Hutchinson Airport manager Pieter Miller is excited to show off the airport this weekend.

"Most of the display aircraft, the large aircraft, the aerial display aircraft, the folks that are going to set up their static displays, most of them are all coming in on Friday afternoon and Friday evening," Miller said. "The folks that are actually flying in to just see what's going on, they'll probably start arriving around eight or nine o clock Saturday morning."

There appears to have been some pent up demand after a lot of similar events were canceled last year due to the pandemic.

"We've got some aircraft that we've never had here before," Miller said. "Our showpiece, one of the planes that I'm the most excited about, it's a 1943 C-47 Spooky gunship. It's basically a DC-3 that was used during the Normandy invasions. He'll be here from Topeka. We're going to have a C-2A Trader, which is an aircraft carrier based cargo plane. We have T-33 fighter jets. We're going to have water bomber aerial displays, fly-bys, plenty of aircraft available for rides and also free rides for kids through the Young Eagles program."

Those rides are for kids ages 8 to 17 all day Saturday.

"If we can encourage and spark interest in even one or two kids with this event, it comes back," Miller said. "They'll fly into the airport in the future. They'll own airplanes, they'll buy services. They'll come back to Hutch. They'll visit the airport, that's operations. Really, all it takes is one or two kids to move into aviation for this, for events like this to benefit everybody."

Buhler USD 313 let its patrons know earlier this month that school meals will continue to be free for all students in the 2021-22 school year. However, it is still important for all students to fill out their free and reduced lunch application.

"A lot of our funding is based upon the percentage of free and reduced students we have in the district," said USD 313 Superintendent Cindy Couchman. "You want to lower your student to teacher ratio. Title funds help fund teaching positions, interventionists, to address those learning needs that sometimes students have."

You might be surprised at the income levels that qualify for these programs.

"It does generate many kinds of funding and not only those resources, but lots of times, federal monies are based upon those percentages," Couchman said. "ESSER II and, I understand we're going to be getting some ESSER III money, will be based upon those free and reduced numbers."

The 2021 Free and Reduced Lunch numbers are below.

USD 313 urges patrons to fill out free and reduced lunch forms

HUTCHINSON, Kan. — Reno, Kingman, Harvey, Pratt and Rice Counties are all part of a major grant to the Ducks Unlimited Organization for protection of wetlands.

U.S. Senator Roger Marshall, M.D. announced the Department of the Interior’s U.S. Fish and Wildlife Service has awarded Ducks Unlimited with a $2 million grant and $2.03 million match in funding to conserve bird populations and wetlands in Kansas.

“Kansas has some of the most magnificent wildlife and wetlands in the country, and conservation efforts must be a priority in our great state,” Marshall said.. “I want to leave our world better than we found it and by improving habitats and our environment, we not only care for our wetlands and wildlife, but provide better outdoor recreation opportunities for everyone. These dollars are an important part of the Department of Interior’s conservation efforts so the next generation of Kansans can experience the great outdoors.”

The U.S. Fish and Wildlife Service’s Migratory Bird Conservation Commission approved this year's grants under the North American Wetlands Conservation Act (NAWCA).

Ducks Unlimited grant helps area game bird habitat

46% of adults do not feel comfortable going back to living life like they used to before the pandemic

MANHATTAN – A new report from the&nbsp;<a href="https://www.apa.org/">American Psychological Association</a>&nbsp;indicates that most U.S. adults are surprised that the COVID-19 pandemic has lasted so long.&nbsp;

The&nbsp;<a href="https://www.apa.org/news/press/releases/stress/2021/one-year-pandemic-stress-conclusion">APA’s report on Stress in America</a>&nbsp;found that 82% of American adults are surprised that the pandemic has lasted more than a year. Nearly 7 in 10 (67%) said that living through the pandemic has been a rollercoaster of emotions.&nbsp;

And Elaine Johannes,&nbsp;the Kansas Health Foundation Distinguished Professor of Community Health at Kansas State University, said&nbsp;46% of adults do not feel comfortable going back to living life like they used to before the pandemic&nbsp;

“It’s amazing that this has gone on more than a year,” Johannes said.&nbsp;“So, it’s not surprising that so many are re-evaluating and wondering what’s next as they re-enter community life.&nbsp;

“It’s hard for us to deal with. Usually we can acclimate to a sudden trauma, grief or loss. With the help of our friends or family, we can move on.&nbsp;But these repeated ups and downs …it’s been tough.”&nbsp;

Johannes noted that many adults likely have gone through stages of shock, denial, sadness and grief and, eventually, acceptance.&nbsp;

“But some of the research around grief and change and how we feel about that has added another perspective, a sixth stage&nbsp;of meaning.” Johannes said. “This is where we feel like we have to have meaning assigned to (the occurrence). I think that’s where our emotions are right now. We’re asking ourselves, ‘what do we do now,’ ‘how do we recover knowing that we can’t go back to the way life was’ or ‘what’s the meaning that we can take away from this pandemic, even though it’s still going on.’”&nbsp;

Johannes said there is evidence that indicates Americans 100 years ago dealt with the same emotions during the Spanish Flu pandemic. During that time, there was also political unrest, doubts about the proper way forward and many deaths. That incident also showed that the ripple effects were felt for many years after.&nbsp;

“As a society, we need to be ready to re-acclimate (after the COVID-19 pandemic), redefine what our recovery is and reflect on what we gained from it,” Johannes said. “We can’t just go back to ‘normal’ because we will never be the same again.”&nbsp;

Work that has been done to address disaster-related psychological trauma has led to strategies that aid in recovery. Those include adapting to a different normal; feeling a sense of some control over our emotions; gaining perspective and assigning meaning to the losses; and feeling mastery from the experience.&nbsp;

Johannes punctuated her point by recalling a saying from President Harry S. Truman: ‘The reward of suffering is experience.’&nbsp;

“That, to me, kind of gives an understanding that the suffering and loss is real, and the sadness is authentic,” she said. “But, what can we gain from that? I think we can say that we are wiser and we have this experience to guide us in the future.”&nbsp;

Johannes added that the APA report highlighted an important point that Americans shared the experience as “a true community.”&nbsp;

“No matter where we were, Americans realized this was a tough, tough thing to go through,” she said. “We felt this roller coaster, up and down, not being sure what was next…But, as a group, we were still a community.”&nbsp;

Health expert discusses mental health impacts of pandemic 

HUTCHINSON, Kan. — Reno County Commissioners will go over a number of budget requests when they meet on Tuesday.

The board will hear next year's requests from drug court, the conservation district, EMS, economic development and StartUp Hutch. There was talk last year that the budget could be tight due to the pandemic, but strong local shopping and higher sales tax revenue may mean a little more breathing room that first anticipated.

Also Tuesday, the board will hear a report from County Administrator Randy Partington on signage for the Law Enforcement Center and go over a grant from the Kansas Department of Corrections for juvenile services.

The board will also get an update from Laurie Moody who is the Communications Specialist for the county.&nbsp;

Tuesday’s meeting begins at 9 a.m. It will be the first at the Reno County Annex after new audio-visual equipment was put in there to allow for such meetings.

Board of Reno County Commissioners to hear budget requests

HUTCHINSON, Kan. — Hutchinson USD 308 may be putting its hat in the ring when it comes to a group of districts filing a lawsuit against their natural gas provider.

The matter comes up for discussion when the school board meets on Monday. According to Superintendent Mike Folks, the districts are part of a consortium that gets the best rate possible for their gas. During the cold snap, prices skyrocketed and some districts were charged as much as 400% more for their natural gas. Folks says the normal gas bill for the district is around $35,000 per month. During the cold weather and blackout the bill jumped to more than $150,000.

Now districts that are a part of a consortium want to get their money back from the distributor. Folks will recommend that the district join in the lawsuit. The cost to the district to join the lawsuit is $1,400.

The USD 308 School Board meets at 6 p.m. Monday at the Career and Technical Education Academy.

USD 308 board will be asked to join natural gas lawsuit

Kan. — Kansas Gov. Laura Kelly vetoed two bills that would have changed the school curriculum in Kansas.

"One of them would have created a requirement that students at some point take a civics test that would be drawn from the U.S. naturalization test in order to graduate from high school," said Mark Tallman, Vice President for Advocacy with the Kansas Association of School Boards. "It did not require any particular passing score. It was amended to also require that all students take a course in personal financial literacy to graduate from high school."

It's not necessarily that either of those ideas are wrong, but that the legislature is the wrong venue to have the discussion.

"In both cases, the State Board felt that was stepping on their Constitutional role, which they believe and courts have indicated, although it's not black and white, have responsibility for kind of setting curriculum," Tallman said. "There were also concerns from local school boards who I represent, about these also kind of addressing curriculum issues at the local level."

These and the other bills vetoed by the governor can still be overridden when the legislature returns in May, if they can get the necessary support.

Number one, it will have to be brought up for an override," Tallman said. "In that case, two-thirds of both the House and Senate must approve the bill. I don't think any of them got two-thirds of either house the first time through."

Both houses are adjourned until Monday, May 3 at 10 a.m.

Tallman: Kelly curriculum vetoes are about role of State Board

HUTCHINSON, Kan. — Like most other districts Hutchinson USD 308 has realized that some students learn better in a virtual environment. For those students, Hutchinson USD 308 will offer a formal virtual school in 2021-22.

The mission of Hutchinson Virtual School is to provide a quality alternative to traditional schools in a virtual format assisted by licensed USD 308 teachers. The school is accredited by the Kansas State Department of Education.

Curriculum for the program is internet based and is powered by Acellus at all grade levels. Students will have 24/7 access to Acellus, which allows them flexibility to access the program anywhere and at any time. Students also will have access to district extra-curricular and co-curricular offerings.

“We believe that staff, students and family communication is key to maintaining success in an online program,” Kevin Stucky, school director said. “For this reason, a learning coach will be identified at the time of enrollment to facilitate a good relationship between HVS and our families.”

Hutchinson Virtual School will be located inside of Avenue A School, 111 S. Madison in Hutchinson. This is where all in-person meetings will take place.

HUTCHINSON, Kan. — It's a game that would have brought a normal sellout crowd, if that were possible in the midst of a pandemic. Every socially distanced seat was taken at the Hutchinson Sports Arena Saturday night. The matchup between Cowley and Coffeyville was the first NJCAA Division I men's title game between two Kansas schools since 1953.

Cowley had been a high-flying offensive unit all tournament long. If you had told them before the contest that the first one to 100 would win, they would have liked their chances. They didn't get there. Coffeyville won the 2021 NJCAA Division I Men's Basketball Tournament 108-99.

Ultimately, the game came down to an official's review of an out of bounds play with 21.9 seconds left. The original call on the floor was out of bounds off Cowley's Clarence King with Cowley down just three at 102-99 and it was upheld on review. Cowley didn't score again.

No one could have foreseen that a Love Bettis basket to break a 15 all tie that gave the Red Ravens the lead at the 13:40 mark of the first half would be a lead they wouldn't relinquish, though the Tigers nearly climbed out of a hole that was as large as 64-40 at the 19:04 mark of the second half.

The Red Ravens had seven players in double figures, led by Blaise Keita with 27 points, Tylor Perry was named the tournament MVP, he had 18, Kevaughn Ellis added 14, Bostyn Holt had a double-double with 12 points and 13 rebounds, Love Bettis had 12 as well and Markeith Browning and Larry White both added 11.

Cowley was paced by Mikel Henderson's 21 points, Dalen Ridgnal had 17, but left early with an injury in the second half. Jacquez Yow had 15 points and Shemarri Allen and Cevin Clark both added 11.

Coach Jay Herkelman was named Coach of the Tournament winning his first national championship.

Coffeyville ends as champions at 27-3. Cowley ends the year at 24-5.

Coffeyville wins national title 108-99 over Cowley

Kan. — A street event Saturday night in Hutchinson is a way to go old-school and create memories on Main Street.

"I kind of remember as a kid that we would go and see King Midas and closing down the streets and having a good time out there and having everybody around," said Jason McCool an organizer of the event outside Salt City Brewing Company in Hutchinson. "Originally, we wanted to do it earlier, but the downtown merchants kind of wanted us to stay out of the street while they were open."

The event will be from 6 p.m. to 11:30 p.m. on Main Street, with DJ Proof for the first portion of the evening and Lost Wax from Kansas City the featured band for the second part of the night. The goal is to recognize and help out Salt City Brewing's Steven Peterman, and give him an event to highlight the renovations he's made to the business.

"Steven likes to contribute," McCool said. "The people at Salt City Brewing Company have always done everything they can for our community. As he began building that thing down there, I worked at a brewery going through college called Free State in Lawrence and so, I obviously supported and loved the addition to downtown. We've done this event for Steven again, not by Steven. There's probably 100 people in Hutchinson that have contributed in some way."

The City also is contributing, in that the City Council is allowing the street to be closed and there will be four Hutchinson police officers that will be around to monitor the situation and be sure everyone is able to have a good time safely.

Saturday night event on Main Street to show off brewery renovations

Kan. — People that care about those dealing with addiction and the deaths that can come as a result are getting together Saturday in Hutchinson to raise awareness.

"We are doing a walk in memory of the people we have lost for overdose and suicide is more what it is," said one of the event organizers, Jaylene Welch. "That's what they wanted to do to honor their loved ones and so that's what we're doing. We just kind of threw it together and we're going to start at 2 p.m. at the library."

The group will stay on the sidewalk and head south down Main to Avenue A Park.

"We're going to have a few speakers and food and raffle prizes and everything," Welch said.  "Our speakers are Seth Dewey, Lacy Lomax and Gary Race, Santalina Caudillo and Lexi Jobe." 

The event is a collaboration between RISE, a partnership with the Hutchinson NAACP Youth and NAACP Religious Affairs and the P.A.A.T. group focused on addiction issues.

Walk Saturday to help with addiction battle

MCPHERSON, Kan. —&nbsp;A McPherson woman pleaded guilty Friday to a sex crime involving a minor.

According to a release from the McPherson County Attorney's Office, 37-year-old Jennifer Sams entered pleas to indecent liberties with a child and unlawfully hosting minors consuming alcohol. 

The crimes are said to have occurred April 20, 2020 at her former home in Galva, where she is said to have touched a male between the ages of 14 and 16. She also provided alcohol to minors.

As a result of the conviction for indecent liberties, Sams will be required to register as a sex offender for 25 years. Sams will be sentenced July 7.

HUTCHINSON, Kan. —&nbsp;Reno County has seen an increase in positive COVID-19 cases over the past two weeks. The case count was down to only nine on April 6, the lowest it has been since last summer, but quickly increased and has been hovering around 40 active cases.

The Reno County Medical Collaborative wants to remind community members to be vigilant in mitigation measures such as social distancing, mask wearing, and sanitizing hands. Those measures along with vaccinating are the best defense against contracting COVID-19. 

Thirty-three percent of Reno County Residents have now received at least one dose of a vaccine, however the demand for vaccines has decreased in Reno County.&nbsp; If case counts continue to rise, the need to quarantine will again become an issue for more individuals. That’s one less worry for those who have been vaccinated.

“Fully immunized individuals do not need to quarantine if exposed, as their likelihood of getting infected is drastically reduced,” stressed Dr. Scott Pauly, Hutchinson Clinic. “Unimmunized individuals will have to quarantine, and that scenario is more likely for everyone when the numbers are high. It’s the vaccine or the virus, you choose.”

Medical Collaborative stresses vaccinations, positive cases climb in county

HUTCHINSON, Kan. — A Hutchinson man whose robbery and kidnapping convictions were recently overturned by the Kansas Court of Appeals and who was then convicted in a second trial was sentenced to 26 years in prison Friday.

Leroy Randall was convicted in a second jury trial in March on five counts including aggravated robbery and two counts of kidnapping.

Randall was originally sentenced to nearly 25 years for the robbery of the Dollar General store in 2015. During the case, Randall tried to represent himself after going through six attorneys. His case and first trial wandered through the court system for more than two years. When Randall suffered numerous health issues Judge Joe McCarville appointed an attorney and refused to let him represent himself. The Court of Appeals ruled that McCarville erred in that action and granted a new trial.&nbsp;

A jury found Randal guilty in the second trial. He was sentenced Friday to 247 months on the aggravated robbery conviction, then handed consecutive sentences on one of the two kidnapping charges and one aggravated battery count.

The defense for Randall asked for a lesser sentence but this was the defendant's fifth criminal conviction, therefore, the motion was denied.

Juan Dominguez had his initial court appearance Thursday. He was booked into jail on Wednesday on suspicion of aggravated robbery and aggravated assault with a dangerous weapon.

A 16-year-old juvenile was arrested for Aggravated Robbery, Aggravated Battery, Possession of Marijuana, Possession of Drug Paraphernalia, Felony Flee and Elude, Illegal transportation of liquor, Possession of a firearm under the influence, Illegal display, No proof of insurance and driving without a license after leading police on a chase throughout Hutchinson April 13 connected to the incident.

Magistrate Judge Daniel Gilligan set a status appearance for Dominguez on April 29. He is no longer listed on the jail log as of Friday morning.

Kan. — Reno County schools are now in the yellow for next week. The case count and positive test rate numbers are continuing to climb over last week.

According to the county's dashboard, the 14-day positive test rate is up to 17.3% as of April 19, with 63 new cases in the past 14 days.

The case count numbers are down from a week ago, with 37 active cases as of Thursday. 7,831 people have had the virus, with 7,655 recoveries.

The Reno County vaccination numbers have been updated for the week, as well. As of Wednesday, 21,046 Reno County residents have received at least one dose of COVID-19 vaccine. That's 33.70% of residents.

The county has had 139 deaths attributed to the virus. Two of those have occurred in the last 30 days. One person is in the hospital.

The health department is taking walk-ins for the Moderna vaccine for those 18 and older, or you can find the other types of vaccine at vaccinefinder.org.

Schools in yellow for next week

HARVEY COUNTY —Law enforcement authorities are investigating a car theft in Newton and have a suspect in custody.

Just before 11:30 a.m. Thursday, Newton Police responded to a report of a car theft in the parking lot at Athletic Park, 700 West First Street in Newton, according to a social media report.

 The car’s owner had been exercising in the park when the suspect approached her. The suspect tried to engage in small talk before saying he wanted to take the victim’s car. The suspect said he had a gun and threatened to harm the victim if she did not cooperate. The victim gave the suspect her keys, and he drove away in the car. 

Police found the car Thursday afternoon in Wichita and arrested a suspect.&nbsp; Police released no additional details.

Police: Suspect took woman's car at gunpoint 

WASHINGTON — The Treasury Department and the Internal Revenue Service today issued <a href="https://www.irs.gov/pub/irs-drop/rp-21-20.pdf">Revenue Procedure 2021-20&nbsp;PDF</a>
 for certain businesses that received first-round Paycheck Protection 
Program (PPP) loans but did not deduct any of the original eligible 
expenses because they relied on guidance issued before the enactment of 
tax relief legislation in December of 2020.

Under prior guidance, businesses that received PPP loans to cover 
payroll costs, interest on covered mortgage obligations, covered rent 
obligation payments, and covered utility payments could not deduct 
corresponding expenses.

With the Dec. 27, 2020, enactment of the Consolidated Appropriations 
Act, 2021, businesses now may claim these deductions even though they 
received PPP loans to cover original eligible expenses. These businesses

HARVEY COUNTY —One person was injured in an accident just after 3p.m. Thursday in Harvey County.

The Kansas Highway Patrol reported a 2009 Hyundai Elantra driven by Robert Edward Benson, 56, Kansas City, MO., was actively fleeing from Newton Police southbound on Plum Street from 12th Street. 

The driver lost control of the car. It rolled onto the left side, struck 2 trees and came to a rest on its wheels.

EMS transported&nbsp;Benson to Newton Medical Center. He was not wearing a seat belt, according to the KHP. Authorities did not report what prompted the chase.

Driver hospitalized after crash during police chase

HUTCHINSON, Kan. (April 21, 2021) - In 2020, 23 families in Reno County found a new direction in life thanks to The Salvation Army’s Pathway of Hope, a program designed to break the cycle of inter-generation poverty. Support for Pathway of Hope was provided by a grant from the Hutchinson Community Foundation - Fund for Hutchinson. The Salvation Army plans to expand the program further with a goal of helping 40 families in 2021.

“We want to thank the Hutchinson Community Foundation for this funding,” Major Paul James said. “This is a huge opportunity for us to be able to have a full-time staff member to focus solely on providing case management in Reno County.”

Pathway of Hope helps families solve any number of roadblocks that may be keeping them in poverty, including housing, education, employment, job training, and transportation. The program is one year long and requires parents putting in a great deal of “sweat equity” to build a new life for themselves and their children.

“We have seen a large increase in the number of families seeking a way to break the cycle of poverty in the last two years,” James said, leading The Salvation Army to apply for the grant to expand the Pathway of Hope case manager to a full-time position.

Pathway of Hope program expanding in Reno County

The annual Inman Classic Car Show was moved in 2020, but the community has decided to put it back in the spring this year and build other events around it, and the Inman Spring Festival is going on Saturday.

"We've got the car show going on down on Main Street," said spokesperson Lori Kearns. "Down by the Community Building, we've got a pedal tractor pull at 9:00 that morning, we've got a fun run at 7, we've got three on three basketball tournament at 11. We've got a benefit basket auction going on for a young man here in town that is needing a new prosthetic leg. He was in a farming accident."

The car show is judged by students from McPherson College. The college has the nation's only four-year Automotive Restoration program.

"These guys, some of the things they notice, I would not have a clue," Kearns said. "They just blow my mind. I love to sit in the little conference room with them and listen to them make their decisions. What one saw that someone else didn't, that was period correct for that year, etc. They're very knowledgeable."

The hope is that having more events in the spring will be able to bring out visitors that may not always come to the town's fall Santa Fe Days.

Day full of events in Inman Saturday

Kan. — Over the past several months the Hutchinson Police Department and the City of Hutchinson’s Art Design Council have been working on the required artwork that will accompany the remodel of the Law Enforcement Center. My vision for this project has been to create a memorial to those Hutchinson Police Officers who gave their lives in the line of duty. This memorial / artwork will be the focus of the front lobby to the Police Department and generally the first thing people see upon visiting our agency. Because this is the first impression many people will have of HPD I wanted the artwork to also give people the feeling that the Police Department was a welcome, inviting and a safe place for everyone. With those two criteria in mind members of HPD and the Art Design Council began work on this project.

At the April 20th, 2021 City Council meeting we gave a presentation to the Council requesting approval to contract with an artist for this project. Several slides and photos were shown to the council of this artist’s work. As a part of that presentation a rendering that was created by the artist was also displayed. This rendering showed the officer in a kneeling position. This was the artist interpretation and in no way was the final statue. The final position of the Officer for the statue had not and still has not been determined. Upon granting the contract to this artist, the Police Department and Art Design Council will work closely together to come up with the final rendering of the statue.

There has been concern expressed from members of the community that the image of a kneeling officer is offensive and at the very least “tone deaf” given the current culture. I very much understand and agree with these concerns. As the Chief of Police, I will state that the final positioning of the statue will not be in a kneeling position. This statue must and will be a piece that every member of this community can appreciate as a memorial to those officers who gave their lives for the City of Hutchinson. Furthermore, this Statue must and will instill a sense of safety and welcome people into the Police Department.

I have been working with the Human Relations Officer, David Sotelo over the last 24 hours, as he has been in communication with the Human Relations Commission. As part of this partnership Mr. Sotelo and I have heard the concerns of the Commission and others. I have personally asked Mr. Sotelo to sit on the sub-committee to work on the final design for the statue. In this way, Mr. Sotelo will represent these community concerns to ensure the statue represents the hopes and dreams of every citizen of Hutchinson, safety, security, and equality.

Police send joint release with human relations office regarding public art

HUTCHINSON, Kan. — Hutchinson High School’s student body will spend a morning in service learning on April 30.

The fourth Salthawk Service Day will be Friday, April 30 from 8 to 11 a.m. The date is an early-release day at HHS for its annual track meet.&nbsp;
