City staff is recommending rejection of redevelopment proposals for Memorial Hall, following a months-long process involving community input and evaluation by a team of city officials.

The future of Memorial Hall was first discussed at the Feb. 18, 2025, Hutchinson City Council meeting, when staff proposed demolishing the aging building to create a public plaza connecting Avenue A Park to George Pyle Park. In response, councilmembers requested that staff develop a Request for Proposals (RFP) for potential private redevelopment instead.

The RFP, developed in collaboration with the Hutchinson Recreation Commission and the Hutchinson/Reno County Chamber of Commerce, was designed to ensure alignment with community goals and maximize the feasibility of implementation. Proposals were due July 7, following a pre-submittal meeting on May 2.

Evaluation criteria included qualifications of the development team, financial capacity, timeline, viability, return to the city, and consistency with adopted city plans.

Two proposals were submitted: one from Dennis Edelman and Dr. Gordon Schultz, and another titled Unconvention Hall led by local entrepreneur Uriah Bueller.

City staff determined that the untitled proposal from Schultz and Edelman lacked a concrete plan, relying instead on examples of unrelated projects from other communities. The submission failed to address the required evaluation criteria, leading staff to recommend no further consideration.

The Unconvention Hall proposal envisioned a public-private partnership to support small businesses through various flexible spaces, including 60 to 80 “tiny studios.” While some aspects aligned with the city’s Downtown Master Plan and Memorial Hall Reuse Plan, staff cited significant concerns regarding its feasibility, financial projections, and the team’s lack of experience with similar developments.

The proposal projected over $10 million in capital improvements, funded through a mix of STAR Bonds, State Historic Tax Credits, city-issued bonds, and private investment. It also included a proposed $400,000 annual subsidy and projected studio rents of $1,000 per month—figures city staff found questionable and risky.

“Overall staff appreciated the creativity of the proposal,” the report states, “but has major concerns about the financial viability of the proposal and the risk associated with the initial investment and the long-term subsidy.”

As a result, staff is recommending that the City Council reject both proposals.

The item will be presented for formal council consideration at Tuesday evening's city council meeting, with a motion recommended to reject all submissions received in response to the RFP for the revitalization of Memorial Hall.

The USD 308 Board of Education has adopted a new district-wide policy on student use of cell phones, headphones, and earbuds, set to take effect with the 2025–2026 school year. The policy, approved over the summer, outlines clear guidelines tailored by grade level and is included in the updated student handbooks for elementary, middle, and high school students.

According to the policy, all students in grades K–6 will be required to turn off and store their cell phones and audio devices in their backpacks upon entering school and keep them stowed until the end of the school day.

Middle school students in grades 7–8 will follow a similar rule, with devices turned off and kept in backpacks or lockers for the duration of the school day.

High school and alternative school students will have more flexibility, but with boundaries. While students may possess personal cell phones and headphones, devices must remain out of sight and in silent mode during class time. However, usage will be permitted before school, during lunch, passing periods, and after school.

The policy also includes accommodations for students with documented medical or educational needs requiring device access, such as for medical monitoring or language interpretation apps. These exceptions will be outlined in individual education plans (IEPs) or 504 plans.

Buhler schools holding new student enrollment today 

The Buhler City Council approved an agreement allowing T-Mobile to erect a cell phone tower on city-owned land next to Wheatland Park in exchange for a $175,000 lump sum payment. The tower will be located on the gravel lot north of the ball fields.

T-Mobile offered the city a choice between a one-time $175,000 payment for a 50-year lease or monthly payments of $1,000 for 10 years, with options to renew every five years at a 2.5% annual increase. The latter could yield up to $657,280 over 50 years.

Councilmember Candace Davidson moved to accept the lump sum option, seconded by Councilmember Chuck Taylor. Councilmember Ryan Brady noted he preferred the monthly plan for its long-term value but supported using the upfront payment to reduce city debt.&nbsp;

Davidson’s motion was amended to designate the funds for debt reduction on recent water projects. The council approved it unanimously.

McPHERSON COUNTY — A section of 14th Avenue just north of McPherson and south of Pawnee Road will be closed to through traffic beginning Monday, August 4, according to the McPherson County Sheriff’s Office.

The closure will remain in place through Wednesday, August 14, to allow for maintenance and construction work. Officials are urging drivers to plan ahead and expect detours, as traffic will be rerouted to nearby side roads during the closure.

The sheriff’s office advises motorists to use caution and be prepared for increased traffic volumes on alternate routes in the area. Updates and additional information will be provided as needed throughout the project.

Drivers are encouraged to monitor local announcements and obey all posted signs for the safety of construction crews and fellow travelers.

Phase 2 of paid parking in downtown Wichita begins 

HARVEY COUNTY —A Kansas man is going to prison for the rest of his life for violent child sex crimes.

On July 25, Harvey County District Court Judge Llamas sentenced Christopher M. McAhren, age 32, of Newton, Kansas, to life in prison with no possibility of parole for 100 years, according to the Harvey County Attorney's office.

The sentencing follows McAhren’s guilty plea entered on April 24, 2025, to Aggravated Criminal Sodomy, Aggravated Indecent Liberties with a Child, Rape of a child under the age of 14, and Aggravated Internet Trading in Child Pornography. 

The victim was under the age of 8 at the time of the offenses.

During sentencing, Harvey County Attorney Heather Figger urged the Court to impose the maximum sentence, citing the severe nature of McAhren’s crimes. “McAhren stole the victims’ innocence, documented his offenses through images, involved others, and shared those images,” Figger told the Court.

“When his crimes were uncovered, he fled the state.”

Judge Llamas agreed with the prosecution, finding McAhren to be a danger to the community and stating his actions were unconscionable.

 McAhren was sentenced to four consecutive life sentences with a 100- year minimum before parole eligibility. If ever released, McAhren would be subject to lifetime parole supervision with electronic monitoring, and sex offender registration.

McAhren’s codefendants are also awaiting sentencing:

&nbsp;Veronica Darby is scheduled to be sentenced on September 22, 2025, at 9:15 AM before Judge Wilder.

&nbsp;Cameron Durham is scheduled for sentencing on September 11, 2025, at 10:00 AM, also before Judge Wilder.

The Newton Police Department, Heart to Heart Child Advocacy Center, and the Kansas Internet Crimes Against Children (ICAC) Task Force assisted with the investigation and prosecution of this case.

Kansas man fled the state after his child sex crimes were uncovered

Reins of Hope, a nonprofit therapeutic riding center, has been improving the lives of individuals with disabilities since its founding in 1994. Located on the east side of Hutchinson, the program is dedicated to enhancing the physical, emotional, and mental well-being of riders through horseback therapy.

“We are a therapeutic riding program, and we belong to the Professional Association of Therapeutic Horsemanship, or PATH,” said Jane Harder, the organization’s director. “We work with individuals with all types of disabilities, from physical to mental and emotional challenges, to help improve their quality of life.”

Harder explained that the therapeutic benefits of horseback riding are vast, including increased self-confidence, improved motor skills, and enhanced social and communication abilities. One of the unique aspects of the program is its focus on both children and adults, serving a wide range of individuals with diverse needs.

“We’ve seen a lot of success with our clients who struggle with mental health issues,” Harder said. “Therapeutic riding helps with anxiety, depression, and socialization, and it gives them a sense of calm.”

Reins of Hope provides therapy to local community 

 Strataca, the popular underground salt museum in Reno County, is temporarily closed as a safety precaution following a maintenance concern identified Friday.

According to social media release from Strataca, the facility was evacuated using its designated evacuation hoist to ensure the safe and efficient return of all guests and staff to the surface. No injuries were reported.

“Safety is and always will be our top priority,” the statement said. “We are committed to operating only when all equipment is functioning at 100%, without exception.”

The museum initially hoped to remain open over the weekend but ultimately made the decision to shut down temporarily “out of an abundance of caution.” The closure will extend through Sunday, Aug. 3, while staff conduct a thorough review and resolve maintenance issues.

“We deeply appreciate the support, patience, and kind messages we’ve received from our community and visitors,” Strataca officials said.

Guests are encouraged to follow Strataca’s social media pages for updates on reopening plans.

Three day weather outlook 

A coalition of Hutchinson-area churches is stepping in to support local students this fall through "Operation Backpack," a community-wide school supply initiative organized in partnership with First Call for Help.

The program is a shift from previous years, when churches participated in the annual Convoy of Hope event. Due to construction at the Kansas State Fairgrounds and other logistical challenges, the large-scale Convoy event could not be held this year. In response, Pastor Matt Stafford of First Congregational Church and other faith leaders redirected their efforts and resources to support First Call for Help’s “Operation Back to School” drive.

“This year, we’re calling it Operation Backpack,” Stafford said. “We still wanted to help our community, and this was a perfect way to do it.”

Monetary donations to Operation Backpack made by August 10 will be matched 100%, doubling their impact. Donations should be made out to First Call for Help and can be mailed or dropped off at their office at 17 W. Second Ave., Hutchinson, KS. Donors are encouraged to call ahead at 620-669-0159 to confirm office hours, which are typically Tuesdays and Thursdays from 9 a.m. to 3 p.m.

The funds will be used to purchase quality backpacks and essential school supplies for students in USD 308 and surrounding districts. Distribution will take place by appointment only from August 11–14, with families needing to call First Call for Help to schedule a time.

Stafford noted that while past Convoy of Hope events included large-scale volunteer operations, much of the backpack assembly this year will be handled by Dillon’s employees through the company's volunteer program.

“We still want to help hundreds of families, just like we’ve done before,” Stafford said. “This is a chance for churches and businesses who were generous in the past to step up again—and have their contributions go twice as far.”

In previous years, Convoy of Hope in Hutchinson served more than 1,400 people, distributing over 1,000 backpacks and thousands of bags of groceries.

Stafford emphasized that this year’s effort is grounded in the churches’ mission of service.

“We’re not doing this to earn anything. We do this because of the grace and love of God that’s already been given to us,” he said. “It’s a practical way to help our neighbors and live out our faith.”

While traditional school items like paper, pencils, and crayons are welcome, Cain said the drive has expanded to meet other needs identified by teachers. “What makes our drive different is that we also collect snacks, personal hygiene products, and even clothing like socks and underwear,” he explained. “Teachers told us that many kids come to school without basic necessities.”&nbsp;

High-demand items include individually packaged snacks, juice boxes, bottled water, Kleenex, shampoo, deodorant,&nbsp;feminine   hygiene products, backpacks, and highlighters. Delta Dental has donated 4,000 dental kits, but other hygiene items are still needed.&nbsp;

For those unable to donate during the weekend drive, supplies can be dropped off at any Hutchinson fire station,&nbsp;Allen Samuels Chrysler Dodge Jeep Ram&nbsp;dealership, or RCB Bank branch through Monday Aug. 4. The Hutchinson Fire Department, Hutchinson Police Department, and Reno County EMS are teaming up for a night of family-friendly fun during this year’s National Night Out.

The event will take place Tuesday, Aug. 5, from 6 to 8 p.m. in the alley behind Salt City Brewing Company, between 5th and 6th Streets in downtown Hutchinson.

Community members are invited to enjoy an evening of engaging activities designed to build relationships between first responders and the public. Highlights include water games, a dunk tank, a water balloon fight, and opportunities to explore fire trucks, police vehicles, and EMS equipment. Attendees will also have a chance to meet and visit with local emergency crews.

The annual National Night Out initiative promotes police-community partnerships and neighborhood camaraderie, aiming to make communities safer, more caring places to live.

Organizers encourage families to come out, cool off, and connect with their local first responders in a relaxed and festive setting.

HUTCHINSON, Kan. — Clayton Birkle, a firefighter with the Hutchinson Fire Department, has been named the Allen Samuels Chrysler Dodge Jeep Ram First Responder of the Month for July.

Birkle, who has served with HFD for nearly four years, was nominated by his wife, who described him as humble, selfless and deeply committed to both his team and the community.

“He makes the long commute from Wichita, rain or shine, or ice or snow, to help his crew members and the community of Hutch,” she wrote in her nomination. “He is incredibly humble and has a servant’s heart.”

The nomination praised Birkle’s commitment to serving for the right reasons, often behind the scenes and without recognition. “Rarely does he let me brag on him via social media or in person, so celebrating him can be a challenge,” she added. “What he does, he does for the Lord to witness alone.”

Birkle’s dedication, his wife said, is what makes him so deserving of the recognition. “His drive, ambition and sincerity of heart keeps the town a little safer when he’s there.”

The American Red Cross is urging Hutchinson residents to roll up their sleeves and donate blood during a community blood drive beginning today.&nbsp;

You can donate blood today from 11 a.m. to 4 p.m. at Park Place Christian Church, located at 2600 N. Adams in Hutchinson.&nbsp;

Then, starting on Monday the blood drive moves &nbsp;to Our Redeemer Lutheran Church, 407 E. 12th Ave.:&nbsp; &nbsp; •&nbsp; Monday, Aug. 4:&nbsp; 12 p.m. to 6:30 p.m. &nbsp; •&nbsp; Tuesday, Aug. 5:&nbsp; 11 a.m. to 5:30 p.m. &nbsp; •&nbsp; Wednesday, Aug. 6:&nbsp; 7 a.m. to 1 p.m.&nbsp;

As an added incentive, all donors who give blood between August 1 and August 28 will receive a $15 e-gift card to a merchant of their choice. Community blood drive starts today

Hutchinson Community College’s Cosmetology and Barbering programs will once again help area students get ready for the upcoming school year with its annual Back to School Haircut Day.

The event will take place on Monday, August 4, from 10:00 a.m. to 2:00 p.m. at the HutchCC Cosmetology and Barbering Center, located at 200 E. 3rd Ave. in Hutchinson.

Children from pre-K through 12th grade are eligible to receive a free haircut, provided by HutchCC cosmetology and barbering students along with licensed volunteer stylists and barbers. No appointment is necessary, and haircuts will be offered on a first-come, first-served basis.

“This day is a highlight of the year for us and our students,” said Alex Hass, HutchCC’s Cosmetology Program Coordinator. “We look forward to offering this each year and are excited to help those in our community prepare for the upcoming school year.”
