HUTCHINSON, Kan. — Director Lee Keele of Family Community Theatre’s upcoming production of 12 Angry Jurors, calls the plot line “a story of transformation.”&nbsp;

“We have one juror who is a hold out at the beginning who votes for acquittal and 11 who vote guilty,” Keele said. “Through the course of it of course they review the evidence and it’s the story of how the one juror through some measure of patience, manages to change everybody's mind.&nbsp;The story of transformation is in the life of the main protagonist. In this case, actually the protagonist doesn’t change. And everybody else does so that kind of makes it a little bit unique in that way but it’s a good story and we are going to tell a modern version of it.”&nbsp;

Based off the 1950s film 12 Angry Men set in New York City, the &nbsp;setting has been adapted to fit a co-ed cast of jurors.&nbsp;

“12 Angry Jurors was originally 12 Angry Men because back when it was written, women did not serve on juries,” Keele said. “I think the play was originally set in New York City because New York City used to have elevated trains. &nbsp;“We set it in Chicago because Chicago is the only major US city that still has an elevated train system and that’s a key piece of the plot story.”&nbsp;

This is Keele’s first time to direct a live stage play.&nbsp;

“I like leading teams,” Keele said. “I’ve led teams of different kinds over the years. I’ve been on the stage as an actor in several different productions and always enjoyed that and just kind of assumed knowing myself a little bit that I would enjoy directing and I have to say it’s been every bit as fun as being on the stage as an actor.”&nbsp; Showtimes for 12 Angry Jurors are June 20-22 at 7:30 p.m. and June 23 at 3 p.m. All performances are at the Flag Theater located at 310 N. State Fair BOGO day coming up June 25

HUTCHINSON, Kan. — Dave Trabert with the Kansas Policy Institute acknowledges the work the legislature did in the special session Tuesday, but there is more that could have been done.

"It cuts it to two rates, it increases, there's an amount of, it's called a deduction exemption, but basically it exempts the first $9,000 for single filers and $18,000 family from being taxed," Trabert said.&nbsp; "That's how you prevent people that were in the bottom bracket from having a tax increase. Everybody gets a tax cut, it's not a great big tax cut, it's not what the economy needed, but it's better than nothing. It also exempts social security income from taxation, and there is a small property tax benefit in that instead of about $42,000 being exempt from the 20 mills, it goes up to $75,000."

Trabert said this kind of tax cut doesn't really do much to help the broader economy.

"Kansas is in its fifth straight decade of economic stagnation," Trabert said. "We keep falling farther and farther behind the nation in job growth and economic activity. And just to put that in perspective, if we had kept up with the national average of job growth since 1979, we'd have about 450,000 more jobs here today. It's a big difference trailing this national average and we keep getting worse. So it's not just taxes, but taxes are a big piece. What we need to do, the legislature, is look at the reasons why we are so uncompetitive, and that's going to come down to three main things. It's taxes, it's utility rates, and it's regulatory issues. You have to start removing those negatives in order to stop the transition."

One area that the state is struggling with right now is property taxes going up. It happens generally with valuation increases. There is a way to fix that, but it wasn't addressed Tuesday.

"In 2023, the Senate passed a constitutional amendment provision that would limit the annual valuation increase to 4%, and that needs to be done," Trabert said. "There was a hearing yesterday in the Senate, or on Monday rather, but they wouldn't take a floor vote, and the House wouldn't touch it. I don't know why, because it is something that taxpayers really need, and we have to keep coming back and pushing for that."

There is an election cycle for both the House and Senate before they return in January, so it remains to be seen what the makeup of the 2025 legislature will be and whether any further tax reductions can happen.

Trabert: Tax bill 'better than nothing'

HUTCHINSON, Kan. — Mark Tallman with the Kansas Association of School Boards took the 2023-2024 school year traveling around Kansas to schools whose achievement was higher than expected by their demographic makeup. He has a few ideas on what helped those districts overachieve.

"The top level thing I believe I found is that all of those districts, all virtually without question, are doing the kind of things that the State Board of Education, State Department of Education's Kansans Can Plan talks about," Tallman said. "They are focusing on early childhood education. They are focusing on making sure you're meeting the social emotional needs of students. They're focusing on helping students start early on career planning to get them a better sense of what they want to do after school so they can be prepared to do that. But, the second bucket of things, and this is much harder to quantify, and in almost every place, I used to, I ended up kind of joking about this. Eventually someone says, we think we have become more intentional or more intensive or more focused than we were before, particularly those that are showing growth."

Policies and programs are important, but attitude is also important.

"When I would press people, it would come back to saying, for a lot of different reasons, it came about by saying we weren't satisfied," Tallman said. "We knew we were going to have to do things differently if we want to get different results, and we got buy-in from every teacher, from the school board, from the community to make those changes or shift that focus or get that intensity. That's what leaders say drove the change in these districts I visited."

Data collection is important, but only if you use it to focus energy on the important areas.

"It comes back to focus, intensity, and maybe as much as anything, you have to have shared goals," Tallman said. "You have to decide what is it that's really important and how does the data tell us that we're doing on that important things, and then what can we do to improve those results?"

He has a few ideas on what helped those districts overachieve."The top level thing I believe I found is that all of those districts, all virtually without question, are doing the kind of things that the State Board of Education, State Department of Education's Kansans Can Plan talks about," Tallman said. "They are focusing on early childhood education. They are focusing on making sure you're meeting the social emotional needs of students. They're focusing on helping students start early on career planning to get them a better sense of what they want to do after school so they can be prepared to do that. But, the second bucket of things, and this is much harder to quantify, and in almost every place, I used to, I ended up kind of joking about this. Eventually someone says, we think we have become more intentional or more intensive or more focused than we were before, particularly those that are showing growth."Policies and programs are important, but attitude is also important."When I would press people, it would come back to saying, for a lot of different reasons, it came about by saying we weren't satisfied," Tallman said. "We knew we were going to have to do things differently if we want to get different results, and we got buy-in from every teacher, from the school board, from the community to make those changes or shift that focus or get that intensity. That's what leaders say drove the change in these districts I visited."Data collection is important, but only if you use it to focus energy on the important areas."It comes back to focus, intensity, and maybe as much as anything, you have to have shared goals," Tallman said. Tallman: Key to overachieving districts is being intentional

MANHATTAN&nbsp;— Mid-Kansas Cooperative (MKC), a member-owned agriculture cooperative based in Moundridge, continues to grow its workforce with the addition of five apprentices through Kansas Farm Bureau’s (KFB) Rural Kansas Apprenticeship Program (RKAP). The five new hires will work full time and receive on-the-job training for leadership roles in the company.

Tristen Burger, Matt Pauly, Mark Perry, Anthony Redar and Kyle Sherwood recently began their yearlong apprenticeships in leadership development. The program will rotate the apprentices through multiple MKC locations across the state where they will learn from division experts about agronomy, grain, risk management, feed, energy, information technology, human resources, accounting and safety.

"The Rural Kansas Apprenticeship Program is a crucial part of our people strategy to build a robust and skilled workforce," says Anne Warren, chief talent officer at MKC. "By investing in these apprentices, we're not only strengthening our company but also contributing to the economic vitality of rural Kansas. Our apprentices gain invaluable hands-on experience and leadership training, positioning them for successful careers with MKC."

These full-time roles include technical instruction designed to lay a foundation for the apprentices to assume leadership roles at MKC and be successful through all seasons of the business.

After becoming Kansas' first agricultural apprenticeship program in 2023, MKC has enhanced its labor force with seven apprentices through RKAP. The company previously hired two operations specialists through the program. Currently, MKC has apprentice openings for CDL drivers.

“The goal is to create trained and skilled workers for companies operating in rural Kansas,” says Kylee Stout, KFB’s business development manager. “RKAP gives employers the ability to create pathways for workers to acquire practical skills that lead to well-paying jobs in any role where a company has a need.”

Apprenticeships benefit employers by developing a skilled and loyal workforce. Employees benefit from having a full-time job as they earn a certified credential showing mastery of their craft.

MKC using KFB's Rural Kansas Apprenticeship Program

This is day 5 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Kansas wheat producers can’t seem to catch a break in the weather, kicking up swirling, dust clouds as they raced to cut wheat ahead of heavy thunderstorms and hail on Tuesday, June 18. Harvest is now progressing into areas of south central Kansas that missed the rains which benefited producers in other parts of the state — a reminder that not all are feeling a sense of recovery this season.&nbsp;

Moisture in the air had combines running slower on Tuesday near Larned, but the day before the Pawnee County Coop Association took in about 100,000 bushels, according to Kim Barnes, interim general manager. This year’s wheat crop suffered — hit by drought and Wheat Streak Mosaic Virus. As a result, yields are down at 15 to 40 bushels per acre, test weights are averaging 56 pounds per bushel and quality is lacking.&nbsp;

This is his 55th wheat harvest and Barnes said he has seen it all. This harvest is the fourth in a row to suffer from prolonged drought conditions — not breaking out of drought status for more than three days in a row for all that time.&nbsp;

“Out of the 55 years, this is the next to the lowest year,” he said. “I’ve never seen production this bad than the last couple of years.”&nbsp;

Last year, the coop took in 450,000 bushels, and as of Monday, June 17, Barnes reported the company has only taken in 341,000 bushels so far. While it’s on track to be more than last year, it’s a far cry from the coop’s high of 4 million bushels in 2016.&nbsp;

“We were hoping that we would see a million bushels this year, but now we’re just hoping we had more than last year,” he said.&nbsp;

Adding insult to injury, the wheat market has lost $1 per bushel compared to two or three weeks ago and early export demand was gobbled up by the Texas wheat crop. Even after starting 10 days early, Barnes noted producers will be cutting until the end of June, especially those who have to take extra time to control aggressive cinch bugs driven out of harvest fields into newly planted milo fields.&nbsp;

In eastern Kansas, Jesse Muller is having more harvest luck with a better crop in Montgomery County compared to the last few years. The operation planted solely WestBred varieties this year and Muller reported yields are averaging 40 to 70 bushels per acre with test weights averaging 62 pounds per bushel. He takes all of his wheat to the elevator in Liberty, which takes both hard and soft wheat.

“Compared to last year, everyone is seeing better than expected yields with quality staying steady,” Muller said. “Part of it comes from having a drier fall and a wet spring.”

For the entire county, Muller noted his neighbors have had some loss from both some freeze damage over the winter and hail damage from storms that rolled in the first part of June.

Harvest came later than anticipated, not due to a delay in ripening, but due to rains that kept them out of the fields. With the added moisture, Muller and his neighbors are fighting more weeds the later they stay in the fields.

Muller went through the Kansas Wheat Leadership Program in 2023, which gave him appreciation of the time it takes to get wheat genetics to the farmers’ fields.

“It’s crazy to think about the time it takes from an initial cross to getting planted in farmers’ fields and harvested,” Muller said. “The leadership program opened my eyes to everything within the industry that I can take home and can put into perspective on my operation and be thankful for what they are doing up there.”

Harvest is about halfway complete for Knopf Farms near Gypsum in Saline County after starting cutting on June 11. While there wasn’t much spring moisture, yields are better than expected, according to Justin Knopf, who said the cool, nighttime temperatures in May helped offset that lack of rainfall.

Yields are averaging 45 to 60 bushels per acre, but are wide-ranging from the 30s to 80s, depending on moisture and hail damage. He reported they are seeing good grain quality with test weights ranging from 59 to 62 pounds per bushel, but decreasing as harvest progresses. Excellent varieties include KS Providence, SY Monument and Rock Star.

While the farm will see “typical” yield averages, this is far from an average year with far more variability, due to the lack of spring rains, hail damage, freeze impacts and variety maturity. Knopf noted he was glad he applied fungicide at flag leaf because it was holding the stripe rust at bay.

Wheat harvest also started about 10 days early in McPherson County, where grower Derek Sawyer spoke with Slade Wiley with the Kansas Ag Network from the field on Tuesday, June 18. It could have been earlier, but the first good rain since January hit right when harvest should have started.&nbsp;

“It’s kind of ironic that we’re fighting mud when the yields are really depressed by drought,” Sawyer told the broadcaster. “But that’s the way it goes here.”

Now that he’s in the combine cab, Sawyer expects to finish up harvest by the end of the week — if there are no more rain delays. Overall, the crop appears to be of good quality with test weights hanging in about 60 pounds per bushel.

“The quality of the crop looks excellent; the yields are better than we expected,” he noted. “It’s a nice surprise to get out here and get some wheat rolling in the bin that we didn’t expect.”

Breaking down the harvest results further, however, reveals a spotty, variable crop within individual fields. Sawyer noted that going from 60-bushel wheat down to 10-bushel wheat within a single step, for no obvious rhyme or reason, is giving combine operators extra headaches as they work to set their machines and keep their headers clean.&nbsp;

Sawyer added that he’s reflecting on the 150th anniversary of the arrival of Turkey Red wheat in Kansas — noting that there’s no way the wheat of yesterday would have endured and made this year’s yields without the aid of the wheat breeding pipeline improving on Turkey Red’s foundation.&nbsp;

“You realize in years like this the impact of the research and the improvements we have done year after year,” he said. “There needs to be a lot of credit for the scientists and the breeders of wheat in Kansas because this year’s weather conditions shouldn’t have given us the yield that we’re getting.”

LINDSBORG, Kan. — Bethany College is proud to announce the appointment of Shaun Day as the new Assistant Professor of Music and Director of Instrumental Music. Day brings a wealth of experience and a deep passion for music education, performance, and community engagement to his new role.

Day completed his Doctor of Musical Arts in instrumental conducting at the University of Washington, where he served as the director and conductor for the University of Washington Symphonic Band and the associate conductor for the Wind Ensemble. His extensive experience includes being the conductor and artistic director for the Mukilteo Community Orchestra, the annual Pacific Northwest Band Festival Coordinator, and the Washington Music Educators Association State Conference presenter. He has also been a guest clinician and conductor across the United States, Canada, and South Korea.

Originally from Cincinnati, Day earned his Bachelor of Music in music education with a concentration in trumpet performance and his Master of Music in wind conducting from the University of Cincinnati, College-Conservatory of Music. His early career included a position as assistant band director at Turpin High School, where he developed a strong passion for teaching instrumental music.

Interim Academic Dean Tash Smith was enthusiastic about Day's arrival, stating, "We are thrilled to welcome Shaun to Bethany College. His energy, expertise, and dedication to music education will be an excellent fit for our music department. TOPEKA, Kan. — Lieutenant Governor and Secretary of Commerce David Toland today announced more than $390,000 in Emergency Historic Economic Asset Lifeline (E-HEAL) grants has been awarded to five recipients. More than $770,000 private local matching funds will be added to that total, to help bring rural downtown buildings back from likely demolition or collapse and rehabilitate them back into productive use.

The Hutch Post area project awarded is in Lyons. The Rice County Community Foundation applied for work on the McCloud buildings. It received $100,000.

The Emergency HEAL program provides resources to address sudden and urgent needs of communities with buildings that are at risk of imminent loss, that are causing damage to surrounding downtown buildings, and/or have significant damage due to fire, storms, wind, water, etc. are eligible projects. Projects are to be completed within two years.

“This year, Kansas has had its fair share of weather events that have caused significant damage to many historic buildings,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “The E-HEAL program helps save these structures, creates business opportunities in these communities, and elevates the aesthetic appeal of the downtown areas.”&nbsp;

With E-HEAL grants, cherished downtown landmarks are being saved from likely demolition and transformed into vibrant spaces that serve a broad spectrum of purposes. A sampling of this round’s funded projects include: retail businesses, wellness centers, housing and restaurants.

Lyons receives E-HEAL grant

TOPEKA, Kan. — Lieutenant Governor and Commerce Secretary David Toland today announced eight inaugural grant recipients of the Residential Opportunities on Main Street (ROOMS) program. A total of eight projects in Designated Kansas Main Street communities are receiving $50,000 each to create a total of 35 new residential units in the upper floors of downtown buildings.

The Hutch Post area project is in Newton, where&nbsp;Newton Main Street plans a project creating eight new one- and two-bedroom units in the Voelker Building across from the old city hall.

“There is a substantial amount of unused upper-floor space in downtown buildings throughout rural Kansas, and this is a unique opportunity to create additional housing units,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said.&nbsp;“Investing in rural downtown areas is critical for the quality of life in these communities, making them more appealing for current and future residents. With so many companies looking to locate or expand operations in rural Kansas, it is important that viable housing opportunities keep pace.”

This is the first grant of its kind designed specifically for Designated Kansas Main Street communities. Applicants go through a competitive process that demonstrates their commitment and active intent to revitalize their downtown commercial districts. As Designated Main Street communities, each will receive a high level of technical assistance and training from both the state and national Main Street programs. Currently, there are 30 active Designated communities participating in the Kansas Main Street program.

“We know that downtowns can play a role in helping solve the housing issues throughout Kansas, but the projects are very expensive,”&nbsp;Kansas Main Street Director Scott Sewell said.&nbsp;“These grants help create new housing opportunities in these communities and will make each of these downtowns more desirable for living, shopping and investing.”

Newton wins ROOMS grant

HUTCHINSON, Kan. — After robust discussion on Tuesday morning, the Hutchinson City Council voted to move their meetings to 5:30 p.m. on the first and third Tuesdays, starting with their first meeting in September, which would be Sept. 3.

The idea had been floated by Jon Richardson months ago, but the issue was finally put on the agenda, and ultimately Richardson moved to have the meeting time change, Steve Garza seconded the motion and Stacy Goss joined them in voting in favor of the change.&nbsp;

Greg Fast and Scott Meggers voted against the motion.

The hope in moving the meetings is that those who want to talk to the City Council about issues will be able to come to meetings to do that, because they don't have to take time off of work to do so.

City Council meetings to move to evenings

HUTCHINSON, Kan. — The Cosmosphere announced Tuesday that it has received a flight-proven Merlin rocket engine donated to the Museum by its manufacturer, SpaceX.

Nine Merlin engines power SpaceX’s Falcon 9 rocket. Falcon 9 is the world’s first orbital class, reusable rocket designed for the safe and reliable transport of people and payloads into Earth orbit and beyond. 

The Merlin engine received by the Cosmosphere helped power the launch of the Koreasat-5A mission on October 30, 2017, which lifted off from the historic Launch Complex 39A at Kennedy Space Center in Florida, the same pad that supported many of the Apollo missions.

“The Cosmosphere is grateful to receive a flown Merlin engine from SpaceX,” said Jim Remar, Cosmosphere president and CEO. “The inclusion of the engine in our museum reaffirms the fact that the Cosmosphere houses one of the greatest collections of space exploration hardware.”

The Merlin engine will be displayed in the Cosmosphere’s new rocket gallery, which is set to open in late 2024.

HARVEY COUNTY — The Harvey County Road and Bridge Department’s hot mix asphalt overlay program for 2024 will begin Monday.

The project is scheduled to begin on West Dutch Avenue, starting at North Halstead Road and progressing toward the Hesston city limit.

Following that, work will move to Northwest 36th Street, from Harvey County West Park eastward toward North Halstead Road.

Roadways will remain open to traffic during the project. Traffic will be controlled and directed by flaggers and a pilot car. Residents will continue to have access to their properties throughout the overlay program, although delays may be possible.

The work will be completed by Pearson Construction. The overlay program is anticipated to be fulfilled in 35 working days, contingent on weather.

Overlay projects to begin on Dutch, Northwest 36th

HUTCHINSON, Kan. — The City Council unanimously approved the Downtown Hutch Master Plan on Tuesday June 18th. On June 11th, The Planning Commission reviewed the plan and unanimously recommended approval.

The Downtown Hutch Master plan is a high-level, long-range planning document that will be used to guide policy over the next 20 years. Like the Comprehensive Plan, the Downtown Hutch Master plan assesses infrastructure, land use, and transportation, but also includes an emphasis on economic development, tourism and entertainment.

With funding from the City and private citizens, the plan was initiated in 2022. The planning process was guided by a technical committee, multiple community meetings, and over 800 survey responses. The result was a plan that envisions Downtown Hutch as a thriving and dynamic heart to the community. Focus areas of the plan include land use, transportation, public spaces, programming, and operations.

A technical committee will continue to meet to ensure progress is made on the plan. The technical committee has representatives from the Hutchinson Community Foundation, Hutch Chamber, City of Hutchinson, Hutch Rec, and Startup Hutch.

There were some concerns expressed by council members Steve Garza and Stacy Goss that the plan does not address needs in the neighborhood south of Avenue D, between there and Carey Park. It's not that either don't agree there needs to be a plan for downtown, but both were clear they don't want to see the south end of Main Street left out of improvements as they happen.

City Planner Matt Williams also made clear that he understands that not everything on the Master Plan will happen as it is envisioned in the initial document, but that it is a framework to start from as the city plans ahead for the long term of downtown Hutchinson.

Sand Creek Summer Daze concerts announced

HUTCHINSON, Kan. — The Emergency Food and Shelter National Board Program has chosen to award Reno County non-profits $16,494 to supplement emergency food and shelter programs in the area.

Under the terms of the grants, local governmental or private voluntary organizations chosen to receive funds must be:

2) have an accounting system and conduct an annual audit,

4) have demonstrated the capability to deliver emergency food and/or shelter programs, and

5) if they are a private voluntary organization, they must have a voluntary board.

Program funds can be used to provide support for the following initiatives:

1)Food, in the form of served meals or groceries,

2) Lodging in mass shelter or hotel/motel,

3) Rent or mortgage payments, up to 90 days,

5) Equipment necessary to feed or shelter people, up to $300 limit per item.

Qualifying organizations and programs are urged to apply. Applications must be submitted to the United Way of Reno County office by June 28, 2024, at noon.

Insurance cards will be taken from those with coverage. There are no income requirements.&nbsp;
