HUTCHINSON, Kan. — Reno County Commissioners and Interim Health Department Director Karen Hammersmith took time Tuesday to discuss how any pandemic vaccinations would be distributed once they begin to arrive. Hammersmith told the board that its distribution will follow KDHE guidelines and will start with those on the front lines of the pandemic and will follow along a similar path as when the area was dealing with the H1N1 flu.

“This goes to a little bit different clientele because obviously we know that the people who have comorbidities and are older are much more needed (of a vaccine),” Hammersmith said. “So it will go to health care workers and those individuals.”

While everyone is waiting for the vaccine to become available, Hammersmith says that whatever the timeline is, it won’t come quickly.

“It’s going to trickle in. We’re never going to get large amounts,” Hammersmith said. “So as it trickles in, we’ll get the health care providers taken care of because you can’t take care of somebody if you can’t take care of yourself.”

County Commissioner Mark Steffen asked the county to stress that it needs to make sure educators and school employees are at the top of the list behind health care workers when it comes to prioritizing the vaccine.

“I like that we entertain the idea of some sort of recommendation that school employees, both public and private, that they’re high-risk employees,” Steffen said.&nbsp;&nbsp;

Commissioner Ron Sellers agreed that education needs to be a priority, especially for instructors. Hammersmith says that, with breakouts of the pandemic occurring in schools, they will likely be near toward the top of the list.

“We will be following the guidelines set forth by the KDHE,” Hammersmith said. “I do believe because we have a number of outbreaks in the schools . . . that group will be included.”&nbsp;&nbsp;

Hammersmith says more information will be coming as the vaccine makes its way to Kansas.

appoint a new chair and vice chair on Tuesday.

appointments were necessary after current Chair Dave Sotelo stepped away from

The winner will compete for the state title in the spring.

Heartland Credit Union is providing the scholarship money for the competitors, but also, the event serves as a fundraiser for the Boys and Girls Club.

USD 309 announces meal program changes


HUTCHINSON,
Kan. —&nbsp;Challenges presented by COVID-19 have exacerbated an already tough transportation situation in Buhler USD 313.

"Our square mileage of our district is large," USD 313 Superintendent Cindy Couchman said. "We have like 45 routes that we run on a daily basis. We started the year, I believe, with 32 drivers. We really need 38 minimum to make it work and we started 6 short."

There have been times this year when the district has been down 8-10 bus drivers.

"Legally, we are required to bus over two and a half miles from the attendance center," Couchman said. "We are not required by law to bus under two and a half. Now, it has always been my priority and a priority of our district and really the culture of Buhler USD 313 to bus anyone."

With that in mind, the district took a week off this week, the week after Thanksgiving, from transporting students that live closer than the two and a half mile requirement at two attendance centers, Union Valley Elementary and Plum Creek Elementary. It's important to note that Union Valley has been on flex due to COVID-19 among its staff during this period, as well.

"We've put out a survey," Couchman said. "I'm trying to get who absolutely has to have that to get their kids to school, because there are so many unintended consequences of not bussing under two and a half miles. It's amazing, you don't even think of them all when you're doing it, but we did think of some. Pick up and drop off lines have gotten very long and complicated and large. There's more of a need for an after school program now. At a time when we're trying to get kids to social distance, adding more kids to that, trying not to mix cohorts, makes it very complicated."

The survey went to Plum Creek and Union Valley families only, because those schools are where route changes are being planned.

USD 313 adjusting transportation plan

HUTCHINSON, Kan. — The latest earnings session for companies with ties to the area comes to an end Thursday when Kroger releases its third quarter numbers.

The parent company of Dillons is coming off a strong second quarter with total sales of $30.5 billion, compared with $28.2 billion for the same three months last year.

Forecasts feel that Kroger's numbers might be as strong as the first six months of its fiscal year as the pandemic-driven shopping activity may be slowing.

Kroger will release its earnings before the bell.

Kroger to release 3Q report Thursday

Kan. — Brighthouse has some alarming numbers of the amount of persons they have served in 2020.

"Since January 1, Brighthouse alone has helped 657 people in our community," said Kaitlin Tucker. "That only counts the ones who come to us. There could be many more. Not everybody seeks help."

Brighthouse has helped with over 300 protection orders through November of this year and gone to court 140 times. 

"Just since January 1, we've gone to the hospital for 12 sexual assaults," Tucker said. "Anytime someone reports a sexual assault at the hospital, they go for that exam, the nurses know to call us so we can send an advocate out there."

Tucker also notes that violence has gotten worse this year.

"They've been more severe cases of domestic violence, as well," Tucker said. "More aggravated domestic violence, which usually means that there's some attempted strangulation there and broken bones. The pandemic has really taken its toll on survivors in our community."

Brighthouse: More domestic violence since COVID in 2020

HUTCHINSON, Kan. — The Reno County overall case count is at 1224 as of Tuesday evening. The death count among Reno County residents is at 51.

The Correctional Facility cluster type has just 16 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 103 active cases, and has been responsible for 19 deaths. There are 47 active clusters in the county.

Out of 4,962 total cases since the beginning of the pandemic, there are 1,204 cases in the community at large. 3,687 people have recovered thus far.

Forty Reno County residents are in the hospital. Two hundred sixteen total have been hospitalized. Seventy-six have been admitted to the ICU and 26 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 22.77%, with the overall positive test rate at 28.81%. 27.40% of the population has been tested.

Hutchinson Fire crews put out a garage fire Tuesday night.

Crews were called just after 8:30 p.m. to 306 West 14th, where the garage was on fire with a vehicle inside. 

The fire was quickly extinguished, but crews were on scene for about two hours completing cleanup and investigation. 

The fire started around a wood burning stove. No one was hurt and the home was unaffected.

PRATT COUNTY — One person died in an accident just after 9 p.m. Tuesday in Pratt County.

The Kansas Highway Patrol reported a 2013 Toyota RAV4 driven by 65-year-old Gregory G. Hettmansberger of Sun Prairie, Wisconsin was westbound on U.S. 54 ten miles east of Pratt and struck a deer in the roadway.

The Toyota was sitting sideways, disabled in the roadway. A westbound 1997 HBP Road Trek RV Van driven by 26-year-old Andrew C. Marshall of Shawnee struck the Toyota on the passenger side.

Gregory Hettmansberger was pronounced dead at the scene.

EMS transported a passenger in the Toyota, 70-year-old Cynthia L. Hettmansberger to Wesley Medical Center. Marshall was not injured and was properly restrained at the time of the accident, according to the KHP.

HUTCHINSON, Kan. — During the Thanksgiving Safe Arrival traffic enforcement campaign just completed, the Hutchinson Police Department conducted overtime saturation patrols to aggressively target the impaired driver.&nbsp;

Over the period, Nov. 20 to Nov. 29, officers conducted two DUI arrests and issued five speeding citations, along with 10 other citations and arrests. In all, officers made 59 enforcement stops during the campaign.

While this particular campaign may be over, HPD says it will always be vigilant in the enforcement of Kansas traffic safety laws.

The Thanksgiving Safe Arrival traffic enforcement campaign was supported by a grant from the Kansas Department of Transportation.

HPD posts Thanksgiving checkpoint numbers

Hutchinson City Manager Jeff Cantrell brought to the City Council as part of his report Tuesday new information on the Atrium Hotel.

"That's been boarded," Cantrell said. "That's great, because the neighbors had some concerns that we had people in the building and I think we might have even seen some evidence of that when we recently toured the building. Safety is first and foremost, but that's pretty poor when you drive by on the highway and you see plywood over such a large building. That's a very sad sight."

The current building owner, Joshua Joseph, is firm on what he wants for the hotel.

"It was $1.6 million," Cantrell said. "He's pretty firm on that amount. He really doesn't care how we amortize that out as long as it pays a competitive interest rate as to what his current note is. He is current on his note. That's pretty much already resolved as far as what our obligation would be to acquire the property. What's not so clear at this point is renewal and conversation with potential developers."

The pandemic has changed the dynamics of running hotels just as much as it has the rest of the economy.

"It's really interesting, when you try to get the pro forma now on these type of events and how they're being leveraged or collateralized," Cantrell said. "The discussion, the pledging on this sort of thing is really not conventional at this point at all. It will be a creative discussion, I'm sure."

Cantrell has had discussions with former city manager John Deardoff on the plan he had drawn up before his retirement and Cantrell plans to bring details of that back before the governing body in the coming weeks to see if there is an appetite to complete a purchase of the property, but he did not give a specific timeline in his report Tuesday.

City manager comments on Atrium Hotel situation

TOPEKA, Kan. (AP) — Some officials charged with upgrading Kansas’ 911 system say a nearly three-hour outage across the southern part of the state on Sunday revealed the potential for future major disruptions to emergency operations.

During the outage, which began about 1:35 p.m., multiple counties weren’t able to log into the state’s 911 system. The impact varied, with some agencies posting alternative emergency phone numbers on social media or rerouting calls before service was restored around 4:40 p.m.

A 2018 audit warned that the system was at risk of outages, and Sunday’s incident was the third major 911 failure in four years.

A 911 Coordinating Council has been leading efforts for years to upgrade the state’s system to the next generation of service, called NG911, which allows residents to text 911 and ensures that calls can be quickly transferred between dispatch centers.

State Rep. John Carmichael, a Wichita Democrat who is on the council, said he wasn’t surprised by the latest outage.

“The basic function of making sure we have a redundant system has been ignored and (Sunday’s) events are just one more exemplification of this,” Carmichael said. “We are teetering on the edge at some point of having a similar failure in the midst of, for example, a tornado or other significant statewide emergency.”

Gov. Laura Kelly said she was “obviously concerned something like that could happen.” She said the Kansas Division of Emergency Management is working with local officials to identify the cause and ensure it doesn’t happen again.

Michele Abbott, who is on the 911 Council’s executive committee, said officials need to do a deep analysis to determine exactly what happened.

“We had some counties not able to log on, but we don’t know that their calls weren’t routed somewhere else or that they weren’t partially at the very least being properly answered somewhere else,” she said.

The 911 Council said in a Facebook post that the problem was caused by a “software conflict.” Abbott on Monday repeated the explanation and said the disruption didn’t appear to be the result of a cyberattack.

AT&amp;T is a major vendor for the state’s 911 system. On Monday, a company spokesperson said service was restored after a brief technical issue.

The 2018 audit found that 62% of emergency dispatch centers reported experiencing system down time. It also detailed two major outages that disrupted 911 service in dozens of counties.

Despite changes made after each of those events, the system’s design doesn’t eliminate the risk of future outages involving several emergency centers, the report said.

Ideally, 911 systems should have just 5 minutes of downtime per year, a standard known as 5-9. But Kansas’ system cannot be expected to meet that standard because it is on a single network, auditors said.

Brandon Abley, technical issues director at the National Emergency Number Association, said older 911 systems are more vulnerable to disruptions than next generation systems. But much of the country is still transitioning to next generation systems, which leaves systems susceptible to problems, he said.

Widespread 911 outage causes alarm for Kansas officials

HUTCHINSON, Kan. — A Hutchinson man who recently entered a guilty plea in connection with a 2017 shooting was sentenced to five years in prison Tuesday morning.

Maique Rodriguez was originally charged with attempted first-degree murder in the shooting of his uncle, Jesus Faudoa. Instead, Rodriguez pleaded guilty in October to aggravated battery and robbery. He was given five years on the battery charge and another 32 months for robbery with the sentences running concurrently.

District Attorney Tom Stanton said the victim was agreeable to the sentence and, according to Stanton, didn’t even show up for Tuesday’s hearing.

Faudoa was found shot multiple times in the 700 block of East 7th Avenue. Rodriguez then took the victim's cell phone and pickup. He was arrested in El Paso, Texas, earlier this year and brought back to Reno County.&nbsp;

HUTCHINSON, Kan. — Two Hutchinson High students were winners of the Youth Entrepreneurship Challenge held Nov. 23. Austin Phinney and Dalton Estes won the competition that involved 23 teams and 45 students from three Reno County schools.

The event was sponsored by StartUp Hutch, along with the Network Kansas E-Community Partnership, using a virtual platform. Each team presented business concepts with a written business plan, a 4-minute presentation to judges, and 2-minute elevator pitch.

Estes and Phinney’s business plan involved a coffee shop they called "The Sweet Treat." Their instructor was Clayton Evans. The pair won $750.

Second place went to Conner Blubaugh of Haven High School. He won $500. Third place went to Rebecca Wells of Buhler High School. She was awarded $300.

In addition to the prize money and recognition at the Reno County competition, the first-place competitors, Estes and Phinney, also have the opportunity to compete in the Kansas Entrepreneurship Challenge held at Kansas State University in Manhattan. This event will include the top young entrepreneurs from schools across the state.

The goal of the competition is to expose Kansas middle and high school students to entrepreneurship and give them a hands-on experience. The students’ work is judged by local entrepreneurs, public sector partners and teachers. This is Reno County’s fifth time to host the competition and this year boasted a record number of participants.

HHS students win entrepreneurship competition

Kan. — By most every measure, Hutchinson Regional Medical Center is nearing its capacity to treat COVID-19 patients.

"We have 9 patients on ventilators being assisted with their breathing," Chuck Welch said Tuesday. "We have 34 in the two COVID wards, for a total of 43 COVID positive patients. Over the weekend we hit 48, which is a new high water mark for us."

They have been maintaining mid to high forties in patient count for the last couple of weeks now.

"We're currently full in the ICU," Welch said. "Our primary COVID ward is nearing full and we're double occupying some rooms and then our overflow COVID ward is nearing full."

This is while they have 35 employees out sick, according to their latest ops report. Twenty-three employees are positive, 12 are on observation, 14 are awaiting results and 8 are working from home. 

"We're very nervous for the holiday season," Welch said. "I think Dr. Ashraf said it yesterday best during our meeting. He never wants to be in the position like they were in Italy or New York, where they were literally walking down the halls of sick people saying, they get a vent, he doesn't get a vent, she gets a vent, he doesn't get a vent. He never wants to be in that position. So we're pleading, imploring, begging people to just put a mask on and distance yourself."

The hospital only has twelve ventilators total, twelve BiPaPs and 10 AirVos. Welch said they can't get more right now. In addition to the 9 ventilated patients, 8 of the BiPaps and 6 of the AirVos are in use.

"This is something different," Welch said. "These folks are sicker. They are staying longer and generally, when they go on the ventilator, they don't do as well. Before, we were quick to put them on the ventilator with the idea that we could get them bridged and then they would come off and generally do pretty well. That's not the case now."

The current statistics are in ICU 12 of 12 possible staffed beds are full, on the 4400 COVID Ward that could have up to 26 patients if staff were available, they have 17 people, on the 3300 COVID overflow ward, where they have 18 staffed beds, there are 15 patients. They have 44 inpatients with only 56 possible, if they are able to find enough staff to double up. 

Normally, they would be full at 43 COVID beds, because it is not ideal to double bed COVID patients, due to their care needs.

Current COVID patients quickly filling up HRMC's COVID capacity

HUTCHINSON, Kan. — The Reno County overall case count is at 1269 as of Tuesday morning. The death count among Reno County residents is at 50.

The Correctional Facility cluster type has just 17 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 80 active cases, but has been responsible for 18 deaths. There are 46 active clusters in the county.

Out of 4,947 total cases since the beginning of the pandemic, there are 1,251 cases in the community at large. 3,628 people have recovered thus far.

Fifty-four people are in the hospital. Two hundred fifteen total have been hospitalized. Seventy-four have been admitted to the ICU and 24 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is at 22.77%, with the overall positive test rate at 28.76%. 27.37% of the population has been tested.

after nearly an hour of discussion. In a 2-1 vote the lease was approved which
will have IdeaTek pay $3,600 in upfront money and then lease the tower for $300
per month. The leae involves the water tower at The Highlands

Most of the
discussion centered on Commissioner Mark Steffen wanting a larger cost for the
lease to the Buhler IT company. Steffen urged the Commission to ask for $5,000
up front and a lease of $500 per month. Steffen also requested that a
structural study be done before approving the lease. 

IdeaTek
noted that such a request for more funds was not possible. Nate Oswald,
Director of Sales for IdeaTek said that if the Commission didn’t agree to the
proposal they could take their business elsewhere. The tower lease at The Highlands
would serve 81 customers and would run for one year. After that the lease would
be addressed again.

The lease
proposal was approved as presented with Steffen casting the no vote.

to their new Health Department Director during Tuesday’s regular meeting. &nbsp;Karla Nichols was named to replace Nick
Baldetti who resigned to take a position with McPherson College.

Nichols is an Andale High graduate and has a master’s in
healthcare administration from the University of Kansas. She has held
leadership roles at Bob Wilson Memorial Hospital in Ulysses, Kansas, as well as
Kansas Joint and Spine Specialists. Nichols was clinic administrator for Bob
Wilson Memorial Hospital and managed the operations, human resource functions,
and risk management for the rural hospital-clinic system. Nichols lives near
Pretty Prairie with her husband, Scott, and has two adult children.

Nichols said she will be working to make the transfer over
to her new duties in the coming days.

advisory is not related to Covid-19.

Customers should observe the following precautions until
further notice:

The advisory took effect on December 01, and will remain in
effect until the conditions that placed the system at risk of bacterial
contamination are resolved. KDHE issued the advisory because of a loss of
pressure due to system maintenance..

Regardless of whether the public water supplier or KDHE
announced a boil water advisory, only KDHE can issue the rescind order
following testing at a certified laboratory.
