HUTCHINSON, Kan. — City of Hutchinson Public Works Director Brian Clennan explained to Hutch Post that there was a lot more that went into their response to last week's snowstorm than just clearing roads.

"Along with the snow, we also experienced a lot of power outages, which impacted numerous traffic signals," Clennan said. "It impacted numerous lift stations. Also, it impacted the wastewater treatment plant. We had folks out running generators to get that infrastructure up and running during that storm event. Some of the challenges in facing that storm included the fact that our street division is operating with only 19 of its 33 positions filled, which really limited the number of snowplows that we could get out there on the streets at any one time. Despite that challenge, we did have snowplows running for 50 continuous hours, from about Monday at 6 p.m. to Wednesday at 8 p.m."

There were two shifts of snowplow drivers working 12 to 14 hours. Spot treatment began on Thursday. A reminder that the city does not plow every street.

"Our major focus is on our major corridors," Clennan said. "That's Main Street, K-61, 30th Avenue, those types of areas, and also the downtown business district. That's really where we focused all of our attention. What we have are our primary snow routes, which again, are those major corridors, our arterial and our collector streets. Our goal with the way we've set up our primary routes, is to make sure that every home is about four blocks from a plowed street. We do not plow residential streets, except for some of those around our schools."

Areas on those routes with stubborn ice will also still take some time to clear, as the cold makes salt application less effective.

"Salt will melt ice differently at different temperatures," Clennan said. "At 30 degrees, one pound of salt will melt 46 pounds of ice in five minutes. At 15 degrees, one pound of salt melts six pounds of ice in one hour. The colder it gets, the less effective that salt is and that's one of the challenges with this particular storm."

If the forecast temperatures for Wednesday actually happen, a lot of clearing should be able to be accomplished on those main routes as the temperature rises back toward the freezing mark.

Clennan: City response required teamwork

NEWTON, Kan. — According to a weekend social media post from the Newton Public Library, they will remain open in their current building through 6 p.m. March 2, then they anticipate reopening in the new library on Monday, April 1.

They will continue to circulate materials right up until 6 p.m. on March 2, and due dates that would normally fall during the closure will be extended until they reopen.&nbsp;&nbsp; 

During the closure, the public won’t be able to reach library staff by phone. The best ways to reach them will be email at&nbsp;<a href="mailto:library@newtonplks.org">library@newtonplks.org</a>&nbsp;or Facebook message. Responses may be delayed, particularly during the week of March 4-8.&nbsp;&nbsp;

After the new library opens, there will still be ongoing work in Phase 2 to demolish the existing library and create off-street parking. This work is expected to be complete in late summer 2024.

Patrons are welcome to borrow items right up until closing time at 6 p.m. on March 2. The more you check out, the less they have to move.

Those who want to return items during the closure should be able to put them in the new library building’s exterior book drop, which is planned to be open during the move. However, there may be substantial delays in materials check-in, because the computer systems will be offline at various times during the transition.

The last day to request interlibrary loan materials will be Wednesday, Jan. 31. All interlibrary items will need to be returned no later than Feb. 29. This includes both community book club and general patron requests. Community book clubs that need books for March are encouraged to use Newton Public Library book sets.&nbsp;

Newton Library sets moving date

Despite living my entire life in Kansas, I’ve never fully acclimated to the blasts of polar weather we occasionally receive. I’m fully prepared for cabin fever to set in these next few days as another round of bone-chilling cold sweeps across the landscape.

Thankfully for wheat and other plants trying to survive the Arctic air, there’s a warm blanket of snow to provide some protection. Of course, warm is a relative term when actual temperatures are below zero.

Brief bouts with the cold are expected in winter, which is also why January trails only February as the worst month in Kansas. The heat and humidity of August ranks it a distant third. I’d much rather deal with sweating when walking outside than the routine of bundling up and still feeling the cold seep in.

Maybe I’m still slightly miffed about not being able to sleep in and watch “The Price is Right” on snow days when I hit high school. On the days it was too dangerous to drive 2 miles to school but perfectly acceptable to traverse 6 miles to the ranch.

The work wasn’t really the issue, it was the amount of time the cold added to simple tasks. Tractors took longer to start even with block heaters. Gate latches took longer to undo with thick gloves and the frozen hinges took more effort to free. Removing the twine from frozen bales was its own adventure, as was navigating snow-packed gravel roads. The one benefit, if you want to call it that, is there is no mud, but frozen ground is only a slight consolation.

One particular polar event that still stands out didn’t involve more than an inch of snow, but it was so cold school was canceled. It was one of those days where the high was negative something and the wind chill was instant frostbite.

As usual the tractor took longer to start, the gates took longer to open and the haybales were frozen solid, but the day didn’t end once all the cattle had been fed, with some extra hay for bedding.

The rest of the day was spent checking and rechecking ponds to ensure cattle had access to water. It took about an hour to make the rounds, which included using a double-bit axe to chop holes through the iced-over ponds. We managed to take short breaks in the house between rounds, but we repeated the process four or five times throughout the day to make sure access to open water was always available.

Caring for cattle and other animals doesn’t stop because it’s cold out. I appreciate all the farmers and ranchers who have endured the recent polar weather. It’s understandable to be disgruntled with the cold, but the work must be done.

For those of us who don’t have to open gates or chop ice, the freezing temperatures offer an opportunity to get ahead on some work as well, especially inside. Whether it’s organizing an overstuffed closet or simply reading a book that’s been laying around for too long, being productive can alleviate the cabin fever that comes with being stuck inside.

Whether the weather slows your work or simply forces you inside, this blast of biting air will eventually pass. Until then, I’m looking forward to the relative warmth of normal winter temperatures without being too bitter.

HARVEY COUNTY —One person was injured in an accident just after 4 p.m. Monday in Harvey County.

The Kansas Highway Patrol reported a 2005 Chevy Colorado driven by Riley Karlin, 22, Andover, was northbound on Interstate 135 at Southwest 6th Street in Newton.

The driver lost control of the pickup due to the snow and freezing temperatures. The pickup crossed the median and struck a southbound 2016 Ford Fusion driven by Janae&nbsp;Rempel, 36, Hilsboro. After inpact, the vehicles slid onto the southbound shoulder and struck the guardrail.

EMS transported a passenger in the Ford identified as Connie&nbsp;Faber, 66, Hilsboro, to Newton Medical Center. The drivers were not injured. All three were properly restrained, according to the KHP.

HTeaOwner is StartUp Hutch feature Tuesday

HUTCHINSON, Kan. — Nickerson-South Hutchinson USD 309 Superintendent Curtis Nightingale says that the budget impact of the state's failure to fund Special Education to its statutory level is significant in his district along with the others in the area.

"What special ed costs in our district, it's about $2.5 million, is what we spend each year," Nightingale said. "That covers all aspects of the special ed spectrum. The state funds us, although, legally, they are supposed to fund us at 92%, they fund us at about $1.8 million, which leaves a deficit of about $600,000. It's a little over $600,000 that we've got to transfer to cover special ed."

Nightingale doesn't appreciate the rhetoric created by those that don't understand the legislature's failure to follow its own obligations.

"The state's changed the law, where we have to send out that revenue neutral document that lets people know how much our revenue has increased each year, as if we're doing a bad thing and we have to tell on ourselves that we're charging you more money," Nightingale said. "What they are not telling you is the reason that we're having to charge you that more money is because they are underfunding. They are breaking the law by not funding at that 92%. We are left with no recourse but to take that money from our local people to cover that."

Spending on special education is a federal mandate through the&nbsp;Individuals with Disabilities Education Act.

"There's a federal law that says, if I spend $10 on special ed last year, I can spend no less than $10 this year," Nightingale said. "Every year, I am required to maintain that same level of funding at least. If I have more students, obviously those costs go up. At minimum, I have to stay at what I paid last year. When the state fails to fund us almost $601,000, I have to take that from somewhere, which means I have to raise taxes locally."

It's also important to note that the gap that is filled in is filled in with money that could otherwise have been used on all students, not just on special education students.

"I have to maintain a certain amount of cash on hand because the state, not only are they not paying the full amount, but they don't pay me on time," Nightingale said. "They pay me late. Then, they criticize and they want to go into the media and blast schools for holding all this cash, like we're squirreling away money. We have to, based on the system."

In addition, the final enrollment number on which actual funding is based doesn't come in until the school year it was for has ended.

Nightingale: Special Education funding one of many budget challenges for schools

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz said you cannot trust that every place that says it has tickets for the Fair's grandstand shows actually has them.

"There are a lot of people out there imitating the Kansas State Fair ticket office," Schulz said. "Be very careful, when you're buying tickets, making sure that it's through a credible source, the Kansas State Fair our our ticket company etix. If you're going out and buying it through another agency, there's a chance that you're not going to get your tickets. There's a chance that you're going to be paying two to three to four times more than you're supposed to."

"We had a few people buy extra tickets when the Oak Ridge Boys went on sale," Schulz said. "Now they are selling them for two to three times the amount that we actually sold them for. They are selling tickets that haven't even been bought yet. They are looking at our site, seeing tickets and trying to sell them. When you, as the person wanting to come to the concert say yeah, I want to sit in that seat, then they go out and buy it from us."

Also, tickets bought from the Fair or from etix include gate admission for that day of the Fair.

Schulz: Buy Grandstand tickets from the Fair

HUTCHINSON, Kan. — The Reno County Community Quilt is now on display at the Hutchinson Art Center in the Front Gallery. 

If you haven't seen it before, now is your chance!

Each participating organization and agency designed and created a square to represent themselves on the quilt.

In the end, the quilt features a large center square surrounded by smaller squares representing thirty-two different organizations and agencies.

The Hutchinson Public Library hopes the quilt will bring awareness to these organizations and agencies and foster a sense of community between these organizations and agencies themselves and the people they serve.

The quilt will be on display at the Art Center until the end of January, so visit soon and view this incredible collaborative effort by those in the Reno County community.

Community Quilt at Art Center

HUTCHINSON, Kan. — The Hutchinson City Council will authorize doing the work on the&nbsp;16th and Baker Bridge at an estimated cost, along with bonding costs, of&nbsp; $1,155,000 at its meeting on Tuesday. This has to be authorized by ordinance so that it can be bonded later in the year with other city projects.

Also on the agenda are three executive sessions, one for the employer-employee negotiations exception, K.S.A. 75-4319(b)(3) in order to discuss issues related to 2025 contract negotiations with the City’s bargaining units, a second for&nbsp;the security measures exception, K.S.A. 75-4319(b)(12) in order to discuss security measures involving City facilities and a third for&nbsp;personnel matters of nonelected personnel exception, K.S.A. 75-4319(b)(1) in order to discuss City Manager matters.

The Hutchinson City Council will meet at 9 a.m. Tuesday at City Hall.

Mel Hambleton Racing releases fairgrounds track schedule

MCPHERSON COUNTY —One person was injured in an accident just before 8 p.m. Saturday in McPherson County.

The Kansas Highway Patrol reported a 2017 Honda Pilot driven by Nathan E. Paine, 35, McPherson, was northbound on Interstate 135 approximately two miles south of Cherokee Road.

The SUV passed a 2024 Kenworth semi driven by Scott A.&nbsp;Engel, 50, Hays, and began braking.&nbsp; The vehicle entered right lane and the semi struck the Honda.

After impact the Honda entered the median and came to a rest in the southbound lane of travel.

EMS transported Paine to the hospital in McPherson.&nbsp; Engel was not injured. Both drivers were properly restrained, according to the KHP.

McPherson man hospitalized after crash with a semi

HUTCHINSON, Kan. — The Spring 2024 semester Dillon Lecture Series tickets are on sale now.

Janelle Shane’s AI humor blog, <a href="https://www.aiweirdness.com/">AIweirdness.com</a>, looks at the strange side of artificial intelligence. She has been featured in the New York Times, The Atlantic, WIRED, Popular Science, All Things Considered, and Slate. In 2019 she was named one of Fast Company’s 100 most creative people in business.

Shane received her BS in Electrical Engineering from Michigan State University, her MPhil in Physics from the University of St. Andrews, and her PhD from the University of California San Diego.

David Grann is a #1 New York Times bestselling author and an award-winning staff writer at The New Yorker magazine. Spring 2024 Dillon Lecture Series tickets on sale

HUTCHINSON, Kan. — The first thing Pretty Prairie USD 311 did after they got the bond issue passed this past spring was get to work on the roofs of their buildings and that work has paid off, especially in recent days.

"We were talking about it, because there's a final walk through of the roofing project," said USD 311 Superintendent Ashley Anderson. "They are going to do a final walk through, but I told them, I said, I was sitting in my office when it was raining so terribly on Monday and it's like, wow, I don't hear that drip, drip, drip that I used to hear right above my head, so it's like, okay, we have made some progress, so that was exciting."

There are still issues that need to be addressed, but the weather needs to improve to get to some of those.

"Our next project will be the windows," Anderson said. "We're getting all new windows in all of our classrooms and buildings. The ordering of all of that glass and everything, we weren't projected to start that until March. After Spring Break, we'll start at the high school and then go to the middle school and then do the grade school in the summer, so we aren't disrupting them at all. That will be the next project."

Maybe the most anticipated project, especially in the midst of the current basketball season, is the gym upgrades, but those will be a while longer yet.

"The gym is the one where everybody's like, why are we not moving, why are we not moving?" Anderson said. "It's hard for me to understand all of the eyes and hands that have to see those plans. They are still making its way through all the engineering firms and everything like that. We're still anxiously awaiting a start date, or a dig date, I guess."

The hope is to get the plans back to the board either this month or next.

USD 311 already seeing bond benefits

TOPEKA , Kan. — Kansas families with school-aged children will receive a one-time benefit of $120 per child as part of the Supplemental Pandemic Electronic Benefit (P-EBT) program. 

A total of $13.6 million will be distributed to approximately 114,000 school-aged children in January.&nbsp;&nbsp;

“The Supplemental P-EBT program helps parents and care providers access nutritious food for their families,” said Laura Howard, Secretary Kansas Department for Children and Families. “I am pleased that we are able to provide this benefit to Kansas children to reduce food insecurity for our youngest citizens.”

Supplemental P-EBT, a result of the COVID-19 pandemic and the American Rescue Plan Act, is designed to benefit school-aged children who received free or reduced-price school meals through the National School Lunch Program during the 2022-23 school year. 

Due to the complexity of gathering the data, the benefit is for the summer months of June, July, and August of 2023. The benefit distribution will be auto-issued through a direct certification process. 

Parents and guardians who believe their children are eligible, but do not receive a benefit in January may request the Supplemental benefit using the DCF Self-Service Portal Feb. 1-29, 2024.&nbsp;

Recipients may use their P-EBT funds to purchase eligible foods from approved retailers that accept Food Assistance benefits like grocery stores and online at Aldi, Amazon, or Walmart. RENO COUNTY — The Reno County Medical Reserve Corps (MRC), a newly revitalized volunteer unit that supports preparedness opportunities throughout the county, held their first meeting Friday afternoon at the Reno County Health Department. 

 Although many of the volunteers are medically trained, people who want to volunteer are not required to have a medical background to qualify.

Bethany College receives historic $10 Million gift

HARVEY COUNTY — Two Harvey County Road and Bridge projects are scheduled to begin this month.

A bridge replacement project is set to begin Monday on Southwest 72nd Street between South Golden Prairie Road and South Spring Lake Road. The bridge project is anticipated to be completed in late March.

A culvert replacement is also planned to start Jan. 22 on North Prairie Lake Road between West Dutch Avenue and Northwest 96th Street. The culvert work is estimated to be finished in April.

Southwest 72nd and Prairie Lake will be closed to through traffic during the duration of the respective projects.

Both projects will be undertaken by Klaver Construction.
