Babysitting courses offered

Kan. — Kansas Gov. Laura Kelly signed HB 2435 on Thursday which includes Public Safety Telecommunicators alongside other heroes in public safety such as Law Enforcement, Firefighters, and Emergency Medical Technicians.

The definition of "emergency responder" has now also been redefined in the Kansas Intrastate Emergency Mutual Aid Act to include 911 call center public safety telecommunicators.

Reno County 911 director comments on bill signing recognizing dispatchers as first responders

In western Kansas, our dryland cropping systems tend to have long
fallow periods between cash crops.  The original reason behind these
systems is to basically “bank” moisture in the soil profile for
the next crop, thus reducing the risk of a failure.  This seems to
make sense in a semi-arid area that receives an average of 15 to 22
inches of rainfall annually.  In dry years this could be the
difference of having a crop or not.   


One of the issues
with these systems is that they are not very efficient at capturing
and storing soil moisture during those fallow periods.  Depending on
how much tillage is done around 70 to 85% of the moisture is lost
from runoff, evaporation and in some cases deep percolation below the
crop’s root zone.  In other words, if you receive 16 inches of
moisture during a fallow period at best you are only gaining about
2.5 to 5 inches of additional moisture depending on how much tillage
is used in the system.  In a dry year that little bit of extra
moisture might be difference from a failed crop and a decent crop. 
But in average or wet years we are greatly under utilizing the
moisture Mother Nature has provided us.

Another concern
with these systems is that for extended periods the soil surface is
nearly bare and vulnerable to both wind and water erosion.  And it
doesn’t make much difference whether it is a tillage or no-till
system.  No-till fields, without cover on the soil surface, can blow
and wash away just as easily as a tilled field.  With every erosion
event the soil becomes more degraded and less productive.  


So, the question
becomes can we utilize all of that lost moisture in a more positive
way.  I believe that we can.  One way is just to intensify the
cropping system with less fallow and more cash and/or cover crops.  I
think this has real merit in those 18 to 22-inch rainfall areas and
possibly further north and west where our evaporation rates are less
due to the cooler climate and higher elevations.  This doesn’t have
to be an all or none scenario and should be flexible.  As an example,
if in the spring after a fall harvested crop there is a good soil
moisture profile and the long- term weather forecast is favorable I
would plant another fall harvested crop rather than fallow those
acres.  If soil moisture is a little iffy but the weather forecast is
neutral, I would lean towards planting a cover crop that can be
terminated if conditions turn dry.   


In the drier
areas of the state just using cover crops to bridge that time between
the cash crops may be a better option.  This would provide a lot more
flexibility than trying to incorporate more cash crops because you
don’t need to worry about getting a crop to maturity so you can
harvest it.  You can always terminate a cover crop early if
conditions become dry.  Or, if conditions are extremely dry and the
weather forecast is unfavorable when a cover crop needs to be planted
you may decide not to plant it, at least for that season.  


At the end of the
day the one question that you really need to ask is will changing my
current system be more profitable for my operation?  Can I get enough
economic gain from that extra cash or cover crop to make it
worthwhile.   And just don’t look at it from the short term but
also consider long-term costs and benefits.  If there is a lot of
soil erosion with your current system eventually it will cost more
money to maintain the productively of those fields.   


Cover crops are
not a silver bullet that will fix all soil health issues.  They are
just another tool in the toolbox that may work for some producers but
not for others.  There are other soil health practices, like nutrient
management, no-till, crop rotation and others that may be a better
fit for some producers.    


If you are new to
using cover crops, I suggest that you start small and experiment to
figure out what might work for you before implementing it on a large
scale.  Seek out others in your area that are using cover crops and
ask what they are doing to make it work for them.

Cover Crops in Western Kansas Cropping Systems

Kan. —&nbsp;Hutchinson City Manager Jeff Cantrell said the city is going forward with hiring some temporary employees that it didn't bring on last year due to the pandemic.

"The previous fiscal year, we were down 10 seasonal employees," Cantrell said. "We're bringing those ten back, plus we have some enhanced equipment that we deferred for purchase last year, due to COVID unanticipated revenue."

The city should look a lot less scruffy this spring and summer.

"I think where people will see the biggest impact is the waterways, the drainage ditches," Cantrell said. "Even that piece of equipment that I mentioned. That is a fairly large tractor. It's a hundred plus horsepower, fifteen foot wing mower. That's a machine that when it goes out and spends time, it covers a lot of ground."

Cantrell said they are in the hiring process for those positions right now and they've selected that staff. Some of them have already come on board, but they should have them all starting in the next few weeks.

Recent obituaries

ELLIS COUNTY —One person was injured in an accident just after 9a.m. Wednesday in Ellis County.

The Kansas Highway Patrol reported a 2007 Toyota Camry driven by&nbsp; Jonah D. Clarke, 18, McPherson, was south bound on U.S. 183 Bypass and struck the east bridge rail.

EMS transported Clarke to Hays Medical Center.&nbsp; He was properly restrained at the time of the accident, according to the KHP.

HUTCHINSON, Kan. — The Hutchinson Community Foundation announced Wednesday that it has awarded $35,000 to three nonprofit organizations in the first round of its 2021 Fund for Hutchinson grant cycle.

The three recipients are Bluestem PACE who will get $5,000. The funds will allow for the purchase of therapy equipment and furniture for the new Bluestem PACE alternative care site in Hutchinson.&nbsp; Salvation Army of Reno County, Pathway of Hope, gets $15,000. This grant will provide bridge funding as The Salvation Army increases staffing, allowing for continued implementation of their emergency services while increasing opportunities for Reno County individuals and families. The final grant went to the Youthrive Dragon Project, for $15,000. This project will increase enrollment and decrease drop-out rates among Hutchinson Community College students who have aged out of foster care.&nbsp;

Established in 1990, the Fund for Hutchinson serves as a permanent resource for the changing needs of Reno County. Grants represent an innovative approach or collaboration, a new efficiency, a critical need that requires funding or an opportunity that needs a bit of local support to leverage resources for the community.

Proposals for the grants are accepted year-round, with awards decided in March, May, July, September and November.

Full details of the three grant recipients is listed below:

Youthrive, Youthrive Dragon Project, $15,000: This project will increase enrollment and decrease drop-out rates among Hutchinson Community College students who have aged out of foster care. It will build partnerships with the college to better support students by advocating for them to connect with campus and community resources and creating a support group to establish a nurturing community and an environment in which they will thrive in their school experience.

Hutchinson Community Foundation announces grant awards

HUTCHINSON, Kan. — Landfill fees could be on the way up starting in 2022. The Board of Reno County Commissioners will discuss raising the fees during a meeting set for Tuesday.&nbsp;

With a major capital project under way and the landfill looking to expand into another part of their property, the Board may be faced with a fee increase. According to a study by SCS Engineering Services, it was determined that the County’s current revenues are not sufficient to fund all of its operating, capital, and debt service requirements throughout the 5-year planning period through 2026 while maintaining adequate reserves.

Under the proposal from SCS, the landfill user fees for Reno County residents would increase next year from $96.00 per year to $102.00.&nbsp;

Other fees would include a new construction and demolition tipping fee of $10.00 per ton. This would generate about $320,000 in the first year with small increases expected after that. The fee is lower than any other landfill in the area so traffic to the C&amp;D site would likely stay the same.

It is estimated that under this new fee structure the landfill would be able to keep the proposed rates in place for at least five years.

Landfill fees could go up next year

HUTCHINSON, Kan. — The Cosmosphere took time to remember NASA Flight Director Glynn Lunney. Lunney passed away last week. The Luney family was very close to the museum according to Mimi Meredith.

“We were very fortunate that throughout his retirement life Glynn Lunney was a great friend to the Comosphere,” Meredith said. “Both he and his wife were here on multiple occasions, And it even made it a richer experience knowing his story which is often overlooked.”

Lunney was one of four flight directors for NASA during the Apollo 13 space mission and was instrumental in getting the astronauts home safely.

“He and Gerry Griffin, together were the ones who made the proposal to the NASA leadership that Apollo 13 should continue around the moon which was huge and obviously successful.” Meredith said.&nbsp;

The procedure was known as free return trajectory and was a maneuver adopted instead of turning the spacecraft around while more than halfway to the moon following the Apollo 13 explosion.&nbsp;

Meredith says the Cosmosphere will remember Lunney most as a person that showed how much went on behind the scenes during the space race of the 1960s and 1970s.

“Most importantly I think Glynn represented the whole story of the space race and that it wasn’t just astronauts and cosmonauts,” Meredith said. “In fact it was engineers and it was Mission Control and&nbsp; it was suit designers and it was welders and all of the technicians involved. And that’s what we want to convey is that there is a place for everyone in space exploration.”

Along with the Apollo 13 mission, Lunney was also a major player in the Gemini 10 mission. For the Cosmosphere that is significant since both Gemini 10 and Apollo 13 are on display at the museum.

HUTCHINSON, Kan. — The City of Hutchinson and Hutch Rec came together for their spring meeting and workshop. Tony Finlay with Hutch Rec says the meeting is part of an overall plan laid out for recreation in the city.

“The purpose of the meetings actually came through the master planning process,” Finlay said. “ Through that process it was identified that while on the staff level between city parks and rec commission, we have a great working relationship, regular meetings and so forth, they really wanted to focus on the governing bodies.”&nbsp;

Finlay says that trying to find a balance of what is trendy for quality of life issues and what is sustainable recreation.

“Our role at Hutch Rec is to always advocate for those quality of life issues and put our best cose forward for why those things should be funded,” Finlay said. “The meeting was really about trying to balance what’s in the master plan, what we’ve heard from the public, what our residents are saying they want us to invest in, and making sure that our funding, both our operating funds and our capital improvement funds, are matching those needs of the residents.”&nbsp;

One thing that was at the top of the discussion on Tuesday is the future of the Salt City Splash and the future of aquatics in Hutchinson.

“The biggest item is going to be the feasibility study of what to do with Salt City Splash,” Finlay said.&nbsp; "The life span of those types of facilities is in that 25 to 30 year range. And so we need to figure out what the next phase of that looks like.”

Finlay stressed that there is nothing set in stone about what to do with the swimming facility.

“There is no preconceived idea of what that is, that’s why we’re doing the plan,” Finlay stressed. “ We’re in the process of selecting a firm to walk us through that.”&nbsp;

Finlay says there will be a lot of public input throughout the summer in regards to aquatics and the future of the pool.&nbsp;

Finlay says Hutch Rec and the city have what he feels is a good balance when it comes to addressing quality of life matters in the city.

Reno County, Kansas – March 24, 2021 –&nbsp;The Reno County Health Department, along with other local healthcare providers, have identified seven cases of Hepatitis A within Reno County residents since January 2021. This represents an increase from the two cases that were reported for all of 2020. Hepatitis A is a vaccine-preventable liver infection caused by the Hepatitis A Virus (HAV). The Hepatitis A virus is found in fecal matter and blood of those infected. The virus is usually spread through close personal contact with an infected person or through eating contaminated food or drink. The majority of Reno County cases have been diagnosed in individuals with a reported history of drug use.

Common symptoms of the disease include jaundice (yellowing of the skin and eyes), dark urine, stomach pain, nausea and vomiting, and fever. Symptoms usually last less than two months. While most people get better on their own, some people require hospitalization. In rare cases, death can occur. There is no specific treatment for Hepatitis A. If you have symptoms of Hepatitis A, contact your medical provider or a local clinic. Your contacts should be vaccinated to prevent the spread of this contagious disease. If you do not have symptoms, but are concerned about contracting it, check with a medical provider about vaccination.

The best way to prevent Hepatitis A is to be vaccinated with the full, two-dose series. People recommended to receive Hepatitis A vaccine include children aged 12-23 months and those at an increased risk for infection. Contact your medical provider or the Reno County Health Department at 620-694-2900 to schedule vaccination.

In addition to vaccination, the best ways to prevent infection are by washing your hands after bathroom usage, changing a diaper, and before preparing and eating food.

Health Alert: Reno County sees increase in Hepatitis A cases

RILEY COUNTY —One person was injured in an accident just after 1 a.m. Thursday in Riley County.

A Lincoln MKZ driven by 25-year-old Trae Jones of Sterling was traveling near the intersection of Casement Road and Brookmont Drive in Manhattan, according to the Riley County Police Department activity report.

The car left the road, struck a guardrail and flipped into a drainage ditch.&nbsp; EMS transported Jones to Stormont Vail in Topeka for treatment of non-life-threatening injuries.&nbsp; The RCPD released no additional details.

Rice Co. man hospitalized after car flips into ditch

Gas prices have stabilized for the moment, according to Shawn Steward with AAA Kansas.

"After weeks of seeing price increases at the gas pumps, in the past week or so, we've started to see some stability," Steward said. "Today's statewide price in Kansas is $2.67 a gallon. That's one cent less than we saw a week ago. The national average has held steady at $2.87 a gallon."

Kansas prices continue to be generally less expensive than most of the rest of the country.

"Kansas this week is 20 cents less than the $2.87 per gallon national average," Steward said. "That puts us at 10th cheapest in the nation. Reno County is at $2.68, which is a cent higher than the statewide average today."

Most of the surrounding counties are a little less expensive, with Harvey County at $2.61, McPherson County at $2.62 and Sedgwick County at $2.59. Rice County is at $2.74.

Karen Hammersmith with the Reno County Health Department explained that the county gets less of the Johnson &amp; Johnson single shot COVID-19 vaccine, so they have been using it differently than the Moderna two-shot series.

"We did take it to the Reno County Correctional Facility," Hammersmith said. "They had some people there. That's highly important for that congregate setting to get vaccinated, so we offered it there. We're planning some other places. It's a one dose series, so it's really nice to take it to people that you're going to have a hard time to get back in for that vaccine."

The intent is to make sure that those who would be less likely to keep a second appointment only need the one shot.

"We're going to target some people that are maybe low-income and hard to get a hold of," Hammersmith said. "Then, I believe we're going to go to a surrounding area out maybe, like by Fairfield and get some vaccine out there and just offer it into those areas. That way we don't have to turn around and go back to those areas."

If there is some legitimate reason that would make it impossible to keep a second appointment and someone would prefer the single shot, you can ask for it.

"If people are calling specifically and they only want that, I've had some people that are traveling out of the country doing missionary work," Hammersmith said. "After two weeks, you're already vaccinated, so that Johnson &amp; Johnson is a really good vaccine for that purpose. We've tried to use it in those cases, as well."

In order for the Health Department to open a vial of the Johnson &amp; Johnson vaccine, they need five recipients, so that they don't waste any of it.

Hammersmith: Johnson and Johnson vaccine being used differently in Reno County

Reno County Commissioner Daniel Friesen asked Public Works Director Don Brittain Tuesday how much costs increased on the 43rd Street bridge project as a result of working with the railroad.

"When we first was going to build that bridge over that railroad, we figured it would be a haunched slab bridge at the same size of bridge and covering a single track that was existing there," Brittain said. "The railroad insisted on having a bridge with an opening large enough for three tracks and a side road on each side of it. That took out the possibility of building a haunched slab bridge, because they don't build them that long. That created a totally different kind of bridge and it just blew up from there. We got so far into it and so committed into it, that it was really too late to turn back. That's why this bridge is so expensive is due to what the railroad demanded."

Friesen wants to see policy changes at the state level.

"I've had some experience with railroads in my private business and it's a similar situation," Friesen said. "You're held hostage a lot of times and I just made note here. I'll certainly make note to our legislators that I think there could be some work done at the state level. We have to work with them, but at the end of the day, this is costing taxpayers all over the state significant amounts of money and I think there could be a better compromise in what authority they have."

Commissioner Ron Sellers agreed with Friesen.

"I think Commissioner Friesen's thoughts about working through our state resources to communicate the problems of how railroads can increase costs without anybody having any power to control those costs, I think that's an excellent thing either for our state county association or to make known to our legislators," Sellers said. "I think it might be appropriate to ask the county administrator to draft a letter to our local legislators of the substance that Daniel was speaking about."

Sellers notes that it is a point that will go on forever, unless someone tries to move it in the other direction.

Friesen, Sellers want to communicate with Legislature about railroad project influence

A bill <a href="https://hutchpost.com/posts/308af92f-2e7b-4e33-9dec-fe75cf06674c">to expand the area where alcohol can be sold and consumed on the Kansas State Fairgrounds and to change the way the tax money for those sales is distributed</a> received initial passage in the Kansas Senate Tuesday, with a final vote expected today.

The bill advanced to final action on a voice vote. If passed today, it would need to go over to the House side next.

A bill <a href="https://hutchpost.com/posts/308af92f-2e7b-4e33-9dec-fe75cf06674c">to expand the area where alcohol can be sold and consumed on the Kansas State Fairgrounds and to change the way the tax money for those sales is distributed</a> received initial passage in the Kansas Senate Tuesday, with a final vote expected today. The bill advanced to final action on a voice vote. If passed today, it would need to go over to the House side next.

Still, if you want to do business in the county offices, you’ll need to mask up. The county said in a release that, while at the courthouse, masks will still be required in district court areas and at the public entrance.&nbsp;

The Annex will also encourage visitors to wear masks and increased sanitization efforts at all county locations will continue.&nbsp;

The use of masks, hand washing, social distancing, along with vaccination, are still the best measures for mitigating the spread of COVID-19.

After saying they would address it at the end of the month, commissioners approved lifting the mandate on a 2-1 vote.

Masks still required in some areas of county offices

The&nbsp;Kansas Department of Transportation will temporarily close Interstate 135 (I-135) from mile marker 60 to 82 on Friday for removal of the Shawnee Road bridge.

The bridge is located about 10.5 miles north of U.S. Highway 56.

I-135 will close at 7 p.m. Friday and reopen at 5 a.m. on Saturday. Traffic will follow the signed detour via Kansas Highway 4, Kansas Highway 15, and U.S. Highway 56. No oversized loads will be allowed on the detour.

Bob Bergkamp Construction Co. Inc., of Wichita, is the prime contractor and has scheduled this $423,713 project to be completed in late March, weather permitting.
