HUTCHINSON, Kan. — Hutchinson USD 308 will hold a virtual academy this year for the first time. The number of students taking advantage of the new format is still climbing.&nbsp;

According to numbers released on Thursday, 61 students will take the virtual academy. In Buhler, where they will also host virtual school this year, there are 20 students currently enrolled. Two area districts have had virtual schooling for some time. In Haven, they expect between 40 and 50 students this year. In Nickerson, they expect between 50 and 70 students.

Virtual schooling became popular with the onset of the pandemic. Many students feel they learn better in that environment.

Enrollment for both onsite and virtual learning is underway in most area school districts.

Virtual enrollment continues in area school districts

HUTCHINSON, Kan. — The list of Kansas lakes infested with toxic algae continues to grow. The three area lakes that have been on the list are still there as well.&nbsp;

Harvey County East Lake is still closed to all water activities due to an algae warning. Marion County Reservoir is open again, but is still under an algae watch. Marion County Lake is still under a warning. These are the only three area lakes under such advisories.

A watch means that blue-green algae has been detected and a harmful algal bloom is present or likely to develop. People are encouraged to avoid areas of algae accumulation and keep pets and livestock away from the water.

Signs of a possible bloom include if there is scum, a paint-like surface or the water is bright green, avoid contact and keep pets away. These are indications that a harmful bloom may be present. Pet owners should be aware that animals that swim in or drink water affected by a harmful algal bloom or eat dried algae along the shore may become seriously ill or die.

On Aug. 7, the nature center will host the Foodie Fest on the Trail. The farmers market will be set up along all of the nature center trails. Participants can bring cash and shop with local vendors. Entertainment will be provided from local musicians and there will be a youth foodie fast cookoff competition and a pedal-powered smoothie maker.

The event runs from 1 p.m. until 4 p.m. All activities are free.&nbsp;

Foodie fest with a different twist

HAVEN, Kan. — Haven city clerk Leslie Atherton announced that, because of a lack of agenda items, the Haven City Council will not hold a regular agenda session on Monday, Aug. 2.

City Council meetings are normally held the first and third Monday of the month.

The next meeting for the Haven City Council is set for Monday, Aug. 16, at 7 p.m. at the Haven city offices.

I encourage school districts to follow the science and use the available funds to keep their kids safe.”

Many Kansas school districts have already made requests for ELC funds. Including for clinical and administrative staff as well as equipment with mobile technology to create and support the most flexible COVID-19 testing plans possible. In more rural areas requests include transportation to share staff between school buildings and to transport sick children. Others have opted to use ELC funds for vaccination events including incentives and communications in the community.

“We are thankful for the leadership provided by Governor Kelly and Secretary Norman,"&nbsp;Kansas Commissioner of Education Dr. Randy Watson said. "We want every student to be in the classroom this fall. To ensure this happens, school districts should continue partnering with their local medical teams to implement safety protocols that protect all students and school personnel.”

The Kelly Administration worked to develop guidance that would ensure that districts across Kansas would be equipped with the best possible information as they prepared to bring their students back for full-time, in-person learning in August. The Kelly Administration will continue to issue new guidance as information is provided from the CDC.

“To ensure everyone remains safe as schools resume in August, it is key for schools and communities to work together,”&nbsp;Dr. Lee Norman, Secretary of the Kansas Department of Health and Environment (KDHE) said. “We urge school districts to use the ELC resources for additional support. And, we encourage communities to continue taking precautions to mitigate the virus, including vaccination and testing. If individuals are not vaccinated, please wear a mask in public. If you’re feeling sick, get tested, practice social distancing and stay home.”

The State of Kansas began a robust, statewide PSA campaign to encourage Kansans to get vaccinated ahead of the July 4th&nbsp;holiday that will continue throughout year.

Gov. updates COVID-19 guidance for school districts

STERLING, Kan. — The Kansas Department of Transportation has announced another road closing connected to the ongoing K-14 realignment project in Rice County. Starting Monday, the part of 17th Road northeast of Sterling between Avenue U and Avenue V will close for about a year.

The closure will allow for construction of a bridge on the new realignment. When the closed section of 17th reopens in about a year, the road will cross the new alignment on an overpass.

The Kansas Department of Transportation realignment project started this spring. The project is expected to be completed by June 16, 2023.&nbsp;

Portion of 17th Road in Rice County closing Monday

HUTCHINSON, Kan. — If you or your children love to ride rides at the Kansas State Fair, you have just a few days to take advantage of unlimited ride wristbands.

The wristband provides unlimited rides on the first and second Friday of the fair and then every weekday except Monday, and the last day of the fair. Monday of course is Dillons Day at the fair, which provides rides for one ticket. Unlimited wristbands are $30 until Sunday, July 31.

If your ambition to ride the carnival rides is a little less, sheets of 20 tickets are $5 off through Saturday.

Kan. — Brittany Rochell with the American Red Cross notes that the need for blood continues in Kansas and across the country.

"Right now, we're really needing those type O blood donors, as well as platelets," Rochell said. "We're urging them to make appointments to give to ensure that the hospital shelves are stocked as people start going back and having those elective surgeries."

Vacation season tends to mess up the schedule of those who are regular donors.

"As you are doing the last minute vacations and as you are taking time off, make sure that you don't take time off from donating," Rochell said. "Schedule your appointment and go ahead and donate that blood to help those in need."

Red Cross needs type O blood to finish out vacation season

HUTCHINSON, Kan. — Siemens Gamesa completed a challenging third quarter of financial year 2021 with a backlog worth $50 billion, $1.1 billion more than a year earlier.&nbsp;

This order book shows that Siemens Gamesa may be able to get back into forward motion after a soft first nine months of the year, but there are roadblocks. The company’s back order book is being hindered by higher steel prices and overall inflation. The company is also showing signs of slowing down as order intake fell by more than 70%. 

The company took in a record amount of orders in the second quarter especially in the offshore market. Also, a large number of possible projects are in the works for 2022.

SG showed a loss of $179 million in the third quarter. While the numbers were in the red, they were not as bad as the 2020 numbers during the pandemic when supply line breaks forced the company to layoff workers at the nacelle plant here in Hutchinson. The layoffs were short lived, as workers returned several weeks later.

With so many unknowns the company lowered its year end projected revenue to between $12 billion and $12.4 billion.

Central Christian School in Hutchinson announced on Friday that they are debt free.

<a href="https://www.cougarsccs.com/news-events/">In a letter posted on the school's website</a>, Superintendent Dr. John Walker noted that Central Christian has paid off over $464,000 in debt in the past year.

Walker noted that there are still several projects to be completed as they have their sights set on finishing the building project (four classrooms) that began in the year 2000, paving the parking lot, increasing their endowment and broadening their education offerings.

Walker asked those that care to pray, participate and consider providing further assistance to the school for the ongoing projects.

The City of Pratt announced road construction on Highway 400 in the city will begin in August.

The City said First Street will be under construction from New Street to Mound Street starting on August 23rd and could last from 90 to 120 days, depending on weather.  There will always be at least one traffic lane open, but drivers may want to take alternate routes in order to avoid delays.

The City said this is a state project and the contractor could not get materials until now.

Construction on Highway 400 in Pratt starts next month

SOUTH HUTCHINSON,
Kan. —The South Hutchinson Fire Department will be inspecting fire hydrants during the months of August and September, announced Fire Chief Shae Barajas-Brooks.

Fire crews will be out Monday through Friday from 9:00 a.m. to 4:00 p.m. until all the hydrants listed on the schedule are inspected. The inspection involves removing all caps and lubricating the threads as well as flowing water to ensure that each hydrant is operating properly.

All fire hydrants in the community are known as dry barrel hydrants, meaning that there is no water in the barrel of the hydrant until the hydrant is opened. This helps ensure that the hydrants will not freeze

in cold weather and will therefore be available when needed for a fire. After every use and inspection, the hydrants are closed and the water drains out. Hydrants that do not drain properly, or with other issues, are reported to Public Works for further maintenance.

This annual testing is essential to maintain the community’s Insurance Services Office (ISO) Public Protection Classification of (3), and to ensure that hydrants are operating efficiently for fire protection

purposes. Along with maintaining the fire rating, the testing monitors the health of the city’s water system, identifies weak areas in the system, removes materials that settle in the hydrant, and cleans out

the lines. Checking each hydrant improves crew knowledge of hydrant locations. Fire department personnel will check to make sure there is adequate clearance around all fire hydrants, and property owners should clear weeds and brush from blocked hydrants to aid in their easy identification and access. 

The fire code requires at least 36 inches of clear area around the hydrant for proper access and helps assure that the hydrant is visible from the road.

During hydrant inspections, residents might experience temporarily low water pressure or discolored (rusty) water. The discoloration of water will not harm an individual, although it may stain light colored clothing. The fire department advises that you run your faucets until you have clean water. Do not run your hot water or do laundry until your water is clear. 

If you have any questions or should you at any time notice a hydrant in need of repair, please contact the fire department at 620-663-7104.

Please remember that the department's first priority is to the community, if an emergency call comes out, they will take care of the call and then return to working on the hydrants. Calls and weather may also delay testing.

Kan. — At 3:40 a.m. Friday, Hutchinson Fire crews responded to 826 E 7th for a residential fire. 

 Smoke was showing from the roof eaves on a small single-story residence. There was a fire in the kitchen at the back of the house. The fire was quickly controlled, and no one was hurt, all occupants were out of the house.

The residence suffered light smoke damage throughout. Fire damage was contained to the kitchen.

Occupants were asleep at the time the fire started and was alerted by their dog. An investigation found and overloaded outlet in the kitchen.&nbsp;

How much farther to herd immunity? In Reno County, according to the county's dashboard, we're not there yet.

<a href="https://www.nature.com/articles/d41586-021-00728-2">A March 2021 article from Nature</a> states that, most estimates placed the threshold for herd immunity, which is where the virus doesn't have enough hosts to circulate, at 60 to 70% of the population gaining immunity, either through vaccinations or past exposure to the virus. <a href="https://www.marketwatch.com/story/is-herd-immunity-a-realistic-concept-fauci-calls-it-elusive-and-mystical-11620148465">Dr. Anthony Fauci has estimated that number between 70% and 85%.</a>

Statistics from the Reno County dashboard as of Thursday put 26,116 residents as having had at least one dose of vaccine. The dashboard says that is 41.82% of residents, so let's assume they are working from a number of 62,450.

If you assume that all those with a documented case of COVID-19 that were counted on the dashboard have immunity that currently holds, there have been 7,878 recoveries and there are 78 cases. That is 7,956.

26,116 plus 7,956 is 34,072. 34,072 is 54.55% of 62,450. If all of those numbers hold and all of the immunity holds and 60% is the threshold, then Reno County would still need approximately 1,145 more people to either be infected or immunized just to reach 60%.

It is also not definitive yet that the use of vaccine blocks transmission. If a new variant comes in that can be transmissible by the immunized, even if it doesn't make them sick, that would allow the virus to continue to circulate and would reduce that safe number back down by some unknown amount. 

We also don't know yet how long immunity from infection lasts, so we don't know if any of those numbers that have been infected could eventually be reinfected, especially if the variant circulating is different than the one they were originally infected with, though as of a July 27 email from county data analyst DJ Gering, there have only been five confirmed reinfections in Reno County, so that hasn't been a statistical concern to date.

Vaccine manufacturers noted that the goal of vaccination was not to prevent illness, but rather, hospitalization and death. The death rate in Reno County to this point is 144 deaths out of 8100 cases, or 1.78%.

In the second quarter, Siemens Gamesa ended the first half of the fiscal year $64 million in the red.

It wasn't all bad news as revenues rose by 6% on the year and the company continues to see a record order log for the coming year at $6.6 billion, more than double compared to the numbers at the same time last year.&nbsp;

Siemens Gamesa will try to make that large order book turn into results for both onshore and offshore projects. Siemens Gamesa employs around 400 people at the nacelle plant in Hutchinson. The company recently announced it was closing two plants in its home country of Spain as it looked to cut costs.

Siemens Gamesa to release 3Q earnings Friday morning

HUTCHINSON, Kan. — Formal charges have been brought against a Hutchinson man arrested after packages containing 40 pounds of marijuana were intercepted in the mail.

Luis Gutierrez is charged with possession with intent to distribute within 1,000 feet of a school and one count of possession of drug paraphernalia with intent to distribute.

Gutierrez was arrested last week after members of the Reno County Criminal Interdiction Unit along with members of the United States Postal Service Inspectors Division, Hutchinson Police Department's Special Operations Unit, and South Hutchinson Police Department executed two drug-related search warrants simultaneously at two neighboring houses in the south part of Hutchinson as part of a controlled delivery.&nbsp;

Approximately 40 pounds of marijuana was seized from the two residences. Gutierrez remains jailed on a bond of $270,000. He is also due back in court Friday, Aug. 6, on a motion on a community corrections violation from a case back in 2019.

Formal charges filed in drug case

HUTCHINSON, Kan. — A group of residents in the SW Bricktown community are holding a special event in September.

Hutch Rec will be before the Hutchinson City Council Tuesday asking for a special event designation for what it is calling the SW Bricktown Fiesta.&nbsp;

The event is set for Sept. 25 at the SW Bricktown Park and will feature food trucks, a concert stage and dance area along 1st Avenue. The park area will have a beer garden, inflatables for the children and a mechanical bull. The special event designation will allow for alcohol to be served in the area around the park.

The park area will have a beer garden, inflatables for the children and a mechanical bull. SW Bricktown to host special event in September

Kan. — The Hutchinson Fire Department's school supply drive is going on the next two weekends.

"We'd like to repay the citizens for everything they do for us," said Fire Marshal Tony Arpin. "During the big grass fires and things like that, they drop off water and food for us and this is kind of our way of giving back to the community and thanking them for all the support."

Hutchinson Fire sees all of Reno County as its community in this endeavor.

"We helped every Hutch school, we helped Nickerson grade school, South Hutchinson grade school, we took stuff to Haven, to the school in Yoder," Arpin said. "I even took a truckload of supplies to Fairfield. It's not just Hutchinson schools. We'll help everybody here in Reno County that we absolutely can."

The fire department will be at the Dillons store on E 5th, the Dillons Marketplace on E 30th, and Walmart collecting donated school supplies. Collection dates are Friday, July 30 from 4 until 8 p.m. and Saturday, July 31 from 8 a.m. until 4 p.m. A second round of donations will be taken Friday, August 6 from 4 until 8 p.m. and Saturday August 7 from 8 a.m. until 4 p.m.

"We try to get the supplies to the teachers before the first day of school, that way, we're not in the way the first or second day of school," Arpin said. 

Donated items can also be dropped off at Hutchinson fire stations, the command and training center on E 4th Avenue, the three RCB Bank locations in Hutchinson and at Allen Samuels CDJR. 

Requested items include, but are not limited to:

Binders (zip-up or regular, 1.5 inch preferred)

Composition notebooks/lined notebook paper

Hygiene Items: Shampoo/Conditioner, Body Wash, Deodorant

Notebook Paper (College Ruled &amp; Wide Ruled)

Hutch Fire supply drive helps all county schools

HUTCHINSON, Kan. — As Reno County Commissioners search for a solution to gather more control over how they handle the COVID-19 pandemic, school districts are bracing for what could lay ahead for them.

The issue is with legislation called Senate Bill 40 which was passed last spring.&nbsp;

“My latest understanding is that a judge ruled that pieces of the timelines of that particular bill&nbsp; were unconstitutional but not all aspects of Senate Bill 40,” USD 308 Superintendent Mike Folks said. “We’re looking at what we are going to recommend regarding our policy ,our protocols for COVID. I’m very aware that Senate Bill 40 could once again be a factor in our decisions regarding masks and those kinds of things.”

Folks says the main issue with the legislation is the ability for patrons in the district to appeal any decisions they make in regards to COVID.

“Since we’re going to need to have the board approve a policy regarding when school starts, it would be applicable to any decision that we make regarding masks,” Folks said. “If your required masks, some school districts were getting Senate Bill 40 appeals in districts that were not requiring masks and only recommending it, they were getting appeals on the other side because their students were getting exposed to students who were not required to wear masks.”

Folks says they are working to come up with any solutions that will keep students in the classrooms and hopes that the politics can stay out of the classroom.

“We’ve got to stay out of the political fray because you’re not going to make everyone happy no matter what you do,” Folks said. “Our number one goal is for our kids to be in school all year. They need to be in school. Of course we'll want to keep everyone safe and do everything we can to mitigate the spread of this virus.”

Kansas Attorney General Derek Schmidt has filed an appeal to get all of SB 40 back on the books. Meanwhile, county commissioners await a recommendation from the Reno County Health Department on how to get more local control over their response to the pandemic.

USD 308 keeping eye on Senate Bill 40 as the school year approaches

HUTCHINSON, Kan. — With the very hot weather, the Salvation Army in Hutchinson wanted to remind those in need that they still have fans available. The SA along with Westlake Ace Hardware stores have been handing out free fans during the summer.

The SA says they handed out 210 fans in June and another 57 so far this month. But some fans are still available. Westlake customers have also donated more than $1,700 during the drive. That cash helped purchase 137 fans for the Salvation Army.&nbsp;

Those who want a fan can stop by the Salvation Army at 700 N Walnut between the hours of 1:00 p.m. and 3:30 p.m. No paperwork needs to be filled out, but if it is your first time getting assistance from the SA you’ll need proof of address.

Kan. —&nbsp; Reno County remains in a fairly low gas price position relative to both the state and nation, slightly under the state average.

"Over the past week, motorists have seen some positive change at the pump, with 35 states gas price averages falling," said Shawn Steward with AAA Kansas.

As of Thursday morning, Kansas is at $2.94 a gallon, Reno County is at $2.91. The national average is $3.17.

"Gasoline demand remained relatively flat over the past week," Steward said. "It's sort of too early to say if cheaper gas prices will be sustained or continue their downward trajectory. Part of the unknown is due to fluctuating crude oil prices."

OPEC announced a deal to increase oil production in August. If that happens, that should create downward pressure on the oil market.

"As is always the case with gas prices, it's fluid," Steward said. "It's constantly changing. It's just something that we'll be watching through the next month and beyond."

It also remains to be seen what effect, if any, increasing COVID rates have on travel and thus on gasoline demand.

Hot temperatures and high humidity may cause heat illnesses to occur. Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. 

Anyone overcome by heat should be moved to a cool and shaded location.

According to the county's COVID-19 dashboard, there are 79 active cases, up from 47 on July 22. The last time Reno County was at 79 cases was March 13. Four people are in the hospital. 

If school were in session under last year's gating criteria, schools would be in an orange gating level. KDHE plans to issue new guidance for schools for this fall in the coming days.

COVID-19 vaccinations are available to anyone over the age of 12. Vaccines are free to any resident, regardless of citizen status or insurance. Visit https://vaccinefinder.org/ for a list of local options and availability. For a free ride to one of the vaccine sites, call RCAT at 620-694-2913.

Reno Co. COVID case count at highest number since March

HUTCHINSON, Kan. — Mill and overlay street projects continue all around Hutchinson.

Hutchinson Public Works says 4th Avenue from Walnut to Monroe, 5th Avenue from Poplar to Adams, and Nickerson Boulevard from Brookside to Grant will all see road work this week. Milling will be done in those three areas.&nbsp;

The work should last about two weeks and there will be some delays and even short-term closures of these roads. Street work also continues on North Monroe, north of 5th Avenue.
