The National Weather Service office in Wichita has issued a Heat Advisory from noon to 8 p.m. Tuesday.

Heat index values of up to 108 are expected.

Hot temperatures and high humidity may cause heat  illnesses to occur.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible, reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. 

To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. Anyone overcome by heat should be moved to a cool and shaded location.

Heat Advisory Tuesday afternoon

HUTCHINSON, Kan. — Hutchinson Interim City Manager Mary Grace Clements said the interviews with the candidates for the Police Chief opening in Hutchinson went well this past week.

"We've interviewed three candidates," Clements said. "We had two that were in state and one out of state and one is actually internal. It was a great run of interviews. We had three different panels. We had a panel made up of myself and four of my directors and we had a panel made up of the FOP, which is the local police union and then we had a panel made up of community members. Every one of those entities comes with a different perspective of what fills a need for them for the chief and it's important that we look at all those different perspectives when we're filling this vital role."

Clements intends to work through the process as quickly as prudent.

"We are going to be looking at some of the candidates again this week to ask some more questions and do some more due diligence," Clements said. "Check references and things of that nature. The process continues. I have been very vocal with saying that this process is so important. Number one, we don't want to rush the process, but number two, we're not going to drag our feet. We're going to do everything possible to get the right person in place as soon as possible."

Finding the right fit for Hutchinson is the primary goal of the search.

"For Hutchinson, it's very important that we have the right person that's community focused," Clements said. "That's going to keep our community safe, but they are also going to interact, they are also going to help build programs, help build and heal communities. It's vital that we're looking at every different aspect of the candidates."

Clements plans to make her final selection as soon as this week. She gave an update and got feedback from the City Council at a special meeting on Friday.

Hutch Chamber Appreciation Cookout is July 28

This is day 12 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Wheat harvest continues to be a slog with producers fighting rains and weeds to get the crop across the scale. Harvest is now 71 percent complete, well behind 98 percent last year and 94 percent for the five-year average, according to the USDA's National Agricultural Statistics Service (NASS) crop progress report for the week ending July 16, 2023.&nbsp;

In the far southwestern corner of the state, Morgan Walls with Elkhart Co-op reports wheat harvest in Morton County has been a drag. Weather has been inhibitive; quality has been a challenge and weeds continue to be a struggle.&nbsp;

Wheat harvest here should be wrapped up by the fourth of July, but this year that’s when the first loads hit the scales. With rain delays that have continuously deteriorated test weights, wheat harvest should finally finish by the end of the week.&nbsp;

But it’s hard to gauge where harvest is at, as 70 to 75 percent of planted acres were zeroed out by crop insurance, and more acres were taken out by spotty hail in the last couple of weeks. Test weights are averaging lighter than preferred at about 58 pounds per bushel with protein ranging between 12 and 14 percent. Yields are all over the place, from five bushels an acre all the way up to a very small area that had timely moisture and is seeing averages around 70 bushels per acre.&nbsp;&nbsp;

Following a busy weekend of cutting in Ness County harvest is all but done, according to Brad Cowan, general manager of CGS in Bazine. After having started cutting around June 23, producers are just tired after fighting the weeds, fighting the weather and fighting green wheat.&nbsp;

Yields ranged from 15 to 55 bushels per acre with test weights averaging 59.6 pounds per bushel and average protein coming in consistently just short of 13 percent. Fields that were close, but not released by crop insurance, benefitted from a perfect two-week period of filling weather, resulting in yields at 25 to 30 bushels per acre.&nbsp;

Weeds have been a continuous struggle, which means more work for the elevators. CGS will take in about the same number of bushels as last year, which is roughly half of the five-year average. That wheat will be loaded by train onto the short line and delivered to flour mills in eastern Kansas.&nbsp;

Weeds are also the main struggle in Meade County, where Dave Strecker with Alliance Ag and Grain LLC reported from Fowler in the eastern part of the county. Harvest here has been going on for a long time, having started around June 27 and still only about three-quarters finished.&nbsp;

Strecker said grain quality is pretty good with better than average proteins, but bushels are down dramatically due to approximately 65 percent abandonment of planted acres. There are several producers who won’t bring a single bushel of wheat to town.&nbsp;

The wheat that is coming in is yielding 20 to 35 bushels per acre, compared to the 60 to 70 bushels per acre for a normal year. Overall, he estimated the area will take in a maximum of 25 percent of bushels compared to the five-year average.&nbsp;

But, by this time next week, Strecker expects that all the wheat that will be harvested will be in the bin. And that’s much-needed as the corn is tasseling. He estimated only five weeks until the first load of dryland corn arrives, not a lot of time for the elevators to turn house and prepare for fall harvest.&nbsp;

With triple-digit temperatures expected in coming days, producers will likely make quick harvest progress if summer storms stay away. Stay tuned as the Kansas Wheat crew continues to share results from the field with the next report scheduled for July 18.&nbsp;

HUTCHINSON, Kan. — The Hutchinson Fire Department is gearing up for their annual School Supply Drive. 

Firefighters will be at Dillons on 5th, and 30th, as well as Walmart on July 28th from 4 p.m. to 8 p.m. and July 29th and 30th from 8 a.m. to 4 p.m. collecting school supplies for children in need.

Kansas State Fair wristband sale July 25

HUTCHINSON, Kan. — The Emancipation Day Committee has updated the weekend's schedule of events for August 4-6 in Hutchinson.

Events will begin Friday night August 4 from 5 p.m. to 9 p.m. at Rice Park.

Bring your dinner and lawn chairs and there will be family fun and entertainment with basketball, horseshoes, cornhole, pickleball, other games and music, along with a 3-point shootout from 6 p.m. to 7:30 p.m.

Jazz in the Park will be at Avenue A Park from 8 p.m. to 10 p.m. Friday.

Saturday kicks off with the Emancipation Day parade headed north on Main Street from Ave. B to 12th Avenue starting at 10 a.m.

The parade marshall will give an address at Stringer Fine Arts Center at noon on Saturday.

There will be a free community picnic in the Gallery Theatre and on the college lawn at 600 East 11th at 12:30 p.m. Saturday.

The annual Emancipation Dance will be Saturday night at the Encampment Building at the Kansas State Fairgrounds in Dillon Hall from 9 p.m. to 1 a.m.

Emancipation celebration schedule updated

In a few days, the local county fair will kick off marking the beginning of summer’s end as classes begin in the following weeks. But for a few short, hot days, the fair offers a little bit of everything for everyone between the midway and mutton busting. I’m still confident (arrogant) enough in my athletic ability (rapidly deteriorating) that I know with enough practice (cash) I could beat the carnival games and win a (pity) prize. I’m also mature (old) enough to know I’d rather save my money for the assortment of fried foods (because calories and cholesterol don’t count at the fair). We usually skip the entertainment tent, finding the aforementioned mutton busting and the pedal pull more amusing. Plus, there’s no shortage of other projects to take in, from walking past the stalls of the livestock barn to seeking the refuge of air conditioning in the exhibition hall to look at all the entries there. The fried food and sugary treats are especially tasty after viewing the supersized produce entered in the garden category. Joking aside, I’m always impressed with the variety of projects 4-Hers enter at the fair, many of which take a lot of time and effort that’s often unseen in the final product. 4-H members also have a chance to have photos at their local fair featured in a future edition of “Kansas Living” by submitting. Pictures must be submitted by Oct. 1 at&nbsp;<a href="https://kfb.us11.list-manage.com/track/click?u=45bba928f411d21617c5eadbe&amp;id=d4fded6233&amp;e=27e264ea00" target="_blank">www.kfb.org/Article/4H-and-KFB-Photo-Contest</a>. It’s also easy to forget the fair isn’t simply showing off the end result after months of planning and labor. Exhibition also requires courage and self-confidence to compare one’s work against others in front of a judge. In many ways, the county fair is a laboratory of everyday life. Participants have to weigh their responsibilities against the rampant temptations of rides, food, friends and games. Impulse control is also helped by the auctions, and associated premiums, held the final night. There’s just less time for the money to burn holes in a pocket. Class champions also must decide between going to auction or advancing their project to the state fair. However, it all turns out, there’s always lifelong memories made. Time will heal the hurt of finishing as the reserve champion, and it generally happens quickly since there’s plenty of friends and acquaintances around who haven’t been seen since school ended in May. Perhaps the greatest lesson is that sometimes indulging in excess is OK. Like consuming way too many calories. It’s perfectly reasonable to have an unbalanced meal consisting of a corndog and a funnel cake. Or finally having the courage to tackle the scary ride this year. Or maybe risking a shoulder injury to win a teddy bear. Afterall, it’s just once a year the carnival lights brighten the night sky at the county fair. There’s no real world need to bust mutton, but it’s the best part of any rodeo. And those pedal pullers will soon graduate to more powerful machines. Everything in moderation, including moderation, so be sure to savor all the lessons available at your county fair this year. HUTCHINSON, Kan. — Kansas U.S. Senator Dr. Roger Marshall noted Monday that a bill in honor of a teen that died of fentanyl poisoning is headed to the Senate floor.

"Every day in Kansas, we lose, typically a young adult to fentanyl poisoning," Marshall said. "Most every day we lose somebody from fentanyl poisoning. Every day in the state of Kansas, we're using Narcan 10 or 15 times. As little as one pill can kill. Actually, one half of one pill. Cooper Davis was a wonderful young man with a bright future, he didn't have any addiction problems or anything like that, but he and he and his friends ordered two Percocet tablets online. He took one half of a Percocet tablet and died."

It was later discovered that a drug dealer solicited Mr. Davis through a popular social media platform, Snapchat.

"You can order Adderall, Percocet tablets, antidepressants, all sorts of things online now, very easily," Marshall said. "One third of the deaths of fentanyl are caused because our young adults are ordering fentanyl online. It's easier and cheaper to get a fentanyl tablet from Snapchat than it is to get a pizza delivered to your home. I'm just begging people to talk to their children, making sure that they understand that this is lethal. They can die from just taking one half of a tablet, as well. What our legislation does is, it forces social media companies to cooperate with law enforcement when they see illicit drug trafficking going online."

This is a bill that has support from both sides of the aisle.

"I'm very proud of this bipartisan legislation that passed out of committee 16-5 last week," Marshall said. "Dick Durbin, a Democrat from Illinois, the party whip for the Democrats is one of the co-sponsors, along with Jean Shaheen, a Democrat from New Hampshire. I'm very proud of the bill. Hopefully, it will find its way to the President's desk."&nbsp; 

The U.S. Centers for Disease Control and Prevention recently&nbsp;<a href="https://www.cdc.gov/mmwr/volumes/71/wr/mm7150a2.htm">published an analysis</a>&nbsp;finding a 182 percent increase in illicit fentanyl overdose deaths among 10 to 19-year olds between 2019 to 2021.&nbsp;&nbsp;

Bill in name of Kansas teen who died of fentanyl poisoning continues process

SOUTH HUTCHINSON, Kan. — On Monday, the South Hutchinson Fire Department received a donation of canned emergency drinking water from Anheuser-Busch via their local distributor, City Beverage.

The water will help maintain firefighter hydration during long incidents or disasters like wildfires.

The pallet of water with 98 cases will be divided among the following departments:

Reno/Kingman Joint Dist. 1 Reno County Dist. 3 Reno County Dist. 4 Reno County Dist. 6 Reno County Dist. 7 Reno County Dist. 8 Reno County Dist. 9 Reno/Harvey Joint Dist. 2

South Hutchinson Assistant Fire Chief Shae Barajas-Brooks applied for the Emergency Drinking Water for Wildland Firefighters Program through the National Volunteer Fire Council earlier this year.

With the donation, each department will receive approximately 240 cans of water. The departments provide protection to over 22,000 residents covering approximately 1200 square miles.&nbsp;

"Cancer is the leading cause of Line of Duty Deaths, but overexertion, cardiac arrest and heat stroke caused 52% of the overall deaths in 2020 per the NFPA," Barajas-Brooks said in a release. "With this donation from&nbsp;Anheuser-Busch and the National Volunteer Fire Council, each truck will be stocked with clean water to keep our men and women hydrated and healthy and ready to function during critical times. We greatly appreciate&nbsp;Anheuser-Busch's commitment to our first responders."

Since 1988,&nbsp;Anheuser-Busch has donated more than 90 million cans of emergency drinking water to communities impacted by natural disasters and other crises.&nbsp;

Ulster Project Hutch: Adam Brown

RENO COUNTY — The Reno County Planning Commission will meet Thursday to discuss one zoning case and do more work on the commercial solar regulations.

The zoning case is a rezone of&nbsp; 4.7 acres of land from R-1 – Rural Residential District to AG – Agricultural District for the purpose of creating a 40-acre parcel of land to&nbsp;construct a single-family dwelling. 

The parcel is located at the southwest corner of E. Longview Road and S. Woodberry Road. The address of the property is 14813 E. Longview Road. 

Public comments will be allowed on that zoning case.

The Planning Commission will also continue its work on&nbsp;potential text amendments to the county's Zoning Regulations regarding commercial solar development.

<a href="https://hutchpost.com/posts/f640402b-da32-48a0-8f5f-424bbb343846">The planning commission was given time to work by Reno County Commissioners, as they put a moratorium on such development in place for the rest of 2023 at their meeting on April 11.</a>

No public comment on the regulations was taken at the April 20 meeting, as it took them more than two hours just to read through and discuss the first draft provided by staff and make some initial edits.&nbsp; No public comment on that topic was taken at the May 18 or June 15 meetings or will be taken on July 20. Once a final draft is ready for discussion, notice will be given so the public can comment on the proposal.&nbsp;

 </figure>RENO COUNTY — The Reno County Planning Commission will meet Thursday to discuss one zoning case and do more work on the commercial solar regulations.The zoning case is a rezone of&nbsp; 4.7 acres of land from R-1 – Rural Residential District to AG – Agricultural District for the purpose of creating a 40-acre parcel of land to&nbsp;construct a single-family dwelling. The parcel is located at the southwest corner of E. Longview Road and S. Woodberry Road. The address of the property is 14813 E. Longview Road. Public comments will be allowed on that zoning case.The Planning Commission will also continue its work on&nbsp;potential text amendments to the county's Zoning Regulations regarding commercial solar development.<a href="https://hutchpost.com/posts/f640402b-da32-48a0-8f5f-424bbb343846">The planning commission was given time to work by Reno County Commissioners, as they put a moratorium on such development in place for the rest of 2023 at their meeting on April 11.</a>No public comment on the regulations was taken at the April 20 meeting, as it took them more than two hours just to read through and discuss the first draft provided by staff and make some initial edits.&nbsp; No public comment on that topic was taken at the May 18 or June 15 meetings or will be taken on July 20. Reno County Planning Commission with one zoning case, more solar work

HUTCHINSON, Kan. — An opportunity for families who need a helping hand with school supplies to get them before the fall is coming up July 29 at the Kansas State Fairgrounds. as part of the Convoy of Hope.

"It is our third year here in Hutchinson," said organizer Kendall Sheats. "We're excited about it. It's the 11th year, going to be the 11th year in Wichita. We're glad that they allowed us to be a part of that. In fact, there are 10 sites that are going to be going on this year. One in Valley Center, the one here in Hutchinson and then eight sites in Wichita itself."

The site will offer backpacks with school supplies, groceries and welcome bags with information on local resources.

"They can enter into Gate 5," Sheats said. "If you have a question about what that is, that's on the north side of the Fairgrounds. In fact, if you go by and see the parking lot with all the handicapped signs in it, that's where you enter at."

The event will continue to be a drive through event this year in Hutchinson.

"Every family that comes through, we have a chance to meet them, get to know them, feel a little bit of the pulse of what's going on," Sheats said. "It's amazing. From car to car, you get a wide range of responses. We're talking about incomes and things. You know, we don't vet anything. We just say, it's the honor system. If you need something, come get it. You think about a family that has two or three or four students in school, there's more and more things demanded of these families to provide for their kids during the school year and that starts adding up quickly. The drive through event is such a help to people. They can come through in the safety of their car and stay in it and the community has a chance to serve them and show them how much we can help them in their lives."

HUTCHINSON, Kan. — The Chamber Blue Interest Survey is now live through August 18th. 

Over 50 chambers have businesses that have come together to offer insurance options to their employees through this group, which can help smaller businesses have the economy of scale to make offering that benefit affordable.

Businesses that would be new to Chamber Blue must complete the survey to be eligible to see the rates and enroll for a 1/1/24 enrollment period. 

Businesses currently enrolled in Chamber Blue do NOT need to complete the survey. 

Once renewal rates are released in October, a BCBSKS representative will reach out to review the renewal.

Chamber Blue Interest Survey live for 2024

HUTCHINSON, Kan. — The Kansas State Fair will allow alcohol at one of its free stages on its final weekend in 2023.

"The board has approved two nights," said General Manager Bryan Schulz. "We have Blane Howard on Friday night as part of the Chiefs Red Friday. It's a free concert that will take place at Peoples Bank and Trust Arena. Then, on Saturday, we have an Elvis impersonator that will be over there for a concert, as well. We wanted to give the opportunity for people to have a beverage if they wanted."

The Fair Board can vote to allow alcohol anywhere on the fairgrounds.&nbsp;

"We are going to be working with one of our current vendors to set up a smaller area over there to have beverages available," Schulz said.&nbsp;

Before 2022, people who bought alcohol at the Kansas State Fair had to sit and drink it at whichever of the five buildings they ordered it at. Now, if it is in a clear plastic container, it can be carried in the grounds, with the exception of buildings with hanging art and things like that where no beverages at all are allowed, regardless of alcohol content.

Leadership Reno County seeking applicants

BUHLER, Kan. — Buhler USD 313 will open online enrollment Monday at 8 a.m.

An email with a SNAP CODE needed to enroll was sent to the primary guardian's email address Sunday, July 16. If you cannot locate it, please check your spam or junk folder. You will also need your PowerSchool password.

Enrollment fees do not have to be paid at the time of enrollment, but if they are paid online during the online enrollment window between July 17 and August 7, credit card fees are waived.

HUTCHINSON, Kan. — The newly crowned Miss Kansas, Courtney Wages, is looking to help all Kansans see each other better.

"I've always been a huge volunteer with my community service initiative, which is called, One Vision is not the Only Vision: Eye See You," Wages said. "That's me advocating for people who are experiencing blindness or any sort of visual impairment."

Even the technology that can help so many people accomplish so much can take its toll on your eyesight.

"Think about it, everyone has eyes," Wages said. "Especially during COVID-19, we saw an increase in purchasing blue light glasses. I think people started to notice how hindering it is to look on a screen every single day and how that can hurt someone's eyes who even have 20/20 vision. Over the years, my community service initiative has just progressed. People are really starting to see, your vision isn't going to be permanent. It's going to shift all through the years. You're going to experience vision loss as you age. It's very common. In Kansas, 80,000 Kansans have some sort of vision impairment."

Making sure Kansans can keep their eyes healthy is a key component Wages wants in her reign.

"It was really my mission just to go around the state of Kansas and provide opportunities," Wages said. "Insurance doesn't look the same for everyone. Purchasing glasses can be harder on some than others."

The date for the Miss America pageant has not yet been announced.

Miss Kansas: Helping Kansans see is her focus

HUTCHINSON, Kan. — Mark Tallman with the Kansas Association of School Boards<a href="https://www.kasb.org/45132?articleID=139240"> notes that Kansas kids are doing better educationally than might be assumed from the amount of funding they receive.</a>

"Kansas continues to spend less per pupil than most states," Tallman said. "We rank about 28th in the country. We spend about 10% less per pupil from all sources. However, we continue to have, across an average of a number of educational outcomes, pretty strong educational results. Probably for the last five or six years, we've used a measure tracking things like national test scores, ACT, SAT, graduation rates. The most recent update we have is that Kansas is 13th in the country."

Kansas is competitive with its neighbor states.

"We're about in the middle point of the region, a little bit higher," Tallman said. "We've consistently been around the same as the region. What we've noticed, however, is that going back about 10 years, every state except Oklahoma has increased its funding per pupil more than Kansas."

Kansas provides more state funding than the U.S. average, but its school districts receive much less local and federal aid, so total funding is lower. This is a problem that the legislature might not be as able to easily solve, as there is a disparity in property value that already is equalized as part of the school finance formula.

"Lower wealth districts, districts with less property wealth, a much higher share of their budget will come from the state," Tallman said. "Our system now really does say that even property wealthy districts still get a lot of money from the state.  </figure>NICK GOSNELL Hutch PostHUTCHINSON, Kan. — Mark Tallman with the Kansas Association of School Boards<a href="https://www.kasb.org/45132?articleID=139240"> notes that Kansas kids are doing better educationally than might be assumed from the amount of funding they receive.</a>"Kansas continues to spend less per pupil than most states," Tallman said. "We rank about 28th in the country. We spend about 10% less per pupil from all sources. However, we continue to have, across an average of a number of educational outcomes, pretty strong educational results. Probably for the last five or six years, we've used a measure tracking things like national test scores, ACT, SAT, graduation rates. The most recent update we have is that Kansas is 13th in the country."Kansas is competitive with its neighbor states."We're about in the middle point of the region, a little bit higher," Tallman said. "We've consistently been around the same as the region. What we've noticed, however, is that going back about 10 years, every state except Oklahoma has increased its funding per pupil more than Kansas."Kansas provides more state funding than the U.S. average, but its school districts receive much less local and federal aid, so total funding is lower. This is a problem that the legislature might not be as able to easily solve, as there is a disparity in property value that already is equalized as part of the school finance formula."Lower wealth districts, districts with less property wealth, a much higher share of their budget will come from the state," Tallman said. "Our system now really does say that even property wealthy districts still get a lot of money from the state. Tallman: Kansas kids getting bang for the buck

HUTCHINSON, Kan. — A Hutchinson 9-year-old is hoping that his hair can get a little love from the community over the next few weeks.

According to an email sent to Hutch Post by his dad, Tyler, Tucker Etienne is competing in the&nbsp;USA 2023 Kids Mullet Competition.

Round 2 begins July 19th through July 23rd, and only the top 100 point scorers from Round 1 will advance for the second round.In the second round, they will have judges critique each mullet based upon length, style, and uniqueness, along with continuing votes and donations. During this round, the donations stay for each contestant but the votes reset. Round 3 is the top 25 kids and the final round, which is August 7th through August 11th. 1st place wins $5,000, second place $1,000, and third place $500, along with a pair of sunglasses."Tucker has been growing his mullet out since COVID began in 2020," Tyler Etienne said. "We couldn't get haircuts and he decided he actually liked it longer.
