Today's "Throwback Thursday Collection" takes us to the 2600 block of East 4th Avenue on the south side.

In 1953, Albert Sullivan, an airways operator for the Civil Aeronautics Administration, decided to build a motel at 2605 E. 4th. He named it the Sunset Motel. The first photo shows the Sunset Motel at opening on busy U.S. Highway 50 South (4th Avenue at that time).

In 1955, adjacent to the Sunset Motel, Edwyn and Ethyle Beasley built and opened Eddie's Sunset Restaurant. The second photo shows that enterprise at opening.

In 1962, The Gibson Products Company, selling general merchandise, built and opened a location at 2601 E. 4th, with Felton Elliott as manager. That later became Gibson Discount Center in 1967 at 1125 E. 4th. The third photo shows the buildings and signage of all these businesses about 1968, right before U.S. 50 was rerouted to the south side of the city, which changed the dynamic of businesses when it was running straight through town.

The fourth photo shows the Sunset Motel today, still located at 2605 E. 4th and owned by Bento Boutique Hotel L.L.C. out of North Miami, Florida.

HUTCHINSON, Kan. — Kansas Governor Laura Kelly was not able to make the trip to Hutchinson as planned on Wednesday, due to the possibility for severe weather across the state, but she still wants to see turnout be strong, especially in the 102nd District, which is one of the more competitive races in the state, if you're judging by money spent.

"We're working very hard to break the supermajority in both the House and in the Senate," Kelly said. "In the House, as the current makeup stands, we need to flip two seats. We need for Jason Probst to maintain his seat so that that number doesn't go up to three."

Governor Kelly doesn't want to have to use her veto pen, but she certainly did do that last session.

"Last session I had to veto three tax bills that came out of the legislature because they were not sustainable long term," Kelly said. "We were finally able to get a sustainable tax bill passed during a special session, but if I didn't have the supermajority to deal with, we would not have had to go that long and spend that much extra time, effort and money to get that."

The hope is that if at least some Democrats would have to vote for legislation to override a veto, that there will be some negotiation between the two sides if the Republicans do not have supermajorities in both the House and Senate.

"We want to break that supermajority so that the legislation that comes out of the House and the Senate and eventually comes to my desk is bipartisan and that which I can support," Kelly said.

Advance voting in Kansas has been strong so far, according to statistics from Wichita State, Reno County has already surpassed its early voting turnout in 2022 by more than 1400 people as of Wednesday, Oct. 30.

Kelly: Turnout is key to close legislative races

HUTCHINSON, Kan. — The Moose Lodge in Hutchinson is doing their annual Veterans Fundraiser on Saturday, Nov. 9.

"At 1:30 p.m. is when the fundraiser starts," said John Miller with the Moose Lodge. "Actually, we have a free will donation lunch that starts at 11 a.m. for anyone that comes in. From there, we work our way up to the fundraiser at 1:30 p.m."

The money will be split between local Veterans organizations and one statewide organization, Wounded Warriors out of Topeka.

"All the organizations here in town depend on donations," Miller said. "You have fundraisers, and everybody thinks that the government funds these organizations, the VFWs, the American Legion, and things like that. They don't. Everything is done with fundraising."

There is a suggested donation to participate in the fundraiser.

&nbsp;"The suggested donation for the fundraiser is $25, but all the veterans are let in free that night," Miller said. "There's no charge for a veteran to come in for the ceremony and, you know, for the activities that night, but we ask for a suggested donation of $25 for the fundraiser."

The Moose Lodge is at 1401 East First Ave., at the corner of First and Lorraine.

HUTCHINSON, Kan. — Central Christian School students, faculty, and volunteers are tirelessly preparing for the upcoming performance of In His Steps, the classic story that asks, "What would Jesus do?". 

CCS will bring the musical version of this story to the stage on Saturday, November 16, at 7:00 p.m. 

It features high school choir students and a 7th–8th grade ensemble under the direction of Angela Huck.

General admission is $5 at the door, and ages 5 and under are free. 

All proceeds from ticket sales will help defray production costs and go toward new carpet for the stage.&nbsp;&nbsp;

Based on what has been reported, the caller asks about Medicare or Medicaid eligibility, then asks for a credit card so the refund can be applied.

This individual is not affiliated with the KCC and the agency urges consumers to use caution if they receive a call. Above all, if you receive a call like this, do not provide credit card information. More information will be released if it becomes available.

KCC says scammer is looking for info; hang up

HUTCHINSON, Kan. —&nbsp; In the early morning hours of Wednesday, October 30, 2024, members of the Reno County SWAT team assisted with the execution of a drug related search warrant at 315 ½ N. Cleveland St. Hutchinson, KS. This investigation was led by the Reno County Sheriff’s Office Criminal Interdiction Unit. 

As a result of the search, 115 grams of K2 was located inside of the residence. 52-year-old Ky Sayapheth who lives at the address of the search, was arrested for Possession of Marijuana, Distribution of Marijuana or Analog thereof, Drug Paraphernalia with intent to distribute, Possession of methamphetamine, Interference with Law Enforcement, Unlawful acts involving proceeds derived from Drug Transactions and Drug Paraphernalia with intent to use.

The second occupant of the residence, Andrew Avena, age 37, was arrested for Possession of Marijuana, Probation Violation, Distribution of Marijuana or Analog thereof, Drug Paraphernalia with intent to distribute, Possession of methamphetamine, Interference with Law Enforcement, and Drug Paraphernalia with intent to use.

The Hutchinson Police Department, South Hutchinson Police Department, Harvey County Sheriff’s Office and Hutchinson Fire Department assisted with the case and the warrant service

If you received this message, please know that there is no known danger at this time. The message was meant as an internal communication to members of the Harvey County EOC team.

The EOC is a group of emergency personnel who monitor and respond to significant weather or life safety events. It is routine that this group is placed on standby as a preparatory measure. Similarly, the Everbridge notification system is used to alert the public of potential threats in the area.

When we attempted to let our EOC members know that we would be on standby, the message was delivered beyond that scope.

There is concern for severe weather later today, and Harvey County encourages residents to stay aware of weather conditions throughout the evening.

Central Christian Stewardship Dinner deadline is Friday

SEDGWICK COUNTY — A woman accused of driving a stolen vehicle that was involved in a fatal crash has been moved from a hospital to jail.&nbsp;

The Kansas Highway Patrol reported a 2024 Ford Transit Van driven by Katelyn Elizabeth&nbsp;Barrioz, 24, Wichita, was westbound in the eastbound lanes in the&nbsp;8700 block of E 29th St N in Wichita traveling in the inside lane.

The van struck an eastbound 2010 Chevy Cobalt driven by Mandy Lynn&nbsp;Buckwalter, 43, Hutchinson, head-on.

Buckwalter was pronounced dead at the scene. EMS transported Barrioz to Wesley Medical Center for treatment. Just after 7:30 p.m. Tuesday, she was booked into the Sedgwick County Jail, according to online jail records.

On Monday morning, officers located an occupied stolen vehicle at the Riverwalk Apartments, according to Officer Kris Gupilan. Officers monitored the vehicle using unmarked cars, and air support was requested from the Kansas Highway Patrol.

Around noon, the vehicle stopped at Walmart, 29th and Rock Road. Officers deployed spike strips to prevent the vehicle from leaving, successfully deflating two tires.

Despite this, the suspect fled the Walmart parking lot, striking a police vehicle.

Officers did not pursue the vehicle, but KHP air support continued to track it from above. The vehicle proceeded to a business on North Webb Road, where two individuals exited the vehicle and fled on foot.

One individual was apprehended, while another female suspect, later identified as Barrioz stole the van from the business and fled south on Webb, then west on 29th Street, according to Gupilan.

KHP Air maintained surveillance of the stolen vehicle, which, at 29th and Wilderness, collided with the Chevy Cobalt.

Driver of stolen van in crash that killed Hutch woman is now in jail

HUTCHINSON, Kan. — On Halloween, injuries can be just as scary as ghosts and ghouls but are much more real. Pedestrian accidents, falls, burns and poisonings are just a few of the common injuries that occur on this particular night. The good news is they are preventable.

"It's getting darker earlier," Sage said. "Children are out on the streets, walking on sidewalks and crossing streets at a time of day that is not typical for us to see. They may be in dark costumes. They're very excited and distracted."

Because the trick-or-treaters are distracted, drivers must be extra vigilant.

"Drivers have the responsibility to slow down and be especially alert in our residential neighborhoods," Sage said. "Children are really excited. They are thinking about the next house they are going to go to. They may move in very unpredictable ways. You just need to be prepared for that. That also means you need to eliminate any distractions in your car. Please put those cell phones down and make sure that you're really looking at the road in front of you and your surroundings, that you're paying particular attention as you are turning at intersections or entering and exiting driveways or going through any alleyways. Really be on alert for those kids."

Review safety rules with your kids before they leave the house. Trick-or-treaters are often out when it’s dark and more difficult for drivers to see them. Children younger than age 12 should not be crossing streets alone on Halloween without an adult or responsible teenager.

"We also want to make sure that kids and drivers don't even have a lot of opportunity to interact," Sage said. "Make sure kids are staying on the sidewalk whenever possible. Remind them not to cut through yards. There might be hazards in their lawn that they may not be able to see at night and be aware of. Stick to the sidewalk. If you don't have sidewalks where you are walking, then make sure that you are walking toward traffic, so people can see your face and walk as close to the side of the road as possible."

Remind children to be careful with candy. It’s hard to resist the temptation to dive right into treats, but it is best to check sweets before children are allowed to eat them. Only eat treats in original and unopened wrappers. Also, be aware kids are in a candy-seeking mode, so keep medicine locked up and away and keep the Poison Help number programmed into your phone. That number is 800-222-1222.

If you do an advance mail ballot, you can track there to make sure they received your application, make sure the ballot came out, make sure the ballot got back and things like that as well."

Recently, Schwab had a conversation with the Postmaster General about making sure that election mail is taken care of properly.&nbsp;

"We were very frustrated for several weeks that we were not getting an answer from the United States Post Office," Schwab said. "Finally, Postmaster General DeJoy called me on his personal cell phone and said can we walk through this? They treat the general election different than they treat the primary election. They're gonna do better for the general election, but they're not going to be stellar and it's not his fault. Congress has to decide if the post office is going to be a business unit or just a function of government that doesn't make money and they get stuck. There's a lot of things Congress can't decide on right now. Add that one to the list."

Schwab still recommends that if you did get an advance mail ballot, drop it in the drop box at the Reno County Annex.&nbsp;

"Just put it at the county office where it's handled by your neighbors, one from each party," Schwab said. "Then, it's within the ballot custody laws of Kansas as opposed to the policies and procedures of the United States Postal Service."

Advance voting continues at the Annex during regular business hours and there will also be voting until 7 p.m. on Wednesday, Oct. 30 and from 9 a.m. to 1 p.m. on Saturday, Nov. 2. Advance voting closes at noon on Nov. 4.

NEWTON, Kan. —&nbsp;In a presentation to the Harvey County Commission on Tuesday, Tim Boese said that the Equus Beds GWD 2 has had quite a bit of water usage in recent drought years in comparison to the average.

"Our 2022 usage was 238,000 acre-feet," Boese said. "I don't have the 2023 data, I'm working on compiling that, but our averages over, let's say, the last 30, 31 years have been about 177,000 acre-feet. Irrigation is usually in around 60% to 65% municipal, somewhere in the 20%, 20% to 25% industrial, in the 10% to 15%, and then other users, which are generally recreational, stock water, contamination, remediation, those sorts of things, make up less than 5%."

With that said, Boese also noted that most parts of the district can recharge fairly well when they do get rain. To illustrate this, he showed the commission maps that compare the distance to water back in 1940 to the distance in the last few years.

"Our area has been mostly, again, plus or minus 10 to 20 feet," Boese said. "Some areas are actually higher than was recorded. Some are slightly lower."

The last 20 years are pretty close to the same, as well.

"You can again see we're basically in the plus or minus, roughly about 5 feet, 5 to 10 feet over the last 20 years in our district," Boese said.

Boese also noted that state water plan fund money is not how the districts are funded. They actually get money from those that have the water rights. They pay an assessment per acre foot of what they're permitted or what they use, so the total budget for GMD 2 is between $750,000 and $800,000 annually, so if they are to do some of their long-term projects, they will need help from local and state governments to set aside funds for their future needs.

Nickerson with new utility billing software

WASHINGTON, D.C. —&nbsp; According to a Tuesday message from the VA, more Kansans are using their services, thanks to the PACT Act.

Key outcomes for Kansas Veterans and their families, caregivers, and survivors from this fiscal year include:

Providing more world-class health care to Veterans: VA delivered more than 1,284,000 health care appointments to Kansas Veterans this year, and 3,606 Kansas Veterans enrolled in VA health care.

Delivering more earned benefits to more Veterans: 50,858 Kansas Veterans received compensation and 1,164 received pension benefits this year, representing an estimated $1,253,000,000 and $16,300,000 in earned benefits, respectively. Additionally, VA processed 21,479 disability benefit claims for Kansas Veterans, with an overall grant rate of 67.6%.

Earning Veteran Trust: Nationwide, Veteran trust in VA reached 80.4% this year, an all-time record and an increase of 25% since 2016. Veteran trust in VA health care also reached 92%, another record.

Supporting Veterans in crisis: VA provided no-cost emergency health care this year to more than 540 Kansas Veterans in acute suicidal crises.

Crews battling fires along K-96 

RENO COUNTY — Reno County Solid Waste has developed procedures that provide a maximum benefit to citizens of Reno County, but in instances as high wind days and warnings posted in advance the Reno County Solid Waste Department reserves the right to turn away all customers of municipal solid waste, construction/demolition waste material and any other potentially airborne solid wastes when:

When the decision to close operations to the public is made, the gate will be closed at the discretion of the landfill. Customers currently weighed-in will be allowed to dump, but all others will be turned away and asked to leave the property.

Notifications of closure will be made immediately to affected customers, those haulers using the landfill on a regular basis through the media, by phone, and on social media sites within two hours of the decision/closing the gates.&nbsp;

Landfill staff will work diligently to cover the open disposal area as well as possible to keep trash and other debris from becoming airborne.

Reopening of the landfill will be scheduled when the high winds have ended. If the landfill remains closed through the end of the business day, efforts will be made to open the landfill one half hour early the next business morning.&nbsp;

Operational decisions at the site are made by the Reno County Solid Waste Director and in his or her absence by landfill staff in consultation with the Reno County Administrator.

HUTCHINSON, Kan. — Kansas Governor Laura Kelly will speak at a rally in Hutchinson on Wednesday. The rally is hosted by Reno County Democrats. 

Kelly will be joined by Ashley All, "Vote No" Spokesperson, and Rebecca Yoder-Shetler, founder of Kansas Women for Kamala Harris for the Kansas Women Vote Rally. Everyone is welcome.

Doors open at 4:00 p.m. and the rally begins at 5:00 p.m. at Hutchinson Community College's Stringer Fine Arts Center, 600 E 11th Ave. in Hutchinson. 

Light refreshments and a social hour will follow.

Governor to speak at Hutchinson rally Wednesday

SEDGWICK COUNTY —A Kansas woman died in an accident with the driver of a stolen vehicle just after 12:30 p.m. Monday in Sedgwick County.

The Kansas Highway Patrol reported a 2024 Ford Transit Van driven by Katelyn Elizabeth&nbsp;Barrioz, 24, Wichita, was westbound in the eastbound lanes in the&nbsp;8700 block of E 29th St N in&nbsp; traveling in the inside lane.

Buckwalter was&nbsp; pronounced dead at the scene. EMS transported Barrioz to Wesley Medical Center and she was arrested.

KHP Air maintained surveillance of the stolen vehicle, which, at 29th and Wilderness, collided with the Chevy Cobalt.

EMS transported Barrioz to Wesley Medical Center and she was arrested.On Monday morning, officers located an occupied stolen vehicle at the Riverwalk Apartments, according to Officer Kris Gupilan. Officers monitored the vehicle using unmarked cars, and air support was requested from the Kansas Highway Patrol.Around noon, the vehicle stopped at Walmart, 29th and Rock Road. Officers deployed spike strips to prevent the vehicle from leaving, successfully deflating two tires.Despite this, the suspect fled the Walmart parking lot, striking a police vehicle.Officers did not pursue the vehicle, but KHP air support continued to track it from above. The vehicle proceeded to a business on North Webb Road, where two individuals exited the vehicle and fled on foot.One individual was apprehended, while another female suspect, later identified as Barrioz stole the van from the business and fled south on Webb, then west on 29th Street, according to Gupilan.KHP Air maintained surveillance of the stolen vehicle, which, at 29th and Wilderness, collided with the Chevy Cobalt.

The National Weather Service Office in Wichita has issued a Wind Advisory until 1 a.m. Wednesday for south winds 25 to 35 mph with gusts up to 55 mph in Barton, Ellsworth, Lincoln, Rice, Russell, Harper, Kingman, and Reno Counties.

Gusty winds will blow around unsecured objects. Tree  limbs could be blown down and a few power outages may result.

Winds this strong can make driving difficult, especially for high profile vehicles. Use extra caution. Secure outdoor objects.

"We've been in a trend here the last several weeks of gas prices falling back as well, Steward said. "We've seen a decline in the past week here in Kansas of three cents. We're now at $2.78 a gallon for the average price, and if you're filling up in Reno County, you've got the lowest price in Kansas at $2.59 a gallon. So 20 states right now across the country are sub-$3 on their average gas price."

Other area counties are on either side of the state average.

"During the summer, there are government regulations that require a summer blend of gasoline that is less susceptible to creating air pollution," Steward said. "That's more expensive to produce, and that's required to be in the gas pumps during the summer months. But when we get into the fall, we go back to the so-called winter blend, and that usually knocks prices down a little bit, because it is less expensive to refine."

The parts of the U.S. with offshore oil have generally been spared the worst of hurricane damage this season, as well.
