HUTCHINSON, Kan. — The dry weather is taking a bit of a toll on the winter wheat crop in Kansas.

According to numbers released by the Kansas Ag Statistics Service, 22% of the crop is in poor to very poor condition, while 45% is in fair shape and 44% in good to excellent condition.

Officials say 94% of the wheat has emerged in south central Kansas. More than 50% of the state's top soil moisture level is rated as short to very short, while 48% is rated as adequate.&nbsp;

Cotton harvest in the area continues to move along with 62% of the crop harvested.

HUTCHINSON, Kan. — The Reno County Health Department will hold free pandemic testing again Tuesday from 4 p.m. until 7 p.m. at the Kansas State Fairgrounds. The testing has been moved for December to Dairyland.

The testing is free whether you have symptoms or not. December is the last month the Health Department will be administering the tests unless the County Commission gives approval to extend the testing. The Health Department had asked to have the funding for the testing go until May, but the commission wanted to see how the program was working through the end of the year before extending it to spring.

Testing will be done every Tuesday this month along with Saturday, Dec. 5, and Saturday, Dec. 19.

As the need for blood donations continues to become ever-more critical, the American Red Cross is partnering with Eagle Radio to both raise awareness and funding for the organization.

In conjunction with the Robert E &amp; Patricia A. Schmidt Foundation, Eagle Radio markets in Kansas, Nebraska and Missouri will also be raising funds in an effort to help bolster the Red Cross vehicle fleet.

Donations will help the Red Cross purchase new community emergency vehicles that deliver critical blood needs across the region.

Donations will be matched dollar-for-dollar by the Schmidt Foundation.

    still has funds available under the Kansas Eviction Prevention Program. The
    program serves both tenants and landlords who have missed paying or
    collecting at least one rent payment since April 1, 2020 due to the COVID
    pandemic. 

Approved tenants are eligible for a maximum of nine
    months of assistance, not to exceed $5,000 per household. If the
    application is approved, the landlord receives rental assistance funds
    directly from KEPP to apply to the tenant’s account.

    (SCKEDD) offices in Hutchinson are the local connection to the funding

Human Relations Commission meets Tuesday

be hosting a special event Tuesday to benefit Special Olympics. The “Cover the Cruiser” is from 2 p.m. to 6 p.m. at the old
K-Mart parking lot.

The Kansas Law Enforcement Torch Run will be collecting
donations for the Kansas Special Olympics. Anyone who donates can put a
medallion on the Sheriff Department’s BearCat armored tactical vehicle.

&nbsp;The Reno County Sheriff’s Department participates in
the Law Enforcement Torch Run effort, in conjunction with national law
enforcement agencies throughout the United States, to raise awareness and
funding for Special Olympics programs. All proceeds from Tuesday’s event will
go towards programming for over 4,800 athletes in Kansas.

Reno County Emergency Management Director Adam Weishaar still feels okay about the amount of personal protective equipment available to those who need it, even with a large increase in cases in recent weeks.

"We're currently doing okay," Weishaar said. "We're still waiting on shipments of gowns and gloves that should be in sometime around mid to late December. Once those get in, I'll be a lot more comfortable. Since we still have an active disaster declaration in place from our Board of County Commissioners, we can still request resources from the state. Just recently, in the past two weeks, I've been putting in resource requests from them and they've fulfilled those."

Weishaar highlighted the support that the commission has given his office throughout the pandemic.

"We expected it to be here for a month or so and be gone, but here it is the end of November, start of December and we're still here and our elected officials continue to support us in that and that's huge," Weishaar said. "I know some counties, some emergency managers, some health care professionals aren't quite so lucky to have the support of their elected officials like we do here."

In counties across the state, as high as 20% of the health care professionals that work for counties are leaving, but Weishaar feels blessed that everyone seems to be working together here.

"Really, it's not stuff that we've done, it's stuff that the community has done," Weishaar said. "The Chamber of Commerce helped put together this steering committee, where it has everyone from businesses, to nonprofits to church gatherings and we did that really early and that's paid dividends for us."

Weishaar noted that it has been around 270 days since the beginning of the pandemic response in Reno County.

Weishaar: Reno County still okay on PPE, working together remains key

HUTCHINSON, Kan. — January 1, 2020 was a typical winter day with the temperature hovering at 50 degrees. The first day of any year is a good time to resolve to make life better in the year ahead. Little did we know that a pandemic unlike anything we have endured in a century would upset our lives in ways we could never imagine.

To date, more than 11 million Americans have been infected with COVID-19 and approximately 250,000 have died from the virus. Kansas holds the unwanted distinction as having one of the highest infection rates in the nation.

Hutchinson Regional Healthcare System (HRHS) and its very efficient and well-trained staff of healthcare professionals are stretched to the limits in keeping up with the spike in the virus in this area. The same is true for all from the largest hospitals in Wichita to the smallest in the western regions of our state.

In our nation’s 245-year history, America has proven itself to be a global leader of innovation, so it comes as no surprise that two pharmaceutical companies have developed vaccines which are reportedly more than 90 percent effective. Kudos to Pfizer and Moderna for responding to this national healthcare crisis. Also, it’s reported that more safe vaccines are on the drawing boards.

Unfortunately, COVID-19 will not go away the day the first American is vaccinated against this virus.

Eight months into the pandemic, we are running out of time for a mid-course correction. As a high school coach admonishes a group of young athletes, “Let’s get back to basics for the long-term good of the entire team.”

The remedies to slow the spread of COVID-19 are the same as was reported at the onset of the crisis. We don’t need to make an expensive purchase. One pundit recently said, what we need is a good dose of self-discipline, which goes hand in hand with the old expression “short-term pain, long-term gain.”

Others have complained that a mandatory mask order is a violation of our freedoms, which allows us to decide what is best for ourselves. Perhaps, this is one time we Americans must pull together for the common good of all.

A few feel the nation should adopt a “Herd Immunity” or place resources in treating and saving the lives of younger Americans in lieu of caring for middle age or older citizens. At Hutchinson Regional Healthcare System, our mission is to provide all patients, regardless of age, with the same quality of compassionate care, which will always be our goal.

Our nation is blessed with tens of thousands of great scientific minds and they are close to unanimous in their advice, which is supported by the Center for Disease Control (CDC).

If you will allow me to be a little repetitive from previous columns, below are some precautions from the CDC and World Health Organization (WHO), which have proven successful in slowing the spread of COVID-19.

---Wear masks with two or more layers to stop the spread of COVId-19. Research indicates wearing masks protects those around you, and reduces the chance of infection by as much as 50 percent.

---Remain at home as much as possible and stay at least six feet from others.

---Wash your hands frequently for at least 20 seconds or use an alcohol-based sanitizer that contains at least 60 percent alcohol.

---Avoid touching your eyes, nose and mouth.

---Clean and disinfect high touch surfaces daily.

The crisis has again reaffirmed what a great country we live in. Individuals and businesses have donated food to the needy. Zoom calls are now a norm for business meetings and even family reunions. Many tell about reconnecting with friends and family members they haven’t communicated with for years. This summer the Hutchinson Police and Sheriff’s department along with area churches and the Fire Department showed up at Hutchinson Regional Medical Center during shift change to say thank you to those responsible for treating COVID-19 patients.

This pandemic, like the one a century ago will have an end, and life will resume to, perhaps, a new sense of normalcy. In the meantime, let's pull together for the final stretch of what seems like a long journey, and we will all be better for it.

Let’s all strive to enjoy a happy holiday season as much as possible and hope that 2021 will be a better year.

After Karla Nichols is introduced, the public comment period will be opened and the consent agenda approved. 

New business before the commission includes the tower lease agreement for the placement of wireless equipment on the water tower in The Highlands. 

County Administrator Randy Partington will provide a report and the commission will have a 30-minute executive session on legal matters with no action to follow.

Kan. — The Hutchinson Land Bank Board of Trustees will meet Tuesday afternoon December 1, 2020 at 3:00 p.m. via conference call. 

On the agenda for the board is contract review for an application to purchase the lot located at the north end of Carey Park on East Harvey submitted by Nancy J. Moreno on October 14. Moreno intends to build a single-family house and has offered to purchase the property but wanted to talk to the board about tree removal.

Also on the agenda is review of the draft 2020 Land Bank Annual Report and resolving meeting dates for 2021.

Kan. — The Hutchinson City Council will have a relatively busy agenda Tuesday morning.

Following the regularly scheduled public comment period, the council will approve the appointment of Christopher Swartz to the Airport Advisory Committee, Amanda Smith to the Public Library Board, approval of the City's 2021 water tap charges and the latest appropriations ordinance.

Also, the council will consider redemption and payment of the economic development revenue bonds for Disability Supports of the Great Plains and deeding them the property. In addition, they will consider an eminent domain resolution for the Cow Creek channel improvements, and a resolution of support for a Community Fisheries Assistance Program Grant to develop the 4th Street Arkansas River access point and approve a contract for design services on the concession building at Hobart-Detter Field.

The council will also receive a report from City Manager Jeff Cantrell and any items to be brought up by council members.

The Hutchinson City Council will meet at 9 a.m. Tuesday at City Hall. The meeting will be available on the City's Facebook page.

HUTCHINSON, Kan. — The Reno County overall case count is at 1513 as of Sunday evening. The death count among Reno County residents is at 49.

The Correctional Facility cluster type has 190 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 86 active cases, but has been responsible for 17 deaths. There are 44 active clusters in the county.

Out of 4,827 total cases since the beginning of the pandemic, there are 1,339 cases in the community at large. 3,265 people have recovered thus far.

Forty-two people are in the hospital. Two hundred total have been hospitalized. Seventy have been admitted to the ICU and 24 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 21.62%, with the overall positive test rate at 28.26%. 27.17% of the population has been tested.

The next community testing date is Tuesday from 4 p.m. to 7 p.m. The site has changed for December to the Dairy Tie Barn on the Kansas State Fairgrounds. To schedule your appointment, call 1-844-834-3657.

Reno County District Attorney Tom Stanton noted that it's a tradition in his office now to contribute to Toys for Tots.

"This is our 20th year," Stanton said. "It started out, I went to a meeting with Keith Schroeder at the AMBUCS and the speaker was from Toys for Tots. We brought back a box and we've been setting it up every year since then."

There will be boxes to drop off toys in several locations this year.

"The first location is our normal location at the Reno County courthouse on the first floor," Stanton said. "We would normally have them on the fifth floor, but because of COVID, we're having them on the first floor. We'll also have the hat and mitten tree there, so anybody who wants to donate to that can certainly bring those by the courthouse. We'll also have a box set up in the annex, back in the conference room. They've been helping us the last couple of years. That's just kind of catty-corner from the courthouse over at 125 West First. We'll have a box or boxes at Rcat, which is located at 120 West Avenue B. Then, our final drop off location is down at Reno County Public Works at 600 Scott Boulevard in South Hutchinson."

They will also have a special event for the first time ever this year.

On December 12, from 10 to noon in front of the courthouse, we're going to have a drive-by Toys for Tots drive," Stanton said. "We've never done this before, but because of COVID and people's limited access to getting into buildings and such, we will have boxes set up. Our staff will be out in front of the courthouse. As people come by, they can drop off a toy and we'll give them a little something to thank them for that."

The box locations are open now. They'll be taking donations until December 18th.

DA's office doing annual Toys for Tots collection; event coming up December 12

The Internal Revenue Service this reminds taxpayers of a special new provision that will allow more people to easily deduct up to $300 in donations to qualifying charities this year.

"People who make cash donations before December 31, 2020, as long as its to an eligible charity, they can deduct up to $300 on their 2020 tax return, even if they don't itemize," said Michael Devine with the IRS.

You'll still need proof that you made the donation.

"This is what we call an above the line deduction," Devine said. "You don't have to worry about a 1040A. It's going to be very simple, but please make sure that the charity that you're giving the money to is actually listed as one of the charities that can deduct donations and you have to have documentation to support that. That would be a letter from the charity or a cancelled check or a credit card receipt."

Before making a donation, the IRS reminds people they can check the special <a href="https://www.irs.gov/charities-non-profits/tax-exempt-organization-search">Tax Exempt Organization Search tool on IRS.gov</a> to make sure the organization is eligible for tax-deductible donations.

As the countdown to Christmas officially begins, the hustle and bustle of the season already has a different feel from holidays past. My family has decided that since our celebrations will be radically different — void of hustling across the Midwest and attending multiple family gatherings — we will slow our other traditional hustle and bustle as well.

For my family, who generally completes Christmas shopping in a mad dash just days before Christmas, we have already started squirreling away gifts for loved ones. Similar to that extra package of toilet paper I’ve routinely added to my grocery pick-up orders since last spring, we’ve actually done quite a bit of gift planning and early purchasing this year.

My husband and I have decided that all of our Christmas shopping will conclude by the end of this week. We’ve been quite intentional this year with gifting decisions. Supporting more local businesses, ordering items from stores offering curbside pick-up services and placing orders with Kansas producers who ship their products.

I have found myself utilizing Shop Kansas Farms on both Facebook and through their website at www.shopkansasfarms.com to see what kind of goodies I can find to share with loved ones this holiday season. 

The concept of Shop Kansas Farms is quite simple: providing a direct link between consumers and Kansas farm and ranch families who sell meat, dairy, veggies and other homegrown products. It’s been so fun to search through the interactive map of Kansas highlighting the people offering great products from their farms and ranches. 

The list is quite impressive and goes well beyond meat, milk and eggs. From pork rinds to popcorn, cheese curds to jams, beef, pork or lamb sticks to farm-roasted coffee, there’s so many goodies to find to make the perfect gift box to deliver to loved ones near or mail to loved ones afar.

It’s been enlightening for me to see so many farm and ranch families get creative with their marketing strategies, and how so many producers have pivoted the way they get their goods to consumers or have partnered with other producers to offer more options. It’s also been so fun to see how consumers view these interactions with farm and ranch families. 

People are connecting with others and learning about their neighbors. Kansans are supporting Kansans by placing orders and making product recommendations. Relationships are being built, and it’s all being done online during a time where practicing social distancing is needed. 

While many families like mine have decided to keep it simple this year and to resist the traditional hustle and bustle of the season, it’s so good to know that while we won’t be together in person, our family that’s scattered across the country can still receive our love through our hand-picked selections of local products that are grown and produced on Kansas farms and ranches just like mine. 

It’s a gift of love from Kansas I plan to continue to give well after we can once again gather with those whom we will dearly miss this year.

"There's a lot of nuance to that that isn't defined," said Andy Helten with the group. "That's what we were trying to get defined in improving our regulations, to get these sort of quantified a little bit better than they are right now."

The key may be that anything that isn't written down leaves the decision making on that point in the hands of the developer and not the landowners. Helten estimates that roughly 86% of the residents in the footprint of the original wind project proposed by NextEra that is still working through the courts are opposed to it.

"We're saying that the target area that they are looking at right now may not be the correct placement," said Wayne Mans. "They are not able to come up with shadow flicker guidelines that we deem are acceptable."

When the NextEra proposal was voted on in June of 2019, commissioners Ron Sellers and Bob Bush voted for it. Commissioner Ron Hirst voted against it. Bush has since died and been replaced by Dr. Mark Steffen. 

Steffen will leave for a seat in the Kansas Senate in January and Daniel Friesen, who was elected this month, will be on the commission after the first of the year. It appears at this point that any new regulations won't be taken up by the commission until at least early 2021.

Reno County Citizens for Quality of Life want more detailed wind farm regulations

A man from Gardner, Kansas is being treated at Hutchinson Regional Medical Center for stab wounds and a man from Manhattan is under arrest.

According to Hutchinson Police Lt. Dustin Loepp, at 11:42 p.m. Friday, officers were called to the hospital, where 52-year-old Brian Dailey was being treated for four stab wounds to his midsection. The injuries are considered non-life-threatening.

Police say a fight broke out at 514 West 5th Ave between Dailey and 31-year-old Bryce Baker of Manhattan. In addition to Dailey's stabbing, tires were also cut on a vehicle belonging to 36-year-old Evin Crome of Manhattan. Baker fled the area. Dailey was taken to the hospital.

Baker was later found in a garage at 514 West 5th, where he had returned and a window was broken on Crome's vehicle to obtain Baker's property. Baker then forced entry into the garage owned by an acquaintance, 35-year-old Billy Joe Womack of Hutchinson.

Baker was arrested for aggravated battery, criminal damage to property and criminal tresspassing. The incident is still under investigation.

HUTCHINSON, Kan. — The Reno County overall case count is at 1376 as of Friday evening. The death count among Reno County residents is at 48.

The Correctional Facility cluster type has 192 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 87 active cases, but has been responsible for 16 deaths. There are 44 active clusters in the county.

Out of 4,656 total cases since the beginning of the pandemic, there are 1,201 cases in the community at large. 3,232 people have recovered thus far.

The community's positive test rate is at 21.62%, with the overall positive test rate at 27.90%. 26.55% of the population has been tested.
