HUTCHINSON, Kan. — As the Salt City Splash and Buhler city pool prepare to open this weekend, Tony Findlay with Hutch Rec says they are still short a small number of lifeguards.

The pools normally need a staff of about 30 lifeguards and, at the moment, they have about 24. While that's enough to run the pools, it leaves little wiggle room if someone has to leave or take a break during the summer.

Another Red Cross lifesaving certification class at the YMCA is being held May 31 through June 2. The cost is $200 but Hutch Rec will reimburse the entire amount if a lifeguard stays on for the entire summer. If more people fill out an application after this weekend, Findlay says the pool will hold another lifesaving course at the Splash.

If you would like to be a lifeguard, you must be at least 15 years of age and certified through the Red Cross. All job applications can be filled out at <a href="http://hutchrec.com/employment">hutchrec.com/employment</a>.

Child care orientation offered again in June

HUTCHINSON, Kan. — Students in USD 308 will be on summer break starting Friday. The district elementary and middle schools will get a half day while high school students will have to wait until their usual release time to start their summer vacation.

Times of release for the elementary and middle schools do differ. The Magnet School at Allen will release students at 11:50 and McCandless will end the school day at 11:20. All other elementary schools will release students at 11:30. The middle schools will end their abbreviated day at 12:05.

All schools will provide lunch and&nbsp; buses will run as well.

USD 308 ends school year Thursday

HUTCHINSON, Kan. — Four area students have been awarded scholarships to Kansas State University totaling $2,000. The scholarships were awarded by the Reno County Catbackers, the Col. Gayle Foster Endowed Scholarship Fund and the K-State Alumni Association.

The recipients are Reaghan Martin, Hutchinson; Ashlyn Spangenberg, Lyons; Claire Chesney, Nickerson; and Noah Svaty, Sterling.

The scholarships are for the 2022-23 academic year. The Alumni Association annually awards approximately $550,000 in student scholarships with funding provided by local K-State alumni and friends and Alumni Association programming.

“We are so pleased to congratulate these outstanding students,” Amy Button Renz, president and CEO of the K-State Alumni Association said. “The Alumni Association board of directors is committed to helping prospective students attend K-State. We greatly appreciate local alumni and friends who have helped make these awards possible through their loyal support.”

There are approximately 2,457 K-State alumni and friends in the Reno County area.

K-State awards scholarships to Rice and Reno County students

HUTCHINSON, Kan. —&nbsp; Hutchinson Regional Medical Center announced Wednesday that Jonna Jenkins, Doctor of Nursing Practice (D.N.P.), will join the hospital as its Chief Nursing Officer effective July 6. 

Jenkins has a Master’s Degree in Science and Nursing and a doctorate in Nursing Practice, both from Grand Canyon University in Phoenix, Arizona. She is a member of several nurse related organizations including the Texas and American Nursing Association, and American Organization for Nursing Leadership.

Currently, Dr. Jenkins serves as Director of Clinical Operations at Ascension Health System in Austin, Texas. Previously she served in several other leadership positions within the same organization.

 <li>The landfill will charge a fee of $10 per ton for all construction demolition loads from both Reno County residents and businesses, with a $10 fee minimum per load.</li><li>There will be a charge of $20 a ton, for construction &amp; demolition loads that have trash or other materials mixed into it that are not accepted in the construction demolition site, with a $20 minimum fee per load.</li>

Landfill fees to increase June 1

HUTCHINSON, Kan. — The Kansas Department of Transportation is looking at ways to either repair or stop the sinkhole that continues to develop on US 50 east of Hutchinson.&nbsp;

The Brandy Lake sinkhole, as it is called, has been dropping for many years and now KDOT wants to do something about it. According to spokesperson Tim Potter,&nbsp; KDOT will begin to survey the area and hopes to begin repairs to the road as early as 2024.

The sinkhole is a natural phenomenon caused by the underlying salt layer that is retreating from east to west, according to Rick Miller with the Kansas Geological Survey. Miller says the drop of the road continues, but the rate is not constant.

“We were actively looking at it probably ten years ago. It was going at a rate of probably three to six inches a year,” Miller said. “Subsidence like that, especially when its migrating from 300 or 400 feet down&nbsp; it can go kind of in spurts, so it can be gradual for awhile and then kick in.”

The sinkhole is not a problem for now, according to Miller, but if the underlying cavity should migrate to the surface it could create serious problems.

“If there was anything that was migrating upward toward the road that might come in contact with some of the solid structures…if all of a sudden one side, probably the east side, drops down because of subsidence…all of a sudden in the middle of the night you could have a one foot drop.”&nbsp;

Miller says natural migration of water from the surface is eroding the salt layer and creating cavities underground that result in the sinkholes. 

He says the area will continue to see the natural subsidence for well beyond a thousand years.

US 50 sinkhole tagged for repairs in 2024

HUTCHINSON, Kan. — The new Reno County Commission District 5 will now have a primary. According to Deputy Elections Clerk Jenna Fager, Tom Collins has filed as a Republican for the seat. Mike Warren has also filed as a Republican. The fifth&nbsp;makes up the southeast part of Hutchinson and a part of Reno County.&nbsp;

There are now at least two competitive primary races for what will be a newly-expanded commission that was voted on and approved by the public. 

Mark Reese has filed in the new commission District 4 as a Republican. The new District 4 has its entire boundary in the city of Hutchinson. 

Republican Chris Corey and Republican Randy Parks have both filed for Ron Sellers' seat in District 1 after Commissioner Sellers declined to run for another term. 

Ron Hirst in District 2 and Daniel Friesen in District 3 are in the middle of their terms that end in 2024.&nbsp;

Reno County commissioners serve four-year terms and must reside within their district boundaries. The filing deadline for commission seats is June 1 at noon. The primary will take place August 2.

The Hutchinson City Council knows they have to increase water and sewer rates to meet the long term cost of maintaining and upgrading the city's infrastructure, but the haggling is over how much the increase should be.

"We want to keep a mental ledger of assumptions that we think are prudent," said David Naumann with Burns &amp; McDonnell. "The concern that I have just overall right now is, because of inflation, I think the likelihood is that we're running a higher risk that the plan is going to cost more to implement than what we're showing. As we talk about maybe looking at a lower rate increase, the sensitivity we run now may end up playing differently depending on how long you run at elevated inflation."

The proposal in Burns and McDonnell's documents provided to the council was a net 5.5% increase in water rates and 5% in sewer rates, broken down as 2 percent on residential and 7 percent on industrial, roughly, when it comes to the water side. There was a desire among the council to know more about what industrial water rates are in competitive communities and also to look at different residential and industrial revenue mixes. Interim City Manager Gary Meagher recommended revisiting the issue next month during the session for operating budgets.

"I wonder if that would be a good time to do that, that way," Meagher said. "That will give us a little bit of time before we finalize the budget, but gives you an opportunity to talk about that in relation to some of the other departments."

That budget discussion is scheduled for June 13. Hutchinson is still below the regional average for both water and sewer rates.

Due to a lack of people auditioning on the first weekend, Stage 9 has chosen to change its production for August.

"We had only six people show up and we need 24," said director Kris Anshutz. "We had auditions scheduled this weekend also. We decided that we needed to change our schedule and so we are doing The Real Inspector Hound instead of Tony n' Tina's Wedding. Auditions will be at the same time."

That time is Saturday from 11 a.m. to 2 p.m. at Stage 9 at 9 South Main.

"In The Real Inspector Hound, there are five men and three women, for a total of eight," Anshutz said. "I could do four women and four men."

The main issue is a lack of men auditioning, as only one man auditioned last weekend. The venue is also changing from Grace Episcopal Church back to Stage 9.

"The performance will be at Stage 9, but the dates will be the same," Anshutz said. "They will be August 4 through 6 and August 11 through 13."

All performances will be at 7:30 p.m. Anshutz will work with the cast to set up a rehearsal schedule that works for them.

HUTCHINSON, Kan. — The City of Hutchinson has taken a few small steps in its search for a new administrator. The city is looking to replace Jeff Cantrell, whose contract was not renewed earlier this month.

According to Human Resources Director Tom Sanders, the city has sent out a request for proposals for a small number of search firms and has also been in contact with the League of Municipalities to get some direction on where to find its new leadership.

Sanders says the city is really at the starting process but hopes they will begin to move in some direction in the coming weeks.

For the time being, former County Administrator Gary Meagher is the interim City Manager.

City of Hutchinson starting with leadership search

HUTCHINSON, Kan. — Former Hutchinson Regional Medical Center COO Wes Hoyt has been named the new CEO of Saint John Hospital in Leavenworth, Kansas, effective June 1, according to a news release from the hospital.

“We are excited to welcome Wes to both Saint John Hospital and the Leavenworth community,” Mark Benz, Regional CEO, Prime Healthcare Services said. “His extensive background not only in healthcare, but in the military, give him broad experience and executive leadership to guide Saint John as we continue to serve our community.”

Hoyt earned a Master of Health Administration degree from Baylor University where he graduated summa cum laude. He earned his Bachelor of Arts degree in Secondary Education from Southeastern Louisiana University in Hammond, Louisiana. He also served many medical roles while serving in the military.

His experience and leadership roles in the U.S. Army include local, state, national and international positions, including serving as Executive Vice President of Healthcare Operations, U.S. Army with the Southern European Task Force and U.S. Army Africa; Senior Vice President, and Regional Operations Officer for the U.S. Army/Europe Regional Medical Command. It’s not the first time Hoyt has been in Leavenworth. Hoyt was also stationed at Fort Leavenworth during his time in the military.

Hoyt named CEO for Leavenworth hospital

HUTCHINSON, Kan. — Chuck Welch with Hutchinson Regional Medical Center says it will still be some time before they get a full assessment of a recent mass casualty drill held last week involving the hospital and area fire, rescue and EMS personnel.

The two-day exercise simulated a major earthquake with collapsed buildings and trapped citizens. The first day involved the actual rescue exercise followed by a command center type scenario.

Welch says he saw a lot of good things with the exercise but still wanted to discuss the event with EMS to gather its feedback.

The hospital wanted to conduct the drill to see how prepared it is for such an event including the ability to handle mass trauma, how patients are tracked through the hospital, and dealing with a large number of fatalities all while suffering utility and possible infrastructure issues that could be connected to such an event.

Area EMS, fire, Evergy, Public Works, 911 dispatch and emergency management all participated in the drill.

HRMC still looking over results of mock exercise

MCPHERSON, Kan. — The effort to recall three members of the USD 418 Board of Education appears to be unsuccessful. 

Unofficial numbers from Tuesday have each of the three members up for recall, Jeff Johnson, Ann Elliott and Emily Greer retained by roughly two to one margins.

All three have between 700 and 800 votes to remove them and just under 1600 votes to retain them.&nbsp;

Official results will be announced after the holiday.

USD 418 recall effort fails

HUTCHINSON, Kan. — The Hutchinson Housing Commission has canceled its scheduled meeting for Wednesday due to a lack of staff.

The next scheduled meeting is June 22 at 3:30 p.m.

The Hutchinson Housing Commission will hear a progress report on the city’s CDBG Housing grant at its meeting on Wednesday.

According to the meeting agenda, the grant is nearing completion. So far eight homes have been completed with three more slated to begin work shortly. These final three homes will complete the work of the grant. 

The grant was originally scheduled to be completed in March 2022, with the City receiving an extension until June to complete the grant. Due to ongoing supply chain issues, the City is requesting another 3-month extension with expected completion of the grant in September 2022. This extension request will be on the City Council’s June 7 agenda.

Also, staff says the Kansas Department of Commerce has announced proposed changes to the 2023 CDBG program. The Housing category is proposed to be moved from an annual competition round to an open round with applications open from early January, 2023 – November 1, 2023. This proposed change will allow staff to complete the current grant and also complete the pre-application activities for a grant application in 2023.

UPDATE: Housing Commission meeting canceled

NICKERSON, Kan. — The Nickerson City Council is still entertaining ideas of how to spend ARPA COVID relief funds. The city is getting just over $154,000 in funding

During a recent work session, the council looked over ideas presented to it as well as public input during the meeting. According to City Clerk April Beshears, most are wanting to do something that would benefit older youth in the community, although no specifics were given.&nbsp;

Other ideas include an expanded splash pad, expansion of the city park and even providing weather radios for the entire community.

Beshears says they will continue to discuss the ideas in the coming weeks before taking action in a regular meeting.

Nickerson discussing how to spend COVID funds

Another opponent has filed in the Republican primary for the House District 101 race to oppose Pretty Prairie incumbent Joe Seiwert.

According to the <a href="https://kssos.org/elections/elections_upcoming_candidate.aspx">Kansas Secretary of State's website</a>, former Goddard mayor Jamey Blubaugh has filed for the seat. He was the mayor prior to fellow candidate Hunter Larkin.

Both men have resigned the Goddard mayor's position, <a href="https://www.kansas.com/news/local/crime/article250613964.html">Blubaugh following allegations of counterfeiting 2019 Zoobilee tickets</a> and Larkin earlier this month after a <a href="https://www.kansas.com/opinion/opn-columns-blogs/dion-lefler/article261376427.html">Wichita Eagle columnist accused him of improper relationships with city vendors regarding contributions to his statehouse campaign</a>.

Seiwert has faced Blubaugh and won before in 2012. That also was a three-way primary. Seiwert has served since 2008.

Seiwert now with two former Goddard mayors as opponents

HUTCHINSON, Kan. — The Hutchinson Police Department announced that six employees were sworn into the department during a ceremony held May 20th.

Added to the police force were Officers Kollin Goering, Matthew Hickman, Antonio Aguilera Jr, and Jarod Gilmore.

Also sworn in to the department were Accreditation Manager Michelle Patton and Records Technician Karla Savard.

Hutchinson Police Department welcomes new officers and staff

The Hutchinson USD 308 Board of Education agreed to get a commercial appraisal regarding the potential disposition of Avenue A School, as the Boys and Girls Club has expressed interest in buying the property.

"What do we owe on that building?" asked Superintendent Mike Folks. "I've included our bonded indebtedness and I've got to give Sheila Meggers credit for being able to extrapolate or disseminate what part of the bond issue in 2006 went towards that building. Because, when we pay a bond payment, it's not broken out by building."

That amount is $980,000, but that's going to go down.

"Our bonds are to be paid off in 2027," Folks said. "As Sheila pointed out to me today, we'll make a payment and that $980,000 is going to go down a big chunk in one year, because we're only five years away from having that completely paid off."

The commercial appraiser Folks spoke with said they can't get to the work until November and said they could probably do it for $4000, so Folks is going to see if anyone else can do it sooner, but the board approved a not to exceed amount of $4000 for the work and it will be resubmitted if a different vendor can do it and it costs more than that. 

Board members Lance Patterson and Laura Corey left the room for the vote, due to their roles related to Boys and Girls Club. The vote was 5-0 among the other members present. The building currently houses the alternative school and is used by the Boys and Girls Club.

USD 308 board approves appraising Avenue A school

Dr. John Walker with Central Christian School in Hutchinson says they are through phase one and into phase two of their FORWARD capital campaign. Phase one was paying off the school's previous debt.

"The debt was $464,000," Walker said. "That has been taken care of. We've got about $140,000 that we've fundraised for the classroom addition project. Our goal for that is about $700,000. As it relates to the parking lot, we're seeking to fundraise a million dollars for that and we have just over $230,000 for that."

The classrooms they want to finish are already built.

"In the late 1990s, a building addition project began at Central Christian School," Walker said. "Because of various aspects within that time, the project ceased. We currently have, basically a shell of four classrooms, a beautiful addition that we cannot use, because it's not finished. We don't have the electrical in there, we don't have the HVAC in there, we don't have the lighting in there, we are still needing that. We've got basically the roof over the head, the walls built up. We have four classrooms that are ready to be used. That's why we are working on fundraising the funds needed to finish that classroom project."

They also want to get the parking lot paved.

"When it's rainy out, we like to call it the Central lakes, that are out there in the parking lot," Walker said. "We would really like to have that parking lot paved. I think it would just add a lot to our campus and beautify our campus and make that a better experience, not only for our parents and our students and our faculty and staff, but also our guests."

In addition, they want to add $1 million to the school's endowment to allow for more scholarships. Walker said they'd also be able to expand their enrollment considerably if the new classrooms were finished, right now they are around 170 to 190 in a typical year and he thinks they could get up to 250 with the additional space.

Capital campaign for Central Christian School now in phase two

The baby formula situation locally is not as dire as some parts of the country, according to Reno County Health Department WIC coordinator Heather Peterson.

"Locally, what I'm hearing families say is that they are kind of having to piecemeal their formula options," Peterson said. "It may mean that they are going to multiple stores in order to find the number of cans that they qualify for on their WIC benefit. Several families are traveling easily outside of town and definitely out of county. Some are going into McPherson and into Salina, down into Wichita in order to find the formula that they need."

For those with special dietary needs, it is a struggle right now.

"With the special formulas, they are having to drive quite a distance in order to find those formulas," Peterson said. "The standard formulas like Similac Advanced are now really pretty commonly available on the shelves and we are seeing a lot of families that are switching back to that product, simply because of its availability. Here again, the babies have outgrown that sensitivity and they're able to tolerate that standard formula well."

WIC has continued to leave its formula access much less restrictive in light of the supply issue.

"The good news is the vast majority of formulas are available," Peterson said. "It might be in just smaller quantities. Now, we are allowing formulas from other makers. The State of Kansas has a contract with Similac. Now, we are able to offer Enfamil, we're able to offer the Gerber line of products. Even the Parent's Choice, which would be the Walmart brand or the Comforts, which is the Dillons brand. We can even do the Up and Up and the Tippy Toes, which are Target brands, and so, some families are going in and getting their formulas at some of the Target stores."

Peterson also said she's seeing pregnant women give a little additional effort to attempting to breastfeed and those who were only using formula part-time now breastfeeding full-time in light of the shortages.

WIC: Formula situation more an inconvenience than a crisis

Reno County Commissioner Daniel Friesen says the short term budget situation is good for the county, but the long term is where he has some concerns.

"I don't see it being a short term challenge or a challenge in this year's budget," Friesen said. "I see it as one that's going to kind of show up in latter years, two to five years down the road. As inflation and other pressures hit the consumer, I think we'll see some sort of natural change downward in the economy. That takes a while to ripple through to the county, or just any government revenue."

It helps that as property values rise, so also do property taxes.

"The challenge, this year, is to plan for the future and not take advantage of the fact that we probably will be looking at a fairly positive revenue situation in the county," Friesen said. "It's very similar at the state level. My goal would be to continue to prepare now. That's just good tax policy, anyway."

Friesen sees the economic downturn on the horizon as eventually having a negative effect in those out years.

"Eventually, we're going to get a higher rate of delinquencies and failure to pay," Friesen said. "It will catch up eventually, if there isn't some better balancing that occurs naturally in the economy. Hopefully, the other commissioners agree that, while this is a great time for tax revenue, it's not a great time for many consumers and we ought to look to reduce our tax rates where we can."

This is the last budget that will be dealt with by a three person commission. The commission will expand to five members as of the beginning of 2023.

Blue Star Museums, a program of the National Endowment for the Arts and Blue Star Families, offers free admission to the Hall of Space for active duty military personnel and their families. The program began on Armed Forces Day, and continues through Labor Day. Adults with military ID — both veterans and active duty — will also receive year-round discounts on all Cosmosphere attractions.

Also this summer, Sunflower Summer provides school-aged kids and up to two accompanying adults access to Cosmosphere’s Hall of Space Museum at no charge between May 28 and Aug. 14. Students ages 4-18 and up to two adults per student can receive free admission through the Sunflower Summer app.

“We had a blast welcoming thousands more visitors to the Cosmosphere from across Kansas during Sunflower Summer last year,” Cosmosphere president and CEO Jim Remar said. “We can’t wait to see even more families this year.”

Sunflower Summer is a program of the Kansas State Department of Education. To get started, parents and guardians need to download the Sunflower Summer app free from either Google Play (Android) or Apple (iOS) app stores.&nbsp;

Cosmosphere offers free access with 2 programs

HUTCHINSON, Kan. — With inflation and a slowdown in shopping sales, tax was lower for both the city of Hutchinson and Reno County in May. That leads to the question of whether the economy is slowing enough to hurt city and county budgets. County Administrator Randy Partington says the lower numbers in May are a little deceiving.

“I believe this is just a one or two month occurrence, this month and probably next month, related to the compensating use tax,” Partington said. “The direct sales tax that came in for the county was $398,000 but we’re still above what we were last year.”

Partington attributes the drop to the decline of compensating use tax, which fell by about $65,000 year-over-year.

“The compensating use tax, the last year at this time, was $72,000,” Partington said. “This time it was around $6,500.”

Still, inflation and the possible slowdown in shopping trends is something the county will be watching in the coming months.

“There’s still concern with inflation and gas prices and everything else, people won’t be spending as much and sales tax won’t be increasing as it has the past couple of years,” Partington said. “But just looking at the sales tax portion, not the compensating use tax, we’re still in better condition than we were last year.”&nbsp;

Compensating use tax is a tax paid to out-of-state retailers on goods and merchandise purchased from other states on which no sales tax was paid. It is also due if the other state’s rate is less than the Kansas rate of 6.5 percent paid at the time of purchase. The tax protects Kansas businesses from unfair competition from out-of-state retailers who sell goods either tax-free or at a lower tax rate. It also assures fairness to Kansans who purchase similar items in Kansas and pay Kansas sales tax.&nbsp;
