HUTCHINSON, Kan. — Motorists who use West 4th Avenue can expect to see road work at the K-96 interchange on the west side of Hutchinson later in July.

KDOT will be replacing the on- and off-ramps on K-96 starting July 20. Access to K-96 will be closed at 4th along with all through traffic on 4th. K-96 will remain open during the work.

The project is expected to be completed by the start of the school year.

HUTCHINSON, Kan. — Residents can buy and shoot off fireworks in the area starting Tuesday, June 30.

There will be plenty of places to purchase fireworks again this year. In Hutchinson, five fireworks stands will be open. Fireworks can be discharged between 8 a.m. and 11 p.m. through July 4. Fireworks regulations in the county and in Hutchinson allow only fireworks that travel less than six feet in the air. Permits for fireworks stands are $2,500 and the funds go to the annual fireworks show at the fairgrounds.

In South Hutchinson, there are seven fireworks stands open this year and, like Hutchinson, can be shot off from 8 a.m. until 11 p.m. through July 4.&nbsp;

Unlike the county and the city of Hutchinson, all fireworks that are legal in Kansas may be discharged in South Hutchinson. Permits for fireworks stands in South Hutchinson are also $2,500 with the money going into the general fund.

HUTCHINSON, Kan. — In responding to COVID-19, the Boys &amp; Girls Clubs of Hutchinson and the Hutchinson/Reno County Chamber of Commerce are collaborating to provide teens with a summer day camp focused on workforce readiness.&nbsp;

The program is called "The Mine" and it’s housed in the former Red Cross office adjacent to the Chamber of Commerce offices. The area has been vacant since late 2014. As the Boys &amp; Girls Clubs worked carefully to plan its summer programs amidst changing requirements on group gathering sizes, it appeared unlikely the club would be able to serve teens during the day this summer. Skip Wilson, chief professional officer of the Boys &amp; Girls Clubs of Hutchinson, approached the Chamber about working together on the program that helps teens find a possible career path.

The two agencies worked together to ready the site in time for its opening date on June 15. Walls were repainted in vibrant club colors. The club brought in recreation activities and comfortable furniture. The Chamber donated conference tables and chairs. The club says 35 teens are engaging in hands-on career learning and participating in recreational activities.&nbsp;

The daily teen program at The Mine focuses on employability skills, career exploration and personal branding. Career lessons are complemented with trips into local businesses to meet business professionals and see career opportunities firsthand. The club hopes its program at The Mine will spark occupational interest for local teens while giving them a productive, fun and safe place to spend their summer.&nbsp;

A Hutchinson man was arrested on multiple drug charges after a search warrant was executed Friday just before 6 p.m.

Hutchinson Police say 51-year-old Randall J. Sipes was arrested for possession of Heroin with intent to distribute, possession of Oxycodone with intent to distribute, possession of paraphernalia with intent to distribute, possession of methamphetamine, and possession of paraphernalia. 

Seized in the arrest were 44 balloons with each balloon containing .5 grams black tar heroin, 14 Oxycodone 30 mg pills, methamphetamine and drug paraphernalia.

Hutchinson Police seize drugs Friday, make arrest

HUTCHINSON, Kan. — During the last County Commission meeting, Emergency Management Director Adam Weishaar announced that a supply of free Personal Protective Equipment (PPE) was being sent to Reno County from the Kansas Division of Emergency Management.&nbsp;

The supply would allow all infrastructure, businesses, venues, events, faith-based groups, restaurants and schools to submit an application to help fill the gap of necessary PPE in order to help reduce the potential spread of COVID-19.

Entities that would like to request PPE from this inventory will need to visit&nbsp;<a href="https://www.renogov.org/CivicAlerts.aspx?AID=139">www.renogov.org</a>&nbsp;to access the form. Instructions for where to email the completed request form are located at the bottom.&nbsp;

Once the form is received, you will be notified of a pick-up date and time along with additional instructions for when you arrive. The Reno County Health Department says it will do its best to fill the requests with the supply on hand.&nbsp;

All requests will be filled on a first come, first served basis.

PPE applications can be filled out online

HUTCHINSON, Kan. — A Hutchinson woman who was arrested for drug distribution in January waived her right to a preliminary hearing and entered guilty pleas to six different counts Friday morning.

Forty-six-year-old Jennie Wallace entered the guilty plea to possession of meth with intent to sell, conspiracy and two additional counts of possession of meth with intent to distribute. She was also convicted of aggravated child endangerment. A count of possession of heroin was dismissed.

As part of the plea deal, the state will recommend concurrent sentences. The most serious charges could mean a prison sentence of 11 to 17 years. The defense will get to ask for less time for Wallace at sentencing, which is set for July 10.

Along with this conviction, Wallace may face federal charges stemming from a package that was intercepted by the U.S. Postal Service. The package, addressed to Wallace, contained six pounds of meth.&nbsp;

The package was intercepted in Wichita after authorities were alerted to it by a K-9 unit.

Hutchinson woman enters plea in drug distribution case

The Kansas Senior Farmers Market Nutrition Program (KSFMNP) is providing low-income seniors who meet age and income requirements with $35 in checks to purchase fresh fruits, vegetables, herbs and honey from authorized farmers at local participating farmers markets through November 1, 2020. Checks are available in $5 increments.

To be eligible to receive KSFMNP checks, a senior must be 60 years old or older on the day the money is issued and have an annual gross household income at or below 185% of the federal poverty level. For example, a household of one must have an annual gross income at or below $23,606, or a monthly gross income at or below $1,968.&nbsp;

Due to COVID 19, the Kansas Senior Farmers Market Nutrition Program application process in Reno County will be conducted by telephone only – no walk-ins.&nbsp; The application period begins on July 14. Funds are limited and benefits will be provided on a first-come, first-served basis.&nbsp;

A prospective Eagle Scout is holding a blood drive this weekend in Hutchinson.

"This blood drive is because my very first Eagle project that I was a part of was an actual blood drive," said Blake Luman. "Therefore, it was the first thing I thought of when I came to do mine."

His blood drive is at First Congregational Church on Saturday from 11 a.m. to 5 p.m. and all of the appointments except for one were booked when we talked to him this week.

"I just turned 17 and I have already donated twice," Luman said. 

The need for blood never goes away, because blood is a perishable item.

"Right now, the American Red Cross is short on blood," Luman said. "This is just a little contribution that I can do. I have about 56 appointments. They need blood every two to three seconds and they're running low. I think this is a very important cause."

A person can donate blood once every 56 days, or give a power red (double red blood cell) donation every 112 days.

A Friday morning head-on accident on Yoder Road sent two people to the hospital. 

Evidence suggests that a silver Chevrolet Malibu driven by 44-year-old Ivanhoe Love III crossed the center line while traveling north on Yoder Road just after 6:15 a.m. The Malibu struck a south bound black Toyota Tacoma, driven by 60-year-old James Barrett of Hutchinson. Both men were taken to Hutchinson Regional Medical Center for treatment. Airbags deployed in both vehicles. 

The accident is still under investigation. If anyone witnessed the accident and hasn't talked to law enforcement, call 620-694-2735.

Two injured in Friday morning accident in Reno County

The House of Representatives passed the Justice in Policing Act on Thursday, but Kansas First District Congressman Dr. Roger Marshall voted against the measure. As the son of the former El Dorado, Kansas police chief, Marshall believes he understands the balance that needs to be struck between keeping law enforcement accountable and allowing them to do their job.

"What this bill would have done, it would have gotten rid of something called qualified immunity, which protects police officers from frivolous lawsuits," Marshall said. "In that split second when a police officer has to decide to pull his gun to protect other people or himself, this would have been in the back of his mind that he, if someone sued him over a frivolous situation, that he could lose his home, his car, everything that he owns. That was the biggest issue."

Marshall noted that for his constituents, there aren't that many substantive changes in the bill.

"So many other issues that they're trying to take care of in this bill from the federal standpoint, we're already doing in Kansas," Marshall said. "I personally spoke to the chiefs of police association this week along with the sheriffs association. They both adamantly opposed this bill by the Democrats."

Marshall isn't against oversight, but he says Kansas already does that.

"I'm always going to err on the side of law and order," Marshall said. "As a doctor, if there's a bad outcome in a hospital, that case is reviewed by a group of your peers. Then, if there's concern, then we send it out to a third party that doesn't know the names involved. That's the process of accountability and transparency. It's already happening for the most part in Kansas."

Every Democrat and just three Republicans voted for the bill. It passed 236-181.

Marshall explains vote against policing bill that passed House

Kan. — Waldron Place in Hutchinson, KS, assisted living by Americare, updated its COVID-19 testing status on Thursday.

Waldron Place and the Arbors completed whole-house employee and resident testing for COVID-19 on Saturday, June 20 after learning that an employee tested positive for the virus. Results were expected earlier this week, but the laboratory the county used to process the tests is experiencing a backlog of cases. The original 72-hour turnaround time was not met.

To date, two employee test results have been received and both were negative for the virus. As of Thursday’s wellness checks there are no employees or residents exhibiting signs or symptoms.

In accordance with the facility's pandemic guidelines, all residents were placed on in-room quarantine after learning of the employee positive test. All residents have been receiving daily wellness checks since March 13 and are now being checked every 4 hours during waking hours for symptoms.

When results for all tests are received, they will be reported to state and local health departments, and all residents, employees and resident family members are being kept up to date. A media statement will be sent to local media upon receipt of results as well.

Waldron Place in Hutchinson updates testing for COVID-19

Kan. — The Hutchinson Community College Board of Trustees held its final meeting of the fiscal year Thursday evening.

The Board approved the renewal of the College’s property and workers compensation insurance for the coming year and conducted several items of routine business including approval of the final bills to be paid for the 2019-20 fiscal year.

In addition, the Board approved the refinancing of the College’s 2012 Dormitory Certificates of Participation issued in conjunction with the renovation of the residence halls. By taking advantage of the current interest rate environment, the College will be able to reduce the term of the bonds by two years while saving $455,469.58.

The next meeting of the board will be on Thursday, July 16. The meeting will be at 7:00 p.m. in the Shears Technology Center Justice Theater. The public is invited to attend.

MARION COUNTY—One person died in an accident just after 11a.m. Thursday in Marion County.

The Kansas Highway Patrol reported a 1998 Peterbilt semi driven by Brendan Jay Reimer, 52, Hillsboro, was turning eastbound from Ash Street onto D Street in Hillsboro.

A child identified as 13-year-old A Trevor Dayton Adams Wullenweber of Milford&nbsp; was on a bicycle on the sidewalk. The bicycle traveled southbound into the intersection and struck the semi.

Wullenweber was pronounced dead at the scene and was transported to&nbsp;Jost Funeral Home.&nbsp;

Reimer was not injured and not wearing a seat belt at the time of the accident, according to the KHP.

NEWTON Kan. — The number of COVID-19 cases in Harvey County continues to rise. Four new cases of coronavirus were revealed on Thursday, bringing the total number of active cases in the county to 16.

A female in her 20s, a female in her 30s, and a female in her 50s along with a male in his 20s are the four new cases. All are in home isolation and all were tested by a private lab.

The Health Department is strongly encouraging people to wash their hands frequently and practice good hygiene and social distancing.

Harvey County has had 32 cases of COVID-19 to date.

COVID-19 cases in Harvey County increase by four

HUTCHINSON, Kan. — While the city of Hutchinson recently approved 11 applications for financial assistance through the CDBG-CV grants, Reno County is getting little response for their share of the funds.&nbsp;

The city recently handed out $90,000 from the $132,000 grant. After administrative costs, they still have about $30,000 left.&nbsp;

But so far only two businesses have applied for the grant through the county which also has $132,000 to offer.

County Administrator Randy Partington says he’s not sure why there has been such little response other than the word may not be getting out. The deadline to apply for the funds is July 2 although Partington says they may extend that deadline.&nbsp;

The grants are for small businesses with 50 employees or less providing that at least half of those workers are at the low to mid-income level.

Few applications for grant funds coming into county

HUTCHINSON, Kan. — A Hutchinson woman who was arrested for drug distribution in January is back in court Thursday afternoon for a preliminary hearing.

Forty-six-year-old&nbsp; Jennie Wallace is charged with possession of meth with intent to distribute and aggravated child endangerment.&nbsp; Wallace may face federal charges. Her arrest came after police searched her home and discovered five pounds of methamphetamine inside.&nbsp;

Wallace may also face federal charges stemming from a package that was intercepted by the U.S. Postal Service. That package was addressed to Wallace and came from North Las Vegas, Nevada. The package contained six pounds of methamphetamine. The package was intercepted in Wichita when authorities were alerted to it by a K-9 unit.&nbsp;

The hearing is set for 3:30 in front of Judge Daniel Gilligan.

Gas prices are continuing their traditional summer rise.

"In the past week, we've gone up four cents a gallon," said Shawn Steward with AAA Kansas. "We're at $1.94, pretty much the same story with the national gas price. It went up six cents a gallon in the past week to $2.17 a gallon."

Compared to this time last year, we are still over 50 cents lower.

"Gasoline demand actually saw a small week over week decline this past week, although we've been seeing a general upward trend recently," Steward said. "Gas demand continues to be significantly lower, about 21% less, compared to one year ago."

Reno County is about at the state average for prices.

"Reno County is about a cent less than the Kansas average," Steward said. "Reno County is at $1.93. Hutchinson, it looks like many of the stations are around the $1.95 area."

Gas prices are up 27 cents a gallon over a month ago in Kansas.

Kan. —&nbsp;Volunteering looks different in a pandemic.

"We recruit volunteers for non-profit and governmental organizations," said Leah Chandler with The Volunteer Center. "75% to 80% of those organizations have closed during the pandemic or have had to make major adjustments. That has left a lot of our volunteers without jobs at the moment, but they're starting to slowly reopen."

With people doing more work from home, Chandler isn't sure how much volunteering will be able to be done in that fashion.

"That's really up to the individual organizations and whether they can restructure some of the things they need volunteer assistance with to accommodate that," Chandler said. "I really don't have a good answer."

Even though some of the jobs aren't available now, Chandler will always be looking for those willing to donate their time.

"We keep a database of opportunities that are available," Chandler said. "We'll never have that completed. It will never be full. Right now, we have not seen very many new volunteers in the last few months. People still just aren't getting out and doing the extra stuff that they normally would."

Chandler said the effect on volunteering would be long-lasting, but she is optimistic that when people feel safe, they will volunteer again.

According to the Kansas Highway Patrol, just after 9 p.m. Wednesday, a 2008 Chrysler 300 driven by 19-year-old Samuel B. Livingston was southbound on North Main Street near the intersection of Kansas Avenue on the north edge of Kingman when it struck 16-year-old Megan G. Hensley of Kingman, a pedestrian.

Livingston complained of pain, but was not transported. Hensley was taken to Wesley Medical Center in Wichita for treatment of her injuries. They were suspected to be minor.

Kingman accident sends one to hospital Wednesday

HUTCHINSON, Kan. — Many expected the sales tax revenue in the county to take a serious downturn in the wake of the COVID-19 pandemic.&nbsp;

June sales tax revenue not only held its ground in Reno County, it jumped by more than $54,000 from the previous year.&nbsp;

June sales tax revenue for Reno County totaled $395,498. Its the highest June sales tax total for the county in at least six years and is more than $12,000 higher than last month. Sales tax totals for June represent shopping for the month of April. It’s the second-highest total for 2020 with only the month of February higher.

It is unexpected good news as the budget process for area governments approaches. Still, the numbers are expected to be lower in July and August which will reflect shopping for the months of&nbsp; May and June.

To date, the county has taken in $2,247,000 in sales tax revenue.

HUTCHINSON, Kan. — The StartUp Hutch business incubator announced the networking event Entrepreneurship Connections.&nbsp;&nbsp;

The agency says the event will provide entrepreneurs the chance to mingle with other startup owners and entrepreneurs in the community. Entrepreneurship Connections will take place on Monday, July 6, from 5:30 p.m. to 7:30 p.m. at Sandhills Brewing in Hutchinson.&nbsp;

The event is free to attend and will have activities to encourage discussion and interaction among entrepreneurs. It will also include a raffle and a free drink ticket for all attendees.&nbsp;
