HUTCHINSON – The Kansas Food Bank and the Clusters Apartments will once again partner to provide summer meals for children in Hutchinson as part of the USDA Summer Food Service Program.

Meals will be distributed as a “Grab &amp; Go” on Mondays each week from June 7, 2021 until July 26, 2021.&nbsp; Distribution is from 12:00 p.m. to 12:30 p.m. at The Clusters Apartments, 1401 E. 23rd.&nbsp; Each child will receive a prepackaged distribution of meals for the week.&nbsp; Children must be present to receive a meal bundle.

Meals will be provided to all children without charge, and are the same for all children regardless of race, color, national origin, sex, age or disability, and there will be no discrimination in the course of the meal service.

Free meals are available to all children ages 1-18.

Free Summer Meals available to children in Hutchinson

HUTCHINSON, Kan. — Hutchinson USD 308 will host the Mass Bands Concert this week. The Mass Bands Concert is back after a one-year break and will actually be three concerts over two days in the Salthawk Activity Center.&nbsp;

Sixth graders will get their own afternoon on Wednesday, May 19. The combined sixth grade bands will have a practice from 4 to 5 p.m. that afternoon with the official concert beginning at 5 p.m. Because of the size of the SAC, there will not be any formal restrictions on who can attend. Masks and social distancing will be required because it is an indoor event.

On Thursday, May 20, the concert event for Hutchinson Middle School and Hutchinson High School students will take place. The Hutchinson Middle School concert will be at 6:45 p.m. The combined HHS band will follow at 7:30 p.m.

Both HMS and HHS will play their own arrangements of the traditional finale for Mass Bands, “A Mighty Fortress.”

The Mass Bands Concert began in 1988. The event was designed as a chance for students to play with what may be the largest group they ever will in their lives and hear what older musicians are playing.

HALSTEAD, Kan. — The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the Spring Lake Resort public water supply system located in Harvey County. The advisory was issued for the popular campground near Halstead because of a water main break, resulting in a potential loss of pressure.

Laboratory testing samples collected from Spring Lake Resort indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.&nbsp;&nbsp;

Boil water advisory lifted

HUTCHINSON, Kan. — School is ending for students around the area after a very busy and mixed up year because of the pandemic.

Pretty Prairie USD 311 will dismiss students for the summer on Tuesday. Fairfield students will get their summer break started Thursday.&nbsp;

The other area districts will wait a little longer. Haven USD 312 will dismiss students on Monday, May 24. Both Hutchinson USD 308 and Buhler USD 313 will let students out for summer break Wednesday, May 26, and, finally, Nickerson USD 309 students will end the school year Friday, May 28.

A very different school year coming to an end 

HUTCHINSON, Kan. — Formal Charges have been filed against a Hutchinson man who was arrested after an altercation with a woman May 9.

Charges against 56-year-old Thomas Lee Boyd include one count of kidnapping and one count of stalking. Depending on his past criminal history, he could be facing as many as 20 years in prison if he is tried and convicted of the kidnapping charge.

Boyd allegedly got into a confrontation with the woman after following her in a vehicle May 9.

Boyd is still being held in the Reno County Correctional Facility on a bond of $125,000.

Still some seats available for Chamber breakfast

Kan. — <a href="https://hutchpost.com/posts/c4da66b3-9483-480b-b8f5-0e2619d38264">Jimmie Nelms, the killer of Kansas State Trooper Conroy O'Brien, will remain behind bars, but that's only guaranteed for three years.</a>

"Obviously, I was happy that they are keeping him in prison for three more years," said Conroy's brother, Kelvin. "I was disappointed that they didn't take advantage of passing him for ten years, because they could have done that."

That's exactly what the parole board did previously in 2011.

"Prior to the parole hearing, the Zoom hearing we had in March, the parole board actually said they were going to use the 1993 crime bill as a guideline on this particular case, or any case of a crime that was committed prior to 1993. The crime bill of 1993 states life in prison without parole or the death penalty, one of the two, so here we are, going to be up for parole again in three years."

O'Brien thanked those who sent letters in support of the denial of Nelms' parole.

"There was an overwhelming response from the public to deny parole," O'Brien said. "I know there were letters that came from California, from Massachusetts, Florida, all over, to ask the parole board to deny parole, so I think he was denied parole was the public response."

Nelms is 74 years old and according to public records is incarcerated at the Norton Correctional Facility.

State trooper's killer denied parole for 3 years

"I think the county is still way too heavy on physical paper, not enough digital, paperless transactions," Friesen said. "I think, along the same lines, I think we can continue to capitalize on the lessons we learned through COVID-19 and the things that we can do that don't require us to be physically present."

He admits that working through those issues is a challenge, but he wants to see the county take it on.

"I see us kind of moving back the other direction," Friesen said. "There's certainly going to be some incentivization that I plan to do during the budget discussions and seeing if the other commissioners would agree to incentivize departments to look towards paperless and virtual services from the county."

The challenge with any new proposal before the commission, however, is that commissioners can't discuss it ahead of time, as because they are a three person board, two of them constitutes a quorum so any outside discussion would run afoul of Kansas open meetings statutes.

"We walk up to these meetings and can be surprised at each other's opinions," Friesen said. "I urged the other two commissioners to continue to work on consensus and compromise and certainly it's something I can do, as well."

The commission also has reduced its time together from weekly meetings to two meetings in most months since Friesen started on the board.

Friesen: Technology can still save county money

You can tell a lot about people by the types of philosophical questions they like to debate. Many people ponder sports greats, classic cars, blockbuster movies or which superpowers are the best.

In my house, these debates usually center on farming practices. We discuss which bull will be the best investment for our herd or the most effective timing to apply micronutrients to increases crop yields.

Farmers are perfectly happy to skip many of the rest of the world’s interesting topics to endlessly ponder how to be better at their life’s work. Farmers are constantly curious, driven to learn new things and have a knack for using all that knowledge to make improvements to the world around them. It is one of the hallmarks of farmers; they never stop learning and growing.

Sadly, Hollywood stereotypes often get farmers completely wrong. They are made out to be simple, uneducated and witless when reality could not be further from the truth. Farmers are well versed in more subjects than most professionals are because they have to be. They are hardwired to grow not just crops or animals but also themselves.

I was reminded recently of just how committed farmers are to continuous improvement. On a beautiful spring night a few days before rain when most farmers had long lists of projects to accomplish, a group of farmers from across our county quit early (or at least took a long break) to attend our county’s wheat test plot tour.

Test plots, for those not familiar with them, are hundreds of trials with a selection of varieties of the same crop. These plots allow them to observe how varieties perform against each other in real-world conditions. Plot organizers typically host a tour during the growing season as an educational opportunity for local farmers.

During the 90-minute tour, I found myself thinking about how people outside of agriculture would probably be surprised to hear the highly technical presentations and lively discussions in the plot. Farmers switching from discussions of soil pH to disease tolerance to length of maturity all with the goal of understanding which varieties will be the right fit on their farm.

Farmers know the pH, soil type and amount of organic matter in every field they farm. Farmers use their understanding of chemistry to select nutrients to neutralize soil pH for healthier plants. They utilize knowledge of soil types to adjust tillage practices, which can increase organic matter and prevent erosion. They use their understanding of genetics and plant physiology to match varieties to their needs.

All of that technical knowledge is just for the decision of what, when and how to plant. Farmers still have to grow, harvest and sell their crops using their extensive knowledge of mechanics, marketing, technology, accounting and various other disciplines. In addition, some of them have livestock too, which adds a completely different category of biology to the mix.

Most farmers don’t talk much about what they do. Some may be too busy, and others don’t think they are doing anything special, but I disagree. Our local farmers are growing crops and livestock to feed you, me, and people all over the world.

The next time you sit down for a meal, I hope you will stop and take a minute to appreciate the all the growth that went into your meal.

Beginning on May 21st, and continuing through May 31st, travelers can expect increased police presence on Hutchinson city streets as the Hutchinson Police Department joins 180 other law enforcement agencies in aggressively enforcing Kansas occupant restraint and other traffic laws as part of the 2021 Kansas Click It or Ticket campaign. This activity is supported by a grant from the Kansas Department of Transportation (KDOT).

The aim of the Click It or Ticket campaign is to drastically reduce the number of preventable deaths and injuries that occur when unbelted drivers and passengers are involved in traffic crashes. About 345 persons are involved in 170 crashes each day in Kansas. Only 7% of those that are unbelted are likely to escape without injury. Half of all fatalities occur among those who are not wearing a seat belt.

Hutchinson Police to participate in Click It or Ticket starting Friday

For those who have been following the numbers closely, the Reno County COVID-19 Dashboard will not be updated for the week of May 16th. Updates will continue on Monday, May 24th.

Reno County schools are in the green for what is the final week of school for some of them. As of the latest update of the data from May 10th, the 14-day positive test rate was 5.2%, with 46 cases in the past 14 days.

There were just 29 active cases as of Thursday, May 13th and just two hospitalizations.

The CDC released guidance last week that those who are fully vaccinated, which means they have gone at least two weeks past their final vaccination, did not have to wear masks in public in areas where they are not otherwise required by either a business policy or are a large congregate setting.&nbsp;

CDC Director&nbsp;Dr. Rochelle Walensky clarified in media interviews over the weekend that masks are still needed for those who either cannot be or have not yet been vaccinated and that for the unvaccinated, the guidance on masks has not changed. This includes children younger than 12, for whom there has not yet been a vaccine approved.

New Communications Director for Hutchinson USD 308, Marissa Meis looks forward to telling the story of Hutchinson Public School through all different sorts of media.

"My background is in advertising, graphic design," Meis said. "Bringing that element of either social media or video or things like that, getting to share the unique story of Hutchinson Public Schools is something I'm really excited to do."

Meis comes to Hutchinson from a similar role in Topeka USD 501.

"Even though it is a smaller size, the demographic is very similar," Meis said. "The needs and specialties of the district are very similar, as well. I felt very equipped and very ready to help this district in the direction that they were wanting to go and I'm really excited for both the challenges and the opportunities that are coming our way."

Meis most often gets to amplify good news, but she knows that occasionally, she'll need to convince some parents and students of the value of publicizing their work.

"We are highlighting a staff member or a student that had a really amazing accomplishment," Meis said. "Those are stories that people are really itching to tell and really want to be told. If there's ever a situation where a parent is uncomfortable with a student being on camera or being in an interview, that's something that we work on, on a case by case basis."

Meis replaces the retiring Ray Hemman, who will finish his tenure at the end of the academic year.

Reno County Administrator Randy Partington told the Board of County Commissioners that they've handled their dollars well this year so far.

"Right now, we are in good shape," Partington said. "The 2022 requests, we have a lot of increases, so, when that comes to you guys in a couple of months, that may be a different story."

The county has not had a revenue problem this year like they thought they might have due to the pandemic.

"Property tax has stayed neutral," Partington said. "Our sales tax actually went up. We had better sales tax collections than we had in previous years. We were estimating as much as a million dollars total loss somewhere. The cash balance in 2020 was helped by budget cuts, increased sales tax collections and then CARES Act money."

A lot of the COVID related expenses for the county were reimbursed from the federal level which helped with that ending balance.

County doing okay financially headed into budget discussions

We're just a few weeks in to the activity of the Hutchinson Police Department's Crisis Response Team, but the team continues to see some success.

"In about five weeks, they've already responded to 65 crisis calls," said Hutchinson Police Chief Jeff Hooper. "Forty-one of those were very serious crisis calls. They've managed to get over ten people, probably closer to 20 people at this point connected to services that previously weren't connected to mental health or substance abuse services in our community."

"They have been able to take on those crisis calls and free up multiple officers for other duties on the street," Hooper said. "It's just been a real blessing to have a member of Horizons working out of our office and in fact, I had a good meeting with him in reference to, not only taking care of those crisis situations in our community, but he wants to assist us on our peer support team in taking care of our officers that have been through crisis situations and the mental health and stress that they go through."

Hooper intends to give periodic reports on the team to the City Council at least once every quarter.

NICKERSON, Kan. — The Nickerson City Council will meet on Monday. The council will get the latest audit report from Swindoll, Janzen, Hawk, &amp; Loyd for the last fiscal year.

The council will discuss a donation for the chamber fireworks display and go over city appointments.&nbsp;&nbsp;

The council will also go into executive session to discuss non-elected personnel and hear the various reports.&nbsp;

Nickerson City Council to meet Monday

HUTCHINSON, Kan. — The Hutchinson Zoo has two new additions to its family of furry creatures.

One of the zoo’s beavers, Nora, had two kits. The pair was born April 24. The beavers are being attended to each day to make sure they are healthy.

Two new beavers born at the Hutchinson Zoo

HUTCHINSON, Kan. — The Hutchinson City Council will take action on a new contract for City Manager Jeff Cantrell during Tuesday’s agenda session.&nbsp;

Cantrell is entering his second year as city manager and will get a merit increase of 2.5%. With that, his base salary will increase to around $167,000 per year, plus benefits.

Also Tuesday, the council will go over an ordinance for issuing general obligation bonds to pay for parking lot improvements at both Carey Parks Golf Course and Fun Valley and take action on an Emergency Solutions Grant application from BrightHouse totaling $40,600.

Finally, the council will consider a bid from Ward Davis Builders for the 23rd and John storm sewer project at a cost of $244,787. The bid is higher than engineers' estimates, but volatile material costs are driving prices higher. The work will include a new storm pipe and new stormwater inlets, along with drainage ditch grading.

Tuesday’s city council meeting begins at 9 a.m. at the Hutchinson city offices.

Council to take action on city manager contract

LYONS, Kan. — A man has been arrested and is currently being held in the Reno County Correctional Facility for a case out of Rice County.

Few details are availabe but Alan Moffett is being held on suspicion of attempted second degree murder, aggravated battery, aggravated burglary, burglary, criminal tresspass and criminal damage to property.

The Rice County Sheriff’s Department and Lyons Police would only say that Moffett was arrested last night. He was booked into the facility&nbsp; in Hutchinson around 2:00 a.m. Friday with a bond of $500,000.

The Rice County SO said that more information would be released by the Lyons Police Department and the Sheriffs department.

Man arrested in Lyons on suspicion of attempted murder

RICE COUNTY—Three people were injured in an accident just after 11:30a.m. Friday in Rice County.

The Kansas Highway Patrol reported a 2007 Chevy Silverado driven by Isidro&nbsp;Landeros, 67, Lyons, was northbound on Kansas 14 three miles south of Lyons. 

The pickup struck the front of a southbound 2016 GMC Terrain driven by Susan Elstun, 67, Lyons, as the SUV attempted to turn east onto Q Avenue.

EMS transported Elstun, Landeros and a passenger in the GMC&nbsp; Richard Robert Elstun, 61, Lyons to the Rice County Hospital. All three were properly restrained at the time of the accident, according to the KHP.

Trucks, Taps & Tunes changing location

HUTCHINSON, Kan. — With the CDC announcing updated guidelines for individuals who have been fully vaccinated, the Reno County Health Department is falling in line.

Under the new guidelines, fully-vaccinated people may resume activities without wearing a mask or social distancing, except where required by federal, state, or local rules and regulations, including local business and workplace guidance. The new guidance was based on results from three recently-completed post-vaccine studies.

The Reno County Health Department hopes this will spur more individuals to receive vaccinations. “The new guidance will allow those fully vaccinated a bit more freedom, but we still only have 36 percent of our county residents vaccinated,” Reno County Health Department Director Karla Nichols said. “We really want to increase that percentage so we can keep numbers moving in the right direction.”

Fully-vaccinated individuals are defined as those being more than two weeks removed from the second Pfizer or Moderna vaccine, or two weeks removed from the Johnson &amp; Johnson single-dose vaccine. If the above requirements are not met, regardless of age, a person is not considered fully vaccinated. These individuals are at higher risk for infection and transmission of COVID-19 and should continue using face coverings and social distancing. Additionally, these persons will need to quarantine if exposed to a positive COVID-19 individual. If a person has a weakened immune system, due to either disease or medical therapy, they may not be fully protected despite adequate vaccination. It is advised that these persons discuss their unique situation with their physician.

The Health Department will be open Saturday, May 15, from 8 a.m. to noon for those wanting the Moderna or Johnson &amp; Johnson vaccine, no appointment needed and walk-ins are welcome during normal weekday hours. The Health Department also says it has ordered the Pfizer vaccine and should receive doses next week.

Health Department issues statement regarding CDC guidelines

HUTCHINSON, Kan. — It was a busy Friday morning for the Hutchinson Fire Department as two fires broke out simultaneously.

The first fire was called in around 6:24 a.m. at 1900 N. Monroe. The original call was for a report of a structure fire. Upon arrival, fire crews reported that a pile of leaves were on fire inside a garage with extension to the garage area. Crews were able to contain the fire quickly with limited damage. At 6:25 a.m., crews were dispatched to 550 E. Ave. D for a residential structure fire. The first-arriving engine reported heavy fire and smoke coming from the single-family residence.

Three occupants were able to escape the fire. Firefighters had to perform defensive operations due to horrific hoarder conditions within the home that hindered access. It took firefighters more than an hour to bring the fire under control. Crews were able to keep the fire from spreading to adjacent structures. Because of its condition, the structure is being torn down with the homeowner's consent.

No injuries were noted throughout the incident and Red Cross was notified to assist the occupants.

Fire investigators have determined the cause to be from a lightning strike on the Avenue D fire and continue to work the fire on Monroe.

Two fires keep HFD busy

HUTCHINSON, Kan. — Law enforcement officers gathered Friday morning for the Peace Officers Memorial to honor those killed in the line of duty.

Sheriff Darrian Campbell, Attorney General Derek Schmidt and Chief Jeff Hooper thanked those gathered in front of the police department for showing up to honor the ones who have made the ultimate sacrifice.

"They are truly the thin blue line who keep the wolves at bay," Schmidt said. When the wolf growls at the door in the early-morning hours, Schmidt noted that it is local law enforcement that answers the call. He said officers arrive promptly to address the danger.

"You can't take a domestic disturbance call over Zoom," Schmidt said. He noted that officers couldn't just stay home like the rest of the general public. Officers were needed and remained on the streets in the middle of the pandemic.

Schmidt said officers choose to serve despite the danger. Schmidt thanked not only the 8,000-plus officers in Kansas, but also their families.

Hooper noted that the ceremony honored past and present officers who "have something truly special in their hearts."

Hooper encouraged those gathered to thank members of law enforcement when they see officers on the street. "Tell them you appreciate their sacrifice," Hooper said.

Those remembered included: Undersheriff Edward Metz, who died in 1901 when he was pushed under a train. Deputy Thomas Simpson Fowler, who was shot and killed by a burglary suspect in 1911. Officer Reason Sherman Monroe, who was fatally shot nine times while investigating a family disturbance in 1924. Police Lt. Shelby Comstock, who was shot and killed after stopping a vehicle in 1956. Officer Kenneth M. Kennedy, who was shot while investigating liquor crimes in 1972. Trooper Conroy G. O'Brien, who was shot and killed by suspects wanted for armed robberies in 1978.

Honoring the fallen

HUTCHINSON, Kan. — A former Hutchinson resident and his custom grain wagon company have been banned from doing business in Kansas and ordered to pay more than $22,000 in fines and restitution for violating the Kansas Consumer Protection Act.&nbsp;

Cody Ruddick, now of La Vernia, Texas, and doing business as 4R Custom Grain Wagons, previously of Hutchinson, was permanently banned from doing business in Kansas.&nbsp;

Shawnee County District Court Judge Mary Christopher approved a default judgment in Shawnee County District Court yesterday after Ruddick failed to respond to a lawsuit the attorney general filed against him. Ruddick was ordered to pay $2,500 in restitution to a consumer in Morris County and was fined $20,000 and ordered to pay the costs of the attorney general’s investigation.

Ruddick was accused of violating the Kansas Consumer Protection Act by failing to provide goods to the consumer after being paid.
