Reno County Administrator Randy Partington let the commission know Tuesday that the process to figure out what needs to be done in renovation of the courthouse will continue forward later this month.

"The courthouse building committee that has been put together to look at the space renovation that was approved in the capital budget for 2022, the committee is going to be meeting on December 15 in the afternoon," Partington said. "That includes one commissioner, Commissioner Sellers, myself and then every director that has an office in the courthouse will be involved, including Emergency Management and then District Court will also be involved in those discussions."

This will be the chance for those who use the building to give Partington feedback.

"They'll discuss what it looks like, the preliminary plan," Partington said. "Were there any items or areas that were missed or need to be refined before coming back to the County Commission to start the process?"

That committee meeting will take place late enough that there is just one more regularly scheduled county commission meeting after that before the end of the year.

Couchman: Feedback still needed on some COVID funds

HUTCHINSON, Kan. — The Reno County Health Department says that, just as active cases of COVID-19 are back up to 500 in Reno County, the new Omicron variant is emerging as the next potential risk. No confirmed cases have been identified in Kansas or the United States to date.

Many details of the new variant, such as transmissibility, are still unknown, but taking steps to prevent the spread of the COVID-19 virus remains the same. It’s recommended that everyone receive a COVID-19 vaccine or booster dose, wear a mask, sanitize hands frequently, socially distance, stay home if feeling ill, and get tested if exposed to COVID-19 or experiencing symptoms.

The health department says 51% of Reno County residents have received at least one dose of the vaccine. Everyone over the age of five is now eligible for a vaccine.&nbsp;&nbsp;

The Reno County Health Department is administering vaccines during normal operating hours. Walk-ins are accepted for those 12 and over. Appointments are required for children 5-11. Call 620-694-2900 and select option 6 for scheduling. The vaccine is free to any Reno County resident, regardless of citizen status or insurance. Flu shots can also be administered at the same time as a COVID vaccine.

The health department is open Monday, Tuesday, and Thursday from 7:30 a.m. to noon, and 1 p.m. to 6 p.m., and Wednesday from 9 a.m. to noon and 1 p.m. to 6pm. Health Department releases statement on new COVID variant

HUTCHINSON, Kan. — Salt City Brewery is expanding. Steve Peterman, the owner of the popular brewery on North Main, says they are purchasing two adjacent properties to the south of the current location.

“It came up quickly,” Peterman says of the purchase. “It was the right place and the right price.”

Peterman says he has no firm ideas on what they will do with the extra space at this time, but said he is open to any and all ideas, and is looking to the public for suggestions.

“We’re talking to as many people as we can to put together ideas,” Peterman said.&nbsp;

No word on when work on the two properties will begin. Peterman says he’ll be releasing more information on what the property will be used for later.

Salt City Brewery property expanding

HUTCHINSON, Kan. — StartUp Hutch, in association with the Network Kansas E-Community Partnership, hosted the annual Reno County Youth Entrepreneurship Challenge, on Tuesday, Nov. 23rd using a virtual platform. Students from across Reno County high schools presented their business concepts with a written business plan, a 4-minute presentation, and a 2-minute elevator pitch to local volunteer judges – Joe Young, Jeff Eriksen, Tony Scheuler, Russell Silvey, Eric Spurgeon, and Jon Richardson.  

1st Place (winning $600): Dalton Estes and Riley Lusk, Hutchinson High School  

2nd Place (winning $500): Gabriella Voss, Haven High School  

3rd Place (winning $400): Braydon Blubaugh and Jacob Moore, Haven High School  

This is the 6th year for the competition in Reno County.

In addition to the prize money and recognition at the Reno County competition, first-place competitors Estes and Lusk of Hutchinson High School will have the opportunity to compete in the Kansas Entrepreneurship Challenge held at Kansas State University in Manhattan. This event will include the top young entrepreneurs from schools across the state. The other Reno County participants are invited to submit their business ideas for an at-large spot in the statewide competition.

KINGMAN COUNTY—A Kansas teen was injured in an accident just after 6p.m. Tuesday in Kingman County.

The Kansas Highway Patrol reported a 2005 GMC Sierra pickup driven by&nbsp; &nbsp;Hunter C. Longacre-Thieme, 16, Pratt, was westbound on U.S. 54 one mile west of Kingman.

The vehicle rear-ended a 2013 Ford F350 driven by Christopher A. Helm, 41, Kingman, who was stopped in traffic waiting to turn into a driveway.

&nbsp;EMS transported Longacre-Thieme to Wesley Medical Center.&nbsp; Helm and a passenger in the Ford were not wearing seat belts and not transported for treatment, according to the KHP.

HUTCHINSON, Kan. — The latest run of what have been mostly-positive quarterly earnings reports for companies with ties to Hutchinson will end Thursday as Kroger releases its 3Q report just after the bell.

The parent company of Dillons has been working hard to keep up with extra competition and to keep staff in place as COVID has created holes in the workforce. Kroger has provided incentives to its frontline workers since the pandemic broke out. It has also held a number of job fairs to try to bolster its workforce, especially with Christmas approaching.&nbsp;

In September, the supermarket giant reported second quarter sales of $31.7 billion and earnings of $0.80 per share.&nbsp;

Etta May coming to Fox Saturday

HUTCHINSON, Kan. — There was much discussion during Tuesday’s Reno County Commission meeting whether a protest petition against a conditional-use permit for an aggregate storage depot near Nickerson is valid or not and how the number of commissioners could affect the vote on the permit.

The matter comes after the planning commission recommended approval of the permit for Mid-States Materials. But a protest petition was filed that started the conversation as to whether the commission is made up of three members or five, and how that could affect a future vote on the CUP. The issue is important because the CUP Mid-States is applying for needs a super-majority to pass.&nbsp;

If the attorney for the protesters is correct, that would mean the commission would need four votes to approve the CUP. But the board is made up of just three members and won't be expanded until the next election in 2022. The attorney insists that the commission has been made up of five members ever since the public voted to expand the board. County Counselor Joe O’Sullivan argued that, since the board put expansion up for a vote and not by a public petition, the commission is not obligated to fill the two vacant seats until a special or general election is held.

If O’Sullivan is correct, the CUP would have to pass on a 3-0 vote. It ‘s similar to the CUP proposed by NextEra that was turned down for the proposed wind farm in the county on a 2-1 vote by the board.

While the board did pass a resolution that the protest was valid, it did not take action on the CUP. O’Sullivan says that matter will likely come up for a vote in December.

Commission chews over protest and CUP for aggregate depot

NICKERSON, Kan. — One person was injured in a car/semi accident in Reno County Tuesday morning.

The Kansas Highway Patrol reports that 18-year-old Josiah Watney of Sterling was going north on K-14 when he drifted left of center and was hit by a southbound semi driven by Phillip Williams of Wichita.

Watney was taken by EMS to Rice County District Hospital with what were believed to be minor injuries. Williams was not injured in the accident.&nbsp;

The accident happened around 9:20 a.m. five miles west of Nickerson.

One person injured in car/semi accident

Major Paul James said Tuesday that with signups ending on Friday, they're still up from pre-COVID numbers, but haven't had as many requests as last year for Christmas assistance.

"So far, we have a little over 600 kids signed up for toys, as well as 800 boxes of food, which is a little over 600 families," James said. "It's not quite last year's numbers, which we're thankful that people are doing better, but, it's still higher than normal for us for sure. We definitely need a lot of help with that."

They also still need bell ringers, if you want to be part of their Battle of the Church Bells.

"We have two hour time commitments, blocks of time that you can sign up for," James said. "You can do it as an individual. You can set up a group, whether its a Bible study or whatnot and then just kind of specify what church you're representing and we'll go from there."

The times they need most for bell ringing are evenings between 4 p.m. and 8 p.m. Call the Salvation Army for more information at 620-663-3353.

Major Paul James said Tuesday that with signups ending on Friday, they're still up from pre-COVID numbers, but haven't had as many requests as last year for Christmas assistance."So far, we have a little over 600 kids signed up for toys, as well as 800 boxes of food, which is a little over 600 families," James said. "It's not quite last year's numbers, which we're thankful that people are doing better, but, it's still higher than normal for us for sure. We definitely need a lot of help with that."They also still need bell ringers, if you want to be part of their Battle of the Church Bells."We have two hour time commitments, blocks of time that you can sign up for," James said. "You can do it as an individual. HUTCHINSON, Kan. — How does the average cost of your monthly household bills in the city of Hutchinson stack up against similar cities in Kansas?

Not too bad, according to doxoINSIGHTS, which is a firm that studies consumer costs in everything from household costs to utility payments. The results came from the firm's recent report about comparative costs due to recent inflation. The study covered everything from auto loans, mortgages and insurance, to utilities and cable TV subscriptions.

Of the 18 like-cities in Kansas, with one having the highest monthly bills and 18 the lowest, Hutchinson ranks 16th with an average cost of $1,502 per month.&nbsp;Lawrence had the highest average at $1,721 per month, followed by Manhattan and Wichita. Coffeyville was the lowest at $1,409 per month.

One area where Hutchinson was above the national average was the cost of your monthly utilities. Hutchinson came in at $327 per month compared to the national average of $316. Life insurance, health insurance and your average car payments were also above the national average. Rent and mortgages were well below the national average.

Hutchinson, like most cities in Kansas, is also well below the national average of $1,889 per month. Kansas as a state was ranked 34th out of the 50 states.&nbsp;

Cost of your monthly bills: How does it compare?

Kan. — The Board of County Commissioners in Reno County chose to fill the two open seats on the county's Planning Commission at their meeting Tuesday. Commissioners praised the qualifications of all six applicants, but Chairman Ron Hirst had geographical reasons to make his choices.

"I would suggest that we look at commissioner Allen Shafer and commissioner Garth Strand," Hirst said. "We have Lisa French, who is going off, who is kind of in the central part. While Allen is a little bit more to the northwest than that, he's still in the area and in my own personal research, that I inquired about, from what I understand, he'd be excellent on that position. That's the area that I'm looking at. We have one that went off which is close to Garth's area and one going off which is close to the central part. That's my recommendation."

Commissioner Ron Sellers agreed with Hirst.

"I agree with your analysis," Sellers said. "If we go in your direction, we are having more people in the unincorporated area than we have to have for the planning commission. Obviously, all the planning commission all their dealings is in the unincorporated area, so maybe that makes sense."

Sellers did note that there will still be two members from the city of Hutchinson on the board. Daniel Friesen didn't disagree with the other commissioners, but he had a different rationale for picking those he would have chosen.

"Everyone here seems well qualified," Friesen said. "My only thought was, I thought Garth would do a good job. I've appreciated his willingness to run for elected office. I think that anybody that even attempts to run for elected office should get an opportunity to serve, if they have an opportunity. I thought he would be a good candidate. That's also the reason I thought Ron Vincent would be a good candidate."

The vote to appoint Allen Shafer and Garth Strand was unanimous. They will join the planning commission in January. Those positions are unpaid.

HUTCHINSON, Kan. — For a third time teachers in Hutchinson USD 308 have failed to to vote on a new collective bargaining agreement.

Teachers were to vote on the tentative agreement on Monday but the vote has now been pushed back to Thursday.

The two sides recently came together on a new contract several weeks ago after declaring an impasse during negotiations. At that time a mediator was brought in to try and bring the two sides closer together.&nbsp;

If teachers approve the contract the matter will go before the USD 308 School Board for their approval.

Vote on new teachers contract moved to Thursday

HUTCHINSON, Kan. — Police searching for a person wanted on a warrant ended up arresting five people on numerous drug charges Monday night.

Hutchinson Police spotted 22-year-old Darianne Frischenmeyer parked in the 600 block of N. Maple around 9:15 p.m. She was arrested on suspicion of drug possession with intent to distribute, possession of drug paraphernalia and a tax stamp violation. Her bond was set at $64,500.

Police also took 47-year-old Steve Releford, 29-year-old Mary Maschek, 45-year-old Joseph Gilmore and 27-year-old Cheyanne Fors into custody for possession with intent to distribute and other related drug charges. Gilmore also faces potential charges of possession of a stolen firearm and felon in possession of a firearm.

Bond for Releford and Maschek was set at $24,500, bond for Gilmore is $16,500 and the bond for Fors was set at $13,500.

Five people arrested on potential drug charges

The Internal Revenue Service and the Security Summit partners warned taxpayers and tax professionals to beware of a dangerous combination of events that can increase their exposure to tax scams or identity theft as part of the 6th annual National Tax Security Awareness Week.

"We really want people to remember that while you're shopping for Christmas presents, the criminals are trying to steal your information," said IRS spokesperson Michael Devine. "The IRS, state tax agencies and the nation's tax industry, we get together and all send out basically the same messages, saying, be aware that when you're online, criminals could get access to your information, so there are certain steps you need to take to just be safe when you are shopping online."

Devine reminds people not to shop online when you're not on a network at home and also to use different passwords for different services.

"They need to be simple enough for you to remember," Devine said. "You should write them down, but keep them someplace very safe, on a separately password protected file on your computer. You just need to think about it. You've got keys to your car, you've got keys to your house and they're different keys. Think about, if you were trying to steal that information, how would you do it?"

The IRS and Summit partners continue to see identity thieves trying to look like government agencies and others in the tax community by emailing or texting about tax refunds, stimulus payments or other items.

IRS wants you to think about security when shopping online

TOPEKA, Kan. —The Chief Judge for the 27th Judicial District representing Reno County has been reappointed to that position.&nbsp;

Judge Patty Macke-Dick was one of 27 chief judges reappointed by the Kansas Supreme Court. Their terms are effective January 1, 2022, to December 31, 2023.

Chief Judge Macke Dick has served as a district judge since 1989 and chief judge since 2007.

Macke Dick received an undergraduate degree from Kansas State University and a law degree from the University of Kansas School of Law.

The council will hear the report from Hutch Rec regarding the Buhler swimming pool and approve a cereal malt beverage license for Hometown Foods as part of the consent agenda.

The council will also go over the 2021 full-time Service Employee Award and the 2022 employee wage rate.

Finally, the council will hear comments and staff reports along with certification of the recent canvass of votes from the Nov. 2 election. 

Tonight’s meeting of the Buhler City Council begins at 7 p.m. at the Buhler city offices at 219 N. Main.

Buhler City Council meets tonight

El DORADO, Kan. — A Hutchinson man escaped injury in a three-vehicle accident on the Kansas Turnpike Monday morning.

According to the Kansas Highway Patrol, 48-year-old Ernesto Reveles-Garcia was pulling a towed vehicle at a slow speed when he was hit from behind by a vehicle driven by 37-year-old Joshua Schneiter of Belle Plaine.

Schneiter’s vehicle then hit the barrier wall. Debris from his car also hit a semi driven by 71-year-old James Barton of North Dakota. He was not injured.

The accident happened around 7:20 a.m. north of El Dorado in Butler County.

Hutchinson man involved in accident on Kansas Turnpike

HUTCHINSON, Kan. — You still have time to help out with this year’s Hospice Remember Me Tree&nbsp; campaign. This is the 35th year for the campaign which runs through December 31 at two area locations.&nbsp;

The campaign is held in an effort to raise additional funds to support the organization’s efforts to assist families dealing with end of life care. Last year’s event was moved online with favorable results. This year, donations will be accepted both in person and online.

Area residents may drop off their donations at the Hutchinson office of Hospice &amp; Homecare of Reno County 8 a.m. to 4:30 p.m., through December 31 at 2020 N. Waldron Street, Ste. 100 in Hutchinson or at Lyons Federal Bank at 200 E. Ave S in Lyons.

Individuals donating $40 or more will receive a porcelain tree ornament and those contributing $75 or more will be given a Willow Tree Angel figurine.

The 2020 Remember Me Tree program raised nearly $30,000 to support Hospice programs.

Hospice Remember Me Tree campaign runs through end of year

Those driving by on Main Street will see some new public art being installed on the north side of the Hutchinson Public Library Monday.

"These are decorative laser cut panels," said Uriah Beuller, CEO of parasoleil, the artist on the project. We design and engineer and manufacture everything out in Colorado. It's an art screen, often used for signage or public art for decorative cladding on the outside of buildings. This is a system that we designed. I have a background from here in Hutch and wanted to donate something to the city. The public library has this great space here. In talking with the library board, it seemed like a great spot."

It doesn't look as big from the street as it does up close.

"It's about 16 feet high, 12 feet wide, sits off the wall about six inches or so," Beuller said. "It's engineered for wind loads and snow and everything else."

It's made of patterns folks might recognize, but not really know from where.

"It's a combination of two different patterns," Beuller said. "One is kind of inspired from mid-century modern architecture and the other pattern is inspired from the growth patterns in the sunflower. Some people call it the Fibonacci series, some people call it the golden ratio. It's a growth pattern that you see in nature a lot. It's used in this particular pattern. It seems to work well in the space. You can see it real well from both up close and driving by on Main."

Bueller was a Hutchinson resident growing up and wanted to give this art back to the community.

According to the latest from the Reno County Treasurer's Department sales tax receipts fell year-over-year from $445,580 in 2020 to $413,660 this year. It’s just the third month this year that sales tax revenue didn’t outpace last year's total. The other months were January and August.

The numbers for November reflect shopping trends for the month of September showing that shoppers slowed their spending a bit as the school year got under way.

With one month left in the calendar year the county has taken in $4,680,189 in sales tax revenue. That means the county will need to take in just $131,000 in sales tax revenue to surpass the record $4.8 million taken in in 2020.

November sales tax numbers drop from previous year

Democratic Rep. and House Assistant Minority Leader Jason Probst sees the continuing issues with fellow Democratic Rep. Aaron Coleman as serious enough that he should step down. Coleman has been arrested twice this fall, the latest on alleged DUI over the weekend.

"The best option would be for him to recognize that he is struggling," Probst said Monday. "It's very apparent to everyone around him that he has some mental health needs. A judge in a previous case had indicated that he needs mental health help. The best option would be for him to resign, get that help that he needs, develop the tools that he needs to manage himself better and the legislature is not an environment that's conducive to that."

Probst thinks there may be additional appetite for the members of the House to vote him out that wasn't there before.

"I think there's more of an appetite now than there was previously," Probst said. "We did file an attempt to use the process in the legislature to expel him. That committee met and made some recommendations, including securing mental health treatment. It was pretty toothless at the time, but, then again, most of what had happened up to that point had occurred before he was elected to the legislature. Now that we've had several incidents that have arisen, since he's been a member of the legislature, I think there's maybe a renewed call and maybe a renewed appetite to address that further."

The key that makes Coleman's incidents different than the DUI charges that have come against other members during their tenures is that this isn't a one-time single issue.

"What we see with Rep. Coleman is a pattern," Probst said. "I think you could look at some of the other cases and say they might be, you know, there might be a case where there was a one-off case or something like that. Certainly, with this individual, we're seeing a repeated pattern over and over and over again that doesn't seem to be changing at all."

Online records indicate that the 21-year-old Coleman, who represents the state's 37th District in Kansas City, Kansas was jailed briefly Saturday in Douglas County for DUI.

HUTCHINSON, Kan. — The Hutch Rec Board held a special meeting to go over the recently completed aquatic study last week. The study was held to find out a direction that the city should take to improve its outdoor facilities.

“We are trying to figure out where to go with the aquatic master plan.” Hutch Re4c Director Tony Finlay said. “We just felt like it was time to have a special meeting with the board to discuss where I was at with the plan and get some direction from them.”

The study covered a wide range of topics from the location of the current outdoor pool to finding ways to improve its use and attendance. Now that the study is done, it's time for all of the parties to come together and go over the study’s findings.

“The information that we’re getting from the public is at a point that we need to sit down with the rec commission board and the city council and really talk through what the expectation is for outdoor aquatics,” Finlay said.&nbsp;

The main topic of discussion centered around the underused Salt City Splash pool in Carey Park. The pool is underused due mostly to its location in the far southern part of the city. Busy streets and three sets of railroad tracks often deter younger pool users from visiting.&nbsp;

“The first big point is that we’re meeting the level of service in Hutchinson as far as attendance at the aquatic center,” Finlay said. “With the population and demographics we have in Hutchinson we should be seeing 50 to 55 thousand visits to the aquatic center.”

Attendance at the splash has been averaging around 30 thousand visits for the past ten years, according to Finlay.

How to fix that problem and address the useful life left in the pool at Carey Park means all options are open.

“In my mind everything is on the table,” Finlay said. “It really is just where our elected officials would like us to go.”

Finlay says now that the study is complete it is up to the City Council to give Hutch Rec direction.
