HUTCHINSON, Kan. — Hutchinson Fire battled a small brush fire just north of the city Friday afternoon in the area of 43rd and Lorraine. 

No word was given on any injuries or damage. 43rd from Lorraine to Panorama and 56th from Lorraine to Halstead were closed to traffic briefly on Friday afternoon.&nbsp;

Friday's combination of strong south winds and low relative humidity prompted a Red Flag Warning.

HFD battles grass fire Friday afternoon

HUTCHINSON, Kan. — Hutchinson USD 308 announced Friday that they will partner with Boys and Girls Club to offer an opportunity for students to attend the Summer Salthawk Adventure Camp.&nbsp;

The weeks will consist of four learning days, Monday through Thursday. The district will offer two three-week sessions June 7 to 24 and July 6 to 22.&nbsp;

The camp will offer core content through STEM, Project-Based Learning and interest-based activities. Elementary sessions will run from 7:30 to 11:30 a.m. Middle School will run from 7:30 a.m. to&nbsp; 2:30 p.m. Breakfast and lunch will be included.

USD 308 and Boys and Girls Club to offer summer camp

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will look over several current ordinances on Monday that Interim City Administrator Larry Paine says need some touching up.&nbsp;

One of those deals with new fees for fireworks stands. Recent action by the board raised fireworks stand fees from $2,500 to $3,000. Paine says he wants to make the fireworks fees part of a resolution that would make it more streamlined for the county to make any necessary changes.

There is also talk of trying to put a little more bite into the current ordinance regarding large vehicle parking on residential streets. City ordinance prohibits semis, trailers, buses and other such vehicles weighing over 16,000 pounds from being parked beyond two hours unless they are loading or unloading merchandise and a permit is issued.

Paine says the city could start issuing warnings for those who violate that ordinance, then after a period of time citations would be issued.

Monday's South Hutchinson city Council meeting begins at 6 p.m. at the South Hutchinson city offices.

South Hutchinson City Council meets Monday

Reno County Administrator Randy Partington is working through the process of narrowing candidates down for the county's Human Resources position.

"Right now, there's nine applicants that I need to look through the resumes to see what they look like, what the qualifications and experiences are," Partington said. "We're always looking for ways to be more efficient."

Partington knows that job isn't one everyone has the skill set to do.

"With the HR director, it is a very strategic position with the county," Partington said. "I'm going to take my time in looking through the applications and resumes and having an assessment center type of interview process, to bring in, maybe some community members, department heads and other people."

The HR director has to be able to balance the legal requirements of the job and the public facing parts of the job successfully.

"They work on policies that go before the commission, they work with me, they work on behalf of the employees, but also ride the fence and work on behalf of the organization," Partington said. "There's a lot of different issues, items and people that they have to deal with."

Partington didn't give a timetable for how long the process of hiring might take.

Partington looking at resumes for County HR position

Democratic State Rep. Jason Probst said most of the preliminary work has been done that takes place before first adjournment in the Kansas Legislature.

"This last week, we spent most of our time debating bills on the floor that had come out of committee," Probst said. "Committees really didn't meet, except for a few of those exempt committees, like Fed and State and Appropriations. That work's done, we've passed out most of the bills and next week, we'll move out into conference committee week."

Getting bills to this point in the process is a bit of a double-edged sword.

"There's kind of a saying around the capitol that if you just move the bill along in the process, that's the important thing," Probst said. "They'll say, if you're not completely happy with the bill, just get it to conference. I don't quite trust that, because I've seen some really complicated and confusing things come out of conference committee and a bill that I thought might come out of conference better often comes out worse."

One such amendment that will likely come out in conference is a two-percent across the board cut to the state budget that passed on a voice vote in the House earlier this week. It was proposed by Democrat Henry Helgerson of Wichita.

"Essentially, what it is, is six people, three from the Senate, three from the House doing a good deal of horse trading, where the House says, we really want these things and the Senate's saying, we really want these things," Probst said. "They start bargaining on which things are going to fall to the floor and which things end up in the bill and sometimes it's a little bit jarring and alarming what ends up in the final bill that we have to vote on."

Conference committee reports, once they come to the floor, can not be amended. Those are voted on up or down and if they are voted down, another conference committee is appointed.

The National Weather Service in Wichita has issued a Red Flag Warning for extreme grassland fire danger, which is in effect from noon today to 7 p.m. this evening.

Extreme Grassland Fire Danger is forecast, with winds from the South at 20 to 30 mph, gusting to 40 to 45 mph. Relative Humidity will be as low as 22 to 25%.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity and warm temperatures can contribute to extreme fire behavior.

The positive test rate number for Reno County has bounced back up a bit, even as case count continues to go down.

According to information on the Reno County dashboard Thursday, the 14-day positive test rate as of March 28 was up to 3.8%, with a 14-day new case total of 19, so schools will remain in the green for the coming week.

There are 12 active cases in Reno County as of Thursday. The last time cases were this low was the first week in July. 139 people have had their deaths classified as COVID-related. Just two of those deaths have occurred in the last 30 days.

Out of 7,750 total cases since the beginning of the pandemic, there have been 7,599 recoveries. There are 8 clusters still being monitored. None of the cluster types have documented cases currently visible on the dashboard.

Two Reno County residents are in the hospital with COVID-19. There have been 368 hospitalizations total and 103 ICU admissions.

Drive-thru testing is currently available at the Kansas Cosmosphere at 1100 N Plum in Hutchinson.

Schools still in the green for the coming week

HUTCHINSON, Kan. — The Hutchinson/Reno County Chamber of Commerce will host its second legislative forum for the 2021 legislative session on Saturday, April 10, at the Fox Theatre. The event will also be live-streamed on the <a href="https://www.facebook.com/HutchChamber/">Hutch Chamber Facebook page</a>.

A special appearance by U.S. Sen. Roger Marshall will begin the forum from 9:00 a.m. to 9:30 a.m., which will give everyone a chance to hear about national-level issues that are being discussed.&nbsp;&nbsp;

Then from 9:30 a.m. to 11:00 a.m., the Reno County legislators will begin their dialogue about topics of interest here in Kansas. The Reno County legislators invited to participate are Sen. Mark Steffen, along with Reps. Joe Seiwert, Paul Waggoner, Jason Probst and Michael Murphy.&nbsp;&nbsp;

Next legislative forum is April 10

HUTCHINSON, Kan. — Hutchinson Fire Department Chief Steve Beer says the favorable weather Wednesday allowed fire crews to get more control of the two wildfires that erupted in the county on Monday.&nbsp;

As of Thursday morning, both fires were 95% contained. Crews are still monitoring both fires as the winds are forecast to pick up again on Friday.

Township crews were also out repairing some of the township roads that saw lots of heavy traffic during the fire, especially along 108th Avenue.

Beer also said he wanted to thank all of the volunteers, companies and restaurants that provided support and food. Beer released the names of those below:

Fires now 95% contained, but eyes are on Friday's windy weather

NICKERSON, Kan. — Representatives with the Kansas Association of School Boards met with patrons, teachers and stakeholders in the Nickerson USD 309 School District on Wednesday as the district continues its search for a new superintendent.

According to Sue Givens with the KASB, the meetings went well. Givens says the meetings were very positive and many were in agreement on two key abilities of the next superintendent — a person that can communicate and a person that can unite the district.&nbsp;

The second could prove a challenge with a deeply-divided district and a board that has been reluctant to budge in its stance on things. It’s a board that was deeply divided over the failed bond issue.&nbsp;

Although she could not release details, Givens said the response to the vacancy has been good. Tentative plans are for the USD 309 board to hold an executive session next week to get a list of finalists, then begin those interviews the week of April 12 with the new superintendent named before the end of the month.

USD 309 hears report from KASB on superintendent search

HUTCHINSON, Kan. — The new transportation infrastructure plan could mean the largest increase in Amtrak rail passenger service since the railroad came into being 50 years ago.

The Amtrak Connects US plan would bring back service to Wichita with the extension of the Heartland Flyer from Oklahoma City to Newton. The route has been studied for the past several years, but this is the most traction it has received. Currently, Amtrak runs bus services from Newton to Oklahoma City.

Amtrak again looking to expand in Kansas

Kansas U.S. Senator Dr. Roger Marshall is concerned about the budget priorities being shown by the new so-called infrastructure proposal President Joe Biden announced this week.

"I think they should call this the grab your wallet, raise your taxes bill," Marshall said Thursday. "It's certainly anything but infrastructure. Only six percent of this bill is going to go to typical infrastructure like roads and bridges, things that you and I think of as infrastructure."

Senator Marshall sees this as something else entirely.

"The rest of it is really a hodgepodge and a lot of it Green New Deal," Marshall said. "Their idea of infrastructure would be to put a wind turbine in everyone's backyard, a solar panel on every roof and an electric charger for cars at every street corner. I just don't think that is what America is ready for."

There are many other priorities that could come first, in Marshall's view.

"We've got plenty of challenges with our roads and bridges," Marshall said. "Frankly, high speed internet would be my next big project. Of course, there's plenty of water and sewage issues for many of our communities as they are aging out. I'm pretty disappointed."

Marshall notes that there has been progress on carbon emissions already. We're at 14 percent less than a decade ago without the kind of measures being proposed in this legislation.

Marshall: Biden's infrastructure bill isn't really about infrastructure

HUTCHINSON, Kan. — While the County Commission has eliminated the states mask mandate at the local level, those who use RCat bus service will still have to wear masks.

“We are required by federal law to continue to require masks for our riders, our drivers, all of our staff,” Lilyhorn said. “And we will be under that mandate until they lift it.”

RCat was shut down at times due to pandemic but Lilyhorn says that they are seeing a slight uptick in ridership now that the pandemic appears to be easing.

“Ridership has been...remarkably steady,” Lilyhorn said. “Our regular riders who rely on us for transportation have continued to use us throughout.”&nbsp;

Just in case there is some confusion over the mask order, Lilyhorn says they do have masks available for any rider who doesn’t have one:

“We have one for them if they don’t have one when they get on the bus,” Lilyhorn said. “That’s a practice we have had ever since masks became available to people, so that really hasn’t changed.”.&nbsp;&nbsp;

Lilyhorn says they continue to practice social distancing on the buses and will continue to operate under the federal CDC standards.

Boys and Girls Clubs of Hutchinson golf tournament sold out

Hutchinson City Manager Jeff Cantrell noted that the policy discussion on the proposed changes to the Woodie Seat Freeway will continue at Tuesday's Hutchinson City Council meeting, but its important to understand the challenges the governing body faces.

"That's something that we're having to wrestle with," Cantrell said. "It's very expensive. We're potentially looking at $9 to $13 million to resolve that issue. Obviously, if we did that locally, out of our own coffers, that would knock our CIP down for anywhere from six to seven years, and so the opportunity to secure this grant is something that we take seriously."

Part of what makes the city's application stronger is the use of roundabouts in the construction plan.

"Our high scoring was a result of sustainability," Cantrell said. "I've never really met anyone that says, man, I just love roundabouts, they're awesome. The truth is, roundabouts are affordable, they're sustainable. You don't have to do any signalization maintenance on them. So, that is one of the high scoring features of our application and I really sense that we would not be taken seriously if we came across with an application that petitioned for reconstruction of bridges that are antiquated."

The city has been told that they have a good chance of getting the federal money with the dual roundabout application.

"From what I understood, the last time this application went through, politics played a considerable role in it, as you might imagine," Cantrell said. "A lot of those dollars went to swing states. We recognize that and were told that."

Though local policymakers may want to find a way to compromise with those in the Bricktown neighborhood who really don't like the project as planned, in order to save all city taxpayers from having to bear the full load of the bridge replacement, they may not have a choice in the matter.

Cantrell: Governing body has much to weigh in Woodie Seat construction issue

Dumpsters will be placed around the city for disposal of unwanted items April 24 and 25 free of charge. There are some limitations to what can be disposed of. 

Items that need to be taken to the Reno County Landfill include mattresses, tires, tree limbs, leaves and grass clippings, household hazardous waste and large metal items like appliances, bicycles and lawn mowers.

Kansas Gov. Laura Kelly's office announced earlier this week that the state's tourism department will officially become a part of the Department of Commerce. It had previously been together with Wildlife and Parks.

"Visit Hutch is very supportive of this move because the marketing efforts of the Kansas tourism division are designed to attract new visitors and revenue into the state, while the department of commerce efforts are designed to attract new business and revenue into the state," said LeAnn Cox with Visit Hutch. "This move will provide more opportunities for a coordinated effort for business development and attraction development.  Tourism and economic development will be partners in growth instead of competing for scarce resources."

Residents are still encouraged to continue to use online options for paying bills, applying for&nbsp; permits, and watching council meetings when possible.&nbsp;

Both staff and visitors are asked to observe good hygiene and social distancing&nbsp; guidelines. The city also asks that no one enters or uses city facilities who has a fever or&nbsp; is exhibiting symptoms of COVID-19.&nbsp;&nbsp;

In-person City Council meetings will once again open to the public on April 6. Meetings&nbsp; will continue to be streamed live on Cable Channel 7, YouTube and Facebook. Zoom will also remain an option for those who would like to take part in open comments at the April 6 meeting.&nbsp;

Advisory Committees may resume in-person meetings at the discretion of the Chair. HUTCHINSON, Kan. — The Reno County Health Department says there has been an increase in fatal and non-fatal drug overdoses in Reno County, including three in a 24-hour period.&nbsp;

In March there were a total of 28 overdoses, two of which were fatal. This rapid increase likely involves synthetic opioids with illicitly manufactured fentanyl. This is also suspected to be mixed in other substances including methamphetamine, heroin, and fake pills made to look like OxyContin.

The Reno Recovery Collaborative has a coalition focused on work to prevent, educate, and support citizens of the community who have a substance misuse disease or are family members. Thanks to the continued efforts of this group, the Reno County Health Department can collect data of the events in real time and issue alerts. They have been tracking data of suspected overdoses since Oct. 1, which can be found on the dashboard here: <a href="https://arcg.is/Ki9OX">https://arcg.is/Ki9OX</a>.

Following in the steps of the CDC’s nationwide Health Alert issued Dec. 17, 2020, the Reno Recovery Collaborative recommends the following steps and strategies for the community on an organizational and individual level:

· &nbsp; &nbsp; &nbsp; &nbsp; Naloxone (Narcan) education, trainings, and availability&nbsp;

· &nbsp; &nbsp; &nbsp; &nbsp; Encourage more people to carry naloxone (Narcan)&nbsp;&nbsp;

MCPHERSON COUNTY —One person was injured in an accident just before 9 a.m. Wednesday in McPherson County.

The Kansas Highway Patrol reported a 2017 Honda Civic driven by Layton Redell Cobb, 30, Galva, was northbound on Interstate 135 just north of Arrowhead Road.

The car crossed through the center median to the southbound lanes of Interstate 135, struck the guardrail on the west side of the interstate, crossed back through the median to the northbound lanes, traveled into the ditch through the KDOT fence on the east side and struck multiple trees in a nearby field before coming to rest.

EMS transported&nbsp; Cobb to the hospital in McPherson. He was properly restrained at the time of the accident, according to the KHP.

Kansas man hospitalized after McPherson Co. crash

HUTCHINSON, Kan. — Mercury 7 and Apollo 1 Astronaut Gus Grissom would have celebrated his 95th birthday April 3.&nbsp;

While Grissom never got a chance to see what the Cosmopshere has to offer in the space race, his legacy certainly lives on there with the Liberty Bell 7 spacecraft on display.&nbsp;

“It’s an exciting day to celebrate one of the icons in early man space exploration,” Cosmosphere President Jim Remar said. “Obviously a pretty close tie to the Cosmosphere.”&nbsp;

Grissom was the second American astronaut to go into space. But the mission took a turn for the worst when the spacecraft was lost at sea until 1999.

“In the final checkout after splashdown, the hatch blew prematurely and water flooded the capsule,” Remar said. “Grissom survived, but the capsule sank. In 1999, the Cosmosphere, along with the Oceaneering and the Discovery Channel, recovered the capsule, brought it back here, we restored it, and it is now part of the permanent collection of the Cosmosphere”

While you can see the Liberty Bell 7 at the Cosmopshere right now, the spacecraft will be going on tour later this summer.

Remar did not say if the capsule will stay in Latin America after that or return home. Not only does the tour promote the Cosmosphere, it also provides needed revenue for the museum to operate and offer the many programs it does. Like always, Remar does get a little nervous when such an artifact leaves the museum for another destination.

The Cosmosphere is one of only two space museums with a flown space craft from the Mercury, Gemini and Apollo missions.

 </figure>By ROD ZOOKHutch PostHUTCHINSON, Kan. — Mercury 7 and Apollo 1 Astronaut Gus Grissom would have celebrated his 95th birthday April 3.&nbsp;While Grissom never got a chance to see what the Cosmopshere has to offer in the space race, his legacy certainly lives on there with the Liberty Bell 7 spacecraft on display.&nbsp;“It’s an exciting day to celebrate one of the icons in early man space exploration,” Cosmosphere President Jim Remar said. “Obviously a pretty close tie to the Cosmosphere.”&nbsp;Grissom was the second American astronaut to go into space. But the mission took a turn for the worst when the spacecraft was lost at sea until 1999.“In the final checkout after splashdown, the hatch blew prematurely and water flooded the capsule,” Remar said. “Grissom survived, but the capsule sank. In 1999, the Cosmosphere, along with the Oceaneering and the Discovery Channel, recovered the capsule, brought it back here, we restored it, and it is now part of the permanent collection of the Cosmosphere”While you can see the Liberty Bell 7 at the Cosmopshere right now, the spacecraft will be going on tour later this summer.“The capsule still maintains a relevance throughout the world. Cosmosphere prepares to send Liberty Bell 7 on tour

SOUTH HUTCHINSON, Kan.— Reno County Public Works announced Wednesday that Smoots Creek Road between Lerado and Andre Road is closed.

The bridge over Smoots Creek is being inspected by the State. The bridge will be closed until further notice. The area is located about eight miles south of Langdon.

Smoots Creek bridge closed until further notice

Kan. — Shawn Steward with AAA Kansas noted Wednesday that gas prices are going in a bit of an unexpected direction, given the time of year.

"The national average actually decreased week over week for the first time since November of last year," Steward said. "We saw kind of an unexpected decline that we hadn't seen in awhile. The national average is today, $2.87 a gallon."

Kansas gasoline is still less expensive than most of the rest of the country.

"Here in Kansas, we're 22 cents less than the national average at $2.65 a gallon," Steward said. "That puts us at 9th cheapest gas prices in the nation."

Reno County is higher than some of its surrounding counties, but not all.

"Reno County today is at $2.68 a gallon," Steward said. "That's a little bit higher than the statewide average."

Sedgwick County is at $2.58 a gallon, Harvey County is at $2.60 a gallon, Stafford County is at $2.62 a gallon, Kingman County is at $2.62 a gallon, McPherson County is at $2.64 a gallon, Pratt County is at $2.70 a gallon and Rice County is at $2.71 a gallon.
