STAFFORD COUNTY, Kan. — Work will start soon on a U.S. 281 resurfacing project in Stafford County.

The Kansas Department of Transportation project – a surface recycle and chip seal -- will be on U.S. 281 from the U.S. 50 junction to the K-19 junction. The length is 14 miles.

The work is expected to begin around Aug. 14 and be completed around Sept. 22.

During the project, traffic will be controlled by flaggers and a pilot car, and motorists should expect to stop and face delays of up to 15 minutes.

Dustrol Inc., of Towanda, is the primary contractor for the $2,097,974 project.

U.S. 281 resurfacing in Stafford County to begin

HUTCHINSON, Kan. — In just 3 days the Hutchinson Fire Department’s (HFD) 2023 School Supply Drive raised $89,643.05 for the children of Reno County.

In just its sixth year, donations surpassed the 2022 drive total by a little over $20,000. Each year HFD teams up with area teachers from Reno County School Districts in order to identify items that children in the community need. 

After the needs have been identified, HFD gets started planning the event. Entrance doors at school supply outlet stores in Hutchinson are manned for local donations. Supplies are then sorted, boxed, and taken to the schools where these donations can be used by the teachers. 

Teachers distribute to their students as needs arise. This process, several years in the making, has been honed to ensure accountability at each step of the process.

HFD would like to thank the citizens of Hutchinson and the surrounding area for coming out and supporting them in this great cause for our children. 

HFD would also like to thank corporate sponsors Allen Samuels Chrysler Dodge Jeep Ram of Hutchinson and RCB Bank, as well as the support from their employees to help raise donations and make this year’s school supply drive a huge success. 

Supplies will be distributed August 3rd and August 4th to thirty-four schools in Reno County that include USD 308, 309, 313, private schools, and alternative learning schools.

School supply drive raises nearly $90,000

HUTCHINSON, Kan. — A City of Hutchinson employee, Dave Sotelo has been selected for a worldwide opportunity through his work with the United Way of Reno County.

"Dave is our Human Relations officer, but he's also on the United Way of Reno County board," said Interim City Manager Mary Grace Clements. "The United Way of Reno County announced that in 2023, Dave was chosen as one of the Young World Summit representatives. Five people in the world were chosen and Dave was one of them. He will represent the United Way of Reno County Hutchinson, Kansas, along with some people from Venezuela, Guyana, Florida and Hawaii."

The summit is to be held October 2 through 5 in Belfast, Northern Ireland.

The summit provides a unique opportunity for 2,000 exceptional young leaders from around the world to gather together and address some of our world’s most consequential challenges. Delegates will engage in five plenary challenges related to peace and reconciliation, the food crisis, education, the climate, and mental health.

Sotelo to represent United Way at international summit

HUTCHINSON, Kan. — William Nusser, a Hutch native and mayor of Larned, came to speak to the Hutchinson City Council about the meeting Tuesday night at Rice Park to hope to save the historic half-mile oval at the Kansas State Fairgrounds.

"With proper promotion, this should be a draw for the City of Hutchinson," Nusser said. "This should be something, we can bring in five to ten shows a year, bring in World of Outlaws and something that Hutch can actually maybe compete against Wichita in actually bringing dollars in versus seeing it go up 96 all the time. What they presented was, it was lack of use and return on investment. I quickly learned that was probably a moving goalpost that day, that really wasn't maybe their initial concern."

Nusser understands that it was a Fair Board decision and that it was made last November, but the plan for the extension of the VIP seating area and putting in a permanent stage that would necessitate the closure hasn't really been fleshed out at this point.

"Their plan is developing now, what to do with the space," Nusser said. "Financially, they don't have the money to develop the space. They kind of mentioned, when I met with them, we're going to have to do some fundraisers in there. They've basically budgeted $300,000 to demo the track and that's it. Last year, they went to the State Legislature and asked for $14.5 million in an appropriation for a lot of development, Bison Arena, great things. I'm very supportive of the fair. I want those things to happen, but nothing was mentioned for the development of that area. As we know, when you go to state legislators and grant funding, you go with a&nbsp; one-time bullet like that, and you're doing a huge request that they funded, they're not coming with another $14.5 million for that. The idea one of the guys proposed yesterday was, what if we had three years? As you develop your plan, as you develop the finances for that plan, just let us continue to use the racetrack until that is ready, but to demo it without a future plan is a little bit of our frustration. That's why, when we call for the meeting, we want them to articulate what their plan is for the space. At this point, there is no direct plan."

One of Nusser's continued concerns is that there is not a local representative with a seat on the Fair Board. In fact, his group had to file an open records request to even get a list of the members from the fair. It remains to be seen if the Fair Board will choose to explain themselves further. Kansas State Fair General Manager Bryan Schulz is aware of the meeting and he is scheduled to be on the radio later this week on KWBW, as well.&nbsp;

Tonight's meeting is at the Rice Park Community Building at 1801 Swarens at 6:30 p.m.

Larned mayor talks about racetrack to Hutchinson City Council

TOPEKA, Kan. — Motorists traveling four stretches of highway across Kansas, including one stretching into Harvey County, will now see increased traffic safety messaging and new signage as part of the Safety Corridor Pilot Program.

The Safety Corridor Pilot Program is a five-year initiative to reduce fatalities and serious injuries in four selected safety corridors. 

Increased law enforcement, traffic safety education campaigns, low-cost engineering improvements and a review of emergency response issues are part of the comprehensive approach of the program’s goals. 

Road users traveling the safety corridors will see new warning signs: “Safety Corridor – Increased Enforcement.” The safety corridors were selected based on a history of fatal and serious injury crashes, availability of additional law enforcement and input from local transportation safety partners. 

From 2016 to 2021, over 500 crashes occurred on these corridors resulting in 35 deaths and 68 serious injuries. In early 2023, meetings were held with area traffic safety partners to discuss issues, make recommendations and develop an overall plan. The four corridors include:&nbsp;

This Safety Corridor Pilot Program will run until 2028. Secondary educational messages in schools and businesses along the four corridors will be distributed beginning this month.&nbsp;

USD 310 Primary in person voting today

RENO COUNTY, Kan. — A field survey is expected to begin around Monday, Aug. 7, for a proposed bridge replacement on&nbsp;U.S. 50 west of Hutchinson.

The survey will be for a bridge replacement over Sugar Creek, near Abbyville.&nbsp;The length of the field survey is 5,000 feet, and the survey will be based on the existing alignment.

This field survey -- to gather information needed for the detailed design of the proposed improvement -- is estimated to be completed by Oct. 1.

A member of the survey crew first will contact property owners and/or tenants for permission to enter private property. Survey activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor.

Michael Small, P.S., Project Manager, MKEC, will be in charge of this survey for the Kansas Department of Transportation.

PRATT COUNTY –Two people were injured in an accident just before 5:30p.m. Monday in&nbsp; Pratt County.

The Kansas Highway Patrol reported a 2006 Dodge Ram 2500 driven by Dustin R. Brenner, 37,&nbsp; Pratt, was northbound on NW 70th Avenue at U.S. 54.

The driver failed to stop at the stop sign at U.S. 54. A westbound 2005 Kenworth semi driven by Victor M. Maldonado, 29, Ulysses, struck the pickup.

EMS transported Brenner and Maldonado to Pratt Regional Medical Center. Brenner was not wearing a seat belt, according to the KHP.

HUTCHINSON, Kan. — The Hutchinson Art Center is accepting submissions for a Group Photography Exhibition.

Artists are asked to submit one work of photography for this exhibition. 

Submitted artwork must be within the size limit of 20” in any dimension, and must be framed and ready to hang. Photoshop and other photo editing is allowed, but all elements must be the result of photos taken by the artist. 

There is no set theme – any subject matter will be accepted, just keep it family-friendly.

National Night Out event Tuesday in Hutch

RENO COUNTY, Kan. — Are the student vaccinations for your kids up to date? You still have time to get vaccinations and physicals done before the start of the 23-24 school year.

To better serve families, the Reno County Health Department is holding extended hours for vaccination clinics on Saturday, Aug. 5th and Monday August 14th.

According to the Kansas Department of Health and Environment, Immunization requirements and recommendations for the 2023-2024 school year are based on the Advisory Committee on Immunization Practices (ACIP) and the Centers for Disease Control and Prevention (CDC) recommendations. 

The current recommended and minimum interval immunization schedules may be found on the CDC webpage. The best disease prevention is achieved by adhering to the recommended schedule. 

However, if a child falls behind, the catchup schedule is implemented. To avoid missed opportunities, immunization providers may use a 4-day grace period, in most instances, per age and interval between doses. In such cases, these doses may be counted as valid.

K.S.A. 72 - 6261 - Kansas Statutes Related to School Immunizations Requirements and K.A.R. 28-1-20, published July,18, 2019 in the Kansas Register, defines the immunizations required for school and early childhood program attendance.

• Diphtheria, Tetanus, Pertussis (DTaP/Tdap): Five doses required. Doses should be given at 2 months, 4 months, 6 months, 15-18 months, and 4-6 years (prior to kindergarten entry). The 4th dose may be given as early as 12 months of age, if at least 6 months have elapsed since dose 3. The 5th dose is not necessary if the 4th dose was administered at age 4 years or older. A dose of Tdap is required at entry to 7th grade (11-12 years).

• Hepatitis A (Hep A): Two doses required. Doses should be given at 12 months with a minimum interval of 6 months between the 1st and 2nd dose.

Pupils who have not completed the required inoculations may enroll or remain enrolled while completing the required inoculations if a physician or local health department certifies that the pupil has received the most recent appropriate inoculations in all required series. Failure to timely complete all required series shall be deemed non-compliance.

(b) As an alternative to the certification required under subsection (a), a pupil shall present:

(1) An annual written statement signed by a licensed physician stating the physical condition of the child to be such that the tests or inoculations would seriously endanger the life or health of the child, or

(2) A written statement signed by one parent or guardian that the child is an adherent of a religious denomination whose religious teachings are opposed to such tests or inoculations

(c) On or before May 15th of each school year, the school board of every school affected by this act shall notify the parents or guardians of all known pupils who are enrolled or who will be enrolling in the school of the provisions of this act and of any policy regarding the implementation of the provisions of this act adopted by the school board.

(d) If a pupil transfers from one school to another, the school from which the pupil transfers shall forward with the pupil’s transcript the certification or statement showing evidence of compliance with the requirements of this act to the school to which the pupil transfers.

Reno County Health Department with two more vaccination clinics

PRATT COUNTY, Kan. — Work is expected to start Wednesday, Aug. 2, on part of a resurfacing project on U.S. 54/400 in Pratt County.

The work beginning Wednesday will be limited to a mill and overlay on the centerline of the highway. The rest of the resurfacing project will occur at a yet-to-be-scheduled time.

The Kansas Department of Transportation project will be on U.S. 54/400 from the Kiowa/Pratt county line to the west city limits of Pratt. The length is almost 13 miles.

The centerline work is expected to be completed by Friday, Aug. 11.

Crews are expected to work from the Kiowa/Pratt county line east toward Pratt.

During the centerline work, traffic will be reduced to one lane and controlled by flaggers and a pilot car. Motorists should be prepared to stop and face delays of up to 15 minutes.

Venture Corp., of Great Bend, is the primary contractor for the overall $2,578,918 project.

Work on U.S. 54/400 to start Wednesday in Pratt County

This is day 16, the final day of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

The Kansas wheat harvest is finally drawing to a close with 95 percent of wheat harvest complete, according to the official statistics provided by the USDA’s National Agricultural Statistics Service in its crop progress report for the week ending July 30, 2023. That is still well behind last year’s 100 percent completion at this time and the five-year average of nearly 99 percent.

Ahead of the weekend, the last remaining farmers in the harvest field were cutting down toward the Oklahoma border, primarily so they could report numbers to crop insurance, according to Lawson Hemberger, MKC senior location manager of rail terminals who is based out of the Sumner County Terminal in Milan. Hemberger oversees both of MKC’s current terminal elevators as well as the one under construction near Sterling. The terminal in Milan covers Sumner County, southwest of Wichita, and into neighboring Harper and Cowley counties.

The terminal took in its first loads of wheat around June 8. While that makes the length of harvest very long in total, Hemberger noted the majority of acres were harvested by the Fourth of July. The area caught five to six inches of rain that week, forcing farmers out of the field and starting a cycle of every-other-day rain delays, increasing weed pressure and falling test weights.

“This is definitely the first year I’ve seen a wheat harvest go darn near two months long,” he said.

Hemberger noted the area was pretty decent on moisture compared to other areas of Kansas as the wheat came out of dormancy. The wheat was up and looking pretty average, but then the area went all the way to early May before finally catching rain.

Hemberger estimated abandonment ranged from 10 to 15 percent. Some of those planted acres were abandoned before harvest so farmers could plant a second crop, others were zeroed out during harvest when some producers could send the combine down and back once in the field and not even fill up a coffee can.

He noted he was holding his breath when the rains arrived — calling it the do-or-die moment — but the wheat was at the exact right stage to fill the kernels that it put on. Test weights were excellent during the first few weeks of harvest, right at 60 to 60.5 pounds per bushel.

Yields were widespread from five bushels per acre — primarily where crop insurance would not release acres ahead of harvest — up to 48 bushels per acre. For the early part of harvest ahead of the holiday, Hemberger estimated most farmers averaged about 20 bushels per acre.

Protein was exceptional — even higher than last year’s drought-stressed crop — with Hemberger estimating 80 percent of wheat coming in was at 13 percent protein or higher. He noted for wheat report readers that the protein levels are mostly locked in once the wheat matures, meaning the protein values do not drop significantly like test weight.

The Sumner County Terminal has four different pits, allowing MKC to set up a really good segregation plan. Hemberger explained that most of the time they have four to five protein breaks — so trying to separate every percentage point (10 percent, 11 percent, etc.). This year, the crop came in so much higher with protein content that they had to adjust that segregation plan every other day to continue separating the highest protein wheat. He noted they are putting higher protein wheat — 14 and higher — into long-term storage, stashing it away for another time when good protein wheat may not be as readily available as this year’s crop.

Hemberger reported the most consistently reported top wheat variety this year was AgriPro’s Bob Dole, which was developed by K-State. He noted producers also highlighted Larry, also developed at K-State, and Paradise from Polansky Seed, as varieties that performed well in the area this year.

After the big rains around July 4, however, the rain kept coming. As a result, damage has substantially increased on those tail-end acres and test weights dropped off and at the end of harvest were down to 56 to 57 pounds per bushel. Weeds were a whole other debacle as producers struggled to control late-season emergence options in order to harvest. Crop insurance ended up zeroing out some fields due to crabgrass that came in after pigweed was sprayed.

Even with the frustrating end of harvest, Hemberger reported this year’s harvest was better than expected.

“We figured we got about 60 to 65 percent compared to a normal year,” Hemberger said. “Looking back at where we were going into May, we didn’t think we would have a crop at all.”

Despite the challenges the rain caused for the wheat, the ample moisture means the fall crops are looking really good, even with the long period of triple-digit weather that is threatening the crop at a critical growth period. Hemberger noted a rain at the end of last week of 1.5 to 3 inches could not have come at a better time.

Now the challenge is to turn house quickly at the terminal to make space for those fall crops. Most of the wheat will be sent to local mills. The MKC terminal does have two train loaders, but with such a short crop, there is not a strong export market out of Kansas this year. Still, he noted they will load a few trains that were contracted back this spring.

Overall, this wheat harvest will be one for the record books, although not in the way that producers would prefer, according to Justin Gilpin, Kansas Wheat CEO. As of its last estimate, USDA predicted Kansas wheat production will total 208 million bushels on 6.5 million acres, the smallest crop since 1966.

Breaking down that overall number, however, average yields for 2023 are currently estimated at 32 bushels per acre compared to 19.5 bushels per acre in 1966. That gain is directly attributable to the improvement in available wheat genetics, recommended farming practices and decades of on-farm knowledge.

“What shouldn’t be lost in everything that’s going on is the gains that have been made through genetics to try and keep a disaster from being more of a disaster,” Gilpin said. “The 2023 wheat crop had more than its share of twists and turns, but overall, we’ve come a long way. Every year is a little bit different, but 2023 is probably going to be one of those years that does stand out for a long time on charts, and not just due to the overall challenges this crop faced. Combined with the market volatility and unprecedented geopolitical events — everything that is occurring simultaneously within the wheat market right now is pretty incredible.”

That is still well behind last year’s 100 percent completion at this time and the five-year average of nearly 99 percent.Ahead of the weekend, the last remaining farmers in the harvest field were cutting down toward the Oklahoma border, primarily so they could report numbers to crop insurance, according to Lawson Hemberger, MKC senior location manager of rail terminals who is based out of the Sumner County Terminal in Milan. Hemberger oversees both of MKC’s current terminal elevators as well as the one under construction near Sterling. The terminal in Milan covers Sumner County, southwest of Wichita, and into neighboring Harper and Cowley counties.The terminal took in its first loads of wheat around June 8. While that makes the length of harvest very long in total, Hemberger noted the majority of acres were harvested by the Fourth of July. The area caught five to six inches of rain that week, forcing farmers out of the field and starting a cycle of every-other-day rain delays, increasing weed pressure and falling test weights.“This is definitely the first year I’ve seen a wheat harvest go darn near two months long,” he said.Hemberger noted the area was pretty decent on moisture compared to other areas of Kansas as the wheat came out of dormancy. The wheat was up and looking pretty average, but then the area went all the way to early May before finally catching rain.Hemberger estimated abandonment ranged from 10 to 15 percent. Some of those planted acres were abandoned before harvest so farmers could plant a second crop, others were zeroed out during harvest when some producers could send the combine down and back once in the field and not even fill up a coffee can.He noted he was holding his breath when the rains arrived — calling it the do-or-die moment — but the wheat was at the exact right stage to fill the kernels that it put on. Test weights were excellent during the first few weeks of harvest, right at 60 to 60.5 pounds per bushel.Yields were widespread from five bushels per acre — primarily where crop insurance would not release acres ahead of harvest — up to 48 bushels per acre. RENO COUNTY, Kan.&nbsp;— Kansas State Rep. Tracey Mann will begin his annual "Mann Listening Tours" on Tuesday morning. The point of the tour is for Mann to visit all 60 counties that are represented in the Big First District.
