Kelly Danyluk with the Reno County Veterans Memorial told Hutch Post that a new panel of names was finished earlier this month.

"On the 18th, last Wednesday, LaDuke Memorial came over and engraved 315 new names," Danyluk said. "Those are names that we possibly missed the first run. They'll be on the far north side."

The new names will be alphabetized per panel going forward. The original list of around 14,000 names was alphabetized throughout.

"The guidelines are service from the Civil War through today, peace time or war time," Danyluk said. "You have to have either been born in Reno County or lived in Reno County for 10 years to be eligible."

It took the crew about a day to do the work as they engraved there on site, but they wanted to do it when it was warm enough to be sure there would be no damage.

BUHLER – Buhler Community Foundation will be accepting proposals for 2022 Fund for Buhler grants starting Tuesday.

Each year, Buhler Community Foundation awards grants for programs demonstrating innovative ideas or solutions to critical needs in the Buhler community, in sectors ranging from health and human services to the arts to parks and nature.

Applications may be picked up at the Buhler City Office, 219 N. Main St. or they may be downloaded at <a href="http://buhlercf.org/grant-application">buhlercf.org/grant-application</a>.

Proposals should be delivered to the Buhler City Office or mailed to Buhler Community Foundation by 4 p.m. on July 15.

2022 Fund for Buhler application window opens Tuesday

The U.S. Army Corps of Engineers recommends that everyone wear a lifejacket if out on the water this Memorial Day weekend.

Over the last 10 years, 88% of drowning victims are male, 84% are not wearing a life jacket and 27% are from falls overboard.

According to the Corps, it only takes an average of 20 seconds for a child to drown and 60 seconds for an adult. Never let your children swim by themselves. Adult supervision is a must. 

Swimming ability may decrease with age, especially if you don’t practice regularly. Always wear your life jacket, especially in natural-water conditions like lakes, rivers, and oceans where wave action and current can impact your ability to swim.

Also, learn to identify the four signs of a person who is drowning. The drowning signs are head back, mouth open, no sound and arms slapping the water in an up and down motion. Sixty percent of the time people who drown were either witnessed by someone or there were people in the area that could have helped save them if they knew how to identify drowning.

Many people drown within 10-30 feet of safety. The proper ways to rescue someone in the water that is in distress is to “reach, throw, row, and don’t go.” Reach something out to the person without endangering yourself, throw them something that floats, row your boat close to the person with the motor off. Never attempt an in-water rescue unless you are trained to do so in natural waters.

Instead, go for help or send someone else for help. Often a double-drowning occurs when someone enters the water to attempt a rescue because a person fighting for their life is extremely strong and in order to stay afloat they will hold the person who is trying to help them underwater.

The most important thing you should do while recreating in, on, or near the water is to always wear a life jacket and encourage others to do so.

The annual Reno County Veterans Memorial ceremony is set for 9 a.m. at the memorial in South Hutchinson. The service includes the National Anthem by the Hutchinson Brass Quintet and prayer by Chaplain Dave Warnkin of the American Legion. Tom King of the Reno County Veterans Memorial Board will make opening remarks before the presentation of the memorial wreaths.

The address will be presented by Comander Larry Collins of the American Legion followed by the closing prayer and the playing of taps.

Following that will be the memorial service starting at 11 a.m. at Memorial Park west of Hutchinson which will again include remarks from Larry Collins and Chaplain Dave Warnkin. Following that will be taps and presentation of roses from the American Legion Auxiliary, the Amvets, VFW Post 1361, The American Legion Riders and the Daughters of the American Legion.&nbsp;

The ceremony will include the recognition of those&nbsp; veterans who have passed in the last year and a POW/ MIA ceremony and prayer. Music will be provided by the Hutchinson Municipal Band.&nbsp;

Memorial Day services for Monday in Hutchinson

HUTCHINSON, Kan. — A man who escaped from the minimum security unit at Hutchinson Correctional Facility back on February 16th is now in the Reno County Correctional Facility.

Gabriel Sanchez Jr. walked away from the prison just two weeks before he was to be released on a Reno County conviction for assault and battery of a law enforcement officer and fleeing/eluding local law enforcement. He was captured two days later.

Sanchez saw his time at HCF extended to May 27 for his actions at which time he was released, then immediately taken into custody by the Reno County Sheriff's Department on charges of aggravated escape and failure to appear.

Man who escaped from HCF now in the Reno County Correctional Facility

MANHATTAN, Kan. — The Hutchinson Police Department announced Friday that four officers received awards at the 2022 Kansas Association of Chiefs of Police Valor Banquet held in Manhattan Wednesday.&nbsp; 

Sgt. Cole Long was given a silver award. On April 11, 2021, Sgt. Long was patrolling south of the 1500 block West 12th Avenue when he heard two gunshots. He immediately responded to the area and located a victim lying in the street suffering from a gunshot wound. Long dragged the victim to the passenger side of his patrol vehicle for cover. While tending to the victim, Sgt. Long saw another male walking nearby. This was later identified as the suspect. During the incident, Sgt. Long communicated and coordinated well with other officers. He stayed calm and collected in the face of a very dangerous situation. Because of Sgt. Long’s courage, the victim was able to make a full recovery.

Officer Matthew Rucker, Field Training Officer Ross Alison and Field Training Officer Trevor Boudreaux all received bronze awards. On Aug. 21, 2021, officers with Hutchinson Police Department were dispatched to 1707 E. Blanchard in reference to a shooting. Officers were provided with little information while en route to the scene. They were told there was a suicidal subject in the residence with a firearm. Just before they arrived on scene, the reporting party said the subject shot the weapon.

When officers arrived, they established a perimeter and immediately saw a young child in the front doorway. The child would not exit the residence, but officers believed the child could not hear them through the door. Officers also knew there were at least two children still inside the residence.

Rucker, Alison and Boudreaux made the decision to move up to the residence to get the children out. Alison stood up front with a ballistic shield while Alison and Boudreaux went inside and quickly formed a wall for Rucker, who found the children in a nearby hallway and helped escort them outside to safety.&nbsp;

The three officers rushed into the residence, putting the lives of others in front of their own.

HPD officers recognized for their actions

McPHERSON, Kan. (AP) — A 12-year-old boy has been charged in connection with the contamination of a water cooler used by a small college baseball team in Kansas. 

The boy has been charged with endangerment and criminal damage to property for allegedly pouring paint into Kansas Wesleyan’s water cooler during a doubleheader against Bethany College in Lindsborg on April 24. 

McPherson County Attorney Jennifer Wyatt said a summons would be issued for the juvenile to appear in court.

Charge filed against juvenile in paint incident at KCAC baseball game

HUTCHINSON, Kan. — The Parent Company of Plains State Bank in Hutchinson is expanding. Plains Bancshares, Inc, announced Thursday that they have purchased the BancCentral branches in both Anthony and Harper.

The acquisitions are a continuation of the western Kansas financial company which purchased the Salina branch of Bank IV in 2018, and recently opened branches in Hutchinson and Great Bend.

The transaction has been approved by each company’s board of directors and is expected to close in this fall. The transaction will expand Plains State Bank assets to approximately $398 million in total bank assets.

Plains State Bank expands into Harper County

Even as Kansas as a state slips over $4 a gallon for gas, Reno County stations are still hanging on, with GasBuddy reporting as of Friday that gas is still at $3.89 at the Murphy USA by the Hutchinson Walmart with all of the ten cheapest Reno County stations still below the $4 mark.

"Being in Kansas is a good thing in terms of gas prices," said Shawn Steward with AAA Kansas. "It doesn't seem like it when you're filling up, but $4.12 a gallon as a state average, where we are today, is actually the second cheapest in the country, behind only Oklahoma. If you are traveling in the region this weekend, Arkansas, Missouri, Nebraska and even Colorado are all in the top 10 cheapest gas prices."

Even though the summer travel season often sees more pain at the pump, Steward says that's not necessarily a done deal.

"Once you get to a certain point, there are going to be people who scale back their driving just for budget reasons," Steward said. "We refer to that as demand erosion. Earlier this week, we saw some numbers where demand had actually gone down. We're expecting higher demand for the holiday weekend, as people go on their road trips. We'll take a look at it next week to see if that demand happens to drop again. I think that may be some indication that demand erosion might be kicking in."

Memorial Day is still a mostly driving holiday, though, so what happens at the pump this weekend could be different than the non-holiday times this summer.

HUTCHINSON, Kan. — The K and O Railroad is getting a portion of $11.5 million worth of grants from the state to make major renovations to track and bridges along the system.&nbsp;

The short line railroad will receive more than $1.2 million dollars to upgrade weight limits on 51 bridges, replace a one half mile section of curved rail and increase the size and weight of the rail used on a number of turnouts on the system.&nbsp;&nbsp;

The grants are provided through the Kansas Department of Transportation’s State Rail Service Improvement Fund.&nbsp;

K and O serves Yoder, Haven, Hutchinson and Nickerson in Reno County and Newton, Hesston, Moundridge, and McPherson in Harvey and McPherson counties.

Area short line railroad to get portion of $11.5 million 

HUTCHINSON, Kan. — Reno County Substance Misuse Educator Seth Dewey let us know about a Harm Reduction Works support group that is starting in Hutchinson this weekend.

"There's going to be open meetings," Dewey said. "In an open group, everyone is welcome, especially people who aren't sure what harm reduction is or whether it can help them, or if they just have a friend or a family member who is using. Tomorrow is the first one. The first meeting is going to be an open meeting. Then we will determine focused meetings."

The focused meetings will be set up privately, but will take a different approach than abstinence-based support groups.

"Focused groups are for people who do use substances or alcohol, or who have in the past," Dewey said. "That is going to be one where it's closed to those individuals. That way, they can be comfortable sharing their needs and their goals and their concerns. As part of the City of McPherson's 150th anniversary celebration, they are having a Time Capsule unveiling event from both the city centennial and the nation's bicentennial time capsules. 

Unfortunately, there appears to have been some damage to one of the capsules. According to the McPherson Fire Department, they located all the time capsules in water and immediately began extricating the capsules. 

Only the Centennial Time Capsule contained water so staff began draining water and removing the contents. Members worked through the late evening trying to save what could be saved. Those items that were saved have serious water damage.

The time capsule reveal event is scheduled for Saturday at 2 p.m. at the McPherson Fire Station at 312 E. Kansas. Refreshments will be served and the Time in Space band will also play.

Democrat State Rep. Jason Probst notes that the statehouse maps showed more collaboration than the congressional maps that the Kansas Supreme Court allowed to stand.

"Generally, I felt, for the minority party, I felt the majority worked with us pretty well," Probst said. "Again, not so much on the congressional maps, but on the house maps. Also, less in the Senate. The Senate maps were a little wonky, but the House, we seemed to work together pretty well and we came up with maps that I thought were reasonably fair. These things are going to last for 10 years. I think it's important that they are done in good faith and they are done in the right way."

Probst served on the house committee that helped draw the maps and was present for the town hall meeting in Hutchinson toward the beginning of the map process. His issues still lie with the way the Congressional districts were divided.

"Lawrence did not want to be in the First District," Probst said. "There was really no explanation for that. Very clearly, the people in Wyandotte County did not feel, they believed, that their community should be broken apart. To be fair, Johnson County has experienced such growth that there was going to have to be a split in that Johnson and Wyandotte County somewhere, but to do it in a way that carved out the biggest portion of minority population and put them in to a different district seemed to be a problem to me, but the court has ruled on that and so it is what it is."

Probst has filed to run for re-election in House District 102 by petition. The signatures are still being verified.

The Veterans Banners from the Vieyra Honors Foundation have begun to be hung downtown. They sold enough for 72 of 112 possible banners, but not all of them will be hung this weekend.

"We, like many during this last couple of years, experienced some unexpected supply chain issues," said Marla Booher with the foundation. "We didn't receive all of the necessary hardware to get all of the banners up by this weekend. I have contacted everybody that purchased a banner and let them know that the first phase will be put up, about 18 banners. The second would be mid-June. I don't know the exact date. By mid-June another 35 will go up and then the remainder will be put up by the time the Fourth of July parade comes."

There's no pattern to where they will be hung, it's just dependent on where they have the existing hardware.

"Since we weren't able to honor the Memorial Day through Fourth of July timeline that we originally said, we're working with the city to have them hung from whenever they get hung up now, through Veteran's Day," Booher said. 

There is also a period around Emancipation Day in August when the Pan-African flag is typically flown downtown. Booher said, they will be working with the city to be sure both can be hung for an appropriate time.

Adults with arthritis can reduce or better manage their symptoms, including pain, by being physically active. Most people with arthritis can be physically active on their own by walking or doing other kinds of activity. Regular physical activity can have many benefits for people with arthritis without making symptoms worse. 

If you have arthritis, participating in joint-friendly physical activity can improve your arthritis pain, function, mood, and quality of life. Joint-friendly physical activities are low-impact, which means they put less stress on the body, reducing the risk of injury. Examples of joint-friendly activities include walking, biking and swimming. 

Being physically active can also delay the onset of arthritis-related disability and help people with arthritis manage other chronic conditions such as diabetes, heart disease, and obesity.

In addition, the recently released County Health Rankings reported that 40% of the Reno County adult population has a body mass index (BMI) that places them in the obese category. Physical activity along with healthy nutrition can assist in reducing BMI.

The Hutchinson City Council will hold a special meeting Tuesday afternoon at 3 p.m. to have two executive sessions. 

The first of those is to discuss issues related to 2023 contract negotiations with the City’s bargaining units and the next to discuss matters involving the City Manager.

The City Council and the City's bargaining units had some struggles coming to an agreement this past January, and the memorandum of understanding between the city and SEIU local 513, representing 125 of its workers wasn't signed until February.

At the time Human Resources director Tom Sanders said the two areas where there were changes were after hours callback pay starting after 5 p.m. and having holiday callback pay fall on the actual holiday, rather than any observed days for a holiday.

Also, Hutchinson City Manager Jeff Cantrell's contract was not renewed when it expired earlier this month and former Reno County Administrator Gary Meagher is filling in, but his temporary contract is for two months, with the option to extend it if they haven't found a permanent solution after that time.

BURRTON, Kan. — Burrton USD 369 is looking for a superintendent and elementary principal.

Joan Simoneau is leaving to take the superintendent's position in Rock Creek. 

Mrs. Simoneau served for six years as Superintendent and Elementary Principal at USD 369. 

She served as the Middle and High School Principal at Burrton for the 4 years prior to beginning her service as Superintendent.

NORTH NEWTON, Kan. — North Newton is one of ten cities and counties that will receive part of more than $7 million in grants for street and sidewalk improvements through the Kansas Department of Transportation.

According to North Newton City Administrator Kyle Fiedler, the city will receive $164,000 from KDOT to help with a major sidewalk expansion in the city. The new walkways will run along Main Street from the Bethel College campus north to near I-135.&nbsp; Another portion of the walk will run through the Kidron Bethel retirement community and then along Anderson Street on the west edge of town. The total cost of the project is $250,000 with the city providing a 20% match and the college adding another 5%.

With these grants, more than $100 million has been given to Kansas communities since the KDOT Cost Share Program’s inception. The program provides matching funds for road, bridge and trail improvements.

North Newton receives transportation grant

The Hutchinson Municipal Band is one of the mainstays throughout almost the city's entire history.

"We continue a great tradition started in 1875," said Charles Johnston with the band. "It's exciting. I look forward to it every summer. I've played in the band actually, since I was in the 9th grade."

If you come to any of the band's concerts on Tuesday evenings starting at 8 p.m. at Carey Park, you'll find something you recognize.

"The concert band always tries to do at least one opening and one closing march," Johnston said. "Concert band is all based on marches. The great march king, Sousa, obviously, we try and incorporate. Then, we use kind of a band standard, which can be anything from Amparito Roca, or you know, some of those classics that you learned in high school. Then, typically pop charts of some sort, or a movie soundtrack or a Broadway show. It just kind of all wraps into that sounds of summer for the band."

Generally, the concert band runs between 40 and 45 players and they rehearse earlier that evening for the performance that night.

"This summer, we're going to have one of our clarinet players, his grandson, who is a very talented clarinetist, will be in eighth grade next year," Johnston said. "Literally, we will go from eighth grade, I think our oldest member, I'm not going to say names, I think is in their 80s, so we go from like 13 up to 80 and I think that's remarkable."

The Hutchinson Municipal Band organization includes a Concert Band, Parade Band, Salt City Jazz Orchestra, Big Band Explosion, Dixieland Combo, Jazz Combo, Brass Quintet, and Woodwind Combo. These groups are available to play at events around Hutchinson.

Newton announces its summer meal sites

As Hutchinson USD 308 Superintendent Mike Folks watches the last day of school unfold, it's important for him to acknowledge the effort of his staff not only this year, but ever since he came in 2019.

"Probably the biggest accomplishment is this year, we got through the pandemic," Folks said. "I think we were the only school in the county that didn't have to shut down. That's an accomplishment in itself, really. I'm pretty proud of that."

Folks said the change over in accreditation methods is a big highlight of his tenure.

"When I got here three years ago, we established our wildly important academic goals," Folks said. "Then, we made the change from advanced ed to KESA model for accreditation. We adopted rigor and relevance as our two main goals. Encompassed in that change of focus, we've got seven of our buildings that are in the redesign process and we're really excited about the fruits of the labor of our staff and connecting with the community on that redesign process and we believe that's going to pay great dividends."

The hope is that the school district can continue to look at numbers as it decides how best to go forward.

"We've tried to become much more data driven," Folks said. "We've got HUSAC and RSP and we're looking at enrollment and facilities capacity and efficiency and all of those kinds of things. We're really trying to do a deep dive into our data, academic improvement and those things."

Dr. Dawn Johnson will take over as superintendent in USD 308 as of June 1.
