Kan. — The Hutchinson City Council is continuing forward with the grant application to put roundabouts in place of bridges at the end of the Woodie Seat Freeway and to get rid of the bridge at Avenue B and close the road. 

Residents of the Bricktown neighborhood didn't refute that getting the grant would cost the city less, but they see it differently. Brock Wells of 212 West Avenue B believed they hadn't been listened to.

"In my opinion, there are more important things than money," Wells said. "That is relationships, okay? This is an opportunity to instead of blocking off B Street, which nobody in the neighborhood wants, to build a bridge and listen to the neighborhood."

Council member Jon Daveline looked at the bottom line.

"Unless there's a pot of money I'm not aware of, on a discretionary basis, we would be required to bond this project over time," Daveline said. "The local share of the federal match dollars for the $11 million project, the average payment on our bond and interest, would be $160,000 a year for 20 years. Talking a little bit with staff and the finance department, they indicate that if we don't plan on bonding as much as normal, and I'll get into that in a minute for 2021, we could hopefully keep that mill levy at a flat level. If we are not successful, or we choose not to apply for the grant, based on Mr. Peterson's estimate of the bridges only replacement and or repair, a very conservative number is about $7 million of local tax dollars that would have to be invested in the upgrade of the bridges itself. Your average payments on that $7 million would be $450,000 a year, versus $160,000 a year. What does that equate to, as far as the mill levy? It equates to a 1.44 mill levy increase over and above the 10.88, or a 13% increase in the mill levy, if we bond $7 million."

Mayor Steve Garza is against the roundabout proposal.

"You get me riled up, I speak," Garza said. "I'm riled up. I know roundabouts cost less and they cost less to run, but my opinion, we're talking about people. That is in their neighborhood. This is their neighborhood. I hope from now on that we do projects, we do projects that we inform the citizens and we have meeting after meeting after meeting to let them know what's going on."

City manager Jeff Cantrell said, as far as the federal match is concerned, it's all about the roundabouts.

"If there's a thought on the governing body's part, that we're going to apply and we're going to resubmit for bridges, don't waste your time," Cantrell said. "It won't happen, but you will have options going forward, if you are awarded, you will have to make that formal decision to accept the grant."

Cantrell has been told through back channels that the city's chance of getting a grant is much better this year. Council member Jade Piros de Carvalho said she had heard that it looks like the city of Wichita is likely not going to apply in this cycle, though that remains to be seen.

Woodie Seat grant application to go forward, despite objections

BARTON COUNTY —Two people were injured in an accident just after 5:30p.m. Monday in Barton County.

A 1993 Ford F-150 driven by Alan Foust of Geneseo was northbound on NE 10th Avenue at NE 100th Road, according to sheriff Brian Bellendir.

The driver failed to yield right-of-way and struck the driver side and trailer being towed by a westbound 2018 Nissan Titan and driven by Jeffrey Jacobs of Hoisington.

The Nissan rolled and came to rest on its wheels. Jacobs and a passenger in the F150 identified as Diana Helm also of Geneseo, both received non-life-threatening injuries. EMS transported them to Clara Barton Hospital in Hoisington, according to Bellendir.&nbsp; The sheriff's office reported no additional details.

Kansas State Fair General Manager Ed Berger reminded residents of the Fair Food and Tunes event coming up this weekend.

"We're very excited about it," Berger said. "We call it, kind of like a mini fair. It's Fair Food and Tunes. It's Saturday, April 10 from 11 a.m. to 9 p.m. and we're going to have entertainment that begins at 1 p.m. Every hour, we'll have a different entertainer. It's all going to be at beautiful Lake Talbott, something I don't think you want to miss."

The food will be what you remember, as well.

"We'll have Pronto Pups, funnel cakes, kettle corn, brisket, german sausage, hamburgers, adult beverages," Berger said. "That's about anything you could possibly look for as far as fair food. Again, it's kind of like a mini fair. The slide will be open. It's going to be an exciting time on Saturday."

People are coming in from a long way for the event, too.

"We've had so much interest in it, really across the region," Berger said. "I think we had a group from Colorado that said they were bringing in ten motorcoaches and they were going to be here for the event, for the entire event. That's the kind of interest and excitement we're getting with Fair Food and Tunes. We did something similar in August of last year. It was a great success."

It's free to attend, but some of the parking close to the venue is $5.

The National Weather Service office in Wichita has issued a Wind Advisory for Tuesday from 11 a.m. to 8 p.m. South winds will be sustained from 25 to 30 mph with gusts up to 45 mph  expected.

Gusty winds could blow around unsecured objects.  Tree limbs could be blown down and a few power outages may  result. A few stronger wind gusts may occur early  this morning before the more persistent, and strong, wind gusts  develop mid to late morning.

Use extra caution when driving, especially if operating a high profile vehicle. Secure outdoor objects.

Wind advisory in effect Tuesday

RICE COUNTY —Crews continued to monitor hot spots on a large wildfire in rural Rice County overnight.

The fire was 50-60 percent contained as of 5 p.m. Monday, according to Rice County Emergency Management Director Greg Klein. The wind was expected to change direction Tuesday.

The fire started from a controlled burn that had been done Saturday on a quarter section of land northeast of Nickerson.

There were no injuries reported, according to dispatch early Tuesday.

The biggest challenge for fire crews in the wind Monday was working to contain the north edge of the fire at approximately Avenue T between 27th and 29th, according Rice County Emergency Management Director Greg Klein.&nbsp; The fire is 50-60 percent contained, but the wind is expected to shift again Tuesday.&nbsp;

Klein still estimates approximately 1800 acres burned.&nbsp; Fire crews also did a controlled burn on 360 acres early Monday in anticipation winds they are fighting Monday.

Roads in the area are open as fire crews continue monitoring a lot of hot spots and a half a mile of fire was still burning.&nbsp; Possibly one outbuilding but no other structures have burned. Klein reported no injuries.

Fire crews from Sterling, Alden Chase, Geneseo, Windom, Little River, Marquette, Hutchinson, Nickerson, So. Hutch and Tanker 95 from the Kansas Forest Service are among those assisting.

McPherson County sheriff's deputies were assisting with traffic control on the county line at Plum and Buckskin Road until early Monday.

Buckskin or Ave V&nbsp; that runs from just south of Inman west towards Sterling was closed temporarily while fire crews worked.

Update: Crews continue to fight grass fire in Rice County

HUTCHINSON, Kan. — The Hutchinson USD 308 School Board has hired a Director of Communications and Marketing, again. The board approved the hiring of Marissa Meis. She replaces Sidnei McCarty who resigned before even taking the position she was hired for last month.&nbsp;

“Marissa interviewed with us last time,” Superintendent Mike Folks said. “Last time we were very high on her."

Meis currently holds a similar position with the Topeka School District. As for McCarty, who was originally hired by the district in March, it was her refusal to work outside of the home that led to her resignation.

“Sidnei communicated with us over spring break that she would prefer to work remotely, and asked if that was a possibility,” Folks said. “We said no. As Director of Communications and Marketing we that person definitely needed to be on site.”

When asked if that would be a problem, McCarty said it would and immediately tendered her resignation. That resignation was also approved by the Board Monday night.

Folks said they were on the phone to Meis the next day and offered her the position which she accepted.

USD 308 Hires new Director of Communications and Marketing

HUTCHINSON, Kan. — A local sporting equipment manufacturer is about to expand its footprint. First Team Sports, Inc., is preparing to expand its facilities by 27,000 square feet. First Team has been in Hutchinson since 1996, but Vice President Jeff Roth admits that many don’t know about the company located just west of the airport on Corey Road.

“First Team is a manufacturer of indoor and outdoor sports equipment,” Roth said. “We focus primarily on basketball, volleyball, soccer and football equipment.”

The company also provides indoor and outdoor tennis and pickleball equipment, and safety padding for indoor and outdoor sports. The company uses outside contracts to manufacture subassembly parts that are then assembled and packaged in Hutchinson for shipping. After an expansion about six years ago, Roth says they need more space once again.

“We’ve needed more space for several years,” Roth said. “Last year was a great year for us and, as a result, we finally felt comfortable as kind of a tipping point for us to just go ahead and pull the trigger.”

Roth says it comes down to providing better service to customers both nationwide and around the world.

“Seems like any time you build a building, it’s never large enough for your requirements,” Roth said. “But at any rate, we feel like this additional space will allow us to create new efficiencies for our company.”

Roth says that includes getting things out at a fast pace.

“We do have a diverse product line and customers ever-increasingly want their orders quicker and quicker,” Roth said. “With the additional space, that just allows us to carry those large inventories that allow us to keep product going out the door.”&nbsp;

Roth says, if all goes as planned, construction will start by the middle of the summer and be completed by the end of the year. It will mean a small addition to the company’s workforce. First Team employs 10 workers and plans to increase that to as many as 14 within a year following the expansion.

First Team prepares to expand

HUTCHINSON, Kan. — The Reno County Health Department reports that over a quarter of Reno County’s population has received at least one dose of the COVID-19 vaccine.&nbsp;

Daily vaccinations continue at the First United Methodist Church clinic, 101 East First Ave. They will also be hosting a clinic for the Johnson &amp; Johnson single-dose vaccine on Wednesday, April 14, from 8:30 a.m. to 1 p.m. at the Hutchinson Sports Arena. They have 1,000 doses available for ages 18 and over. The vaccine is free to any Reno County resident, regardless of citizen status or insurance. While the Reno County COVID-19 case count is declining, mitigation methods are still important to keep the trend moving in the right direction.  </figure>HUTCHINSON, Kan. — The Reno County Health Department reports that over a quarter of Reno County’s population has received at least one dose of the COVID-19 vaccine.&nbsp;Daily vaccinations continue at the First United Methodist Church clinic, 101 East First Ave. They will also be hosting a clinic for the Johnson &amp; Johnson single-dose vaccine on Wednesday, April 14, from 8:30 a.m. to 1 p.m. at the Hutchinson Sports Arena. They have 1,000 doses available for ages 18 and over. The vaccine is free to any Reno County resident, regardless of citizen status or insurance. J and J vaccine now available in Reno Co.

SALINE COUNTY—A Cheney man was injured in an accident Sunday night in Saline County.

According to the Saline County Sheriff, a black 1998 GMC pickup driven by Timothy Sigwing, 19, of Cheney, was northbound on U.S. Highway 81 just north of Salina. 

&nbsp;Sigwing fell asleep and the pickup drifted off onto the shoulder. The pickup then returned to the road, rolled and came to rest on its wheels in the northbound lanes.

EMS transported Sigwing to the hospital in Salina for treatment to his head and legs, according to Soldan. He was properly restrained at the time of the accident, according to Soldan.

Sheriff: Cheney man hospitalized after pickup rollover crash

HAVEN, Kan. — The Haven City Council will meet Monday evening where they will go over the Kansas Power Pool surcharge.

The surcharge is being implemented to replace cash reserves of the power pool after they were depleted during the extremely cold weather. At the last meeting, the council heard from Mark Chesney who told the council that the cost to the pool from the cold weather was around $18 million. With the city of Haven representing about 13.5% of the pool the city’s cost is around $275,000.&nbsp;

Rather than pass the cost along to KPP members, the board voted to place a storm surcharge of $.01/kWh to replenish KPP cash reserves. Chesney says it will take about two years for the charge to replenish the cash reserves.

For the month of February the total charged to the city is around $9,000. Passing that onto its customers would amount to that $.01 per kWh that the KPP wants. The proposal must gain approval by the council during tonight's meeting which begins at 7 p.m. via Zoom.

Representative Tracey Mann opens Manhattan office

HUTCHINSON, Kan. — The Hutchinson City Council will once again go over a short list of condemned or unsafe buildings during Tuesday’s agenda session.&nbsp;

One of the properties that is being discussed is the old liquor store located at 840 E 4th Avenue.

According to the city building department, the property owner has discussed the plan to rehab the building. They are currently working with licensed contractors regarding the electrical and roofing.&nbsp;

According to the report that will go before the council, some roofing and inside clean-up have been done. The owner is planning on moving a new liquor store business into the building. The building was to be demolished. The city is now asking that it be taken off that list.

Also Tuesday, the council will take action on a request from Steve Petermann of Salt City Brewing Company to hold a special event on Main Street. The event would require closing off all but one lane of Main between 5th and 6th Avenue on April 24th. The council will go over the final plat for the Woodland Park Townhomes which will be located just northwest of the Dillons Marketplace store along East 34th Avenue.

Tuesday’s meeting of the Hutchinson City Council begins at 9 a.m. at the Hutchinson city offices.

Kan. — Members of the NJCAA Tournament Committee know that seating for this year's event is a little different than past years, but they are still excited to have a tournament again.

"We're using all sections," said tournament chairman Ron Chadwick. "To be honest with you, the blue have gone pretty well, of the ones we have sold. It may be the red or the yellow, but we'll do everything we can to get you where you want to be."

All tickets this year are electronic tickets.

"You won't have an assigned seat in that section," Chadwick said. "Until that section fills up, due to social distancing, you will be somewhere in that section when you go on to our digital ticketing, which is new to us this year and purchase your ticket."

Single session tickets for NJCAA Tournament on sale Monday

The Hutchinson Public Library is planning to commemorate National Library Week this week. Library Workers Day is Tuesday.

"We have a dedicated staff of full time and part time folks who really, I think, do a wonderful job trying to get the library to be the best it can be," said Gregg Wamsley with the library.

There really was no guidance on how to operate the library in a pandemic, so staff had to quickly do as much research as possible into safety practices.

"A lot of what we have done so far have been activities and ideas and things that came right out of our workforce, our staff members," Wamsley said. "We didn't have a whole lot of guidance beyond our four walls, so to speak."

Within about a week after the stay at home order ended, the staff was able to implement cleaning protocols, develop a quarantine and disinfecting system for returned materials and offer a library material pick up service, provide at home research services, provide free copying, scanning and faxing and more. The library also moved the wi-fi positions so that they could be used outside the building, and increased wi-fi hours to 6:00 a.m. to 10:30 p.m. 

"One of the biggest things, once we were able to open the building, was to be able to provide public computer access," Wamsley said. "Our staff came up with a really great way of doing it safely and we've been doing that now since last July. It's worked wonderfully well. We've helped countless people."

The library has helped approximately 175 people per day with all services since their reopening on July 8, 2020. Almost 38,500 people have visited the library in person since then.

National Library Week gives Hutchinson Public Library a chance to thank employees

A couple years ago I was at an event where a fellow Farm Bureau staffer from another state lamented he spent so much of his time dealing with the legislative process, there wasn’t much of a chance to really fight for agriculture.

I certainly admired his passion, but I believe “fight” was an unfortunate word to use. I’m not suggesting political fights aren’t necessary, rather I think they should be treated like real fights and saved for the rare instances when other options have been exhausted.

Both passion and perspective are required to effectively engage in politics. Far too often we are led to believe passion is equal to rage and rage is evidence of righteousness. The problem is rage overpowers our ability to reason, overwhelms our logical capabilities and overthrows our perspective.

People get so worked up looking for a fight, they begin tilting at windmills and let true threats go by unnoticed. Immediate gratification and instantaneous reaction supersedes information gathering and seeking deeper understanding. Part of this is most of us only have a limited understanding of what’s going on outside of our immediate lives. Sometimes just keeping track of my wallet and keys seems like a full-time job, let alone navigating the daily workings of a county commission, state legislature and the federal government’s vast bureaucracy. Never mind the social media rabbit trail I get lost on for hours at a time.

The problem with only having just the surface-level view of issues is we’re swayed by our previous experiences. As humans we’re hardwired to fill in gaps with our biases and prejudices. That serves you well when you’re walking through the woods and see something slithering along the trail.

Humans use the same fight or flight response when dealing with each other. We see safety in those who think and act in similar ways to ourselves, and we perceive danger in those who don’t. Nowhere is this more true than on social media.

These platforms are great for a variety of things but fostering a deeper understanding of political issues isn’t one of them. People allow their emotions and experiences to drive the discussion once a position is taken. We then ascribe all sorts of ulterior motives to those with different ideas as insular tribes form around issues and devolve into fights because this is the surface level of political discussion we see on TV.

In reality, even the smallest issues are incredibly complex, and solutions are difficult even in areas where there’s broad consensus. Our instinct is to perceive disagreement as a threat, which tricks us into believing we have two options: fight or flight.

There’s actually a third option and that’s to allow for uncertainty. It’s OK to believe those who disagree with you are sincere in their beliefs. Their experiences, biases and prejudices have led them to different policy prescriptions. But they are still human and experience all of the same emotions you do.

Fighting consumes not only time and energy, but also credibility. Brawling over every issue is a good way for others to quickly ignore you. Engagement requires perspective, logic and reason. And perseverance.

The best way to fight for agriculture is to develop a passion for the mundane things like talking to legislators and policy makers about our experiences, taking the time to provide feedback on issues that affect us, becoming educated on the issues before us and, maybe the most difficult of all, keeping our minds open to new ideas. We won’t resolve every issue, but these are the necessary steps before gearing up for a real fight.

According to information from the Storm Prediction Center in Norman, Oklahoma, central and southeast Kansas could see the potential for a few severe storms on Tuesday.

Primary uncertainty as of their early Monday forecast is thunderstorm coverage and will   ultimately be related to several factors.&nbsp;

Slight risk of severe storms possible Tuesday

HUTCHINSON, Kan. — Hutchinson firefighters worked three separate brush fire calls on Saturday, a 40-acre brush fire in the 8600 block of East 4th, an assist to Reno County Fire District 3 at Dean Road and 17th and in the 2200 block of Mayfield Road east of Hutchinson.

They also were sent out for mutual aid on a <a href="https://hutchpost.com/posts/40f5853c-6416-4dbb-aaa0-0c837dbbacf1">Rice County grass fire</a> that flared up Sunday evening.&nbsp;

No injuries or structural damage were reported in any of the Reno County fires.

The National Weather Service is advising that conditions are still conducive to the spread of any fires that develop early this week. 

According to Monday morning's Hazardous Weather Outlook, the Grassland Fire Danger Index will reach the Very High category on Monday for much of central and southern Kansas. Outdoor burning is discouraged.

Strong south winds are likely Tuesday, followed by strong northwest winds Wednesday. On both days, gusts of 40 mph, or greater, will be possible.

The strong south winds will elevate the Grassland Fire Danger Index into the Very High category on Tuesday for parts of central Kansas.

NFIB-Kansas State Director Dan Murray is pleased that Gov. Laura Kelly signed a bill late last month to allow for more oversight of property tax changes.

"This is a property tax transparency bill," Murray said. "It would require local taxing entities to inform their taxing population and hold hearings if they intend to allow revenues to increase based on property valuation increases alone."

In previous years, some local entities have prided themselves on not raising the mill levy, while actually raising taxes through valuation increases.

"We think it just provides an additional voice for small business owners and residents in the process, in terms of what many consider to be the most hated tax, the property tax," Murray said. 

This would require mailing notification to taxpayers, holding a hearing on the proposal and then voting to accept the increase.

NFIB-Kansas praises new property tax transparency bill

The Hutchinson Art Center is trying to keep kids involved with art this spring even as they prepare to bring back more in person events.

"Our Virtual Art Camp is being led by art instructor Hannah Beam," said Jacelyn Chambers with the Hutchinson Art Center. "We are releasing new videos every weekday on our <a href="https://www.youtube.com/channel/UCa2MwUP0D-1RYN5j8OMm0mg">Hutchinson Art Center Youtube page until April 23rd</a>. These are just really bite size pieces of artistic learning and artistic exploration for young artists to get their feet wet again."

One of the many things canceled last year because of the pandemic was the Hutchinson Art Fair. It will be back in May.

"The Hutchinson Art Fair is a gathering on the Kansas State Fairgrounds at the Sunflower South Building," Chambers said. "We typically feature over 50 art vendors. In the past, we've had live music, which we plan to bring back. We've had some sort of concessions. This year, we're hoping to get some food trucks outside for this event. In the past, we've had anywhere between three to five thousand people in attendance."

Art center continuing virtually and preparing bigger in person events

The radiation oncology staff at the Chalmers Cancer Treatment Center, part of the Hutchinson Regional Healthcare System has seen a lot of changes in their approach over the last several years.

"The tools have changed greatly in the 30 years that I've been doing this," said clinical coordinator Joe Dyer. "The machines kind of look the same, but the technology that drives them is a lot different. The delivery that we do with the radiation is different, too. Back when I was in school, if the doctor would draw, oh a one centimeter margin around the tumor, that was considered accurate. Now, it's, you know, we work in millimeters or sub-millimeter, sometimes a zero margin, if you will."

The process starts with an appointment with a radiation oncologist, who decides how much radiation to give. A medical dosimetrist plans out the logistics to make that happen.

"My role in the team is to develop and generate a radiation treatment plan that will be delivered daily by the radiation therapist," said medical dosimetrist Trisha Bigelow.

Radiation therapists then have to manipulate the body and the machinery to be sure the radiation is hitting exactly where the unhealthy cells are, while preserving non-cancerous tissue.

"They are marked, we usually give them tiny tattoos," said radiation therapist Fred Cole. "We have laser lights at the machine that we use to line up those marks with and we roll the patient, tug them, push them, til we get those lined up. Then we can take an image out at the machine and further adjust that patient by adjusting the table, in, out, left, right, up, down, whatever we need to do to make that target match and then we can do a treatment."

Though there are many different types of cancer that can require radiation therapy, the type they see a lot is lung cancer along with cancer in the head and neck and in some of those cases it is lifestyle choices like tobacco use that have contributed to their diagnosis and thus their need for the therapy.

Kan. — Creighton University Economist Ernie Goss is concerned about the increased government spending being made under the auspices of infrastructure improvements.

"They're slipping in, that's both Republicans and Democrats, slipping in a lot of spending that you couldn't get through during a normal period," Goss said. So the size of government is going to get, it is getting much larger. Of course, it would mean that the size of business, the business sector, would get relatively smaller, in terms of the overall economy."

The economy is still growing, though, if businesses can find people.

"We've got an issue with finding and hiring qualified workers," Goss said. "Included in the latest stimulus package, the $1.9 trillion, is $300 add on to those who are unemployed, in other words, take your normal unemployment compensation and add on $300. That's going to incentivize a lot of workers to just stay on the sidelines."

Goss believes the regrowth of the economy is going to happen.

"The Biden administration has set a real low target, that we'll get back by 2022 or 2023," Goss said. "I think we'll be back there well before 2023."

Goss does have a concern about inflation, though and sees that as something the Federal Reserve will need to pay attention to.

Goss: Government spending, inflation concerns despite growing economy

NICKERSON, Kan. — The Nickerson USD 309 School Board will have a pair of meetings next week. The board will hold its regular agenda session on Monday.

As part of Monday's meeting, the board will go over several personnel matters and discuss the purchase of furniture for the South Hutchinson Elementary School and take action on issuing a request for proposal for the purchase of a used bus.&nbsp;

The board will also hear the usual reports and discuss <a href="https://hutchpost.com/posts/ff78c6b3-5a4d-4ffd-ab54-99c0a3334fe1">the superintendent search</a>.

The second meeting is set for Wednesday. The board will go into executive session, at which time it will go over the list of candidates for the superintendent position. Plans are to begin interviewing candidates for the job the week of April 12.

Monday's meeting begins at 7 p.m. with Wednesday’s special meeting also at 7 p.m. Both will be at the district offices at 4501 W. 4th Ave., just west of Fun Valley.

USD 309 to hold a pair of meetings next week

When people shop locally, it's a positive for the community, according to local administrative officials. The sales tax numbers for the City of Hutchinson and Reno County not dropping as a result of the pandemic has allowed local government to do more than they thought they might be able to.

"We're going to be able to look a little more seriously at our replacement schedule of rolling fleet stock," said Hutchinson City Manager Jeff Cantrell. "It has an impact on positions that are funded through the general fund. One of those recent discussions related to the Human Relations Officer. Before, that was kind of a budget dilemma. Now, we really don't have that budget pressure that we anticipated having. We're really pleased about that."

County Administrator Randy Partington's office isn't as sales tax dependent as the city is, but he's still pleased to see the numbers in the right direction.

"People are spending more money in Reno County," Partington said. "With the slowdown because of COVID and some stores being closed or restricted with their hours, I'm not sure what has caused that, but it is great news. That will be great if residents continue to shop here locally. The more we buy here locally, the better off for everyone."

The hope is that those who started new buying habits because of the pandemic will keep them up now that they know they can get what they need locally.
