Democratic Rep. and House Assistant Minority Leader Jason Probst sees the continuing issues with fellow Democratic Rep. Aaron Coleman as serious enough that he should step down. Coleman has been arrested twice this fall, the latest on alleged DUI over the weekend.

"The best option would be for him to recognize that he is struggling," Probst said Monday. "It's very apparent to everyone around him that he has some mental health needs. A judge in a previous case had indicated that he needs mental health help. The best option would be for him to resign, get that help that he needs, develop the tools that he needs to manage himself better and the legislature is not an environment that's conducive to that."

Probst thinks there may be additional appetite for the members of the House to vote him out that wasn't there before.

"I think there's more of an appetite now than there was previously," Probst said. "We did file an attempt to use the process in the legislature to expel him. That committee met and made some recommendations, including securing mental health treatment. It was pretty toothless at the time, but, then again, most of what had happened up to that point had occurred before he was elected to the legislature. Now that we've had several incidents that have arisen, since he's been a member of the legislature, I think there's maybe a renewed call and maybe a renewed appetite to address that further."

The key that makes Coleman's incidents different than the DUI charges that have come against other members during their tenures is that this isn't a one-time single issue.

"What we see with Rep. Coleman is a pattern," Probst said. "I think you could look at some of the other cases and say they might be, you know, there might be a case where there was a one-off case or something like that. Certainly, with this individual, we're seeing a repeated pattern over and over and over again that doesn't seem to be changing at all."

Online records indicate that the 21-year-old Coleman, who represents the state's 37th District in Kansas City, Kansas was jailed briefly Saturday in Douglas County for DUI.

Probst: Coleman should step down, may be appetite for removal

HUTCHINSON, Kan. — The Hutch Rec Board held a special meeting to go over the recently completed aquatic study last week. The study was held to find out a direction that the city should take to improve its outdoor facilities.

“We are trying to figure out where to go with the aquatic master plan.” Hutch Re4c Director Tony Finlay said. “We just felt like it was time to have a special meeting with the board to discuss where I was at with the plan and get some direction from them.”

The study covered a wide range of topics from the location of the current outdoor pool to finding ways to improve its use and attendance. Now that the study is done, it's time for all of the parties to come together and go over the study’s findings.

“The information that we’re getting from the public is at a point that we need to sit down with the rec commission board and the city council and really talk through what the expectation is for outdoor aquatics,” Finlay said.&nbsp;

The main topic of discussion centered around the underused Salt City Splash pool in Carey Park. The pool is underused due mostly to its location in the far southern part of the city. Busy streets and three sets of railroad tracks often deter younger pool users from visiting.&nbsp;

“The first big point is that we’re meeting the level of service in Hutchinson as far as attendance at the aquatic center,” Finlay said. “With the population and demographics we have in Hutchinson we should be seeing 50 to 55 thousand visits to the aquatic center.”

Attendance at the splash has been averaging around 30 thousand visits for the past ten years, according to Finlay.

How to fix that problem and address the useful life left in the pool at Carey Park means all options are open.

“In my mind everything is on the table,” Finlay said. “It really is just where our elected officials would like us to go.”

Finlay says now that the study is complete it is up to the City Council to give Hutch Rec direction.

Hutch Rec Board meets to discuss aquatics study

The deer heard my footsteps crunching oak leaves as I crested a hill coming up out of the creek bottom. They didn’t make a sound as they darted through the clearing ahead of me. The white of their tails only briefly signaled their retreat before they slipped further into the tree line.

I was taking advantage of decent temperatures to get one last hike in through the forest. They were fattening up before the real weather arrived. I had intruded on their afternoon of browsing on acorns scattered across the ground.

The deer weren’t the only sign of colder days ahead. Everywhere I looked there were scant few signs of the previous growing season. A few persimmon fruit were still attached to one tree, but the majority of the burnt orange orbs were scattered among the acorns and hickory nuts on the forest floor.

Except for a few maples, whose foliage had turned a deep red warning of what’s to come, the rest of the trees had shed their leaves. The bare branches overlapped like thin fingers against the steel gray sky.

I pushed on, crossing the clearing, sliding down the other side of the hill back to the creek valley. The wind was blowing hard enough to make 65 feel a bit chilly when out in the open. In the protection of the trees and terrain, however, my sweatshirt proved to be almost too warm.

I worked south as I scouted for an easy crossing, finding a gravel bar after a short hike along the bank. The ripples in the crystal-clear water spanned about four feet and appeared to be only a few inches deep. I carefully placed my foot on a mossy rock, and the water rose to just below my ankle. My treated boots kept my feet dry, but those and my wool socks couldn’t keep the cold from creeping in like an unwelcome guest.

After making it across, I continued my push further upstream. I stopped at a pool on the far side of a 10-foot bank. The water was perfectly still, which provided a mirror image of the barren and khaki-colored world around it when viewed from an angle. Stepping to the water’s edge, I could see minnows still flitting about above the bedrock polished by running water.

The opposing bank was a geological time capsule from the tan topsoil with roots protruding to the first sheet of shale, which stair-stepped into the water below. The sedimentary veneer once layered at the bottom of a shallow sea are now being carved away by a seasonal stream.

This is where I decided to end my journey on foot. The valley narrowed up ahead and the tree cover lessened, allowing for more undergrowth. While a recent frost had taken care of the ticks and copperheads, there were still plenty of locust trees and other thorny obstacles ahead.

I retreated to the comfort of a four-wheeler and revved it down an old dirt road, crossing a low-water bridge. The road climbed up a hill before disappearing into pasture. I followed the crest of the hill looking over the creek below, watching as the large hardwoods to the north transitioned to a smattering of redbuds and finally brush along the banks.

Just as the brush was giving way to grassland, I spooked another deer, a single doe, out into the open. I got a better look at her than the others. She appeared to be in good health and looked primed for the season to come. She cleared a fence without any hesitation and, moments later, was gone over the horizon.

I thought it best to end my intrusion here and went to my truck. On the drive home, I couldn’t help but think about how fortunate I was to have the time and cooperative weather to wander through a world waiting for winter to arrive. I’m not quite ready, but it will be here soon.

Insight: Waiting for Winter

The focus for Giving Tuesday for Cosmosphere is scholarships for Cosmosphere Camps.

"There are students all across the United States and this year, the world, we have some international students who have already registered to come to our summer camps," Mimi Meredith said. "They won't all be able to do it without scholarship assistance."

Cosmosphere really had to help last year to get kids to camps.

"We have depleted all of our scholarship funds, which is a little bit disconcerting to me," Meridith said. "I don't want to turn anyone away, but last year, as you can probably imagine, it was a big need. Lots of parents were off of work due to the pandemic and they wouldn't have been able to get their kiddos to camp, had it not been for the benevolence of our scholarship donors."

Cosmosphere Camps show the hands on reasons behind the schoolwork that kids are doing.

"It makes everything that they are learning in school relevant," Meredith said. "All of those STEM subjects, they can see how it all fits together. Even more, we work on applying all of the sixteen career pathways identified by the Kansas Department of Education in our camps, so they can be exposed to a lot of different career opportunities."

Cosmosphere Camps scholarship fund needs replenishment

The Reno County Museum is looking to create some new memories with traditional methods on next month's Third Thursday at their Christmas in the Courtyard.

"We started this in 2019," said Katie Broker with the Museum. "That was our first year doing it. We were really excited to have a fun, annual event. Then last year with COVID, we did not do that. This year will be the second year for Christmas in the Courtyard."

The goal is to get people to come to the Courtyard at the museum that may never have been there before.

"It's a Christmas open house style event," Broker said. "It's our way of giving back to the community during the holiday season. We will have all your favorite traditions over the years. We'll have hot cocoa, we're going to have Christmas lights, decorations, kids activities and we'll even have an appearance from Santa Claus himself."

All of the museum's exhibits including the Oodleplex children’s area will be open late, too. The event is from 5:30 p.m. to 7:30 p.m. Thursday, December 16. Call the museum with questions at 620-662-1184.

The Board of Reno County Commissioners will discuss filling upcoming vacancies on the county's planning commission as part of their meeting Tuesday.

The Reno County Planning Commission consists of seven members appointed by the Board of County Commissioners. Of the seven members, a majority must live in an unincorporated area of Reno County. Bruce Buchanan resigned this fall. He was a member that lived in an incorporated area. At the end of 2021, Lisa French's term ends and she has termed out for the time being. Ms. French lived in an unincorporated area.

The county commission needs to fill two seats with at least one of them being in the unincorporated area of Reno County. There were six residents that have applied for the planning commission seats.

The six applicants are Frank Craig, Karen Ridgway, Dave Roby, Allen Shafer, Garth Strand and Ron Vincent.

The Board was given four options by staff to look at on Tuesday: 

1. Review the applications and select two (2) members to serve on the board, beginning in January 2022

2. Invite the members to a December meeting to interview, followed by selection two members

3. Appoint the Chair to interview the planning commission applicants with staff and come back to a meeting in December for recommendation of two members to serve on the planning commission

4. Table any decision until a future meeting

Planning commission vacancies on agenda for Tuesday in Reno Co.

HUTCHINSON, KS – Representative Paul Waggoner has filed for re-election to the Kansas House of Representatives.

Waggoner, who represents the 104th District covering northern Hutchinson, Buhler and all of Northeast Reno County, stated “The need for solid conservative voices in Topeka has never been greater. As state tax revenues now outpace spending by $700 million annually, we need to focus on significantly reducing the tax burden of the average Kansan. We can’t follow the path of Washington and continue to increase spending.”

Representative Waggoner further added, “Like most Kansans, I am looking forward to the 2022 elections and the opportunity to go in a different direction with a new Governor who respects our values and our pocketbooks.”

Representative Waggoner has served in the Kansas House since 2019. He was first elected in 2018 by defeating incumbent Steven R. Becker in the Republican primary. Waggoner was re-elected in 2020 by a 4,000-vote margin over Democrat Garth Strand in the General election.

Representative Waggoner’s committee assignments include Federal and State Affairs, Children and Seniors, Administrative Rules and Regulations and serves as Vice-Chairman of the General Government Budget Committee.

Waggoner files for re-election in 2022

Kan. — To make access to health care easier, the Dole VA Center in Wichita uses Community Based Outpatient Clinics (CBOC) across Kansas, including one in Hutchinson. These clinics provide the most common outpatient services without long drives to Wichita.

While Primary Care has been the focus of CBOCs, the Dole VA has added a host of specialty care services using telehealth technology.

Dr. Zubair Hassan is Chief of Medicine and Chief of the Pulmonary/Critical Care/Sleep Medicine Department, and he said many procedures once requiring in visits now can be handled virtually.

“Through the VA Video Connect app and other telemedicine devices, Veterans can meet with a specialty care provider through live video on any computer, tablet, or mobile device with an Internet connection,” Dr. Hassan said.

A good example of this convenience is sleep apnea testing. Sleep studies once requiring an overnight stay in a VA facility now can be conducted in the Veteran’s home with equipment provided to them.

“Once the Veteran sends the testing device back to the VA, experts interpret the results and make recommendations for further health care,” Dr. Hassan said.

Dermatological conditions can be examined in the CBOCs and sent digitally to specialty care providers on the main Dole VA campus for examination. Vital signs such as blood pressure, body temperature, pulse,

and weight also can be measured with Internet-connected peripherals the Veteran uses at home.

“Our goal is to shorten wait times for services and reduce the need for trips back and forth between CBOCs and the main campus,” Dr. Hassan said. “We want to empower rural Veterans to keep their high-quality health care within the VA system.”

The CBOC in Hutchinson is located at 1625 East 30th.

Kan. — To make access to health care easier, the Dole VA Center in Wichita uses Community Based Outpatient Clinics (CBOC) across Kansas, including one in Hutchinson. These clinics provide the most common outpatient services without long drives to Wichita.While Primary Care has been the focus of CBOCs, the Dole VA has added a host of specialty care services using telehealth technology.Dr. Zubair Hassan is Chief of Medicine and Chief of the Pulmonary/Critical Care/Sleep Medicine Department, and he said many procedures once requiring in visits now can be handled virtually.“Through the VA Video Connect app and other telemedicine devices, Veterans can meet with a specialty care provider through live video on any computer, tablet, or mobile device with an Internet connection,” Dr. Hassan said.A good example of this convenience is sleep apnea testing. Sleep studies once requiring an overnight stay in a VA facility now can be conducted in the Veteran’s home with equipment provided to them.“Once the Veteran sends the testing device back to the VA, experts interpret the results and make recommendations for further health care,” Dr. Hassan said.Dermatological conditions can be examined in the CBOCs and sent digitally to specialty care providers on the main Dole VA campus for examination. Vital signs such as blood pressure, body temperature, pulse,and weight also can be measured with Internet-connected peripherals the Veteran uses at home.“Our goal is to shorten wait times for services and reduce the need for trips back and forth between CBOCs and the main campus,” Dr. Hassan said. “We want to empower rural Veterans to keep their high-quality health care within the VA system.”The CBOC in Hutchinson is located at 1625 East 30th.

This project started back in the first week of July and has progressed through the summer and into the fall. We have probably missed so many things that were important to people in Hutchinson and Reno County, but we tried to make sure we got as much of the information as possible. We would simply run out of room if we tried to list everything. Most of all, we’d like to say "thank you" to you, our readers, who have made The Decades one of the most popular features for Hutch Post. This feature will stay with Hutch Post for you to look back on and enjoy with others who might have missed them.&nbsp;

HUTCHINSON, Kan. — We have come to the end of The Decades as we look back from 2010 to the present. Siemens rolls out its first nacelle at the new plant, but market volatility would force the company to lay off workers later. The county begins working hard to find a remedy for the overcrowding at the county jail. New leadership comes on board for both the police and fire departments. A longtime family-owned manufacturer is sold and a high-profile murder case begins. A portion of Emerson Carey’s development in the southeast part of the city is condemned and abandoned. The longtime president of Hutchinson Community College steps down, as does the longtime GM of the Kansas State Fair. Both the city and county see leadership changes and a major facelift comes to the Hutchinson Sports Arena. That and more in one last look at The Decades.

2010: Siemens rolls out its first nacelle from the Hutchinson Facility.

Longtime HPD Detective Clay Rothe retires from the force.

Collins Bus is certified by state and federal safety officials as a Safety and Health Achievement Recognition Program.

The city approves a tax plan that moves Hutch Rec out from under the school district's taxing authority to the city. The two entities come together to help make the city’s athletic facilities better for tournaments and other activities.

The county commission denies Buhler’s request for a federal tax break program. It's the same proposal they denied for Haven and South Hutchinson.&nbsp;

An early-morning fire destroys the studios of Ad Astra Radio.

After a very unpopular name change, Promise Regional Medical Center is renamed again, this time to Hutchinson Regional Medical Center.&nbsp;

In a case of mistaken identity, Jennifer Heckel is murdered. William Craig Jr. and Charles Logsdon are convicted. Logsdon is still fighting his conviction to this day.

2012:&nbsp;Following a guilty verdict, Charles Logsdon is sentenced to 73-years in prison for the murder of Jennifer Heckel.

After years of planning and construction, the new K-61 four lane project from Hutchinson to McPherson is opened.

Two years after opening, Siemens announces it is laying off more than 60% of its workforce: 110 temporary workers and 145 full-time employees are laid off. Over the years, the lost jobs would come back.

Drought and summer heat bake the area as the temperature rises above 110 for several days. The heat lasts into September.

In what was a painful beginning to a long list of store closings in the area, Dillard’s closed.&nbsp;

The old Red Lobster building is razed. It's now the site of Pizza Ranch.

An organization sues the City of Buhler for its welcome signs that say: "Traditional Values. Progressive Ideas."

The city backs an effort to renovate the Landmark Hotel, but the request for state funding is denied. The building still sits empty.

The city gives up efforts to save the boathouse at Carey Park. The building is torn down.

The Kansas State Fair celebrates 100 years.

An announcement is made that the Wiley Building will be completely renovated. The building is turned into an apartment complex and is also the home office of TECH.

The Kansas Underground Salt Museum is renamed Strataca.

Ed Berger resigns as president of Hutchinson Community College. He later wins a seat in the State Senate.

After a great run of success at HHS, football coach Randy Dreiling resigns to take a job in Kansas City.

A major hail storm hits the city's northeast side. Windows at Hutchinson Regional Medical Center are blown out along with other damage at the mall, Walmart, Lowe’s and Conklin Cars.&nbsp;

The public approves a $28.9 million bond issue to build a new jail. The sales tax used to fund the jail is paid off early.

The Chamber of Commerce announces that Mervis Rail will build a major railcar repair facility just south of Siemens. When the oil boom ends, Mervis decides to pull out of the deal.

Construction of the Reno County Correctional Facility begins.

Billy Craig enters a plea to conspiracy to commit first-degree murder in the Jennifer Heckel murder case.

Longtime Hutchinson News reporter and bail bondsman Dwight Jurgens is arrested and goes to trial. Jurgens is accused of offering sexual favors in exchange for lower bonds for his clients.

2015:&nbsp;Adding to the tornadoes Kansas has to deal with, the area begins to be rattled by earthquakes connected to deep disposal wells near the Oklahoma border.

After closing, then reopening, the Haven School District closes the Mt. Hope School for good.

The unpopular decision is made to end all ATV and motorcycle riding in the Arkansas River bed.

A storm moving southwest does the unexpected and forms a tornado near Nickerson. With the absence of rain in the area and the slow-moving nature of the storm, hundreds flock out into the countryside to watch, tying up traffic and cell phone service.

Two Hutchinson downtown merchants, Marc Buckley at the Toy Depot and Kevin Rule at the Sleep Shoppe and Furniture Gallery are having a friendly back and forth to raise money for the Salvation Army this Christmas season.

"A few years ago, we started ringing bells and we raised $3000," Buckley said. "Last year, Kevin decided to get into this. He brought BW down there and you guys cheated. You beat me by $200 last year. This year, we're going all out against him again, because we want to raise more money than he does. Really, I don't care if we win or lose, as long as we raise a lot of money for the Salvation Army."

Rule said he's always wanting to keep downtown fun in whatever way he can.

"You mention it's a competition on the Salvation Army bell ringing," Rule said. "Really, it's just pick a topic for Marc and I. We'll be competititive. We'll banter back and forth. This time, it's for a really great cause."

The Salvation Army kettle goal locally this year is $70,000.

USD 309 Superintendent Curtis Nightingale said that continued improvements to the schools in his district may cause need for another try at a bond issue in the coming years.

"When I interviewed, that was part of the conversation was whether or not that would be something worth taking another swing at," Nightingale said. "I think we're going to begin that process again soon. We've kind of already maybe started to lay the groundwork for it a little bit. We've had a couple of companies come out and just take a look at where we're at facilities-wise to give us some direction in terms of where are the burning fires, if you will. What are the things that we absolutely have to address in terms of our infrastructure?"

Nightingale believes the board is going to focus on those major issues most this time around.

"We have to be modest with that, addressing those needs that are of absolute importance," Nightingale said. "Once we get an idea of maybe some price points, we need to start having some conversation with our community and our staff. We're just going to start that process really slow, so that as we move forward, we make sure everybody understands what direction we're headed and why we're going there."

Nightingale acknowledges that inflation is going to increase the overall price tag beyond what the same work would have been if previous bonds had passed, but that may mean that things get done at a slower pace than they would have in previous years.

Nightingale: Bond process likely to begin again soon

There were some technical questions from the Board of Reno County Commissioners regarding open meetings law and the ability for other commissioners to see their thoughts regarding the evaluation of County Administrator Randy Partington. 

It started with a request from County Commissioner Ron Sellers to try to find out what other members of the body thought prior to an executive session regarding Partington's evaluation that is due on Tuesday, November 30.

"Is there an opportunity to see your thoughts prior to that November 30 executive session?" Sellers asked. 

"I don't think we can do that," chair Ron Hirst said, "I think we have to do it all together."

That prompted Daniel Friesen to ask about the feasibility of one way communication to let the other commissioners read each other's thoughts without replying before that session takes place.

"One way communications are okay," said County Counselor Joe O'Sullivan. "If someone responds to it or uses that information and that effects his response, which is shared with another, then you get involved in serial communications and that's a problem."

The preferred response is to put another employee in the middle, so there can't be any inadvertent replies. For virtually any other topic, that would be the county administrator, in this case though, that would be O'Sullivan.

"I would value to be able to understand your comments ahead of a formal discussion in executive session," Sellers said. "I think we would do a more inclusive job. That's why my request is that these be sent to the county counselor for distribution."

It seemed that there was a consensus to allow for that action so that all three commissioners can be better prepared for the November 30 meeting.

The Reno County Museum is looking forward to letting the public see some of the Pat Mitchell collection. An event to commemorate that is coming up next month.

"We finally have public access to some of Pat Mitchell's images," said Katie Broker with the museum. "We've been working on a digitization project called Pathway to the Past for the past year with Wichita State University and with the help of Hutchinson Community Foundation and Humanities Kansas. December 10th is going to be your first real chance to see those things and get public access inside the museum."

Since it is based online, you can see it now, with an internet connection.

Small Business Saturday is an opportunity to highlight local merchants in the area, but Marc Buckley from Toy Depot and Kevin Rule from Sleep Shoppe and Furniture Gallery both believe in shopping local, no matter the time of year.

"I have a firm belief that if you shop local, shop local first, you're investing in your community," said Rule. "Small investments turn into big things over time. There's just some things that we're not going to be able to find here. Those, you can go online or you can go out of town to find those, but, if Hutch has it, get out there and meet the people and get to know the people up and down the street. It doesn't matter if it's toys, if it's furniture, if it's cookies, if it's candles. Everything in downtown, everything along 17th and 30th Street that is local, just support those people."

Rule notes that if you don't have a guy for something specific, look to local to find it, it's probably there.

"There is such talent in this community," Rule said. "We've been here three and a half, almost four years now, this is our fourth Christmas in downtown Hutch. We love this community. We fell in love with it before we ever moved here. It's a Hallmark community. It's all lit up downtown. The streetscapes look wonderful. The city invests in downtown. It's just a picture perfect walk through the park."

Buckley also talked about a conversation he had with Mayor Steve Garza when he spent some time downtown.

"He walked Main Street and met the owners," Buckley said. "He goes, what nice people. He was surprised and he shouldn't be. He goes, everywhere I went, people were friendly. If you haven't shopped local for awhile, you'd be surprised the difference between a local store and a chain, because the local guy is there, probably barely making money, but having a fun time doing it."

Small Business Saturday was established by American Express in 2010 and co-sponsored by the U.S. Small Business Administration since 2011.

Through cash, donations, checks, and pledges, the Lord provided more than $104,000 at our Stewardship Dinner," CCS said on Facebook this week. "Thank you to our generous donors who continue to partner with CCS and the commitment to Christian education."

The school thanked AFR radio host and dinner speaker JJ Jasper and Angie Huck for their part in the fundraiser.
