MCPHERSON COUNTY— A McPherson man died in a motorcycle accident with a semi Wednesday afternoon.&nbsp;

According to McPherson County Sheriff Jerry Montagne, deputies were called just after 2 p.m. to 14th and Comanche, east of Inman.

A motorcycle driven by 37-year-old Michael L. Heitkotter was southbound on 14th, when he struck a westbound semi that failed to yield at a stop sign on Comanche.

Heitkotter was pronounced dead at the scene.&nbsp;

McPherson man killed in Wednesday accident 

HUTCHINSON, Kan. — An 82-year-old Hutchinson woman made her way to a local business to call for help after someone had robbed her on May 23.&nbsp;

Hutchinson Police Department (HPD) revealed on May 24, they arrested&nbsp;Preston L. Lewis, white male, 35, Hutchinson on multiple charges on Tuesday.&nbsp;

At 10:35 a.m. on May 23, HPD officers were dispatched to the 1000 block of North Main Street in reference to an armed robbery.&nbsp;

&nbsp;The female victim reported hearing someone rattling the back door of her residence.&nbsp; Moments later she walked out of her house and confronted an unknown white male suspect in her yard.&nbsp;

According to HPD, the suspect displayed what she believed was a large knife, verbally threatened her,&nbsp;and demanded she give him money.&nbsp;

The victim was able to make her way to&nbsp;a nearby business to contact HPD and seek shelter.&nbsp;

The suspect briefly entered the business as well, where he caused a verbal disturbance with employees.

Officers were able to contact the suspect on scene.&nbsp;

The suspect was uncooperative and battered one of the officers while being taken into custody.&nbsp;

Preston L. Lewis was arrested for&nbsp; Aggravated Robbery, Battery LEO, Aggravated Criminal Threat, Interference with Law Enforcement, two counts of Disorderly Conduct, and Possession of Drug Paraphernalia.&nbsp; 

No injuries were reported by any of the victims.

Lewis is considered innocent until proven guilty in a court of law.&nbsp;

Hutchinson man arrested for aggravated robbery

HUTCHINSON, Kan. — The Hutchinson City Council will hold a special meeting Friday afternoon to approve the Interim Services Agreement with Mary Grace Clements for the vacant City Manager position.

According to<a href="https://hutchcf.org/hutchinson-community-foundation-welcomes-new-board-members/"> information from Clements appointment to the Hutchinson Community Foundation Board</a>, Clements is a former&nbsp;executive director of the Reno County Historical Society from 2016 to 2018.

She previously served as the chair of the Travel and Tourism Advisory Committee and Market Hutch board.

Before coming to the museum, Clements spent a long career in the airline industry, her last post in that industry was at Allegiant Air, where she was vice president of inflight services and vice president of customer operations. 

She was also director of inflight services at Pace and Midway airlines.

According to the agreement, interim services provided by Clements shall commence on May 30, 2023 for a period of two (2) weeks. 

The Interim Services Agreement shall continue on a bi-weekly to bi-weekly basis; and said Agreement may be terminated by either party for any reason upon fourteen (14) calendar days written notice to the other party.

In return for the interim services provided under the Agreement, City agrees to pay Employee an amount not to exceed Six Thousand Seven Hundred Thirty Dollars and Seventy-seven Cents ($6,730.77) per bi-weekly pay period, prorated, if less than a full pay period of services is provided. 

Said compensation shall be payable in installments at such intervals as other City employees are paid. Employee shall only be eligible for such other benefits as are required by law. Employee shall also receive a cell phone allowance of no more than Fifty Dollars ($50.00) bi-weekly.

The meeting to approve the agreement is at 4 p.m. Friday.

Clements to take interim city manager position

HUTCHINSON, Kan. — Cosmosphere is set to receive a $700,000 SPRINT grant from the Kansas Department of Commerce.

"We're going to use it to take care of some deferred maintenance issues that ultimately will improve the workplace environment, but also allow us to continue to provide a great customer experience," said Cosmosphere CEO Jim Remar.

The projects that they plan to do will wait until after the peak tourist season has passed.

"We're able to address some projects that otherwise, we wouldn't have been able to without receiving the grant," Remar said. "It does have the potential to close down some public areas, but we're going to try to minimize that impact and do it during periods of time when we are less busy."

Remar is ready to see things ramp up as families from across Kansas come to visit during summer vacation.

"Especially with our CosmoKids area," Remar said. "We've become a true destination for families. With the Sunflower Summer program offered through the State of Kansas, participants can take advantage of that and get into the Cosmosphere at no cost."

Kansas families with kids in pre-K through 12th grade can download the Sunflower Summer app. Sunflower Summer starts May 26 and runs through August 13.

HUTCHINSON, Kan. — Hutchinson Airport Manager Pieter Miller told Hutch Post Wednesday that the date for the airport stakeholders meeting asked for by the City Council after hearing from the consultant who did a&nbsp;business and organizational plan earlier this year has been set.

According to Miller, "The City Council has an special meeting planned for 5:30 p.m. on June 6th with myself and airport stakeholders."

Mayor Jon Richardson had asked for that meeting to be held so that if there is any low hanging fruit the city can do to help those that are already invested in the airport, that those investments are considered first.

One of the report's recommendations is that the city establish an Airport and Aviation Department within the organizational structure and financial budget of the City and to reclassify the Airport Manager as Aviation Director, reporting directly to the City Manager.

Airport stakeholders meeting date set

HUTCHINSON, Kan. — The Kansas Department of Health and Environment has announced that the Kansas Senior Farmers Market Nutrition Program (KSFMNP) is increasing the value of coupons for low-income seniors from $35 to $50 this year. 

The coupons are given out on a first-come, first-serve basis. Seniors can apply at the Reno County Agency on Aging between Thursday, June 14 and Friday, September 15, 2023, or until benefits are gone.

Eligible foods to purchase with the KSFMNP coupons from authorized farmers at participating farmers markets are defined as fresh, nutritious, unprepared, locally grown fruits, vegetables, locally produced honey and cut herbs produced in Kansas under normal growing conditions.

"No baked goods or anything like that," said Sparkle Faidley with the Reno County Farmers Market. "It can only be used at vendors that accept those vouchers. I think we only have maybe two or three this year that are accepting them."

The coupons will be sent at once and available in $5 increments. Seniors are eligible if they complete an application and are 60 years or older or at least 55 years old and a member of an Indian Tribal Organization. Eligible seniors must also have an annual gross household income (before taxes are withheld) at or below 185% of the federal poverty level. Faidley said the few vendors able to accept will be clearly marked.

"Each vendor in the program has a sign that will say that they accept senior nutrition vouchers," Faidley said. "The customer will have to sign the bottom of the check. It's just like a normal check. You don't have to make it out to anybody. They are government issued checks. The vendor handles the cashing process of it."

Not all the same vendors will be taking checks.

"We'll have it listed on our Facebook page," Faidley said. "I don't know how they are doing that process this year. They've completely changed it."

The Saturday markets go from 7:30 a.m. to 12:30 p.m. at 215 West 2nd in Hutchinson.

Barbara Lilyhorn added in a release Wednesday that The Kansas Senior Farmers Market Nutrition Program application process in Reno County will again be conducted by telephone only – no walk-ins. The application period begins June 14, 2023.

To apply, Seniors may call 620-694-2911 beginning June 14, 2023, between the hours of 8 a.m. and 5 p.m. M – F. No early calls will be accepted. Please leave a voice mail message if necessary due to high call volume.

State farmers market program for seniors increases benefits

HUTCHINSON, Kan. — The official public unveiling of the Reno County Community Quilt will be with a display during the Hutchinson Public Library's Summer Celebration which is held in the library's parking lot on June 2 from 9 a.m. to 11:30 a.m. The quilt will be located inside the library's garage.&nbsp;

The Summer Celebration is the official kick-off party for the library's Summer Reading programs.&nbsp;

Those who participated in the quilt making process will have a preview event May 30 from 6 p.m. to 8 p.m. in Conference Room #1 on the second floor of the library.

The quilt will be displayed on the main floor of the Library from June 3-30, then at&nbsp;Clayworks at Disability Supports at&nbsp;1125 N Main St July 3-31 and at Dillon Nature Center at 3002 East 30th in August and at the Domestic Arts Building at the Kansas State Fair during its run from September 8-17.

Reno County Community Quilt unveiling coming up

HUTCHINSON, Kan. — A Joint Session with the Reno County Commission and Hutchinson City Council was held Tuesday in Fountain Hall at the Reno County Correctional Facility.

During the Joint Session, discussion items included a presentation by Reno County Sheriff Darrian Campbell who gave an update on the shooting range. He also spoke to commissioners and council members about law enforcement collaboration and projects. 

Kevin Irwin, Director of Hutchinson - Reno County Emergency Communications, gave an update on 911 Dispatch and his first 90 days as director. 

Pieter Miller, Airport Manager at Hutchinson Regional Airport, talked about the airport operations and future plans. 

Members talked about working together on projects and keeping communication open between the two groups.&nbsp;&nbsp;

No action was taken by either body on Tuesday at the joint meeting. Any policy decisions will be made in future public meetings.

Joint session opens communication

HUTCHINSON, Kan. — Creighton University economist Ernie Goss is still a believer that the United States will not default on its debt, even as that cliff gets closer by the day.

"It's going to get done, but there's going to be a lot of volatility while it does get done," Goss said. "In other words, the stock market up and down, depending on whether there's an agreement or not an agreement. Of course, in the meantime, what we saw the last time this happened, that would be in 2011, we saw gold prices rise significantly as individuals sought safe havens for their funds. They just didn't want to be in corporate bonds, for example, that's a risky place to be right now."

<a href="https://home.treasury.gov/system/files/136/Debt-Limit-Letter-to-Congress-Members-20230522-McCarthy.pdf">In a Monday letter, Treasury Secretary Janet Yellen told House Speaker Kevin McCarthy</a> that it is 'highly likely' that the country could run out of ability to pay its bills in early June, possibly as early as June 1. Goss said the debt has grown by about $53,000 per individual since the pandemic.

"That's putting real pressure on the individual," Goss said. "We've handed off the debt to our children, our grandchildren, now our great-grandchildren. It's time we faced up to it. Now, we've reached the ceiling, now the question is what will happen on the first week of June? We'll have to wait and see, but I think it will be settled, but at a cost."

Yellen wrote that the cost of this brinksmanship can "cause serious harm to business and consumer confidence, raise short-term borrowing costs for taxpayers and negatively impact the credit rating of the United States."

The problem with only raising the debt ceiling by a trillion dollars or a little more is that the can won't be kicked very far down the road.

"We'll have to face this again next year," Goss said. "That's one of the proposals in the Republicans plan is you have to face up to the debt ceiling next year, that's, of course an election year. Neither the Republicans or the Democrats want to do that, but that's in there. On the positive side, this brings sensitivity to the voters, the individuals, the workers, to the debt problem."

The House is only supposed to be in session until Thursday and then Representatives would go home to their districts for the Memorial Day holiday.

Noel Lodge seeking items

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas said that for those who plan to travel Memorial Day, you will be far from alone.

"AAA is projecting 42.3 million Americans will travel 50 miles or more from their home this Memorial Day weekend," Steward said. "That's up more than 7% over last year. On the air travel side, it's even more of a significant jump. We're going to be back to above pre-pandemic levels, back from 2019, in air travel."

With the official elimination of the COVID-19 emergency at the federal level earlier this month, it should be back to pre-2020 in most ways.

"The limitations, the mask mandates and so forth, have been removed quite a while ago," Steward said. "I don't think anything is going to really change from what we've been seeing in the airports. It should be, pretty much, business as usual in terms of security. Mask wearing and so forth, we shouldn't have to deal with any of that this summer."

The vast majority of Kansans will be driving to wherever they go for Memorial Day.

"Here in Kansas, we're talking about 385,000 people traveling for the Memorial Day holiday overall," Steward said. "88.5% of those will be driving to their destination. The vast majority will be on the highways. Just expect busy, busy highways, especially during some peak times. We're talking about Thursday and Friday afternoon and evening, where holiday travelers mix with the rush hour, people getting out of work. Those are the busiest times. Then also Monday afternoon, on the holiday itself and then some people come back on Tuesday afternoon and evening."

The Kansas average for gas as of Tuesday morning was $3.25 a gallon. Reno County was the state's lowest average at $3.04 a gallon.

Tony Ballard, a Kansas inmate, has turned a 25-year sentence into a passion to teach other inmates critical-thinking skills through the Gift of Chess.

Tony Ballard, who is an inmate with Wichita Work Release, has been traveling to other correctional facilities within the state, including recently Stockton and Norton correctional facilities, to facilitate chess tournaments.

Several years ago, when he was in segregation in the prison system, Ballard picked up the game of chess.

"The more I got better at the game, the more I felt the skills that I was using could be applied to my life," he said. 

"Those skills are critical thinking skills, problem-solving skills, decision-making skills and pattern-recognition skills. [These are] all skills in society that employers call soft skills, but skills that most of those who are incarcerated didn't have."

Ballard called himself a guinea pig in his own experiment as he tried to apply the skills he was learning through chess in his life.

"Lo and behold, I had success there as well as I started to take my time and respond and then react and be more responsive rather than impulsive, be decisive, strategic and goal set," he said.

He and other inmates had already played in an intercontinental chess tournament online when he approached Capt. Kevin Oneth of the Kansas Department of Corrections and then Jeff Zmuda, Kanas Secretary Of the Department of Corrections.

Ballard gave Zmuda an elevator pitch, and he was open and accepting to the idea of starting a chess outreach program within the Kansas correctional system.

Oneth, in addition to being the administrative captain at the Wichita Work Release, became the statewide coordinator for the Gift of Chess.

The program began with a tournament at the Hutchinson Correctional Facility in December, which was quickly followed by more events across the state.

"The response by the residents at each of the facilities has been phenomenal. They love it. They never expected something like that to happen," Oneth said.

Although he said the inmates come to the tournaments unsure of what to expect, they leave with smiles and high fives, Oneth said.

"The attitudes are just so positive and appreciative," he said.

As Ballard had said about himself, Oneth said he has seen growth in critical-thinking skills among those inmates who have participated in the program.

"They are able to think about doing things rather than just reacting," he said.

This matches with corrections' Resident Conduct Action Plans, which help inmates think through the consequences of their behaviors in lieu of receiving stiffer disciplinary actions.

"A lot of men who are in prison have come here because of impulsive behavior, driven and fueled by drugs and alcohol," Ballard said. "Chess moves us away from that impulsive thinking to more rational decision-making.&nbsp;

"The goal is to make academic atmospheres within our facilities where thinking, decision-making, smarts, intelligence is celebrated over the brute and the brawn."

Ballard wasn't always the guy who was making good decisions, by his own admission.

Ballard, 45, is in prison on a conviction for attempted first-degree murder. He's been in prison since he was 25.

Ballard, who is originally from Hutchinson, was selling and doing drugs. Someone tried to rob him, and he retaliated by firing a gun at the other party. He missed but was convicted and sentenced to 25 years in prison.

"People would always say, 'Man, what were you thinking?'" he said. "Every mistake, every crime, every bad choice I made in life, they were 'What were you thinking?'

"The problem was I wasn't thinking. When I started playing chess, it made me want to start using those thinking skills."

He said chess gave him the confidence and self-esteem to make good choices. He had to earn his way to work release, which he said is a path to his eventual freedom.

"Over the years, I have developed virtues and discipline that I don't think I could have got anywhere else," he said. "I didn't have a structured or disciplined environment around me. All of the KDOC staff have poured into me because they see the potential."

Ballard was first incarcerated when he was 18 on a robbery charge. He said there weren't as many rehabilitative programs in prisons in Kansas as there are today.

He said many men who have been in prison struggle with anxiety and depression after release.&nbsp;However, he said chess can help with those symptoms.

Ballard said the Gift of Chess and work release are preparing him to be a productive citizen when he's released from prison.

"I will come back to prison, but I won't come back in shackles or as an inmate," he said.

Ballard said he hopes to work with inmates as a substance abuse counselor or a mentor. Ballard's projected release date is April 12, 2025.

Now the program has toured all of the Kansas correctional facilities, Oneth, who recently presented to an international conference on the Gift of Chess, said the next step is to host an online state tournament in June or July.

Ballard said he would like to see chess programs in prisons across the country.

"I am thankful for the opportunity to give back and help men transform into rehabilitating and conducting themselves as helpful citizens upon their releases," he said.&nbsp;

Kevin Oneth of the Kansas Department of Corrections and then Jeff Zmuda, Kanas Secretary Of the Department of Corrections.Ballard gave Zmuda an elevator pitch, and he was open and accepting to the idea of starting a chess outreach program within the Kansas correctional system.Oneth, in addition to being the administrative captain at the Wichita Work Release, became the statewide coordinator for the Gift of Chess.<figure>

 </figure>The program began with a tournament at the Hutchinson Correctional Facility in December, which was quickly followed by more events across the state."The response by the residents at each of the facilities has been phenomenal. They love it. They never expected something like that to happen," Oneth said.Although he said the inmates come to the tournaments unsure of what to expect, they leave with smiles and high fives, Oneth said."The attitudes are just so positive and appreciative," he said.As Ballard had said about himself, Oneth said he has seen growth in critical-thinking skills among those inmates who have participated in the program.<figure>

 </figure>"They are able to think about doing things rather than just reacting," he said.This matches with corrections' Resident Conduct Action Plans, which help inmates think through the consequences of their behaviors in lieu of receiving stiffer disciplinary actions."A lot of men who are in prison have come here because of impulsive behavior, driven and fueled by drugs and alcohol," Ballard said. "Chess moves us away from that impulsive thinking to more rational decision-making.&nbsp;"The goal is to make academic atmospheres within our facilities where thinking, decision-making, smarts, intelligence is celebrated over the brute and the brawn."Ballard wasn't always the guy who was making good decisions, by his own admission.Ballard, 45, is in prison on a conviction for attempted first-degree murder. He's been in prison since he was 25.<figure>

 </figure>Ballard, who is originally from Hutchinson, was selling and doing drugs. Someone tried to rob him, and he retaliated by firing a gun at the other party. He missed but was convicted and sentenced to 25 years in prison."People would always say, 'Man, what were you thinking?'" he said. "Every mistake, every crime, every bad choice I made in life, they were 'What were you thinking?'"The problem was I wasn't thinking. When I started playing chess, it made me want to start using those thinking skills."He said chess gave him the confidence and self-esteem to make good choices. He had to earn his way to work release, which he said is a path to his eventual freedom."Over the years, I have developed virtues and discipline that I don't think I could have got anywhere else," he said. "I didn't have a structured or disciplined environment around me. All of the KDOC staff have poured into me because they see the potential."Ballard was first incarcerated when he was 18 on a robbery charge. He said there weren't as many rehabilitative programs in prisons in Kansas as there are today.<figure>

 </figure>He said many men who have been in prison struggle with anxiety and depression after release.&nbsp;However, he said chess can help with those symptoms.Ballard said the Gift of Chess and work release are preparing him to be a productive citizen when he's released from prison."I will come back to prison, but I won't come back in shackles or as an inmate," he said.Ballard said he hopes to work with inmates as a substance abuse counselor or a mentor. 2025 Patriots Parade Official Entry Form

HUTCHINSON, Kan. — The Board of County Commissioners finally put the courthouse weatherization and window restoration projects from Pishny Restoration behind them with action on Tuesday.

The commission approved a deduct change order in the amount of $12,850.00 and authorized the county administrator to sign the change order, the certificate of substantial completion, and approved the final pay applications from Pishny Restoration and GLMV Architectural to close out these projects.

Commissioners agreed to pay GLMV $1,150 for additional work to&nbsp;inspect windows in excess of their contractual obligation.

These projects took fourteen months longer than expected for a variety of reasons, including weather delays, Covid complications, and worker shortages.

The motion to close the project out passed unanimously.

Commission finishes up window projects with small refund Tuesday

HUTCHINSON, Kan. — Reno County Administrator Randy Partington explained that the CIP process is something that the commission looks at every year, because keeping up the county's infrastructure helps save taxpayers money.

"There's things, usually around $20,000 to $25,000 or more, or that have a life span of about five years," Partington said. "That's kind of a generic explanation or definition. There are, on a case by case situation, things that cost less or have a shorter life span. Vehicles, roof repairs, maintenance of buildings, buses for RCAT, software equipment, large equipment for IT. There are lots of things that go into the Capital Improvement Projects list."

CIP projects are for those things that you want to take care of before maintenance costs get too high.

"If we don't take care of it, or if we don't buy equipment that is needed, it's going to cost us more in the long run," Partington said. "If we don't fix things, whether it's buildings or replace vehicles when our automotive department recommends it, then we're going to have higher costs in the long run. When we do buy a new piece of equipment, it's going to cost more."

Regular equipment replacement when parts-related supply chain issues are present make it important to plan ahead for those events.

"We can order now, we can encumber it today, but it probably won't be here until the end of 2024 on different pieces of equipment," Partington said. "Vehicles are a good example. If we buy a new vehicle or fire apparatus, they may start production now, but it will be over a year before we actually receive that piece of equipment."
