A portion of 108th&nbsp;Avenue/Avenue Y at the Reno/Rice county line will permanently close in about a week as part of ongoing construction of the K-14 realignment.

The closure is part of the new alignment.

An access road is being built for westbound traffic on 108th so that 21st Road can still be accessed from there. This access road will be completed and opened before the closure.

This Kansas Department of Transportation realignment project started in the spring of 2021. This a 15-mile, $81.7 million realignment of K-14.

The work stretches from Hutchinson, to Nickerson, to Sterling. The project is expected to be completed by June 16, 2023. Bob Bergkamp Construction Co. Inc., of Wichita, is the primary contractor.

During the work, traffic will continue to use the existing K-14/96 alignment in Reno and Rice counties.

The Rice County portion of the realignment will be from the Reno/Rice county line to just north of the K-96/Avenue T junction. The length is about 8 miles.

The Reno County portion of the realignment will be from about 4.5 miles southeast of Nickerson northwest to the Reno/Rice county line. The length is a little over 7 miles.

Wildfire mitigation work to continue Friday

It was a pinch-hitter that delivered the State of the City message on Thursday at Memorial Hall. 

Because of a COVID-19 infection, City Manager Jeff Cantrell was unable to present, so Mayor Jade Piros de Carvalho and Director of Public Information and Community Engagement Rebekah Starkey Keasling were available for questions, with Starkey Keasling handling the bulk of the presentation.

The biggest news from the presentation not previously reported on Hutch Post was likely the specifics regarding the reduction in crime in the City of Hutchinson recently.

"In 2019, Chief Hooper was hired and implemented our current crime reduction strategies, including citizen engagement and data based policing," Starkey Keasling said. "Looking at each subsequent year, there is a decrease in crime overall. If you look closely at 2021, every single month has the lowest crime rate for these years."

The final per capita crime rate for 2021 was 29.56 and, according to Starkey Keasling, no one remembers the last time Hutchinson had a rate below 30. This is a 41% decrease in crime since community based policing was implemented.

"If you compare 2018 numbers to 2021, we had 848 fewer citizens become victims of crime here in Hutchinson," Starkey Keasling said. 

Starkey Keasling also highlighted the international certification of the fire department, the full time hiring of Dave Sotelo as Human Relations Officer, the repairs being made on the Woodie Seat Freeway and the long-term decision to be made soon in that regard and the vast number of potholes that were filled by city staff as part of the presentation, along with an update on the city's parks usage, which is up considerably thanks to the pandemic, much like it has been across the country. In addition, details were given on the now completed Apple Lane project.

Going forward, Starkey Keasling noted that continuing to upgrade the city's water infrastructure will be a priority, as about half of the city's water mains are more than 50 years old. Starkey Keasling also had good news on the ongoing Cow Creek drainage project.

"We now have coordination with the railroads, BNSF, K and O and Union Pacific," Starkey Keasling said. "We've come to an understanding with them as well as with the Hutchinson Correctional Facility. Late this year, engineering plans the required utility relocations of sewer lines and water lines adjacent to the property, so the excavation of the larger detention area can proceed."

Also coming up this year between the NJCAA tournament and the state fair will be the 11th Avenue eastside drainage replacement project. The projected cost of that project is just over $465,000.

State of the City going forward despite challenges

Hutchinson Regional Medical Center updated its COVID Visitation Policy this week.

Emergency Room – The Emergency Department entrance is open 24 hours a day for emergency patients only. Visitors for other hospital departments are now allowed to use this entrance.

Main Entrance – Open Monday through Friday 6:00 am to 7:00 pm, and 7:00 am to 7:00 pm on Saturday and Sunday.

Same Day Surgery – Open Monday through Friday 5:00 am to 3:00 pm for surgery patients and visitors only.

The following restrictions to visitation are still in place:

One Visitor may be allowed for Covid positive patients.

Pediatric Patients can have Both Parents and/or Designated Support Persons in the room at a time, whether the child is being treated in the ED or on the Pediatric Unit.

HRMC updates COVID visitation policy

The Hutchinson Land Bank will consider a new pricing policy for its properties as part of its agenda on Tuesday.

The Hutchinson Land Bank established a pricing policy in 2015 that set the minimum offer price at 50% of the Reno County’s Appraiser’s Office value of the property. While staff notes that the policy has worked, and most properties end up being sold at the 50% rate, the Land Bank asked staff to look at revising the pricing policy to help cover the holding costs of Land Bank property. Furthermore, with the Land Bank preparing to list their properties on the MLS (Multiple Listing Service), a set price is needed as a starting point for offers on each property.

With that in mind, staff is recommending that the starting asking price rate for all Land Bank property will be 50% of the market value of the property, as determined by the Reno County Appraiser. The Board may accept offers that are lower than the asking price rate by an amount of up to 10%. Should the Board be unable to sell a property at the starting asking price or the 10% discount rate, the Board may accept a lower price provided the property has been in the Land Bank inventory a minimum of one year and the property has been actively marketed.

The Hutchinson Land Bank meeting is scheduled for Tuesday, February 1, 2022 at 3:00 p.m. in the Executive Conference Room at 125 E. Avenue B in Hutchinson.

HUTCHINSON, Kan. — Essdack announced Wednesday it has appointed current Maize USD 266 Superintendent Dr. Chad Higgins as its new
Executive Director.

Higgins has been the superintendent at Maize for the past six years. As an educational leader, his goal is to make a long-term,
positive impact on other educators, educational leaders and students.

“Chad’s leadership experience in both large and small
districts will be invaluable in understanding the needs of the diverse districts Essdack
serves,” Jacob Voorhies, Essdack Board President, said. “As the pandemic stretches into
another year, his leadership and vision will help us assist schools as they address not only mental
health issues but also academic recovery.”

Dr. Higgins began his career as a science teacher in Great
Bend USD 428, teaching at both Great Bend High School and Middle School. He then went on to serve in Douglass USD 396 as Assistant Principal/Athletic Director before becoming the Douglass High School
Principal. His first role as Superintendent of Schools was in USD 423 in Moundridge.

“The challenge of improving an already outstanding
organization while creatively rebuilding it after the challenges of a pandemic is exciting

2022 year off to a good start.

According to numbers released on Wednesday, the city’s sales tax
revenue totaled $1,387,052, an increase of nearly $167,000 over the same
month last year. 

Other entities within the city also benefited from the
strong numbers. The Cosmosphere received $54,328 from the ¼ cent sales tax that
is in place. Strataca received $8,231, the city’s infrastructure fund took in
just over $77,000 and the property tax relief arm of the fund totaled
$24,649.

The sales tax total for January reflects shopping trends for
the month of November.

Hutchinson sales tax numbers off to good start

TOPEKA, Kan. (AP) — A Kansas doctor-lawmaker who has prescribed ivermectin for COVID-19 symptoms says the state medical board has been investigating him since the summer of 2020. 

Conservative Republican state Sen. Mark Steffen disclosed the Kansas Board of Health Arts’ investigation of him Wednesday during a Senate committee hearing. He was testifying in favor of a bill to require pharmacists to fill prescriptions for ivermectin and hydroxychloroquine for off-label uses in treating COVID-19. 

Steffen is an anesthesiologist and pain-management specialist from Hutchinson. He told the Senate Public Health and Welfare Committee that the medical board has been investigating him for 18 months over public statements about COVID-19. The board declined to comment.

South Hutchinson holding auction on Purple Wave

Kan. — Heartland Credit Union announced this week several promotions and the restructuring of responsibilities. These changes are in recognition of leadership shown in respective areas as well as aligning departments to better serve members.

SCOTT COOLEY&nbsp;was promoted to Assistant Vice President of Indirect Lending. Cooley first joined HCU in 2008 and worked almost four years as Collections Manager. After a brief hiatus, he returned to HCU in 2016 as Business Development Officer.

STEPHANIE DREILING&nbsp;was promoted to Assistant Vice President of Education and Community Development. She joined HCU in 2014 as Education Specialist and was later promoted to Education Director. In her new role, Dreiling will manage staff education and member financial literacy.

MICHAEL LORIMOR&nbsp;was promoted to Vice President of Real Estate Lending. With the proposed merger between HCU and Farmers Credit Union, Lorimor will help establish a trusted real estate lending presence in the Hays area.

For several years, HCU’s branch operations have been led by Amy White in the Harvey and Sedgwick county markets and Sara Bass in the Reno county market. White and Bass’ duties and titles will be changing.

AMY WHITE&nbsp;was promoted to Vice President of Retail Branch Operations. She will lead branch managers in all of HCU’s brick-and-mortar branches, spearhead the Preferred Partner program, and lead community involvement efforts. White joined HCU in 2016 and has served as Branch Manager at both Newton and Ave. A branches.

SARA BASS&nbsp;joined HCU as 29th &amp; Main Branch Manager in 2017. Heartland Credit Union announces responsibility changes, promotions

YODER, Kan. — One person was killed in a two vehicle
accident Monday evening just north of Yoder. 

According to the Reno County Sheriff’s Department, EMS and
the SO were called out around 9:50 p.m. to Trails West and Yoder Road. When
they arrived, they located two vehicles in the east ditch of Yoder Rd.&nbsp; According to the reports an 81-year-old Moundridge man was on Yoder Road either stopped or traveling at a slow rate of
speed when he was hit from behind by a pickup truck driven by a 17-year-old Mt
Hope youth.

The elderly man was extricated from the vehicle by Fire and
EMS and transported to Hutchinson Regional Medical Center in critical
condition.&nbsp; He was later transported to St
Francis Hospital in Wichita where he died. The other driver was not injured.

After speaking to the family, the Sheriff's Office identified the fatality as Harold Zerger of Moundridge.

One person killed in accident Monday evening near Yoder

&nbsp;HUTCHINSON, Kan. —
Three people were injured in a two-vehicle accident Tuesday evening. 

According to the Reno County Sheriff’s Department
22-year-old Trent Cook of Hutchinson was going north on Yoder Road near US 50 around
8:45 p.m. when he crossed the center line and hit a car driven by 38-year-old
Jennifer Walden of Wichita head on. Cook's SUV then caught fire. 

Cook was able to get out his vehicle but a passenger Callan
Branscom was trapped inside. Fortunately, an officer with the Haven Police
Department was close by and arrived on scene where he was able to put the fire
out. 

Cook told authorities that he had fallen asleep at the wheel.

All three were taken by EMS to Hutchinson Reginal Medical
Center for treatment. 

As authorities were working that accident a second one
occurred at the scene when 62-year-old Robert Holmes of Hutchinson failed to
avoid one of the cars in the road and struck it. He was not injured.

Law Enforcement has 97 votes after Tuesday to Fire's 82. 122 units were collected on Tuesday. The drive is 20 units behind goal heading into Wednesday.

HUTCHINSON, Kan. — The active case count for COVID in Reno County
has dropped slowly in the past week. After peaking at 1,342 active cases on Jan.
20 the case count is now at 1,112.

The overall case count has increased by 765 in the past week
bringing the total county population that has tested positive for COVID to 16,215
which is about 25% of the county’s population.

Vaccination numbers continue to inch upward slowly with
33,243 residents having been vaccinated. That’s about 53.24% of the county’s
residents.

The death toll now stands at 203 residents.

Active COVID numbers falling slowly in Reno Co.

The tax filing season started this week, as it's able to get back closer to normal this year.

"This is just about on time," said Michael Devine with the IRS. "The last couple of years, it's been later when we started processing returns and that's been due to a number of problems, COVID, tax law changes, things that stop us from actually getting started. This is normal. It gives people time to file. Remember that your employers don't have to have your W-2s to you until the end of the month, so you've got plenty of time all the way into April. Just relax. Just because we've started processing doesn't mean you should rush."

In fact, because of a holiday in Washington D.C. that falls on April 15, you have until April 18 to file your federal return. Also, if you have children and received advance payments of the child tax credit, there's a letter you'll need for your taxes.

"It's a letter from the IRS, it's a 6419," Devine said. "It has the total amount of the advance child tax credit payments that you received during 2021. You're going to need that number to put on your tax return so you can get the other half of the credit. For example, if you have one child under six, the total credit is worth $3600. You could have gotten $1800 in monthly payments last year. Now you get to reconcile what you received with what you are eligible for."

In addition, a law designed to reduce fraud for those returns that get tax credits for kids is still in effect that will delay the processing of those returns.

"We're talking about the PATH Act," Devine said. "It was passed several years ago. It means that some refunds, anyone who is claiming either the Earned Income Tax Credit or the Additional Child Tax Credit, your refund will be held until at least February 15. There was a lot of fraud involved with those two credits. The IRS talked to Congress and the law was changed. Now, you have to get your W2s and other information by January 31. That gives the IRS two weeks to actually let the computers crunch the numbers and make sure what's reported on a return for those credits is what we're supposed to be getting."

MCPHERSON, Kan. — The 109th McPherson County All
Schools Day celebration will be held the week of May 8-14. This year’s
theme is “A Celebration of Champions.”

This year will be a rebuilding year for the All Schools Day celebration after the pandemic canceled many events last year. However, due to
volunteer shortages, health awareness, and with businesses closing, there are a
few events that will not be happening this year, which include: Madathon,
Playtime in the Park, and the Carnival. Over the next few years, the committee
hopes to add more events back.

This year's celebration still includes the Button Design Contest,
Button Hunt (virtual and physical), May Fete, downtown concessions, fireworks,
and the parade.

Those that wish to enter the parade will be able to do
so beginning April 1 by registering online at <a href="http://www.allschoolsday.com">www.allschoolsday.com</a> or at Venable
Jewelers, 214 N. Main St., McPherson.

109th All Schools Day is May 8-14 in McPherson

KINGMAN COUNTY—A Kansas man died in an accident just after 10:30 a.m. Tuesday in Kingman County.

The Kansas Highway Patrol reported a 2006 Nissan Altima driven by 43-year-old Oliver T. Wilson of Wichita was eastbound on Kansas 42 one mile west of Norwich when the car traveled left of center in a no passing zone and struck a westbound cement truck driven by 43-year-old Justin M. Strunk of Colwich head-on.

Wilson was pronounced dead at the scene and was transported to the Sedgwick County Forensics Center. Strunk was not injured. Wilson was not wearing a seat belt, according to the KHP.

Kansas man dies after head-on crash with a cement truck

HUTCHINSON, Kan. — USD 308 teacher Amber Carithers,&nbsp;<a href="https://hutchpost.com/posts/7959a29c-4dd5-4efe-87ef-804167ea775d">who was recently named the Regional Kansas Teacher of the Year winner from Hutchinson</a>, will be honored by the Kansas State Department of Education Wednesday along with the other members of the 2022 Kansas Teacher of the Year team.

Carithers, an English teacher at Hutchinson High School, was named a Regional Kansas Teacher of the Year finalist in March of 2021. Carithers now serves on the Kansas Teacher of the Year (KTOY) team for 2022, and has spent time this week at the Kansas State Department of Education meeting with Commissioner of Education Dr. Randy Watson and Deputy Commissioner Dr. Brad Neunenswander.

The 2022 KTOY team will be recognized on the Senate floor on Wednesday, and will be addressing the House and Senate Education Committees about their message for education and answering questions about education issues impacting teachers and students.

Carithers to be honored by Department of Education

Dr. Scott Pauly with the Hutchinson Clinic said the clinical evidence on the ground here in Reno County backs the FDA's decision to limit distribution of the Eli Lilly and Regeneron monoclonal antibodies.

"At the point that Omicron becomes the dominant variant, it's rather unethical to be using a treatment that is no longer beneficial," Pauly said. "Deciding where that line is ethically is very difficult. If 50% of the cases are Omicron, you would anticipate by using one of those two agents, you'd have a 50% chance of helping the person. What happened was, Omicron arrived so quick and became the dominant strain so quick that this became just pretty much an on and off decision rather than one that we thought we'd be able to manage."

Now, there is just one type of monoclonal antibody with sufficient efficacy. It is GlaxoSmithKline and Vir Biotechnology's sotrovimab and it is hard to obtain.

"My best advice to everybody is familiarize themselves with their inherent risk of COVID related disease progression," Pauly said. "By disease progression, I'm specifically referencing the need for hospitalization and death. The medical community is quickly becoming aware of where patients fall in that risk stratification and we're having to do so due to the supply issue. We're now in a very unfortunate scenario that I never wanted to be in in my practice, where we're having to prioritize and ration care based on risk as a result of supply issues."

If Hutchinson gets any of that treatment, it's likely to be in the tens of doses and be gone in less than half a day, even with only giving it to those at highest risk. 

"This isn't some sort of decision that was made by a legislative body or a bureaucratic entity," Pauly said. "Really, the decision was made by Omicron. It was just a matter of time when it arrived and those previously effective agents would no longer be of much benefit to the community."

If you've made the choice not to be vaccinated, you especially need to monitor if you've been exposed or if you have any symptoms, especially if you are over 65, or if you are under 65 and have even minimal health issues.

"We're seeing unvaccinated persons require hospitalization at a nine to ten times greater rate than the vaccinated," Pauly said. "Of benefit to the vaccinated, even if they have a number of health concerns, as long as they are not severely immunosuppressed, the vaccines stimulate their immune system to the point that what they gain negates their health risks."

Pauly also said if you are due for a COVID-19 booster, get it.
