SEDGWICK COUNTY—One person died in an accident just after 12:30 a.m. Friday in Sedgwick County.

The Kansas Highway Patrol reported a 2013 Suzuki SX4 driven by Kassandra A.&nbsp;&nbsp;Ramos, 22, Wichita, was northbound on Interstate 235 just south of Central Avenue.

The car crossed the median. A southbound 2016 Jeep Wrangler driven by April R. Fisher, 38, Newton, struck the Suzuki.

Ramos was pronounced dead at the scene and was transported to the county forensics center.&nbsp; Fisher had minor injuries. Both drivers were properly restrained, according to the KHP.

Kansas woman dies after 2-vehicle crash

GOESSEL, Kan. — The Wheat Heritage Engine and Threshing Company is holding its annual Threshing Days in Harvey County in Goessel this weekend.&nbsp;&nbsp; 

More than 100 exhibitors from a 7-state area display and demonstrate antique equipment related to farming during the past century. Additional demonstrations and ethnic Mennonite food are provided in conjunction with the&nbsp;<a href="http://www.goesselmuseum.com/" target="_blank">Mennonite Heritage &amp; Agricultural Museum</a>. HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz sent Hutch Post the following response on Thursday that will be given to those asking about the future of the racetrack at the Fairgrounds between now and the end of the Fair.

"The Kansas State Fair Board of Directors appreciates the passion and conviction from race fans shown towards the decision that was made back in November 2022 to remove the ½ mile oval at the Kansas State Fairgrounds Grandstand," the statement reads. "The board has agreed to convene a meeting after the 2023 Kansas State Fair to discuss this issue further."

More details on the future meeting will come later. No specific date has been set yet.

Fair Board agrees to meet on track after State Fair

HUTCHINSON, Kan. — Buhler USD 313 Superintendent Cindy Couchman said her board is trying to solve some of the space issues that they hoped to address with the bond that was rejected last spring in another way.

"Ad Astra Academies, that is just growing and exploding," Couchman said. "We've been talking about that for quite awhile. "I think we're up to eight staff members in Ad Astra. They are located up at our office and we're just sort of on top of each other. Within one office, we have four or five people sitting there. It's getting urgent. One of the things that we were considering is building a building, or is there an efficient building out there that we could remodel? The buildings that we own right now was not cost effective, really to remodel those. We did find a building that we thought would be cost effective and really a good use of our taxpayers money."

That building is the Masonic Lodge building at 1800 East 23rd.

"Is it perfect? Absolutely not," Couchman said. "Is it possible that we could remodel it and save some money? Absolutely. The board gave me the authority to negotiate the purchase of that building. We're in the process of that. We have submitted a bid to the realtor that is selling that. That organization will meet, I think it's Tuesday, August 8th, to consider the offer. Hopefully, they will accept it and we can get moving forward with Ad Astra."

Ad Astra is indirectly contributing to how the district will pay for it already.

"Our state aid now went up to 48% state aid in our capital outlay," Couchman said. "That's very helpful for our district. Part of that is an unintended benefit from our Ad Astra Academies, because when our enrollment goes up, our valuation per student goes down. That's how we get ranked in the state and that's how our state aid is calculated."

The reason that happens is that virtual students don't bring the property valuation from where they live with them when they reside out of district.

USD 313 looking to buy building

HUTCHINSON, Kan. — First District Congressman Tracey Mann is back in Kansas doing town halls this week, but with less than two months left in the federal fiscal year, he said work is continuing on the federal budget.

"Republicans won a majority in the House," Mann said. "When that happened, some new rules went into effect for the House. All 12 appropriations bills have to come forward individually. The last 10 to 15 years, they have come together, collectively, this huge massive funding bill called an omnibus, omni meaning many. All 12 bills have to come out individually, which provides more scrutiny. That's how the process should work. I'm all for that. One of those has come out so far. Last week, we voted on the appropriations bill that funds our military construction and our veterans."

Will they all get done before an extension would have to be made? That remains to be seen.&nbsp;

"The other eleven have to get handled here in September," Mann said. "Time is ticking. There is time to do it, but we're going to have to hit the ground running come September."

This year is also the reauthorization year for the Farm Bill, so that is also due by September 30.

"We've done a lot of listening sessions, a lot of hearings, a lot of work to get the text right," Mann said. "The final text of the House version will come out late this month or early next. Then, when Congress reconvenes after Labor Day, it looks like it will be taken up right away by the House Ag Committee, is what the current schedule is. The same thing has to happen in the Senate. That's where it sits right now."

Mann's annual listening tour to all 60 counties in the Big First wrapped up Thursday.

Mann: House getting back to regular order on budget process

United Way Community Workday coming up

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz said there will be information from the Kansas State Fair board coming out soon on the racetrack after <a href="https://hutchpost.com/posts/c558a336-4ef8-44ea-8fae-0630830d8c41">a public meeting of those who want to see the track preserved happened Tuesday night in Hutchinson</a>.

"We announced this back in November," Schulz said. "When we made these announcements, we could have got through this a lot easier than all of a sudden, boom, there it was. I applaud the race community for coming together. Our executive committee will be meeting by the end of the week to formalize a statement that will be going out. I would say just watch for that."

With regard to the specific plans for the Grandstand area expansion that would require use of some of the space currently taken up by the track, the process of getting those drawn continues.

"At the end of the month, we will have opportunities to meet with all the potential architects," Schulz said. "By the end of this month, we will have an architect chosen. At that point in time, that's when a master plan will be constructed, this would be grandstand area and some of the things over by the Bison Arena, as well."

Schulz did want to dispel one rumor, in particular.

"That's one of the myths that's going around or rumors that's going around, that when the track gets tore out, that's where the new hotel is going," Schulz said. "Never once has that ever been said. I don't know where that's coming up. Once we know, we'll let you know."

The Kansas State Fair opens Friday, September 8.

Today's "Throwback Thursday Collection" takes us to the southwest corner of South Main Street and West Sherman Avenue. 

Otasco, short for Oklahoma Tire and Supply Company, was a retail chain specializing in auto parts and appliances, based in Tulsa, Oklahoma. 

Otasco opened a store here in 1955 at 1 S. Main. By 1968, the chain had 455 units in 12 states. 

The first photo shows the Otasco store here in 1972. Note the First National Bank reconstruction happening in the background.

The second photo shows the store in 1975 (in color).

In 1984, the firm's employees bought the company. By 1988, the company filed for Chapter 11 Bankruptcy, closing 170 stores in 11 states, losing 1,600 jobs. 

Eventually, Fred Blick moved his Kansas Janitorial Supply business to this building. The third photo shows that business at that location in 2000.

Fast forward to 2013, Michael and Anne Dowell purchased the building and did a complete remodeling. After five years at 201 S. Main, Anne Dowell moved her successful Apron Strings business to 1 S. Main in 2014.

The fourth photo shows the 1 S. Main location today, still housing the Apron Strings business with the property owned by Dowell Investments L.L.C.

HUTCHINSON, Kan. — Families of children attending Central Christian School are invited to their annual K–12 Back-to-School Night on Friday, August 11, from 6:00 to 8:00 p.m in the commons. 

At 6:00 p.m., the school will have a ribbon cutting to celebrate completion of the classrooms on the east side of the building. 

This is a come-and-go event. Parents and students will be able to meet teachers, drop off school supplies, decorate your lockers, and get ready for the year.

The first day of school at Central Christian School is August 15.

HUTCHINSON, Kan. — Hutch Rec has set the Dog's Day at the Splash this year for Monday, August 21 from 5 p.m. to 8 p.m.

The fee to enter is $5 per Dog, Humans are Free. Proceeds from this event will go to Cause for Paws.

Owners need to supervise their dogs at all times to prevent any accidents and ensure the dogs are behaving appropriately.

Make sure your pup is healthy, up-to-date on vaccinations, and has no signs of illness or contagious conditions.

HUTCHINSON, Kan. — The Emancipation Day Committee is looking for new members to help with next year's event, even as they prepare for this weekend in Hutchinson. The hope is to get the next generation involved in the celebration.

"It's been 17 years," said committee member Dellis Neal. "When I moved back, I immediately got involved. My dad, Jim McCurtis was on the committee for awhile. I kind of took over his spot."

The expansion of Juneteenth into a federal holiday has not dimmed the light of the long-time Emancipation Day celebration here in Hutchinson.

"I think that there's room for both of them," Neal said. "We need all the celebration that we can get. I applaud Shontina Tipton for getting together and getting that started and she's also a big supporter of the Emancipation Day activities."

Events will begin Friday night August 4 from 5 p.m. to 9 p.m. at Rice Park.

Bring your dinner and lawn chairs and there will be family fun and entertainment with basketball, horseshoes, cornhole, pickleball, other games and music, along with a 3-point shootout from 6 p.m. to 7:30 p.m.

Jazz in the Park will be at Avenue A Park from 8 p.m. to 10 p.m. Friday.

Saturday kicks off with the Emancipation Day parade headed north on Main Street from Ave. B to 12th Avenue starting at 10 a.m.

"We used to start at 12th and go down," Neal said. "We were the only ones that went backwards. Over the years, since we moved our activities to the college, we changed our parade route. It's still going to be a great parade. We're excited about our Parade Marshall, Geneo Grissom."

Grissom, a former NFL player, will then give an address at Stringer Fine Arts Center at noon on Saturday.

There will be a free community picnic in the Gallery Theatre and on the college lawn at 600 East 11th at 12:30 p.m. Saturday.

The annual Emancipation Dance will be Saturday night at the Encampment Building at the Kansas State Fairgrounds in Dillon Hall from 9 p.m. to 1 a.m.

Sunday will be the annual Gospelfest and Ice Cream Social at 3 p.m. at the Stringer Fine Arts Center and the Gallery Theatre.

Emancipation Day events this weekend

HUTCHINSON, Kan. — Buhler USD 313 Superintendent Cindy Couchman is encouraging Crusader parents with returning students to get their online enrollment done for the fall.

"There's a couple advantages for you," Couchman said. "If you pay fees ahead of August 7, the credit card fee is waived. That is an advantage to the parents, but it also helps us plan our bus routes and get kids in the right classes and all the things that have to happen in order for school to start. We really want to encourage everybody to get online and enroll. You can wait and pay your fees, if you want, but you can still enroll."

New students have their own day for enrollment.

"If you are a new student to the area and you are attending Buhler schools, our in person new student enrollment is happening this Thursday," Couchman said. "That's tomorrow from 7:30 a.m. to 5:30 p.m. in any of our buildings. You can see our attendance centers. It's linked on our Facebook page and <a href="https://www.usd313.org/page/enrollment-information-forms">our website under enrollment</a>. On there is all the information. If you're unclear on which elementary school to attend, you can check out <a href="https://www.usd313.org/page/enrollment-information-forms">our attendance center map</a>. We hope to see all of our newest little Crusaders and big Crusaders tomorrow in our buildings."

It's very important that every parent fill out the free or reduced lunch form, if at all possible.

"It doesn't even hurt to fill it out if you're like, I'm pretty sure I'm not going to qualify," Couchman said. "It doesn't take long to fill it out. Fill out the paperwork. There's a lot of reasons to do it. It benefits your family, you can get reduced lunches and breakfasts and sometimes free breakfasts and lunches and meals for your family. It keeps our kids fed. We know that hungry kids don't learn very well. There's also unintended benefits, for even our school district. There are many things that are based upon how many students qualify for free and reduced lunch, including, can you offer school lunch programs in the summer, including our at risk money that helps all students and those students that have qualified. Some of the ESSER money was based upon that. Our title money, all the things that are based upon our free and reduced lunch count."

The first day of school in Buhler USD 313 is August 15.

The annual dinner fundraiser for the Salvation Army is coming up Friday, August 4 at the Cosmosphere.

"It's getting pretty full," said Major D.J. James. "We do have a couple tables left and some tickets available. You can still come and join us. The tickets individually are $50 a piece. That will get you in for the dinner and the silent auction that's happening."

The event helps to support the year round services and programs of the Salvation Army. They have really been helping through this hot period in the city, as well.

"We've been giving out waters all of the last few weeks with this heat," James said. "Our doors are open and people can come get some air conditioned moments and some water. That's in the forefront of my mind right now."

The need has continued to grow and the funds that the Salvation Army sets aside to help if people have emergency bills to pay are lasting less and less deep into the month.

"The need has been greater since about March and April this year," James said. "Typical for us lately is about eight to nine days into the month before we run out of funds to help with things such as rent and utilities. We continue, of course, with the payee program and lots of our other services, but the ones that take that chunk of financial support, we're only making it about a week and a half."

TECH now running event rental company

HUTCHINSON, Kan. — Hutchinson Community College Cosmetology is beginning its annual Back to School Haircuts next week for Nickerson and South Hutchinson district students, because their regular day is on USD 309's first day of school.&nbsp;

Those students can pick up vouchers for appointments from August 8 through 11 at the Nickerson City Office at 15 North Nickerson, South Hutchinson City Office at 2 South Main in South Hutchinson, or the USD 309 District Offices at 4501 West 4th in Hutchinson.

Appointment times are Tuesday, Wednesday and Friday from 9:30 a.m. to 2:30 p.m. and Thursday from 10:30 a.m. to 5:30 p.m.

Students in all other area districts can come to get their hair cut during the regular event, which this year will be Monday, August 14 from 10 a.m. to 2 p.m.
