Apple Lane from 17th to 20th Avenue is open to local traffic only. Work will continue on Apple Lane throughout the summer with a complete rebuild of the road north to 30th Avenue.

HUTCHINSON, Kan. — Hutch Rec will offer its popular adult sand volleyball leagues again this summer.&nbsp;&nbsp;

Womens, co-rec open, co-rec competitive and co-rec recreation leagues will be offered. The league will be a nine game season. The deadline to register is May 14 and the fee is $200 per team. League games will start May 24.

Adult sand volleyball leagues offered again this summer

Kan. — More Reno County residents are being vaccinated.

According to Thursday information from the Reno County dashboard, 18,549 Reno County residents have received at least one dose of vaccine. That's 29.71% of the county's population.

The gating criteria for Reno County schools remains in the green for the coming week, with a positive test rate of 5.2% and a 14-day new case total of 23 as of Thursday.

The case count in the county is back up to 22 as of Thursday. It was as low as 9 earlier in the week.

138 people have had their deaths classified as COVID-related. Three of those deaths have occurred in the last 30 days.

Out of 7,775 total cases since the beginning of the pandemic, there have been 7,615 recoveries. There are 8 clusters still being monitored. None of the cluster types have documented cases currently visible on the dashboard.

Two Reno County residents are in the hospital with COVID-19. There have been 371 hospitalizations total and 104 ICU admissions.

Daily vaccinations continue at the First United Methodist Church clinic, 101 East First Avenue, with the Moderna two-shot vaccine series. The Reno County Health Department will also be hosting a clinic for the Johnson &amp; Johnson single-dose vaccine on Wednesday, April 14, from 8:30 a.m. to 1 p.m. at the Hutchinson Sports Arena.

The morning will kick off with a special appearance by U.S. Sen. Roger Marshall from 9:00 – 9:30 a.m., which will give everyone a chance to hear about national-level issues that are being discussed.&nbsp;&nbsp;

Then from&nbsp; 9:30 – 11:00 a.m., Reno County legislators will begin their dialogue about topics of interest here in Kansas. The Reno County legislators invited to participate are Sen. Mark Steffen and Reps. Joe Seiwert, Paul Waggoner, Jason Probst and Michael Murphy.&nbsp;&nbsp;

Legislative forum is Saturday

SOUTH HUTCHINSON, Kan. — The Reno County Extension Service has its new Extension Agent.

The agency says that Marcus Preuninger will become the new agent replacing Darren Busick, who resigned in February of 2020. The agency thought it had a new agent just before the end of the year when Lewis Crow was hired. But shortly after accepting the job, Crow backed out and the hiring process started over.

Preuninger is currently the Extension Agent in Mitchell County, Texas, along with handling the 4-H duties. He's currently finishing up his master's degree at Kansas State.

He is expected to begin his new duties in Reno County on May 3.

Preuninger named new Reno County Extension Agent

HUTCHINSON, Kan. — Reno County and the city of Hutchinson have enjoyed a year-long boost in sales tax revenue. Prices inching up and robust local shopping from residents has kept the sales tax numbers ahead of the number from 2019 and again in 2020.

It’s also providing another benefit, that’s the Sports Arena sales tax. The .35% sales tax was approved by voters in 2015 to fund the $29 million renovation project. The tax was expected to generate about $300,000 per year.&nbsp;

City Manager Jeff Cantrell says the added revenue could push the sunset of the sales tax up by as much as a year. It could provide a small windfall for the city, much as it did for Reno County when the sales tax for the correctional facility was eliminated three years earlier than scheduled. The sunset of that sales tax lowered the city sales tax rate to 8.6%, which equals the 6th-lowest rate of the 28 largest cities in Kansas. Sunsetting the tax would lower the city’s rate to 8.25%.

If the sales tax revenue keeps pace, the sales tax could go off the books in 2024.&nbsp;

NICKERSON, Kan. — The Nickerson USD 309 School Board held a special meeting Wednesday evening to go over its list of candidates for the vacant Superintendent position.&nbsp;

The board will begin interviews with potential candidates Monday. According to Sue Givens with the Kansas Association of School Boards, the district will announce a candidate each day that they interview one. She could not say how many finalists would be interviewed.

The KASB has been assisting the district in finding a replacement for Dr. Dawn Johnson. Johnson is preparing to become the new Executive Director of Human Resources for Hutchinson USD 308.

The Nickerson School Board hopes to make a hire for the top job by the end of the month.

USD 309 to interview Superintendent candidates next week

The ordinance has been in place since 2010. It prohibits vehicles or trailers weighing over 16,000 pounds from parking on residential streets for more than two hours. If longer than two hours, the vehicle must be in the process of being loaded or unloaded and have the required permit.

Interim City Administrator Larry Paine says the city will start handing out copies of the ordinance to violators and will continue to do so until the end of the month. Starting in May citations will then be issued. The matter is being addressed after a number of complaints regarding semitrailers and other heavy vehicles parking on side streets.&nbsp;

Karen Hammersmith with the Reno County Health Department told Hutch Post Thursday that the reduction in distribution of Johnson and Johnson vaccine reported by the Kansas Department of Health and Environment this week isn't going to change next week's clinic at the Sports Arena.

"Earlier this week, we got 1400 doses of the Johnson and Johnson vaccine," Hammersmith said. "We have that put aside so that we can take 1000 doses to the Sports Arena."

That clinic is scheduled for next Wednesday and they are still looking for people to take it.

"Please go on to <a href="https://forms.renogov.org/rchd/covid19-registration/registration/start">our website</a> and sign up for that," Hammersmith said. "It's a one dose, so it's just a one and done. That's really nice if you have a hard time getting in and out."

If the logistics work out for you to take the two-dose Moderna vaccine, you can get it even sooner.

County already has the J and J vaccine needed for next week's clinic

Kan. — Greater Hutch, an Economic Development Partnership for Reno County, is collaborating with Hutchinson Community College and Hutchinson Career and Technical Education Academy to introduce two new workforce initiatives that will enhance technical educational training opportunities for our local youth.&nbsp; Limited sponsorship opportunities are available for both programs.

Signing Day, the first of these two new initiatives, will take place Thursday, May 6&nbsp;at HCTEA.&nbsp;Just as we value athletes who commit to play a college sport, the signing day ceremony is designed to honor students who are entering a technical field and emphasize the importance of their career choice. On the day of the event, high school students, parents, instructors, administration, counselors, industry partners, and potential employers will celebrate as students join their peers to commit to their future technical program pathway of choice.

“Our training partners at HCTEA and HCC deliver the best in technical training and we want their students to feel excited and valued for their commitment to training that will serve them in their future careers,” said Lacie Janzen, Economic Development Manager for Greater Hutch.&nbsp; “Signing Day will give students the opportunity to be celebrated for their decision to enter these career fields.”

The second new initiative being launched is the 'FAST Track' Program, standing for Future Apprenticeship Success Training.&nbsp; This newly created program is a&nbsp;Manufacturing Skills Boot Camp for area graduating senior students in Reno, McPherson, and Harvey counties.&nbsp; It will take place June 1-11, Monday through Friday from 7am to 4pm, with a second Boot Camp running the following two&nbsp;weeks&nbsp;starting June 14&nbsp;based on demand.&nbsp; The bootcamp will include classroom and lab training with topics&nbsp;such as:&nbsp; Shop Math, Blueprint Reading, Precision Measurement, OSHA 10 Safety, and Work Ethics.

Roy Russell, DVM from Country Junction Veterinary Clinic is reminding pet owners to get their pets in for spring treatments, whether for fleas and ticks or for allergies.

"Different parts of the country require different tests for different insects," Russell said. "First you have to nail down where the allergen is, whether its food, whether its the grass, whether its the house. There are so many things where they can challenge their system and they have to get that checked out, one by one. We can't do everything with one test. It just doesn't work."

It's also important to keep a relationship with your veterinarian so that they can keep good records on what treatments your pet has received. Buying treatments online may save you money, but it isn't necessarily what's best for your pet.

"There are so many important things concerned when you give these insecticides for your pets," Russell said. "Get that checked out with your veterinarian. Some cats cannot stand some of the insects that we have treat. Check with your veterinarian and get a lot of important information."

Call ahead to schedule an appointment with your vet, as spring is a busy time for them between these treatments and spaying or neutering young animals.

Veterinarian: Get insects and allergies treated locally

Kan. — CEO Jim Remar with the Cosmosphere spoke to the Hutchinson City Council on Tuesday and he actually sees some good news for the museum.

"We ended the year with a $600,000 deficit," Remar said. "We were projected to hit $150,000 profit. While the deficit to the P and L was significant, we actually ended the year in an incredibly strong cash position. We ended the year with over $700,000 in the bank thanks to the various COVID funding mechanisms that we were able to take advantage of."

The pivots forced by the pandemic will make the museum stronger, according to Remar.

"We had a robust digital presence, on Facebook, on Twitter and other different channels," Remar said. "During the pandemic, obviously, people weren't coming to the Cosmosphere. We were trying to figure out how we could take the Cosmosphere to the people. That's through virtual and digital opportunities, which really allowed us to determine that there's a business opportunity out there to create virtual and streaming products, specifically for education."

Remar wants to be sure that the Cosmosphere can stay viable, as he watched many sister institutions close their doors, never to reopen.

"How do we become financially stable?", Remar asked. "Obviously, the sales tax is a huge portion of that. Without the sales tax, last year it would have been dismal. As we go forward, the sales tax will continue to be a primary revenue driver for us. I want to look at how we can create new business that doesn't rely specifically on people coming to the front door."

The American Alliance of Museums estimates that a third of all museums who closed during the pandemic won't reopen their doors.

Cosmosphere okay thanks to local tax dollars, COVID relief

City of Hutchinson Building Official Izzy Rivera plans to give those folks who need to clean up their yards a chance to do it this month before looking at Code Enforcement actions.

"This month, we're going to relax our Code Enforcement, our code actions," Rivera said. "We're not going to be sending out people to cite violations. Instead, what we're going to be doing is handing out the flyers informing them of the cleanup day."

The City of Hutchinson will once again hold its annual City Wide Clean Up on the weekend of April 24-25. Dumpsters will be placed throughout the city for residents to use free of charge.

"Hopefully, that will address a lot of the concerns we may find when we do our drive-throughs around town," Rivera said. "We're working with the citizens, rather than attacking them. I prefer a friendlier approach." 

While violators will not be issued a notice of violation at this time, there will be follow-up. Here is a map of the dumpster locations.

SOUTH HUTCHINSON, Kan.— Reno County Public Works announced Wednesday that Smoots Creek Road between Laredo and Andre roads remains closed.

The bridge over Smoots Creek was being inspected by the state last week. Now Public Works says the bridge will be replaced and that area of Smoots Creek Road will be closed until further notice. The area is located about eight miles south of Langdon.

Smoots Creek bridge remains closed for replacement

HAVEN, Kan. — The Haven City Council has approved a surcharge for utility rates. During Monday’s meeting, the council approved adding a $.02 per kWh line to the monthly electric bill.

The surcharge is being implemented to replace cash reserves of the Power Pool after they were depleted during the extremely cold weather. At the last meeting, the council heard from Mark Chesney, who said the cost to the pool from the cold weather was around $18 million. The city’s cost is around $275,000.&nbsp;

Originally, the council was presented with a plan to implement a surcharge based on what the city was billed by the KPP. But the council settled on a flat $.02. Charges will show up as a separate line item on utility bills. The increase means the average household bill would be between $112 and $115 per month, or about $.17 per kWh.

The council wants to make sure the surcharge will leave the bill as soon as the KPP has recovered its losses. The KPP has indicated that could take two years.

Hutch Rec brings back Walk With a Doc

HUTCHINSON, Kan. — The HutchCC Board of Trustees will take action on a new position they want to create within the Allied Health Department during Thursday’s monthly meeting.

The Allied Health Retention/Compliance Specialist would develop and promote a retention plan of action for three areas of the Allied health program including radiology, respiratory therapy and nursing.

The person would also recognize risks and help with early intervention in the program as needed, and help students gain the skills they need in the program. The person would also be in charge of compliance related to accreditation and health care facility regulations.

Also Thursday, the board will go over bids for several projects including new security camera network equipment and some new lathes for the Brooks Trade Center. The board will also go over surplus items and go into executive session for negotiations.

Thursday’s meeting of the HutchCC Board of Trustees begins at 7 p.m. at the Shears Technology Center on the HutchCC campus.

HutchCC BOT meets Thursday evening

Kan. — The Joint Commission (TJC), an international accreditation agency headquartered in Oakbrook Terrace, Illinois, has awarded the Gold Seal of Approval for Perinatal Care Certification to Hutchinson Regional Medical Center (HRMC). In a statement announcing the certification, TJC recognized HRMC for consistently meeting performance standards and said the Gold Seal reflects a health care organization’s commitment to providing safe and quality patient care.

The certification specifically rewards Hutchinson Regional’s integrated, coordinated, patient-centered care for clinically uncomplicated pregnancies and births. TJC examines HRMC’s standards, guidelines, and adherence to perinatal care core performance measures that are critical to improving and maintaining the health of newborns and their mothers.

HRMC underwent a rigorous off-site review in January, during which TJC reviewers evaluated compliance with certification standards, including program management, supporting self-management, and delivering and facilitating clinical care. The reviewers also conducted off-site observations and interviews. One reviewer said she was inspired by Hutchinson Regional, and the final report commended Hutchinson Regional’s leadership team and Perinatal Unit employees, specifically recognizing length of service and the availability of tools employees need to be successful.

Mark Pellitier, RN, MS, Chief Operating Officer for TJC, said Perinatal Care Certification recognizes a health care organization’s commitment to fostering continuous quality improvement in patient safety and care. “We commend Hutchinson Regional Medical Center for using certification to reduce variation in its clinical processes and to strengthen its program structure and management framework for newborns and their mothers,” Pellitier said.

Kan. —As Buhler USD 313 contemplates whether or not to run a parallel virtual school for K-12 students, Superintendent Cindy Couchman said Wednesday it's about serving all the kids they can here locally.

"Our main focus as we grow this idea is to serve our students, our in district students," Couchman said. "We are not, necessarily, going out and recruiting out-of-district students or anything, but there are some opportunities for us to partner, maybe, with some homeschool students or students that we haven't been in touch with that live in our boundaries."

They don't want to lose sight of the educational needs of kids beyond reading, writing and arithmetic, either.

"We still want to connect with them," Couchman said. "Their social-emotional learning needs are harder, virtually. We have plans to still deliver social-emotional learning lessons. The other thing that I think is a struggle is making them still feel connected and a Buhler student. We still want that connection and so, right now, the goal is to bring them all together for service learning projects, so they are face to face, occasionally."

It is still worth noting, though, that extracurricular activities are not going to be a way for those students to connect.

"The virtual school is its own high school," Couchman said. "If you think about it, there are school districts that have more than one school. Salina South and Salina Central, they're actually two separate high schools. That is what this virtual school will be. It has its own building number by the state Department of Education, so it's actually a separate school."

The district hopes to have an answer next month.

LYONS, NEBRASKA&nbsp;–&nbsp;The Value-Added Producer Grant (VAPG), a U.S. Department of Agriculture (USDA) program available directly to farmers and ranchers, has received a major funding increase, a lower match requirement, and an application extension.

Applications are now due April 29 for those applying online and must be postmarked by May 4 for anyone applying by mail.&nbsp;

Planning grants of up to $75,000 help pay for feasibility studies and business planning that support future financing and business development. Working Capital grants fund up to $250,000 to cover marketing and product development costs. Projects requesting more than $50,000 require a previous feasibility study and business plan to verify viability of the product.

“This versatile grant program is available to individual farmers and ranchers, as well as groups of producers,” said Trenton Buhr, policy associate for the Center for Rural Affairs. “Applicants must develop new products or expand existing markets for value-added products and produce at least 50 percent of the raw agricultural product they plan to add value to.”

Funding for VAPG was increased to $76 million when coronavirus relief legislation was passed by Congress in December. &nbsp;The first round of applications will compete for $35 million, at a 10% cash match. Those whose application scored well, but did not receive a grant in the first round, will be asked to apply again for the remaining $41 million. This second round will require applicants to demonstrate they can supply a 100% match, or 1-to-1, which can be a combination of cash and in-kind contributions.

“Now is the ideal time to apply for this grant,” Buhr said. “The additional funding greatly increases an applicant’s chances of success. It also comes at a reduced cost to applicants.”

Deadline extension, lower match for Value-Added Producer Grants announced

Use extra caution when driving, especially if operating a high profile vehicle. Secure outdoor objects.

Kan. — Reno County's COVID-19 case count is below ten as of Tuesday.

According to the Reno County dashboard, there are just nine remaining active cases in the county. The last time we were at nine cases was July 1, 2020.

137 people have had their deaths classified as COVID-related. Just two of those deaths have occurred in the last 30 days.

Out of 7,762 total cases since the beginning of the pandemic, there have been 7,616 recoveries. There are 8 clusters still being monitored. None of the cluster types have documented cases currently visible on the dashboard.

One Reno County resident is in the hospital with COVID-19. There have been 370 hospitalizations total and 103 ICU admissions.

Daily vaccinations continue at the First United Methodist Church clinic, 101 East First Avenue, with the Moderna two-shot vaccine series. The Reno County Health Department also will be hosting a clinic for the Johnson &amp; Johnson single-dose vaccine on Wednesday, April 14, from 8:30 a.m. to 1 p.m. at the Hutchinson Sports Arena.
