HUTCHINSON, Kan. — Hutchinson USD 308 and the local teachers union will hold their first negotiations for the upcoming 2021-22 school year on Monday, May 3.&nbsp;

The session begins at 4:00 p.m. at the Hutchinson Career and Technical Education Academy, 800 15th Circle. The negotiations session will be broadcast on Facebook Live from the district’s Facebook page.

Except for caucus periods of the individual groups, the negotiations are open meetings. Normally, the two groups meet several times for negotiations.

HAVEN, Kan. — Haven USD 312 will host another of their Community Connections programs Thursday evening.

Thursday's program is entitled Social Media 101. The adults only presentation will be hosted by John Calvert, Director of Safe and Secure Schools Unit. The course will discuss the top applications that children are using today. The meeting will include discussion on what apps are used for and how they are created to hide things from adults.

This is an informational course on the purpose of apps and the common ways they are being used as well as open discussion as a community.&nbsp;

The hour long program starts at 5:30 p.m. at the high school library.

USD 312 hosts Community Connections program Thursday

Kan. — Thanks to bridge funding from the Hutchinson Community Foundation, the Salvation Army in Hutchinson is looking to add to their staff as they shift a current employee to be a full-time person in their Pathway of Hope program.

"It's case management," said Major Paul James with the Salvation Army. "It helps in the areas of helping people find housing, employment, education, helping people with legal issues and transportation. Actually, in the last five months, I think, we've had three cars donated and so we've been able to give those to some of the families that we help."

Their goal is to help 40 families in the Pathway of Hope program. This leaves a vacancy to assist those in need of emergency assistance.

"It's a little bit of everything," James said. "It's something that you obviously want to be good with people and be able to identify with people in their time of need and have compassion, but also hold them responsible, as well. Sometimes you have people that come in and it's not really an emergency situation. They just want you to pay their bills."

Salvation Army looking for additional staff thanks to grant

The Schmidt Foundation, a foundation focused on communities served by Eagle Communications, contributed $2000 Wednesday to the scholarship fund at Hutchinson Community College. A portion of the funds will go to a HutchCC Presidential Scholar and a portion will go to a HutchCC Leadership Scholar.

"The Presidential and the Leadership program have been designed to attract strong academic students and also students that have strong leadership capabilities," said Cindy Keast with HutchCC.

The program is designed for Kansas high school graduates.

"We provide approximately 165 to 170 scholarships for students," Keast said. "The program started in 1993-94 with approximately 30 students, so you can see how we've grown."

The Foundation has also invested in scholarships in other Eagle communities to help nursing students at NCK-Tech and continues to provide scholarships at Fort Hays State University.

Recent obituaries

HUTCHINSON, Kan. — Motorists will soon see road work along K-61 Highway between Pleasantview and Arlington. KDOT announced that work crews will replace guardrail, do grading, and repair or extend culverts starting on or around Monday, May 3.

During the work, traffic will be reduced to one lane and controlled by a pilot car and flaggers, or traffic signals. Motorists should be prepared to stop for the traffic control and face delays of up to 15 minutes. Although there will be multiple work locations, traffic will be restricted at only one location at a time.&nbsp;

The work is expected to be completed in September.

K-61 work to last through the summer

HUTCHINSON, Kan. — The Cosmosphere announced Tuesday it has extended the registration deadline to receive scholarships for summer Cosmosphere Camps. The deadline is now Monday, May 10.&nbsp;

This summer’s camps feature additional activities and objectives designed to make the camps more engaging, challenging and fun. From launching high-altitude weather balloons to a night spent 650 feet beneath the Earth’s surface, each camp offers something.

Camps are available for students entering grades three to 12. The Mission: Martian Base includes a field day activity at Strataca, a salt mine where campers will work in teams to build habitats, source food and build a rover vehicle — all as if they were on the surface of Mars rather than 650 feet beneath the surface on their own planet.&nbsp;

Cosmosphere scholarships still available

HUTCHINSON, Kan. — It may be awhile yet before farmers know how much damage was done to the wheat crop during the intense cold snap.&nbsp;

“You can go out in the fields and cut the plants open and see what kind of damage there is,” Harvey County Extension Agent Ryan Flaming said, “but until the wheat actually matures out . . . that damage is usually not calculated until people run combines through the fields.”

Flaming says that how far along the crop was will go a long way to determining how much damage was done. He admits that waiting to see if the wheat is damaged carries some risks.

“It’s definitely a big risk,” Flaming said. “It depends on how far along the wheat was and what variety it was.”&nbsp;

Flaming says the more developed the wheat was, the more chance it has suffered damage. While many are watching for freeze damage, Flaming says the cool, wet weather is bringing another challenge to the crop.

“There’s been a lot of wheat streak mosaic in the area and that’s pretty deadly for your wheat crop,” Flaming said. “I think there’s going to be a lot of disease pressure, as cool and wet as we’ve been in the spring.”&nbsp;

If all goes as planned, the harvest should begin the middle of June, although the maturing of the crop is running a little behind average. Flaming says that might have saved some of the crop from the cold.

HUTCHINSON, Kan. — The City of Hutchinson has extended its survey to find out more about how to connect with the community. The survey was to end last week but has been extended to Sunday, May 2.

Public Information Officer Rebekah Starkey Keasling says they want to get more input from the public before ending the survey. She said about 250 people have responded so far.

Starkey Keasling says the survey will keep people linked to the city. This will let them communicate about other issues in the future using the same link.

The city started the survey to find the most effective ways to reach people where they are. The city wants to find various ways to reach people and want to know what would best suit the public for getting necessary information out along with helping address concerns from residents.

City of Hutchinson survey deadline extended

Two members of the Board of County Commissioners are hoping to get more input from the unzoned areas of the county on what regulation they'd like to see in their areas. 

"I personally don't see any reason why we can't solicit input from the non-zoned rural residents in Reno County as to what their interest is in being zoned," Friesen said. "It would certainly be a factor in some of the ongoing discussions we're having related to unzoned areas of potential wind development and so forth."

Friesen cited a Hutch Post article from earlier this week in prefacing his comments. Commissioner Ron Hirst said there are already some ideas being considered that he's going to work on with administrator Randy Partington and Mark Vonachen with the planning department.

"Administrator Randy and I have already had some conversations regarding some pre-things regarding the possibility of reaching out to those zoned areas and I think he has a really good idea. We will be visiting with Mark about, and putting together, some pre-information in the form of a video."

The commissioners didn't specify what information would be in the video until they have Vonachen's input.

The HutchCC Blue Dragon Golf Tournament is coming up May 7 and HutchCC Athletic Director Josh Gooch notes that it is very important as a piece of the way the school is able to offer athletes scholarships.

"It's scholarship dollars like we create in events like this that allow us to bring in just a little bit better, more elite athlete and just raises the bar," Gooch said. "It just provides that extra bit of, whether it be room and board money or fee money that we can give to a kid that makes us more competitive on the national landscape."

There are many ways that HutchCC raises money for scholarships.

"This golf tournament is one piece of the puzzle, but our annual endowment giving, for people that aren't golfers that would like to contribute, our season ticket holders, our people that just come to the game and purchase a ticket, our concessions revenue," Gooch said. "All those things contribute to the whole."

The golf event will have a 9 a.m. shotgun start. They are still looking for a few teams and a few businesses or individuals to be hole sponsors. The entry fee is $140 per person and includes a round of golf at Crazy Horse and cart, player gifts and prizes, lunch and participation in hole and course games. Blue Dragon golf tournament coming up May 7

The meeting that was originally scheduled for a study session for the Board of County Commissioners to go over the fire districts study that was originally supposed to be Thursday has been postponed.

"The special commission session that was scheduled for this Thursday was for the fire study," said Reno County administrator Randy Partington. "Bruce from Five Bugle in Wisconsin was going to come down. That has been moved to Friday, May 7th, so next week. That will begin at 8:30 a.m. in this room."

Five Bugle Training and Consulting was hired in January 2020 at a cost not to exceed $10,000 to examine the strengths and weaknesses of the eight existing fire districts in the county and their future needs. <a href="https://www.renogov.org/430/Agendas-Minutes-Meetings">The meeting will be available via video at the county's website</a>.

The meeting that was originally scheduled for a study session for the Board of County Commissioners to go over the fire districts study that was originally supposed to be Thursday has been postponed."The special commission session that was scheduled for this Thursday was for the fire study," said Reno County administrator Randy Partington. "Bruce from Five Bugle in Wisconsin was going to come down. That has been moved to Friday, May 7th, so next week. That will begin at 8:30 a.m. in this room."Five Bugle Training and Consulting was hired in January 2020 at a cost not to exceed $10,000 to examine the strengths and weaknesses of the eight existing fire districts in the county and their future needs. <a href="https://www.renogov.org/430/Agendas-Minutes-Meetings">The meeting will be available via video at the county's website</a>.

Andre Road closed for bridge repair

HUTCHINSON, Kan. — Reno County sales tax revenue continues its upward push for the month of April.

According to numbers released Tuesday by the county treasurer's office total sales tax collected for April was $362,888. That compares with $328,258 in 2020. Sales tax revenue has increased the past three months. The April figure is the highest since at least 2015.

Sales tax numbers for April reflect shopping for February. To date the county has taken in $1.65 million.

HUTCHINSON, Kan. — Oil seed giant ADM released its first quarter earnings report Tuesday.

The company reported adjusted earnings of $1.39 compared with $0.69 one year ago. Earnings totaled $738 million compared with $361 million in 2020. Operating profit was also strong at $1.1 billion and total revenue increased to nearly $19 billion.

The company was able to weather the pandemic and keep costs down by consolidating businesses sectors in late 2019 and by incurring fewer expenses in 2020 including idling its railcar fleet which reduced maintenance expenses.

ADM operates five elevators around the Hutchinson area, employing around 60 workers.

The Hutchinson USD 308 Board of Education took an in-depth look at a recent curriculum audit on Monday night.

The audit, done by the education service center Greenbush, both examined the district’s curriculum as well as programs that support student behavior. The audit also surveyed district staff about what they believed was effective.

Based on information gleaned in the audit, the district is expected to drop some old initiatives that do not match up with curriculum objectives and practices.

Began the meeting with a short concert of sixth graders from Graber Elementary School under the direction of Stacey Williams.

Received an update on Kansas Education Systems Accreditation.

Approved joining the KJUMP lawsuit. Several Kansas school districts are joining a lawsuit after they were hit with huge natural gas bills after the February 2021 cold snap.

Approved minutes of the April 12, 2021, Board meeting.

Approved the annual EMC support renewal for the 2021-22 school year. The company provides support for district data storage and server backup needs.

Kan. — Hutchinson Regional Medical Center (HRMC) has earned the Gold Seal of Approval and the Heart-Checkmark for Advanced Primary Stroke Recertification, jointly granted by the Joint Commission (TJC) and the American Stroke Association.

TJC, an international accreditation organization, is headquartered in Oakbrook Terrace, Illinois and the American Stroke Association, an entity of the American Heart Association, is headquartered in Dallas, Texas.

Julie Wiens, RN, MSN, Clinical Quality Coordinator, said Hutchinson Regional underwent a rigorous onsite Recertification Review in January. “A TJC reviewer evaluated compliance with stroke-related standards, including program management, supporting self-management, delivering and facilitating clinical care, and performance improvement,” Wiens said. “The TJC standards are developed in consultation with health experts and providers, measurement experts, and patients.”

Bobbie Starks, RN, MSN Critical Care Educator, said the primary stroke certification is a voluntary process dedicated to reducing the occurrence of stroke and improving the lives of patients who deal with this medical issue. “HRMC’s stroke program uses a multidisciplinary approach and is dedicated to providing the best outcomes for victims of stroke,” Starks said. “We incorporate cutting-edge technologies like advanced imaging and use telemedicine to provide expert neurological care at the bedside.”

TJC Chief Operating Officer Mark Pelletier said the Advanced Primary Stroke Certification recognizes health care organizations committed to fostering continuous quality improvement in patient safety and quality of care. “We commend Hutchinson Regional Medical Center for using certification to reduce variation in its clinical processes and to strengthen its program structure and management framework for patients,” Pelletier said.

Nancy Brown, Chief Executive Officer for the American Stroke Association termed the award an outstanding achievement. “This certification reflects Hutchinson Regional’s commitment to providing the highest quality of care for stroke patients,” she said.

Ken Johnson, President and CEO of Hutchinson Regional Healthcare System (HRHS), said the recertification is reaffirmation of Hutchinson Regional’s successful efforts to provide high quality stroke treatments to south central Kansas. “The national designation provides Hutchinson Regional with the opportunity to recognize the exceptional staff in the stroke center as we strive to advance our care to the next level of excellence,” Johnson said.

The “Five Sudden Symptoms of Stroke” are:

STAFFORD COUNTY —The U.S. 50 rest area in Stafford County is expected to be closed for up to five days -- Thursday through Monday, April 29 through May 3 -- so the parking lot can be resurfaced with a mill and overlay.

The project had originally been scheduled for April 14 through April 16.

The rest area is on the south side of U.S. 50 and west of the town of Stafford and east of the U.S. 50/U.S. 281 junction.

The work, overseen by the Kansas Department of Transportation, is expected to have minimal impact on U.S. 50 traffic. Traffic on Southeast 20th, on the west side of the rest area, might be controlled by flaggers at times so overlay work can be done on that road.

APAC-Kansas Inc., of Hutchinson, is the main contractor for the $67,975 project.

USD 308 building level 6th grade band and orchestra concerts this week

PRATT COUNTY — 
A field survey for proposed pavement reconstruction on K-42 in Pratt County is scheduled to begin around Thursday, April 29.

The survey for pavement reconstruction will be on K-42 from the U.S. 281/K-42 junction east to the east city limits of Sawyer. The approximate length of the survey&nbsp;is 1,320&nbsp;feet. The survey is based on existing alignment.

The field survey – estimated to be completed by May 11 -- will gather information needed for detailed design of the proposed improvement.

The survey will be contained within existing right of way. A member of the survey crew will contact property owners and/or tenants for permission to enter private property upon entry if

needed. Survey activities will include use of survey instruments on the ground to determine locations of existing features within the survey corridor.

Kara LaRiviere, P.S., Survey Project Manager, Bureau of Right of Way, will be in charge of this survey for the Kansas Department of Transportation.

Board of Reno County Commissioners Chairman Ron Hirst believes the zoned areas of the county do not want wind projects there.

"I'm not suggesting a total moratorium on the whole county," Hirst said Monday. "I am suggesting that we need to seriously look at the will of the people in certain areas, especially those zoned areas."

Hirst wants all county residents to know what zoning would mean to them, if it happened.

"It doesn't affect agriculture," Hirst said. "How about the rest of those who are not directly involved in agriculture, what it won't do and what it will do? They said, yeah, I'm interested in hearing that information. I'm not too fond of having zoning, but I'd like to hear about it."

Hirst is hoping that staff can get some meetings together.

"Two years ago, the zoning commission talked about setting up meetings out within the county and it hasn't been done," Hirst said. "It's time to at least let the people have the information available so that they can make an intelligent decision."

It's important to note that the non-zoned areas would not be subject to any regulations that are implemented for the zoned areas as things are now.

MANHATTAN, Kansas — The Kansas Department of Agriculture is accepting applications for the 2021 Specialty Crop Block Grant Program. Funds for the program are awarded to the agency by the U.S. Department of Agriculture’s Agricultural Marketing Service.

The funds are in turn granted to projects and organizations to enhance the competitiveness of specialty crops by leveraging efforts to market and promote specialty crops; assisting producers with research and development relevant to specialty crops; expanding availability and access to specialty crops; and addressing local, regional and national challenges confronting specialty crop producers. Specialty crops are defined by the USDA as “fruits, vegetables, tree nuts, dried fruits, horticulture and nursery crops, including floriculture.”

Applications will be evaluated by a team of external reviewers. The team will rate proposals on their ability to successfully promote specialty crops in Kansas and make a positive impact on the Kansas economy. Those recommendations will be submitted to the Kansas Secretary of Agriculture, who will make the final awards. In 2021, Kansas has been allocated more than $338,000 for this program.
