
HUTCHINSON,
Kan. — The Hutchinson City Council will consider a contract for reconstruction of West 11th Avenue from the Harsha Canal to Main Street as part of Tuesday's meeting.

The work is set to be done by Vogts/Parga LLC of Newton at a cost of $2,664,126. The engineer's estimate was $3.2 million. The work will involve a nearly one-mile stretch of West 11th. 

This includes a full reconstruction of 11th between Monroe and the Harsha Canal. This means new roadway, curb and gutter and sidewalks. Between Monroe and Main will be a partial reconstruction with sidewalk removal and replacement along with curb and gutter and a mill and overlay of the street.

Tuesday's Hutchinson City Council meeting begins at 9 a.m. at City Hall.

HUTCHINSON, Kan.– The free document destruction event scheduled for Hutchinson on Thursday, March 10 has been postponed for today.

Because of winter weather conditions, the event, planned by the Attorney General's Office as part of National Consumer Protection Week, has been postponed and will be rescheduled at a later date.

Document shredding drop off event postponed

HUTCHINSON, Kan. — Hutchinson Fire continues to put out what remains of the Cottonwood Complex fire that swept through the area on Saturday. Fire Chief Steve beer presented two maps of the areas affected by the fire. Of the 35 homes that were destroyed nearly all of them were in an area from Victory Road to Clydesdale and from 4th north to 17th Avenue.&nbsp;

Here are two maps that show where the buildings were damaged or destroyed and the outline of the fire. The second map is a satellite image of the fire and how it spread through the area.

Crews battled along three different fronts during the fire due to wind change which can be seen on the satellite image. The perimeter of the fire stretches about 26.3-miles.&nbsp;

Maps outline the area of Saturdays fire and the damage that resulted

Rise Up Reno Prevention Network is having a fundraiser event Saturday night at Memorial Hall called Shamrocker Hutch 2022.

"The event is going to be live music from the Soul Preachers," said Carla Smith with Rise Up Reno. "We'll have some complimentary snacks and things. We're going to have a contest for best dress in, let me say, in honor of shamrocks and St. Patrick's Day."

There will also be live and silent auction items.

"We have a little bit of it listed on our Facebook and on the event page," Smith said. "There's an event page on Facebook, as well. There's a place to get tickets on that on Facebook and also on our website. I don't think all of the items are on there. There are some surprise items."

Bring money not only to buy, but also to eat and drink.

"The tickets include some complimentary snacks, but there also will be food trucks there. We've got a couple different food trucks. I know we have barbecue and I know we have like a dessert, which is gourmet donuts on a stick. That will be kind of neat. Then, Salt City Brewing Company will be there and they'll have a cash bar. We want people to know that cash is going to be necessary."

Tickets are $25. The event is from 6 p.m. to 11 p.m. and the first 150 people at the door will receive a door prize.

Rise Up Reno fundraiser Saturday

The Dillon Lecture Series continues next month with astronaut Nick Hague on April 5 at 10:30 a.m. at the Sports Arena.

"Nick Hague will be one of those great speakers," said HutchCC President Carter File. "We've had astronauts before. We most recently had Scott Kelly. He was a huge success. I think Nick Hague will be the same, bring that same crowd and also bring an energy to it. Hague was in space and the International Space Station for 203 days. He is a veteran astronaut. He's also a local Kansas kid."

"We're really excited to have Nick on campus," File said. "I'm sure it will be enlightening to hear how he views what the current events are."

The Russian and American space programs have worked closely on the ISS for 24 years. There are separate Russian and U.S. orbital segments and the head of the Russian space agency has said that sanctions threaten that cooperation. Hague was in space from March 4 to October 4, 2019.

HUTCHINSON, Kan. — The HutchCC Board of Trustees will take action on proposed tuition and fees for the 2022-23 school year when they meet on Thursday.

Although tuition will stay the same for most classes, student fees will go up by $2 across the board for both in-state and out-of-state students. Other student fees will increase by a dollar in certain classes.

The board will also go over three different bids. Two will be for the welding technology department while the third is for replacing the roof of the football complex just north of Gowans Stadium.

The board will also pay the usual college bills and hear reports as part of the meeting which starts at 7 p.m. at the Shear’s Technology Center on the HutchCC campus.

HutchCC Board of Trustees to meet Thursday

A study on the Parks and Public Works departments for the City of Hutchinson will come back in the coming weeks, but City Manager Jeff Cantrell doesn't want to make a premature conclusions about what it might find.

"It's an organizational efficiency study," Cantrell said. "It's for public works, parks, it hit a few other divisions and departments, such as the airport and engineering. You know, that is a massive operation collectively. I think for years, it probably hasn't been fully understood, except by maybe a small group of people that are involved with the daily operations of it. It does take a while to understand it, because of its size and the immense function that it performs for the community."

The study will compare what Hutchinson gets for its money against other cities.

"That's tough, because we're a unique community," Cantrell said. "We have, for instance, a zoo. An airport's not quite as unique, although our airport is unique in some aspects. We have a lot of little one offs that make Hutchinson pretty unique. That has caused the study to go on a lot longer than we had anticipated."

Cantrell hopes to see it presented to the governing body late this month.

"There's always discussions, really with any government agency, of considering privatization of certain specialized operations, or maybe operations that require rather expensive fleet acquisition that's only used minimally during certain times of the year," Cantrell said. "Those are kind of the sweet spots right now that people look at, as far as saving money for the taxpayers. When you do that, you hope and you plan for making sure that you don't have a loss of service level. That's probably going to be a big part of the discussion, too. What level of service is expected?"

The city just signed a new contract with its union for public works employees in recent weeks.

Hutchinson USD 308 is offering clinics for incoming seventh graders at their respective elementary schools. Immunization clinics set for USD 308 7th grade students

HUTCHINSON, Kan. — The Kansas Chamber of Commerce recently announced its Leadership Kansas Class of 2022, which includes a Hutchinson resident. Kansas State Fair GM Bryan Schulz is one of 40 state business leaders who were appointed for the year.

Kansas Chamber President &amp; CEO Alan Cobb said the Kansas Chamber is excited to welcome the newest Leadership Kansas class – a great representation of the state’s demographics.

&nbsp; “Leadership Kansas has a long history of fostering greater awareness and understanding of statewide economic, business, and political issues. The program helps develop our state leaders to make Kansas a stronger and more vibrant business engine,” Cobb said. “Graduates of the LK program have gone on to take on key leadership roles at the local, state, and national levels.”

Leadership Kansas received more than 600 nominations for the 2022 program. After a thorough and thoughtful application and selection process, the selection committee chose 40 individuals for the 2022 class. The committee and the Leadership Kansas Board of Advisors make every effort to ensure the class reflects the state in regard to geographic, ethnic, occupational and gender diversity.

The program begins in April with an orientation session in Lawrence and ends with graduation in October after the completion of seven sessions. The other cities the 2022 class will visit for this year’s program include Hutchinson, along with Garden City, Liberal, Overland Park, Olathe, Lenexa, Kansas City, KS, Leavenworth, Hays, Pittsburg, Wichita, El Dorado, Manhattan, and Topeka.

Throughout the seven-month program, the class interacts with a variety of experts and community leaders through three-day educational training sessions. The diverse discussion topics include business, education, agriculture, public policy, societal health, economic development and government.

Schulz named to 2022 Kansas Chamber Leadership class

HUTCHINSON, Kan. — After 35 years of service, Aurie Wornkey, Vice-President of Support and Services for TECH, will retire at the end of this month. Wornkey has been an integral part of the TECH leadership team for well over 20 years and has had a remarkable career with the agency.

“Aurie has been the heart and soul of TECH. Her passion, knowledge, and advocacy efforts for those we serve is unmatched. Aurie has given of herself for 35 years and she will be greatly missed, however, we are excited for her as she begins another chapter of her life,” Brenda Maxey, President and CEO of TECH, said. “TECH is a family, you never really leave family.”

“TECH was my first professional job. I have never worked anywhere else for 35 years. We have so many wonderful staff and people in leadership roles here at TECH. They bring magnificent energy and a passion, heart, and commitment to further lead this organization that will grow it even more into the future. TECH needs that,” Wornkey said. “A person can recognize when it’s time for them to step back and allow other people to move forward. It seemed like a good time for me to do that. The cause of the Cottonwood Fire over the weekend appears to be a brush pile that was not maintained.

Hutchinson Fire Marshal Mike Cain and outside agencies worked together to determine the cause. 

The fire is now at 85% containment. Fire crews continue to make great progress at controlling hot spots and burning trees. 

The recent snow fall has helped in these efforts and if all goes well, the fire should reach full containment sometime between Thursday and Saturday. Flight restrictions have been lifted in the area.

The Boys and Girls Club Epic Skillz program is still raising funds to support job shadows and summer internships for club members. Aiden Kimball, Hutch High sophomore and EPIC Skillz member job shadowed at Bold3PL.

"They asked me what my strengths were," Kimball said. "Recently, I was getting into video and editing so, I told them that and I got to make a video for them."

Jordan Brown, BCG EPIC Skillz coordinator said the important thing they are trying to teach is soft skills, like showing up on time, taking pride in your work and working as a team.

"We have about 20 high school kids that came forward and wanted to take part in this opportunity," Brown said. "Nancy Bether and I started placing these people. There's been many businesses that have agreed to do this and without their support, we wouldn't be able to do this."

Kimball said he now knows that Bold, at least, is a positive environment.

"At Bold, most of their stuff is about having a positive attitude and having fun while you're doing your job, as well as do your job."

Hutchinson sales staff wins EAGLE Spirit award Tuesday

NEWTON, Kan. — The Harvey County Commission voted unanimously at its Tuesday meeting to end the county’s recycling operations at the Harvey County Transfer Station effective May 1.

Currently, the county holds a contract with Waste Connections to provide recycling services at the Transfer Station at a rate of $15 per ton for commercial haulers.

The contract with Waste Connections expires April 30.

Waste Connections declined to submit a proposal to continue to operate on-site recycling services at the Transfer Station. Waste Connections presented a proposal to allow the county to haul its own recyclable materials to Waste Connections’ facility in South Hutchinson at a rate of $98.50 per ton.

The county elected to discontinue future recycling services at the increased recycling rate.

Standard trash services are not affected by the decision, with those services continuing to be operated at the Transfer Station. The standard commercial rate for regular waste is $36 per ton.

Residents can continue to bring recyclable materials to the Transfer Station at no cost through April 30. The program will be discontinued as of May 1.

Harvey County previously removed its mandatory recycling requirement as of Jan. 1, 2020.

Harvey County ends recycling program

BURRTON, Kan. — Reno and Harvey county residents with agricultural lands impacted by Saturday’s Cottonwood Complex fire are invited to attend a town hall this Sunday, March 13, in Burrton to learn about the programs available for reimbursement and repair and discuss any concerns with the rebuilding process. Staff Senator Dr. Roger Marshall’s office as well as personnel from both NRCS and FSA will be on-hand to answer questions and assist landowners.&nbsp;&nbsp;

“Saturday’s fire destroyed thousands of acres of productive farm and pasture ground. That means farmers and ranchers are now left to pick up the pieces, begin the rebuilding process and determine the best path forward as we move into spring planting and grazing seasons,” Marshall said. “We have worked hard to improve the existing programs designed to help farmers and ranchers rebuild after natural disasters and want to ensure that all producers and landowners have access to all of the resources and assistance necessary as they look to rebuild.”

Anyone with agricultural lands impacted by the Cottonwood Complex fire is invited to attend.

Town hall on ag land recovery set for Sunday in Burrton

HUTCHINSON, Kan. — Gov. Laura Kelly has directed Executive Branch agencies to assist Kansans who were impacted by the wildfires that spread through Reno and Harvey counties. In response, the Kansas Department of Revenue (KDOR) and the Kansas Department of Health and Environment (KDHE) will waive fees for birth certificates, marriage certificates, and vehicle registrations for those who were impacted. The Kansas Department of Agriculture will also continue to support their Kansas Wildfire Resource website, which provides information on U.S. Department of Agriculture programs designed to offset losses sustained to fencing, hay and livestock.

“These fires have placed an immense financial burden and have taken a significant emotional toll on those who were impacted in Reno and Harvey counties,” Gov. Kelly said. “We want to ensure that we are not adding to the stress these Kansans are facing right now. My directives will help speed the recovery process by allowing those wildfire victims to replace their important documents quickly and begin the rebuilding process.”

In addition, KDOR Secretary Mark Burghart has waived fees that are typically applied to requests for tax documents from previous years for Kansans affected by these fires. Any temporary license issued pursuant to this declaration shall be valid for one year.</li>
 </ul>KDHE’s Division of Health will:<ul>
 <li>Waive fees for one-time replacement of Kansas birth certificates;&nbsp;</li><li>Waive fees for one-time replacement of Kansas marriage certificates.</li>
 </ul>KDHE’s Division of Environment will:<ul>
 <li>Work with County Emergency Managers to process and expedite approvals for Disposal Without Permits for damaged/destroyed structures, debris, and livestock;</li><li>Waive the state’s tonnage fees at landfills for any disaster debris that are hauled to a landfill for disposal;</li><li>Make district staff available to help with disposal site locations and approvals;</li><li>Provide locations for composting if preferred alternative to landfilling.</li>

State will waive fees to help fire victims recover 

HUTCHINSON, Kan. — The Reno County Landfill is asking that cleanup crews and residents who were affected by the fire to wait at least seven days before bringing any burnt material out to the landfill.

As cleanup begins from the fire, the landfill is anticipating a large influx of materials for disposal. Some materials could still be smoldering and can easily reignite. They also ask that citizens notify the scale attendant when they have fire debris so that it can be monitored.

“In order to protect our employees, haulers and citizens, and to reduce the likelihood of more fires flaring up, we just ask citizens to please be patient with their debris,” Solid Waste Director Megan Davidson said. “We know everyone is anxious to get things cleared out and start the rebuilding process, but the risk of reigniting this soon after is just too high.”

The landfill is open Monday through Saturday from 8 a.m. to 5 p.m.&nbsp;

HUTCHINSON, Kan. — The Reno County Department of Aging is making forms and giving direction on how those who suffered loss in the fire can recover documents such as birth certificates and other important papers.&nbsp;

“We just decided that we would put together a document that would really cover a lot of different types of documents,” Director Barb Lilyhorn said. “This little document we put together talks about credit cards so you can either stop those or get them replaced.”

The forms will also provide avenues for getting marriage licenses or birth certificates replaced. Lilyhorn says there are a lot of documents that people may not think of at the moment while under duress.

“The documents we think of right away would be your driver's license and then your birth certificate,” Lilyhorn said. “A lot of times those are things you have to have so that you can prove who you are so that you can qualify for other services.”

Lilyhorn says getting documents replaced might take a little longer than it has in the past.

“We won't know how quickly things will happen,” Lilyhorn said. “COVID really put a lot of our government agencies at a disadvantage because they were working away from their office.”

The Department of Aging was at the VOAD assistance event handing out applications for birth certificate and wedding license replacement, along with tips on how to get assistance from Social Security to get cards replaced, and even information on how to replace lost currency and savings bonds. Lilyhorn says they will provide this service at the Department of Aging until it is no longer needed.

Help with document replacement for fire victims available at Department of Aging

HUTCHINSON, Kan. — The Hutchinson Fire Department continues to put out hot spots and deal with a small number of burning trees connected to the Cottonwood Complex fire.

Hutchinson Fire Chief Steve Beer says all other task forces and mutual aid crews have been released from the fire, which tore through northeastern Reno County Saturday killing one person and destroying more than 100 buildings, including 35 homes. He also said that crews are getting through extinguishing trees and hot spots faster than expected and could have the fire fully contained in a couple of days.&nbsp;

Emergency Management Director Adam Weishaar says nearly all of the homes destroyed were in an area from 4th Avenue to an area around 17th Avenue and from Victory to Clydesdale. Beer says a digital map was being put together to outline the fire and show where buildings were damaged or destroyed.

An adjuster from the Kansas Forest Service has been brought in to put together all of the financial numbers for the fire department, including costs for damaged or lost equipment, man-hours and costs for mutual aid. Beer hopes that this kind of cost breakdown will allow them to better recoup their expenses and losses when they make a request to FEMA for reimbursement.

Fire crews making good progress on Cottonwood Complex fire

For the vast majority of people, the limit of their exposure to homeowners or renters insurance is paying the premium and smaller losses such as a pipe bursting. But insurance is also important to getting yourself back on your feet after a catastrophic loss.

If a tornado sweeps your house off the basement walls, there will be two pieces to the insurance claim: the payment for the total loss of the building, and the payment for the personal property that was inside the building at the time. Andrew Parr, an Allstate agent in Hutchinson, says one part is pretty straightforward, while the second is — well, not so much. He says the key to getting a fair personal property settlement is good records — and one of the best ways to keep it up today is to walk around the house with a video camera and record a look at each wall, inside each drawer, and so forth:
