HUTCHINSON, Kan. — Shawn Steward with AAA Kansas is continuing to see prices go in a downward direction for drivers.

"The downward trend at the pumps has continued," Steward said Thursday. "We're down to $3.39 a gallon on average in Kansas. That's down eight cents in the past week. I think we were down eight cents the previous week. We're looking at a reduction of about 35 cents a gallon on average in Kansas over the last month."

Prices are a little inconsistent across central Kansas.

"It's a seasonal trend that we see in most years," Steward said. "We start to see gas prices fall in the fall and winter as temperatures drop. It's interesting that in the last few weeks, we haven't really seen a reduction in gas demand, but we have seen oil prices being fairly stable."

More than half of the price of a gallon of gas at the pump has its foundation from the price of the crude oil from which it is refined.

"The U.S. has lifted some oil sanctions on Venezuela, which could lead to a 200,000 barrel per day increase in U.S. exports from that country," Steward said. "That would certainly help our supply."

Steward said if this trend continues, we could see gas as low as $3 a gallon, depending on how winter weather slows demand.

Seasonal slide continues at pumps

HUTCHINSON, Kan. — The Hutchinson Art Center will be featuring artists from the Society of Layerists in Multi-Media in an exhibit that opens this week.

"They kind of like to operate outside the lines," said Hutchinson Art Center Director John Eberly. "If you recall, back in grade school, maybe, or maybe at home even, unfortunately, some adult said, hey, you need to stay inside those lines. What are you doing? This bunch said, well, we're not going to."

This group started in 1982 as a group that would look at art from a holistic perspective.

"What's beautiful about this group is that they can recognize and honor each other's path toward how they create," Eberly said. "They create in all kinds of media. There's ceramics, there's watercolor, oil paint, acrylic paint. Their title, layerists, is a little bit misleading. There is collage, where you layer surfaces on top of surfaces, but I think their idea of layers is where you kind of mix up different things like philosophy and not just tangible artwork."

The opening reception is Friday, Oct. 20 from 5 p.m to 7 p.m. at the Hutchinson Art Center at 5th and Washington.

Hutchinson Art Center reception to open SLMM exhibit

HUTCHINSON, Kan. — Roma's Italian Restaurante opened its doors on Oct. 10. Owner Tony Demaj said business has been pretty good. He said Roma's busiest hours of the day are during lunch from 11:30-12:30 p.m. and during dinner from 6:30-8 p.m.

So far, the most popular dishes are shrimp fettuccine alfredo, chicken fettuccine alfredo, chicken piccatta and capriccio salad.

"Most of the people they come in, they like the food," said Demaj.&nbsp;

Demaj said a dish called Grandma's Lasagna has also been a customer favorite. The recipe comes from his mom and grandma.

Demaj said Roma's is still looking for more staff and the best way to apply is to go into the restaurant and ask for an application. Those interested in applying can call Demaj at (479) 692-3245.&nbsp;

"Right now I have a crew but maybe I need some more," Demaj said. "I'm just like, you know, waiting for some more to show up. Hopefully they will come some more."

Business 'pretty good' for new Main Street restaurant

HUTCHINSON, Kan. — Reno County Commissioners approved a resolution last fall to put to the people the question of removing&nbsp;the required 30% food sales requirement for liquor by the drink, that question is on the ballot Nov. 7.

"This is any business that has a liquor license to sell beer, wine, cider, etc. in the glass to the public," said Pippin Williamson with Sandhills Brewing. "Now, any of those businesses, including all of our breweries, our restaurants, anybody that has a liquor license, that even includes places like the Fox Theatre, are required to sell 30% of their gross sales in food."

Sandhills had an issue with their liquor license this last time around as just weeks before their deadline they had not sold enough food to maintain compliance with the 30% rule.&nbsp;

"Putting limits on businesses in these ways and trying to regulate what people can or cannot consume and what businesses can or cannot sell in terms of food and drinking establishments, just doesn't really work very well," Williamson said. "In the last few years, we've seen, I think, five different counties have gotten rid of this and many more before that. In recent years, Johnson County, Sedgwick County, Republic County, Butler County, all of those have voted to get rid of this, and generally for the same reason."

According to Williamson, McPherson County is also considering a ballot question to drop the food requirement in this election.

"It's a stifler of economic development," Williamson said. "If you think about a business that's going to consider opening. Let's say that it's from somebody that's split the difference between Sedgwick and Reno County, if they can look at those two counties and say, in this one, I'm going to be able to operate the way that I want, let's say that they are opening an establishment that features alcohol in some way, but is not a restaurant, they're going to look at Sedgwick County and say, well that one is much more favorable to my business model. I'm going to go there, instead of Reno County."

Williamson was before the county commission last fall requesting the vote after a herculean effort by the community of $42,000 in food in just five days got enough food purchased for this renewal.&nbsp;

The election Nov. 7 is a city and school board election and those traditionally have lower turnout numbers, so every vote, either way, is much more likely to have an effect on the outcome.

Williamson: Sandhills 'public face' of vote, but it's for all establishments

Today's "Throwback Thursday Collection" takes us to the 4200 block of West Fourth Avenue, both north and south sides of Mohawk Road. 

Fun Valley recreational area was the brainchild of Larry Brown of L&amp;B Oil from the Nickerson area. Fun Valley was developed into a four-diamond softball complex that featured camping, boating, fishing, swimming, a four- chute waterslide, a go-cart track and, eventually, an impressive corporate office complex. 

Mohawk Speedway, which originally opened in June of 1955 as a half-mile racetrack, was renamed Fun Valley Speedway. The softball complex opened in 1980. The first photo shows the softball complex at opening. 

On Feb. 15, 1980, Brown was issued a building permit to build a waterslide at 4200 W. 4th for $175,000. It opened March 26, 1981. The second and third photos show the waterslide in 1982.

Fun Valley even had some private investors. In 1980, the racetrack held a promotional concert with nationally-known singer and comedian Jim Stafford.

In 1982, Larry Brown ran into some money problems. 

In May of 1983, the city bought the softball complex, campground and waterslide. Maintenance problems and other costs caused the closing of the waterslide after 1984. The fourth photo shows the remnants of the waterslide today at 4200 W. 4th, hardly visible any more with the overgrowth of trees around it.

📷 Throwback Thursday: Fun Valley - Vol. 40

HUTCHINSON, Kan. — October is National Pet Wellness Month. It's important to pay attention to your pet to minimize oral pain, as that can reduce their quality of life.

"Dental disease and oral pain is the number one cause of pain and suffering in our pets," said Erica Miller, DVM with Apple Lane Animal Hospital. "All the time, we'll have people coming in and asking about that. They'll be like, their breath smells really bad, right? If you could imagine, most pet owners don't brush their pets teeth every day. If we didn't brush our teeth every day, same thing."

That's one of the reasons to make sure you see your veterinarian on at least a yearly basis.

"If you're going to a veterinarian for yearly exams, they're going to be checking on that and telling you, it's time for your pet to have a dental cleaning," Miller said. "I want to do it when there's just a little bit of tartar and plaque as opposed to, I don't want to get in there at stage four periodontal disease, and I'm pulling the majority of the teeth."

There are some signs to watch for that may indicate pain in your pet's mouth.

"Is your pet eating and drinking normally?" Miller said. "Are they rubbing at their face? Sometimes we'll see dogs that maybe have loose, bad teeth that are pawing at their face because that tooth is in there and wiggling and bothering them. Once a tooth is wiggly, it's got to come out. A lot of times, our pets will kind of paw at the face."

Also, if your pet's sleeping habits change dramatically, there may be pain somewhere. That's worth a call to your veterinarian to check on what's happening.

Vet: Pain in pets often found in mouth

HUTCHINSON, Kan. — Allen STEM Magnet School Principal Jessica Thomas told Hutch Post the KidWind team at Allen is starting up again this week.

"We're now starting our third year," Thomas said. "They've won nationals twice now. The first two years we did it, they won nationals both times. It's been really cool to see that original group of kids move up in KidWind and act as leaders for the new kids that are joining. It's for fourth through sixth graders, so a lot of those kids started out as fourth graders and now they are in it sixth graders and they are kind of acting as mentors for those new kids that are joining."

At nationals, there are multiple different tunnels with different wind speeds in an effort to test not only the energy output, but the resiliency of a wind turbine design under real world conditions, as the wind doesn't blow at the same speed all the time.

"It's a program where kids learn about wind energy and sustainable energy," Thomas said. "They design their own wind turbine. They learn how to follow that engineering design process and refine their work and test and see if their designs work and then they are building things hands on."

With the success of the KidWind Blue team, the overall program is looking to have more and more students involved.

"We've gone from, in the first year, we had 15 kids, we're hoping to have about 40 this year, so the program is growing."

The KidWind program is one of the programs that will be a part of the KASB District Showcase next month in Wichita. The team is also selling candy bars as a fundraiser. You can find out more at their <a href="https://www.facebook.com/AllenSTEMKidWind">Facebook page</a>.

KidWind practice underway

Tickets for the 2023 Hutchinson/Reno County Chamber of Commerce Annual Meeting are now on sale.

The 2023 Hutchinson/Reno County Chamber of Commerce Annual Meeting will be held Monday, Dec. 4 in the Meadowlark Building on the Kansas State Fairgrounds. 

The event will kick off at 3:45 p.m. in Sunflower South with a sponsor expo that is open to the public. Doors will open for dinner at 6 p.m.

This year's featured speaker is Lieutenant Colonel Scott Mann. He is a former U.S. Army Green Beret who specialized in unconventional, high-impact special operations missions in do-or-die environments all over the globe. 

As the Annual Meeting speaker, he will draw from his heart pounding, fast moving Army career to bring Green Beret principles of leadership and rapport building to you and your organization.

Lt. Col. Mann grabbed global headlines when, alongside fellow Green Beret veterans and other volunteers, he led Pineapple Express, a dangerous rescue mission of several hundred of our allies in Afghanistan. Following his military service, Lt. Col. Mann founded Rooftop Leadership, a professional training and coaching program designed to help high performing, servant leaders forge deeper connections with the people they serve to create more powerful outcomes in business and life.

Chamber Annual meeting tickets on sale

HUTCHINSON, Kan. — As part of the council comments portion of Tuesday's City Council meeting, Vice Mayor Greg Fast brought up issues along 30th, beginning with the signal at 30th and Halstead.

"We're trying to make our road better and here's what's coming, a protected left turn for east and west bound traffic at 30th and Halstead," Fast said, "Where are we at with that?"

City Manager Mary Grace Clements said there have been supply chain issues with the pole.

"The traffic signal pole itself is a temporary pole at this moment, Clements said. "The pole has been ordered, but, ironically, that's a six to nine month get. The techs are working. The intent is to make a left turn there. We don't have a designated turn lane, but we feel confident that there's a way to set up the traffic signal lights to help with that congestion."

That means it will be next spring before they get the pole. Also, while talking about that corner, Fast had another question. He said someone who works at that corner noticed pedestrians trying to walk from the residential area to the north east toward PrairieStar on the north side of 30th.

"Can we put a sidewalk in on the north side of 30th, Halstead east to PrairieStar?" Fast inquired. "I've reached out to some decision makers at PrairieStar. They are certainly willing to partner with the city on getting sidewalks on the north side of 30th. There's already sidewalk coming east on the south side of 30th."

Clements said they would do additional work to find out if that is possible.

"We'll get some work ups to understand the economics to that," Clements said. "Then we can talk to PrairieStar and see where we are with that."

The intersection with K-61 makes it difficult to use the south sidewalk that goes in front of Union Valley Elementary for that purpose.

City will look at cost of sidewalk on 30th

HUTCHINSON, Kan. — The Kansas Police Dog Association (KPDA) recently held its Fall Conference in Hutchinson. The conference was hosted by the Reno County Sheriff’s Office and the Hutchinson Police Department. 

The state-wide conference drew K-9 units from all over Kansas with multiple law enforcement agencies coming together to showcase their K-9 units’ training and abilities. As part of the conference, an exercise called a “school sniff” was conducted by 18 dogs and their handlers at the Hutchinson High School on Monday, October 16th.

“Working with Hutchinson High School was a natural fit because we had a previous working relationship. It was a great training opportunity for handlers and dogs and was a benefit to the high school as well,” said Officer Nunnelley. Hutchinson Police Department Officer Nunnelley is a KPDA Certified Handler.

The search was conducted as a precautionary measure to ensure the safety of the school premises, students, and staff. The dogs, trained to detect drugs, found no presence of narcotics during the search. The exercise was held during school hours and did not interrupt the school day.

Hutchinson High School Principal Ryan Ewy notified parents of the exercise upon its completion: “In an effort to keep our schools safe and drug-free, I asked the Hutchinson Police Department to utilize their drug dogs to conduct a search of Hutchinson High School's parking lots and lockers. We cannot be too proactive as we strive to provide a safe and healthy learning environment for the students and staff of Hutchinson High School.”

Police dogs do training sweep in Hutch

HUTCHINSON, Kan. — The City of Hutchinson is planning a ceremony for the Friday before Veterans Day next month.

"We are going to turn on an eternal flame at the Soldiers and Sailors Memorial near the Post Office at First and Walnut," said Vice Mayor Greg Fast. "That will be Nov. 10 at 11 a.m."

This has been a collaboration with city staff and the private sector to accomplish.

"Justin and his crew with the Parks Department has done a great job of getting that project moved along," Fast said. "The Chamber kind of took the lead on a ribbon cutting and it will just add to our downtown at very little cost to the city. Kansas Gas has partnered with us."

The Soldiers and Sailors Memorial is a Civil War Memorial in the middle of First Avenue in Downtown Hutchinson.

As this is a study session, no formal action will be taken at the meeting.

HUTCHINSON, Kan. — The Kansas Attorney General's Office is seeking to have the Gannon school finance lawsuit terminated. Hutchinson USD 308 Superintendent Dr. Dawn Johnson isn't sure it's time for that yet.

"The Attorney General may be a little bit premature in wanting to dismiss the case," Johnson said. "He's claiming that the phase in was complete on June 30. There is a statute out there that says, this school year, fiscal year 2024, is the first year for the CPI adjustment. Keep in mind that current year funding is based on last year's enrollment, but it's based on this year's weightings. September 20 just happened where we counted our enrollment."

That September 20 count still must be verified by an audit, which usually isn't finished until Spring and often isn't completely done before the end of the school year.

"We don't yet know what that audit's going to look like, or have all of the data from all of the schools to see what this year's weighting is," Johnson said. "I think it may be a little bit premature to say that we've really completed the phase in portion of this."

The current funding formula is only authorized for a few more years as it stands now.

"July 1, 2027, the school funding is going to go away," Johnson said. "There's no follow up funding yet on what that might look like. There's a whole lot of things going on around school funding. We'll keep our eye on it, for sure."

Schools for Fair Funding still has over 30 dues paying members. The group continues monitoring the situation each legislative session.

HUTCHINSON, Kan. — The public hearing was held on Tuesday for the loan from the state revolving loan fund to work on a water line replacement project in the city of Hutchinson.

"Staff is planning to submit an SRF loan application for our 2024 water line replacement program," said Public Works Director Brian Clennan. "A couple of reasons for wanting to go through this process. One is the loan through this SRF program is about 60% of the market rate. Right now, we could get a loan for about 2.3%, the interest rate of 2.3%. The second thing is, this water line project does qualify for some prinicipal forgiveness of up to 30% of the project. It's capped at $1 million. We could be looking at potentially up to $360,000 of principal forgiveness. I have been told, that most likely, based on where our project was ranked and other projects ahead of us, most likely we won't be eligible, or that money would run out before it gets to our project, but there is a chance to get some of that."

The situation with the underground water infrastructure continues to deteriorate.

"We've got about 310 miles of water line that serve this community," Clennan said. "Over the last five years, we've averaged 60 main breaks a year. The last few years have been particularly challenging. 82 main in 2021, 81 main breaks in 2022, and so far this year, we've had 65 main breaks."

Unfortunately, the water system is not bringing in enough revenue to keep pace with how much line should be replaced each year. There should be 3.4 miles of line replaced each year, but they only have enough money to make the payments to replace 1.4 miles of line right now.

"We do have rate increases proposed through 2027," Clennan said. "Hopefully, every year, we're going to be able to invest just a little bit more into the replacement program. It all depends on costs and we haven't bid our 2023 project yet. I'm very anxious to see what those construction costs come in at. That's going to tell us a lot about what he had planned to do and whether or not we're going to be able to execute that plan."

The loan is for an amount not to exceed $1.2 million. The motion passed unanimously.

Hutchinson Symphony performs this weekend

TOPEKA, Kan. — Kansas Governor Laura Kelly announced on Tuesday that $300,000 has been awarded to the 12 Rural by Choice Champions (Rural Champions) announced last year in collaboration with the Office of Rural Prosperity and the Patterson Family Foundation to address local challenges in their respective communities.

 The funding will allow these communities to move into the implementation phase of their projects.&nbsp;

The local recipient of those funds is the City of Kingman in Kingman County, their goal is to create a mini-grant fund to help provide matching funds for child care providers to purchase supplies or equipment.

Over the past&nbsp;ten&nbsp;months,&nbsp;the Rural Champions have been bringing together volunteers and community organizations,&nbsp;uncovering&nbsp;additional resources,&nbsp;and&nbsp;building&nbsp;conversations around their unique&nbsp;challenges. The Champions have&nbsp;identified&nbsp;and developed&nbsp;steps&nbsp;to&nbsp;make progress in their communities.  &nbsp;

The&nbsp;twelve&nbsp;Rural Champion organizations are being awarded $25,000&nbsp;each&nbsp;to assist in those steps through project implementation grants. Rural Champions have developed creative programs to provide direct impact in their communities.&nbsp; 

As Rural Champions continue their work to combine their learned experiences to develop the guidebooks through this process, the Office of Rural Prosperity will continue to&nbsp;provide assistance&nbsp;on these projects through 2024 to implement and carry&nbsp;out these programs. Coffee in the County is Friday in Arlington

PRATT, Kan. — The National Association of State Park Directors granted Pratt native, Linda Lanterman a national award naming her “Distinguished Director” for 2023 at their annual conference last month in&nbsp;Lake Tahoe, NV. 

At the conference, more than 430 state park directors, deputy directors, operations managers, support staff, and sponsors and exhibitors gathered to compare notes and learn from leading voices in the outdoor recreation industry. 

Lanterman, who has served on NASPD’s board, to include the role of President in 2017-2018, attributes teamwork as the main driver behind her success.

“I’m humbled and honored to be recognized by my friends and colleagues in the National Association,” said Lanterman. “Recognitions like this come as a result of team effort and the support of our dedicated staff and volunteers. I’m thrilled to be working with such a talented and professional team as we provide outdoor opportunities that improve the quality of life, and create lasting memories for all.”

Kansas’ 29 state parks host nearly seven million visitors each year, generating nearly $288 million dollars in economic activity for the Sunflower State.
