HARVEY COUNTY—A Kansas woman died in an accident just before 2 p.m. Saturday in Harvey County.

The Kansas Highway Patrol reported a 2017 Hyundai Accent driven by Konner Lynne&nbsp;Hayes, 29, Newton, was northbound on Interstate 135 two miles south of Newton.

The car crossed the median and collided with a southbound 2024 Freightliner semi driven by Salpyyev Suleyman, 44, Jacksonville, Florida.

 Vehicle 1 came to rest facing Southwest in the left-hand lane. Vehicle 1 came to rest jackknifed across both Northbound lanes on I135.

Hayes was pronounced dead at the scene and was transported to the&nbsp;Kansas Forensics Lab. Suleyman was not injured. Hayes was not wearing a seat belt, according to the KHP.

Newton woman dies after crash with a semi

HUTCHINSON, Kan —&nbsp;As the Primary Election draws near, the Hutchinson/Reno County Chamber of Commerce announced today they will be hosting a forum for Reno County Commission and Kansas State Legislature candidates that will be appearing on the August Primary ballot.

The two forums will be held only for races that have contested primaries. On Thursday, July 11th at 6 PM at Stringer Fine Arts Center, 600 E 11th Avenue the Kansas State Legislature candidates will begin the two-evening event. Invited to participate are Kansas Senate District 34 candidates Bob Fee and Michael Murphy, Kansas Representative District 102 candidates Tyson Thrall and Kyler Sweely and Kansas Representative District 114 candidates Steve Schweizer and Kevin Schwertfeger. On Tuesday, July 16th at 6 PM at Stringer Fine Arts Center, the Reno County Commission District candidates will be invited to participate. District 2 candidates are Incumbent Ron Hirst and Challengers Melony Ball and Kenneth Nisly. District 3 candidates are Timothy Davies and Ron Vincent. District 4 candidates are Incumbent John Whitesel and Challenger Richard Winger. 

Debra Teufel, President and CEO of the Hutchinson/Reno County Chamber will act as the moderator.

Candidates will have the opportunity to make opening and closing statements. During the question-and-answer period, candidates will be given a limited time to answer to keep the forum moving. No questions will be accepted from the audience that evening; however, the public is invited to submit questions in advance to the Hutch Chamber office.

Chamber forums dates adjusted; now July 11 and July 16

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel is pleased that the City Council chose to approve the Downtown Master Plan as policy at their June 18 meeting.

"We talked about, it was two years ago right now when we first made the request for them to support a portion of the funding for the plan, and that was really because we had had a coalition of organizations and individuals working together on a plan to improve downtown," Teufel said. "To really take it to the next level, we wanted to engage with a professional firm that could help us look at this landscape and give us some ideas of what recommendations they would have for our community. And so in order to do that, we had gone out for a bid and Olsson Studios was the company selected. At that time, we only had raised about half of the funding. Much of that was from the Nation Meyer Fund and from other philanthropy that the Community Foundation was very instrumental in helping raise. When we made that request to the city, we knew that would be a big ask of them, but you could see city council then and now supports very much investing in the heart of the city as a driver for other economic activity across the community."

The approval process was important to allow the council to see where the plan can be tailored to their vision of the future of Hutchinson.

"It was a good opportunity for them to read the plan and study it in depth, but also get feedback from the citizens," Teufel said. "I think there was a lot of feedback on Tuesday and that was important for the city to hear because it will impact how we all go forward in the implementation steps."

From a city perspective, getting the shared infrastructure worked on is an area they can attack first.

"There are some areas that maybe previously had some streetscaping done, but maybe those are starting to crumble," Teufel said. "Maybe there needs to be more ADA accessibility and the city has applied for a grant and hopefully will receive it that will start helping with that. There are definitely some sidewalks that need attention. There are probably some parking lots that need attention. I would call those infrastructure, but also wayfinding signage and the entrances into downtown. There's many recommendations in there about how those visuals, but also actual built infrastructure help give confidence to retailers that then want to move into downtown."

The Downtown Master Plan was passed unanimously.

HUTCHINSON, Kan. — The unemployment rate in Reno County was higher for the month of May 2024.

According to the Kansas Department of Labor, the jobless rate for the county went up five tenths of a percent to 3.3%. The jobless rate for the same period in 2023 was 2.9%.

There were 961 county residents out of work.&nbsp;

Preliminary estimates reported by the Labor Market Information Services (LMIS) division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics (BLS) show a seasonally adjusted&nbsp; unemployment rate of 2.9% in May. This is an increase from 2.8% in April and an increase from 2.6% in May 2023.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 100 from April. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 300 over the month, while government increased by 400.

“Preliminary estimates for May indicate little change over the month,” said labor economist, Emilie&nbsp;Doerksen. “Total nonfarm job estimates increased by 100, the unemployment rate edged up to 2.9%, and the labor force participation rate held steady at 66.1%.”

Since May 2023 Kansas’ seasonally adjusted total nonfarm jobs have increased by 24,000. This change is due to an increase of 18,700 private sector jobs and an increase of 5,300 government jobs.

Reno Co. unemployment up in May

NEWTON, Kan. — In the next few days, IMS will be out driving Newton streets to gather data on the surface conditions of the streets. 

The vehicle uses lasers not visible to the human eye to detect cracks, potholes, and all surface conditions on the pavement. The process will take about a week, depending on the weather. They typically will not run when the streets are very wet. 

This information will be put into a GIS database that City engineering staff will use to analyze pavement conditions to schedule future road improvements.&nbsp;&nbsp;

Newton scanning pavement conditions

HUTCHINSON, Kan. —&nbsp;The overall economic conditions in the ten state region covered by Creighton University's Rural Mainstreet Index survey are below growth neutral, but there are still some positives on the horizon, according to Creighton University economist Ernie Goss.

"We're talking about higher interest rates, of course, and certainly agricultural commodity prices remain weak," Goss said. They're a bit stronger than they were, but certainly compared to previous year, this same time last year, prices are down, agricultural commodity prices, likewise, exports of agricultural goods remaining weak, but the reading for the farmland prices is only slightly below growth neutral, so not as bad as some of the other readings, and furthermore, we had some good readings and good responses from bankers in terms of the farm financial conditions."

One tough spot is that farmers are reticent to spend to expand their operations.

"The demand for agricultural equipment is certainly much weaker," Goss said.&nbsp; "Farmers are just looking at the short to intermediate term and it doesn't look that good, so they're pulling back on their farm equipment purchases, and certainly, we look to the equipment dealers and the equipment manufacturers, they're weaker. In other words, John Deere has been laying off, for example, other company agricultural equipment manufacturers, not nearly as strong this year as last year, and our numbers are pretty consistent with what the USDA expected for the year. USDA expects farm income to be down for 2024 below 2023, which was lower than 2022, so all in all, our numbers are stacking up much like what USDA expected."

The margins for farmers are tighter, but they are paying their debt and holding on to their land, so it is marginally better than the farm crisis days of the 1980's, but we'll see what the next few months bring in terms of commodity prices and if there is any substantive policy change that comes out of the Farm Bill negotiations.

Despite sinking number, still reason for Rural Mainstreet optimism

Cosmosphere becomes first institutional member of National Aeronautic Association

HUTCHINSON, Kan. — Kansas Policy Institute CEO Dave Trabert doesn't see the proposal passed by the Kansas Legislature to potentially lure the Kansas City Chiefs and Kansas City Royals to the other side of the state line as real economic growth.

"These STAR Bond initiatives, subsidies in general, and especially STAR Bond projects, don't work," Trabert said. "The research shows that. We did a study, we had an economist from KU study two projects in Wichita, and he concluded that all it really did was shift activity from one side of the city to the other, and that's just a basic economic fact that we all have the same budget, whatever it is. It doesn't change. What we're gonna spend on entertainment, on dining out, on retail, we're gonna spend what we have. We might spend it in different places, but right now, that money is being spent."

Trabert would argue that it is actually a net negative for taxpayers, all things considered.

"The developers want to put all kind of hotels and retail around that, so the money that gets spent there all year round at all those other shops is money that would have spent somewhere else, so those businesses in the somewhere else group lose," Trabert said.&nbsp; "The money that you spent there was taxed, sales tax, and that money went to the state general fund. Now, that money is gonna be spent in a STAR Bond district if it happens, and that money is used to pay off debt, so the state does lose tax revenue from that."

The state argues that they will get their money back through taxing the teams that play in Kansas on their incomes.

"We asked the Scoop and Score, the army of lobbyists that were hired, they were predicting a billion dollars a year in annual economic activity, and we said, okay, show us your math, and they wouldn't, because these kinds of predictions never take into account the unseen circumstances," Trabert said. "You can see where you're spending money, but they never account for that that money is mostly just shifted, and there's also, I mean, the return on investments are sometimes absurd. The assumptions that are made, they wouldn't show their math. That's pretty telling, but it's not a good deal for taxpayers, even if you live in the area where it happens to be. There will be some winners, the people that have businesses around there, but it's gonna come at the cost of everybody else."

The other issue is that this could rekindle the economic border war between Kansas and Missouri, where each state incentivizes Kansas City based businesses to move back and forth across the state line for the best deal, and that doesn't do anything for the community as a whole.

"We've just hired Mario Hawkins," Swearer said. "He started earlier this month. We've thrown him right into the deep end with a number of community events and getting him out there and getting involved. We're looking forward to getting him connected with our local entrepreneurs as well. He is going to be starting to open up some times to do coaching meetings with him and serving in that role of entrepreneur navigator. We're very excited to have Mario on board and joining the team."

This will allow Swearer a little more time to think strategically about the direction of StartUp Hutch.

"I'm going to be having a little bit more time to focus on our both community and statewide partnerships and seeing how we can continue to grow and develop this entrepreneurship ecosystem. We've got an entrepreneurship ecosystem action plan that we've been operating under for the last five years. This is the fifth year of that. We're writing the next five year action plan and thinking about how we can be good partners with lots of different organizations in our community around economic development, but also thinking regionally as well. There are lots of opportunities for us to promote and expand entrepreneurship in Reno County and in our region in central Kansas, and I'm excited for the possibility to have a little bit more capacity to focus on those partnerships and see what new programming and new things we can develop and build."

He will still also be helping to make sure Hawkins and his clients have the resources they need, as well.

"I'm not going to let go of all of the working with entrepreneurs just yet either," Swearer said. "I'm going to try to work with Mario and bring him along into that and make sure that we're continuing to get entrepreneurs all the connections that they need in order to be successful in Reno County."

Kansas State University researchers and representatives of Kansas Wheat have published updated findings on the value of feeding wheat to pigs.

What they’ve found is good news for swine producers and wheat growers.

“Our data collected from 2014 to 2020 suggests that wheat’s mean energy content is 99% and 98% of corn for digestible energy and metabolizable energy, respectively” said Joel DeRouchey, a swine specialist for K-State Research and Extension.

Bottom line: Wheat can be used at a similar rate as corn in those areas where wheat is available, without a major decrease in the diet energy density.

“The use of wheat co-products for the milling industry is a common practice in feeding livestock,” DeRouchey said. “For wheat, there are many different classifications of co-products, such as wheat middlings, wheat millrun, wheat shorts and wheat red dog.”

K-State formed a partnership with Kansas Wheat to update what is known about the nutritional value of wheat and wheat co-products.

“Wheat milling co-products – including bran, middlings and shorts – provide good nutritional value,” said Aaron Harries, the vice president of research and operations for Kansas Wheat. “In particular, those products have high phosphorus content, which results in less supplemental phosphorus in the diet, and reduced costs for the producer.”

 <li>Wheat contains higher levels of crude protein and amino acids compared to other cereal grains. “This allows for less soybean meal inclusion in the diet.</li><li>Wheat’s standardized ileal digestibility of amino acids is similar to corn, but greater than barley and sorghum,” DeRouchey said.</li><li>The phosphorus content of wheat is 0.27%, and has very high digestible phosphorus because it contains intrinsic phytase.</li><li>Pelleted wheat diets have been found to have significantly greater pellet durability index, as much as 33.1% compared to corn-based diets. “Even if wheat is not used as the main cereal grain (in a swine diet), it can be incorporated into diets as a pelleting aid,” DeRouchey said.</li>

This is day 6 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

With widespread rains shutting down much of the hard red winter wheat areas this week, parts of eastern Kansas were still able to make progress on harvest. Today’s report focuses on soft red winter (SRW) wheat, which makes up only about five percent of Kansas’ wheat production. SRW wheat is typically lower in protein than hard red winter (HRW) wheat and tends to have higher yields.

In some areas of the state, like parts of northeast Kansas and far southeastern Kansas, SRW wheat is planted because the climate is more suitable for it than HRW, which makes up the majority of the state's wheat acreage.&nbsp;

Jay Armstrong is one of those producers in northeastern Kansas who plants SRW. He was one of the few in the state who was happy with last year’s harvest, and he expects this year’s crop to be even better. After starting harvest eight days ahead of normal, he anticipates an average yield of 80 to 100 bushels per acre, a little above average for his operation. He did apply fungicide to his wheat crop, noting if he had not sprayed, he would be a lot more worried about head scab this year, especially for wheat planted after corn.&nbsp;

“Good weather in March helped,” he said. “There’s usually too much rain that comes through our area in March, but this year, the rain stayed off.”&nbsp;

Armstrong is hoping the rain continues to stay away through harvest, but he reiterated that the rains can come as much as they like for the rest of the summer, particularly to benefit double-cropped soybeans. An earlier start of harvest meant he will get those soybeans in the ground sooner, adding he also cuts his wheat at 15 to 16 percent to give the double-crop extra time to flourish.&nbsp;

SRW grain marketing is different than for HRW. Armstrong explained he only has two months to market his SRW wheat and get it to buyers in Kansas City. He reported there is currently a 70-cent basis this year, compared to around 20-cent basis last year.&nbsp;

One county to the south of Armstrong, Alex Noll has high hopes for his wheat crop this year. This is his second year adding wheat into the rotation for his operation near Winchester in Jefferson County, which he said has worked out in his favor.&nbsp;

SRW wheat is a good fit for his location in the state compared to HRW with more resiliency for the local climate and environment. Noll expects to average more than 100 bushels per acre with fields planted to AgriMAXX 513, all of which will be delivered to the Kansas City market. He did not report much variability in fields and plans to double-crop fields to soybeans after finishing harvest.&nbsp;

He is new to planting wheat, so doesn’t have a baseline for a “normal” year, but he is expected to apply the management lessons he has learned from growing corn and adapting them to a new crop.&nbsp;

“I find it easier to learn something if you have no previous knowledge about it,” Noll said. “It makes me more open-minded to learn and try something new, compared to something I have done before, where I can get attached to those ways and may be more hesitant to change it.”

The other dominant geography for SRW wheat in Kansas is in the southeastern corner of the state. He reported the location has taken in close to 500,000 bushels of SRW wheat. He anticipates growers will finish up in the next week and the elevator will have between 600,000 and 700,000 bushels in the bin.&nbsp;

Test weights are averaging 58 to 60 pounds per bushel with yields above 100 bushels per acre. Early on, the elevator detected traces of fusarium head blight (FHB).&nbsp;

“Quality doesn’t seem to be as good as last year’s exceptional Kansas SRW crop,” Smith said. “We got so much rain in our area during grain fill, the wheat really took a toll during that critical point of growth.”

Two counties west and on the border with Oklahoma, Richard Felts farms near Coffeyville and Liberty in Montgomery County. Rains also hit hard there, but he said his SRW crop has been resilient and able to withstand hail that accompanied the moisture.&nbsp;

Felts reported the wheat came on fast early in the growing season but did not maintain that rapid pace as it matured like he thought it would. He double top-dressed his wheat in February and feels strongly about this year’s return on investment for applying fungicide. He expects average yields will fall between 75 and 106 bushels per acre with average test weights of 57 to 58 pounds per bushel.&nbsp;

“We seemed to hit things at the right times this year,” Felts said. “The window was short, but we got things to fall in place in our favor.”&nbsp;

Felts double-crops all of his wheat back to soybeans, noting a new soybean crushing plant in the area will add incentives for even more planted acres for the fall crop, Felts said he understands the importance of keeping wheat in his rotation, particularly the additional conservation benefits of planting wheat like anchoring critical topsoil.&nbsp;

“It’s an excellent crop to conserve the soil and land, while also having economic incentives, but also hold the soil in place in the wintertime,” he said.

Strong breezy weather with a return to warmer temperatures is drying up the fields that received rainfall earlier in this week. While appreciating a short break in the summertime sprint, Kansas producers are anxious to get back in the combine cab and continue cutting this year’s wheat crop. Today’s report focuses on soft red winter (SRW) wheat, which makes up only about five percent of Kansas’ wheat production. SRW wheat is typically lower in protein than hard red winter (HRW) wheat and tends to have higher yields.In some areas of the state, like parts of northeast Kansas and far southeastern Kansas, SRW wheat is planted because the climate is more suitable for it than HRW, which makes up the majority of the state's wheat acreage.&nbsp;Jay Armstrong is one of those producers in northeastern Kansas who plants SRW. He was one of the few in the state who was happy with last year’s harvest, and he expects this year’s crop to be even better. After starting harvest eight days ahead of normal, he anticipates an average yield of 80 to 100 bushels per acre, a little above average for his operation. He did apply fungicide to his wheat crop, noting if he had not sprayed, he would be a lot more worried about head scab this year, especially for wheat planted after corn.&nbsp;“Good weather in March helped,” he said. “There’s usually too much rain that comes through our area in March, but this year, the rain stayed off.”&nbsp;Armstrong is hoping the rain continues to stay away through harvest, but he reiterated that the rains can come as much as they like for the rest of the summer, particularly to benefit double-cropped soybeans. An earlier start of harvest meant he will get those soybeans in the ground sooner, adding he also cuts his wheat at 15 to 16 percent to give the double-crop extra time to flourish.&nbsp;SRW grain marketing is different than for HRW. Armstrong explained he only has two months to market his SRW wheat and get it to buyers in Kansas City. He reported there is currently a 70-cent basis this year, compared to around 20-cent basis last year.&nbsp;One county to the south of Armstrong, Alex Noll has high hopes for his wheat crop this year. This is his second year adding wheat into the rotation for his operation near Winchester in Jefferson County, which he said has worked out in his favor.&nbsp;SRW wheat is a good fit for his location in the state compared to HRW with more resiliency for the local climate and environment. Noll expects to average more than 100 bushels per acre with fields planted to AgriMAXX 513, all of which will be delivered to the Kansas City market. He did not report much variability in fields and plans to double-crop fields to soybeans after finishing harvest.&nbsp;He is new to planting wheat, so doesn’t have a baseline for a “normal” year, but he is expected to apply the management lessons he has learned from growing corn and adapting them to a new crop.&nbsp;“I find it easier to learn something if you have no previous knowledge about it,” Noll said. “It makes me more open-minded to learn and try something new, compared to something I have done before, where I can get attached to those ways and may be more hesitant to change it.”The other dominant geography for SRW wheat in Kansas is in the southeastern corner of the state. Streets closed for Smallville Festival

HUTCHINSON, Kan —<a href="https://hutchpost.com/posts/66ca27ff-547c-4b2f-9c8f-563920b400de">A man who tried to kill a woman and shot at a car with her and their children in it</a> was sentenced to 240 months in prison with a 36 months post release on Thursday morning.

<a href="https://hutchpost.com/posts/4c3b96cd-e7ba-40a8-b17a-f9ca82d4edb8">Reno County Senior Assistant District Attorney Kimberly Rodebaugh told Hutch Post on May 3</a>, that the defendant, Kamden Campos, plead guilty to one count of aggravated kidnapping, no contest to four separate attempts to kill the woman, guilty to knowingly causing great bodily harm to the 22 month old in the car, as a bullet had entered the license plate, gone through the car seat and entered the back of the minor child.&nbsp;

Campos also plead no contest to attempted murder in the first degree of a baby who was also in the back seat when the car was shot at and plead guilty to two counts of criminal threat.

The pleas of guilty were admission of guilt. The no contest pleas were admissions that the State of Kansas had sufficient evidence to prove his guilt and that evidence was not contested.&nbsp;

The prosecution informed the Court of the factual basis to support the counts and he was then found guilty.&nbsp;

The prosecution for the case was conducted by Senior Assistant District Attorney Kimberly Rodebaugh and Assistant District Attorney Sierra Logan. Campos was represented by Criminal Defense Attorney Kurt P. Kerns.

Campos receives sentence 

MARION COUNTY —Two people died in an accident just before 6:30a.m. Thursday in Marion County.

The Kansas Highway Patrol reported a 2017 GMC Acadia driven by&nbsp; Travis Alan&nbsp;Flasschoen, 41, Wichita, was eastbound on U.S. 50 just west of Union Road.

The SUV traveled left of center and struck a westbound 2020 Hyundai Santa Fe driven by John M&nbsp;Ireland, 71, Cottonwood Falls,&nbsp;head-on&nbsp;

Flasschoen and Ireland were pronounced dead at the scene. Flasschoen was not wearing a seat belt, according to the KHP.&nbsp;

MARION COUNTY —First responders are on the scene of a double-fatal crash in Marion County. 

According to the Kansas Highway Patrol, the crash involving two vehicles occurred just after 6:30 a.m. on Highway 50 just west of Florence. Each vehicle had a single occupant.
