HUTCHINSON, Kan. — Drug overdoses in Reno County have been an issue, with occasional spikes of cases in the span of a few days.

The Reno County Health Department has released a comprehensive report on overdose trends from October 2020 to September 2021. The Health Department and EMS starting using a real-time overdose tracking system called ODMAP in 2020 in hopes of better understanding substance trends within the County.&nbsp;

In the first year of tracking, there were 325 suspected overdoses, 72 requiring the use of Naloxone, and 19 fatalities. Overdoses increased shortly after springtime compared to the winter season. In February, overdoses hit a yearly low of 13 while temperatures were also hitting record lows in the region. Suspected overdoses from ODMAP peaked at 35 in May and June. Reno County experienced three overdose spikes, defined by having three or more suspected overdoses within 24 hours. Each of these spikes was caused by different substances: heroin, oxycodone, and methamphetamine.

Co-occurring substance use and mental disorders are widespread within the County. Nearly 50% of all tracked Emergency Department visits for a drug overdose mentioned a mental health disorder, including depression, bipolar disorder, and suicidal ideation.

In 2021, the Reno County Health Department responded to a Hepatitis A outbreak that saw 26 total infections, including 1 fatality. Half of these cases reported a history of drug use.

The report also looks at the costs of addiction, harm reduction, youth intervention and prevention, and treatment and recovery options in Reno County. The Health Department hopes the report will inform the community on substance trends and the efforts being taken to address them.&nbsp;

HUTCHINSON, Kan. — Formal charges have been brought against a Reno County man in connection with inappropriate contact with two minors.

Daniel Mendoza is charged with two counts of sexual exploitation of a child under the age of 18. Mendoza was arrested last week after being questioned by law enforcement over the alleged incidents.

Mendoza is still being held on a bond of $450,000. His case now moves to the status docket where a preliminary hearing will be set at a later date.

Kan. — Gas prices continue to trickle lower in Kansas.

"Pump prices have continued their slow seasonal descent," said Shawn Steward with AAA Kansas. "The Kansas average is back a little bit under $3, settling in today at $2.99 a gallon. That's down from the $3.10 mark that we saw a month ago. Reno County is at $3.03, a little higher than the statewide average, but not by much."

There has been a slight rebound in crude oil prices lately.

"Gas prices tend to fall this time of year, due to shorter days," Steward said. "This trend was helped by the recent steep drop in oil prices due to fears over Omicron. The variant's impact on pricing appears to be fading a little bit. It remains to be seen if oil prices are going to stabilize or move higher."

Kansas is still a relatively inexpensive state in which to buy gas.

"The average Kansas gas price is about a dollar higher this year than we saw last year," Steward said. "Kansas is 32 cents less than the national average, which is today $3.31 a gallon. That puts us at 7th cheapest in the nation."

The cheapest state as of Thursday is Texas at $2.91 a gallon.

The Reno County Museum is hosting a Christmas open-house event tonight from 5:30 – 7:30 p.m. 

"Bring your families out, no work for you," said Katie Broker with the museum. "You don't have to hang holiday lights or make any treats. We'll provide all of that for you."

Christmas in the Courtyard was supposed to be an annual event when it was conceived, but it didn't happen last year due to COVID-19.

"It's going to look like a traditional Christmas," Broker said. "It's a Christmas open house style event. It's our way of giving back to the community during the holiday season. We will have all your favorite traditions over the years. We'll have hot cocoa, we're going to have Christmas lights, decorations, kid's activities and we're even going to have an appearance from Santa Claus himself."

The Reno County Museum is at 100 South Walnut in Hutchinson.

Christmas In the Courtyard tonight

SALINE COUNTY—A Kansas man was injured in an accident just after 4p.m. Wednesday in Saline County.

The Kansas Highway Patrol reported a 2019 Freightliner truck driven by Joel T. Evans, Hutchinson,&nbsp; was northbound on Interstate 135 approximately three miles south of Kansas 4 Highway when a gust of wind knocked the vehicle over.

EMS transported Evans to Salina Regional Health Center. He was properly restrained, according to the KHP.

Hutch man hospitalized after wind blows semi over on I-135

Kan. — According to the Evergy Outage Map as of 5 a.m. Thursday, there were still over 2,600 customers without power in Reno County, including around 2,000 in and around Hutchinson. 

Some of those outages were first reported early Wednesday afternoon.

A reminder that if the power outage in your home has lasted for more than four hours, even if it was closed, it's likely that your refrigerator was not able to keep food safe temperatures.

A closed, full freezer can keep food cold for up to 48 hours, with a half-full freezer doing so for 24 hours. Do not taste food to determine if it is still safe, when in doubt, throw it out.

According to the USDA, discard the following if your refrigerator has been without power for more than 4 hours:

raw, cooked, or leftover meat, poultry, fish, eggs, and egg substitutes;

mixed salads (i.e., chicken, tuna, macaroni, potato);

milk, cream, yogurt, sour cream, and soft cheeses;

batters and doughs (i.e., pancake batter, cookie dough);

Discard opened mayonnaise, tartar sauce, and horseradish if they were held above 50 °F for over 8 hours.

Discard any foods like bread or salad greens that may have become contaminated by juices dripping from raw meat, poultry, or fish.

In general, if any food has an unusual odor, color, or texture, throw it out.

High-acid foods such as mustard, ketchup, relishes, pickles, non-creamy salad dressings, jams, and jellies; however, they may spoil sooner.

Foods that don't actually require refrigeration. These foods may be used unless they turn moldy or have an unusual odor;

baked goods such as fruit pies, bread, rolls, muffins, and cakes (except those with cream cheese frosting or cream fillings);

Frozen foods that have thawed, but still contain ice crystals.

According to Evergy more than 10,000 customers were without power as of 6 p.m. Wednesday night. Evergy could not say when power would be restored due to the large number of small outages throughout the city.

&nbsp;The area of Reno County from Haven west to Pleasantview and then north to near Nickerson and east to Buhler was the area that was hardest hit in central Kansas with around 9,200 customers without service.

Evergy reports more than 10,000 customers without power Wednesday night

HUTCHINSON, Kan. — Main Street in Hutchinson is closed from 4th to 6th, and 6th is closed from Washington to Maple after part of the old Landmark Building began to blow into the street.

Portions of the roof including a large amount of fabric from the roof separated from the building forcing Hutchinson Fire to close the street. Pieces of the roof were on Main street and 5th Avenue during the afternoon. A number of windows are also missing from the building although its hard to tell how much of that damage is new.

No word on how long that area of Main will be closed and what the city will do to address the situation.

KDOT: I-70 now open across Kansas

Kan. — 
A Hutchinson man was arrested after gunshots were fired late Tuesday night in the city.

Police were called just after 11 p.m. Tuesday to 515 West 12th on a report of shots fired. 

Evidence was found sufficient to arrest and book Teran Tyrell Hill on suspicion of aggravated assault with a deadly weapon, aggravated battery, interference with law enforcement and unlawful discharge of a firearm.

According to Hutchinson Police Lt. Dustin Loepp, the investigation continues and additional participants in the events are being sought.

A Hutchinson man was arrested after gunshots were fired late Tuesday night in the city.Police were called just after 11 p.m. Tuesday to 515 West 12th on a report of shots fired. Evidence was found sufficient to arrest and book Teran Tyrell Hill on suspicion of aggravated assault with a deadly weapon, aggravated battery, interference with law enforcement and unlawful discharge of a firearm.According to Hutchinson Police Lt. Dustin Loepp, the investigation continues and additional participants in the events are being sought. HAVEN, Kan. — The Haven School Board has hired the Kansas Association of School Boards (KASB) to help with their search for a new superintendent. That came during a special meeting Tuesday night.

Current superintendent Clark Wedel will step down from his duties June 30th of 2022. The KASB set up dates for finding Wedel's replacement Tuesday night. If all goes as planned, the KASB will meet with various groups around the district including patrons, teachers and others. Those meetings will take place January 31st. A special board meeting will follow to present those findings.

On Feb. 8th, the KASB will return at a special board meeting to present their list of potential candidates for the job. That will be followed by four days of potential interviews running from Feb. 15th through the 18th.&nbsp;&nbsp;

A final candidate should be ready for the board to take final action on their choice, shortly after those interviews are finished.

Haven School Board sets calendar for superintendent search

BUHLER, Kan. — The USD 313 Ad Astra Virtual Academy had a successful Stuff the Sleigh food drive on Tuesday.&nbsp;

Although the sleigh couldn't make it to Midway Motors in Hutchinson the dealership provided a bright red pickup truck instead.

According to USD 313, the school took in more than 460 pounds of food for the Reno County Food Bank and the Buhler Food Pantry.

Stuff the Sleigh event a success

Reno County employees will be getting a 2% cost of living increase beginning with the January 7, 2022 payroll, but the commission is still discussing what additional increases it can afford following the presentation of a wage study by The Arnold Group to the county commission on Tuesday.

"We need to develop something," said commission chair Ron Hirst. "I'm as tight as anybody, but I just think at some point in time, it's been too many years and we need to look at this."

The concern is that the majority of county employees are underpaid for their roles compared to the market, but commissioners are also concerned with the long term.

"There's enough money under consideration here to distort the annual budget of the county significantly," said commissioner Ron Sellers.

If the county upgrades the pay of all the employees that the study considered underpaid to the minimum reflected in the study, it could cost the county well over a million dollars to catch up and then they'd have that ongoing cost going forward, which could have a negative impact in years four and five of the budget if other budget cuts are not made. 

All three commissioners agree there is a need, but they want more information from County Administrator Randy Partington on the particulars.

"I would love to see a report from the administrator that shows the uses of funds and at least we'll look at it, over a period of five years," said commissioner Daniel Friesen. "Whether he suggests using ARPA funds initially, cash reserves initially, the bottom line is eventually, we'll have to be self-sustaining."

Part of the motion for the cost of living increase committed the commission to looking at the additional increase issue by its final meeting in January of 2022, though they'd like to talk about it sooner if the report can be compiled sooner.

We're blessed to have it. We're not getting rich off it. In any event, we don't control the price of gas. We're just landowners."

Schmidt said <a href="https://hutchpost.com/posts/42129b37-4066-454d-87b0-b894da782af5">when the initial RFP went out</a> that the intent was to get someone who is an expert in the complicated natural gas marketplace.

HUTCHINSON, Kan. — As with most emergency preparedness agencies, Evergy is also waiting to see what Wednesday's windy forecast could bring.

“We do suspect that with 70 mile per hour winds if they do actually come through the area , we may experience some power outages,” Company Spokesperson Gina Penzig said. “We have crews that are ready to respond if they can safely do so.”

Sometimes a power outage is not related to Evergy but you own home service. Home owners also need to be prepared to make sure nothing can fall on the service line running from Evergy’s transmission line to the home.

“If trees need to be trimmed away from that line that is the responsibility of the property owner to do that,” Penzig said. “What we will see is that if something brings that line down it will do damage to the equipment that is attached to your home.”

If that happens, the homeowner will need an electrician to come out and make the necessary repairs. While power outages are almost inevitable with strong winds, Penzig says that the company tries to take a proactive approach to dealing with possible outages by keeping the electric grid up to date.

“A lot of our ongoing maintenance..is what we do to prepare for storms and weather conditions,” Penzig said. “That includes upgrading facilities, making sure trees are trimmed away from lines.”

The company has also installed automation to help deal with outages and doubled the number of service lines coming into the city to keep service up and running.

Penzig says that if you have an outage you can go online at evergy.com or call 1-888-544-4852. Penzig also wants to stress that if you come upon a downed power, always assume that it is energized and stay at least ten feet away from the downed line.

Evergy ready to deal with wind

The USD 308 Board of Education is losing a long time member. Tad Dower has been on the board for the past eight years but has decided to step away from the position.

At the conclusion of the regularly scheduled Board of Education meeting, staff, family and community members helped celebrate the retirement of Dower.&nbsp;

“Hutchinson Public Schools thanks Tad Dower for his years of service and his commitment to the students, staff and USD 308 community,” Mike Folks, superintendent of USD 308 said.

In addition to the retirement celebration, McCandless student leaders greeted Board of Education members before the meeting and took them on a tour of their school, accompanied by staff and teachers.&nbsp;

McCandless Elementary transitioned to the name McCandless Leadership Academy this school year, and has implemented leadership curriculum from Leader In Me, as well as encouraged social-emotional skills from The 7 Habits of Highly Effective Students by Steven Covey.&nbsp;&nbsp;

USD 308 recognizes Dower for his years of service

NEWTON, Kan.—A man wanted by Wichita Police on charges of domestic battery by strangulation was arrested&nbsp; on Tuesday in Newton. 

Just after noon, Newton officers went to a house on Windsor Drive to locate the suspect.

 Officers spoke to a resident of the home who said the suspect was there. Before officers contacted the suspect, he ran from the rear of the house. 

Officers searched the area on foot and by car, as well as using a drone. Because of the proximity of the house to Northridge Elementary School, the school doors were locked for a short time and the school searched by officers.  

At 2 p.m., the suspect turned himself in to Newton Police and was released to the Wichita Police Department for further investigation. Police did not release the suspect's name.

Reno County Emergency Management Director Adam Weishaar noted that he hasn't been through a dust storm in his tenure with the county, so his big concern is tree branches and power lines with the wind that will be coming through between now and midday Thursday. Most of the planning his office is doing is related to the wildfire threat.

"We're putting out a text message to all our rural fire chiefs to see who is available for a task force deployment tomorrow," Weishaar said. "That could be an in county or out of county task force deployment, so we'll have a good idea of what volunteers are available and what resources are available in the county. Tomorrow morning, we have a meeting with the Hutchinson Fire Department and the Kansas Forest Service to kind of plan the day and talk about what could happen."

Weishaar is concerned that it's likely not a matter of if there will be a fire, but whether it will be here or elsewhere and so he's planning to have to send out some firefighters if there is a fire in an adjoining county and the task force asks for help.

"If someone out of county makes a resource request to them, we will provide a task force to them, which will be three brush trucks, a tinder and a command vehicle" Weishaar said. "We'll send them something, but there will still be more than enough here to maintain what we have."

There is a burn ban in effect in Reno County until noon Thursday.

RENO COUNTY — A temporary burn ban is in effect for Reno County from noon, Tuesday, December 14, until noon Thursday, December 16. The burn ban has been issued due to catastrophic fire danger and high wind warnings. 

The Reno County Board of Commissioners declared a local disaster for wildfire weather conditions on December 10, which remains in effect until December 17. Restricted activities include burning trees and brush from land clearing, crop residues, construction debris, yard waste and use of backyard chimineas and firepits.

Please be mindful of anything that causes sparks or creates an ignition source. Any source of fire may ignite dead/dry grass and lead to explosive fire growth.&nbsp; Secure outdoor decorations and furniture. 

Strong wind can impact travel; Keep both hands on the steering wheel and slow down. Get indoors if possible and avoid windows in case of blowing debris. Manufactured homes and trailers are not safe shelters in high winds. If you see downed power lines, report immediately to local authorities. Follow local media for emergency updates.

The Board of Reno County Commissioners will wait until its first meeting of 2022 to finalize the wording of the zoning regulations that could potentially allow wind in roughly the western two-thirds of the county. 

The commission has reached a consensus not to allow wind development in the areas that are currently zoned (green on the map), but still wants to work out some minor details on what would potentially be allowed in the areas that would be zoned only for the purpose of potential wind development (blue on the map).

It is the intent of the commission to hammer out those setbacks and regulations regarding shadow and flicker at its January 11, 2022 meeting.

Any application for a wind farm in the areas where it could happen would still need to go through the conditional use permit process.

There were multiple concerns expressed by close in residents including the safety of traffic on Nickerson Boulevard. The concerns escalated to the point of filing protest petitions that would have required a unanimous vote of the three members of the commission to have allowed the conditional use permit to go forward.

A resolution finalizing the decision will be on the agenda for the commission at its next meeting.
