HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel knows there have been some ups and downs with employment in the area, but she's optimistic about their efforts.

"I would say we continue to fill what I would call a leaky bucket," Teufel said. "I was looking back at some of those announcements just in the last year, but then going back five years. You know, last year, the closure of Sunoco Paper Mill lost over 100 jobs in the community. Then with Sleep Haven closing their doors and ProPack this year, and then the layoffs that had occurred at Siemens that they're trying to bounce back from. Prior years, you know, Kansas Protein Foods came in and filled the hole where CH Foods had closed. So that was a net, you know, gain, I guess, once KPF came in, but with the Eaton closure and then we brought KMS in behind that, but KMS operating in the Eaton facility and then the company that operates in one of the former Eaton facilities on the frontage of Airport Road, those were not near the jobs that Eaton had once held in this community. So it's constantly filling that leaky bucket."

There has been some good progress in some areas, however.

"Superior Boiler continues to grow," Teufel said. "They took on a new facility. They're working with us on a relocation plan to bring people in for their jobs. The GUNBROS announcement this year, the Haven Steel Edition this year that's going to be embarking on an expansion in Haven. The last couple of years, Graphic Impressions, First Team, JW Machine, DCI, I mean the list can go on and on of companies that have added jobs, but we are constantly trying. To us, that's the churn of an economy. Companies come and go and we have to work to backfill them and I think we have done a great job of backfilling facilities. I didn't even mention Bold 3PL. My goodness, they're in over a half million square feet of space here now and they would love to have more."

They are still looking for a tenant for the spec building in the industrial park.

"We have had over 15 site visits in the last year and some of those have looked at the spec building, some of those have been here because of the new large industrial site and they are across the board in a spectrum of things that I think are all waiting for the next move in our economy," Teufel said. "I've said election years are a weird year because people are have money sitting on the sidelines waiting to see which way it could go, but these kinds of projects would create really good jobs. They are anything from ag equipment manufacturers to what I would call industrial equipment manufacturing to some biochemical projects to even some wind energy suppliers."

Who wins in November and which sectors of the economy grow as a result could help determine which of those candidates may go forward in Hutchinson.

The closure could be several days shorter, or several days longer, depending on how weather conditions affect the work schedule.

Cherokee Road will be closed to through traffic from 10th Avenue to 11th Avenue.

HUTCHINSON, Kan. — Trooper Chad Crittenden with the Kansas Highway Patrol talked to Hutch Post about the special enforcement campaign that is going on now through Labor Day. 

"Usually around the holiday weekends or major holidays, KDOT provides additional overtime for step funding," Trooper Crittenden said. "It's where we have a lot more troopers or officers all around the state, highly visible out there, but we are taking strict enforcement out there, just ensuring and trying to get that education out there. We try to do it through social media first and give the warnings that way, but again, we have to ensure that people are not impaired out on our roadways, not using their phones in ways they shouldn't be, and especially enforcing the speed and occupant protection violations."

Speed violations in particular have been a point of emphasis for the patrol on social media, as they have been showing a lot of tickets for going over 100 miles per hour in recent months.

"A lot of times what we fail to understand is our cars have limitations, us as humans and drivers have limitations, and just because that speedometer can go up to 100 plus miles an hour doesn't mean that we can react to it," Crittenden said. "You know, reaction time is drastically changing the faster you go. You can't respond, your vehicle won't respond the way you think it should at those speeds, and that's when we see these severe injuries and fatality crashes happen when the unexpected does."

The 16 products will compete in head-to-head match-ups during the next six weeks. Those receiving the most votes in each match-up will advance to the next round, moving one step closer to winning the ultimate prize – being named the Coolest Thing Made in Kansas - People's Choice.

McPherson said with the tournament set, voting is now open for the first round of the tournament until Wednesday, September 11th at 5:00 pm.

The winner will be announced during the Kansas Manufacturing Summit on Tuesday, October 9th at the Hyatt Regency Hotel in Wichita. The 16 manufacturers featured in the contest will be invited to the Coolest Celebration Reception the night before the summit and be asked to display their products during the summit.

Presented by Forvis Mazars, the competition is a great way to learn about the many products manufactured in Kansas.

"It’s also a wonderful opportunity for Kansas manufacturers to show their best stuff and prove they have what it takes to be the Coolest Thing Made in Kansas," said McPherson.

HUTCHINSON, Kan.&nbsp;—&nbsp;Roger McEowen, the Professor of Agricultural Law and Taxation at Washburn University School of Law told Hutch Post about a holding by the Kansas Supreme Court regarding the state's right to farm law that came down earlier in August.

We're talking about the Kansas right to farm law, and one of the requirements to be able to use the right to farm law as a defense against a nuisance claim is that you have to be in compliance with all state and federal laws that would apply to your operation," McEowen said. "What happened in this instance was you had an individual that had put up a large-scale hog confinement operation and needed to deal with the massive amounts of manure produced by that. So his idea was to pipe it in the road ditch about two miles long across a couple of neighboring farmers to get to another field of his to tie it into his pivot irrigation and use an end gun hose on the end of the pivot to spray it on a field. Well, sprayed it close to one of the neighbor's crates of nuisance, he gets sued, and he'd use the right to farm statute as a defense. He said, well, you can't sue me for nuisance. I'm a farmer. I can use the right to farm statute. And the court said, no, you can't. The trial court, the court of appeals in the Supreme Court all said, no, you can't because you were trespassing to get that manure to your field down the road by appropriating the road ditch, which is owned by the individual owners. You own the road ditches to the center of the road in Kansas, and you had to have their permission, the court said, to be able to do that. And the county can't give you a permit, which would otherwise violate the public's easement to use the road as a public roadway. And so, because he was in violation of state law, and common law is part of the state law, he could not use the right to farm statute as a defense to his conduct."

This ultimately will cost that farmer a lot of money.

"He went to the county commissioners, and they told him no. He then went back to them and said, well, my neighbor, he led them to believe, he didn't say it explicitly, but he led them to believe that he had permission, and he didn't have permission. He went ahead and did it anyway. The sheriff tells him to stop. He ignores that, and that's how this whole thing blows up, and we get into the legal system and he took it all the way, as far as he could go. He lost all the way through. It ends up costing him, including actual impunitive damages and fines of close to $200,000."

Because the court held that there was no public purpose to the action, he couldn't use the road right of way to accomplish the goal.

RICE COUNTY—One person died in an accident just after 1 p.m. Thursday in rural Rice County.

The single-vehicle rollover accident occurred east of Raymond at the intersection of 8th Road and Avenue R, according to a media release. The driver was the only occupant and he was pronounced dead at the scene.&nbsp; The sheriff's office did not release the man's name.

&nbsp;Rice County EMS, Rice County Fire Station that include Raymond, Alden, and Lyons assisted the sheriff's office. The accident is still under investigation.

Driver dies in rural Rice Co. rollover crash

HUTCHINSON, Kan. — James Fisher with the Kansas Fairgrounds Foundation is sure the venue is going to be ready to go for Friday's start of the Kansas State Fair.&nbsp;

"On any building project, there's always those last few details," Fisher said. "Especially when you're not only building a building, but starting a business, it's all of those last minute details that can't be done until the last minute that we're doing right now."

Training of event staff was taking place Friday, with an event for board members Tuesday before the fair kicks off Sept. 6.

"During the fair, it's a food, beverage, and entertainment venue," I think someplace where you can come grab some great food, have sat down, have a comfortable conversation in a climate controlled venue, non-fair it's a corporate and wedding event venue is kind of how we're terming it, but it's just a really nice venue."

The interior of the venue is absolutely stunning.

"There's nothing like this anywhere in the region," Fisher said. "That's kind of what we're looking for, is that kind of response."

HUTCHINSON, Kan. — The 2025 City of Hutchinson budget proposal will spend down much of the city's ending balance.&nbsp;

According to budget documents, the 2025 Budget proposal shows a beginning general fund balance of approximately $5.3 million with a projected 2025 year-end fund balance of under $1 million.

Normally, trends would indicate that the general fund ending balance would be higher than budgeted because the city typically does not spend the full budget. Sales tax collections will greatly impact the balance in 2025.

The 2025 budgeted expenditures of $47,169,865 exceed the 2024 general fund budgeted expenditures of $44,581,726.

The 2024 assessed valuation for 2025 budget purposes ($380,287,477) reflected a 5.1% increase from the 2023 assessed valuation of $361,840,574.

The 2025 city budget hearing is scheduled for 9 a.m. Tuesday, Sept. 3 at City Hall.

McPherson County Community Foundation

MCPHERSON, Kan. — The McPherson County Community Foundation (MCCF) is excited to announce a partnership with the Kansas Department of Commerce to bring the Rural Opportunity Zone (ROZ) Student Loan Repayment Assistance program to McPherson County.

The program, established in McPherson County in 2021, allows for a local fiscal sponsor and the state of Kansas to give up to $15,000 in loan repayments over five years.

The Foundation is the second McPherson County organization to serve as a fiscal sponsor, joining the City of Lindsborg (2022), and will open the program to the entire county. For 2024, MCCF can serve as the sponsor for two individuals.

The ROZ Student Loan Repayment Assistance program stands to serve as a boon to local industry’s ability to recruit outside talent to the county. While spots are limited for 2024, there is an ability to expand the program with local support.

Through a match provided by the State of Kansas chosen applicants will receive $3,000 annually towards their student loans. $1,500 from MCCF and $1,500 from the state. Applicants will receive this benefit for up to five years, or until they leave the county.

“We do a great job of sending our high school graduates off to obtain a higher education with scholarships, but we are now realizing that we are not doing a good job of bringing those educated graduates back to our county.” Michelle Huddle, MCCF CFO said, “We hope that through our sponsorship of the ROZ program, we will increase our chances of bringing those educated graduates to our communities.”

It should be noted that this program is intended to be used for the recruitment of new or returning talent to McPherson County. Those who have held a permanent address in McPherson County would not be eligible to apply.

The deadline for individual applications is Sept. 30 and applicants must meet the following criteria:

You must have a newly established permanent address in McPherson County, so long as that address was established after the county began participating in the program (For MCCF’s Program: July 1, 2024).

Applicants must have an active student loan balance in their name, as well as an associate’s, bachelor’s or post-graduate degree prior to moving to the participating county.

To apply, you will need to provide proof of domicile in the ROZ County, proof of previous permanent residency (prior to earning your degree), transcripts with degree dates and student loan balance with distribution dates.

RENO COUNTY, Kan. — A Request for Bids has been sent out by the Reno County Board of County Commissioners to solicit bids from interested parties in purchasing Kansas Rehabilitation Tax Credits that were issued for the exterior renovation of the Reno County Courthouse.

Reno County Board of County Commissioners is offering for sale $88,112 in Kansas Rehabilitation Tax Credits that were issued as a result of a renovation project in the Reno County Courthouse which is listed on the Register of Historic Places. The renovation project was completed in August 2023, and tax credits were issued through the Kansas State Rehabilitation Tax Credit Program.

Sealed bids for the entire amount ($88,112) of tax credits must be received by September 27, 2024, at 5:00 p.m. Bids must be submitted in an envelope marked “Reno County Tax Credits”. The bid may be delivered via commercial carrier, hand delivered to the Reno County Commission Office, 206 West 1st, Hutchinson, KS 67501, or emailed to <a href="mailto:bids@renogov.org">bids@renogov.org</a>.

All inquiries concerning the tax credits must be made no later than September 20, 2024, at 5:00 p.m. and should be directed to the County Administrator. Questions must be submitted in writing. Staff members hosted four tours throughout the day. The tours highlighted the Veterans Room, administration, jury rooms, and the Reno County District Attorney offices.

All five floors of the Courthouse had renovations done to some degree. The fifth floor, which is home to the District Attorney's office, had the most work done. The entire District Attorney's staff is now located on the fifth floor, while in the past, the staff had been located on multiple floors.

The Reno County Courthouse opened in 1931 at its current location, 206 W. 1st Ave.

HUTCHINSON, Kan. —&nbsp;Shawn Steward with AAA Kansas said estimates are that a lot more people will be traveling for the holiday weekend.

A lot of people like to cap off a nice summer with a last hurrah, if you will, last three-day weekend for a while. So AAA's projecting overall domestic travel over Labor Day weekend to be up 9% compared to last year, while the cost of travel domestically is down 2%. Some of these lower costs this year are being led by airfare, which is down 2% from last year, and rental cars, which are down 16% in price. Gas prices are also significantly lower, about 50 cents a gallon less than a year ago today.

The 4th of July period saw record numbers of people take to the skies and air travel will still be strong for Labor Day.

"Airlines have been busy all summer," Steward said. "We've seen just a large increase in addition to domestic airfares being cheaper this holiday. International flights are also 8% less expensive than last year, and we've really seen a record-breaking air travel summer. TSA's top 10 busiest travel days in the agency's history have all occurred this year since May 2024. So, that's pretty incredible, and they're expecting the peak travel day for this coming holiday to be Friday, August 30th, when they expect to screen 2.86 million people."

If you are driving to your destination, be sure that your car is ready for the trip.&nbsp;

"Pay special attention to those tires, like you mentioned, the tread, and make sure that they're properly aired up," Don't forget about your spare tire if your vehicle has one. Check your battery as well. That's another big failure point that we see this time of year. Last Labor Day weekend, in fact, AAA Emergency Roadside Service crews responded to more than 1,350 calls for assistance across Kansas. We want to make sure that you aren't spending your holiday weekend stuck on the side of the road. Get your car in and get it fully checked out."

Land Bank Board will not meet in September

South African milling companies know their wheat — both in terms of the quality they need to produce the high-loaf pan bread their consumers eat and the price advantages and disadvantages of global wheat supplies. That means promoting U.S. wheat requires sharing information and demonstrating the advantages of the U.S. marketing system — both goals of a South African trade team visit that traveled to the Sunflower State August 22-24, 2024.&nbsp;

“U.S. wheat has recently been priced out of the South African market,” said Chad Weigand, USW regional director for Sub-Saharan Africa. “But with lower export prices, this group was eager to hear from all the people on each visit and see the process U.S.-grown wheat goes through prior to being boarded on a ship. The comments I heard were clear that they were very impressed with this trip.”&nbsp;

The team was organized by U.S. Wheat Associates, the industry’s market development organization, and while in the state they were guests of the Kansas Wheat Commission. While stateside, the team also visited North Dakota, Nebraska and Texas.&nbsp;

Trade team members represented one of the four major wheat milling companies in South Africa, Tiger Brands. While in Kansas, the trade team focused on learning about the U.S. grain trade, global supply and demand, and estimates on price movements. The team toured the IGP Institute, including the full-scale pilot flour and feed mills, and shadowed a milling short course taking place at the main IGP building. Team members also visited the Kansas Wheat Innovation Center, learned more about Kansas wheat production and toured the state-of-the-art research facility.&nbsp;

In Kansas City, the team met with the USDA Federal Grain Inspection Service (FGIS) and met with various grain traders and grain/wheat export companies to discuss market hindrances and opportunities.&nbsp;

“The tour at FGIS provided much comfort to us as importers of U.S. wheat in the sense that it assures us of compliance to the agreed specifications of our import agreements,” Dries Dannhauser, the Commodities Procurement Director with Tiger Brands said.&nbsp;

South Africa is a middle-income market with a population of more than 60 million people, nearly two-thirds of which live in urban areas. The major wheat food product consumed there is pan bread, but snack foods and confectionary items have been rising in popularity.&nbsp;

The country is also the only one in the region with significant wheat production, but production has been sporadic over the past 10 years — varying from 51.4 to 80.8 million bushels (1.4 to 2.2 million metric tons) — due to weather conditions and competition from corn and soybeans. Even with this domestic production, South Africa is a net importer of wheat, importing 55 million bushels (1.5 million metric tons) in the 2023/2024 marketing year.&nbsp;

The country’s agribusiness sector is well developed. All of the major mills have their own in-house industrial bakeries. The milling industry is very sophisticated, and millers are both price and quality conscious. South African millers prefer Hard Red Winter (HRW) wheat for bread wheat but will make importing decisions based on price from a larger range of competitors, including Germany, Canada, Australia, Brazil, Russia and Ukraine.

This price competition is worsened by a tariff differential with the European Union. Starting in 2017, the European Union secured a quota of duty-free wheat sales to South Africa, which now represents 15 percent of South Africa’s annual imports and undercuts U.S. HRW exports. The United Kingdom has an additional quote of duty-free wheat that came into effect after Brexit, further exacerbating the price disadvantage.&nbsp;

While the United States only has an average of two percent share of imported milling wheat, there is opportunity to expand exports to South Africa. Trade teams like the one in August are part of USW and Kansas Wheat’s work to increase U.S. wheat imports by South African milling companies by providing market, crop quality, freight and risk management information to the major milling groups. Efforts like trade teams help demonstrate the advantages of the U.S. marketing system and enhance these millers’ confidence and proficiency in purchasing U.S. wheat.&nbsp;

“When they're here in person, it's making those connections, meeting the producers face to face, meeting their suppliers face to face. It establishes trust and confidence in the system,” Weigand said, “Rather than just being disconnected from it all and just buying wheat on paper, once they see this, it gives a very personal feel to it.”

Wheat Scoop: ﻿South African trade team explores Kansas wheat industry

GALVA, Kan. — UPDATE:&nbsp;Repairs to the wells have been completed. 

The city is asking to refrain from watering until Friday morning, as Galva Fire flushed hydrants Thursday night as part of water system maintenance. 

Galva will be returning back to our water conservation watering schedule. Thank you for your understanding of this situation.

___________________________________________According to a Thursday social media post from the City of Galva, their wells 1 and 2 are down. 

Galva is in a water emergency due to a well being down and they are working to get it fixed. Outside watering is prohibited.&nbsp; 

They will post when they are back to the normal watering restrictions.
