KINGMAN COUNTY—A Kansas man died in an accident just after 10:30 a.m. Tuesday in Kingman County.

The Kansas Highway Patrol reported a 2006 Nissan Altima driven by 43-year-old Oliver T. Wilson of Wichita was eastbound on Kansas 42 one mile west of Norwich when the car traveled left of center in a no passing zone and struck a westbound cement truck driven by 43-year-old Justin M. Strunk of Colwich head-on.

Wilson was pronounced dead at the scene and was transported to the Sedgwick County Forensics Center. Strunk was not injured. Wilson was not wearing a seat belt, according to the KHP.

HUTCHINSON, Kan. — USD 308 teacher Amber Carithers,&nbsp;<a href="https://hutchpost.com/posts/7959a29c-4dd5-4efe-87ef-804167ea775d">who was recently named the Regional Kansas Teacher of the Year winner from Hutchinson</a>, will be honored by the Kansas State Department of Education Wednesday along with the other members of the 2022 Kansas Teacher of the Year team.

Carithers, an English teacher at Hutchinson High School, was named a Regional Kansas Teacher of the Year finalist in March of 2021. Carithers now serves on the Kansas Teacher of the Year (KTOY) team for 2022, and has spent time this week at the Kansas State Department of Education meeting with Commissioner of Education Dr. Randy Watson and Deputy Commissioner Dr. Brad Neunenswander.

The 2022 KTOY team will be recognized on the Senate floor on Wednesday, and will be addressing the House and Senate Education Committees about their message for education and answering questions about education issues impacting teachers and students.

Carithers to be honored by Department of Education

Dr. Scott Pauly with the Hutchinson Clinic said the clinical evidence on the ground here in Reno County backs the FDA's decision to limit distribution of the Eli Lilly and Regeneron monoclonal antibodies.

"At the point that Omicron becomes the dominant variant, it's rather unethical to be using a treatment that is no longer beneficial," Pauly said. "Deciding where that line is ethically is very difficult. If 50% of the cases are Omicron, you would anticipate by using one of those two agents, you'd have a 50% chance of helping the person. What happened was, Omicron arrived so quick and became the dominant strain so quick that this became just pretty much an on and off decision rather than one that we thought we'd be able to manage."

Now, there is just one type of monoclonal antibody with sufficient efficacy. It is GlaxoSmithKline and Vir Biotechnology's sotrovimab and it is hard to obtain.

"My best advice to everybody is familiarize themselves with their inherent risk of COVID related disease progression," Pauly said. "By disease progression, I'm specifically referencing the need for hospitalization and death. The medical community is quickly becoming aware of where patients fall in that risk stratification and we're having to do so due to the supply issue. We're now in a very unfortunate scenario that I never wanted to be in in my practice, where we're having to prioritize and ration care based on risk as a result of supply issues."

If Hutchinson gets any of that treatment, it's likely to be in the tens of doses and be gone in less than half a day, even with only giving it to those at highest risk. 

"This isn't some sort of decision that was made by a legislative body or a bureaucratic entity," Pauly said. "Really, the decision was made by Omicron. It was just a matter of time when it arrived and those previously effective agents would no longer be of much benefit to the community."

If you've made the choice not to be vaccinated, you especially need to monitor if you've been exposed or if you have any symptoms, especially if you are over 65, or if you are under 65 and have even minimal health issues.

"We're seeing unvaccinated persons require hospitalization at a nine to ten times greater rate than the vaccinated," Pauly said. "Of benefit to the vaccinated, even if they have a number of health concerns, as long as they are not severely immunosuppressed, the vaccines stimulate their immune system to the point that what they gain negates their health risks."

Pauly also said if you are due for a COVID-19 booster, get it.

HUTCHINSON, Kan. — The USD 308 Board of Education members were
honored with a reception during Monday’s meeting. School Board Appreciation
Month is celebrated in January each year, and is an opportunity for the
community to thank BOE members for their service to staff and students. A
special banner created by students at Morgan Elementary School was hung, and
refreshments were provided by the Bird Feeder class at Hutchinson High School. 

In addition to the celebration, Board Members also heard
from Hutchinson High School’s chapter of SkillsUSA, an organization focused on
preparing students for careers in trade, technical and skilled service
occupations. Welding instructor at HCTEA, Jeremiah Harmon, along with student
Brayden Curiel, presented to the board on SkillsUSA’s purpose and activities
including service projects, fundraising, and leadership competitions. Curiel
also lead board members in a team building exercise where members were
instructed to create a square out of rope while blindfolded.

And the board approved new curriculum for the Career and
Technical Education Academy which is centered around the ag industry. Courses
include Intro to Agriculture, Food Science, Animal Science, and Bio-Technology
in Agriculture among others. The courses were put in place to get more students
involved in agriculture.

United Way has met campaign goal

NICKERSON, Kan. — The Nickerson USD 309 School District announced
Tuesday that Amy Jones has been named Assistant Superintendent and Curriculum
Director for the district. 

Jones will take over her new role at the start of the
2022-23 school year. She brings more than a decade of administrative experience
to the position and has degrees from Wichita State University, Baker University
and Southwestern College. She is currently the Principal at Nickerson Elementary School.

Jones replaces Penny Stoss who is retiring. Her last day is Friday, January 28.

The ARPA Task Force in Reno County wants to see the bulk of the money for COVID relief go to child care.

The final report said, "We ask that you commit substantially all or a significant portion of ARPA funds to addressing the local childcare system and partner with the K-Ready Reno County Coalition to determine the most strategic, equitable, and sustainable investments for long-term impact."

Reno County commission chairman Daniel Friesen suggested that the county should have a study session to better digest the total report before making any final decisions.

The seven priorities listed in the report are: 

1. Expanding childcare offerings/access: Participants focused on providing incentives to establish more childcare facilities (through local businesses, private centers, or community-based); supplementing salaries to attract workers to handle the gap in demand; providing financial incentives (to businesses or individual residents) to cover the expenses of these programs.

2. Strengthening workforce development programs: Participants recognized the need for creative programs that would educate, train, and attract/retain talented individuals into the community. This included a strong focus on job training programs for a full array of age groups, from school co-op apprenticeships, scholarships/loan repayment to attract young workers to job training programs for displaced workers.

3. Developing more affordable housing: Most ideas in this area centered on economic investments or incentives to develop affordable housing and/or rehab targeted neighborhoods.

4. Expanding mental health resources: Participants’ ideas centered on solutions that would provide the necessary funds to expand the County’s existing programs or provide counseling classes to help a broader population identify and address issues before they manifest into deeper problems.

5. Supporting local and small businesses: Participants focused on the significant impact of COVID closures on local businesses, especially those connected to travel and tourism. To address these issues, participants discussed grants, incentives, and ideas for attracting visitors to the community.

6. Expanding access to health care: Participants brainstormed expanding health care locations or mobile services coverage throughout the County. There was also a strong appeal for providing increased pay for front-line health care workers.

7. Developing recreational opportunities: Participants discussed opportunities to enhance quality of life through access to recreational activities such as river and trail access.

The county commission wants to move as quickly as possible to make decisions on the money. The market study on child care from the United Way that was <a href="https://hutchpost.com/posts/a9cc9581-9c61-4b0e-9417-084b87277bc2">funded in part by a grant from the Schmidt Foundation</a> is planned for the next couple of months.

The intent is to talk about what questions they want a study session to answer and to put that discussion on the agenda in two weeks with the overall intent of setting that first study session at that time.

ARPA Task Force asking that child care be top funding priority

HUTCHINSON, Kan. — The Board of County Commissioners on Tuesday approved the contract of Reno County Administrator Randy Partington. 

His 2022 salary is set at $154,500, with an increase in deferred compensation to $20,500.

Commissioner Ron Sellers made clear that he wants to see Partington's contract for 2023 on the agenda in the fall of 2022. 

This is in an effort to dispense with a renewal before the commission has two new members join it in January of 2023, simply because any new members wouldn't be able to adequately assess the administrator's performance without having been on the commission.

“Our record results reflect the continued success of our growth strategy and our culture of innovation and execution, which enabled our global team to successfully navigate through supply chain challenges while capitalizing on favorable demand dynamics to deliver an outstanding year,” Chairman and CEO Juan Luciano said.

“Just as importantly, we’re advancing our productivity and innovation actions to accelerate earnings growth,” Luciano continued. “We’ve positioned our portfolio to align with the enduring trends of food security, health and well-being, and sustainability. As we enter 2022, we’re well situated to capitalize on strong crush margins, driven by good demand for meal and for vegetable oil as a feedstock for renewable green diesel; a continuing healthy ethanol market, supported by increased domestic and export demand and better clarity of the regulatory landscape; and our robust Nutrition sales pipeline, as well as the accretion of our recent acquisitions in that business."

Total revenue for the quarter was $23 billion and profits totaled $1.38 billion which was a small increase year-over-year.&nbsp;For the year, the company reported profit of $2.71 billion, or $4.79 per share. Revenue was reported as $85.25 billion.

ADM posts strong 4Q earnings

Kan. — A Hutchinson man was arrested after p0lice made a search of his vehicle Monday evening.

Authorities took 29-year-old Derek Jaquez into custody on suspicion of possession of marijuana with intent to distribute, possession of drug paraphernalia and driving while suspended.&nbsp; According to police Jaquez was stopped in the 500 block of East 6th, and one of the K-9 units was called to check for drugs.

A search of the vehicle turned up ten pounds of marijuana in the back seat of the vehicle.

Marijuana seized by Hutchinson police Monday

Kan. — Hutchinson City Manager Jeff Cantrell said that the Atrium Hotel demolition will likely cost more than the city hoped.

"Last week, we got the last piece and that is for asbestos review," Cantrell said. "We have found that the popcorn ceilings in, what I think is the entirety of the hotel is at threshold limits that are high enough that it will have to be abated. We're looking into pricing on that and trying to figure out what that process looks like and how quick we would have to abate that."

It's important for the city to have a better estimate of what it is getting into before they officially close on the property.

"There's companies that specialize in that kind of work, of course," Cantrell said. "I don't have any concern that we'll be able to get the work accomplished. We just want to make sure that we understand the maximum extent of work that will have to be done, so that we don't close on the property and then find out that a $200,000 abatement process might be double or triple. We'd like to have a pretty good hand on that before we complete the final docs."

The goal of the project remains to be able to demolish the existing rooms but keep the convention space in an effort to make it cost-effective for a developer to buy and build a new hotel on the property.

Winter Weather Advisory for Tuesday; snow mostly to the north and west

According to County Administrator Randy Partington, the board will meet in executive session and may have a final candidate at the end of that session.&nbsp;

The county has been looking for a new appraiser since Brad Wright left the department in June of 2021.

Commission to take possible action on new county appraiser

HUTCHINSON, Kan. — The right-turn lane off East 17th
Avenue into the Uptown Hutch Mall campus is closed after a water main ruptured
on Saturday. 

According to Hutchinson Public Works, the break was on a
10-inch water line that was installed in 1964. The break did not disrupt
service to any city customers. Public Works water maintenance staff repaired the break and
put the water line back in service by 5 p.m.

The right-turn lane is closed until the street can be
repaired. The street work is expected to be completed by the end of the day on
Friday, Jan. 28.

The cost to repair the water line and street damage is
approximately $4,500.

Fire has the early lead in the vote count with 47 votes to law enforcement's 43.

The drive continues today from 11 a.m. until 6 p.m.; and Wednesday from 7 a.m. until 1 p.m. all at the First Presbyterian Church at 201 E. Sherman.

Individuals who are 17 years of age in most states (16 with parental consent where allowed by state law), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.

HUTCHINSON, Kan. — Work continues on a major renovation project
to the Reno County Courthouse. The $3.4 million project includes more than $1.1 million
in earthquake repairs and another $2.3 million in renovations. 

Those renovations include new windows and an overall upkeep
of the exterior of the stone building. 

Delays have put the project behind schedule. The estimated
completion date was originally projected to be 365 days. Maintenance Director Harlan
Depew says much of the work has been completed, but substantial completion has
been delayed for various reasons. Representatives with the contractor will be
before the county commission on Tuesday to present a current review of what has
been completed to date, an explanation of work yet to be completed, and the most
recent projected completion date. 

The presentation is part of Tuesday’s county commission
meeting.

Courthouse project behind schedule

SEDGWICK, Kan. — A Sedgwick man is dead after a rollover accident Saturday night in Harvey County.

Authorities say 20-year-old Jacob Shrewsbury was traveling with another individual in the 10,000 block of South West Road when the car left the roadway and went into a ditch. The vehicle then rolled over, ejecting both individuals before catching fire.

Shrewsbury was pronounced dead at the scene. The other individual, a man in his 20s, was transported to Wesley Medical Center in serious condition.

The accident happened around 9:30 p.m. just east of Sedgwick or about six miles southwest of Newton.

Sedgwick man killed in single vehicle accident

Hutchinson City Manager Jeff Cantrell said no matter what the city council decides on the Woodie Seat Freeway project, he expects the public to continue to have input throughout the process.

"I think we'll come up with a pretty cohesive concept as to what we are going to do," Cantrell said Monday. "Really, the biggest input on that from the residents is going to happen during any construction design phase. For us right now, it's hard to bring design to the table that gives specifics like landscaping or berming or features like that. That typically happens later on."

City staff will present the options that the council saw in a study session again Monday night at 6:30 p.m. at Avenue A school as part of the regular SW Bricktown neighborhood meeting, though any Hutchinson resident is welcome to come.

"I think if we propose a design that is sustainable, we stand a really good chance," Cantrell said. "If we went to them and we showed them a design of the existing bridge structures without any changes to those, I don't think we would...hard to say, really, but I don't think we would be awarded."

In order to stay on schedule to potentially get KDOT grant money for this project in this cycle, the council will need to make a decision in February. Given that timeframe, it's likely that a plan to put traffic down on surface streets at Avenue F wouldn't be able to get an answer from the railroads involved in a timely manner, even if the council wanted to go that direction.

"I used to think KDOT took a very long time to get a response from," Cantrell said. "Probably, in the spectrum of things, they are very prompt, compared to a railroad. Railroad response takes a long time. Even when everybody's on the same page and wants the same outcome, it just takes a very long time."

Cantrell said on the Cow Creek drainage project, as an example, the railroads are looking for multiple crossing closures in exchange for allowing necessary bridge work. It's hard to know how many crossings the city would have to let be closed to offset the Woodie Seat traffic, if that option were ultimately chosen.

HAVEN, Kan.— One person was injured in a vehicle/ moped accident
Friday afternoon. 

According to the Reno County Sheriff’s Department 23-year –old
Patrick Hartung of Haven was driving in the 10100 block of South Haven Road just
before 4:30 p.m. when he hit 20-year-old Michael Tarrick of Hutchinson from
behind. 

Tarrick, who was not wearing a helmet, was transported by
Haven EMS to Hutchinson Regional Medical Center. Hartung was not injured. The accident happened about three miles north of Haven.

Hutchinson man injured in moped accident

HUTCHINSON, Kan. — The number of active COVID cases
increased from Friday’s total. According to figures released Monday morning from
the Reno County Health Department, the number of active COVID cases is at 1,266, an increase
of 46. That’s still less that the latest peak of 1,342 on Jan. 20.

The total number of cases jumped by 405, from Friday to
16,055. Since the pandemic began 205 county residents have died from COVID. 

The vaccination rate did increase over the weekend with
53.24% of county residents vaccinated or 33,243 total.

that with new courses at the Career and Technical Education Academy. 

The USD 308 School Board will take action Monday on a new series of
courses at the HCTEA centered&nbsp; around agriculture and ag science. Courses include Intro to Agriculture,
Food Science, Animal Science, and Bio-Technology in Agriculture among others.
The board will also take action on computer purchases and go over several
personnel matters. Tonight’s USD 308 School Board meeting begins at 6 p.m. at
the USD 308 offices at 1520 N. Plum.

Nickerson USD 309 to hold special meeting this evening

The need for blood is always there, but this year's Battle of the Badges Blood Drive could not come at a more opportune time for the Red Cross.

"The Red Cross is saying that they are at a ten-year low, as far as the amount of blood that's available," said Capt. Troy Mueller with the Hutchinson Fire Department. "Normally, the blood banks try to keep a five day supply. That's what they strive for across the country. Since the pandemic started, they have struggled to keep even a one day supply available."

There are some appointment times left for the drive.

"There's about ten appointment spots left for today, ten for tomorrow and 15 for Wednesday, which is really good," Mueller said. "They've got close to a little over 100 appointments a day. With just a little over 35 appointments out of three hundred some appointments, that's a pretty good showing. They do ask that if you can't keep your appointment, to be sure and cancel it so that other people can."

Also, they ask that everyone get an appointment if you want to give, but other than that, it's a simple process.

"They make the process seamless," said Fire Chief Steven Beer. "You just show up, they do all the work. You sit there, they give you a snack afterwards and they take care of you. Again, at the end of the day, you did something positive for the community."

The blood drive is today from noon until 7 p.m.; Tuesday from 11 a.m. until 6 p.m.; and Wednesday from 7 a.m. until 1 p.m. all at the First Presbyterian Church at 201 E. Sherman.

Again, at the end of the day, you did something positive for the community."The blood drive is today from noon until 7 p.m.; Tuesday from 11 a.m. until 6 p.m.; and Wednesday from 7 a.m. until 1 p.m. all at the First Presbyterian Church at 201 E. Sherman.Individuals who are 17 years of age in most states (16 with parental consent where allowed by state law), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. An unplanned pregnancy is an emotional event, no matter what stage of life you are in. At Open Door Pregnancy Care Center, executive director Neeley Pickard wants prospective parents to know, it's about care, not about judgment.

"Our typical client is 16 to 25 years old," Pickard said. "However, we have a range of moms and dads both that come in for pregnancy tests and different options. We've had a client that was 38 and pregnant, so you never know who is going to walk through our doors."

Open Door provides pregnancy tests and verification, ultrasound to find out where the pregnancy is in gestation, material aid like baby items and things for mom and dad, parenting classes, post abortion recovery, sexual integrity classes, male mentoring classes for dads and referrals to other community resources. All of the services are free.

"No insurance, no nothing, we are just there to support them," Pickard said. "We don't take their money."

Even though Open Door has a faith component, there is no quid pro quo.

"Anybody that walks through our doors, we will serve them," Pickard said. "We're seeing about 30 to 40 clients a week. That may not just be first time visits. We try to get our clients to come back in on a weekly basis to meet with a mentor, so that they have that support person ongoing throughout the pregnancy and even once the baby is born."

The center is open Monday from 9 a.m. to 8 p.m, Tuesday from 9 a.m. to 5 p.m., Wednesday from 9 a.m. to 5 p.m. and Thursday from 9 a.m. to 8 p.m. at 315 West 1st in Hutchinson. If you need help right now, you can call their 24-hour hotline at (800) 712-HELP.
