The first photo shows the Hess Feed Store in 1909.

Notice the brick piles on both sides of the building. The city was just getting ready to lay street bricks that are still visible there today. 

About 1920, The Dillon Mercantile Co., owned by C.O. Mammel and David Theede, purchased the building for their second mercantile location. The second photo shows that business during the 1929 flood. 

About 1943, the building became the B &amp; Main Cafe, owned by Carl Hughbanks, which was there until 1958 under a variety of owners. 

After that date, the tenants varied from furniture stores, appliance stores, to antique stores. The third photo shows Cline's-Duke's Mixture Antiques about 1990.

In 2009, Marty Lee and husband bought the building and remodeled it to become Tesori Gifts &amp; Boutique. The fourth photo shows that business.

 The fifth photo shows the 129 S. Main tenant today, Amelia's Boutique, owned by Amy Quillen.

HUTCHINSON, Kan. — According to a social media post from BrightHouse on Wednesday, they are looking for pillows for those they serve to have for themselves once they enter the shelter.&nbsp; 

"It is crucially important for women and children that are entering shelter to be as comfortable as possible during their transition to freedom," the shelter said. "At this time, we are looking for spare bed pillows, so that women and children fleeing domestic abuse have a safe, comfortable place to lay their heads at night."

HUTCHINSON, Kan. — Buhler USD 313 announced their Teacher of the Year nominees on Wednesday.

The Elementary Teacher of the Year nominee is Mrs. Rochelle Napier.

The Secondary Teacher of the Year nominee is Mr. John Clark.

The Kansas Teacher of the Year Award recognizes and utilizes representatives of excellent teaching in the elementary and secondary classrooms of the state. Its mission is to build and utilize a network of exemplary teachers who are leaders in the improvement of schools, student performance and the teaching profession.

The last Buhler winner of Kansas Teacher of the year was Samantha Neill in 2018.

HUTCHINSON, Kan. — The Hutchinson community is invited to join the Hutch Chamber for the groundbreaking ceremony of the new Hilton Garden Inn Hotel. 

The event will take place on Monday, October 30, at 4:00 p.m., at the hotel's future location at 1715 N. Waldron, directly east of the Aldi’s parking lot.

This groundbreaking ceremony marks the beginning of an $18 million project. Local dignitaries, community leaders and the owner of Amber Hotel, LLC, Mr. Raju Sheth will attend. Sheth will share insights into the vision and purpose of the project at Monday's event.

The Hilton Garden Inn will have 112 rooms. Once construction is underway, it will take approximately 16 months to complete. The anticipated opening date is set for March 2025.

Groundbreaking for hotel project is Monday

HUTCHINSON, Kan. — After nearly two hours of deliberation, both hearing from the public and including lengthy comments from all five commissioners, the Board of Reno County Commissioners voted to hire Dr. Deanna Marshall of PrairieStar as the Medical Consultant for the county. 

As it turned out, the two commissioners who served while the board only had three members voted in favor of Dr. Scott Pauly's retention as the Medical Consultant, while the three commissioners whose terms started fully post-pandemic voted to hire Dr. Marshall.

First, a motion was made to hire Dr. Pauly by Ron Hirst and seconded by Daniel Friesen. That motion failed. Second, a substitute motion to hire Dr. Marshall was made by Jon Whitesel and seconded by Randy Parks. That motion passed on the 3-2 vote.

Ultimately, you could tell Don Bogner hadn't made up his mind before Wednesday either way and was trying to weigh all of everything from not only Wednesday's meeting but the previous public meeting Oct. 3 and the private interviews in making his final decision. 

At the end of the day, there will be a new person for the Board of Health to have answer to them if there are situations that require their decision-making.

Marshall hired as Reno County Medical Consultant

HUTCHINSON, Kan. — Kansas Honor Flight is holding a fundraiser event on Saturday in Hutchinson.

"Red, White and Stew, it's going to be at the Stringer Fine Arts building at Hutchinson Community College," said John Hooker with Honor Flight. "It's from 5 p.m. to 7 p.m. on the 28th. The public is welcome. Veterans eat free. If they bring their wife or significant other, we ask for a $7 donation."

Veteran Jeremy Ehart will speak and there will be a quilt raffle and a bake sale as well.&nbsp;The Kansas Honor Flight is an all-volunteer organization that works to honor Kansas Veterans of World War II, Korea, and Vietnam Era Veterans by providing them with an a FREE 3 day trip to visit their memorials in Washington, D.C.  They also get to visit Arlington National Cemetery, Fort McHenry and several other memorials.

"When I came back from being overseas in Vietnam, we did not receive the welcome that those from other wars had received," said Tom Angel with Honor Flight. "This is a way of kind of making up and giving us closure on what we missed out on. The experience is something that, it's very hard to describe. I was somewhat hesitant in the beginning on going, but now that I've gone, any Veteran should go and see the memorials that have been erected for them."

Kansas Honor Flight has been able to send thousands of Veterans to Washington, D.C.

"3,865 Veterans have taken this flight," Angel said. "The Veteran, the cost to the Veteran is nothing. We see a lot of father-son, father-granddaughter, taking their grandparents along. The smiles on their faces, when they see how their Veteran lights up. It's a three-day experience they'll remember the rest of their life."

The flight is chartered from Wichita to Baltimore, so you don't need to worry about the flight being canceled or delayed. Honor Flights happen four times a year.

I was somewhat hesitant in the beginning on going, but now that I've gone, any Veteran should go and see the memorials that have been erected for them."Kansas Honor Flight has been able to send thousands of Veterans to Washington, D.C."3,865 Veterans have taken this flight," Angel said. "The Veteran, the cost to the Veteran is nothing. We see a lot of father-son, father-granddaughter, taking their grandparents along. The smiles on their faces, when they see how their Veteran lights up. It's a three-day experience they'll remember the rest of their life."The flight is chartered from Wichita to Baltimore, so you don't need to worry about the flight being canceled or delayed. Lunch & Learn on Cybersecurity Thursday

HUTCHINSON, Kan. —&nbsp; Bretz Injury Law is excited to present the 2023 Ride Like MADD Poker Run happening in Wichita, KS on Saturday, November 18th. Registration will begin at 9:30 a.m. with engines starting at 10:30 a.m. 

The Poker Run will begin at Bikers Edge Powersports, 1201 E Central, Wichita, KS. Poker run stops include Cycle Gear, Jay Hatfield Honda Powerhouse, Savage Cycles, Freedom Road Cycles, and Twister City Harley-Davidson. The entry fee is $25/hand and $10 for each additional hand with donations also being accepted. All vehicles are welcome to participate.

Prizes will be awarded to the winning hand, the second best hand, and the worst hand. The winning hand will receive 25%, the second best hand will receive 15%, and the worst hand will receive 10%. The remaining 50% will be donated to MADD (Mother’s Against Drunk Driving) of Kansas. 

Door prizes, a free meal, and raffle prizes will be provided following the run at the last stop, Twister City Harley-Davidson. 100% of raffle proceeds will benefit MADD of Kansas.

Every year, Ride Like MADD honors a victim of drunk or impaired driving. This year, the ride honors Deputy Sheriff Sidnee Carter. Deputy Carter served with the Sedgwick County Sheriff's Office for two years before her life was tragically ended by an impaired driver.

After representing victims of drunk and impaired driving for over 30 years, Bretz Injury Law has witnessed the profound and enduring effects that impaired driving has upon families. As part of that process, the community is holding another in-person public open house where community members can view concepts for downtown and provide input on downtown’s future. Understanding the community’s desires for downtown is critical to this planning process.

All city residents and stakeholders are invited to attend the in-person public open house on Nov. 30, 2023 from 5:30 p.m. to 7:30 p.m. at Memorial Hall at 101 South Walnut.

The Downtown Hutch Master Plan will develop one, long-term, visionary plan for the future of downtown. The Plan will assess the current state of downtown; identify the downtown vision; identify downtown’s biggest assets and challenges; and set forth policies and concepts for future land use, development and redevelopment, transportation, downtown character, public spaces, operations, economic development, and more.
