The official dedication and ribbon cutting for the National Bio- and Agro-Defense Facility in Manhattan this week is very welcome news. It also makes me feel old since the process to get here has taken nearly the entirety of my adult life. Also known as NBAF, the facility is a state-of-the-art lab that will research animal diseases that can also infect humans and develop vaccines and anti-virals for some very nasty bugs. The facility is the replacement of the Plum Island Animal Disease Center off the coast of New York, which is more than six decades old. NBAF will investigate diseases like African Swine Fever, Nipah Virus, and foot and mouth disease (FMD), among others. FMD is among the most contagious, infectious diseases in the world, and an outbreak in the U.S. would cost billions of dollars to the livestock industry alone. Vaccines exist for individual strains, but there’s so many different varieties it’s impossible to fully protect against. The center of the country may seem like an odd choice for a facility that will study some of the most dangerous diseases that threaten our food supply, agricultural economy and public health. But NBAF will anchor the so-called Animal Health Corridor between Manhattan and Columbia, Missouri. The region is home to more than 300 animal health companies and accounts for 56 percent of total worldwide sales in the industry. NBAF will further leverage the existing networking, collaboration, education and training already present in the area to not just protect but strengthen our food supply. The research will extend beyond known pathogens to emerging diseases to better understand their impact on livestock and humans. The lab biosafety designation is the highest level possible, making it the first of its kind in the U.S. dedicated to studying animal diseases. As recent history has shown, such pathogens can spillover to affect humans so the research is critical for early identification to minimize the impact on public health. While the ribbon cutting marks the end of construction and testing of the building, it will take another year or two for the scientific mission to become fully operational. Once it does, it will also provide round-the-clock diagnostic testing to quickly identify suspected pathogens. Insight: Securing Agriculture

SOUTH HUTCHINSON, Kan. — South Hutchinson Fire Chief Greg Henke would like to purchase a smaller brush truck from the Hutchinson Fire Department and sell the current brush truck in South Hutch's inventory. 

That item will be before the South Hutchinson City Council Monday night.

According to agenda documents, the current truck is a very large 6x6 that is unsafe to operate for most individuals in the South Hutch department. Additionally, the parts needed for repairs on this vehicle can be difficult to come by and the vehicle has limited capabilities.

The used unit South Hutch would be purchasing from Hutchinson FD is a pickup style vehicle which would make it more nimble and provide greater utility for South Hutchinson's needs. This includes usage along the riverbed. 

That type of vehicle is much easier to drive and much safer to operate for department&nbsp;personnel. Additionally, it will be more effective in combating grassfires and responding to other calls for service.

Chief Henke believes it would cost approximately $20,000 to purchase and upfit the vehicle.

However, he is confident that he can sell the 6x6 and cover most, if not all, of the $20,000.

The purchase time frame of the brush unit from HFD will depend on when they receive the three new brush units that they are currently waiting on.

The South Hutchinson City Council meets at 6 p.m. Monday at City Hall at 2 South Main.

95th closed through Thursday

HUTCHINSON, Kan. — The Board of Reno County Commissioners on Tuesday will consider a resolution allowing the Director of Public Works to set a reduced maximum speed limit on county roads under road construction. 

The Director would have discretion based on a case-by-case basis to set that speed, but it is anticipated that 25 mph would be the limit in most situations. 

The purpose of the resolution is to protect the safety of county employees, contractors, and the public.

Public Works shall post the during construction maximum speed limit at the same point at which the sign identifying the road construction zone begins. 

Exceeding the maximum speed limit in a road construction zone shall be punishable in the same manner as exceeding any other posted County speed limit.

The Board of Reno County Commissioners meets Tuesday at 9 a.m. in the Veterans Room at the Reno County Courthouse.

New construction speed limits part of Tuesday agenda

HUTCHINSON, Kan. — As Reno County Commissioners begin the 2024 budget process, County Administrator Randy Partington plans to discuss <a href="https://www.renogov.org/DocumentCenter/View/11580/BOCC-CIP-BOOK-FY2024-2028">the Capital Improvement Plan projects with them as part of their meeting on Tuesday</a>.

According to documents provided to commissioners, county agencies plan to ask for $9,465,161 in projects in fiscal 2024, up from the $8,717,745 adopted in 2023.

That difference appears to be in specific requests from rural fire districts in the draft to be shown on Tuesday, as there weren't any adopted in 2023 as part of CIP, but according to those requests, Fire District 4 is planning to request $130,000, Fire District 6 $275,000, Fire District 7 $130,000 and Fire District 9 $350,000.

That's a total of $885,000 in requests. The total increase in requests overall is just $747,416, so the county departments apart from fire are actually asking for less than they did in the current year.

Long-term projects part of Tuesday agenda

HUTCHINSON, Kan. — David Foster with the Hutchinson YMCA is encouraging kids to get involved at the Y this summer.

"We're really excited about debuting what's going to be called our Summer Fun Club," said Foster. "It's kind of a half-day camp option for families with students that just finished kindergarten through 6th grade. We'll have that from 9 a.m. to noon every day Monday through Thursday, starting the week of May 30. That's $65 for members and $85 for non-members. You'll get to sample something that's kind of specific to the YMCA."

If you want to have your kids go more than once, they will be different.

"Waterworks, we're going to have a gymnastics week, a sports performance week, a sports sampler," Foster said. "We'll have lots of other themed weeks that kind of highlight some of our programs and activities at the YMCA."

This is nine weeks of themes starting the week of May 30. The last week is the week of July 24. This is designed to fit if parents need to have kids have doctors appointments or participate in other afternoon activities without locking them into a whole day.

"We have a lot of really good all day summer camps here in town," Foster said. "Rather than duplicate a lot of services, this is something that we felt might be a little bit of a niche for the Y, to just have that half-day option for parents, people that work from home, stay at home parents, homeschool families, or just people that are looking for just a half-day option for their kids. I think this will be a good offering and a good addition to the other things that are going on in the community."

HUTCHINSON, Kan. — Marcy Kauffman,&nbsp;Vice President of Membership with the Hutchinson/Reno County Chamber of Commerce presented to a regional conference, the MAKO conference in Branson earlier this year on Annual Meetings that Rock, as the event here is one of the larger events held by a chamber of this size.

"For those that have attended our Chamber Annual Meeting, you know we put on a pretty good show," Kauffman said. "It's a sellout event every year with a thousand people for dinner. We bring in a really amazing keynote speaker, as well as have a sponsor expo. Being in my role, that's one of my favorite things. It's the big gathering of the tribe. People that don't necessarily come to anything else all year at the Chamber, they come to Annual Meeting."

Save the date of Thursday, November 2, for the 2023 event.

"Post-COVID, it's now a fall event, rather than a right after the first of the year event," Kauffman said. "We have members that are members of chambers all over the state, so they attend multiple annual meetings and we get lots of compliments that we put on a stellar event."

Kauffman said the process of putting this fall's meeting together is still going on.

"We're still working on finding that perfect keynote to top Carlos Mendez from last year, because he was spectacular," Kauffman said. "All the logistics, really, to put on an event for 1000 people that includes a full-service dinner, full bar, keynote and 150 sponsors and booths at the sponsor expo, it's a lot."

HUTCHINSON, Kan. —&nbsp;The Hutchinson Public Library (HPL) kicks off their Summer Reading program on June 2 with their All Together Now Summer Celebration.

"We like to celebrate that we are starting our summer reading program," Darcie Canfield-Riggs, HPL Youth Services Librarian, said. "We offer kind of two age groups. We've got the pre-K to fifth and sixth grade and then if they're going into 7th grade or older, they can do the young adult reading program."&nbsp;

Adults have their own reading program as well.&nbsp;

"But, because it's such an important thing, we want our youth and our community to be reading this summer, we want them to get involved with the library this summer, we kind of do this big party to draw them in and get them excited about being here," Canfield Riggs said.&nbsp;

The summer celebration will host a variety of fun things, including inflatable obstacle courses, about 20 different games, painting, and music.&nbsp;

Additionally, community civil servants, like the Hutchinson Police Department, will be there and the Hutchinson Kennel Club will be bringing therapy dogs for kids to interact with.&nbsp;

The Hutchinson Zoo and Dillon Nature Center will also be present.&nbsp;

The All Together Now Summer Celebration will take place in the library parking lot.&nbsp;

The Summer Reading program comes with an incentive.&nbsp;

When a child logs 10 hours of reading on the Beanstack App, they can earn prizes. These include a gate admission for the Kansas State Fair, a youth pass for Exploration Place, and more. Kids who log hours weekly can earn a chance to win a weekly prize. Those who complete the program have an opportunity to win the grand prize. Paper logs are available upon request.&nbsp;

From June 1 to July 31, the Hutchinson Public Library will host a variety of programs and activities. Most of them will take place in HPL's Children's Activity Room.&nbsp;

Monday's from June 5 to July 24 will have Baby and Toddler Time at 10:30 a.m. for children age two and under with a caregiver.&nbsp;

Tuesdays and Thursdays from June 6 to July 27 will have Summer Storytimes at 10:30 a.m. for children of all ages.&nbsp;

Wednesday's from June 7 to July 5 will have School Age STEAM (Science, Technology, Engineering, Art, and Math) at 3 p.m. to 4 p.m. for children third to sixth grade.&nbsp;

Then Family Nights will take place on the second and fourth Mondays in June and July. On June 12 and 26, and July 10 and 24 at 6:30 p.m., families can enjoy special library programs by HPL community partners.&nbsp;

On the Wednesday dates of June 21 and July 19, there will be School Age Art from 3 p.m. to 4 p.m. for children third to sixth grade.&nbsp;

On the Thursday dates of June 22 and July 27, there will be Stories on Film. Join Hutchinson Public Library for a throwback to stories on filmstrips. Popcorn will be provided.&nbsp;

Activities throughout the summer will also include Take Home Crafts. Kids will make new crafts, ranging in difficulty for a variety of ages and abilities.&nbsp;

Monthly programs will continue as well. Legos on the first Saturdays of June and July from 10:30 a.m. to noon. Chess on the second Saturdays of June and July from 10 a.m. to noon. Road to Rover on the second Thursdays of June and July at 6 p.m. to 7 p.m.&nbsp;

"Our theme this summer is All Together Now," Canfield-Riggs. "We're really focusing on our partnerships in the community, the importance of the library in the community, but also just bringing everybody together."&nbsp;

Young adults will have their own set of programs as well this summer.

Young adults who log 10 hours into the Beanstack App, can earn $10 Hutch Bucks and a ticket to the Kansas State Fair, as well as a chance to win weekly prizes and a grand prize.&nbsp;

Those participating in the young adults program can attend the Kickoff Carnival on Tuesday, June 13 from 5:30 p.m. to 7:30 p.m. in the HPL parking lot.&nbsp;

There will be a Trivia Night on June 27 in the Library Auditorium from 6 p.m. to 7:30 p.m.&nbsp;

On Wednesday, July 12, there will be a Bad Art Night from 2 p.m. to 5 p.m. Registration required at <a href="https://www.hutchpl.org/">hutchpl.org</a>.&nbsp;&nbsp;

Hutchinson Public Library kicking off summer

ACROSS KANSAS — Law Enforcement across Kansas, including local and county agencies throughout the Hutch Post area and the Kansas Highway Patrol will be participating in the annual “Click It or Ticket” campaign from May 22-June 4. 

While all traffic laws will be enforced throughout the campaign, law enforcement will specifically focus on safety education and state laws requiring that vehicle occupants are appropriately restrained. 

Seat belts are an important life safety tool that can reduce injuries or death in a crash for drivers and passengers. This campaign is supported through a grant from the Kansas Department of Transportation. 

Help all the agencies save lives by ensuring everyone in your vehicle is buckled up.

NEWTON, Kan. — According to Newton City Manager Kelly McElroy, Choose Newton Main Street launched a campaign on Friday to raise funds&nbsp;for projects to enhance the experience in the historic downtown. 

The first goals in the ongoing campaign will be replacements for the Christmas decorations and a speaker system for at least three blocks of downtown.

The goal is $100,000 in the first phase of this capital campaign, so that some of these improvements can be in place by the end of 2024, but the campaign will be an ongoing one to continue the beautification of Newton's Main Street.

HAVEN, Kan. —&nbsp;The Haven Police Department, in partnership with the Haven Recreation Department and the Haven Chamber of Commerce, will host their third annual Summer Block Party in Downtown Haven on Saturday, May 20. &nbsp;

This free-to-attend community event is thanks to local businesses and their donations. &nbsp;

The Block Party will feature prizes throughout the day, bounce houses and inflatables, hot dogs, ice cream, drinks, a corn hole tournament, and water-based activities, including a dunk tank. &nbsp;

"Everybody should walk away with something, and it's a free event and all of the prizes and stuff are donated, they're all donations," Officer Matt Hayden with the Haven Police Department, said.&nbsp;

The Summer Block Party was started for Haven kids. &nbsp;

"When I started this, it was just a congratulations kind of for the kids because they finally made it out of COVID," Hayden said. "Just kind of a congratulations for making it through the school year."&nbsp;

Originally, the inaugural version of the Block Party was going to be much smaller. &nbsp;

"I started it out, I was going to just do some hot dogs and dunk tanks," Hayden said.&nbsp;&nbsp;

Hayden said the Haven Police Chief then told him to get local businesses on board by donating to the event, with many of them subsequently deciding they wanted to be more involved with the block party.&nbsp;

The Haven Police Department thanks local businesses for their generous donations.

&nbsp;The Summer Block Party will take place in Haven on the corner of Main Street and Kansas Avenue. &nbsp;

TOPEKA, Kan. — The Kansas Corporation Commission (KCC) has scheduled three public hearings in July to give Evergy customers an opportunity to learn more about the company’s recent rate increase request and to make comments before the Commission. KCC schedules Evergy rate increase hearings; closest is Wichita

HUTCHINSON, Kan. — The Hutchinson Planning Commission will go over the proposed text amendments to the city's Zoning Regulations at its meeting on Tuesday.

Sections where changes are coming are in Section 27-202 Definitions, Section 27-406.1 Accessory Dwelling Units, Section 27-903 Day Care Homes, Section 27-907 Fences, Section 27-918 Keeping of Animals, Section 27-919 Keeping of Chickens and Chapter 9 Sub-division Regulations Section 9 - 405 One Step Plat Preliminary &amp; Final Plat.

The definitions are going to be added to and include new language for&nbsp; Design Requirements, Solar Energy Conversion System (SECS) and the definition of a wall for the purposes of the regulations.

Accessory Dwelling Unit regulations will add language to clarify that they can be either&nbsp;within the principal building, within an accessory building, or constructed as an accessory building.

One additional type of fence will be added to those regulations.

The day care regulations will be extensively clarified to provide for additional opportunities in other proposed zoning areas with proper planning approval.

The Keeping of Animals section will be amended, and a large section will be added regarding the keeping of chickens, as has been previously reported.&nbsp;

Also, the procedure for a one-step plat (when you submit a preliminary and final plat at the same time) will be clarified.&nbsp;

Regulation language updates generally happen annually.

Planning Commission to discuss text amendments Tuesday

HUTCHINSON, Kan. — The unemployment rate in Reno County fell for the month of April 2023.

According to the Kansas Department of Labor, the jobless rate for the county went down one tenth of one percent to 3.2%. The jobless rate for the same period in 2022 was 2.2%.

There were 920 county residents out of work.&nbsp;

Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a statewide&nbsp;<a href="https://klic.dol.ks.gov/admin/gsipub/htmlarea/uploads/Press%20Release/LR%20Apr2023%20SA%20Rate%20Chart%20File.pdf">seasonally adjusted unemployment rate</a>&nbsp;of 2.9% in April. This is unchanged from 2.9% in March and an increase from 2.4% in April 2022.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 200 from March. Total nonfarm includes private sector and government employers.&nbsp;<a href="https://klic.dol.ks.gov/admin/gsipub/htmlarea/uploads/Press%20Release/LR%20Apr2023%20SA%20PrivateEmpl%20Chart%20File.pdf">Private sector jobs</a>&nbsp;decreased by 500 over the month, while government increased by 300.

Unemployment lower in April

HUTCHINSON, Kan. — One of the discussion items on the agenda for Monday's Hutchinson USD 308 Board of Education meeting is an update on the Board of Education vacancy that was created by former board president Greg Meredith's move out of USD 308 to Lawrence.

The board member appointed to fill the vacancy will serve from June 12, 2023, through January 8, 2024. The School Board will review all applications and select candidates to interview. 

According to the meeting agenda for Monday, there are 11 applicants for the position, so there may need to be some narrowing of the field before formal interviews are conducted.

Board of Ed to discuss vacancy Monday

HUTCHINSON, Kan. — The Board of County Commissioners at their meeting on Tuesday will look at a policy document prepared by County Counselor Patrick Hoffman that formalizes the change they already approved to move meetings to the second and fourth Wednesdays of each month beginning in July. 

This change will allow Hoffman to continue to serve part time with both Reno and Barton County as County Counselor. 

This Statement of Policy has been developed to assure that meetings of the Reno County Board of County Commissioners are conducted in compliance with K.S.A. 75-4317 et seq., the Kansas Open Meetings Act (KOMA). This statement outlines Board policy on the schedule of regular and workshop meetings and on the procedure to be followed during scheduled meetings. This Statement of Policy will be reviewed annually in January. Board meetings should follow the Roberts Rules of Order, as appropriate for local government.

Effective July 2023, the board of County Commissioners will hold regular business meetings dedicated to the transaction of regular governmental business and the conduct of governmental affairs on the days indicated below.

Effective July 2023, the Board of County Commissioners will only hold a regular meeting on the Second and Fourth Wednesday of each month, if needed. When there is a Fifth Wednesday in any month, a regular meeting will be scheduled for the purpose of transacting regular business. Any cancellation of the Fifth Wednesday meeting will be announced the week prior to a Fifth Wednesday. All Second, Fourth and Fifth Wednesday meetings will be convened pursuant to K.S.A. 75-4317 et seq,.

Special meetings and work sessions may be called by the Chairman of the Board, a majority of the County Commissioners or when required by state statute. When a special meeting or work session is called, the Chair shall notify the County Administrator who in turn shall notify the other County Commissioners. All special meetings will be convened pursuant to K.S.A. 75-4317 et seq.

An agenda for all meetings of the Board of County Commissioners shall be prepared by the County Administrator’s Office in conjunction with the Chair. Agencies, organizations, county departments and citizens desiring to meet with the Board of County Commissioners may be placed on the agenda by contacting the County Administrator’s Office. The County Administrator may at his/her discretion or after a request from the Commission Chair establish an agenda date and time for the requesting party in accordance with this Statement of Policy. 

The deadline for being placed on a business meeting is 12:00 p.m. on the Wednesday preceding the business meeting, unless permitted by the Chair of the Board.

To facilitate informed discussion and timely action agenda items, the Board of County Commissioners requires adequate background information from the requesting party. A template provided by the County Administrator’s Office outlines required information for parties and/or persons who request time on the agenda.

Departments, officers, agencies, organizations, and boards which are funded and/or created by or through the Board of County Commissioners will be required to submit background information in a professional memo format. 

The information that must be included in the memo is Agenda Subject, Background Information, Legal Considerations (if any), Alternatives, Recommendation, and Financial Considerations. Digital copies of the background information must be submitted to the County Administrator’s Office by the deadline stated above for the agenda request to be scheduled.

Any organization, board, agency, or citizen different from those listed above shall submit similar background information in a memo or email format. The information that must be included is the same as above, if applicable. Meetings of the Board of County Commissioners will be scheduled at 9:00 A.M. on the meeting day unless otherwise provided. The agenda may be amended at the beginning of each meeting by approval of the Board. Agenda items will be reviewed as follows, with changes to the order of items made at the discretion of the Commission Chair.

Generally, the Agenda shall contain all items to be acted upon during the meeting, however the Board of County Commissioners may take action on any item regardless of whether it is on the Agenda or is introduced during the meeting.

Persons attending meetings of the Board of County Commissioners are allowed to address the Board on agenda items only when they have been recognized by the Chair. Discussion by those in attendance regarding an agenda item is at the discretion of the Board Chair. No person has a right to be disruptive and such action will not be tolerated.

Meetings shall be conducted following Rules as described in the National Association of Counties (NACO) document “The Right Way to Run a Meeting: A Guide for County Officials.” The Chair shall make a determination regarding any procedural questions, and a majority of the Board may overrule the chair as allowed by the NACO Rules.

The Board of County Commissioners has chosen to allow for public comment from Reno County citizens under certain circumstances. Public comment will be limited to 5 minutes. The public comment period is for individuals to make short and concise comments to the governing body on items not on the agenda. The commission or a commissioner may, but is not required or expected to respond, to any public comment made during the public comment section of the agenda. 

Registration to speak during public comment is required at the beginning of the meeting on a provided sign-up sheet. If there is a meeting that has large amounts of public comment requests, the county commission may limit each speaker to 3 minutes or less to comment. Additional restrictions may be made by persons who speak on a routine basis. The Commission Chair may also limit the number of speakers that are repeating the same comments as prior speakers in order to expedite the meeting while also allowing for reasonable public comment.

 </figure>HUTCHINSON, Kan. — The Board of County Commissioners at their meeting on Tuesday will look at a policy document prepared by County Counselor Patrick Hoffman that formalizes the change they already approved to move meetings to the second and fourth Wednesdays of each month beginning in July. This change will allow Hoffman to continue to serve part time with both Reno and Barton County as County Counselor. The proposed language is copied below.PURPOSEThis Statement of Policy has been developed to assure that meetings of the Reno County Board of County Commissioners are conducted in compliance with K.S.A. 75-4317 et seq., the Kansas Open Meetings Act (KOMA). This statement outlines Board policy on the schedule of regular and workshop meetings and on the procedure to be followed during scheduled meetings. This Statement of Policy will be reviewed annually in January. Board meetings should follow the Roberts Rules of Order, as appropriate for local government.POLICYBUSINESS MEETINGSEffective July 2023, the board of County Commissioners will hold regular business meetings dedicated to the transaction of regular governmental business and the conduct of governmental affairs on the days indicated below.SECOND AND FOURTH WEDNESDAYSEffective July 2023, the Board of County Commissioners will only hold a regular meeting on the Second and Fourth Wednesday of each month, if needed. When there is a Fifth Wednesday in any month, a regular meeting will be scheduled for the purpose of transacting regular business. Any cancellation of the Fifth Wednesday meeting will be announced the week prior to a Fifth Wednesday. All Second, Fourth and Fifth Wednesday meetings will be convened pursuant to K.S.A. 75-4317 et seq,.SPECIAL MEETINGS/WORK SESSIONSSpecial meetings and work sessions may be called by the Chairman of the Board, a majority of the County Commissioners or when required by state statute. When a special meeting or work session is called, the Chair shall notify the County Administrator who in turn shall notify the other County Commissioners. All special meetings will be convened pursuant to K.S.A. 75-4317 et seq.PROCEDUREMEETING AGENDAAn agenda for all meetings of the Board of County Commissioners shall be prepared by the County Administrator’s Office in conjunction with the Chair. Agencies, organizations, county departments and citizens desiring to meet with the Board of County Commissioners may be placed on the agenda by contacting the County Administrator’s Office. The County Administrator may at his/her discretion or after a request from the Commission Chair establish an agenda date and time for the requesting party in accordance with this Statement of Policy. The deadline for being placed on a business meeting is 12:00 p.m. on the Wednesday preceding the business meeting, unless permitted by the Chair of the Board.AGENDA BACKGROUND INFORMATIONTo facilitate informed discussion and timely action agenda items, the Board of County Commissioners requires adequate background information from the requesting party. A template provided by the County Administrator’s Office outlines required information for parties and/or persons who request time on the agenda.Departments, officers, agencies, organizations, and boards which are funded and/or created by or through the Board of County Commissioners will be required to submit background information in a professional memo format. The information that must be included in the memo is Agenda Subject, Background Information, Legal Considerations (if any), Alternatives, Recommendation, and Financial Considerations. Digital copies of the background information must be submitted to the County Administrator’s Office by the deadline stated above for the agenda request to be scheduled.Any organization, board, agency, or citizen different from those listed above shall submit similar background information in a memo or email format. The information that must be included is the same as above, if applicable.
