The staff at Sterling Village believed they were meeting and even exceeding protocols that prevent the spread of COVID-19. Now they have confirmation their beliefs were justified.

Zero deficiencies were found during a recent on-site survey at the short-term rehab and long-term-care residence, 204 W. Washington. The Kansas Department for Aging and Disability Services conducted the survey, which focused on targeted infection control/COVID-19.

“We have worked so hard to keep on top of the ever-changing rules and regulations,” said Lauren Saenz, director of nursing. “Our team is amazing in its determination to keep our elders healthy and safe.

“Everyone in every department has been great about going with the flow with each new regulation. They love our elders and are able and willing to do whatever needs to be done. They have shown their true colors.”

The state surveyors reviewed all policies and procedures related to COVID-19. “In the process,” Saenz noted, “they monitored our practices to ensure we are doing everything in our power to prevent the spread of the virus.”

For example, surveyors observed Sterling Village’s: screening process; personal-protective-equipment procedures; hand-hygiene practices; all processes pertaining to dining and other activities; and basic care services.

“During this global pandemic, Sterling Village staff members screen everyone at the entrance on the west side of the building and masks are required for everybody,”

Saenz said. “If anyone exhibits respiratory symptoms, they are automatically isolated until COVID-19 test results are available.

“These are just a couple of examples of our stringent protocols during this trying time. I love this team.”

But it is not just Sterling Village employees who deserve credit for the zero-deficiencies survey results, the director of nursing emphasized.

“Our whole community has our heartfelt appreciation for everything they have done to support Sterling Village,” Saenz said. “Recent months have been tough for elders and their families. We hope for continued progress and look forward to eventually opening our doors.”

Facetime, Skype and other services are helpful for visits, while telemedicine is available for some doctors’ appointments, Saenz noted, adding she appreciates everyone’s cooperation.

Karen Smith, Sterling Village administrator, said she is proud of the role each person played in achieving the survey results.

“Everyone has been diligent in keeping our elders safe and healthy,” Smith said. “We have offered a lot of advanced education with staff and elders regarding infection prevention and safety measures.

“Thankfully, we have not had a positive COVID case in our community,” she added. “However, we cannot let our guard down. We must continue these best practices during our re-opening phases.”

Smith noted she will share more information about these phases in the near future.

Kan. —&nbsp;Water users who are supplied by the City of Kingman need to conserve water this week. KDHE has issued a No Drink Order for the City's water system. This is due to the re-activation of older wells into the system.

"We have a supply problem," said Kingman City Manager Greg Graffman. In addition to the City of Kingman, the rural water district in the eastern part of the county also is supplied by those same wells, so over 3000 customers are likely affected.

Kingman City Manager urging water conservation, city with supply problem

A recent survey of Kansas Ag Alliance members reveals the economic turmoil wrought by Covid-19 on the state’s farmers, ranchers and ag retailers. The survey was conducted in late May. Responses came from a broad spectrum of growers and other agriculturally related businesses across the state.

The survey went to members of statewide associations representing corn, sorghum, soybeans, wheat, livestock, electrical cooperatives and Kansas Farm Bureau.

More than two-thirds of respondents reported negative or very negative effects on their farm or business as a result of the pandemic. Less than 10 percent reported a positive impact on farm or business revenue.

The top three issues for respondents are what you would expect, disrupted markets, cashflow problems and not being able to find a place to process products. But there are some other concerns, like one cattle producer who also shoes horses.

“With the horse shows, rodeos and barrel races canceled, it has hurt my business because clients are trimming more and shoeing less,” the farrier reported. “So, a $140 shoeing turns into a $50 trim.”

The disruption to markets is widespread in the cattle industry, and the slowdown of packing plants has filtered down to smaller custom processors, which has caused another set of headaches.

“Direct sales to the consumer is our preferred method of marketing our beef,” one rancher said. “With the bottleneck in small, overwhelmed processing facilities, we are unable to process our animals in a timely manner, which means they have to go through the sale barn at a lower price.” 

Others are seeing a slow down in the normal course of business because of the virus.

“Most suppliers I deal with are scared to death they will have a positive employee and have to close their facility,” one grower wrote. “This leads to very inefficient interaction with the businesses. We are getting through it, but it has taken a lot more planning to get things in place.”

Ninety percent of responses indicate they’ve taken advantage of at least one Covid-19-related government program, like the Coronavirus Food Assistance Program, Paycheck Protection Program or received an Economic Injury Disaster Loan. These programs fall short of making farmers and ranchers whole from the economic disruption from the pandemic, but there’s growing unease about the scale of government support of agriculture. Especially following on the heels of recent Market Facilitation Payments.

“My main concern is that if we don’t find an exit strategy for these government programs, we will be plunging further into socialism,” one respondent remarked.

Others voiced concerns about how commodity markets will respond as the pandemic drags on and wondered if input costs will go down. Cellular phone service and access to broadband internet also are on the minds of farmers and ranchers who saw their children return home after schools and colleges closed.

The disparity between what producers receive and consumers pay also drew plenty of comments, none more succinct than one respondent who said, “It has exposed the total disconnect between farm gate prices and grocery store prices.”

None of the responses are earthshaking, but they do provide a good reminder of just how far the misery has spread across the countryside.

Despite all the new things to worry about, one farmer recently told me not much has changed in his daily routine.

“Get up, feed everything in the morning, harvest, bale hay, just like normal,” he said.

There can be solace found in a job well done.

Insight: Worries and Routines

Kan. —&nbsp;Reno County Commission candidate Ron Vincent generally supports the middle path taken by the current commission with regard to mask wearing in the county.

"I hate for government to mandate, to tell someone exactly what to do," Vincent said. "On the other hand, we did such a great job with this COVID the first round. No deaths, thanks to Nick Baldetti and his department. I felt it was handled very, very well. This second round, do we want to be this lax? Should we mandate a mask? My biggest fear is that we'll get back to a shutdown again, if we don't handle this correctly."

Vincent does think that individuals should wear masks, sometimes.

"If you find yourself in a situation where social distancing ain't possible, it's not possible, I don't think that a mask would be that bad of an idea," Vincent said.

He will wear a mask if presented with those circumstances himself.

"I try to avoid the crowded situations and if I do, I do have a mask," Vincent said. "A lot of our health care facilities are requiring them. It's a preference for that and not only to protect myself, but also, we know how it spreads."

Vincent does note that much of the work in his business, Carl Vincent Service, that works with underground sprinkler systems, wells and septic systems, is outdoors and socially distanced, so it doesn't require mask wearing on his part very often.

Vincent supports mask middle path, but fears shutdown if cases increase

An early Sunday morning accident in Wichita resulted in minor injuries to a Newton woman.

According to the Kansas Highway Patrol, a 2014 Infiniti Q50 driven by 22-year-old Chazz Francisco  Martinex was southbound on I-135 at the north junction with I-235 around 1:30 a.m. Sunday and went off the roadway to the right. The car went into the ditch and hit the embankment and that forced the vehicle airborne. The Infiniti struck the bottom of the bridge on the south pillar,then went down the other side of the embankment and hit the guard rail, where it came to rest.

Martinex was not hurt. His passenger, 22-year-old Jessica Sue Stucky of Newton was taken to Wesley Medical Center in Wichita for treatment of minor injuries. According to the report, Martinex was buckled up, while Stucky was not.

Republican debates coming to Reno County

Kan. —&nbsp;Unclaimed income tax refunds are available for a handful of Kansas taxpayers.

"People didn't file a tax return in 2016, the IRS is estimating about 14,600 of them," said Michael Devine with the IRS. "That's important because they didn't claim a refund worth, we estimate, about $15.7 million. It's important that they know that if they don't file that 2016 tax return by July 15, they're going to lose the right to claim that refund. The money then belongs to the government and they're out of luck."

It's important that all taxpayers get current, so they can get into balance with the IRS.

"If you haven't filed for several years, and you do file the 2016 return, you're going to need to get current on your taxes," Devine said. "File the 2017, 2018 and 2019 returns, too. You can't claim a refund unless you're current on your taxes."

The IRS reminds taxpayers that there is no penalty for filing late when a refund is involved. Taxpayers seeking a 2016 tax refund should know that their checks may be held if they have not filed tax returns for 2017 and 2018. In addition, the refund will be applied to any amounts owed to the IRS or a state tax agency and may be used to offset unpaid child support or past due federal debts, such as student loans.

Haven High School is changing its 2020 graduation ceremony. 

In a post to patrons, principal Travis Moore said graduation will be held outdoors at Haven High School Stadium at 9 a.m. Saturday, July 18th. Graduates will need to report to the gym at 8:15 a.m. that day. The ceremony is being moved outside to increase social distancing of the attendees and not restrict attendance numbers. 

Patrons are welcome to sit in the stands or bring lawn chairs and increase social distance to their preference. Audience members are free to place lawn chairs on the track but asked to refrain from being on the football field or blocking any sidewalks used for ADA purposes. Audience members are also encouraged to bring water for hydration.

If the weather does not allow the event to take place on Saturday the 18th it will be moved to Sunday the 19th at 7 p.m.

Kansas United States Senator Jerry Moran understands that the federal government is likely to need to continue to support portions of the economy with further stimulus dollars, but he also knows that bill will eventually come due.

"Certainly, the potential exists, perhaps even the likelihood exists that I will vote for additional assistance," Moran said. "There's lots of people who have slipped through the cracks. There's lots of problems we created that we need to fix. There's some things that we will need to spend money on, particularly related to the virus and getting ourselves in a healthy position, but I'm not willing to just at will, with no restraint, put a lot more money on the backs of the future generations. We're really borrowing this money."

Senator Moran did not make an endorsement of any of his fellow Republicans in their quest to replace his colleague Pat Roberts that begins with the August 4 primary.

"It's not my practice to endorse candidates," Moran said. "My view is that, these candidates that are running for the United States Senate, and I think there are eleven in the Republican primary, which catches my attention, because we seem to talk about three or four, Kansans will get acquainted with them. Many of them are well-known already and Kansans can make up their minds who, in this case, they want to be the Republican nominee, and ultimately in November, who they want to be their United States Senator."

Moran said there is a chance we could see a COVID-19 vaccine in relatively short order, according to what he was told in a Senate hearing.

"There are pretty good reports about the progress that's being made," Moran said. "Of course, a vaccine may be the best solution we have to getting ourselves back to closer to normal. Expectations are that as soon as October or November already trials are starting on a couple of routes of vaccines that are being developed and I hope that we're successful sooner rather than later and that we can have the necessary evidence that the vaccine can make a difference."

Moran also noted that the Senate will be working on re-authorization of funding for the Defense Department after the holiday break.

HUTCHINSON, Kan. — Reno County Commissioners will discuss and take possible action on major repairs to the courthouse during Tuesday’s agenda session. The recent earthquakes in the area caused some structural damage to the historic building.

The weatherization and earthquake repairs carry an estimated cost of $1.8-million. The courthouse was also undergoing a complete window restoration project at the time the pandemic hit shutting down the project before it could start. The window restoration carries an estimated price tag of $1.6-million bringing the total project costs to $3.4-million.

The Board will take action on an engineering and design contract with GLMV Architectural of Wichita at a cost of $213-thosuand for both projects. Most of that cost will be paid for through insurance.

Tuesday’s meeting of the Reno County Commission begins at 9 a.m. at the Reno County Courthouse.

Co. Commission to take action on courthouse repairs

Kan. —&nbsp;The Hutchinson Art Center is calling for diverse artists for an exhibition later this year called Dialogue Reconstructed: Celebrating Diversity Through Art.

"We're taking photography, painting, illustration, mixed media, ceramics, sculpture," said Patrick Calvillo with the Hutchinson Art Center. "We're limiting to one piece per artist."

The deadline for submissions is August 16th and you can email&nbsp;<a href="http://hutchartcenter@gmail.com">hutchartcenter@gmail.com</a> for a submission form.

"The NAACP Hutchinson chapter unit is collaborating with us, along with Hutch In Harmony and The Hutchinson/Reno Arts and Humanities Council," Calvillo said.

Artists have an opportunity to make some money from the exhibition, if their submission is good enough.

"This is also a juried show," Calvillo said. "There are cash prizes. First place is $1500. Second place is $1000. Third place is $500. Also, we give out some honorable mentions in the exhibition. With everybody who is collaborating with us in this exhibition, we're having a representative from each organization be a juror."

Once pieces are selected for the show, the Art Center is asking the artists to donate their works to the Hutchinson Art Center's permanent collection. The pieces would go in front of the collections committee to be assessed for inclusion at the center permanently.

Hutchinson Art Center calling for submissions for diversity exhibition

HUTCHINSON, Kan. — The Hutchinson City Council will take action on a new collective bargaining agreement with the union representing the police officers during Tuesday's meeting.

The city negotiating team and the local FOP met for three formal negotiating sessions before reaching a tentative agreement on a one-year contract on April 28. In June, the city was informed by the FOP that the agreement had been approved by the union.

One area that certainly has gained the attention of the country is disciplinary action against law enforcement officers. Under the new contract, officers shall only be discharged or disciplined for a just cause that shall include violations of department rules, regulations or special orders. All bargaining unit members shall have the right to an FOP representative present during an investigation or review.&nbsp;

It is protections for officers that has drawn criticism in some parts of the country, especially in the wake of recent deaths of citizens at the hands of law enforcement and the protection afforded officers who may be found to be bad officers.

The contract will be taken up Tuesday during the council's regular meeting at 9 a.m. in the Hutchinson city offices.

City Council to take action on FOP contract Tuesday

HUTCHINSON, Kan. — Hutchinson residents are getting ready to celebrate the Independence Day holiday.

Patriots Parade ready to go Saturday morning

NEWTON, Kan. — The Harvey County Health Department has confirmed five new cases of COVID-19 in Harvey County. The confirmed cases include:

· A female in her 20s. She was in contact with another individual with COVID-19 in another county.

· A female under 10 years old. This case is under investigation.

· A male in his 60s. This case is under investigation.

· A male in his 40s. He had previously quarantined as a precaution. He is a close contact in the family unit of a known active case.

· A male in his 20s. He had previously quarantined as a precaution. He is a close contact in the family unit of a known active case.

Harvey County has had 47 COVID-19 cases to date, including 43 confirmed and four probable cases. There are 17 known active cases in Harvey County. None of the individuals are currently hospitalized.

There have been 1,757 tests conducted in Harvey County.

The Harvey County Commission voted Thursday not to require face masks be worn in public spaces. However, the commissioners, as well as the Health Department, strongly encourage individuals do wear a mask to reduce the spread of COVID-19.

“As we enter the holiday weekend, and people may be eager to visit friends and family, please continue to take those precautions to keep you and those around you safer from COVID-19 infection,” said Harvey County Health Department Director Lynnette Redington. “Frequent hand washing, social distance, and wearing a face cover when social distance isn’t possible can all help keep you and your loved ones safe and healthy.”

As of today, the Kansas Department of Health and Environment confirmed 15,919 cases of COVID-19 in the state to date. The KDHE reported 191,561 completed tests in Kansas.

Kan. — USD 308 stated that they will be requiring masks inside their buildings as of Monday. This is a temporary measure, for now.

"In the summertime, we have a very limited number of staff members on duty," said spokesperson Ray Hemman. "We have a lot of folks working in buildings to clean them for the school year. We have a lot of folks in the high school and in the administration center, but by and large, our buildings don't have many people in them. We do have students who will be beginning, they're doing weights. There are not even a lot of students. At this point it does not impact a lot of people."

Further guidance is going to come soon from the Kansas State Department of Education.

"School starts in about six weeks," Hemman said. "We don't know where we will be at that point. The state board of education will come out in about two weeks and give us much more clarification on their expectations and their suggestions on how we should operate. At that point, we'll have a much clearer idea of how things will progress."

Activities are also still up in the air, but on for now.

"The state activities association is waiting on the state board of education's directives," Hemman said. "They're also waiting to see when first sports practices occur in about six weeks, they're looking at that, as well."

Athletes are exempt from mask wearing while playing under the Governor's order, provided they can maintain social distancing.

CHENEY, Kan. — The usual large crowd expected for the Independence Day weekend at area lakes. Cheney state park is sold out once again for the holiday with the usual crowd of about 50 thousand expected. But boaters and those who enjoy the lake will need to be on the lookout for blue-green algae.&nbsp;

The lake is now under an algae warning from the Kansas Department of Health and Environment after being under a watch for the past several weeks. That means most contact with the water should be avoided for both people and pets. Boating is OK but skiing and swimming are strongly discouraged. Any fish caught should be cleaned thoroughly with potable water and only the fillet portion fo the fish should be consumed.&nbsp;

Cheney isn't the only area lake suffering from blue-green algae. Both Marion County Lake and Marion Reservoir are under advisories for the toxic growth.

NEWTON, Kan. — Just like the Reno County Commission, the Harvey County Commission voted at a special meeting Thursday to rescind at the local level Kansas Gov. Laura Kelly’s Executive Order 20-52 requiring face masks be worn in public spaces. The vote was unanimous.

The commissioners expressed support and encouragement that all individuals wear face masks to help reduce the spread of COVID-19. However, commissioners determined mandating the public to do so was not an effective and productive measure.

“The right thing to do for your family, your friends, your neighbors, is to wear a face mask when you’re out in public. We know masks can help prevent exposure to COVID-19,” Harvey County Commission Chair Randy Hague said. “While the public has a right to choose, we hope they make the right choice, which is to wear a mask.”

The State’s face mask requirement will not be enforced by the Harvey County Sheriff’s Office unless businesses or events require face masks be worn at their establishments.

“I support wearing a mask. But from a law enforcement perspective, we don’t have the resources to monitor that every person is wearing a mask,” Harvey County Sheriff Chad Gay said. “However, if you’re a business owner and you require your customers to wear a mask, we are here to support you. If a customer causes a disturbance over your policy, we will absolutely respond when called upon.”

Harvey County has had 42 cases of COVID-19 to date. There are 13 known active cases in the county.

Changes at Abbyville Rodeo, but entertainment continues

Kan. —&nbsp;Hutchinson Regional Healthcare System continues to deal with COVID-19. There has been an increase in people that at least briefly visit the hospital for treatment.

"It's gone from one or two or three folks admitted, we now have eight or nine or ten," said CEO Ken Johnson. "We still have never seen an overrun of admissions, but we are seeing an uptick. We have taken care of some really, really, really sick people, but they've all recovered. We're very thankful and appreciative that we have not had any deaths in Reno County and we certainly pray that's going to continue."

Total admissions throughout the pandemic, according to the Reno County dashboard as of early Friday stand at 12, with 4 currently in the hospital. Seven of those 12 have been admitted to the ICU and 4 have been on ventilators thus far.

"The one interesting part of this disease is how quickly it can progress," said Chuck Welch, Vice President of Hutchinson Regional Healthcare System. "People need to come in when they are sick, first start with their doctor and then he will guide you along that process, but don't wait."

Hutchinson Regional Healthcare System touts itself as a COVID-safe environment.

"If you think about the airport, when you go through airport screening and you get on the other side of TSA, that is a safe environment," Welch said. "You've been screened for weapons or anything that would be harmful to the people on the other side. It's similar in the hospital. We make sure we take a history, a temperature and make sure that they are safe to enter that hospital. That doesn't mean that it's perfect, but there is measures of safety installed to keep everybody on the other side of the screening stations safe."

Currently, there is a one visitor at a time policy in the hospital and those visitors must be screened as they come in.

Kan. —&nbsp;Hutchinson Regional Healthcare System continues to deal with COVID-19. There has been an increase in people that at least briefly visit the hospital for treatment."It's gone from one or two or three folks admitted, we now have eight or nine or ten," said CEO Ken Johnson. "We still have never seen an overrun of admissions, but we are seeing an uptick. We have taken care of some really, really, really sick people, but they've all recovered. Hutchinson Regional still dealing with COVID-19

Kan. —&nbsp;The Reno County Farmer's Market will be open as normal on a Saturday morning, even though Saturday is July 4.

"We have more vendors than we have spaces," said Sheila Corn with the Farmer's Market. "We're tucking people in corners to have enough spaces for everybody."

The Farmer's Market can't be the social event that organizers have been accustomed to in previous years, but business is good.

"The distancing is a little bit more of a problem," Corn said. "We definitely are strongly recommending that you wear your face masks."

If at all possible, send one family member in to the market to purchase items.

"Our Saturday hours are 7:30 a.m. to 12:30 p.m.," Corn said. "This year, we've had such a demand that by 12:00, a lot of people are packing up to go home."

Please shop with your eyes and tell vendors what you want and they will pick it up and package it for you.

Farmers Market to be open Saturday, even on July 4

Kan. —&nbsp;The Board of Reno County Commissioners voted unanimously Thursday afternoon not to mandate mask use in Reno County, but still made it clear that they want people to choose individually to wear masks and that they consider it to be an act of responsible citizenship to do so.

"I believe we have some new numbers in Reno County that suggest that we're having some additional cases," said chairman Ron Sellers. "I think, from what we see nationally, we're going to have some increased spread and we need to, as citizens of Reno County, do our individual duty not only to protect us, but to protect others."

Commissioner Ron Hurst noted that enforcement would be difficult given the limited resources of the Sheriff's Department and the District Attorney's office, but he supports asking for individual responsibility when in proximity to other people.

"As Mr. Baldetti said, it's one of three items that we can do to help slow the spread," Hurst said. "It's not going to quit the spread, but it's going to slow the spread. That's wearing masks, that's proper hand hygiene and not touching your face and being careful when you're inside and around, people distancing I call it, instead of social distancing."

Commissioner Bob Bush joined his two colleagues in support of the resolution, but all three of them noted that they're going to be watching how the numbers go with regard to policy in the weeks going forward.

"This is a health issue," Bush said. "This is not a civil liberties issue. It's a health issue. However, it has been painted as a civil liberties issue and once something is painted, you're not going to get that paint off. I'm going to support this resolution. I'm also very interested in seeing where we're at in two, three, four, six weeks. If we see a huge spike or a significant rise in active cases or in hospitalizations, then I will be the first to change my vote and recommend that we go to a requirement, even though there are difficulties in terms of enforcement of those requirements."

The commission wants to see life go forward, including the opening of school in person in the fall and they believe that mask wearing is one thing citizens can do to make sure all the things they want to happen later this year can happen.
