The Kansas Board of Regents will likely consider later this year expanding a pilot program that allows for more hours to be transferred from community colleges to four-year Regents institutions.

"I think it's a great idea," said HutchCC President Dr. Carter File. "I think it gives students a greater opportunity to utilize their value at a community college. I think that it's going to enhance students opportunities at a community college. One of the things that many students now are faced with is a choice at the end of their freshman year, especially if they brought in a number of early college credits, or what we call concurrent credits. They are faced with, do they stay a year and get additional credits that may or may not help them toward their degree, or do they transfer before they have completed their full allotment of what is now 60 credits? We think this will give students the opportunity to stay that full extra year."

The idea appears to be to allow up to 75 credit hours to be transferred, subject to still to be determined conditions.

"The pilot program they had between Johnson County Community College and KU Edwards Campus was, they allowed a transfer of up to 75 credits in selected programs and areas," File said.

The pilot appears to have helped with retention of students all the way to a four-year degree, but HutchCC knows that making sure what students take will transfer will put an additional burden on their staff.

"We will have to have very specific advising and making sure that students understand exactly which programs they are going into, which 75 credit hours will transfer, if that's the number they land on," File said. "We do a great job with that now, but with six universities and 19 community colleges, it's difficult to keep all of those metrics in alignment."

It's most likely that any short-term agreements will be between pairs of institutions like HutchCC and Wichita State, rather than an attempt to align all of the community colleges with all of the universities at once.

File: More transferable credit hours would be 'great idea'

HUTCHINSON, Kan. — Hutchinson Regional Healthcare Systems announced Friday that Cheryl Gonsalves has been named Director of Foundation and Communications, effective immediately.&nbsp;

Gonsalves joined HRHS in 2018 and was serving as Patient and Family Advisory Council Manager and Civil Rights Advocate for Hutchinson Regional Medical Center at the time of her recent promotion.

Earlier this month, Gonsalves was honored as the employee of the year at Hutchinson Regional Medical Center.

Gonsalves will direct the Hutchinson Regional Medical Foundation and oversee communications for HRHS and its entities.

Gonslaves grew up in Halstead and attended Hutchinson Community College before graduating from Emporia State University with a degree in Strategic Communications. Prior to joining HRHS, Gonsalves worked for several area businesses along with serving an internship at Walt Disney World. Also, she spent two years as a volunteer in South Africa.

Gonsalves and her husband Jeremy are the parents of four children.

Gonsalves named to new position at HRHS

Kan. —&nbsp;A team of MBA students from MIT’s Sloan School of Management—one of the world’s top-ranked business schools—worked with the Hutchinson Community Foundation on a research project exploring economic disparities between two distinct areas of Hutchinson and Reno County where life expectancy rates differ by 13 years. Of particular focus was the cliff effect, which occurs when working families lose public support benefits

faster than they can earn income to replace the lost resources.

"Shawna Logue at the Salvation Army started having conversations about the cliff effect," said Kari Mailloux with the Hutchinson Community Foundation. "We realized that was a gap in understanding in our community. Why were people working so hard to get ahead, but still falling off this cliff and needing different kinds of assistance that we didn't think they were getting?"

The cliff effect is where a raise from an employer actually makes an economic situation worse.

"You might get a pay raise, but you might lose your child care or housing," Mailloux said. "In the end, your net increase in wages actually leads you to be worse off because you lose those benefits. A lot of times, people don't see that coming, and so it feels like you're falling off a cliff."

It's important to note that there are times when good employees may have to turn down raises or leave for other jobs because of the cliff effect.

"There's no ladder out of getting this raise and getting to the next level of whatever society and the system has set up for people, it's just, okay, now you don't qualify for this, you kind of have to deal with it."

The hope is to be able to engage the community and policymakers to find ways to fill in the gaps when people's income grows so they can become more self-sufficient.

The National Weather Service office in Wichita is advising that severe storms may be possible over a large portion of Kansas from Friday afternoon through the night and into the overnight hours.

The main threats are winds to 65 mph, hail up to half dollar size and high rainfall rates and flooding.

Rain, flooding possible Friday

HUTCHINSON, Kan. — Hutchinson Community College announced that it is taking advantage of the passage of House Bill 2064 by launching an initiative as part of the Kansas Promise Scholarship Act.&nbsp;

The initiative will provide scholarships to students to attend an eligible postsecondary institution for any two-year associate degree program, career and technical education certificate or stand-alone program otherwise identified by the Board of Regents.

The Kansas Promise Scholarship Act will allow students who enroll in select career and technical education programs at Hutchinson Community College to have tuition, fees and books paid for when other forms of aid are not sufficient to cover these educational costs.

"We are excited for any opportunity to help make a college education more achievable. The Promise Act will enable Hutchinson Community College to provide greater access for its students and further strengthen its position as a leader in technical education”, Dr. Carter File, HutchCC President said.

While specific details are still being finalized, HutchCC has launched a website – <a href="http://www.hutchcc.edu/promiseact">www.hutchcc.edu/promiseact</a> - to share information related to eligibility and programs included in the initiative.

HutchCC to kick off new scholarship program

HUTCHINSON, Kan. — Astronaut Gus Grissom is very special to the Cosmosphere. Especially since the spacecraft he made famous during the Mercury program sits right in the rotunda of the space museum.

Next month, the Cosmosphere will celebrate the 60th anniversary of the Liberty Bell 7 flight with numerous activities planned. It all starts during Coffee at the Cosmo July 15. The free presentation will welcome back in person presentations at the museum with a look back at the Liberty Bell 7 mission. The speaker will be Cosmosphere President Jim Remar who says the spacecraft is very special to the museum.

"Its a spacecraft that the the Cosmopshere worked for many many years to acquire," Remar said.&nbsp; "The unique aspect of that was its home was at the bottom of the Atlantic Ocean. The Cosmosphere worked to find the spacecraft, recover it and did the restoration here."

July 21 there will be a celebration of the Liberty Bell 7 mission throughout the day including a special presentation from Remar and a virtual discussion with NASA’s Nichole Herrmann who will talk about the future of space travel and the Artemis mission.

Liberty Bell 7 was lost at sea after splashdown and sat at the bottom of the ocean until a group led by the Cosmosphere and the Discovery Channel found and retrieved the spacecraft. From there it was preserved by the Cosmosphere Spaceworks group and has been on display in Hutchinson, except for the tours it takes around the globe.

Two other important space dates are on the July calendar including the 52nd anniversary of the Apollo 11&nbsp; moon landing and the 55th anniversary of the Gemini 10 mission. The Cosmosphere will have special displays celebrating both missions. The Gemini 10 spacecraft is also a part of the Cosmosphere collection along with Liberty Bell 7 and Apollo 13.

60th anniversary of Liberty Bell 7 to be celebrated at Cosmosphere

HUTCHINSON, Kan. — The Hutchinson Police Department will swear in three new officers during a ceremony Friday morning. Yaniralis Rosario, Dalton Leonard and Stephan Jackson will become official members of the police force at 11 a.m. at the law enforcement center.&nbsp;

Rosario, who goes by Yaya, is originally from Chicago but was raised in Puerto Rico. She came to Kansas on a softball scholarship at Sterling College and graduated with a B.S in criminal justice.

She came across HPD due to the PSA program. She says that after a couple of months of being a part of the PSA program, she wanted to be a part of the Hutchinson Police Department family. She says her goal as a Latina officer is to help those people who don't speak English to trust the police officer and ask for help when they need it and ask questions when they are confused. She says she’s here to help those in need, stop crime, make an impact on the community, and gain the trust of the community.

Leonard was born and raised in Danville, Indiana and is currently pursuing an associate degree in Criminal Justice.

After high school he enlisted into the United States Army as a 19K, M1 Armor Crewman. He was stationed at Fort Riley, Kansas completing one rotation to South Korea. He served just under four years in the and is now enlisted into the Kansas Army National Guard.

He says he joined the Hutchinson Police Department to continue to serve the community. He says that even though he’s not from Hutchinson, he says the city made him feel like home for his family.&nbsp;

Stephan Jackson has a little more local ties to the community as he was born in Hutchinson. He graduated from Hutchinson High School in 2017.

He says he got his first little taste of law enforcement when he started working for the Kansas Department of Corrections at the Hutchinson Correctional Facility. He says he applied to HPD because he wanted to do more for the community.&nbsp;

He says he has seen firsthand the good that HPD does for the community, without asking for anything in return. He added that he wants to be able to pay that kindness back and make Hutchinson an even better place for someone to call home.

HPD to swear in three new officers Friday

Reno County, Kansas –&nbsp;There has been an alarming increase in fatal and non-fatal overdoses in Reno County, including three in a 24-hour period. Since June 17, there have been 15 overdoses, one of which was fatal, and four heroin overdoses requiring multiple doses of Naloxone within a period of 28 hours. This rapid increase likely involves synthetic opioids with illicitly manufactured Fentanyl. This is also suspected to be mixed in other substances including methamphetamine, heroin, and fake pills made to look like Oxycontin.

The Reno Recovery Collaborative has a coalition focused on work to prevent, educate, and support citizens of our community who have a substance misuse disease or are family members. Thanks to the continued efforts of this group, the Reno County Health Department can collect data of the events in real time and issue alerts. They have been tracking data of suspected overdoses since October 1 which can be found on the dashboard here:&nbsp;<a href="https://arcg.is/Ki9OX" target="_blank">https://arcg.is/Ki9OX</a>.

Following in the steps of the CDC’s nationwide Health Alert issued December 17, 2020, the Reno Recovery Collaborative recommends the following steps and strategies for our community on an organizational and individual level:

Health Alert: Reno County sees increase in overdoses

Kan. — Kansas First District Congressman Tracey Mann is concerned that even the smaller infrastructure package being negotiated is spending money the country really doesn't have.

"We are approaching $30 trillion in debt," Mann said Thursday. "That's 30 thousand billion. These numbers are astronomical. I was very concerned about ten years ago when we were approaching $13, $14 trillion dollars. We've blown past that to $30 trillion. We cannot continue to spend money in this fashion."

This is especially true of projects that are more about political ends than hard infrastructure needs, which is what Mann said the original proposal appeared to be.

"$186 billion to do away with fossil fuels, basically, increase electric charging stations all over the country," Mann said. "It was not really an infrastructure bill. It was basically the Green New Deal packaged and called infrastructure and tried to get jammed through."

The other question is, no matter the price tag, how will it change tax policy? Mann said the original proposal was bad for his district in this regard as well.

"Things like doing away with the stepped up basis, really bad for agriculture, doing away with the 1031 tax-deferred exchange, estate taxes would jump," Mann said. "This is really, really bad for the Big First, really bad for Kansas and really bad for agriculture."

President Biden said Thursday that a deal has been reached on the package, but senators haven't said what tax changes will stay.

HUTCHINSON, Kan. — A man who was convicted in two jury trials for rape, aggravated criminal sodomy and indecent liberties with a child will be back in a Reno County courtroom on Friday to hear a motion he has filed.

Fifty-five-year-old John Prine has filed a motion claiming his trial did not fall under the statute of limitations. Prine was sentenced to 36 years in prison after being found guilty of the inappropriate contact with a then 6-year-old girl.&nbsp;

Prine was convicted in 2004 but was given a new trial after the state ruled that the prosecution should not have used testimony of prior bad acts during the trial. The case was a part of legislation that was passed shortly after that gave prior bad acts testimony more leeway. Prine was tried a second time and was again convicted. Prine was given 32 years on the criminal charges and another four years for eight counts of contempt after a long profanity laced outburst during his sentencing.

District Attorney Tom Stanton says he’s not sure what Prine’s defense will have to present. Stanton did say that only formal charges must be filed within the statute of limitations and a trial does not fall within the guidelines. 

The matter is scheduled to be heard in front of Judge Trish Rose on Friday.

McPHERSON, Kan. — While things have been mostly positive in this area, the wheat harvest has been up and down north of Reno County.&nbsp;

The latest report from Kansas Wheat shows disease and the cold weather hurt the crop in McPherson County. Yields have been as low as four bushels per acre. Most farmers are seeing reductions of as much as 15 to 20 bushels per acre from normal yields.&nbsp;

It’s not all bad as some fields are producing 60 pounds per bushel with protein levels at around 12%. Some yields are averaging around 55 bushels per acre. Most farmers expect cutting to be finished in the next seven to 10 days.

Here in Reno County, cutting continues although it has been slowed by rain. With the threat of storms in the forecast for the first half of the weekend, farmers will likely be busy cutting what wheat is left in the area.

HUTCHINSON, Kan. — A woman was arrested in Hutchinson Wednesday on four warrants out of Barton County.

Authorities took Marissa Kennedy into custody on found counts of criminal possession of a firearm, two counts of interference with law enforcement, several counts of drug possession with intent to distribute, possession of drug paraphernalia and theft.&nbsp;

She is being held in the Reno County Correctional Facility on a bond of $145,000. The Barton County Sheriff’s Department said they could not release any further details until Kennedy is in their custody.

Man arrested in drug case

Kan. — Gas Prices in Reno County and in Kansas are fairly stable.

"On the week, 40 state gas price averages held steady or fluctuated by only one or two cents," said Shawn Steward with AAA Kansas.

Reno County's average as of Thursday morning is the same as the state average at $2.84 a gallon, though there are isolated stations close to $3 a gallon.

"Stocks are improving in terms of the gasoline on hand in the system," Steward said. "Demand has also been trending higher."

As long as the two sides of the equation can stay in balance, large gas price increases may be able to be held off in the short term. 

OPEC has committed to increasing its production later this year and that could put downward pressure on crude oil prices, as long as it occurs.

Gas prices fairly stable, Reno County average and state average the same

The Board of Reno County Commissioners will have a meeting on Tuesday, as it is the fifth Tuesday in June.

On the agenda for that meeting is the purchase of a used 2008 4WD International Truck from Ark Valley Electric for $20,000 to outfit the truck for use as a brush truck at a not-to-exceed cost of $30,000 for Fire District Joint #1 Reno-Kingman by Rick Graber, Fire Chief. 

Also an agreement with the Kansas Department of Transportation (KDOT) for the construction of Arlington Road Bridge 17.55 located within the city limits of Arlington for $1,250,000 of which the county’s share is 50% or $625,000 by Don Brittain, Public Works Director.

There will also be a discussion of the 2022-2026 Capital Improvement Plan by Randy Partington, County Administrator and a continued discussion regarding expansion to a five-member board of commissioners for Reno County.

The meeting will take place in the Reno County Annex Conference Room at 125 W. 1st Avenue at 9 a.m. Tuesday.

StartUp Hutch and Network Kansas will hold a special class entitled "How to Think Like an Entrepreneur." The program will combine classroom presentations with video interviews and case studies featuring modern-day examples of entrepreneurs who have triumphed over adversity by embracing an entrepreneurial mindset.

The five-week in-person course is provided by Kansas Ice House Entrepreneurship Program. Participants can expect to learn critical thinking skills, practice effective communication, and challenge their problem-solving muscles as a part of this course. Each lesson includes discussion topics and assignments that encourage real-world application of the concepts. Upon completion of the course, participants will receive a certificate.

Heartland Credit Union hosting after hours Thursday

STERLING, Kan. — The city of Sterling is the recipient of a $76,000 grant that will be used to repair and upgrade several areas of the existing Sterling Medical Center.&nbsp;

The grant is from the United States Department of Agriculture which is investing&nbsp; $3.51 million to equip, rebuild, and modernize essential services in rural areas of Kansas. The investments will directly benefit more than 13,000 Kansans.

Upgrades will include mechanical, plumbing, electrical, foundation and structural systems. Once complete, this facility will provide the community with access to new and improved health care services.

Sterling Hospital to benefit from grant

HUTCHINSON, Kan. — The Reno County Health Department announced Wednesday some changes to the way they update the public on COVID-19.&nbsp;&nbsp;

The dashboard will now be updated weekly, instead of daily, as positive case numbers remain low. As of June 23, there were 11 active cases in the county. The dashboard will be updated on Thursdays until the end of the year and will reflect current KDHE recommendations.&nbsp;

The State’s disaster declaration ended on June 15, and Reno County’s is set to expire on June 30. If positive cases, hospitalizations, or variants increase in the county, updated recommendations and information will be distributed as needed.&nbsp;

The health department is still urging those age 12 and over to get vaccinated. For those who are not fully vaccinated, mask wearing and social distancing in some outdoor settings and in most indoor settings is still recommended.&nbsp;

The health department is still offering free walk-in COVID-19 vaccinations during their normal operating hours.&nbsp;

Health department to reduce COVID updates


HUTCHINSON,
Kan. — Hutchinson Police Chief Jeff Hooper noted that his department is dealing with a spike in crisis calls this month.

"That's been a growing concern for us," Hooper said. "Our crime rate is down. Officers aren't responding to as many crime-related calls, but our crisis calls, that's people that are either suffering from a mental health crisis or a substance abuse crisis, those calls are up in the community. In fact, just yesterday, during our day shift, we answered twelve calls of that nature. That's a rising concern."

It is fortunate, though, that the department has trained staff to deal with the worst of those calls.

"We've got our crisis response team, they were extremely busy yesterday," Hooper said. "It's also keeping our regular officers busy, because the crisis response team goes to the most serious of those calls. Hopefully, we can keep those serious people out of crisis for the future, but it's taxing on our resources in a given day."

It may initially help to get officers involved in some cases, but it's the follow up where the new team can help.

"As soon as we leave, they have a tendency to downward spiral again back into crisis," Hooper said. "That's the whole point of that crisis response team, where we have that follow up contact and we don't just leave them and abandon them and we're back call after call."

Crime numbers so far are down about 30% this year in Hutchinson. Hooper said it's too early in the year to know if those numbers will hold for the rest of 2021.

Kan. — Hutchinson Police Chief Jeff Hooper noted that his department is dealing with a spike in crisis calls this month."That's been a growing concern for us," Hooper said. "Our crime rate is down. Officers aren't responding to as many crime-related calls, but our crisis calls, that's people that are either suffering from a mental health crisis or a substance abuse crisis, those calls are up in the community. In fact, just yesterday, during our day shift, we answered twelve calls of that nature. That's a rising concern."It is fortunate, though, that the department has trained staff to deal with the worst of those calls."We've got our crisis response team, they were extremely busy yesterday," Hooper said. "It's also keeping our regular officers busy, because the crisis response team goes to the most serious of those calls. Hopefully, we can keep those serious people out of crisis for the future, but it's taxing on our resources in a given day."It may initially help to get officers involved in some cases, but it's the follow up where the new team can help."As soon as we leave, they have a tendency to downward spiral again back into crisis," Hooper said. "That's the whole point of that crisis response team, where we have that follow up contact and we don't just leave them and abandon them and we're back call after call."Crime numbers so far are down about 30% this year in Hutchinson. Hooper said it's too early in the year to know if those numbers will hold for the rest of 2021.

Hooper: Crisis calls up, crime down thus far

Kan. — The Reno County Board of County Commissioners will have its heavy lifting on the 2022 budget July 6 and 7.

"We begin at 8:30 a.m.," said county administrator Randy Partington. "Right now, the schedule has us going until about 2 p.m., with about an hour to hour and a half break for lunch. We don't have all of the fire districts scheduled. I'm not sure if all of those districts will be able to make it, but we'll have some of them."

The July 7 schedule will start at 9 a.m. and go until about 2:30 p.m.

"Depending on how those days go, the next meeting on July 13, the commission meeting, it will be a needed decision on what the maximum mill levy rate is going to be for the county."

The reason for that is the new revenue neutral rate legislation and its new notification requirements. Partington wants to know if the commission wants to cut deeply enough to guarantee that it will come in below the revenue neutral rate or if they want to go ahead and go through the notification process.

Board of County Commissioners to work heavily on budget next month

Kan. — Mark Tallman, Vice President for Advocacy with the Kansas Association of School Boards posted to his <a href="https://www.kasb.org/45132?articleID=78370">Tallman Education Report</a> about several measures of student success, but one number, called the Five-Year Postsecondary Effectiveness Rate, may be unfamiliar, but it's pretty important these days.

"This is the culminating measure," Tallman said. "I think the state department would say, this is the single most important measure we are going to talk about, because it's saying, what percent of our kids, kind of two years out, are on path to get a credential that they are likely to need."

About three-fourths of future jobs are expected to require some type of postsecondary education. The measure looks at classes two years after they are supposed to have graduated.

"How many have either finished some type of postsecondary credential, like a technical certificate or a two-year degree, or how many are still enrolled in a longer program, like a four-year degree?," Tallman said. 

In Kansas, that number is improving, from 44% of graduates having completed something from 2011 to 2015, to 48% meeting the same criteria between 2014 and 2018, but that still leaves more than half of a Kansas high school senior class not progressing toward the kind of credentials that will fill out the workforce that Kansas needs in the coming years. There is always a two-year lag on the data, as well, so data for the classes of 2019 and 2020 are not available yet.

Tallman: Important success measure is improving, more to be done

YODER, Kan. — Yoder Meats is currently seeking full- and part-time team members for the meat processing plant in Yoder. Responsibilities include working on the harvest floor at least two days per week with the opportunity for work on the processing floor the balance of the week.

The plant operates Monday through Friday first shift. We have a small, family-friendly work environment. We are focused on producing a safe, high-quality product for our customers. The plant does custom processing work, as well as processing for Yoder Meats retail locations in Yoder and Wichita.

Previous experience in meat processing is beneficial, but we are happy to train the right candidate from scratch. Candidates should be comfortable in a production environment with operating equipment, some temperature extremes and handling fresh meat. Please apply in-person at the plant in Yoder.

Two members of the South Hutch City Council resign

HUTCHINSON, Kan. — The Kansas Department of Transportation will begin work to replace traffic signs along U.S. 50 and K-61 in Reno County in the coming days. Work is expected to start around June 28.

The work will cover a total of 67 miles along US-50 and K-61 from county line to county line. The work is expected to have minimal impact on traffic.

Depending on the weather, the work is scheduled to be completed around mid-September.

Martin Outdoor Enterprises Inc., of Pittsburg, is the contractor for the $419,995 project.
