TOPEKA — The Kansas Department of Labor is proud to announce the rollout of the Unemployment Insurance Technology Enhancement (UITE) project. The project will modernize the employer and claimant experience and is expected to launch on Nov. 19, 2024.

“Kansans needing access to unemployment benefits have depended on an outdated computer system that wreaked havoc during the Great Recession and later during the pandemic,” Governor Laura Kelly said. “What happened during the pandemic could have largely been avoided had modernization been allowed to proceed. I made a commitment to Kansans to finish the job this time, and that is exactly what Kansas Labor Secretary Amber Shultz and the entire team at the agency have done. Their efforts to bring the state into the 21st century will ensure that we are prepared should we face similar economic downturns in the future.”

“This modernization initiative marks a significant milestone in our commitment to providing seamless services to Kansas employers and our workforce,” Kansas Labor Secretary Amber Shultz said. “Working alongside Tata Consultancy Services, the Kansas Unemployment Insurance system has achieved the most rapid deployment of any state. The new system will deliver an improved unemployment insurance experience by:

• Streamlining operations through improved workflow efficiency and adaptability, data management, and collaborations with other agencies;

• Enhancing user experience through adoption of advanced customer relationship management&nbsp;systems and personalized communication channels, more self-service options, and improved mobile-friendly access for claimants; and

• Upgrading data security and compliance with enhanced cybersecurity measures to safeguard&nbsp;data and ensure regulatory compliance.

As part of the technology upgrade rollout, the Unemployment Contact Center and&nbsp;<a href="http://getkansasbenefits.gov\">getkansasbenefits.gov</a> site will be unavailable starting Wednesday, Nov. 13 at 5 p.m. and will reopen on Tuesday, Nov. 19 at 8 a.m. Claimants will not be able to file claims during this time frame.

Weekly certification for the benefits week ending Nov. 16 will be available starting Tuesday, Nov. 19, at <a href="http://KansasUI.gov">KansasUI.gov</a>.

Unemployment system upgrade this month

KANSAS CITY, Mo. — Evergy, Inc. (NASDAQ: EVRG) today announced third quarter 2024 GAAP earnings of $465.6 million, or $2.02 per share, compared to GAAP earnings of $351.6 million, or $1.53 per share, for the third quarter 2023.

Evergy’s third quarter 2024 adjusted earnings (non-GAAP) and adjusted earnings per share (non-GAAP) were $465.6 million and $2.02, respectively, compared to $432.3 million and $1.88 in 2023.

Third quarter 2024 adjusted earnings (non-GAAP) per share were higher than last year due primarily to new retail rates, FERC regulated investments and growth in weather-normalized demand, partially offset by cooler summer weather and higher depreciation and amortization expense.

"We were pleased to announce a unanimous settlement agreement in our Missouri West rate case which, if approved by the Missouri Public Service Commission (MPSC), delivers a constructive outcome for our Missouri West customers," said David Campbell, Evergy chairman and chief executive officer. Today's "Throwback Thursday Collection" takes us to the northwest corner of East Sherman and North Poplar.

Edward Wilcox owned a hardware store in Topeka in 1871. When he heard that C.C. Hutchinson was starting a new town along the proposed Santa Fe Railway expansion to the southwest, he decided to move.

In January of 1872, he came to the young city. Only five businessmen preceded him. He built a new hardware store as well as a large two-story home. The first photo shows that home at 134 E. Sherman after construction.

He was also the postmaster from 1874 through 1882 and a city councilman from 1880 through 1885. After Ed's death, his daughter Nettie lived there until 1909.

In 1913, it was turned into an apartment house and was known as the Bachelor's Roost.

In 1917, Johnson &amp; Sons undertakers bought the house and converted it to a funeral home. The second photo shows that conversion.

The third photo shows a funeral in process about 1930.

The fourth photo shows the facility with neon signage about 1935.

About 1990, Johnson &amp; Sons built a new facility at 300 E. 30th, sold the original property to the Foundation of Life Ministries and converted it to the McGee Chapel. The fifth photo shows that entity in January 2017.

On March 15, 2019, the chapel burned down. The sixth photo shows the aftermath of that fire.

The seventh photo shows the 134 E. Sherman property today, owned by Scott Marchall and now known as the Salty Cycles Park.

HUTCHINSON, Kan. — The City of Hutchinson is going to put additional visibility on the signs in school zones for schools close to arterial streets.

"We have Morgan up there, which has Adams right beside it," said Gregg DeGarmo with engineering. "Graber, which has 17th, Allen Magnet School, which is on Monroe and then HMS-7, which is on Avenue A. HMS-8 and Hutch High School are both on arterials and they don't have any type of signals for crosswalks or anything at this time. We're looking at the signs for Graber and Allen Magnet School and then HMS-7 and HMS-8 to begin with."

The signs are less expensive than they used to be, but there is still an expense.

"The signs we're looking at actually have flashing beacons, to alert traffic as to what's going on and why," said Cecil Weible, acting Public Works Director. "It's going to be the same signage. We're not changing the zones in any way. It's just bringing more attention to them and then one other thing is, because there is a cost, each of these signs are going to be solar paneled. They are going to be nice, bright, you'll be able to see them, but they are going to be about $5000 per sign."

A reminder that fines double in school zones, so please watch your speed.

"It's the second year we've done it and we've started it up just in the last week or two," said Buhler USD 313 Superintendent Cindy Couchman. "What they do is the students get to sign up for various jobs around the Prairie Hills Middle School. And in fact, there are 144 students who are interested in these jobs and it's volunteer time. Let's make sure that we understand that we're not paying them to do it, but there are three different sessions throughout the year and 144 kids are interested in helping out around Prairie Hills Middle School. And the jobs vary from celebrating birthdays and birthdays of the students by decorating their lockers. They help with the athletic director, setting up for events. They are library aides, teacher aides. They help with traffic control before school and after school. There's greeters in the morning. There's lunchroom leaders. There are bulletin board designers. There's pledge leaders and window washing and happy helpers and math tutors. It just goes on and on. In fact, I think there are 20 job opportunities that these 144 students are participating in."

This gives them a chance to learn skills they might not otherwise in the regular classroom.

"We're very thankful for Mrs. Abby Thompson, who's the middle school principal, and Mrs. Ashley Bunting, who is also a teacher there that helps lead these, and between Mrs. Bunting and Mrs. Thompson, that's a lot to organize and they don't get paid for it. They do this on their own time after school to give these students the soft skills. So many students don't have the opportunity to have jobs anymore."

Wheat foods get caught in a crossfire of fad diets and misinformation ranging from low-carb diets like Atkins to pushes for gluten-free foods following Wheat Belly. Luckily, producers have a powerful ally to combat these negative trends - the Wheat Foods Council, the industry organization that works to fuel demand for U.S. wheat, set the record straight on enriched wheat foods and bring in expert voices to consumer-influencing conversations.&nbsp;

Tim O’Connor, president of the Wheat Foods Council, recently sat down with Aaron Harries, Kansas Wheat vice president of research and operations, for an episode of the “Wheat’s on Your Mind” podcast to discuss how the organization is targeting “wheat influencers” to redefine wheat foods in the public eye.

“We work to increase demand for the 50 percent of wheat that’s produced in the U.S. that’s not exported,” O’Connor said. “It stays here in this marketplace, and we have to deal with the challenges and the opportunities that the U.S. marketplace presents us.”

The Wheat Foods Council is an industry-wide partnership dedicated to increasing domestic wheat foods consumption through nutrition information, research, education and promotional programs. The Council has a unique membership, comprised of the entire wheat value chain, including state wheat commissions supported by wheat checkoff dollars.&nbsp;

“Here we have everybody from the growers, the state wheat commissions, the millers, the bakers, the ingredient suppliers, the life science companies. Everyone in the value chain can participate in the Wheat Foods Council,” O’Connor said. “Because the world looks different to a wheat grower than it does to a miller or a baker. When we can blend all of those points of view together to understand the challenges each sees, we can find a solution that’s a win-win for everyone.”&nbsp;

O’Connor and Harries discussed how the Council currently has two major priorities for their work - tackling misperceptions about enriched wheat foods and leveraging influencers in the fitness and culinary sectors to reshape public perception.

Enriched wheat flour is fortified with essential vitamins and minerals. This enrichment has provided major health benefits to consumers and represents the majority of wheat foods products produced in the United States. Still, enriched wheat flour is largely misunderstood or misrepresented in nutritional information online.&nbsp;

“You can find thousands of articles on wonderful things about whole wheat,” O’Connor said. “But once you start looking for information on enriched wheat flour, it starts to get pretty negative very fast.”&nbsp;

Addressing this misperception, along with the larger challenge of combatting low-carb fad diets, requires a very strategic approach. But the Wheat Foods Council is up to the challenge, as they work to turn those messages around by working with groups that influence consumers - chefs and fitness professionals. Targeting these influencers offers more credibility than a seeming echo chamber of the wheat industry positively promoting their products. Plus, it is also more financially efficient because the organization can work with influencers who reach millions of people.&nbsp;

The first group that the Wheat Foods Council targets is fitness professionals, including nutritionists and others who educate consumers about exercise, nutrition, weight loss, weight management and other related topics. Altogether, there are more than 300,000 of these professionals, who collectively reach several million consumers every day. The organization started by conducting surveys to better understand what information these groups gave consumers, finding that they promoted a lot of fad diets and misinformation.&nbsp;

“The majority of who they see are people who are overweight and out of shape and have decided to do something about it,” O’Connor said. “And the first thing they would do would be put them on a low-carb diet because they believed strongly that this was the way to manage and lose weight.”

In addition to fitness professionals, the Wheat Foods Council also decided to target the chefs who set the menus at major restaurant chains or work at food product companies. This includes chefs that set the menus at “industry institutional theaters” like college campuses, corporate campuses, sports venues and other places where people go every day and eat what is on the menu.&nbsp;

The approach to reach these influential groups is similar - meeting these folks where they are and providing them with information on the nutritional value of wheat foods and how this ingredient can help meet consumer wants.

For fitness professionals, the Wheat Foods Council conducts webinars that provide continuing educational credits, pulling in experts like Nancy Clark, an Olympian turned sports nutritionist, and Dr. Brett Carver, a wheat breeder at Oklahoma State University. For chefs and other decision-makers, the Council brings these experts to custom educational programs at places like the Culinary Institute of America. For both audiences, the Council also brings its expertise to industry conferences and provides educational material influencers can use on their social media channels.&nbsp;

“We’ve had tremendous success in getting high-volume restaurant chains and high-volume food manufacturers coming to our events and going home with a whole different perspective on how to use wheat foods,” O’Connor said. “They feed millions of people every day. We want them to see wheat foods as something that they want to consume, something that they value rather than buy into many of the trends that have vilified wheat foods.”

This work requires a strategic approach and complex conversations, but at the end of the day, the Wheat Foods Council is providing simple and straightforward answers to consumer questions like: Is this good for me and my family? Do I want to serve this and eat this and feed it to my kids, or is this something I want to stay away from?

Reno County 2024 General Election results as of 4 a.m. Wednesday

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said there are still supply chain issues out there even as the rest of the economy tries to get back to normal after the COVID-19 pandemic.

"We asked supply managers about the biggest risk factor going forward, and over and above, by a large degree, almost 40% said supply chain disruptions were the big issue," Goss said. "Now, of course, this is even without the longshoreman strike, which is coming up again in January, they pushed it out to January, past elections, that's 17 East Coast and Gulf Coast ports."

Goss also has concerns about the federal government continuing to borrow and spend.

"We've had several years since the pandemic of overspending by the federal government, and we're going to have to pay the price for that, and also overstimulation by the Federal Reserve," Goss said. "Now we're seeing some of the outcomes of that where they raised interest rates, but early on they actually increased the money supply, and that was a big stimulus. Now we've got to pay the price, and that's, unfortunately, looking into 2025, that's not that good."

It's not that he thinks the spending habits of the federal government will change at all.

"We're just seeing there's no appetite out there, even among the public, to cut the debt," Goss said. "That's not going to happen."

It remains to be seen if the election results from Tuesday have an impact on the larger policy direction of the country, and if so, in what direction.

HUTCHINSON, Kan. — Major Paul James with the Salvation Army in Hutchinson is clear. The need is still great, and they actually are still behind their goal in fundraising and have been since last year.

They are also looking for volunteers, if you don't have extra cash to give, but do have time available.&nbsp;

"Have a heart for people, that's the number one," James said. "You don't want a grouch to meet you at the door. That's really a big part of it, just you have a heart for people. That matters the most. We have different opportunities, whether it's answering a phone, if you have a financial background, we, as you know, you mentioned it for me as well. We serve, I think we're about 90 individuals that we are the representative payee. We manage their bills. We make sure they have spending money. We balance all that, make sure they're in a house and all those things are covered and their bills are paid on time. That takes up a bulk of a lot of my staff's time is just managing that. We have one less staff member. So now we're all, how can we make that work? If you have a financial background and you're retired and you're like, you know, I have time to spend. And actually one of our staff members, she was retired and then she hired on with us part-time and she's amazing with that. If you have that, but if you can shake your hand, we have bell ringing opportunities coming up soon."

HUTCHINSON, Kan. — Hutchinson City Manager Enrico Villegas, Reno County Administrator Randy Partington and South Hutchinson City Administrator Jeff Schenk are working together where they can to move the entire area forward. One place where they are sharing resources is in housing.

"Enrico had met with me and had ideas about how the city and county can work together on housing," Partington said. "There was some development that the city was looking at, Hutchinson was looking at working on. The question was, how can the county be a partner? Because Enrico knows and Jeff knows that, you know, Reno County wants to be a partner with both cities and all cities in Reno County. Before the meeting, we talked about how can the economic development funds that Reno County has and has not been spending all of it in the budgeted year. How can we use some of that for housing? Housing is definitely an economic development item."

This is where the idea of a county-wide grant program came from, and though the final touches are not done on that yet, it provides an opportunity for all county communities to share in bringing people here.

"It's taken some revisions," Villegas said. "It's not polished yet. But it stands to benefit all municipalities in Reno County, not just Hutchinson. So Haven, South Hutch, etc. If they want to participate in this, they can. It really stands to benefit everyone in Reno County."

South Hutchinson is still building out the infrastructure to be more involved in programs like this in the future.

"We are still working on building incentive programs and learning all of the different programs," Schenk said. "South Hutch has kind of been a little bit chaotic in the past and hasn't always played really well with everybody across the river. And so kind of we're just rebuilding that kind of community feel and becoming well, all playing nice in the sandbox."

The three managers meet or email fairly often to discuss ongoing projects so that they can go to their governing bodies informed about how each other is approaching development.

Leaders in Hutch, South Hutch, Reno County working together

HUTCHINSON, Kan. — The Hutchinson City Council approved the bonding of the demoltion project for the Atrium Hotel at their meeting Tuesday.

According to agenda documents, the City of Hutchinson will incur certain demolition expenses related to the demolition of an unsafe and dangerous structure, the Atrium, prior to closing on the bonds.

This project is different in that the city is not creating a capital asset, but instead removing one. Charter Ordinances allow the creation of capital assets. In order to bond this project, counsel advised the city to use Home Rule.

The Ordinance before the council approved the project and bonding costs up to $1,200,000. If the costs are less than that, the city does not have to bond the full amount.

The project costs include the bid awarded to Kansas Concrete LLC and an estimated contingency.

Even though this is a necessary next step, it doesn't really speed up the timeline of the potential reuse of the property much. 

According to discussion at Tuesday's meeting, the earliest that any delinquency would happen as a result of the assessment being added to Joshua Joseph's property taxes if he doesn't pay any part of it is in 2026 and then it would take three years of such delinquency before it would go to a sheriff's sale.

The asbestos remediation is going on right now and once that is done the actual demolition will likely take one to three months, but then it will likely stay as a vacant lot for a few years, unless Mr. Joseph decides to pay what he then would owe and then get approval to build on it.

NEWTON, Kan. — One person is in police custody after an investigation found dozens of illegal explosive devices in a Newton garage this afternoon.

The investigation began Tuesday morning when a suspect fled from a North Newton Police officer during an unrelated traffic stop. Newton Police assisted in the chase and eventually located the suspect in a garage in the 500 block of East 11th Street in Newton. While in the garage, officers found about 60 suspicious items consistent with homemade explosives.

The Wichita Bomb Squad and ATF agents examined the items and believed them to be illegal explosive materials. The items were rendered safe early in the investigation, but out of an abundance of caution, police cordoned off the area. The items were taken to a safe location and destroyed at around 5:30 this evening.

One resident of the house is in custody, and police are seeking one other person of interest.

The original suspect from the traffic stop is not believed to have any connection to the location or residents of the property. He was arrested on misdemeanor warrants.

HUTCHINSON, Kan. — The City of Hutchinson held an input meeting Monday night at Memorial Hall and city staff were pleased with how things continued to progress from a previous similar event held earlier this year.

"We learned a lot the first time we did this," said Dave Sotelo with the city. "Tracking where people are coming from, where the community is. It's hard to tell where people are coming from. I think the staff members know now that they should spend some time talking to the people, answering the questions that they have. The first time around, what we were really careful on is making sure everybody's voices were equally heard through that sticky note process. We're doing that again here. One of the things that we've learned and why we're doing this, is we've got to build trust with the community. We've got to find more opportunity for them to provide feedback. What happens often is, that feedback is provided at city council meetings where, if we're making decisions at city council, we've got to hear from people way before it gets to city council. That's what we're trying to do here."

City spokesperson Jessica Woodyard was glad that people seemed to understand what they were trying to accomplish with the event.

"They've heard our message that we're inviting them," Woodyard said. "It's a relaxed atmosphere. I think the first meeting gave everyone a little bit of an idea of what we were trying to accomplish and now they might feel more comfortable in attending and speaking with our directors. We are so thrilled with the turnout."

These events will continue on a periodic basis as the city continues to gather input from different parts of the community.

I think the staff members know now that they should spend some time talking to the people, answering the questions that they have. The first time around, what we were really careful on is making sure everybody's voices were equally heard through that sticky note process. We're doing that again here. One of the things that we've learned and why we're doing this, is we've got to build trust with the community. We've got to find more opportunity for them to provide feedback. What happens often is, that feedback is provided at city council meetings where, if we're making decisions at city council, we've got to hear from people way before it gets to city council. That's what we're trying to do here."City spokesperson Jessica Woodyard was glad that people seemed to understand what they were trying to accomplish with the event."They've heard our message that we're inviting them," Woodyard said. "It's a relaxed atmosphere. I think the first meeting gave everyone a little bit of an idea of what we were trying to accomplish and now they might feel more comfortable in attending and speaking with our directors. We are so thrilled with the turnout."These events will continue on a periodic basis as the city continues to gather input from different parts of the community.

City holds input meeting Monday

HUTCHINSON, Kan. — Laura Meyer Dick talked to Hutch Post about the Landmark project. She explained that there are Moderate Income Housing tax credits on a part of it.

"Twenty-four of our 36 apartments will have an income range on it," Meyer-Dick said. "In Hutchinson, it's middle class, moderate income. Young professionals, they want to live in the cool, redeveloped, old buildings. I have three daughters in their 20s, and that's where they like to live. So that is one piece of the capital stack. So then we have 12 market rate apartments, but the rent will pretty much be, the guidelines for moderate income rent are pretty much market rate in Hutchinson. So there won't be a lot of difference in the rent. You won't be able to tell which apartments are which."

"The northwest corner, we got a heritage trust fund grant for that," Meyer-Dick said.&nbsp; "That is the only part of the building that has got some stabilization issues. I had that checked out before we bought it, so we're gonna try it. Ward Davis is starting that project hopefully in the next couple weeks to shore up that corner. We may not be able to finish that project till spring because of the masonry and the temperatures. Kind of depends on what our temperatures are. I say the project's getting ready to start because there is a porta potty on the property now. As far as the major demo and construction, that will start late winter, early spring."

The bottom floor is part of the new STAR Bond district and it will have retail.

"I'm hoping to get a restaurant," Meyer-Dick said. "If anybody is interested in opening a restaurant in Hutchinson, Kansas that's listening to us, reach out and contact me. In the front, I'd like to have a restaurant. That's what we're white boxing it out to be, just setting it up as a restaurant so there's space for the kitchen. We'll have the utilities already there with the building construction to build out a kitchen on the northeast side of the main floor. We could divide that. If we can't get a restaurant, we could divide that into two retail spaces for something else. Or if we have a small coffee shop that wants to go in there, we could do a coffee shop and a retail. And then on Fifth Street, past the lobby, the door on Fifth Street will be the lobby to the apartments. There will be two retail spaces behind that, and then we hope to have a speakeasy. There's actually a door off the alley and there's a pretty cool space back there. It's filled with junk right now and we can't see exactly what it is back there. We'll have to get that out during demo, but we hope to have a speakeasy in the alley."

The hope is to finish the renovation and be able to use the building by the fall of 2026.

Pleasant View Home Gift Day Thursday

HUTCHINSON, Kan. — Midwest Superstore and Eagle Radio's 14th annual Stuff the Trucks event Saturday from 9 a.m. to 3 p.m. collected 956 pounds of food at Wal-Mart for the Reno County Food Bank in Hutchinson. They also received $150 in cash and a $2500 sponsor donation.

Midwest Superstore has been partnering with Eagle Media for the event each year in November.

Over 950 pounds of food stuffs the trucks

WINDOM, Kan. — The 72nd Annual Windom Lions Club Pancake Feed will be held on Saturday, Nov. 9 from 6:30 a.m. to 12:30 p.m. at the Windom Fire Station.

The event is a free will donation. The proceeds will go toward helping the Little River High School After Prom Committee and Windom School, also the Lions Club will receive a portion for glasses for children, community and family needs and disaster needs.

Pancake feed in Windom Saturday

NORTH NEWTON, Kan. — Bluestem Communities will host one of its most popular events, the Bluestem Gala, on Thursday, Nov. 7, at 6:30 p.m. at the Meridian Center in Newton.

The Bluestem Gala is an annual event of which the proceeds benefit the benevolent funds and help provide for the needs of residents and participants at each of the three Bluestem Communities organizations – Bluestem PACE with locations in McPherson and Hutchinson, Kidron Bethel Village in North Newton and Schowalter Villa in Hesston. The benevolent funds assist residents and participants who, due to unforeseen circumstances, are unable to cover the full cost of their care.

The Bluestem Gala will feature a catered meal by Blue Moon Caterers, a vacation raffle for two and live music featuring The Wichita Jazz Collective.&nbsp;

“We want this event to be an opportunity for individuals, couples, friends and family to enjoy an evening of good food, good entertainment and good company while supporting the mission of Bluestem Communities,” said Derek Yoder, Bluestem Communities Vice President of Fund Advancement.

An exciting part of every Bluestem Gala is a raffle for a chance to win a vacation for two to one of two destinations. The 2024 destination options are Niagara Falls or Cancun, Mexico. The Niagara Falls trip includes round trip airfare from Wichita, four nights at the Oakes Hotel overlooking the falls, a rental car and a Maid of the Mist boat tour.
