Kan. — The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for a portion of the city of Kingman and for Kingman County Rural Water District No. 1 water supply system. This advisory affects Kingman County Rural Water District No. 1 and city of Kingman customers located south of East 8th&nbsp;Street and east of Main Street. The advisory is in effect because of a loss of water pressure due to a major water main break.

Customers should observe the following precautions until fu­rther notice:

The advisory will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.&nbsp;

The Salvation Army in Hutchinson is running out of funds each month for direct support for things like rent and utilities.

"Last month, we ran out like the 11th, which is really fast to do that," said Maj. Paul James. "That's kind of been the theme since, maybe June, around that time. We've just had that many more people coming in for assistance and it really is kind of a first case, whoever gets there first."

Some of their caseload has to do with the furloughs from local manufacturers due to supply chain issues and that's where the No Wrong Door program comes in even if there aren't funds available.

"We'll help them," said emergency case worker Tabitha Neahring. "We'll help them find all the resources. We encourage them to go to the workforce center to maybe try to find a different job to get them through until they can get back on, if they are laid off, so they are not without an income, because that layoff could last a long time."

The other issue is that government programs, no matter how well intentioned, can't move fast enough for some of those in need.

"Most people that come in, they're not talking about next month, they're talking about, I'm going to get evicted if I don't come up with rent," James said. "We have some government funds that are available, but it takes six to eight weeks to find out if you're going to qualify. We have some great landlords here in our community. We have some that operate from out of state, but they own houses here and so sometimes they're a little bit rougher, but we have a lot of really great landlords here in our community, but they have suffered through COVID, just with, no one had to pay their rent, because they couldn't and then, when it comes time, they kind of need income to pay their bills, as well."

Because of the increase in need and the uncertainty of the income streams for those they help, James was not able to pin down a number that would be sufficient to give them resources for all that are looking each month, but they are seeing new people all the time that have never asked before.

Salvation Army: Needs are greater than supply for rent, utilities

HUTCHINSON, Kan. — Formal charges have been brought against five area residents who were arrested in a drug deal late last month.

Twenty-two-year-old Darianne Frischenmeyer, 47-year-old Steven Releford, and 29-year-old Mary Maschek are charged with possession of meth, and Alprazolam with intent to distribute, possession of marijuana and possession of drug paraphernalia.

Twenty-seven-year-old Cheyanne Fors and 45-year-old Joseph Gilmore are both charged with drug possession. Gilmore is also charged with possession of a stolen firearm.

&nbsp;The five were arrested after police noticed Frischenmeyer and the others parked in the 600 block of N. Maple around 9:15 p.m. on November 29th. Frischenmeyer was wanted by police on a warrant at the time.

Formal charges brought in drug arrests

HUTCHINSON, Kan. — The Kansas State Fair Board will meet in a special session to go over some unexpected changes to the Expo Barn project.

Work crews recently discovered damage to some columns. That means the board will need to take action on a change order totaling about $60,000.

Board action is needed since the expenditure is more than $30,000.&nbsp;

The $1.2 million renovation of the Expo Barn includes a new roof, renovated columns and side panels and new lighting and electrical systems. If all goes as planned the work should be completed by the end of January.

The State Fair Board meeting is Thursday at 4 p.m. at the Kansas State Fair Administration Building.

State Fair Board to meet Thursday

Kan. — The Hutchinson City Council approved a replat of the former Target property at its meeting on Tuesday.

"The purpose of this was to basically take the old Target site and actually break out two out lots for some future development," said city planner Ryan Hvitlok. "Everyone is aware that the former Target is now under the ownership of BOLD, LLC. They are, I believe, in the process of actually getting set up and starting work in there."

The plat had major enough changes that it required City Council approval.

"The other two lots are two out lots there along East 17th," Hvitlok said. "You will see that there are some easements that are run up from the former Target site to serve for future utilities for those sites. Of interest is lot two. This is currently under review, site plan review for a potential Dunkin Donuts/Baskin Robbins. That would be going in on Lot 2. Staff is in the process of reviewing that and should be wrapping up that review here shortly."

The City Council approved the motion unanimously.

City council approves replat of former Target property Tuesday

Discussions will continue on how to fix the ongoing issues at the end of the Woodie Seat Freeway, now that the federal grant the city was hoping to get was not awarded to them.

"If it's going to be locally funded, there's a few small grants that I'm told we could expect to receive," said city manager Jeff Cantrell. "They are certainly not sizable, but they would augment the project. We do have the ability to come up with what most people in the industry would consider to be a sustainable long-term design that won't cost the city 50-60 years down the road quite as much as the alternative design."

The more expensive alternative is to keep and fix the current bridges. Nevertheless, Cantrell wants to put it on the radar of the new council right away in 2022 so they can make decisions.

"I'm going to guess that we would set that up some time in January for that discussion going forward and see if we can somehow get on the same page with that," Cantrell said. "I think we're probably going to continue to have some opposing opinions as to what might be best in the city's long term approach to this. It's not going to get easier, it's just going to get more expensive, is all."

The concerns of the neighborhood have to do with the closing of Avenue B and with getting pedestrians, particularly kids, around in the area if a proposal similar to the one that was rejected for the grant ends up being the final plan. 

No one knows for sure what the new council members may bring to the table. The specific date for a study session on the topic is not set yet.

A relatively strong earthquake rocked a portion of central Kansas Wednesday morning.

According to the U.S. Geological Survey, a 4.3 tremor centered 5 km SSW of Gypsum occurred at 7:45 a.m.

Four smaller quakes followed in less than an hour and a half's time Wednesday morning. None of those were over 2.8, according to the Kansas Geological Survey.

Just before 10:15 p.m. Tuesday, Hutchinson Fire crews responded to a structure fire in a detached shop in the alley between 17th Street and 18th Street at 1711 Tyler.

Fire was showing through the roof and heavy smoke showing from the garage when firefighters arrived. Fire crews made a fast knock down of the fire and contained most of the damage to the west side of the garage. 

The fire department is asking the public to please get your furnaces, wood stoves, and chimneys checked and cleaned for the winter.&nbsp;

Hutch Fire puts out shop fire Tuesday night

HUTCHINSON, Kan. — Her father was the first American into space. Now, the daughter of Alan Shepard will follow in her father's footsteps. Blue Origin will launch its third crewed spaceflight on Thursday, Dec. 9. Laura Shepard Churchley will be one of the six passengers in the capsule of Thursday’s NS-19 launch.

Shepard Churchley has close connections to the Cosmosphere, serving on Cosmosphere’s Foundation Board from 2003-2008.

“We’re thrilled that astronaut Alan Shepard’s daughter and friend of the Cosmosphere, Laura Shepard Churchley, will be on the 19th flight of Blue Origin’s New Shepard launch vehicle, named in her father’s honor,” Jim Remar, Cosmosphere president and CEO, said. “Laura recalls her childhood excitement at learning her father would fly into space in an oral history interview that plays for visitors in our Hall of Space Museum. We at the Cosmosphere felt that excitement ourselves when we learned Laura herself would be aboard the NS-19.”

The Cosmosphere plans to show the live broadcast of the launch on a big screen TV in the Grand Lobby on Thursday. The launch is currently scheduled for 9 a.m. CST.

Cosmosphere visitors can reflect on the similarities and differences in the father-daughter duo’s space capsule experiences. Shepard Churchley will be one of six passengers in a capsule with six seats around the perimeter. Alan Shepard, her father, made his historic suborbital flight 60 years ago alone in the relatively-cramped quarters of a Mercury capsule built for one.

A flown Mercury capsule, the Liberty Bell 7, is on display at the Cosmosphere where visitors can peer inside the spacecraft.

Visitors to the Cosmosphere can also marvel at two autographed photos on loan from the personal collection of Laura Shepard Churchley and the actual Omega watch worn by Alan Shepard during his Apollo 14 Moon landing, on loan from the Smithsonian National Air and Space Museum and displayed in the Cosmosphere’s Grand Lobby. Shepard landed on the Moon 10 years after his pioneering Mercury mission.

Another Shepard will go into space

MCPHERSON, Kan. — A McPherson farm couple was recognized by the Kansas Farm Bureau during the 103rd annual meeting.&nbsp;

Ray and Susan Flickner received the Kansas Farm Bureau Natural Resources Award, which goes to the farm family who exemplifies good land stewardship. At the Flickner Innovation Farm, the goal is to preserve and improve the natural resources like soil, water, trees and wildlife so they can provide for the next generation.&nbsp;

The Flickner’s say that water quality is central to their conservation efforts. They moved away from anhydrous applications in the early 1980s and have implemented minimum and conservation tillage for the past four years. Experimentation with subsurface drip irrigation and precision mobile drip irrigation also has led to more efficient water use, which goes to the Flickner’s motto of “Growing for the future,” according to a news release from Farm Bureau.

Also this past week, former state senator and current Harvey County commissioner Don Schroeder was recognized for his service to farming. Schroeder has served in multiple roles in supporting farmers and ranchers from the local to state level. He served in the Kansas House of Representatives from 2006 to 2018, and spent time on the Kansas Soybean Association board, Kansas Corn Growers Association board along with his current role as a Harvey County commissioner.

Schroeder was one of 12 winners of the Friends of Agriculture award.

McPherson couple honored by Kansas Farm Bureau

HARVEY COUNTY—Law enforcement authorities are investigating a suspect after a high-speed chase and crash crash near Roosevelt Park in Newton.

Just after 4:30p.m. Tuesday, a police officer who was monitoring traffic on Meridian Road in Newton saw a Chrysler 300 going 67 mph in a 30-mph zone and weaving in and out of traffic, according to a media release.

The officer followed the car as it turned east onto Broadway. The driver sped up to 87 mph as the car was approaching Main Street, and the officer backed off because of the high-traffic area. 

The suspect continued east on Broadway until he crashed into another vehicle at Magnolia, causing minor injuries to the other driver. 

The suspect's car was disabled in the crash but continued rolling over the curb into Roosevelt Park, where it came to rest at the tennis courts.

The driver ran from the car, and Newton officers arrested him soon after. In the car, officers found a stolen gun and illegal drugs. The car had a Sedgwick County tag, and officials are working to identify the suspect.

Police work to ID suspect after chase, crash in Newton 

STERLING, Kan. — After an abundance of rainfall late in the summer, things have dried out enough that it could start posing problems for farmers and ranchers this fall and winter. Norman Roth with Roth Farm and Ranch near Sterling says subsoil moisture is staying put for now.

“From the end of August to the third of November, we’ve had between eight and nine inches of rain,” Roth said. “That was wetter than normal, so that is one of the saving things about how dry we are now.”

Roth says, while subsoil moisture is doing OK, farmers and ranchers who depend on surface water for their livestock may have to resort to other methods to get water to their cattle as ponds continue to dry up.

“Guys that depend on ponds . . . they’re getting into some serious consequences,” Roth said. “They’ll have to start hauling water because we haven't had runoff rainfall in this community in a year and a half.”

As far as winter grazing goes, Roth says things should be OK as long as the dry weather doesn’t last past the usual dry winter months.

“As far as the pastures, especially if they weren’t overgrazed this summer, we’ve got some growth out there that will protect the soil from the wind and the sun,” Roth said. "So on the pasture side, we're not going to see a lot of damage if we get our spring rain."

If the rain does come in the spring, Roth says things should improve quickly. Subsoil moisture in the area was running about 38% adequate, according to the National Weather Service.

Hutchinson, KS. - Auditions are coming up Saturday for the Stage 9 Mainstreet players improv troupe. Auditions will be from 11 a.m. to 12:30 p.m. and will be a group audition. Plan to attend for the majority of the time.

HUTCHINSON, Kan. — A Hutchinson man was arrested Monday on suspicion of two counts of sexual exploitation of a child.

The Reno County Sheriff’s Department says Daniel Mendoza was arrested after being questioned by law enforcement. Mendoza is accused of inappropriate contact with two relatives who came forward about the alleged abuse. The incidents were said to have happened seven to eight years ago.

Mendoza is being held on a bond of $450,000. Charges are expected to be filed with the district attorney’s office within a week.

Man arrested on suspicion of abuse to two relatives

Kan. — Supply chain issues are still making life difficult all across the local economy.

"We've had to have some work slowdowns or work stoppages or furloughs because of the severity of it," said Debra Teufel with the Hutchinson/Reno County Chamber of Commerce. "I think it's starting to subside a little bit, but it's even hitting our retail community."

Teufel said she went into one shop that was still putting out new inventory for the holidays because they just got it in. You can still see some of the supply chain issues as you drive down 30th.

"The automotive sector, you know, they're waiting on supply chain issues upstream that are impacting their new vehicle inventory. You just hate to see those lots be so sparse. They're telling us it's probably mid-2022 to late 2022 before that fully remedies itself. The chip problem is one thing. I know they're talking about building new chip factories in our country, but that's going to take awhile."

One local manufacturer is being impacted by those issues specifically.

Collins Bus, you know, we're waiting on some things," Teufel said. "That impacted their business. I think I'm going out to see Chris next week to kind of get an update on how things are going out there, but those supply chain issues abound."

Part of the problem is that the components for the chips that didn't go into vehicles went into other consumer and work-from-home devices like tablets and laptops and switching the foundries back to automotive work will require competitive bidding on the part of the companies that serve the automakers. In addition, there are many components that come from overseas that are still coming on shore and need to get into the domestic transportation system.

Teufel: Supply chain still an issue for manufacturers and retail

HAVEN, Kan. — The Haven City Council approved a land purchase agreement with a local resident for the Wildcat Landing development. 

The purchase agreement with resident Myron Miller is for a parcel of land that would be used for drainage for the new housing division on the city’s west side. The purchase is for $11,750 for approximately one acre of land. That land will be used for a detention pond.

The council also approved a cost of living wage adjustment for city employees. Under the proposal employees will see a 4% increase.&nbsp;

The council also approved an Animal Shelter Services Agreement with Prairie Vista Veterinary Hospital in South Hutchinson for animal shelter services.&nbsp;

The council also asked Police Chief Stephan Schaffer his thoughts on how city ordinances are handled. Councilwoman Sandra Williams asked why the department waits for a complaint before enforcing ordinances, such as the ordinances regarding parking the wrong way on the street and unhitched trailers parked on the street.&nbsp;

Schaffer said they do not wait to take action, but he does not believe in citing every violation he sees, instead preferring to educate residents first. Williams noted the issue was not about issuing citations but rather about whether there is adequate patrol going on saying residents do not feel like there is enough patrolling happening. Schaffer noted that his department does a great deal of patrolling. He added that he does less because of other duties, and is also currently training another officer. Schaffer assured Williams that whenever he sees a vehicle parked the wrong way on the street, he stops to have a conversation with the driver.&nbsp;

Haven City Council approves land purchase

Kan. — The Hutchinson City Council passed the lease to allow for construction of the new fire station on the Kansas State Fairgrounds as part of its meeting Tuesday. Hutchinson Fire Chief Steven Beer said it will be early next year before they have the plans.

"They're about 90% done with the plans and the architect stuff," Beer said. "They're looking at probably around mid-January by the time the plans are done. It's my understanding the plans are hung up at the state level, with some of the drainage and stuff like that. That has to be approved at the state level. In all reality, we're probably looking to go out to bid around the first of February."

It is the intent of Hutch Fire to work around the fair's schedule during construction.

"We're looking probably toward the end of 2022 maybe the first part of 2023 before we're done here," Beer said. "We want to make sure during the fair that there's no outside construction going on. If we have the building up by then, we want to work with them. We don't want the building to be a distraction during the ten days of the fair. We want to make sure it's all fenced off so people aren't walking in on the construction area, just a lot of little logistics that the fair requested we do during construction."

Beer is hopeful that with some of the costs of materials beginning to drop from peak levels, that the station will come in at budget. 

"I think some of the steel girders are what's going to hang us up on some of the roof-type stuff," Beer said. "I heard the delays are up to 15 months on that type of steel work. We'll see when the bid comes out, but I think with some of the stuff coming back down, I think we're going to be okay."

The lease of the ground from the fair is a 99-year lease at $1 a year. The lease motion passed unanimously.

HUTCHINSON, Kan. — As expected, the USD 308 Board of Education approved a new contract with its teachers during a special meeting Monday night.

Approval of the contract ends a long negotiation process that ended this past summer with both sides declaring an impasse. A mediator was brought in and after several meetings both sides came to an agreement in late October.&nbsp;

Under the new agreement, teachers will see an increase to the base pay and funding of step and column movement for teachers. An additional step was added to some of the columns to fund movement for teachers who were frozen on the wage scale.

Also in the agreement is a $750 one time premium pay to teachers this year. Now that the contract is approved, the additional compensation would be prorated through the rest of the contract year.

Teachers gave their approval to the contract in a vote Dec. 2.

USD 308 School Board approves contract

HUTCHINSON, Kan. — It was 80 years ago today that Japan launched an attack on Pearl Harbor, thrusting the U.S. into World War II. Eight Reno County soldiers were killed in the attack, two of them were brothers. While the U.S. suffered significant damage in the attack, it was able to turn the tide on the war in the Pacific six months later when it won a decisive battle at Midway. HUTCHINSON, Kan. — As the cold weather begins, many will want to warm up their vehicles each morning. Hutchinson police want to remind motorists to remain in their vehicle while it is warming up.&nbsp;&nbsp;

An unattended, running vehicle presents an easy opportunity for it to be stolen. It is also a violation of Kansas Law to leave an unattended motor vehicle running with the keys in it.&nbsp;&nbsp;

The exception to this is vehicles equipped with remote start systems, where a key is not required to keep the vehicle running.&nbsp;

Police ask that residents be cautious when warming up their vehicle.

HPD reminds citizens about warming up their vehicle

HUTCHINSON, Kan. — The Hutchinson Recreation Commission announced Monday that two longtime employees, Bo &amp; Toyla Frondorf, will be retiring on Dec. 31, 2021.

Bo Frondorf began his career with Hutch Rec in July 1991 as the agency’s finance director. During his tenure of 30 years, Frondorf has overseen the agency’s finances, as well as taken the lead role in information/technology (IT) services and assisted in human resources.

Toyla Frondorf began her career with Hutch Rec in August 1999 as the agency’s Special Populations superintendent, where she oversaw programming and activities for youth and adult adaptive recreation. In August 2007, Toyla also took on programming and activities at the Senior Center at Elmdale Park. She retires as the superintendent of senior recreation.

A public come-and-go reception for the Frondorf's will take place on Thursday, Dec. 16, from 4-6 p.m. at Hutch Rec Downtown, 17 E. 1st.

HUTCHINSON, Kan. — The Hutchinson Recreation Commission announced Monday that two longtime employees, Bo &amp; Toyla Frondorf, will be retiring on Dec. 31, 2021.Bo Frondorf began his career with Hutch Rec in July 1991 as the agency’s finance director. During his tenure of 30 years, Frondorf has overseen the agency’s finances, as well as taken the lead role in information/technology (IT) services and assisted in human resources.Toyla Frondorf began her career with Hutch Rec in August 1999 as the agency’s Special Populations superintendent, where she oversaw programming and activities for youth and adult adaptive recreation. In August 2007, Toyla also took on programming and activities at the Senior Center at Elmdale Park. Two longtime Hutch Rec employees to retire

The Hutchinson Salvation Army on Saturday had their Broncos vs. Chiefs challenge at Dillons Marketplace and Chiefs fans raised $278.42, while Bronco supporters tossed in $165.48.

This week begins the Battle of the Church Bells. Monday thru Saturday the Salvation Army is having a competition for individuals or groups from different churches.  People can signup on registertoring.com and the money raised in their buckets will go towards their church winning the traveling trophy. 

Saturday, December 11 begins the 12 Days of Ringing, when the Salvation Army will begin the count down to the end of ringing bells with daily updates of how much we have left to go to reach our Red Kettle Goal.

The Red Kettle Goal for this year in Hutchinson is $70,000. There are kettles at Dillons and Walmart in Hutchinson and downtown at the Toy Depot, Sleep Shoppe and Furniture Gallery and Smiths Market.

Salvation Army continuing kettle drive

MCPHERSON — 
The McPherson Police Department investigated a threat of violence towards the McPherson Middle School on Monday.

McPherson Police received a report from McPherson Middle School Administration concerning a 13-year-old student threatening to commit violence at the McPherson Middle School. 

The McPherson Police Department took the student into custody. At this time, there is no danger to students or the school. A report will be forwarded to the McPherson County Attorney’s Office for review.   

The McPherson Police Department takes reports of incidents like these seriously, since “A Threat of Violence is An Act of Violence.” 

Anyone with information regarding these incidents or any other criminal activity is asked the contact the McPherson Police Department at (620) 245-1266 or McPherson County Crime Stoppers at (620) 241-1122.

Monday threat at McPherson Middle School results in student taken into custody

HUTCHINSON, Kan. — The Hutchinson Fox Theatre will be under new leadership. Fox Theatre Board Chair, Angel Dillon, announced today that the Board of Directors has appointed Josh Davies as Interim Executive Director of the Fox.&nbsp;

Davies, who is currently serving as technical director, was appointed to the position last week. He replaces Executive Director Chuck Miller, who served in that role since August of 2019. Miller had replaced Davies, who stepped away from the Executive Director's role to go back to the position he’s held for the past two years. Davies has been with the Fox for more than 20 years in various roles.&nbsp;

“The board of directors is immensely grateful for Josh and the staff at the Fox,” Angel Dillon, Fox Board Chairwoman, said. “Thanks to them, and to its loyal patrons, sponsors and supporters, the future of this great theatre is bright. We will begin a new year on a firm foundation as we work together to discern what the next steps will be for staffing and how Hutchinson’s Historic Fox Theatre can best serve the people of the Heartland.”&nbsp;

Dillon says the board will probably meet after the holidays to begin assessing where it will go from here in terms of naming a new Executive Director.
