HUTCHINSON, Kan. — The HutchCC Board of Trustees will meet to close out the fiscal year on Thursday.

The board will go over the fiscal year end payments and renew the college's insurance plan. The board will also take action on hiring a spirit coach, agriculture instructor and new corrections and adult education instructor.&nbsp;

If approval is given the track and field team will also be getting a new pole vault pit. The current one is old and does not meet NJCAA requirements.&nbsp;

The board will close out the evening by going into executive session for negotiations on a new employee contract. Thursday’s meeting of the HutchCC Board of Trustees begins at 7 p.m .at the Shears Technology Center on the HutchCC campus.

HutchCC BOT meets Thursday

NICKERSON, Kan. — The Nickerson USD 309 school district had to suspend the summer lunch program for this week. 

According to Food Service Director Robin McGlynn, the cooler at South Hutchinson Elementary that stores the summer food quit. That forced the district to empty the cooler until it can be repaired.

McGlynn says they will resume the summer food service on the normal schedule starting Monday, June 28.

Food service suspended for the week in USD 309

HAVEN, Kan. — The Haven City Council took time to address the budget during their meeting Monday. The council was provided with a copy of the 2022 budget proposal including a look at the mill levy.

The proposed budget authority for 2022 is $6,944,284 on total taxes levied of $458,868. With that the mill levy stays at 60.859 mills.

If members wish to keep the mill levy the same, they would have to hold a hearing and adopt a resolution to do so under the new revenue neutral law.

That hearing and the budget hearing are scheduled for Tuesday, September 7, 2021, at 7:05 PM and 7:10 PM respectively.&nbsp;

Haven City Council looks over budget

Kansas State Treasurer Democrat Lynn Rogers was appointed to the position by Kansas Gov. Laura Kelly and he wants the job permanently. 

"When we got here, the people told us the legislature would kind of leave us alone, but we had a very busy year with them," Rogers said. "They created a emergency loan program, for over 80 cities. We helped keep the lights on, we implemented a loan program within 24 hours of the bill passing to make sure that cities could meet their natural gas bills. We've done an economic recovery loan. We've just been very, very busy."

Also, it's been a challenge to keep the money flowing down from the federal level to the cities and counties that need it during the pandemic.

"The federal money that just came in for the COVID relief, we got almost $871 million," Rogers said. "One of the jobs of the treasurer is to make sure it's all collateralized or insured. We worked for almost a month before that money came to ensure that we had with the bankers, enough collateral to protect us in case something happened."

There's still more work that the office can do for Kansans, with legislative approval.

"Fifty-five percent of Americans don't have a retirement account," Rogers said. "The reason is that they can't contribute through payroll deduction. That's the best way, research shows, that people save. We would like to do kind of a work and save IRA account, similar to what other state's treasurers have done. It really allows people to have some dignity, some assets in their retirement years. It also reduces the amount of need of state services for those people when they can take care of themselves. We'd like to see that implemented."

There are at least two Republican candidates that will vie for the post in a primary before facing Rogers in November 2022. The last three Republicans to serve in that post left it for Congress.

Rogers: Busy since appointment, wants to keep the job

County Counselor Joe O' Sullivan clarified Tuesday that the division of the county commission districts into five pieces has to be done by the Board of County Commissioners as part of putting the question of expanding from three to five members on to the ballot.

"The resolution that you pass is dividing the county into five districts," O'Sullivan said. "Then, that's what's submitted to the voters. If the process is initiated by petition from the public then, just the general question is put forward on the ballot."

With that idea in mind, the commissioners are going to have several potential maps sent to them electronically, in an effort to narrow down their choices to three or fewer maps that they can discuss next week at their meeting in an effort to reach a consensus.

"If you did have the ballot language to me by August 10th, we could put it on the ballot," said Deputy Elections Clerk Jenna Fager. "If you were to pass it August 10th, we could still do that. When we do the programming, we'll know that it's coming. We'll be able to allot for that."

Commissioners still want to hear from the public on the idea in general, and though they have had some isolated comments on the idea, there has been no groundswell either for or against it as yet.

With the recent increase in sales tax revenue the city takes in about $75,000 per year and currently has a balance of around $170,000 to fund various projects.

Nickerson sales tax extension will go on the ballot

CHENEY, Kan. — Officials at Cheney State Park say that a pre-construction meeting is set for this week and work on the marina boat ramp could begin early next month.

The ramp, which has deteriorated over the years due to use and flood damage, was to be replaced last year. The pandemic halted any work at the lake until this year. Plans are to begin construction just after the Independence Day holiday. The ramp, which is easily the busiest at the lake, will be replaced in sections so the entire launch will not be closed.&nbsp;

Cheney Reservoir has eight ramps around the lake with 22 lanes available.

Cheney boat ramp work could start early next month

HUTCHINSON, Kan. — The state may be lagging behind in the wheat harvest, but that is not the case in the area as elevators continue to take in wheat at a fast pace.

At the farmers Co-Op in Pretty Prairie the harvest is about 95% complete with 398,000 bushels taken in at Pretty Prairie and another 465,000 at Varner. Weights continue to run around 60 pounds or better and moisture is at 10% or less. Yields are said to be averaging around 55 bushels per acre.

At the MKC in Haven 167,000 bushels have been taken in with another 233,000 at Castleton. Weights are running at 62 pounds per bushel and moisture is still at 11% or less.

The Central Prairie Co-Op is also busy with about 300,000 bushels taken in. As with the other locations weights are good at 62.5 pounds and moisture is at around 10.5%. Cutting is about 50% complete around the Nickerson area.

At last check the harvest in Kansas was only about 13% completed which is about 10% behind schedule.

As spring turns to summer, case count lowest since April

HUTCHINSON, Kan. — Harvest is off to a fast start in the area, although the rain slowed things down a bit on Monday. The crop is still looking good. According to the Kansas Ag Statistics Service, only 12% of the wheat is in poor to very poor shape and 63% is in good to excellent condition.&nbsp;

While things got off to a fast start here in the county, the harvest overall is running a little behind at just 13%. That’s well behind both the 23% last year and the five-year average of 25% harvested by this time.

With more hot weather in the forecast for later in the week, the harvest could be done in the area within the next 10-14 days.

SOUTH HUTCHINSON, Kan. — Reno County Public Works says the work on the 43rd Avenue bridge over the Union Pacific Railroad continues to move along.&nbsp;

The project is still on schedule and, if all goes well, could even be finished by the end of this year. The official completion date for the 223-foot structure is late winter of 2022.

The desire by Union Pacific to keep the right-of-way available for a second track, soil erosion prevention and the bridge's close proximity to old K-61 highway drove up the cost of the small span to more than $3.7 million.

43rd Avenue bridge project continues to progress

YODER, Kan. — Yoder Meats is currently seeking full- and part-time team members for the meat processing plant in Yoder. Responsibilities include working on the harvest floor at least two days per week with the opportunity for work on the processing floor the balance of the week.

The plant operates Monday through Friday first shift. We have a small, family-friendly work environment. We are focused on producing a safe, high-quality product for our customers. The plant does custom processing work, as well as processing for Yoder Meats retail locations in Yoder and Wichita.

Previous experience in meat processing is beneficial, but we are happy to train the right candidate from scratch. Candidates should be comfortable in a production environment with operating equipment, some temperature extremes and handling fresh meat. Please apply in-person at the plant in Yoder.

McPherson farm family to be honored at Kansas State Fair

MCPHERSON, Kan. — After having to hold the event in a virtual format last year, Bluestem PACE of McPherson will host its annual 5K walk/run on Saturday, Aug. 28, at 9 a.m. Those interested in registering for the PACE Race can do so at <a href="https://bluestempace.org/events">bluestemks.org/events</a>.

Registration is $30 for early bird registrants through June 30. After June 30, registration increases to $35. The registration fee includes a race T-shirt. The race begins and ends at the Bluestem PACE facilities at 113 S. Ash.

Bluestem PACE 5K is back

HUTCHINSON, Kan. — Hutchinson USD 308 and the HNEA will hold a fourth negotiation session as they work on a new contract for 2021-22.

The meeting will be held Monday, June 28 at 4 p.m. at the Career and Technical Education Academy at 800 15th Circle. The negotiations session will be broadcast on Facebook Live from the district’s Facebook page.

The two sides discussed wages during the last session. Most of the compensation matters are related to movement on the wage scale although the HNEA is asking for a $750 increase in base pay as well as a stipend of $750 for all of the faculty’s work during the pandemic.&nbsp;

Except for caucus periods of the individual groups, the negotiations are open meetings. Normally, the two groups meet several times for negotiations.

 </figure>HUTCHINSON, Kan. — Hutchinson USD 308 and the HNEA will hold a fourth negotiation session as they work on a new contract for 2021-22.The meeting will be held Monday, June 28 at 4 p.m. at the Career and Technical Education Academy at 800 15th Circle. The negotiations session will be broadcast on Facebook Live from the district’s Facebook page.The two sides discussed wages during the last session. Most of the compensation matters are related to movement on the wage scale although the HNEA is asking for a $750 increase in base pay as well as a stipend of $750 for all of the faculty’s work during the pandemic.&nbsp;Except for caucus periods of the individual groups, the negotiations are open meetings. Kan. —&nbsp; Dave Trabert, Chief Executive Officer of Kansas Policy Institute sees the Kansas Legislature as continuing to take a larger role in setting education policy if the State Board of Education won't align with it in terms of the goals of giving parents more choices about their children's education.

"Their primary role is to ensure that kids get the education they deserve, that school districts are really preparing students for college and career," Trabert said. "The reason the legislature is stepping in, is that parents are increasingly finding out that the State Board and local school boards are not doing that job."

Trabert's concern is a lack of achievement by Kansas kids.

"Right now in Kansas, we have more high school students below grade level than we have on track for college and career," Trabert said. "Fifty-one percent of 10th graders in the Hutchinson school district are below grade level in math. Only 13 percent are on track for college and career."

Those are 2019 numbers, so it still remains to be seen how the pandemic may impact that achievement gap.

"Achievement has been persistently low," Trabert said. "In the last five years, it's been declining. Yet, the state school board and to a large degree, local school boards want to say, shut up, go away, we know what we're doing."

Trabert hopes it doesn't take a legal battle for the State Board of Education and the legislature to get on the same page, but he does expect more school choice legislation to be part of the legislature's agenda in the coming session.

HUTCHINSON, Kan. — The City of Hutchinson and Hutch Rec recently kicked off their aquatics master plan. The master plan will analyze the condition and usage of the current aquatics system.

The survey takes about five minutes to complete and will be used to get a pulse on what the community feels is needed and wanted when it comes to the city’s swimming facilities.&nbsp;

The survey includes the Salt City Splash, Buhler city pool, the three Hutchinson splash pads and the indoor pool at the YMCA.

Additionally, the master plan will explore potential modifications, upgrades and additions to the aquatic facilities and system.&nbsp;

The biggest item in the feasibility study will center around the Salt City Splash. The life span of those types of facilities is in the 25 to 30 year range.&nbsp;

When the announcement of the study was announced last year, Hutch Rec Director Tony Finlay said he wanted a lot of public input throughout the summer in regard to aquatics and the use of the pool. He said nothing about the future of the pool had been set in stone.

The council will hear a budget proposal from Swindoll, Janzen, Hawk and Loyd for 2022 and hear several requests from Public Works including mosquito control, street light work and a computer upgrade for the water plant.

The council will also consider a request from new Rec Director Stephanie Pace for a fishing camp. Monday’s Haven City Council meeting begins at 7 p.m. at the Haven city offices.

Haven City Council meets Monday

This is the season of busy here in the ag world. It seems as though we are simultaneously in wheat harvest, crop planting, haying and there are always things to do with the livestock. There are never enough hours in the day to get things done, and we catch ourselves working long hours at a frenetic pace. Then you add in what we do in agriculture can be incredibly dangerous, and we are often alone. The bottom line is farming and ranching is always dangerous, but right now it is exceedingly dangerous.

Believe me I am preaching to the choir, and I speak from experience. A couple of years ago I was unhooking the rake from the tractor, I knew the jack was not good, and I knew the rake was on a slight incline. Despite knowing all of that, I still pulled the hitch pin without any thought of where my feet were or what could happen. The pin was in a bind, and I got closer to give it a better yank.

I admit it, I was in a hurry and more than a little annoyed the pin was not coming out easy. In any case, I set my shoulders and gave the hitch pin an extra hard pull. It came and what happened next was a blur. The rake rolled back, the jack gave out and everything fell straight down. Straight down on my foot. I was stunned at first and then I realized the rake was on my foot. I could not move my foot and had to have dad come over with another jack.

Actually, it was on my boot and near my foot. It did not take too long to get the rake off, and I assessed the situation. It had sliced through the leather toe of my boot, which I am fairly sure is tougher than my foot. Then it hit me, just how close I had come to losing at least part of my foot and just how lucky I was to not be alone that day. Another inch or two and my life would have changed forever.

I bet my story is not unique, and I would guess all of us in agriculture have similar stories of near misses and many of us were not so lucky. What is the difference between a near miss and a catastrophic accident? The answer is luck. What can we do to make sure we are not in that situation? The answer is to slow down and realize that the more we hurry and the more corners we cut the more dangerous this job gets. Throw in the long hours and stress and it is a dangerous combination, but one that can be avoided.

Please, in this time of busy be careful and cautious;’ go the extra mile and slow down. Remember, those of us in agriculture account for less than 2 percent of the population, we cannot afford to lose anyone.

Kan. —&nbsp; The basic framework of the City of Hutchinson budget appears to have been laid at its meeting this past Thursday. There are several points that will be part of the council's discussion in a couple of weeks at its next work session. 

"We want to target a $5 million ending balance or slightly under," said Director of Finance Angela Richard. "We are going to discuss an engineering tech position. We are going to look at the fire station and the bond payments and how we can structure those, either over a longer time frame or with bonding in different years. I have research to do on the capital projects for ARPA."

It appeared to be the position of the council that they would do what most councils do in most years, which is make an effort to hold the mill levy constant, rather than trying to reduce the mill levy and collect the same amount of revenue, which was the purpose of the new revenue neutral rate legislation. 

The next budget meeting will be at 5:30 p.m. on Tuesday, July 6th.

ARLINGTON — An Amazon truck driver was injured in Reno County Sunday morning.

The Reno County Sheriff's Office reports that 43-year-old Jahongir Muratov of Brooklyn, NY was hauling a load for Amazon just before 2:30 a.m. Sunday when he called dispatch to tell them his truck overturned and he was stuck inside near 320 South K-61 Highway in Arlington.

Muratov was still in the cab of his semi and complained of hip, leg and back pain. He couldn't get out, so deputies broke the windshield with a baton and got him out of the semi.

Muratov told deputies that a small sedan passed him as he was entering Arlington and slammed on its brakes, causing him to lose control and roll the semi.

Muratov was taken to Hutchinson Regional Medical Center for treatment.

Boys and Girls Clubs of Hutchinson celebrate National Boys & Girls Club Week

Combating elder abuse has been a big emphasis of Kansas Attorney General Derek Schmidt during his tenure in that post and he highlighted some ways the Kansas legislature came to the aid of older Kansans in an interview with Hutch Post this week.

"They created a statute that encourages and enables the creation of what they call multidisciplinary teams to combat elder abuse all around the state," Schmidt said. "This is a concept that's well proven and it's pretty common sense. The basic idea is everybody who works on part of the problem, whether they are law enforcement, prosecutors, social workers, volunteers, other community leaders, whatever it may be, they come together around a table periodically and they compare notes on cases to make sure that the right hand and the left hand are coordinated across disciplines, multi disciplines."

These groups have worked well in the state's urban areas, but because of jurisdictional issues, this legislation was needed to make the functions work better in the rural parts of the state. Also, the legislature has given the laws against abusing elderly people more teeth.

"They actually raised the criminal penalties and lengthened the prison terms for people who abuse," Schmidt said. "Mistreatment of an elder person is a crime. Again, I think it's going to be a very useful tool in trying to combat elder abuse and bring to justice those who commit it."

Schmidt also joined a bipartisan coalition of state attorneys general in a letter to the U.S. Senate urging passage of H.R. 1215, known as the “Stop Senior Scams Act.” The measure, which has passed the U.S. House and has 21 sponsoring senators, would provide innovative ways to combat the financial exploitation of senior citizens.
