HUTCHINSON, Kan. — Kansas gas prices appear to be stabilizing.

"We're at $3.20 a gallon on average today," Shawn Steward with AAA said Friday. "That's the same as it was a week ago. We haven't really seen any fluctuations in the past week. After seeing some rises throughout January, we've seen a little bit of a stability here."

A month ago, we were at $2.83. One year ago, the Kansas average was $3.14. The national average is currently $3.49, down one cent from a week ago.

Kansas has the 7th&nbsp;lowest average price in the nation.

"We saw gas demand rise, but total domestic gas supply did, as well," Steward said. "Despite the rising demand and recently elevated crude oil prices, the growth in total supply in domestic gasoline stocks has helped limit those pump price increases, which we had seen throughout most of January."

Weather elsewhere in the country could have an impact on overall prices in the near term.

"We'll probably see some of that reflected in the report next week," Steward said. "We typically have a lag of a week or so in terms of demand reports. Whenever you get winter weather, that does temper demand somewhat. Overall, this winter we've had a pretty mild weather situation, especially in the eastern half of the U.S."&nbsp; 

The National Weather Service says dangerous wind chills are likely this weekend in an area stretching from northern Pennsylvania to Maine.&nbsp;&nbsp;

Fire wins 2023 Battle of the Badges

Kan. — The annual SHARE Haiti Benefit Auction is Friday night at the Pleasantview Activity Center at 5015 South Dean Road. The waffles and sausage start at 4:30 p.m., with the auction at 6:30 p.m.

"It was actually a mission trip for the Prairie Chapel church here," said Vern Wickey. "They wanted to do something. I think that took place back in 2008 or 2009. Out of that grew this connection with the people there in Cotes de Fer, Haiti."

The school that the auction supports continues to grow.

"This year, we're in 5th grade," said Mervin Fisher. "The way our school works is, we started with kindergarten and then each year we add a grade as the children go to the next grade, we add that grade. We're in 5th grade this year. We have 320 students and we have 20 teachers, so there's two teachers per classroom and then there's 10 to 12 support staff, so not only are we making a difference for 320 children, which flows over into the community, it makes a difference in the community, but we also are giving 30 people a full time job."

Annual SHARE Haiti auction is Friday night

HUTCHINSON, Kan. — Donors to the Boys and Girls Club can help specifically create Healthy Lifestyles outcomes for kids through gifts this month. One of the areas the special emphasis will pay for is swimming lessons for the youngest members through the YMCA.

"When summer comes up, we have a rule that they have to be at least eight years old to go to Salt City Splash," said Elicia Lance with the club. "They are so excited when they finally turn eight, but they need to know how to swim. This is going to set them up for success. It's going to set them up for just knowing how to be safe around water, whether at the club or home."

Boys and Girls Club is able to help kids learn healthy habits through team sports, but they want to expand those offerings.

"It might be because they are not interested in basketball and football," said Lindsey Fields with the club. "Maybe it's swimming, maybe it's golf. Maybe it's bicycle riding. Maybe they haven't had that spark opportunity yet. We want to provide as many of them as possible."

They also want to continue to be able to offer healthy foods as part of the club, too.

"They are learning those healthy skills, but to make that happen, we need the support of our community," Fields said. "We need to be able to buy the fresh produce and items that they might not try on their own otherwise. You've tried giving new foods to kids, probably, it's not always a success, but when they have that hand in cooking it, they are more likely to try it. They are more likely to be interested in it."

HCTEA classes receive Rod Run scholarships

MCPHERSON, Kan. —&nbsp;CherryRoad Media has acquired the McPherson News Ledger and will integrate this publication into the historic McPherson Sentinel.

"The paper has been around there so long," said Editor Jeff Gulley. "It's in an area where there's not a whole lot else that can cover it. It's a great, great town. Great sports in the schools and the colleges. There's just a lot going for McPherson."

The McPherson Sentinel has been serving McPherson County since 1887, and this change will help it remain vibrant and viable for the long term. If you subscribe to the News Ledger today, that subscription will transfer to The Sentinel, and you will begin receiving that paper next week. It will be a once a week publication on Wednesdays starting Feb. 8.

"We hired our sports reporter, Joel Muhs, who is just fantastic," Gulley said. "He is such a great kid and really loves the sports, loves what he's doing and he's from McPherson. We hired Brenna Eller who had just graduated from the University of Kansas. She grew up in Little River. That's her area. She moved back to the area after living in Lawrence. She's been our news reporter. Just for the last six months, the quality of news and the coverage we've been doing is better than ever since I've been here. We added one more reporter who has been covering McPherson, lives in McPherson, knows the area. It's got the potential from a Cherry Road perspective to be one of our most well-staffed. It's a good thing."

This change will not represent a reduction in the amount of local news and information the paper provides. Cherry Road is merely reducing the number of times to distribute a print product. They plan to refocus some of our efforts onto the digital space and have daily posts as part of the digital subscription connected with each print subscription to the Sentinel.

“While newspapers across the country struggle to thrive and survive, we know this merger means McPherson will continue to have a strong, local media outlet,” Publisher and CEO Jeremy Gulban said. “We are committed to McPherson, to covering your local community. Combining the two newsrooms, and the two sets of subscribers, means everyone gets more local news, more local information, more local advertising. This is good for everyone.”

Cherry Road Media to combine two McPherson papers

MCPHERSON, Kan. — The USD 418 Board of Education is finalizing a facility proposal this week, after over a year and a half of work on the project.

The $88 million proposal focuses on upgrading aging high school facilities with a new academic building for grades 9-12, as well as renovations to the Performing Arts wing, CTE classrooms, and Roundhouse. Elementary buildings and the middle school will see upgrades to security, student safety, and mechanical systems.

The board has been working to craft a proposal since August 2021. After numerous community sessions, community surveys, meetings with district staff, many board work sessions, and review of the facilities study, the board narrowed the bond focus significantly from the 2021 bond proposal.

“Community input has been a cornerstone in this process,” said Brian Meek, USD 418 Board Member. “This input, along with insights from educators have been instrumental and driven the size and scope of the project. We are optimistic that this effort will translate to continued support for USD 418 students and staff.”

USD 418 finalizing bond scope, cost around $88 million

ACE offers partial tuition scholarships to students from qualifying families so that they may attend the private school of their choice. An ACE scholarship will pay up to 50% of private school tuition, or a maximum of $3,000 per year for grades K–8 and $4,000 per year for high school.

Don't think that you are eligible? The Department of Health and Human Services published their 2023 Federal Poverty Level guidelines earlier this month, and the ACE Board of Directors approved raising the maximum qualifying income to 350% of Federal Poverty Guidelines.

City says scorecard calls are scam

HUTCHINSON, Kan. — Kyle Hardwick was convicted Thursday in the murder trial concerning the deaths of&nbsp;Marion “Ed” Bates, 56, Hutchinson, and Phillip Anstine, 58, Hutchinson, in August 2021.  

Hardwick was convicted of two counts of intentional and premeditated murder in the first degree and&nbsp; one count of theft of property or services, valued at $1,500 to $25,000, along with one count of theft of property or services of a firearm with a value less than $25,000 and a count of solicitation of perjury; testify to material fact in felony proceeding.&nbsp;

The state called upon over 45 witnesses to testify in the case, as well as presented over 130 pieces of evidence. &nbsp;

Sentencing is set in the case for April 7. Hardwick remains in jail without bond.

Hardwick convicted in double murder case

HUTCHINSON, Kan. — The Hutchinson Fire Department will have to delay its&nbsp;burning plan for wildfire mitigation to the north and east of the city as wind speeds will be too strong on Friday.

Burning operations that will begin when the wind dies down and end later in the month will include burning along Plum from 69th to 108th, 82nd from Plum to Monroe, 69th along Sandhills State Park, 30th from Obee to Kent, Buhler Road from 4th to 17th, 4th west of Willison and Willison from 4th to 17th.&nbsp;

The county or city right of way will be burned from the road to the fence lines. Units from Hutchinson Fire, Reno County Sheriff, Reno County Emergency Management, Reno County and Hutchinson City Public Works and the Kansas Forest Service will all be working together at times to accomplish the burning during safe weather conditions. Officers may shut down any of the roads involved at the time of the burns to keep vehicles and workers safe.&nbsp;

When 30th is being burned, burn operations will be completed by 3 p.m. on those days to make sure school traffic can get through.

The burns will comply with county burning regulations, with a late morning to early afternoon start and there will be no burning after dark.

Hutchinson Fire will provide updates on their Facebook page and on Twitter each day to let the public know where they are burning, as locations will depend on wind speed and direction.

HFD to delay mitigation burning, too windy Friday

Now that January has ended, we should have all the forms we need to file our federal and state income taxes. One of the biggest changes in our federal 2022 taxes is the Child Tax Credit, which is claimed by tens of millions of Americans every year.

As a response to the economic problems created by COVID, for 2021 Congress changed the child tax credit so it was higher and fully refundable. Their goal was to reduce child poverty in the United States.

And it worked! Combined with other relief efforts, the expansion helped lower child poverty by more than 40 percent between 2020 and 2021, from 9.7% to a record low of 5.2%, according to the Census Bureau. This meant 3.7 million children were lifted out of poverty in 2021.

What were the changes? The amount of the credit was $3,000 per child, $3,600 if they were under age 6. 17-year-olds were included. For July through December, the credit was paid out monthly: $250 per month for each qualifying child age 6 to 17, $300 per month for each qualifying child under age 6. This enabled families to budget and spend the money as it was needed.

Those changes all ended in December, 2021, for taxes filed by April, 2022.

The rules reverted back to those that were in place for filing 2020 returns. The amount of the credit is $2,000 per child through age 16. There were no early payments last year.

According to the IRS, you can claim the 2022 Child Tax Credit for each qualifying child, meaning

· Be under age 17 at the end of the year

· Be your son, daughter, stepchild, eligible foster child, brother, sister, stepbrother, stepsister, half-brother, half-sister, or a descendant of one of these (grandchild, niece or nephew)

· Provide no more than half of their own financial support during the year

· Have lived with you for more than half the year

· Be properly claimed as your dependent on your tax return

· Have been a U.S. citizen, U.S. national, or U.S. resident alien

You qualify for the full amount of the 2022 Child Tax Credit for each qualifying child if you meet all eligibility factors and your annual income is not more than $200,000 ($400,000 if filing a joint return). Parents and guardians with higher incomes may be eligible to claim a partial credit.

Last year households could claim the credit even if they hadn't earned income from a job or didn't owe any income taxes. Instead, only up to $1,500 of the Child Tax Credit is refundable for some lower-income individuals with children. You must have at least $2,500 of earned income to even qualify for this partial refund.

You have to file a tax return to get any of the Child Tax Credit refund. You must file Schedule 8812 to figure the amount of the credit.

Families who qualify for the Child Tax Credit might also qualify for the Child and Dependent Care Credit, Earned Income Tax Credit, Adoption Credit, or Education credits.

The IRS asks that, if possible, people file electronically rather than mailing in paper forms. The library has public computers that anyone can use. Log in using your library card number. If you aren’t a patron of the library, you can use a guest pass if you provide a current photo ID. You can print from the computer for 25¢ a page.

The library will print blank tax forms for patrons at no cost at their request. This does not include the tax instruction booklets, just the blank tax forms.

The IRS is generally promising refunds within 21 days of filing of electronic returns. This would be true for people who file online, make no errors on their return, and request that their refund be directly deposited into their bank account.

Getting Ahead: Child tax credit 2022

RENO COUNTY — Reno County Public Works Director Don Brittain said Thursday the hope is to send the Woodie Seat Bridge project out for bid within the next two weeks.&nbsp;

Hutchinson has received a Cost Share award of $1.5 million for Phase 1 of the Woodie Seat Freeway project.

The City of Hutchinson and Reno County made a submission of two projects for the state grant, not including the proposed single roundabout at Avenue A.

The award will cover approximately 42% of a $3.6 million dollar project that will assist in the repair and preservation of the Woodie Seat corridor including the County owned bridge over the Arkansas River and the City owned infrastructure located north of the bridge and south of Avenue C.

The city project will mill and overlay the road surface, replace storm water drains and piping, replace guardrails, and remove the median at a cost of $2.2 million. The county project will resurface the bridge at a cost of $1.4 million.

"After the bid is awarded, there will be a preconstruction meeting and the starting date will be determined then," Brittain said. 

Brittain said he is hoping that the projects can get started early.

If they get bids back in a timely manner, they will do their best to have the bridge open and done in time for the State Fair.

Woodie Seat bridge project to be sent out for bid this month

HUTCHINSON, Kan. — The first Hutchinson Chamber Legislative forum is coming up Saturday.

A forum will take place Saturday, Feb. 4 from 8:30 to 10:00 a.m. at the Stringer Fine Arts Center at 600 E. 11th, Hutchinson and again March 4 at the same location.

The Reno County legislators invited to participate are Senator Mark Steffen, Representative Joe Seiwert, Representative Paul Waggoner, Representative Jason Probst, and Representative Michael Murphy. 

Rep. Seiwert has told the Chamber he has a conflict this month, but plans to be there in March. Rep. Waggoner will be in attendance, but has been limited in his ability to read bills lately due to an issue with his eyes that had to be repaired on an emergency basis.

Written questions will also be accepted that morning.

The forum is presented by AT&amp;T with supporting sponsorship from Hutchinson Regional Healthcare System and organized by the Chamber of Commerce Public Policy Committee.&nbsp;

Legislative forum is Saturday

Now is the time for wheat farmers to make their priorities known as negotiations for the next Farm Bill kick into high gear. That was a clear message from lawmakers and association staff alike during the 2023 Kansas Commodity Classic. As the calendar turns to a new month, Kansas Wheat is carrying forward that call to action as staff and board members join counterparts from across the country for the joint meetings of U.S. Wheat Associates and the National Association of Wheat Growers.

“If you are participating in KAWG, your voice is being heard,” said Shayna DeGroot, KAWG director of membership and governmental affairs. “We’re the ones relaying messages to our Congressional offices and our national association. So if you are a part of KAWG, you can have that discussion with us to ensure you have all the tools you need in your operation, especially to stay afloat in times of need.”

The 2023 Kansas Commodity Classic — the annual convention of the Kansas corn, wheat, soybean and grain sorghum associations — on January 27 in Salina, farmers from across the state heard a market update from Dan Maltby with Maltby Risk Management, a U.S. Agriculture in 2023 projection presentation from AgriPulse Communications Publisher Sara Wyant, U.S. Senate updates from Senators Jerry Moran and Roger Marshall, a virtual House Update panel featuring all four members of the Kansas Congressional delegation, and a Farm Bill and Farm Programs Update from national association staff.

The agenda was packed with valuable information, but DeGroot highlighted the need for educating staff or Congressional members that are unfamiliar with agricultural issues and the potential difficulties of the current political situation in passing the next Farm Bill.

“There are fewer and fewer agriculture leaders working on the Farm Bill, so we have a lot of education to do,” DeGroot said. “There may be a struggle to agree on some issues and get everything pushed through, so we need to be sure our voices are heard and we’re relaying information for our farmers.”

As an important part of that gather-and-convey policy process, KAWG members met one day ahead of the state-wide event to discuss and debate policies impacting wheat growers, including approving two new resolutions passed by the KAWG Board of Directors:

· RC.9 The KAWG supports efforts to improve crop insurance performance for farmers through the separation of enterprise units by fallow and continuous, while still offering combined units to those who it would benefit.

· E.9 The KAWG recognizes the soil and environmental benefits of wheat in a crop rotation and therefore wheat that is intentionally seeded and harvestable should have the option of being classified as a cover crop for purposes of NRCS and other climate-smart programs.

“KAWG is proud to help address wheat farmers’ needs in the upcoming growing season and Farm Bill negotiations,” DeGroot said.

DeGroot and Kansas wheat farmers carried these resolutions and concerns with them to Washington, DC, this week - where they and Kansas Wheat Commissioners are participating in the joint winter meeting for USW and NAWG. As part of those meetings, the Kansas group will meet with the entirety of the Kansas Congressional delegation to provide additional insights on priorities for Kansas wheat growers for the next Farm Bill, including the new resolutions passed last week.

“We’re excited to get on the Hill,” DeGroot said. “It’s really important that you are involved in your state organization - like KAWG - so we can lobby for issues like protecting crop insurance and work on issues affecting farmers in different areas of the state. Public input sought on USD 309 6th grade move

MANHATTAN, Kansas — The Kansas Department of Agriculture is seeking feedback from Kansans for the 2023 Bluestem Pasture Survey to collect information on native tallgrass pasture use and practices. The survey is administered through the K-State Land Use Survey Center and will be open through March 31, 2023.

The Bluestem Pasture Survey provides reliable, accurate information to Kansas ranchers and the agricultural community as a whole. The survey asks about native tallgrass pasture availability, leasing rates, and fencing rates, and should take less than 15 minutes to complete.

“The native tallgrass region of Kansas provides rich grazing opportunities for cattle producers, and this biennial survey collects valuable data that can aid landowners and renters when entering into lease agreements,” said Secretary of Agriculture Mike Beam. “Underwriting this important survey tool is one way our agency works to provide useful data that supports the state’s agriculture industry.”&nbsp;&nbsp;

KDA Announces 2023 Bluestem Pasture Survey

HUTCHINSON, Kan. — The Bryce Luty Jazz Festival Concert is Friday at Hutchinson Community College.

"Friday at 7 p.m. is the main concert," said&nbsp;Jazz Program Coordinator Greg Weis. "Bryce, back in the day, when he was running his jazz festival here, he had some really amazing musicians that he brought in. In fact, when I got here, this is my first full year on the job running the jazz program, I saw his old posters from those festivals and hung them up on my office wall. I'm bringing in this year a gentleman named Greg Gisbert."

Gisbert is an active and highly respected jazz educator and everyone has likely heard his work, though they might not know it was him.

"He's performed and recorded with Lady Gaga, Tony Bennett, Frank Sinatra, Wynton Marsalis and the Jazz at Lincoln Center Orchestra, the Woody Herman big band. He joined the Buddy Rich big band when he was 19 years old. Then maybe most notable for people who aren't jazz fans, when you watch an NFL game every week, you actually hear him playing trumpet on the NFL theme."

Gisbert will be joined by the Hutchinson Community College Concert Jazz Band and the first ever Bryce Luty Jazz Festival All-Star BIg Band.

"For adults, it's $10, seniors are $8, high school students and children are $5," Weis said. "If you're a HutchCC student or an employee, you get in free with your ID."

Bryce Luty Jazz Festival Concert is Friday

​​​​Today's installment from our "Throwback Thursday Collection" takes us to the southwest corner of North Main Street and West Second Avenue. 

The building at 127 N. Main was built in 1885 by John M. Brehm to house his Grocery and Queensware (China &amp; Glassware) business. In September 1900, Phil Hostutler &amp; Eugene Bussinger opened up a clothing for gents business there, mostly boots, shoes, hats and caps. 

The first photo shows this business during the 1903 flood. 

In January 1904, Hostutler left the partnership to become Bussingers Clothing. About 1915, it became the Hoagland Clothing Co. About 1930, it became the Roy Mason Clothing Co. About 1940, it became the Howard Watsons Men Clothing Co. 

In 1960, Joe Biles &amp; Bill Long partnered to make it the Biles &amp; Long Men's Wear. The second photo shows the Biles &amp; Long store about 1970. 

In 1991, the long run of men's clothing stores here came to an end. Greg Payton &amp; Art Long remodeled the building back to its original look. 

That's when Richard Westphal moved his young jewelry business into this location. 

The third photo shows the business at 127 N. Main today, still Westphal Jewelers, with the building being owned by JGP Properties L.L.C.

Clarification: A clarification from Reno County Death Investigator Daniel Nowlan on the disposition of the victim was added to this story.

RENO COUNTY —One person died in an accident just before 10 p.m. Wednesday in Reno County.

The Kansas Highway Patrol reported a 1999 Ford Ranger driven by Laura R.&nbsp;Manwarren, 45, Ozark, Missouri, was southbound on Kansas 14 four miles south of Sterling.

The pickup left the roadway. The driver overcorrected and the vehicle rolled several times and came to rest on the passenger side.

Manwarren was pronounced dead at the scene. She was not wearing a seat belt, according to the KHP.

Reno County Death Investigator Daniel Nowlan clarified that the Reno County Coroner’s office has a contract with the Johnson County Medical Examiner’s Office in Olathe to perform forensic medical examinations and toxicology. Those tests are performed routinely in fatal accident cases.

 </figure>Clarification: A clarification from Reno County Death Investigator Daniel Nowlan on the disposition of the victim was added to this story.RENO COUNTY —One person died in an accident just before 10 p.m. Wednesday in Reno County.The Kansas Highway Patrol reported a 1999 Ford Ranger driven by Laura R.&nbsp;Manwarren, 45, Ozark, Missouri, was southbound on Kansas 14 four miles south of Sterling.The pickup left the roadway. The driver overcorrected and the vehicle rolled several times and came to rest on the passenger side.Manwarren was pronounced dead at the scene. She was not wearing a seat belt, according to the KHP.Reno County Death Investigator Daniel Nowlan clarified that the Reno County Coroner’s office has a contract with the Johnson County Medical Examiner’s Office in Olathe to perform forensic medical examinations and toxicology. Those tests are performed routinely in fatal accident cases.

HUTCHINSON, Kan. —&nbsp;A public vote for Buhler USD 313 patrons on a proposed $8 million bond issue will take place in person on April 4th, 2023, with advance voting starting March 27th. One of the main needs for the district that would be met by the new building that is the source of the bulk of the bond is Ad Astra Academy space.

"We started the school year with about 40 students last year," said Erica Shook with Ad Astra Academy in USD 313. "As we grew over the course of the school year, we found that we also needed to add another learning model, so we added Ad Astra Alternative Academy this school year and we've also started doing adult diploma completion. Now, across all of our programs, we are up to just over 160 students."

Tax rates should be able to be held level, even with the new bonding.

"Our alternative academy students are in person, which is what most of the space is used for, the alternative students, our teachers, our staff for Ad Astra Academies," Shook said. "We pride ourselves in Buhler on providing exceptional experiences for all of our students, so even though our virtual students are virtual, we offer them opportunities to come in and work with teachers in person when they need additional help on their schoolwork. We offer field trips, in person activities for STEM challenges, STEAM challenges, all of those things. We need space for those students to come in and get help when they need it. We also have to do state assessments just like students in buildings do. They have to come in and do those in person. We need space for that."

The new building will be on land the district already has.

"It is located in Buhler, right next to the current district offices that we have right now, Burkholder Administrative Center," said USD 313 Superintendent Cindy Couchman. "It's just going to go right next door to it. There's an open field there that we would utilize to build this facility."
