HUTCHINSON, Kan. — Andrew D. Patterson accepted a plea agreement and pled guilty in Reno County District Court before Judge Daniel D. Gilligan on May 31.&nbsp; &nbsp;

<a href="https://hutchpost.com/posts/3425b749-e395-46f5-9bfd-539d9c683275">Patterson pled one year to the day from his arrest on charges related to threats toward&nbsp;Dillons Distribution Center&nbsp;and Hutchinson Middle School-8</a>.&nbsp;

He is convicted of one count of attempted murder in the second degree, carrying a five-year sentence. In addition to that charge, he will have to register as a violent offender for 15 years. &nbsp;

Patterson’s intention was to kill employees at Dillons Distribution Center. &nbsp;

Patterson also pled guilty to two counts of felony criminal threat.&nbsp;One toward Dillons Distribution Center, where he worked as a security guard, the other toward his mother, Dianna Albee. Those charges each carry a sentence of five to 17 months. &nbsp;

Patterson was detained during a May 31, 2022, traffic stop after law enforcement received information from his aunt and grandmother that he made threatening comments.&nbsp;&nbsp;

During the stop, police found detailed plans in Patterson’s vehicle to carry out an act of mass violence, but they did not find any weapons. &nbsp;

A search warrant was executed at his residence, where additional evidence related to the plan was collected. Weapons were not found at the home either.&nbsp;

Texts between Patterson and Albee&nbsp;revealed photos of firearms, a “kill list” with his then-coworkers' names and reasons why he wanted to kill them. &nbsp;

Albee said via text she would try to get help for Patterson, which he refuted, saying he did not believe there was help for him. &nbsp;

Albee maintains that her son, nicknamed “Dade,”&nbsp;has mental health illnesses. &nbsp;

Other texts included Patterson saying, “I like violence” and that he wanted to kill at least 24 people, specifically more people killed than during the Uvalde, Texas, massacre.&nbsp;

“What began as a cry for help culminated in my son's arrest,” Albee said in an email to Hutch Post. “Dade struggled for years with mental illness, only to be vilified and portrayed as a monster when he gained the courage to seek help. And now, he has been held for the past year (with absolutely no treatment) when he was voluntarily seeking the help he desperately needed.”&nbsp;

Two of Patterson’s original four charges before amendments were filed as attempted terrorism charges. Reno County District Attorney Tom Stanton explained why those were amended. &nbsp;

“At the time he was arrested, he was not capable of actually carrying out a crime, even though he had the plans,” Stanton said. “He had intentions of purchasing a weapon but had not.” &nbsp;

Stanton felt obligated to take Patterson's mental health — and the fact he had no prior arrests or a history of violent acts — into account. &nbsp;

Stanton asked the court to allow Patterson to undergo evaluation at Larned State Hospital, a psychiatric hospital located in Pawnee County. &nbsp;

Stanton explained that, in good conscience, and with respect to the community and Patterson, he could not allow someone with potential mental health issues to serve the lifetime sentence carried out for attempted terrorism — especially when the spectrum between criminal threat and attempted terrorism is vast. &nbsp;

“What I was looking at when I was turning this case out, was the difference between someone making a threat and getting probation, and somebody committing a terrorist act and getting life in prison,” Stanton said. “I looked at all the facts in the case, I think he [Patterson] is mentally ill.” &nbsp;

In prosecuting the case, Stanton looked for a way to recognize Patterson’s mental health and protect the community. &nbsp;

If, while during his stay at Larned State Hospital, Patterson is found mentally ill, he will serve the rest of his sentence at the facility in Larned. If not, then he will be reprimanded to the Kansas Department of Corrections proper. &nbsp;

With good behavior, in addition to the time already spent in prison, Patterson could possibly serve only four years. Regardless, he will have to register as a violent offender for 15 years. &nbsp;

“No matter what happens, we will be keeping an eye on this guy,” Stanton said. “There were a lot of things to consider in this case. I think the key that we have here protects the citizens and recognizes the fact he might possibly need mental health treatment.” &nbsp;

As part of the plea deal,&nbsp;time for the two counts of felony criminal threat will run concurrently with the sentence for attempted murder. &nbsp;

Sentencing will be postponed until Patterson undergoes a psychiatric evaluation at Larned State Hospital. Until then, because of Larned State Hospital’s wait time,&nbsp;Patterson will remain jailed. &nbsp;

Patterson remains incarcerated with his bond set at $3 million.&nbsp;

Patterson pleads, to get psych eval before sentencing

HUTCHINSON, Kan. — According to Robin McGlynn with USD 309, the 2023 Summer Meals program for that district started May 30.

A hot lunch will be served at Nickerson Elementary and South Hutch Elementary weekdays from 11:30 a.m. to 12:30 p.m. A grab and go breakfast for the next morning will also be provided.

Summer meal sites are places where children and youth age 18 and under can receive meals at no cost in a safe environment.

USD 309 summer meals underway

HUTCHINSON, Kan. — The Board of County Commissioners held a study session on sanitation regulations with representatives from the Reno County Health Department and the Kansas Department of Health and Environment in attendance on Tuesday.

"We're saying, we're going to provide black and white certification requirements," said commission chair Daniel Friesen. "Once they do that, if they are a licensed contractor and they file a permit and attach their analysis, we're going to take their analysis, because they are certified."

Also, the plan is not to let those regulations slow down the construction process.

"We're going to make a recommendation on turnaround time," Friesen said. "We saw on other permits, there was 24 to 48 hours, I think the commission would like to see some quick turn in policy."

In addition, if a project meets national standards and a professional engineer submits a plan, the commission wants to see that approved.

"The goal is to not contaminate the water," Friesen said. "If you get a P.E. letter that says, this will not contaminate the groundwater, that seems like a way to get the job done."

The whole goal is to only regulate what must be done to make sure professional eyes have to sign off on projects, not to create additional work for project managers.

Any changes in the sanitation code must be approved by KDHE and the Department of Agriculture and seen by several staff, so even when a final draft of a rewrite comes back, it will likely be three to six months at the state level before changes can be finalized.

County Commission wanting to make sanitation code clearer

HUTCHINSON, Kan. —&nbsp;Kansas State Fair General Manager Bryan Schulz said a long-awaited project on the fairgrounds is finally done.

"House of Capper and Co-Op Park have been finished," Schulz said. "It looks fantastic. Wiens Construction and all their sub crews came in there and did a phenomenal job. It is absolutely beautiful. If you haven't swung through the Fairgrounds, check it out. We'll be doing an actual ribbon cutting sometime in July towards the end. We want all of our people from Kansas Co-Ops to be able to attend and with wheat harvest coming up in the next month, we wanted to definitely make sure that they were available, so we pushed it back to July."

An old building will be going away to make room for the new Foundation Event Venue on the Fairgrounds.

"They are, I believe, in the next two weeks, going to come in and tear down the old Fine Arts building, which is just directly east of Domestic Arts," Schulz said. "That's where the facility will go. Their plan is to have it up and running for the 2024 Kansas State Fair."

In addition, there should be some new asphalt to walk on this year.

"Our plan is to do the whole grounds," Schulz said. "This is a very large elephant and we have to take it off chunk by chunk, as they say. We are taking different areas of the grounds, as they become available, because we don't have an event going on there. Our ultimate goal, if not prior to Fair, right after Fair, we will have the whole grounds re-asphalted."

The Kansas State Fair is September 8 to 17, 2023.

Lots of work continues on Fairgrounds this summer

RENO COUNTY — Beginning June 1, 2023, the construction demolition tipping fee for residential users will not be charged at the Reno County Landfill. The fee will be applied to commercial users only within Reno County. Reno County Commissioners voted on the change by approving Resolution 2023-11 at the commission meeting held Tuesday, May 23, 2023.

Reno County shall continue to implement a Construction Demolition Fee applicable to commercial users only within Reno County. Any delivery vehicle which has a business identification on the vehicle, or has a commercial tag on the vehicle, or landfill staff determine in their sole judgment to be commercial, shall be deemed to be a commercial user and subject to this fee.

If the Construction Demolition Debris is separated upon delivery to the landfill (no other trash within the load) it will be assessed a tipping fee at the rate of $10 per ton and fractional portions thereof with a $10 minimum fee per load. If the load is mixed with other types of municipal solid waste, then the authorized Construction Demolition will be assessed a tipping fee at the rate of $20 per ton and a fractional portions thereof with a $20 minimum fee per load.

Construction Demolition Tipping Fees must be paid by credit or debit cards only.

Any Construction and Demolition projects expected to generate or produce 1,000 tons or more will be inspected by landfill personnel upon delivery and prior to disposal in the landfill. This Construction Demolition Tipping Fee shall be effective June 1, 2023.

Resolution 2023-11 replaces former Resolution 2021-11 that was approved in May 2021.

No more residential tipping fee at landfill as of June 1

RENO COUNTY —&nbsp; Reno County Public Works Director Don Brittain updated Hutch Post Tuesday on the closure of Pennington Road between Nickerson Boulevard and 43rd.

"It is a county bridge on a township road, and it will be closed until repaired," Brittain said Tuesday. "It will take the use of a crane to repair the bridge and our crane is currently in use, building a new bridge. That bridge construction should be completed in around four or five weeks and after completion, we will move the crane to the Pennington location and repair the bridge. The repair should take no longer than one week."

The KDOT Local Bridge Load Rating program inspected and closed the bridge due to a lower load rating.

Pennington Road bridge update

SOUTH HUTCHINSON, Kan. — The City of South Hutchinson has released the location of its fireworks display July 1.

The yellow rectangle represents the launch area.

Many parked along Main Street to watch the fireworks, but the best viewing areas will be in the park. Bring your blankets, lawn chairs, and coolers and enjoy the evening. 

Traffic cleared out within 10-15 minutes after the fireworks last year.

South Hutch gives location of July 1 fireworks

Kan. — 
The 81st Fiesta at Our Lady of Guadalupe in South Hutchinson is this weekend and they were able to add Friday night to the event this year, thanks to a special concert.

"We'll have King Midas in concert," said Father Eric Weldon with the parish. "That's a great treat for us. It's a free concert and will be outside. We'll have a steak dinner that begins at 5:30 p.m. and also a poker tournament, where the prize will be $500. After the steak dinner, we'll have the King Midas concert and Mexican and American food will be available."

There will also be bands there throughout the day on Saturday and Sunday, along with the softball tournament that starts at 9 a.m. on Saturday, with the rest of the event kicking off at noon and lasting all the way through 11 p.m. on Saturday, including the fireworks display.

"This year, we've tweaked the raffle, the cash is a $2000 grand prize, $1000 and $500, three different prizes there in that," Father Weldon said. "Then we have separate individual raffles going on. We've got ten different prizes. For example, if you want that KU basket and you want to go to that ballgame and you want all the things involved with that, you buy a ticket for that and throw it in there. You want to get those Chiefs tickets, then you buy that ticket and put it in that Chiefs raffle prize, or the K-State one for the football game with everything that goes along with that."

Events start again around noon on Sunday with dancers.

"The cultural experience will be on Sunday afternoon, as well, from about 12 p.m. until 5 p.m.," Weldon said. "We have our own group and we're going to bring in a couple more from Wichita."

All events are at the church at 612 South Maple in South Hutchinson.

RENO COUNTY—Two people died in an accident just after 9:30 p.m. Monday in Reno County.

Two individuals were northbound on Kansas 61 on a 2007 Harley Davidson Street Glide, according to a preliminary investigation by the Reno County Sheriff's office.

 The motorcycle left the roadway at Herren Road where the K61 exit ends. The motorcycle struck a highway sign and both occupants were ejected.

When the first Deputy arrived on scene he located a female victim and began life saving measures. The second Deputy on scene located a male victim. Both victims succumbed to their injuries and were pronounced deceased at the scene by Reno County EMS.

 The driver and passenger were not wearing helmets at the time of the accident. The accident remains under investigation.&nbsp; Speed is believed to be a contributing factor, according to the Reno County Sheriff’s Office.

The sheriff's office has not released the names of the victims.

Sheriff: Speed contributed to double-fatal Reno Co. crash

A Hutchinson man was injured in a single-vehicle wreck that occurred in eastern Saline County early Monday.

Just after 10:30 a.m. the sheriff's office learned that someone was seeking treatment at Salina Regional Health Center and had been involved in a car crash, according to&nbsp;Saline County Undersheriff Brent Melander.

The man, identified as Sergio Garcia, 31, of Hutchinson, was not able to tell deputies where the wreck happened, however when Garcia described the scenery, a deputy was able to determine the location as near the intersection of E. Crawford Street and Gypsum Valley Road in eastern Saline County.

Deputies went there and located a 2014 Ford Focus high-centered on some large rocks that a landowner had installed near the end of his driveway.

Garcia had been taken to Salina Regional with multiple non-life-threatening injuries, according to Melander. Garcia later was transferred to another hospital believed to be closer to his home, however, Melander did not have specific information about the hospital.

Garcia was cited for not wearing a seatbelt, Melander said. 

With the help of the landowner, who used farm machinery to lift the car off of the rocks, Salina Wrecker Service, Inc., removed the car from the scene. It is believed that the wreck occurred much earlier in the morning, Melander said.

Sheriff: Hutchinson man injured in Saline County crash

HUTCHINSON, Kan. — The Board of Reno County Commissioners unanimously approved a request to send out an RFP to harvest methane from the landfill at their May 30 meeting.

"Just for background, you'll recall that the landfill periodically receives interest from developers in capturing its methane for productive use and so to go through a formal and open process, the county staff recommend putting out this RFP," Patrick Hoffman, Reno County Counselor, said. "Just basically an announcement to any developer that's interested in potentially participating show us your ideas and show us how you'd use this, what you would do, how you'd do it."

The potential exists for methane naturally produced at the Reno County Landfill to be developed for beneficial use. Other landfills across the country have developed methane in this manner and there have been inquiries by developers regarding the Reno County Landfill.

The request for proposals will provide a transparent and open process for the county to consider a development proposal.

There are private residences adjacent to the landfill and Reno County is sensitive to any impacts that may affect nearby residences and that needs to be taken into consideration in any proposal.

"The RFP is kind of geared toward as little disruption to the neighborhood and the current landfill as possible, and really, what we're looking for is just ideas and proposals from people," Hoffman said. "There were some questions about technology that we'd like or wouldn't like, and really, we're just open to everyone give us your best ideas and we’ll look through them."&nbsp;&nbsp;

According to the supporting documents, the County’s purpose for this LFG project is to identify a Proposer who will:

1. Identify an end user who will beneficially use LFG.

2. Assume all operational duties of LFG management.

3. Comply with applicable regulatory (State and Federal) requirements.

4. Provide revenues to the County for the exclusive rights to the LFG.

Further, the county outlined that LFG conversion technologies proposed must have a proven record of operation with a minimum of three successful and current operations of commercial scale facilities in the United States.

The county expects that the proposer and development team must have a proven record of successful implementation and ongoing operation of a minimum of three commercial scale LFG conversion facilities in the United States.

"At the same time, if we don't like any of the ideas, the county is not obligated to enter into any kind of agreement," Hoffman said. "We're just kind of looking what's available, and then we'll proceed and present to you guys if there's something that we think looks potentially beneficial."&nbsp;&nbsp;

Proposals must be received by 4 p.m. Sept. 1.

Reno County commission approves methane RFP

HUTCHINSON, Kan. — United Way of Reno County announced the promotion of Valerie Taylor to the role of Community Impact Coordinator on May 30. 

 Prior, Valerie was the program manager for Reno Connections through United Way in partnership with the Hutchinson Public Library.  

The Community Impact Coordinator is responsible for planning and executing initiatives within the UWRC’s focus of education, income stability and health using the principles of collective impact. 

 Valerie will be working to build relationships with community partners to understand the needs of the community. Her work will be to engage local non-profit, interfaith, business, government, and community leaders to help us make progress as a community on priority issues.

The United Way of Reno County is an organization with dedicated staff who work in partnership with other. They use shared goals, innovation, and proven practices to resolve inequities and transform the lives of children, young adults, families, and seniors. New Community Impact Coordinator at United Way

HUTCHINSON, Kan. — With the recent bank failures of Silicon Valley Bank and Signature Bank earlier this year, it prompted Creighton University economist Ernie Goss to look at how many banks there are in the Midwest region now as compared to before the 2008 financial crisis.&nbsp;

"Kansas, much like the other states, lost over 40% due to mergers and insolvencies," Goss said. "The banking sector has really had a tough go of it over the last year. They are having to pay higher and higher rates on deposits at the same time the long term rates are not rising as much, so they are lending at lower rates. It doesn't take an economist to figure that one out."

Kansas was down to&nbsp;71 banks per million in population at the end of last year. That still isn't nearly as dire as Colorado, which is down to just 12 banks per million in population.

"Community banks are doing reasonably well right now," Goss said. "They are very important to those communities out there that populate this area of the country."

The latest Rural Mainstreet Survey from Goss showed that small town bankers are skeptical that the negative effects of the tightening money supply are over.

"The survey of bank CEOs in rural areas of ten states, including Kansas, 85% of them still think we're going to see some more negative outcomes from the banking sector. In other words, we're going to see some more failures, perhaps in other regional banks and it is frustrating."

Between the banking issues and the brutal drought in Kansas,&nbsp;the business confidence index is still well below growth neutral, still rising slightly to a weak 38.5 for May, up slightly from 38.0 in April.&nbsp; That means these bankers think times could still be rough for a while in the areas they serve.

ARLINGTON, Kan. — Reno County Fire District 4 is honoring two long-time firefighters with a retirement celebration this weekend.

Arlington honoring long-time fire department members

HUTCHINSON, Kan. — The American Red Cross is looking forward to having Eagle listeners and readers give blood on May 31 from 10 a.m. to 4 p.m. at the studios at 9th and Main in Hutchinson.

The Wednesday drive will be the last chance for Hutchinson residents to get in on the Red Cross May promotion. All donors who come out will receive an exclusive Red Cross beach towel while supplies last. Plus, those who come also get entered into a chance to win a trip for two to the 2023 MLB All-Star Game.

Eagle blood drive is Wednesday

It seems as though the news is full of headlines about nothing but bickering at all levels of government. I don’t know about you but at times I want to send them all to their corners until they can be civil to each other. Often, I hear from people that this discord and constant fighting are why they have no confidence in our leaders, and they think our government is broken. I disagree with the notion that our government is broken. It has survived this long, and I would guess our ancestors saw this level of political bickering before. I do agree it is disheartening and downright irritating. The elected officials are in office to represent our best interests, not what many of us consider extreme political views. Do you know whose fault this is? Sure, some of the blame should be cast on the parties and elected officials but much of the blame for the disconnect between government and the people lies with us. Yes, we have only ourselves to blame if we don’t like what is going on at any level of government and it doesn't change. The only way real change can happen is if citizens become involved or engaged. That is why the Kansas Farm Bureau (KFB) along with diverse groups such as the Kansas League of Municipalities, Kansas Association of School Boards, and the Kansas Chamber to name just a few partners have launched Engaged Kansas. This nonpartisan effort is meant to help citizens understand how government works and how to engage or become active in local bodies. The website, www.engagedkansas.org, states right off the bat it is for “building civic minded leaders.” There are different tabs that one can use to research what involvement at different levels such as school boards, city councils or county commissions would look like and what would be involved at each level. It also has links to KFB’s Campaign School and the Kansas Leadership Center for more in-depth information. The website is a gateway or a starting point for those who want to make a difference and help guide how our government is run. Let’s also be honest, while Topeka and D.C. capture all the headlines, local government such as your school board and county commission have far more impact on your day-to-day life and tax bill. Local government at the most basic level is also where we can see the most change and make the most difference. Who knows, after you get your feet wet at the local level you might be ready to move up and try to effect change at a higher level. That is what we need – more citizens to take an active interest in what happens at all levels of government. Then we will start to see our elected officials have their feet held to the proverbial fire, but it all starts at the most local levels and that happens when citizens become engaged. Take an interest, get involved, after all it is a government of the people, by the people and for the people. HUTCHINSON, Kan. — The Reno County Health Department plans to present a historical document looking back at the last 50 years to the Board of County Commissioners on Tuesday.

According to supporting agenda documents, the RCHD has been partnering, preventing, and promoting healthy lifestyles for Reno County residents throughout the department's 50-year history. 

The joint efforts of the BOCC and RCHD to promote and protect the health of Reno County residents has been approved by past Board of County Commissioners and driven by data from the Community Health Assessment (CHA).

The Hutchinson-Reno County Health Department was established in 1973 in Convention Hall. The many moves of the Health Department will be part of the presentation.

The Board of County Commissioners meets Tuesday at 9 a.m. in the Veterans Room at the Reno County Courthouse.

Health Department to provide history to commission Tuesday

HUTCHINSON, Kan. — Monika Heller with Reno County EMS said that they are going on more calls than ever in recent years.

"Our 2022 numbers, we ran 8,343 calls, which, if you break that down, that's about 23 calls a day," Heller said. "We stay quite busy. Our call volume is up about 12% since pre-COVID. That's compared to 2019 which is the last real set of data we have pre-COVID."

Heller said with more people outdoors, EMS does have more calls.

Summertime for us does pick up our call volume," Heller said. "We do get busier June into September. We see an uptick in our call volume. Some of that is related to traumatic injury. Some of it's related to heat injury."

Especially if you are not acclimated to the warm weather, drink plenty of water before going outside for an extended period and drink alcohol responsibly by drinking at least as much water as alcohol, as that can be dehydrating. 

Operations have mostly gone back to normal without as much concern about COVID spread, but they do still have some initial work as they travel to a call.

"Our communications center does still screen for COVID symptoms," Heller said. "There's a heightened level of awareness for our providers and their protective equipment they wear going on a scene, but most things have returned to our pre-COVID operations."

EMS coordinates and relies on first responder teams and EMS-certified volunteers to provide immediate response in rural areas. 

Volunteer EMS departments exist in Buhler, Haven, Pretty Prairie, Nickerson, Sylvia, and Turon. Reno County EMS provides volunteer training, supplies, back-up coverage, and advanced life support assistance.
